Gravitas: Will Joe Biden be good for India?

US President-elect Joe Biden has expressed frustration President Donald Trump's refusal to concede, saying that the delay in transition might affect the vaccine distribution.

Biden: Delay in transition might delay vaccine distribution

President-elect Joe Biden has promised to move quickly to rejoin the nuclear deal with Iran so long as Iran also comes back into compliance. But that vow is easier said than done.

While Biden’s pledge pleased the deal’s other signatories, who were angry that President Donald Trump withdrew from it two years ago, returning to the way things were maybe impossible, complicated by both Iranian and U.S. politics.

Trump, even as a lame duck, is moving quickly to increase U.S. sanctions against Iran and sell advanced weapons to its regional enemies, policies that would be difficult for a new president to reverse.

Last week, he asked his advisers for options to launch a military strike against Iran but appears to have been talked out of it. His aides argued that an attack could quickly lead to a larger war.

Iran, where President Hassan Rouhani faces strong opposition from conservatives in elections set for June 2021, is expected to demand a high price to return to the deal, including the immediate lifting of the punishing sanctions imposed by the Trump administration and billions of dollars in compensation for them.

Those are demands that Biden is highly unlikely to meet — especially given strong congressional opposition.

Iran’s deputy foreign minister, Abbas Araghchi, has tried to pass on to Biden’s advisers through intermediaries Tehran’s insistence that the United States return to the Iran deal unconditionally before any talks resume, according to Iranian diplomats.

The diplomats say that Iran is not interested in a temporary freeze and will not stop enriching uranium or reduce its large stockpile in the meantime. They said that Iran would return to full compliance with the deal when the United States does.

Advisers to Biden do not confirm receiving any messages from Iran and say they will only deal with the issue after the inauguration.

Iran has some leverage. When Trump took office, Iran had roughly 102 kilograms, or about 225 pounds, of enriched uranium, whose production was limited by the 2015 agreement. After the United States withdrew, Iran declared it was no longer bound by the agreement and resumed enriching uranium at higher levels.

The International Atomic Energy Agency said last week that Iran now had more than 2,440 kilograms, which is more than eight times the limit set by the 2015 nuclear deal. The “breakout” time for Iran to possibly make a nuclear weapon — an ambition it denies — is now considerably shorter than a year.

During the campaign, Biden called Trump’s decision to abandon the deal “reckless” and said it ended up isolating the United States, not Iran.

“I will offer Tehran a credible path back to diplomacy,” Biden wrote in a September op-ed for CNN. “If Iran returns to strict compliance with the nuclear deal, the United States would rejoin the agreement as a starting point for follow-on negotiations.”

A week ago, after Biden’s victory, Rouhani welcomed the initiative, calling it “an opportunity” for the United States “to compensate for its previous mistakes and return to the path of adherence to international commitments.”

The choice of the word “compensate” was not accidental, said Robert Einhorn, a nuclear arms-control negotiator now at the Brookings Institution. Iran says it wants Washington to pay for the billions of dollars in economic losses it incurred when Trump pulled the United States out of the Iran deal in 2018 and reinstituted sanctions that it had lifted.

Since then, Trump has piled on more sanctions. This maximum pressure campaign, as the administration has called it, devastated Iran’s economy but failed to push Iran back to the negotiating table or to curtail its involvement in Iraq, Syria or Lebanon.

The administration is also trying to further limit Iran’s support for proxy militias in those countries. It is selling more sophisticated weapons to the Arab monarchies in the Persian Gulf — countries that see Iran as an enemy and have their own regional ambitions — and accelerating the transfer of F-35 fighter jets to the United Arab Emirates.

Some think Trump will take more kinetic measures, including further sabotage and cyberattacks on Iran’s nuclear or missile programs or even military action, which Israel, Egypt and the Gulf allies would most likely support.

“I don’t think the administration is finished on the Iran issue,” said Mark Dubowitz, chief executive of the Foundation for Defense of Democracies and a long-standing supporter of a tough policy on Iran. “I think people are going to run hard for the next three months against Iran, knowing that after January there could be a very different Iran policy in place.”

Iranian negotiators know that the United States would never provide financial compensation, Einhorn said. “But they may stake out a tough negotiating position, especially given the dynamics of their upcoming election.” He suggested that Iran would demand not just the removal of the nuclear-related sanctions but also those imposed for human rights violations, ballistic missile development and support for terrorist groups, which a Biden administration would find politically and technically difficult to do.

Short of a quick reentry into the nuclear deal, Einhorn said, the parties should work toward an interim agreement, in which Iran would roll back a meaningful part of its current nuclear buildup in exchange for partial sanctions relief — especially giving Iran access to some of its oil revenues now blocked in overseas bank accounts. Iran might welcome such an interim arrangement if it gave the economy a quick boost, especially before the mid-June elections.

