The southern state of Karnataka has drafted a comprehensive clean mobility policy that includes substantial tax breaks for hybrid vehicles and lucrative incentives for manufacturers in the electric vehicle (EV) sector. This initiative, detailed in a draft government document positions Karnataka to become a pivotal player in India's transition towards cleaner transportation alternatives.

The proposed policy, which aims to boost "clean mobility vehicle adoption," encompasses a range of vehicles including EVs, certain hybrids, and hydrogen-powered vehicles. One of the most notable aspects of the plan is the proposed elimination of road tax and registration charges for hybrid cars priced under 2.5 million rupees (approximately USD 30,000). This marks a dramatic shift from the current tax regime, where these vehicles face levies ranging from 13% to 18%.

Karnataka, already ranking third in India for EV sales, is set to join the northern state of Uttar Pradesh in offering tax breaks for hybrid vehicles. This move is particularly significant for automakers like Toyota, which has been lobbying the central government for such concessions. The Japanese automaker's stance, however, contrasts with that of domestic rivals such as Tata Motors and Mahindra &amp; Mahindra, who argue that incentivizing hybrids could potentially undermine India's ambitious EV adoption goals.

The state's proposed incentives extend beyond tax cuts for hybrid vehicles. The draft policy outlines plans to offer substantial financial incentives to companies investing in the clean mobility sector. Manufacturers of electric vehicles or their components could receive incentives of up to 25% on capital investments, with the exact percentage varying based on the size of the investment and the number of jobs created.

These incentives are designed to apply not only to EV manufacturers but also to companies producing battery components and EV charging infrastructure. The draft suggests that financial incentives ranging from 15% to 25% of investments in fixed assets, such as land and machinery, will be offered for both new factories and expansions of existing facilities.

While the Karnataka government has previously announced its intention to attract up to USD 6 billion in new investments through its clean mobility policy, this draft provides the first detailed glimpse into the specific measures being considered to achieve this ambitious target.

The timing of Karnataka's proposed policy is significant, coming amidst a nationwide push towards electric mobility. The Indian government, under Prime Minister Narendra Modi, has set an ambitious target for 30% of new car sales to be fully electric by 2030. However, current adoption rates suggest a challenging road ahead. In the 2023/24 financial year, out of 4.2 million car sales in India, fewer than 100,000 units each were hybrids and EVs.

Karnataka's approach, which includes incentives for both hybrid and fully electric vehicles, represents a nuanced strategy in the transition towards cleaner transportation. By offering support for hybrid technology, the state appears to be acknowledging the potential of these vehicles as a bridging technology, potentially easing the transition for both consumers and manufacturers towards full electrification.

However, this strategy is not without controversy. The inclusion of hybrid vehicles in the incentive structure has sparked debate within India's automotive industry. While companies like Toyota welcome the move, arguing that hybrids offer a practical stepping stone towards full electrification, others in the industry fear it could slow down the adoption of fully electric vehicles.

The policy also highlights the growing competition among Indian states to attract investments in the burgeoning EV sector. As states vie to position themselves as hubs for clean mobility, the landscape of incentives and tax breaks is becoming increasingly complex and competitive.

For potential investors and manufacturers in the clean mobility sector, Karnataka's proposed policy presents significant opportunities. The combination of tax breaks for end consumers and financial incentives for manufacturers could create a favourable ecosystem for the development and adoption of cleaner vehicle technologies.

As of now, the state government has not specified a timeline for finalising and implementing this policy. The transport department of Karnataka has yet to respond to requests for comment on the draft, leaving room for potential modifications before the policy is officially unveiled.

The outcome of this policy, once finalised and implemented, could have far-reaching implications not just for Karnataka but for India's broader automotive industry and its clean energy transition goals. It may set a precedent for other states and potentially influence national policy on clean mobility incentives.

Karnataka proposes incentives for hybrids and EVs

An Ola Electric showroom in Kalaburagi, Karnataka, recently became the centre of attention due to an unfortunate incident involving customer frustration and property damage. The event, which did not relate to the company's IPO plans or its upcoming electric motorcycles, saw a disgruntled customer setting fire to the showroom, destroying several electric scooters. Fortunately, no injuries were reported in the incident.

