United States President Joe Biden officially signed the legislation to block a national railroad strike which threatened the American economy. The legislation, which concerned a dozen unions comprising of 115,000 workers, was passed in the Senate with 80 votes in favour and will stop them from going on a strike – a measure that will be saving millions for the authorities.

However, the legislation concerning paid sick days for the workers was not approved.

"It was tough for me but it was the right thing to do at the moment -- save jobs, to protect millions of working families from harm and disruption and to keep supply chains stable around the holidays," Biden said as he regarded the proposed strike as "an economic catastrophe."

The railroad companies have cut down on labour and other costs in order to maximise profits and some of them have also reduced sick leaves. While a majority of unions agreed with the deal, four of them criticised the companies as well as the government for imposing the measures.

According to CNN, the strike would have disrupted the supply chain and hampered around 30 per cent of all shipments. Estimates put the amount of loss to somewhere around $2 billion a day.

While private unions can go on strike, the government has a say on it when it concerns transportation. As a result, the deal signed by Biden will have to be accepted by all parties involved.

Russia has rejected the terms laid down by United States president Joe Biden for Ukraine talks with Vladimir Putin. The Kremlin said that the Russian offensive will continue in Ukraine despite losing some ground and under the present circumstances, they are not ready for any negotiation.

“What did President Biden say in fact? He said that negotiations are possible only after Putin leaves Ukraine,” Kremlin spokesman Dmitry Peskov told reporters according to Reuters.

“The special military operation is continuing,” Peskov said referring to the ongoing conflict.

Earlier, the White House said that Biden will be willing to speak to Putin over the Ukraine issue if Russia is willing to put an end to the military campaign. In his meeting with French President Vladimir Putin, Biden discussed the conflict in Russia and hinted at a possible solution.

“I’m prepared to speak with Mr. Putin if in fact there is an interest in him deciding he’s looking for a way to end the war. He hasn’t done that yet,” Biden told the reporters.

“If that’s the case, in consultation with my French and my NATO friends, I’ll be happy to sit down with Putin to see what he has in mind. He hasn’t done that yet,” he added.

Meanwhile, Putin told the German Chancellor Olaf Scholz that the attack on Ukraine’s infrastructure was “inevitable” and accused the western countries of using “destructive policies”.

"Such measures have become a forced and inevitable response to Kyiv's provocative attacks on Russia's civilian infrastructure," the Kremlin said in a statement after the two leaders spoke on phone.

Macron, Biden pledge to hold Russia accountable for 'war crimes'

Hours after the US President Joe Biden said that he is prepared to speak with Russian President Vladimir Putin if the latter is looking "for a way to end the war", Germany's Chancellor Olaf Scholz said that Europe should go back to its pre-war "peace order" with Russia. By pre-war period, Scholz referred to the period before February 2020 when Russia had not launched its 'special military operations' against Ukraine.

Scholz said that Europe should resolve "all questions of common security" with Russia.

"What Russia is doing today is going back to the imperialistic approach of the 19th, 18th, 17th century where just a stronger country thinks it could just take the territory of the neighbour, understanding neighbours as just hinterland, and some place they can give rules to be followed. And this can never be accepted," Scholz said during a panel discussion at the Berlin Security Conference.

Scholz calls for resolution of ‘all questions of common security’ with Russia to ensure pre-war ‘peace order’

United States President Joe Biden and French President Emmanuel Macron vowed Thursday to coordinate on the "challenge" of China and called for stability on the Taiwan Strait. "The United States and France will continue to coordinate on our concerns regarding China's challenge to the rules-based international order, including respect for human rights, and to work together with China on important global issues like climate change," said a joint statement issued by the White House.

The two leaders also pledged to support Ukraine in its war against Russia and to hold Moscow responsible for war crimes.

In a joint statement issued after their Oval Office talks, the two leaders said they were committed to holding Russia to account "for widely documented atrocities and war crimes, committed both by its regular armed forces and by its proxies" in Ukraine.

Biden and Macron also pledged to uphold the “unwavering” alliance between the two countries during the latter’s visit to the White House on Thursday. Macron was greeted by service members from the army, marines and the air force.

"France is our oldest ally, our unwavering partner in freedom’s cause," Biden told reporters.

Macron also emphasised on the friendship between the two countries that dates back to the US independence struggle and said, "We need to become brothers in arms once more."

The relationship between the two countries suffered a bit in the recent past with Macron blaming Biden’s economic policies for an inevitable trade war. The Inflation Reduction Act or IRA will see an investment of around $4 million into environmentally-friendly industries but several European countries have expressed their concern as it can possibly lead to a race to invest in the green economy sector.

"The consequence of the IRA is that you will perhaps fix your issue but you will increase my problem. I'm sorry to be so straightforward," Macron said on Wednesday, according to Reuters.

However, Biden has maintained that the IRA will not pose any threat to the European companies.

According to AFP, one of the major topics of discussion will be the rise of China on the global stage and the alliances it has forged in the Pacific Islands. "Europe has since 2018 its own, unique strategy for relations with China," tweeted French embassy spokesman Pascal Confavreux in Washington.

