Rebuffing fears the country would be plunged back to the dark days of the group's ultra-conservative version of Islamic law, Shaheen said the Taliban will instead seek a "new chapter" of tolerance.

"We want to work with any Afghan, we want to open a new chapter of peace, tolerance, peaceful coexistence and national unity for the country and for the people of&nbsp;Afghanistan," he said.

But many officials, soldiers and police have surrendered or abandoned their posts, fearing reprisals against anyone suspected of working with the Western-backed government or Western forces.

Shaheen said that would not happen.

"We reassure that there is no revenge on anyone. Any case will be investigated."

Taliban want peaceful transfer of power in 'next few days'

British Prime Minister Boris Johnson was on Sunday to hold further crisis talks on&nbsp;Afghanistan, his office said, as he recalled parliament from its summer break.

Johnson vowed on Friday that Britain will not "turn our backs" on&nbsp;Afghanistan, even as he confirmed the imminent withdrawal of most embassy staff in the face of a rapid Taliban onslaught.

However, he said that those calling for an intervention "have got to be realistic about the power of the UK or any power to impose a military solution -- a combat solution -- in&nbsp;Afghanistan".

With the Islamists seizing control of more Afghan cities, Britain is deploying around 600 troops to help evacuate its roughly 3,000 nationals from the country, and Johnson said the "vast bulk" of remaining embassy staff in Kabul would return to the UK.

Turkey to work with Pakistan to stop new wave of Afghan migrants

As Taliban insurgents make gains in Afghanistan and security forces struggle to contain them, an international human rights monitor accused the Taliban insurgency there, of executing suspected government officials and security personnel, and sometimes even their family members.

US-based Human Rights Watch&nbsp;(HRW) condemned the Taliban's retaliatory actions in a statement, noting that the group had pledged they would not harm Afghan government employees or those assisting the&nbsp;United States and NATO troops.

The insurgent group has denied the allegations. 
 
HRW reports that among recent executions was one committed by the Taliban in southern Kandahar province earlier this month,&nbsp;Nazar Mohammad a.k.a Khasha Zwan a&nbsp;popular Kandahari comedian.&nbsp;

According to reports, the slain man who worked with the Afghan police had posted routines on TikTok that included songs and jokes.&nbsp;He was beaten and shot to death by Taliban fighters on July 22, 2021.

Khasha Zwan was apparently executed by Taliban forces because he made fun of Taliban leaders, said Human Rights Watch's, Patrica Gossman.

Gossman alleged that his murder, along with other recent abuses, demonstrates the Taliban's willingness to brutally crush even the mildest of criticism or objection.

The Taliban didn't admit to killing Khasha Zwan until a video appeared online showing two men slapping and abusing him.

After a video of two&nbsp;insurgents&nbsp;physically abusing the detained comedian went viral on social media, Taliban spokesman Zabihullah Mujahid acknowledged the incident was the work of insurgent fighters.

Mujahid said the men responsible for killing Zwan have been arrested and will be tried, given that they were obligated to bring the comedian to a Taliban court rather than kill him. 
 
As well as holding scores of government and police associates in Kandahar, insurgent commanders are also accused of detaining a number of civilians. 
 
Taliban forces cannot use brute force against their critics as they advance, says Gossman adding that while the Taliban leadership often denies the abuses, it is their fighters behind these attacks, so it is their responsibility to stop the slaughter. 
 
US government also condemned the death of the comic.

The report warns that unless the warring parties negotiate urgently a peace deal in the next few months, Afghanistan could experience its highest-ever number of civilian casualties.