But given the complications of the U.S. transition of power, with the requirements for security clearances and Senate confirmation already slowed by Trump’s refusal to concede defeat and cooperate with Biden, top officials might not be in place very soon. The practical window between inauguration Jan. 20 and June is likely to be only two or three months, which argues for a rapidly constructed “back channel” between Washington and Tehran after Biden takes office.

Despite Trump’s pressure campaign, Iran’s supreme leader, Ayatollah Ali Khamenei, has kept the door open to a U.S. return, refusing to completely abandon the nuclear deal, said Ellie Geranmayeh, an Iran expert with the European Council on Foreign Relations.

Iranians opposed to the initial deal argue that the United States has proved it cannot be trusted, and Iran rejected any negotiations with Trump. But Khamenei provided Rouhani “the green light, the political space to make these messages to a Biden administration” about Iran’s desire for Washington to return to the deal, Geranmayeh said.

At the same time, she noted, Rouhani’s hard-line opponents will not want him “to get this win before the elections in June, and they will look to jam this effort as the Republicans will try to jam Biden’s,” she said. Biden could quickly lift a number of sanctions tied to Iran’s nuclear activities, including approving more waivers allowing Iran to sell oil. He could ease travel restrictions on Iranian citizens, increase humanitarian trade by easing banking impediments, and lift sanctions on some key officials, like Foreign Minister Mohammad Javad Zarif, the main nuclear negotiator.

But sanctions instituted under the category of counterterrorism and human rights, like those against the Revolutionary Guard, would be harder to void, especially because many Democrats also support them. But Geranmayeh said that Iran would insist that the United States lift the sanction against the Central Bank of Iran, accused of financing designated terrorist groups, so that it can once again use the global banking system.

If the Iran deal can be reconstituted, Iran has said it is open to talks on other issues, especially regional concerns around Iraq and Syria. But Iran has so far refused to put on the table its missile program, which is already under separate U.S. and U.N. sanctions.

The key, as with all major policies in Iran, is Khamenei, now 81. He regards the U.S. as a doomed country in “political, civil and moral decline.” He went along with the nuclear deal because it promised significant economic benefits from the lifting of sanctions and now apparently regards his skepticism about the United States as confirmed by Trump’s withdrawal from the pact.

But with the change in U.S. leadership, he again sees the possibility of easing the economic straitjacket that renewed U.S. sanctions have imposed.

“Despite Khamenei’s hubris, a Biden presidency presents both an opportunity and a challenge for Tehran,” Karim Sadjadpour of the Carnegie Endowment wrote. “The opportunity is a chance to improve the country’s moribund economy; the challenge is that Tehran will no longer be able to effectively use President Donald Trump as a pretext or distraction for its domestic repression, economic failures and regional aggression.”

Biden wants to rejoin Iran nuclear deal, but it won’t be easy

In the United States, Donald Trump is still blocking the transfer of power. Meanwhile, Joe Biden and his team have sprung into action. On Monday, the President-elect addressed two of America's biggest issues: The economy, and the COVID-19 outbreak.

Moderna's jab is showing great promise, offering 94.5 per cent protection from the virus, which means it is time for the administration to think about distribution. This process is likely to take months, and Donald Trump has less than 70 days left in office.

In all likelihood, the Biden administration will have to carry out most of the distribution. But, Donald Trump is not sharing his distribution plan which means the US is headed for a logistical nightmare, which Joe Biden feels could lead to more people losing their lives.

“More people may die if we don't coordinate. Look, as my chief of staff, Ron Klain, would say, who handled ebola. A vaccine is important. It's of little use until you're vaccinated. So how do we get the vaccine? How do we get over 300, million Americans vaccinated? What's the game plan? It's a huge, huge, huge undertaking to get it done”, President-elect Joe Biden said.

Biden also talked tough on the economy, and convened a meeting with America's top CEOs, with Microsoft's Satya Nadella and General Motor's Mary Barra in attendance.

The president-elect's plan focuses on two aspects - Supporting small businesses, and overhauling the tax structure. He wants the wealthiest Americans to pitch in with more, something that he spoke about on the campaign trail.

“You know, it's based on a simple premise. It's time to reward work, not just wealth in America. We're going to have a fair taxes structure that makes sure the wealthiest among us and corporations pay their fair share”, Joe Biden had said.

“When we build back better, we'll do so with higher wages, including a $15 minimum wage nationwide, better benefits, stronger collective bargaining rights that you can raise a family on”, Biden added.

Joe Biden’s message is equitable and fair growth. He claims that corporate America is onboard for this plan. This is a bit tough to believe, since these companies have been evading taxes for years. Getting some of these reforms past a republican senate does not look easy. And Biden needs Trump to concede. Donald Trump's position has not changed in the last 24 hours. He still believes the election was rigged and that he won.

But what about his subordinates?

Secretary of State Mike Pompeo has made his stance clear. He says he is preparing for a second Trump term. Pompeo is currently on a 7-nation tour after starting off in France, and is now in Turkey. He is also slated to visit the UAE, Saudi Arabia, Qatar and Israel. Most of these countries have already congratulated Joe Biden, and have recognised him as the next president.