&nbsp;

The customer at the heart of this distressing episode has been identified as Mohammad Nadeem, a 26-year-old mechanic. Nadeem had purchased an Ola electric scooter just a month before the incident. However, his experience with the vehicle was far from satisfactory, as he encountered persistent issues with the scooter's performance.

&nbsp;

According to reports, Nadeem had made multiple attempts to have these problems addressed at the Kalaburagi service centre. Despite his repeated visits and requests for assistance, he claims that the showroom staff consistently failed to resolve the issues plaguing his vehicle. The perceived neglect and lack of adequate customer service led to mounting frustration for Nadeem.

&nbsp;

The situation reached a boiling point when Nadeem, feeling ignored and dissatisfied with the level of service he had received, decided to take drastic action. In an alarming turn of events, he purchased petrol, entered the Ola showroom, and proceeded to douse the electric scooters on display with the flammable liquid. He then set fire to the vehicles, causing significant damage to the showroom and its inventory.

&nbsp;

The local fire department was promptly alerted to the situation. Firefighters quickly arrived on the scene and managed to extinguish the blaze, preventing it from spreading further. However, despite their swift response, the Ola electric scooters within the showroom had already sustained extensive damage from the fire.

&nbsp;

In the aftermath of this incident, law enforcement took swift action. Nadeem was arrested for his role in the arson attack on the Ola showroom. The case has now entered the legal system, where the circumstances surrounding the incident and Nadeem's grievances will likely be examined in detail.

&nbsp;

The incident has raised questions about Ola Electric's after-sales service and quality control processes, potentially impacting the company's reputation in the competitive electric vehicle market. As the electric mobility sector continues to grow in India, incidents like these highlight the challenges that both manufacturers and customers face in this evolving landscape.&nbsp;

Ganesh 'visarjan' procession turns violent in India's Karnataka; 52 held as tensions escalate near mosque

Dakshin Kannada or South Canara district&nbsp;in the southern Indian state of Karnataka&nbsp;has been making headlines after the movie ‘Kantara’ highlighted the rich yet lesser-known tradition of ‘Bhoota Kola’. In a nutshell, it’s a cultural ceremony which includes worship in the form of dance, music, and the exchange of dialogues. It is also a platform for villagers to seek solutions to their problems from their revered ‘daiva’ or deity.

After the movie’s success, the BJP-led government announced an honorarium for the ‘Daiva Narthakas’ over the age of 60, the community that plays a part in the dance during the ‘kola’.&nbsp;
&nbsp;
Recently, South Canara was again in the news when Prime Minister Narendra Modi visited Mulky for the Bharatiya Janata Party's (BJP) election campaign.&nbsp;

About eight kilometres from Mulky lives Vittala Panara, a 65-year-old who, after his retirement, is still actively performing to keep the tradition alive. “They said we would receive Rs 2,000 ($24.31)&nbsp;a month, but nothing after that. The payment we receive for one ‘kola’ is meagre; after paying all the helping hands, there’s barely anything left in hand. This honorarium would have helped.”
&nbsp;
On being asked if the said amount would suffice, the jovial Panara says, “At least something is better than nothing at all.”

Talking of how much he earns for one performance, he says, “We are paid Rs 16,000 ($194.51) for the team of six that works overnight, in some villages, we are even offered Rs 25,000 ($303.93).”

Emphasising on how it becomes an expensive affair and the remuneration offered is insufficient, Panara highlights the cost of the ‘ani’, the gear (made with coconut leaves) they use to adorn themselves. He says, “It costs us about Rs 3,000 ($36.47) to make an ‘ani’.”