US-based Human Rights Watch (HRW) condemned the Taliban's retaliatory actions in a statement, noting that the group had pledged they would not harm Afghan government employees or those assisting the United States and NATO troops. HRW reports that among recent executions was one committed by the Taliban in southern Kandahar province earlier this month, Nazar Mohammad a.k.a Khasha Zwan a popular Kandahari comedian. According to reports, the slain man who worked with the Afghan police had posted routines on TikTok that included songs and jokes. He was beaten and shot to death by Taliban fighters on July 22, 2021. Khasha Zwan was apparently executed by Taliban forces because he made fun of Taliban leaders, said Human Rights Watch's, Patrica Gossman. Gossman alleged that his murder, along with other recent abuses, demonstrates the Taliban's willingness to brutally crush even the mildest of criticism or objection. The Taliban didn't admit to killing Khasha Zwan until a video appeared online showing two men slapping and abusing him. After a video of two insurgents physically abusing the detained comedian went viral on social media, Taliban spokesman Zabihullah Mujahid acknowledged the incident was the work of insurgent fighters. Mujahid said the men responsible for killing Zwan have been arrested and will be tried, given that they were obligated to bring the comedian to a Taliban court rather than kill him. As well as holding scores of government and police associates in Kandahar, insurgent commanders are also accused of detaining a number of civilians. Taliban forces cannot use brute force against their critics as they advance, says Gossman adding that while the Taliban leadership often denies the abuses, it is their fighters behind these attacks, so it is their responsibility to stop the slaughter. Meanwhile, Afghan President Ashraf Ghani will put forward a three-phase peace roadmap for Afghanistan during a proposed meeting in Turkey, seeking an agreement with the Taliban and a ceasefire before elections, a document shows.

Washington is pushing for a conference to be hosted by Turkey, with UN involvement, this month to finalise a peace deal between the government and the Taliban as a May 1 deadline looms for the withdrawal of all foreign troops.

Ghani’s plan will be presented as a counter to proposals put forward by Washington, rejected by the Afghan government, that envisage immediately drawing up a new legal system for an interim administration to include Taliban representatives.&nbsp;

The document shows Ghani’s ‘Reaching an Endstate’ proposal will include, in the first phase, a consensus on a political settlement and an internationally monitored ceasefire.

The second phase will be holding a presidential election and the establishment of a ‘government of peace’ and implementation arrangements for moving towards the new political system.

The third phase will involve building a ‘constitutional framework, reintegration of refugees and development’ for Afghanistan moving forward.

A senior government official said Ghani has already shared his roadmap with foreign capitals.&nbsp;

Dozens of Taliban fighters were killed in fierce overnight fighting between Afghan forces and militants who attacked multiple checkpoints in the insurgent bastion of Kandahar.

The security forces countered with heavy air and ground assaults, killing 51 terrorists and wounding nine.

Seven members of a family were also killed in an Afghan air strike in one of the districts.

The ministry of defence said it was investigating the incident. &nbsp;

The fighting lasted for several hours through the night, marked with continuous gun battles and heavy bombardments, an AFP correspondent reported from Kandahar.

The Taliban launched a similar offensive in the neighbouring province of Helmand in September that sent tens of thousands of residents fleeing.

That attack, which also targeted the provincial capital of Lashkar Gah, prompted the US to call in air strikes to defend Afghan forces.

Since a US-Taliban deal in February, the insurgents have not carried out major attacks on key cities but have launched near-daily assaults against Afghan forces in rural areas.

The surge in violence in recent months comes as the Taliban and Afghan government engage in peace talks.

In recent months, Kabul has seen several deadly attacks claimed by the jihadist Islamic State group, including a rocket attack Saturday that killed one civilian.&nbsp;

Kandahar has never seen anything like this. A gym only for women has opened in the Afghanistan capital. This is something first of its kind in the country. At least 50 women come here everyday. They exercise their right to life, their right to be healthy.

"Undoubtedly, (coming here) is not without fear and everyone knows that in such a situation, women are more afraid. But if we look at it from another angle, exercise is beneficial to our health and thus brings happiness, that is why we focus more on our goals and ignore our fears," says Fatima Hashimi

The gym has meant financial independence and security for Sana Jan, an instructor at the gym.

"I'm so delighted to work here because I can help women and get exercise for myself too. After all, exercise is good for my health. The money I earn from here is a great financial help to my family," she says.

Talking about women's rights in Afghanistan is like talking about gun laws in USA.

