Gravitas: Tech layoffs: Is your job safe?

'Software developer' secured the top spot on US News & World Report's list of the best occupations of 2023, moving up from the number five spot last year, according to a Bloomberg report.

That despite high-profile and massive layoffs at big IT giants, including Meta, Salesforce, and Amazon.com.

For thousands of tech professionals around the world, the new year has already started on a sombre note as multinational corporations have already let go of more staff in the first five days of January than they did in the entire month of December 2022.

Data from the tracking website Layoffs Tracker shows that tech organisations around the world have already declared layoffs that will affect 28,096 people through the fifth of the month. This is 17,074 layoffs more than were announced in December, a 64.5 percent increase.

In 2023, job security will be a top concern. For some looking to more secure industries, the appeal of big tech has faded as economic fears mount and the prospect of additional layoffs looms.

Over a quarter of laid-off computer professionals, according to a recent ZipRecruiter survey, switched industries.

For those who want to stay in tech, the competition is heating up as candidates compete for a shrinking pool of positions.

Still, US News ranked jobs using the Bureau of Labor Statistics data based on hiring demand, growth, median wage, employment rate, future career prospects, stress level, and work-life balance, said the Bloomberg report.

Opportunities for software engineers in the tech industry are still aplenty outside of the Bay Area, although the outlook may have dimmed somewhat.

Businesses in traditional industries, from finance to retail, have long faced a need for more software engineers and are now keen to acquire top personnel.

However, they are unable to compete with Silicon Valley rates.

US News declares a clear winner for individuals seeking the greatest job security: The survey lists 13 of the top 20 professions with the best job security, including registered nurse and medical and health services manager.

A 27-year-old Chinese man has been unable to get a job for many years. He has been facing rejections, not because of his educational qualification or his behaviour, but rather the companies are passing over him because he looks like a 12-years-old.

Mao Sheng, from Guangdong Province, has been desperately seeking stable employment so that he can look after his family, but he's not had any luck so far. Primarily because of his youthful looks.

The companies have been rejecting him because they suspect him to be a government agent, who is being used to snare companies abusing child labour rules.

In one instance, Mao explained, when he went with a friend to apply for a job at a factory, the manager only hired his friend while he was rejected, reports UK-based Mirror newspaper.

Now, he has started his own TikTok channel where he makes videos of himself venting out his frustration at not being able to support his father financially. Mao is the only breadwinner for his dad.

In another clip, he showed his ID to prove that was born in 1995.

But as the luck would have it, Mao has become a local celebrity after his rant video went viral. Many netizens criticised the prospective employers for not offering the 27-year-old a chance to prove himself.

The immense popularity has also caught the attention of potential employers who are reaching out to Mao.

A follow-up video has revealed that Mao accepted one of the jobs, according to Oddity Central.

Meanwhile, in another bizarre incident, a woman in China was fired for turning up on time and leaving when her shift finished. The woman said that her boss expected her to work up to eight hours of overtime on certain shifts.

This 27-year-old Chinese man is not getting jobs due to his ‘youthful’ looks

A Frenchman who transformed himself into an alien and calls himself as “Black Alien” is now struggling to find a job. He says that he is finding it difficult to make a living as people are judging him based on how he looks.

Anthony Loffredo is covered with dark tattoos, including his eyeballs. Apart from that, he has undergone massive body transformation, such as splitting his tongue to give it a forked appearance, to resemble more like a fictionalised version of aliens that are depicted in pop culture. He also had his two fingers amputated to make his left hand resemble a claw.

Loffredo started experimenting with his looks at the age of 27. And in seven years, he has managed to garner 1.2 million Instagram followers.

But despite having a massive following on social media, Loffredo in real life is facing a lot of stigma because of how “strange” he looks.

He recently opened up about the difficulties in the Club 113 podcast. Independent news outlet’s Indy100 quoted him saying, “I can’t find a job, there’s lots of negative stuff. It could be positive because you feel better, but you have to know there’s also a dark side.”

It’s a fight every day, because every day you find new people who don’t understand, who want to judge. It’s life, not everyone understands everything. Like me, I don’t understand lots of things about lots of people. You can’t judge someone, no one knows what’s inside someone’s head, why they’re doing that, you need to talk with this person,” Loffredo said.

