Kabul has rejected the allegations by Pakistan foreign ministry about Tehreek-e-Pakistan (TTP) using Afghan territories by a third party to destabilise regional countries, including Pakistan.

"TTP and its splinter groups have the blood of the Afghan people on their hands and are designated as terrorist organisations in the National Threat Assessment and National Security Policy of Afghanistan," the Afghan foreign ministry replied to the accusations made by the foreign ministry of Pakistan in a statement on Friday.

"Like other terrorist organisations, TTP has allied itself since its emergence with those fighting the government and people of Afghanistan. Over the past years, a significant number of TTP leaders and operatives have been either taken out in the battleground or captured and brought to justice in Afghanistan," it added further.

Kabul's remarks follow a report submitted by the United Nations Security Council's Analytical Support and Sanctions Monitoring Team concerning individuals and entities constituting a threat to the peace and stability in Afghanistan.

On June 4, Pakistan's foreign office said that the UN Analytical Support and Sanctions Monitoring Report has endorsed its stance that TTP operating from Afghanistan and supported by India threatens regional countries including Pakistan.

In a statement on Thursday, Foreign Office Spokesperson Aisha Farooqui said Pakistan has been highlighting India's sponsorship of terrorist organizations in Afghanistan.

The report had also referred to a "continued presence" of the senior leadership of UN-designated terrorist organisation Al Qaida and its affiliates in Afghanistan. It had also mentioned a large number of foreign terrorist fighters, including up to 6,500 Pakistan nationals, operating in Afghanistan.

Two of the largest markets in the heart of Kabul visited by Reuters were packed, with most shoppers not wearing masks or gloves and not observing social distancing rules. &nbsp;

"I admit that everyone should observe the hygiene (guidelines) and follow the government and doctors` advice, but what about the attacks and killings that are happening in our country and claim the lives of our people daily?" asked Abdul Saleem, another shopper.

While there has been a partial relaxation of the lockdown, with Kabul`s local administration also announcing fresh guidelines for residents in the lead-up to Eid on Friday, people have been ignoring appeals to respect social distancing.

The Muslim holiday of Eid al-Fitr, which marks the end of the holy fasting month of Ramadan, will be observed either on Saturday or Sunday in Afghanistan, subject to the sighting of the moon.

The United States on Thursday blamed Islamic State militants -- not the Taliban -- for a gruesome hospital attack in Afghanistan this week that killed two newborn babies, and it renewed calls for Afghans to embrace a troubled peace push with the Taliban insurgency.

But it was unclear if the U.S. declaration would be enough to bolster the peace effort and reverse a decision by the Kabul government to resume offensive operations against the Taliban.

Afghan President Ashraf Ghani ordered the military on Tuesday to switch to "offensive mode" against the Taliban following the hospital attack in Kabul and a suicide bombing in Nangarhar province that killed scores of people.

U.S. Special Representative Zalmay Khalilzad blamed Islamic State for both attacks in a statement issued on Twitter, saying the group opposed any Taliban peace agreement and sought to trigger an Iraq-style sectarian war in Afghanistan.

"Rather than falling into the ISIS trap and delay peace or create obstacles, Afghans must come together to crush this menace and pursue a historic peace opportunity," Khalilzad said.

"No more excuses. Afghans, and the world, deserve better."

An affiliate of the Islamic State militant group claimed responsibility for the Nangarhar bombing, according to the SITE Intelligence Group. No one has claimed the hospital attack.&nbsp;

The Taliban denied involvement in either attack, but the government accused the group of fostering an environment in which terrorism thrives or of working with other militant groups who could have been involved, straining U.S. efforts to bring the insurgents and Afghan government together.

US says Islamic State conducted the attack on Kabul hospital

More than a third of confirmed coronavirus cases in the Afghan capital have been among doctors and other healthcare staff, two senior health officials said on Thursday, in a sign that the war-torn country is struggling to deal with the pandemic.

The officials cited a lack of protective equipment for medics as well as a lack of awareness among some medical staff of the precautions needed to avoid infection.&nbsp;

The high rate of infection among healthcare workers has sparked alarm among medics and some doctors have closed their clinics.&nbsp;

However, it is not clear whether the disproportionate rate of infection might be at least in part because medical staff are more likely to be tested for the illness. Few people with the classic COVID-19 symptoms of high fever and respiratory problems are being tested in Afghanistan, because of a shortage of testing kits.

The total of 925 confirmed cases in Kabul has included some 346 medical staff, a government health official and an Afghan doctor who is on the board of a government-led pandemic task force said.

As of Thursday, 3,563 people have tested positive and 106 people have died from COVID-19 in Afghanistan, according to official figures.

The two officials, who asked not to be named as they were not authorised to discuss the matter publicly, said at least 13 doctors had died in different parts of the country last month and in the first week of May.&nbsp;

At least nine of those doctors had been attached to public, private or military hospitals in Kabul, two other health officials said, speaking on condition of anonymity.

The government has said it is providing the best available facilities to deal with the health crisis, which it calls a big challenge.

The rate in Kabul compares with a global rate of infection for medical staff issued on Wednesday by the International Council of Nurses, which said 6% of all confirmed cases of COVID-19 were among healthcare workers, based on data from 30 countries.&nbsp;

Some doctors have closed their clinics, putting a strain on limited health resources in Afghanistan.