Maryam Durani, founder of Gym Malika Suraya says the reaction from ladies was positive but men had reservations.

"The reaction of the ladies was very positive because they needed it, but unfortunately, what bothered me was the reaction of the men, especially the men who were educated and thought they were intellectuals. These men were the ones who reacted negatively to our club and even insulted me because they thought our club was in opposition to the Sharia," said Durani.

Maryam is used to such opposition. She has been a women's rights campaigner for a while now. Apart from this gym, Maryam runs a radio station for women. She has also served on the provincial council. It was last year that she started the gym. Fringe threats do not scare her.

"Not only sports but all sectors in which women work at are of concern. Our concern is that if the Taliban return and reunite with the government, what will be the restrictions they will impose? Because given what I have been following on the news, I think the Taliban's mindsets and ideas have not changed much," says Maryam.

Taliban banned women from even leaving their houses during their rule in Afghanistan from 1996 to 2001. Women could only step outside their homes if they were accompanied by a male family member. Education and sports too were out of bounds for women.

It took 19 years of bloody war for women of Afghanistan to fight for their rights.

Today, Afgh women power-lift. They also master jabs. Afghan women are finally chasing their dreams. They aren't confined only to kitchens.

But all this can take a U-turn if the Taliban returns. The terror group has already signed a deal with the US. Washington wants to withdraw their troops from Afghanistan. And the Taliban want to rule the country once again.

It must be the late afternoon of winter on December 24, 1999 — as I was planning to attend a Christmas eve party — I got a call from a source of mine telling me that an Indian airlines plane has been hijacked.&nbsp;

Stunned as I was, I began checking the details – it was an IC 814 Kathmandu- Delhi Flight with 176 passengers on board. Those were the days, you had&nbsp;very few private news channels. As I finished talking to my source, a friend of mine from a private news channel was calling. I told him, "Wait! Big news is emerging, an Indian plane has been hijacked."

He asked me if he could break the news on the channel, I said ''go ahead'' as I was working with a TV news agency with no rivalry.

A flurry of activity began in our office – rushing camera teams to the airport, alerting various bureaus and other team members about the incident.

I&nbsp;called my source again and asked for further details, and he told me that it was&nbsp;headed&nbsp;for Lahore.&nbsp;Minutes later, he called me back informing me that it was&nbsp;headed&nbsp;for Amritsar.

We had a bureau in Amritsar, so I called my correspondent and asked her to rush to the Amritsar airport as the hijacked plane was likely to land. By the time she had arrived at the airport, IC 814 was landing on the runway.&nbsp;

Probably, from what I remember now, she was the only correspondent at the airport and soon word went around and private news channels in India and International news channels wanted to get a live phone interview with her.&nbsp;

And soon, she was on all possible channels. While the drama was unfolding in Amritsar, here in Delhi, the government led by Atal Bihari Vajpayee was in a huddle.

Soon our reporter in Amritsar called to say the plane was about to take off.

In Delhi, the Crisis Management Group&nbsp;(CMG) was deliberating on various points, while in&nbsp;Amritsar,&nbsp;security personnel were ready to storm the plane.&nbsp;

In the absence of any guidance, the security personnel were not able to stop the plane from taking off.

I immediately called my source asking about the flight path IC 814 was taking – sitting in ATC – he told me that it seemed that&nbsp;it was&nbsp;headed for Lahore, and it did land at Lahore.

Drama followed at the Lahore airport – the relations between India and Pakistan were far from cordial – earlier in the year, the Line of Control had witnessed incursions by Pakistani troops who had occupied the heights in Kargil but later they had to retreat. The Indian authorities were struggling, but the plane was refuelled and allowed to take off again.

Now the scene shifted to Dubai – where certain passengers were allowed to disembark by the hijackers including passenger Rupen Katyal who was stabbed several times and then thrown on Dubai tarmac. Again, Indian authorities were in touch with the UAE government for a possible security operation, but they too didn’t cooperate.