But national security adviser Robert O’Brien is a bit more circumspect. He admitted that Biden and Harris are likely to occupy the White House come next year.

“Well, we're still in office so I'll probably hold off on the op-eds for a while. And i want to get --- if there is a new administration, look they deserve some time to come in and implement their policies. We may have policy disagreements, but look, if the Biden-Harris ticket is determined to be the winner and it's obviously things look that way now, we'll have a very professional transition from the national security council. There's no question about it”, National Security Advisor Robert O’Brien said.

Before election night, American political pundits had one major concern. If Trump were to lose how would he govern until the January 20.

Early indications say that these worries were legitimate. Trump is accelerating troop withdrawal from Iraq and Afghanistan. He wants troops back home by January 15 - five days before the inauguration.

Even Trump's ally Mitch McConnel does not approve, who feels America is ceding space to terrorist elements in the region. Another report claims Trump was considering attacking Iran last week. He asked his military experts for options. The target was Iran's main nuclear site.

Biden meets top American CEOs, corporate America agrees on need for stimulus

US President-elect Joe Biden has expressed frustration over Donald Trump's refusal to cooperate on the White House transition process, saying "more people may die" of coronavirus without immediate coordination on fighting the surging pandemic.

The Democratic president-elect Monday was taking questions from reporters in Wilmington, Delaware, after consulting jointly with the CEOs of top US companies and labor leaders on Monday. He welcomed further progress in COVID-19 vaccine development, and said curbing the spread of the virus was his first priority.

Biden was declared winner of the November 3 election but Trump has not conceded, and his administration has so far failed to formally acknowledge the veteran Democrat as the president-elect.

That leaves Biden and his team unable to coordinate with government officials on crucial continuity of issues like national security, but also on emergencies like a distribution plan for Covid-19 vaccines to tens of millions of Americans.

From Trump, Biden will inherit an economy that has suffered millions of job losses during a pandemic that has killed more than 246,000 people in the United States. US COVID-19 cases are surging as Biden prepares to take office on January 20.

To this end, Biden said business and labour leaders had signalled willingness to work together to bolster the pandemic-battered US economy but stressed COVID-19 first must be brought under control.

"We're going into a very dark winter. Things are going to get much tougher before they get easier," Biden said of the pandemic.

Biden again called upon the Trump administration to cooperate with his transition team on containing the surge in cases. "More people may die if we don't coordinate," he said.

"If we have to wait until (inauguration day) January 20 to start that planning, it puts us behind for a month, a month and a half," Biden told reporters.

"And so it's important that it be done, that there be coordination now."

Biden insisted, however, that Trump's refusal to concede was not inhibiting his transition efforts. "I find this more embarrassing for the country than debilitating for my ability to get started," he said.

Coupled with positive results last week on a rival Pfizer Inc shot, Moderna's news added to optimism that widespread vaccination in the coming months could help tame the pandemic.

Asked whether he personally would be willing to get vaccinated with one of the newly developed shots, Biden told reporters, "I wouldn't hesitate to get the vaccine."

"The only reason people question the vaccine now is because of Donald Trump," added Biden, who turns 78 on Friday.

He stressed that it appeared the vaccines are "on a clear path" towards safe usage. "They appear to be ready for prime time, ready to be used, and if that continues along that road, I would take the vaccine."

Biden urged Americans to limit the number of people at gatherings for next week's Thanksgiving holiday, with social distancing and masks encouraged.

Biden beat Trump by the same 306-232 margin in the state-by-state Electoral College that prompted Trump to proclaim a "landslide" victory in 2016. Biden also won the national popular vote by at least 5.5 million votes, or 3.6 percentage points, with some ballots still being counted.

On other economic matters, Biden said he plans to pursue "a fairer tax structure" with corporations paying their fair share and added that he wanted to see a $15 hourly minimum wage nationwide. Donald Trump and Joe Biden offered sharply contrasting reactions on Monday to news of a coronavirus vaccine that proved nearly 95% effective in trials.

President-elect Joe Biden warns 'more people may die' unless Trump starts cooperating

In 2004, I went to Ohio to cover John Kerry’s campaign to unseat George W. Bush. For liberals, the race felt existential. The Bush administration had lied America into war in Iraq, where an entirely predictable insurgency was raging. His military and CIA were torturing people; the Abu Ghraib scandal had broken open in April.

A worshipful cult of personality surrounded the president, whose administration was nakedly disdainful of truth. Yet four years earlier Bush had lost the popular vote, in a race in which progressives were divided and a decisive number voted third party. Surely, it seemed, with the right mobilization, Democrats should be able to defeat him this time.

Liberal groups launched what Matt Bai described in The New York Times Magazine as “the largest get-out-the-vote effort ever undertaken to win a single presidential campaign.” It wasn’t enough. Democrats did increase their turnout, but Republicans increased theirs even more.