It could be positive because you feel better, but you have to know there’s also a dark side.” View this post on Instagram A post shared by BŁλ₡ƙ λŁłE₦ PƦØJE₡₸ EVØŁU₸łØ₦🚷 (@the_black_alien_project) × He also talked about the people’s reactions when he encounters them on the streets and at times how it becomes difficult to deal with them. Usually, people pen elaborate letters thanking their boss, promising to get back, remain in touch and other such things while drafting their resignation letter.

But, some others prefer to keep their resignations concise. However, rarely does one come across one which is shorter than even half a sentence.

Perhaps the shortest "goodbye" to the boss letter has recently gone viral on social media.

This letter with the subject 'resignation letter', just had three words which read, "Bye-bye Sir."

On social media, people not only shared a photograph of the letter but also discussed the audacity and sense of humour of the employee who wrote it.

It soon resulted in a flood of memes on Twitter. Some even started reminiscing about similar stories while others dropped a screenshot where they send the message to their subordinates.

Three-word resignation: Frustrated with your job? Here’s how you can draft your resignation letter

Businesses in Canada are hiring young teenagers to tackle labour shortage. And teens are keen to work to earn something for their pocket money.

Quebec province of Canada has no minimum age requirement to work. Parental authorisation lets children under 14 seek employment. Also, there is no limit on number of hours worked provided work is not during school hours or at night for those who are 18 years old.

"After the pandemic, we found ourselves with major hiring problems," said business owner Marie-Eve Guertin, who had to turn to employees under 15 this year for the first time in almost a decade of operating the restaurant. She was quoted by AFP.

"For full-time jobs, it's very difficult. I haven't received any resumes," Guertin said, so she turned to teenagers to keep her business afloat.

"You want to grow a business, you don't want to restrict it," she said, wanting to avoid reducing opening hours as many other restaurants have done.

"I wanted a part-time job, work hours here and there, to earn some pocket money," said Sofia-Rose Adams, a 13-year-old who works in Guertin's cafe.

Guertin has other teenaged girls working in her cafe. Seven of the eight employees of the small business are under 18 years old.

Half of Quebecers aged 15 to 19 have jobs, as per statistics quoted by AFP.

"I started working at 14," said Philippe Marcil, now 17 and an employee of a men's clothing store in a Montreal suburb.

"I understood from a young age that it was important to gain experience in the labor market, so I wanted to experiment with that," said the young man, who previously worked for two years as a supervisor at a fast food chain.

Charles Fleury, a sociologist and industrial relations professor at Laval University in Quebec City, said child labor "has always been somewhat present in Quebec, especially if we compare to European countries."

Teenagers readily taking up jobs before finishing school has begun to stir concerns. Quebec Minister of Labor Jean Boulet recently commented that he did not find it "normal" for 11-year-old children to be working and suggested that Quebec was considering legislation to better regulate the work of most youth.

A group of researchers have been working for quite some time to find the most boring person in the world and it looks like they finally have the answer. The answer is a religious data entry worker, who likes watching TV, and lives in a town, according to the researchers from the University of Essex.

The research data comprised of more than 500 people across five experiences where they studied a number of professions. In the final result, they found cleaning, banking, data analysis and accounting as the blandest jobs in the world.

Researchers reveal the most boring job in the world

The Washington state Senate on Friday passed a bill granting gig drivers certain benefits and protections while preventing them from being classified as employees — a long-standing priority of ride-hailing companies such as Uber and Lyft.

Although the vote appears to pave the way for ultimate passage after a similar measure passed the state House of Representatives last week, the two bills would still have to be reconciled before being sent to the governor for approval. Gov. Jay Inslee has not said whether he intends to sign the legislation.

Mike Faulk, a spokesperson for Inslee, said Friday that the governor’s office usually did not “speculate on bill action,” adding, “Once legislators send it to our office, we’ll evaluate it.”

The Senate legislation — the result of a compromise between the companies and at least one prominent local union, the Teamsters — was approved 40-8.

In a statement, John Scearcy, secretary-treasurer of Teamsters Local 117, said the union was “proud to stand in solidarity with Uber and Lyft drivers in winning their demands for pay raises” and other benefits.