My source was supplying me with constant information. He&nbsp;called again and told me that the plane had taken off from Dubai and was heading towards Kandahar in Afghanistan. I was shocked.&nbsp;Kandahar was the seat of Mullah Omar – the dreaded one-eyed chief of Taliban.

After a short flight, the plane landed in Kandahar and was soon surrounded by Taliban militia. This started a week-long saga of negotiations. The relatives were getting restless and private news networks were constantly focusing&nbsp;on this story. The government was trying to calm frayed nerves, but the public pressure was increasing day by day.

Days passed and finally, it was in the early afternoon of&nbsp;December 31, 1999 that&nbsp;I got information that India had&nbsp;succumbed to the demands of the hijackers and had&nbsp;decided to release three dreaded terrorists – Maulana Masood Azhar, Mushtaq Ahmed Zargar and Ahmed Omar Saeed Sheikh in lieu of the IC 814 passengers.

And it was decided at the top level that the then External Affairs Minister of India Jaswant Singh would&nbsp;be travelling in a special plane to Kandahar to bring back the passengers. I rushed to meet a friend of mine who was the Joint Secretary in External Affairs Ministry to try my luck.&nbsp;I requested him that I would like to travel on a special flight to Kandahar. He was very forthcoming but told me that he needs to get clearance from the minister. I kept sitting outside his office in anticipation along with my camera person.&nbsp;

Finally, my cellphone rang the Joint Secretary told me I am on board and I should rush to the technical area at Palam airport. This is the area from where all the VVIP flights take off and land. I was excited. I called my office and informed them about this trip. And we rushed to the airport, our names were at the entry gate while hundreds of journalists were waiting at the gate of the airport. We were allowed in and immediately ferried in an IAF gypsy to the tarmac.&nbsp;

As we were alighting from the car, I saw a tinted gypsy car parked. A deputy secretary officer and a friend of mine pointed to it and said have a look – in the car are seated the three dreaded terrorists. I was curious and wanted to see the faces. I went closer and saw the three seated.&nbsp;

A shrill went through me. And my mind was all muddled up. Suddenly, I heard someone calling me. I walked towards him, my passport and my colleague’s passport were stamped, and we were asked to board the special flight. I went in and had barely settled. Again, an officer from the protocol division of MEA came running towards me and we are asked to deplane. I was confused. And went to the joint secretary friend of mine and questioningly looked at him. He told me the top editors and owner of certain organisations had called the top political leadership and subsequently, the EAM was advised not to take me on the trip.

Thus, ended my trip to Kandahar. Rather my trip was hijacked too. The feeling I got after seeing the three terrorists remains with me. And, Bees Saal Baad I can see their faces clearly. Rest is history.

The incident took place in <a href="https://www.wionews.com/south-asia/roadside-mine-blast-in-northern-afghanistan-kills-eight-259889">Dand</a> district of southern Kandahar province, where a bomb hit a US armoured vehicle, provincial police spokesman Jamal Nasir Barkzai told reporters.

"Foreign forces were patrolling near the <a href="https://www.wionews.com/opinions/ic-814-bees-saal-baad-hijack-vs-hijacked-270028">Kandahar airport</a> when they were hit by a blast. We don't have the details of the casualties because they have cordoned off the area," he said.

A NATO Resolute Support spokesman in southern Afghanistan confirmed the incident and said the situation was being assessed.

Taliban loyalists are cheering the prospect of a deal with the US that after 18 years of gruelling conflict will see "defeated" American "invaders" finally go home.

While details of the deal have not been announced, it is widely expected the Pentagon will slash its troop presence in Afghanistan in return for various Taliban commitments.

AFP spoke to several Taliban fighters and supporters in and around Kandahar&nbsp;the southern Afghan province that is the birthplace of the Islamist movement and a key stronghold.

'Islamic values'

Mohammad Manzoor Hussaini, who previously fought for the Taliban, was until two years ago hiding out in Pakistan but returned to Kandahar as the group's influence strengthened.