Reporting from Ohio megachurches and right-wing rallies, I could see that many conservatives were motivated by the specter of gay marriage, which had been recognized in Massachusetts a few months earlier. In the election, 11 states including Ohio — including Oregon — passed ballot initiatives against same-sex marriage. Postelection surveys showed that “moral values” beat out issues like Iraq and the economy as voters’ chief concern.

As I look back from 2020, two things seem obvious to me. LGBTQ activists had justice on their side, even if the campaign for marriage equality caused a terrifying backlash before it triumphed. At the same time, it’s understandable why Democratic politicians like Barack Obama publicly opposed same-sex marriage in 2008, because to do otherwise risked producing permanent right-wing rule. Good policy and good politics are not the same thing.

The 2004 election illuminates some of the dilemmas faced by today’s Democrats, who are locked in an internecine battle between progressives and moderates. It’s a frustrating and destructive fight because both sides are partly right.

It’s the job of the activist left to push political limits, staking out positions that sound radical today but could, with enough work, seem like common sense in the future. But in the short term, an assertive left that garners national attention can threaten the political survival of Democrats who answer to a more conservative electorate.

In a postelection interview with The Times’ Astead Herndon, Rep. Alexandria Ocasio-Cortez expressed frustration with those who are blaming leftists for Democrats’ down-ballot losses. “Progressive policies do not hurt candidates,” she insisted, noting swing-district Democrats who had co-sponsored "Medicare for All" legislation and the Green New Deal and had kept their seats.

But most candidates who endorsed those initiatives were in safer districts than those who didn’t. When moderate Democrats like Conor Lamb and Abigail Spanberger say that left-wing slogans are poisonous in their communities, people who don’t live in those communities should take them seriously.

Left-wing populists often believe that there’s a silent majority who agree with them, if only they can be organized to go to the polls. If that were true, though, an election with record high turnout should have been much better for progressives. Instead, 2020 was a reminder of something most older liberals long ago had to come to terms with: The voters who live in the places that determine political control in this country tend to be more conservative than we are.

Yet that doesn’t mean that the Democratic Party doesn’t need the left. Leaders like Bernie Sanders and Ocasio-Cortez were loyal soldiers in this election. After the primaries, they put aside their disappointment to rally voters whom Joe Biden might not have reached. One analysis showed that voting by young people was up 8% in 2020, and after the coronavirus, the issues young Biden voters cared about most were racism and climate change. The Democratic Party can’t afford to alienate the people inspired by Sanders and the Squad.

The Democrats’ loss in 2004 was devastating, but recovering from it didn’t mean moving right. At the time, even civil unions for gay couples were controversial — the Ohio ballot initiative was one of several that banned them along with same-sex marriage. Agitation for marriage equality turned support for such unions into the moderate liberal position, then into the centrist position. Then marriage equality became the law of the land.

Similarly, the Green New Deal made a climate plan like Biden’s, the most ambitious ever proposed by a major party presidential nominee, look moderate. Calls to defund the police are unpopular, but the slogan has already made other reforms — like changing the law to make it easier to hold police officers liable for misconduct — seem centrist and practical.

Moderates need radicals to expand their scope for action. Radicals need moderates to wield power in a giant heterogenous country with sclerotic institutions and deep wells of reaction. Neither camp could have defeated Donald Trump on its own. It’s frustrating now, as it was heartbreaking in 2004, that revanchist Republicans retain such a hold on America. But that’s all the more reason for Democrats to stop their counterproductive sniping and work together to beat them.

Leftists and moderates, stop fighting. You need one another

For the first time, Donald Trump seemed to admit losing the election to Joe Biden. But he immediately backtracked from his statement, declaring complete victory. Meanwhile, the Trump Campaign dropped a key demand from its lawsuit in Pennsylvania

Gravitas: Trump flip-flops on conceding to Biden

Here's a surprise (not).

US President Donald Trump, for the umpteenth number of time, Sunday (Monday morning IST) tweeted to say he has won the recently conducted US election.

"I WON THE ELECTION," he posted.

What looked funnier though was the Twitter notice which appeared in a matter of seconds below his post. It said, "Official sources called this election differently."

Indeed.

US media networks have declared Democrat Joe Biden the winner with more than 300 electoral votes.

But the incumbent president is not willing to accept defeat, something that no American President has dared to do so far.

Furthermore, he is calling the election 'fraud' of which no evidence has been found to date. To this end, the Trump administration has even started culling top senior defence officials, replacing them with an array of “yes men”.

Trump’s continued refusal to concede defeat in the November 3 vote is making many democracies across the world look good. No kidding here.

His latest tweet met with similar reactions from several "blue tickers" -- most of whom asked him to chill and let go.

FOR A MOMENT

In a tweet Sunday morning, Trump appeared accidentally to acknowledge Joe Biden's victory -- before quickly reversing course to claim he won, and again push unsubstantiated claims of mass electoral fraud while ignoring soaring coronavirus cases.

"He won because the Election was Rigged," Trump tweeted.