Fernando Arias, chief of the Organisation for the Prohibition of Chemical Weapons (OPCW) said that his organisation has been closely monitoring the situation in Ukraine and that the ongoing conflict "exacerbated existing tensions" and that it has "increased the real threat posed by weapons of mass destruction, including chemical weapons".

After shooting tragedies in US, Democrats renew calls for assault weapons ban

The United States on Saturday eased some Venezuelan oil-related sanctions as company Chevron has been allowed to resume some activity in Venezuela.

Certain oil sanctions were eased by the Biden administration to support the negotiations that recently started between President Nicolás Maduro's government and its opposition.

After more than a yearlong hiatus, crucial talks between the Maduro government and the "Unitary Platform" resumed in Mexico City on Saturday as both sides announced a humanitarian agreement on education, health and other social issues.

The Treasury Department said it would allow Chevron to resume limited oil extraction operations in Venezuela. This comes after years of sanctions aimed at restricting oil and gas profits that have reportedly flowed to Maduro's government.

Previously, the California-based Chevron and other US companies were given permission again by the Treasury Department to do the basic upkeep of wells it operates jointly with state-run oil giant PDVSA.

As per the new policies, instead of providing profits to PDVSA, the profits from the sale of energy would be directed to paying down debt owed to Chevron.

A senior administration official said of the talks in Mexico that "we join the international community in welcoming the resumption of negotiations." The official further noted that the accord marked "important steps in the right direction" in Venezuela.

As quoted by the news agencies, Democratic Sen Bob Menendez of New Jersey, chairman of the Senate Foreign Relations Committee, said in a statement: "If Maduro again tries to use these negotiations to buy time to further consolidate his criminal dictatorship, the United States and our international partners must snap back the full force of our sanctions that brought his regime to the negotiating table in the first place."

A month after a US court issued a stay on Joe Biden's ambitious student-loan forgiveness plan, the White House on Tuesday announced it will extend payment pause on federal student loans, up until June next year. The move is aimed at allowing the court to conduct its hearing in desired time as Biden's forgiveness plan remains blocked. “We’re extending the payment pause because it would be deeply unfair to ask borrowers to pay a debt that they wouldn’t have to pay, were it not for the baseless lawsuits brought by Republican officials and special interests,” said Miguel Cardona, education secretary in a statement. For recipients of Pell Grants, the relief doubles to $20,000. However, the Republicans are of the view that it will be a misuse of funds which will cost the exchequer more than $400 billion. Once the EU's procedure is complete, the broader coalition will take action to apply the cap.

US and allies to announce price cap on Russian oil; move will help cut Moscow's revenues for its war machine

A bipartisan group of 16 US senators in a letter have asked the joe Biden administration to carefully reconsider giving Ukraine the lethal Gray Eagle drones to fight Russia.

Several senators, including Republican Joni Ernst and Democrat Joe Manchin, who are both members of the Senate Armed Services Committee, have expressed alarm at US opposition to the proposal and stated that providing the armable drone "demands careful reconsideration."

Why are these drones special?

The MQ-1C Gray Eagle drone as per Reuters has an operational ceiling of 29,000 feet. This capability can go a long way in helping Ukraine in its defence and would "represent a great technological leap" for the country.

Does Ukraine only want these particular drones?

No, as Russia increasingly uses kamikaze drones and targets civilian infrastructure, Ukraine has made several requests for the United States to give it sophisticated drones. Its most recent request was for anti-drone missiles.

Why is the US hesitant to grant Ukraine's request?

While the Pentagon hasn't publicly stated its position, it is believed that the denial was motivated by worries that the drones could intensify the conflict and the belief that they are not necessary for Ukraine's military effort. Additionally, there are concerns that drones might be shot down.

The senators as per a Wall Street Journal report have given Secretary of Defense Lloyd Austin until November 30 to respond to their questions. They want to know why the Pentagon considered the drone, produced by General Atomics, was inappropriate for the conflict in Ukraine; whether US worries about technology transfer could be alleviated; and whether the Pentagon feared that launching the drone would further enrage Russia.

United States President Joe Biden told other NATO members present at the G20 Summit in Indonesia that the missile that killed two people in Poland was an air defence missile from Ukraine, according to a NATO source. Reuters reported that Biden was informed by his sources about the missile and that is why he publicly said that it is unlikely that the missile was launched by Russia.

"There is preliminary information that contests that. I don't want to say that until we completely investigate it, but it is unlikely in the lines of the trajectory that it was fired from Russia, but we’ll see," Biden said when asked about the attack in Poland, according to Associated Press.

The missile that landed near the Poland-Ukraine border sparked tensions about a potential escalation in the ongoing Ukraine-Russia conflict as any perceived attack on a NATO member will result in a response from the alliance. Following the missile attack, NATO ambassadors held an emergency meeting to discuss the road ahead but decided to not go ahead with an armed response.

On Wednesday, a missile landed in Poland as Russia targeted Ukraine's Volyn region (25-30 km away from the Polish border). The Ukrainian authorities said that most missiles were shot down by their defence systems and the S-300 air defence missile in Poland can be part of their weapons arsenal.

Russia completely denied any involvement in the incident and said that the allegations were "baseless statements". Kremlin spokesperson Dmitry Peskov said that Russia was conducting routine military attacks, but the S-300 air defence system was responsible for the incident in Poland.