All Afghans want is a peace founded on "Islamic values", he said, using the same stock phrase the Taliban has used in talks with the United States.

The term is seen as contentious because it is open to broad interpretation, and the Taliban are known for pushing some of the most extreme views of the Islamic faith, including an almost total denial of all freedoms for women.

"Afghans wish for peace, moreover they want a dignified peace based on Islamic values, and peace among all Afghans," Hussaini said.

"Afghans should trust each other, and should be honest with each other, and should not pay attention to any foreigners".

But if things are handled poorly, the war could go on for another 20 years and spread to other countries too, Hussaini warned.

Leaving with 'shame'

Hafiz Mohammad Wali, a gardener from the Shahjoy District of Zabul province, which neighbours Kandahar, was delighted at the news that a deal is likely to see the US military draw down its forces.

"For nearly 20 years, we have been hoping for this news, to see the Americans leave Afghanistan with shame," he said.

"People now are praying for peace in the country. We have fought a lot, and the fighting still continues today."

Like most of the Taliban supporters AFP spoke to, Wali worried about whether the group would be able to make a separate agreement with the Afghan government.

"Our main concern is how the Taliban and the Afghan government make peace," he said.

"Afghans have been fighting with each other for years in the villages and districts. Will they sit together? This is not just my concern, but other villagers are also worried about it."

Until now, the Taliban have refused to talk to the administration of President Ashraf Ghani, whom they view as a US stooge.

The upcoming withdrawal deal with the Taliban is expected to require "intra-Afghan" talks between the insurgents and Kabul.

'Defeated' America

Mullah Gul Agha, a Taliban commander from the Marja district of Helmand province, another insurgent stronghold, said Afghans would never accept foreigners as their "masters".

"The Afghans have been fighting invaders for decades, once it was the Russians, today it is the Americans and the British," Agha said.

"With the Help of Almighty Allah, we have defeated them again."

The toll the war has taken on the US military more than 2,400 US troops killed in combat and thousands more with horrendous wounds&nbsp;would make America think twice before invading other countries, he said.

"Afghans accept a poor, humble life, but never anybody as their masters," he said.

Both sides 'tired'

Mullah Rauf, who was once a Taliban commander in the central province of Ghazni, was optimistic peace might finally come to Afghanistan after 18 years of conflict.

"Both sides in this war are tired," he said.

"I am very happy America is leaving, because they didn't give Afghans anything but war and destruction, and thousands of Afghans were killed if Afghans join hands, they can prevent more destruction and bloodshed."

Monday's incident occurred around 2:00 pm (0930 GMT) when a vehicle carrying many passengers hit a roadside bomb planted by the Taliban, provincial police chief Tadin Khan said.

"In the blast, 11 people were martyred and 34 others were wounded. Women and children are among the victims," Khan said.&nbsp;

No group claimed immediate responsibility. The Taliban did not immediately comment.

Insurgents often use roadside bombs and landmines to target Afghan security forces -- but the lethal weapons also inflict heavy casualties on civilians.

Taliban fighters killed eight election commission employees on Saturday night inside a district centre in Afghanistan's southern province of Kandahar, officials said.

The employees of the Independent Election Commission were stationed at the government office in Maruf district to register voters when fighters of the hard line Islamist group launched an attack.

Taliban has claimed responsibility for the attack.

Qari Yousuf Ahmadi, a Taliban spokesman said the fighters killed election commission employees and 57 members of the Afghan National Defence and Security Forces (ANDSF). They also captured 11 others with five vehicles and a large cache of weapons during the attack at the district centre.

But Afghan government officials said the Taliban had exaggerated the casualty figures.

Qaseem Azad, a secretary of the Kandahar police said ANDSF suffered some casualties, but provided no further details.

Fighting between the Taliban and Afghan forces has intensified even as leaders of the Taliban and US officials hold peace talks in Qatar to end 18 years of war in Afghanistan.

Separately on Saturday, Taliban fighters killed eight Afghan soldiers and injured eight others at a military checkpoint in Balabulak district in the western province of Farah, a local official said.