The first two words -- coming days after a verbal slip in which Trump said "time will tell" if he remains president -- were immediately seized upon as one more step towards a concession.

But the president soon made a U-turn, tweeting: "He only won in the eyes of the FAKE NEWS MEDIA. I concede NOTHING! We have a long way to go."

WHAT'S NEXT?

Looking at the current state of affairs, Trump will not budge so easily. His continued refusal to concede defeat poses a host of national security dangers.

Persuading those who voted for Trump may be a different matter.

More than 10,000 Trump supporters rallied in Washington on Saturday to back his claims of fraud -- massing in Washington's Freedom Plaza before marching to the Supreme Court in a raucous atmosphere.

At least 20 people were arrested after skirmishes erupted, reports said, including four for firearm violations and one for assault on a police officer.

Trump himself made a drive-past of the rally in his armored motorcade, on his way to play golf, smiling through his limousine window to wild cheers.

Near the Supreme Court, some counter-protesters carried black umbrellas and makeshift shields, while others formed a line of bicycles to prevent pro-Trump protesters from approaching their group from the rear. They called Trump supporters “Nazis;” the protesters shouted back a profanity about antifa.

Until now, the president has refused to cooperate in the shift to a Biden administration -- denying the Democrat both federal funding for transition work and vital briefings by outgoing officials.

Democrats say this could have a damaging impact both on national security and on the grave and mounting challenges posed by the coronavirus, with cases soaring past 11 million since the start of the pandemic Sunday -- one million of those in the last six days alone.

Biden won 306 votes to Trump’s 232 in the state-by-state Electoral College system that determines the winner, according to Edison Research, far more than the 270 required to win the election. He also leads in the national popular vote by more than 5.5 million votes, or 3.6%.

With the election results becoming clearer, Trump has discussed with advisers possible media ventures and appearances that would keep him in the spotlight ahead of a possible 2024 White House bid, aides said. But his repeated allegations that the election was “rigged” have inflamed his supporters and stalled the transition to a new administration.

The Trump campaign has filed lawsuits in multiple states with little success thus far. Legal experts have said the litigation is extremely unlikely to alter the election outcome.

'I WON THE ELECTION': Trump is at it again. Social media too

Former US president Barack Obama would not take a position in Democrat Joe Biden’s cabinet -- because if he did, he fears, his wife would leave him.

The 44th US president made the remark in an interview with CBS Sunday Morning, two days ahead of publication of his memoir, A Promised Land.

The publication of Obama's new memoir, A Promised Land, which covers the events of his eight years in the White House coincides with his interview with Oprah Winfrey -- two short clips from which have been released.

Biden, Obama’s vice-president from 2009 to 2017, was declared as the president-elect by the US media networks while incumbent president Donald Trump continues to refuse to concede defeat in the November 3 vote.

Biden would become the 46th US president in January, 2021.

Asked how he will help Biden, Obama said: “He doesn’t need my advice, and I will help him in any ways that I can. Now, I’m not planning to suddenly work on the White House staff or something.”

Obama elaborated on his reaction to Biden and future vice-president Kamala Harris's victory, and what it means for the future of the country. "I was thrilled," he told Oprah.

"Joe is somebody who stood by me on every major decision I had for eight years. He's become a brother and a genuinely good friend. Kamala was one of my earliest supporters when I first launched my presidency. I'm personally invested in them. They have the character and experience to do an outstanding job in a very difficult, very challenging time in this country," Obama continued.

The 44th president also expressed his hope that Biden and Harris's election would usher in the restoration of a different, less incendiary tone of politics in the US.

Asked if he would consider a cabinet position, Obama said: “There are some things I would not be doing because Michelle would leave me. She’d be like, what? You’re doing what?”

In a released clip from the conversation with Oprah Winfrey, Obama said he and Michelle “went through our rough patches in the White House, as she’s written about, she’s talked about. Now, I’m not planning to suddenly work on the White House staff or something.” Obama elaborated on his reaction to Biden and future vice-president Kamala Harris's victory, and what it means for the future of the country. You’re doing what?” In a released clip from the conversation with Oprah Winfrey, Obama said he and Michelle “went through our rough patches in the White House, as she’s written about, she’s talked about. But I tell you that the thing that I think we were good about was talking stuff through, never losing fundamental love and respect for each other, and prioritising our kids.” On CBS, Obama discussed what it is like to have the luxurious trappings of office. “I’m driving along,” Obama said, laughing. “I’m still not driving, but [I’m] in the car. US constitution has been badly shattered and violated in the 2020 election: Trump

In addition to a deadly pandemic and a weakened economy, President-elect Joe Biden will inherit one more challenge when he takes office in January: a toxic relationship with the world’s second-largest economy.

President Donald Trump has placed tariffs on hundreds of billions of dollars of products from China, imposed sanctions on Chinese companies and restricted Chinese businesses from buying U.S. technology — a multiyear onslaught aimed at forcing Beijing to change its trade practices and as punishment for its authoritarian ways. He shows no sign of letting up in his final days in office: On Thursday, Trump issued an executive order barring investments in Chinese firms with military ties.