With the little remuneration and rampant modernisation, the ‘kola’ can be dubbed a dying art form. The young in the new&nbsp;generation&nbsp;are moving towards the cities to find jobs, or are engaging in business. “I have six sons and none of them will be taking this forward.”
&nbsp;
Seven months ago, BJP MP P C Mohan tweeted, “Adoring Daivas, dance, and divine intervention. The BJP-led #Karnataka government has announced a Rs 2,000&nbsp;($24.31) monthly allowance for ‘Daiva Narthakas’ above 60 years of age. Bhoota Kola, a spirit worship ritual depicted in the movie #Kantara is part of Hindu Dharma.”

India: ‘Daiva Narthakas’ now hope for honorarium from government in Karnataka

Chief Minister of the Indian state of Karnataka,&nbsp;Siddaramaiah on Saturday (Aug 17)&nbsp;said he had done "no wrong" calling the&nbsp;governor's decision&nbsp;"anti-Constitution" and "against the law". This comes&nbsp;hours after&nbsp;Governor Thaawarchand Gehlot&nbsp;granted permission for&nbsp;CM's prosecution in the alleged&nbsp;Mysore Urban Development Authority (MUDA) site allotment scam.&nbsp;

The opposition parties in the state have since demanded Siddaramaiah's resignation in response to which he told reporters, "It will be questioned in court. I have done no wrong to resign." He added, "The entire Cabinet, party high command, all MLAs, MLCs, Lok Sabha and Rajya Sabha MPs are with me."

The CM accused the Bharatiya Janata Party (BJP), Janata Dal (Secular) (JD(S)), and opposition parties in the state of conspiring against him to dislodge a democratically elected government.

There have been several petitions and complaints filed by activists against the illegal allotment of sites. Last month, a complaint was filed with Lokayukta police, naming Siddaramaiah, his wife, son S Yathindra, and senior MUDA officials. The complaint stated that the allotment of 14 alternative sites to the CM's wife Parvathi, in an upscale area of Mysore was illegal and caused a loss of Rs 45 crores ($53,65,080).&nbsp;

Activist Snehamayi Krishna also accused Siddaramaiah, his wife, and MUDA officials, of involvement in the land scam. The CM has since claimed that the land was gifted to his wife by her brother Mallikarjun in 1998.

However, according to Krishna, Mallikarjun procured the land illegally in 2004 by submitting the forged documents with the help of government officials.&nbsp;

The governor sanctioned the prosecution of CM Siddaramaiah in the alleged land scam, based on the petitions filed by the activists.&nbsp;

Deputy Chief Minister DK Shivakumar spoke in support of Siddaramaiah and called it a conspiracy against the CM. He also said that the state government will support Siddaramaiah by all means.&nbsp;

Shivakumar told reporters that the state government will support the CM, calling the accusations in connection with the alleged MUDA scam "politically motivated". He further said at the press conference that Siddaramaiah will not resign.&nbsp;

This comes hours after Governor Thaawarchand Gehlot granted permission for CM's prosecution in the alleged Mysore Urban Development Authority (MUDA) site allotment scam. A grand conspiracy has been hatched to undermine our government. The BJP and JD(S) leaders in the state are all part of this scheme. Just as they did in Uttarakhand, Jharkhand, and Delhi, they are now attempting to execute their plans in Karnataka. We will not let this pass!… pic.twitter.com/uvzStrs98N — Siddaramaiah (@siddaramaiah) August 17, 2024 × The opposition parties in the state have since demanded Siddaramaiah's resignation in response to which he told reporters, "It will be questioned in court. I have done no wrong to resign." He added, "The entire Cabinet, party high command, all MLAs, MLCs, Lok Sabha and Rajya Sabha MPs are with me." The CM accused the Bharatiya Janata Party (BJP), Janata Dal (Secular) (JD(S)), and opposition parties in the state of conspiring against him to dislodge a democratically elected government. Last month, a complaint was filed with Lokayukta police, naming Siddaramaiah, his wife, son S Yathindra, and senior MUDA officials. The complaint stated that the allotment of 14 alternative sites to the CM's wife Parvathi, in an upscale area of Mysore was illegal and caused a loss of Rs 45 crores ($53,65,080). Activist Snehamayi Krishna also accused Siddaramaiah, his wife, and MUDA officials, of involvement in the land scam. The CM has since claimed that the land was gifted to his wife by her brother Mallikarjun in 1998. However, according to Krishna, Mallikarjun procured the land illegally in 2004 by submitting the forged documents with the help of government officials. The governor sanctioned the prosecution of CM Siddaramaiah in the alleged land scam, based on the petitions filed by the activists. A gate at the Tungabhadra dam in southern India's Karnataka was washed away on Saturday (August 10) reportedly after a chain link was snapped. A flood alert has been sounded downstream in the state's Koppal district. To decrease the pressure on the dam, all gates except five were immediately opened. The water level must be under control to allow authorities to prepare for repair work on Gate No. 19.