"I have decided to suspend my practice for two months, many doctors will not open their clinics and private nursing homes... pregnant women are being told to find midwives instead of coming to hospitals," said a cardiologist in Kabul.&nbsp;

With a population of more than 37 million, Afghanistan has roughly 172 hospitals, and four doctors per 10,000 people, according to a 2019 government report. The healthcare system is dependent on millions of dollars in foreign donor aid for support.

At least six doctors who Reuters spoke with say the government has not made accurate data about COVID-19 cases public, and many hospitals are teetering on the verge of collapse.

"The situation is so bad that it`s best for doctors to sit at home," said a Western doctor who has been working in Kabul for six years.

The health ministry said it is collecting data on confirmed cases but in some cases infections are not reported to the ministry. There are parts of the country that are under the control of the militant Taliban group where it is hard for the government to access data.

The government also says that while it is doing its best to protect people, a large part of the response to the pandemic is dependent on foreign aid.

One of those who died in the attack is Tian Singh, a 71-year old Indian citizen from Delhi. Family members of Mr Singh have demanded that his mortal remains should be brought to India.

The parliamentarian, Narender Singh Khalsa, said he was near the Gurudwara when the attack happened and ran to the site. He said at least four people were killed.

"There are about 150 people inside the temple. Families are living there and they usually gather to offer prayers in the mornings," said Anarkali Kaur Honaryar, a Sikh MP in the Afghan parliament.

"Some people inside the temple are hiding and their phones are off. I am very concerned."

No one has taken responsibility for the attack, but earlier this month an Islamic State affiliate attacked a gathering of minority Shia Muslims in Kabul, the capital, killing 32 people.

Afghan President-elect Ashraf Ghani on Monday delayed his planned inauguration ceremony until the afternoon, as his rival Abdullah Abdullah also postponed a scheduled competing for the swearing-in ceremony.

Both men have laid claim to Afghanistan's leadership following a disputed election in September, a situation that threatens political chaos just days after the United States and the Taliban signed a deal on the withdrawal of U.S.-led international forces.

The delay of the competing ceremonies would allow more time for Ghani and Abdullah to continue days-long talks with U.S. special envoy Zalmay Khalilzad as he tries to shepherd a deal between the two political camps, an official for Ghani said.

The official said Ghani's ceremony had been postponed until 1 pm, confirming a tweet from Ghani's spokesman Sediq Sediqqi. Abdullah had earlier offered to postpone his ceremony, if Ghani did the same, in response to an appeal by Khalilzad, Abdullah's spokesman, Omid Maisam, said.

Afghanistan's Election Commission last month announced that Ghani had retained power by winning the September 28 election. But his long-time rival, Abdullah, rejected that and proclaimed himself the winner.

Western diplomats in Kabul said it was unclear how the situation might be resolved.

"If Ghani is determined to hold his swearing-in then Abdullah may suddenly decide to hold it too ... it's all up in the air for now," said one diplomat, who has invitations from both of the rival camps, requesting anonymity because they were not authorised to speak to the media.

Another diplomat, also speaking on condition of anonymity, said that amidst uncertainty, many foreign envoys were waiting for a "green signal" from the United States on whether to attend Ghani's ceremony.

Ghani and Abdullah both held roles in the previous government under a U.S.-brokered power-sharing agreement that followed the previous election in 2014.

A former foreign minister, Abdullah held the specially created post of chief executive in the outgoing government.

The US and the Taliban are set to sign a peace deal at a ceremony in Doha on Saturday which will provide for the withdrawal of American troops from Afghanistan nearly 18 years after their deployment in the country.

Major powers such as the US, Russia and Iran have been reaching out to the Taliban as part of efforts to push the stalled Afghan peace process.

India has been supporting a national peace and reconciliation process which is Afghan-led, Afghan-owned and Afghan controlled.

India has also been maintaining that care should be taken to ensure that any such process does not lead to any "ungoverned spaces" where terrorists and their proxies can relocate.

Ahead of the peace deal, India has conveyed to the US that pressure on Pakistan to crack down on terror networks operating from its soil must be kept up though&nbsp;Islamabad's cooperation for peace in Afghanistan is crucial.

Gunmen shot dead nine homeless drug users in the Afghan capital, officials said on Sunday, shining a light on chronic drug abuse in the world's biggest producer of opium but a rare incident of apparently coordinated violence against addicts.

The motive for the Saturday night attack by the unidentified gunmen in Kabul was not known and police said they were investigating. The men had been sleeping in an open area and a forensic examination had shown they were drug users.

"The shooting took place at the side of the Qrough mountain," a spokesman for Kabul police, Ferdaus Faramarz, told Reuters.

There are an estimated 2.5 million drug users in Afghanistan, the Ministry of Public Health says, with most thought to addicted to heroin made from opium poppies grown in Afghanistan.

Some 20,000 drug users are homeless, with half that number in Kabul, at times straining relations with residents of some communities.

"It's a social crisis," said Dr Shokoor Haidari, deputy of the ministry's counter drugs department.

The ministry can only treat 40,000 people a year but far more seek help, said Haidari.

Lack of social services, unemployment and easy access to drugs have fueled drug abuse in Afghanistan, Haidari said.

Harsh winter weather killed at least 50 homeless drug users in the past two months, the Ministry of Public Health said.

Afghanistan has been the world's biggest producer of opium for years despite some $8.9 billion spent since 2002 by the U.S. government to stop production and trafficking in narcotics.

With compelling economic incentives and politically protected networks - from cultivators to producers and distributors - deeply entrenched, officials say there is little they can do to stop it.