The hard choices for Biden will include deciding whether to maintain about $360 billion worth of tariffs on Chinese imports that have raised costs for U.S. businesses and consumers, or whether to relax those levies in exchange for concessions on economic issues, or other fronts, like climate change.

Biden will need to walk a careful line. He and his advisers view many of Trump’s measures, which were aimed at severing ties between the Chinese and U.S. economies, as clumsy, costly and unstrategic. They say they want to take a smarter approach that combines working with the Chinese on some issues like global warming and the pandemic, while competing with them on technological leadership and confronting them on other issues like military expansionism, human rights violations or unfair trade.

But even if it departs from Trump’s punishing approach, the Biden administration will be eager to maintain leverage over China to accomplish its own policy goals. And the new administration will face pressure from lawmakers in both parties who view China as a national security threat and have introduced legislation aimed at penalizing Beijing for its human rights abuses, global influence operations and economic practices.

“This is likely going to be a period of continuing uncertainty on the U.S.-China front,” said Myron Brilliant, the executive vice president of the U.S. Chamber of Commerce. “There is no question that President Trump has adopted a tough stance on China, and this probably doesn’t give President-elect Biden a lot of political flexibility early on, but we expect a significant departure in tone, style and process.”

Biden has given few details about his plans for U.S.-China relations, other than saying he wants to recruit U.S. allies such as Europe and Japan to pressure China to make economic reforms, like protecting intellectual property. He has pledged to devote more resources to enhancing American manufacturing capacity, infrastructure and technological development, to ensure the United States retains an edge over China even as it invests huge sums in fields like telecommunications, artificial intelligence and semiconductors.

But Biden will face pressure from both parties not to revert to the approach that he and many of his predecessors had earlier embraced in trying to transform China’s economic practices by bringing it into the global economy.

Like many Democrats and Republicans in the 1990s and early 2000s, Biden argued that integrating China into the global trading system would force Beijing to play by international rules, to the benefit of U.S. workers. In 2000, he voted to grant China permanent normal trading relations, which paved the way for China’s entry into the World Trade Organization and deeper global economic ties.

In 2016, Trump won the presidency in part by loudly rejecting that approach, arguing that the United States needed to isolate, not integrate, Beijing.

Biden acknowledges that China exploited the international system, and he has called for a more aggressive approach. Biden has said the United States must get “tough with China,” and referred to Xi Jinping, the Chinese leader, as a “thug.”

Congress is also relatively unified on taking a tough stance on China. Hundreds of China-related bills are circulating, including several bipartisan efforts that echo Biden’s emphasis on competing with China by investing in U.S. industries like quantum computing and artificial intelligence.

Biden’s first moves on China could also be dictated by Trump’s last months. Many trade experts say they are concerned Trump, who has promised to make China “pay” for not doing enough to contain the coronavirus, could amp up his economic fight. Several of Trump’s aides are bitter at China for its role as the source of the coronavirus, which they see as a major contributor to Trump’s loss, people familiar with their thinking say.

One area of focus is the trade deal that Trump signed with Chinese officials in January. While China has largely kept commitments to open up its markets to U.S. companies and Trump’s advisers have continued to defend the pact, Beijing has fallen far behind schedule in its promise to buy an additional $200 billion of goods and services by the end of next year.

Trump’s most likely path will be to leave the deal intact, said Chris Rogers, a global trade and logistics analyst at Panjiva. But he wouldn’t rule out “a scorched-earth policy where China is declared to be in violation of its Phase 1 trade deal commitments and there’s a return to tariff escalation. President-elect Biden will be left holding the pieces if the deal is broken,” Rogers said.

And the president shows no signs of backing off a confrontational approach in other areas. On Friday, his administration is expected to begin economic talks with Taiwan that are likely to rankle Beijing. His advisers are considering other measures to punish China in the coming weeks, including sanctions related to China’s security crackdowns in Hong Kong and Xinjiang, where the Chinese government has carried out mass detentions and harsh policing of ethnic minorities.

“We are worried that he’s going to do some rash things that aren’t going to make sense for the future of the country or global stability,” said Rufus Yerxa, the president of the National Foreign Trade Council, which represents major multinational companies. “Given the history of President Trump’s use of executive authority, we’re taking nothing for granted in these next few months.”

Still, “most of what he could do is through executive orders and executive actions, which can be reversed by a Biden administration,” Yerxa added.

Whether Biden opts to roll back Trump’s more punitive measures will depend, at least in part, on China’s future behavior, including whether it pursues more aggressive incursions into the South China Sea, Taiwan and Hong Kong, people close to his campaign say.