According to sources in the water resources department cited by the Press Trust of India, the water level in the reservoir must be reduced from its current 105 TMC to between 65 and 55 TMC to facilitate the necessary repairs.

The incident has also led to a heightened state of alert in the neighbouring Andhra Pradesh state.&nbsp;

Residents along the banks of the Krishna River have been advised to remain vigilant and avoid crossing canals and streams due to potential flooding risks.

Currently, the dam is discharging 89,000 cusecs of water, according to reports.&nbsp;

Koppal district in-charge Minister Shivaraj Tangadagi called for the urgency of emptying the dam. He said: "We may have to release at least 60 to 65 TMC of water. The problem can be resolved only after 20 feet of water is released."

While there is no immediate threat of flooding, authorities have cautioned the public to stay away from the Tungabhadra River due to the heavy discharge from the dam.

Leader of the Opposition, R Ashoka, said that such a situation would not have arisen if the state's Congress government had held regular meetings of the dam’s technical committee and ensured it was in fit shape.&nbsp;

"Deputy Chief Minister D K Shivakumar, who is also water resources minister, is busy working as an agent of the (Congress) high command rather than managing his department… There were ample opportunities for the government to repair the dam which was empty during drought last year. But where was the time for the DyCM to repair it as he was always busy seeking his turn to be CM?," the BJP leader said.

In a written reply in Rajya Sabha on Thursday (Jul 25), the minister stated that the Atomic Minerals Directorate for Exploration and Research (AMD), which is a constituent unit of the Department of Atomic Energy (DAE), has found the presence of lithium resources in the Mandya and Yadgiri districts of the state.&nbsp;&nbsp;

Singh informed that AMD has established 1,600 tonnes (G3 stage) of lithium resources in the Marlagalla area, Mandya district.&nbsp;

The Congress government in the southern Indian state of Karnataka is planning to impose cess on movie tickets as well as&nbsp;Over-the-Top (OTT) subscription fees to support the film industry.&nbsp;Karnataka Cine and Cultural Workers (Welfare) Bill, 2024&nbsp;was tabled in the state assembly on Friday (Jul 19) and if passed, the cess levied could range from one to two per cent.&nbsp;

The additional revenue created by the taxes would be used to fund social security benefits such as the Provident Fund (PF) and Employees' State Insurance (ESI) for the cine workers.&nbsp;

IT companies in the southern Indian state of Karnataka have put forth a proposal in front of the state government to extend the working hours of employees to 14 hours a day. As per&nbsp;Karnataka State IT/ITeS Employees Union (KITU), the proposal to amend the Karnataka Shops and Commercial Establishment Act and extend working hours was presented at a meeting called by the labour department.&nbsp;

If implemented, the employees, already struggling to maintain work-life balance, will have to slog 70 hours a week. Current labour laws stipulate nine hours as the permitted working day duration while an additional hour is allowed as overtime.&nbsp;

"Employees in the IT/ITeS/BPO sector may be required or allowed to work more than 12 hours a day and not exceeding 125 hours in three continuous months," the new proposal states.&nbsp;

The state government has held an initial meeting on the proposal which is likely to be discussed by the Cabinet further.&nbsp;

KITU has expressed vehement opposition against the proposal saying it will exacerbate the existing health issues in the overworked IT employees.

"As per the report of KCCI [trade body], 45 per cent of employees in the IT sector are facing mental health issues such as depression, and 55 per cent facing physical health impacts. Increasing working hours will further aggravate this situation," a statement by the union said, as accessed by the publication.