Uber and Lyft have noted in regulatory filings that being required to classify drivers as employees would force changes to their business model and could leave them exposed financially. They have sought similar compromises in states including California and New York, but those efforts collapsed amid resistance from other unions and worker advocates, who argued that gig drivers should not have to settle for second-class status. Many of those advocates criticized the Washington bill as well.

“While the bill provides some benefits to drivers, it would permanently lock the door on drivers accessing their rights as employees,” said Brian Chen of the National Employment Law Project, an advocacy group. “That is a misstep with serious ramifications, which is concerning given how fast this bill is moving through the legislature.”

Under the compromise, drivers would receive benefits such as paid sick leave and a minimum pay rate. The bill would also create a process for drivers to appeal so-called deactivations, which prevent them from finding work through the companies’ apps.

While the minimum pay rates apply only to the time that drivers spend with a passenger in the car, supporters of the bill say the rates have been set high enough to compensate drivers fairly for all of their work time after expenses. The rates will be adjusted over time to account for cost of living increases.

As with other contractors, drivers must cover all payroll taxes and cannot unionize under federal law.

The bill is largely silent on unemployment benefits, something that employees are entitled to, but Washington state has frequently found that gig drivers should receive those benefits already. The bill will create a task force to study what the gig companies’ contributions to an unemployment insurance trust fund should be, an issue that has been contentious in other states.

One especially controversial feature of the bill is that it would block local jurisdictions from regulating drivers’ rights. A similar feature helped ignite opposition that killed the prospects for such a bill in New York state last year.

In 2020, Seattle enacted a robust minimum wage law for gig drivers, which was intended to provide drivers with hourly pay of about $30 before expenses and was sharply criticized by gig companies. The statewide bill approved Friday preserved the current rates in Seattle, which will continue to be higher than the rest of the state, but would preempt similar legislation in the future.

Looming in the background of the legislative action in Washington state was the possibility of a ballot measure that could have locked in contractor status with weaker benefits for drivers. After California passed a law in 2019 that effectively classified gig workers as employees, Uber, Lyft and other gig companies spent roughly $200 million on a ballot measure, Proposition 22, that rolled back those protections. The legislation is still being litigated after a state judge deemed it unconstitutional.

Rep. Liz Berry, who introduced the Washington state bill, said the differences between it and Proposition 22 “couldn’t be more stark.”

“My focus has been: What do the workers want? What are the drivers asking for? And we deliver on every single thing they asked for,” Berry said in an interview, adding that in contrast to California’s law, “our bill has real benefits that employees in the state of Washington enjoy.”

Jen Hensley, Lyft’s head of government relations, said in a statement that the bill was “a solution that Washington state’s drivers overwhelmingly support. Not only does it deliver meaningful new benefits, it also expands important protections for them.” An Uber statement echoed those comments.

But some Washington legislators had doubts.

Ahead of the vote on Friday, Sen. Mike Padden, who opposed the bill, worried about the speed of the approval process. “I do have some concerns about the bill itself, but I also have some concerns about not really being able to check it out properly,” he said.

Rep. Debra Entenman, the only Democrat to vote against the bill in Washington’s House of Representatives, said in a statement after its Senate passage that “this bill requires too much from the state, delivers too little for drivers, and increases transportation costs for my constituents who often rely on rideshare companies because of inadequate public transportation options.”

Worker advocates worried that other states would try to replicate the legislation. “I hope Gov. Inslee seeks additional analysis of its potential impact,” said Terri Gerstein, a workers rights lawyer at Harvard Law School’s Labor and Worklife Program. “I would urge other states not to use this bill or cursory public process as a model.”

Washington State advances landmark deal on gig drivers’ job status

On the first day of his job, a security guard working at a Russian gallery was fired after he doodled eyes on a faceless portrait worth 74.9 million Russian Rubles (7,40,000 pounds or roughly US $1 million).

According to reports, the guard, who is in his 60s, was “bored” and ended up drawing eyes with a ballpoint pen on two of the three faceless figures.

The defacement occurred at Boris Yeltsin Presidential Center in the Yekaterinburg city, Russia, where the painting by artist Anna Leporskaya, called Three Figures, was on display.

It is said that two visitors had spotted the extra details on the figures and reported it to a gallery employee on December 7, 2021.

But the guard was sacked this week after he was identified to be the main perpetrator.