Beijing has recently endorsed a policy of greater technological self-reliance and a stronger military to protect itself from a more antagonistic United States, and moved ahead with cementing other economic partnerships. On Sunday, China signed the Regional Comprehensive Economic Partnership, a pan-Asian trade pact that includes Japan, South Korea, Australia, New Zealand, Thailand, Vietnam and other countries, and will help cement China’s image as the dominant economic power in the region.

Biden’s appointments for trade and foreign policy posts could help determine his approach toward China, though it remains unclear whom he might nominate for such critical jobs as secretaries of state and commerce and the United States trade representative.

Similar to Biden himself, many of Biden’s closest advisers have a moderate track record on trade and China, believing they can work with Chinese leaders on some issues even as they challenge them on others. But several of his national security advisers are more skeptical of China.

No matter the path, business groups, economists and others are hoping for a coherent strategy that does not result in the type of economic brinkmanship Trump appeared to thrive on.

While Democrats and Republicans have credited Trump with drawing attention to China’s security threats, and its unfair economic practices like intellectual property theft, his dealings with China have also been transactional and inconsistent. In an attempt to secure a trade deal, Trump lavished praise on Xi, delayed sanctions against China’s human rights violations for months, and pardoned Chinese company ZTE for running afoul of U.S. law. And he has employed racist and xenophobic rhetoric, like calling the coronavirus the “kung flu,” that has fueled attacks on people of Asian descent around the country.

“The Trump administration never did lay out a coherent, comprehensive, engaged trade strategy,” said Thea M. Lee, an economist and the president of the Economic Policy Institute. “It was much more scattershot: Throw up a tariff here, do a deal with China, disparate elements that didn’t seem to talk to each other.”

“But there are a lot of tools in that toolbox, and I would like to see the Biden administration be thoughtful and strategic about how to use them,” Lee said.

Some experts are urging Biden to take a more nuanced approach. In a report to be published Monday, 29 China specialists and other experts, some with close ties to Biden’s advisers, urge U.S. policymakers to better compete with China by strengthening U.S. research and innovation, preserving the openness of American universities and the economy, and taking a more targeted approach to Chinese security threats.

The working group, organized by the 21st Century China Center at the University of California, San Diego, argues that the United States has allowed its technological leadership over China to erode through a lack of funding in research and development, and overreacted to threats from China in a way that has damaged America’s own economic prospects, including severing economic ties with China, and turning away Chinese students and researchers.

Peter Cowhey, the dean of the School of Global Policy & Strategy at the University of California, San Diego, and chairman of the working group, said its primary takeaway was that the United States “must invest and reorganize the U.S. innovation system across the board, including basic research and development and specialized manufacturing capabilities.”

“It’s a lot easier to manage risks with China if we are in an overall robust period of leadership,” he added.

Facebook part of the problem: Nancy Pelosi over misinformation spread during US elections

Donald Trump has insisted he is not conceding the US election, despite seemingly acknowledging for the first time that Democrat Joe Biden won.

Incumbent U.S President Donald Trump acknowledges Biden's win | US Election 2020

Donald Trump lost the election. He knows it. But he won’t admit it.

He still hopes and believes that there is a way for the courts to erase enough votes to tip the election in his favor. This will not happen.

His legal challenges in swing states across the country are largely being met with defeat and setback. In court, you have to provide evidence. Lies, accusations and conspiracy theory don’t cut it. Trump has spent his life gaming the system. It is unfathomable to him that this system can’t be gamed.

In the end, Trump hopes to push his case to the Supreme Court, where he has seated three conservative justices. That is also not likely to be a winning strategy.

Trump believes he can use the judiciary as a weapon against the American people. The judiciary is not likely to allow itself to be used.

Barring that, he is committed to destroying faith in the electoral process itself. If he didn’t win, he insists he must have been cheated because, in his mind, failure is not a possibility.

Like he has done for the entirety of his presidency, he is lying, concocting a narrative detached from reality.

His Twitter feed since the election — he has made precious few appearances or official statements during this time — has been an unprecedented attack on election integrity and the voting franchise as a whole.

He keeps complaining that the election was rigged, that it was stolen from him, that computer software switched millions of votes from him to Joe Biden.

On Sunday, in reference to Biden, he tweeted: “He only won in the eyes of the FAKE NEWS MEDIA. I concede NOTHING! We have a long way to go. This was a RIGGED ELECTION!”

But Trump has gone further, appearing to attack the voters who cast their ballots for Biden. He retweeted a post by a Richmond, Virginia, television station that read: “Virginia Wesleyan University business professor and dean Paul Ewell wrote that anyone who chose Biden for president is ‘ignorant, anti-American and anti-Christian.’ ” To that tweet, Trump appended, “Progress!”

Trump will no longer be president on Jan. 20. That is a hard fact, an unmovable date. Biden will be sworn in and will become the president.

But Trump is not going to allow this transition to be smooth. He rose in spectacle and he will flame out in it. We should put nothing beyond him. He will do everything he can do not to assume the posture of the defeated. He will do everything to secure a future for himself and his family that is comfortable and secure. He will do everything with the last bits of power from his presidency.