"This amendment shows that the government of Karnataka is not ready to consider workers as human beings who need personal and social life to survive. Instead, it considers them as only a machinery to increase the profit of the corporates whom it serves,” it added.

India: 14-hour workday for employees in Karnataka? State government considering proposal

The job reservation row in the Indian state of Karnataka&nbsp;is seemingly graduating to become an unending affair. Now, a local pro-Kannada outfit has issued a threat against the former CEO of IT giant Infosys for voicing his views against the reservation bill.

Karnataka Rakshana Vedike (KRV) chief Narayana Gowda slammed Mohandas Pai for calling the bill 'fascist' that would have mandated the reservation of 50 per cent of management jobs and 75 per cent of non-management jobs for Kannadigas in entire public and private sectors. The state government had to roll back the controversial bill after severe backlash.

Gowda also warned the state government that it would stage a massive revolt if the bill wasn't passed in the assembly. The job reservation row in the Indian state of Karnataka is seemingly graduating to become an unending affair. Karnataka Govt puts job quota bill on hold; CM deletes post on 100 % jobs for locals

Karnataka, the southern state whose capital Bengaluru is called India's Silicon Valley, is in the middle of a controversy over a government bill to mandate reservation for locals in private jobs. The latest in the row was over a post by Karnataka Chief Minister&nbsp;Siddaramaiah, on '100 per cent job reservation' for Kannadigas, which he subsequently deleted and amended.

The labour minister of the state said that reservations are capped at 70 per cent for non-management roles and 50 per cent for management-level positions.

After major backlash, Karnataka government late on July 17 evening put the&nbsp;bill for Kannadiga quota in private sector jobs on hold. Chief Minister Siddaramaiah govt said it will 'relook' at the bill.

<h2>What is Kannadigas reservation bill?</h2>

The legislation aims to bring in more than 50 per cent&nbsp;reservations for Kannadigas in some specific categories of private jobs.&nbsp;

Formally called 'Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024', it was cleared by the state cabinet on Monday (July 15). It is expected to be tabled in local legislature on Thursday.

As per the text of the bill, any industry, factory or other establishments shall appoint "50 per cent of local candidates in management categories and 70 per cent in non-management categories."

<h2>What did the chief minister say about Kannadiga job reservation?</h2>

In the now-deleted post, Siddaramaiah had said there would be "100 per cent reservation" for Kannadigas in all Group C and Group D jobs in private companies.

"The Cabinet meeting held yesterday &nbsp;approved a bill to make recruitment of 100 per cent Kannadigas mandatory for 'C and D' grade posts in all private industries in the state," Siddaramaiah said in the earlier post.&nbsp;

It was soon deleted and replaced by a new post after state labour minister Santhosh S Lad made a clarification.

Lad told the news agency ANI: "At management [level] it has been decided to provide reservation to 50% of the people. At the non-management level, it has been decided to provide work to 70 per cent...If such skills are not available, people can be outsourced and they can be given work here. But the government is trying to bring in a law to give preference to locally available skills - if it is available here."

Later in the amended post, the chief minister said: "The cabinet meeting held on Monday approved the bill to fix 50% reservation for administrative posts and 75% for non-administrative posts for Kannadigas in private industries and other organizations of the state.

It is our government's wish that the Kannadigas should avoid being deprived of jobs in the land of Kannada and should be given an opportunity to build a comfortable life in the motherland. We are a pro-Kannada government. Our priority is to look after the welfare of the Kannadigas."

<h2>'Fascist and regressive’: Why is Kannadiga reservation job reservation bill a contentious issue?</h2>

Karnataka&nbsp;attracts millions of workers from other states as well as from around the world, working mainly in software engineering firms and startups.

While private job reservations may be a boon for Kannadigas and political capital for the Congress party government of Siddaramaiah, it will not go down well with either the companies which bring in massive tax revenues for the state, or job seekers from other states and countries.

Some of the reactions were harsh, with critics calling the bill fascist and regressive.