His attack on the election system is doing damage to our democracy. So is his refusal to concede. So is his sulking. But, of course, Trump doesn’t care about our democracy. He doesn’t care about democracy, period. He cares about money and power. He cares about managing the mob. He cares about adoration.

But the problem here is bigger than Trump. Republicans in Congress are indulging Trump’s delusion, which has the effect of granting his derangement credence in the eyes of his loyal followers.

Trump became president in part because the Russians interfered with our election to help him in 2016. That was a fact. Trump repeatedly called the investigation into that interference a hoax. Election officials have deemed this election “the most secure in American history.” That is a fact. Trump keeps claiming it was wracked with corruption.

Trump is depressingly predictable: constantly lying and denying, constructing a world in which he is the winner and hero.

We know why Trump does what he does. He is depraved. Republicans in Congress, by going along with this nonsense, are proving once again that they are so cowardly and craven that they will join Trump in his depravity.

They underscore that the Republican Party is a thing that now exists in name only. This is Trump’s party, bought and paid for.

In other years, the rising stars of the party would emerge in this period offering a post-loss vision for an alteration that would ensure victory the next time out. Not this year. They are all too afraid to tell the loser that he lost.

And, if Trump declares soon that he will run again in 2024, as some have speculated, it will further cow other 2024 contenders. Any suggestion that they would run would put them immediately in a fight with the man who just received a record number of Republican votes.

After Republicans lost in 2012, they produced an autopsy report designed to grow the party. With Trump, they threw that out and doubled down on being the party of white grievance. This year’s election and Trump’s reaction to it is not likely to produce an autopsy but induce a séance.

The Republican Party is dead. Trump killed it. MAGA is dancing on the grave. The way to remember that party is in spirit.

"He won because the Election was Rigged. NO VOTE WATCHERS OR OBSERVERS allowed, vote tabulated by a Radical Left privately owned company," Trump tweeted first. He won because the Election was Rigged. NO VOTE WATCHERS OR OBSERVERS allowed, vote tabulated by a Radical Left privately owned company, Dominion, with a bad reputation & bum equipment that couldn’t even qualify for Texas (which I won by a lot!), the Fake & Silent Media, & more! https://t.co/Exb3C1mAPg — Donald J. Trump (@realDonaldTrump) November 15, 2020 × He only won in the eyes of the FAKE NEWS MEDIA. I concede NOTHING! We have a long way to go. This was a RIGGED ELECTION! — Donald J. Biden 'won because...': Donald Trump retracts after acknowledging Democrat's victory for first time

Thousands of supporters of the incumbent president of the United States, Donald Trump, marched through downtown Washington on Saturday -- in coherence with his unsubstantiated claims of election fraud.

Trump notably has refused to accept the outcome of the recently conducted US election -- even a week after Democrat Joe Biden clinched the polls, and has launched a flurry of dubious legal challenges to overturn the results.

Election officials around the country have, however, said they saw no evidence of serious irregularities.

On Saturday, the protesters carried flags, chanted "stop the steal", and walked from Freedom Plaza near the White House to the US Supreme Court building on Capitol Hill as part of the "Million MAGA March," referring to Trump's campaign mantra of "Make American Great Again."

Trump's motorcade briefly drove through the crowds on the way to his golf course in Sterling, Virginia. Demonstrators cheered as the president, wearing a red baseball cap emblazoned with the slogan, waved from inside the presidential limousine.

Donald Tarca Jr, who travelled to Washington from West Palm Beach, Florida, held a massive US flag sporting a giant portrait of Trump.

Scores of members of the far-right Proud Boys group, mostly clad in black with some wearing helmets and ballistic vests, were among the marchers. Some left-wing groups staged small counter-demonstrations, including members of the loose movement known as antifa.

Near the Supreme Court, some counter-protesters carried black umbrellas and makeshift shields, while others formed a line of bicycles to prevent pro-Trump protesters from approaching their group from the rear.

In one of at least half a dozen scuffles and several tense standoffs in which police manned barricades between groups, several counter-protesters near Union Station attacked a Trump supporter, who fell to the ground and received medical care after suffering a cut to the head.

The city's police department had made 10 arrests by mid-afternoon, a spokeswoman told Reuters.

Biden, however, spent the morning at his beach house in Delaware meeting with transition advisors. He has largely ignored Trump's repeated claims of fraud, instead focussing on preparing to govern and fielding congratulatory calls from world leaders.

A little progress was made on Trump's part on Friday, when he began to sound doubtful about his prospects for the first time. He told reporters "time will tell" who occupies the White House starting on Inauguration Day, January 20.

Biden won 306 votes to Trump's 232 in the state-by-state Electoral College system that determines the winner, according to Edison Research, far more than the 270 required to win the election. He also leads in the national popular vote by more than 5.5 million votes, or 3.6%.

The Trump campaign has filed lawsuits in multiple states with little success thus far. Legal experts have said the litigation is extremely unlikely to alter the election outcome.