The Yeltsin Centre said in a statement that they had identified the private security organisation employee “who painted the eyes on the figures” but did not disclose his name. “The damage was done with a ballpoint pen,” the art centre added.

The estimated cost of the restoration work is £2470, the Daily Mail reports, with the painting itself insured for £740,000.

According to the Art Newspaper Russia website, the guard didn’t apply too much pressure so the relief of the strokes as a whole was not disturbed.

The site claimed that the police weren’t interested in prosecuting the case as the cost of the damage was “insignificant”.

The original artist had passed away in 1982 at the age of 82, and worked with a number of avant-garde artists in her lifetime, according to The Independent.

The gallery issued a statement earlier this week, saying, “We inform you that during the investigation, the person who painted the eyes on the figures in the painting by Anna Leporskaya was identified - this is an employee of a private security organization that carries out security activities of the Yeltsin Center.”

“The damage was done with a ballpoint pen. The work was inspected by the restorer of the State Tretyakov Gallery the very next day and sent to Moscow. The painting is being restored, the damage, according to the expert, can be eliminated without consequences for the work of art,” it said.

The gallery issued a statement earlier this week, saying, “We inform you that during the investigation, the person who painted the eyes on the figures in the painting by Anna Leporskaya was identified - this is an employee of a private security organization that carries out security activities of the Yeltsin Center.” “The damage was done with a ballpoint pen. The work was inspected by the restorer of the State Tretyakov Gallery the very next day and sent to Moscow. The painting is being restored, the damage, according to the expert, can be eliminated without consequences for the work of art,” it said. (With inputs from agencies)

Facebook’s facilities management firm has demanded the removal of a union activist leading to a campaign against “impossible workloads” imposed on exhausted cleaners at the US tech giant’s London offices.

Facebook’s facilities management firm has demanded the removal of a union activist leading to a campaign against “impossible workloads” imposed on exhausted cleaners at the US tech giant’s London offices. The emails seen by the Observer show JLL @ Facebook, which manages the social media firm’s London sites, asked Churchill Group to remove the workers’ elected union rep, Guillermo Camacho, from Facebook’s offices. This was because he helped organise protests against a doubling of cleaning duties in July. Also read | 9/11 attacks: FBI releases newly declassified record Camacho was quoted by The Guardian as saying, "The number of floors we have to clean has gone up from five to 12 [at Facebook’s offices on Brock Street]. But they haven’t brought in more staff. It’s impossible – I was having to come before my shift and leave late to get it done." He further added, "It’s making us all really stressed and sick. That’s why we had to protest.” One of the cleaner claimed that she suffered from internal bleeding, after she was timed cleaning the Brock Street offices by a manager in June. Another cleaner says she had to take painkillers to work after developing excruciating back pain. Miriam Palencia, 42, who has cleaned Facebook’s Brock Street offices for more three years was quoted by The Guardian as saying, "A manager threatened me with a sanction if I didn’t clean one-and-a-half floors. He timed how long I took. It was hell. I had a haemorrhage on one of my shifts because of the stress.”

An alarming study published on Saturday has revealed that up to 660,000 jobs will be at serious risk if the UK continues to fall behind other countries in the amount it invests in green infrastructure and jobs.

Coming just two months before Boris Johnson’s government hosts the United Nations Climate Conference, the report highlights that the impact on employment in the UK as a result of jobs moving “offshore” to countries in the vanguard of green investment and technology will be particularly acute in the UK’s industrial heartlands, Yorkshire and the Humber.

In separate research, it was found out that the UK is second from bottom in the league table of G7 economies for its record in investment in green investment and jobs.

This comes in despite Johnson’s claims to be a leading force in the race to save the planet from global warming.

The UK Treasury is expected to invest only about £180 per person on green recovery and jobs over the next decade, whereas,

President Joe Biden plans to allocate more than £2,960 per person on a green recovery in the US.

Relative to population, the UK’s green recovery investment is just 24 per cent that of France, 21 per cent that of Canada, and 6 per cent that of the US.

As per the report, 79,000 jobs are at risk, as other countries race ahead in green development, in the UK rubber and plastic sector, 63,200 in the UK chemicals sector and 26,900 in iron and steel.

In total it says that 260,000 manufacturing jobs could be at risk as well as 407,000 in supply chains.

Fiji has announced plans to make the coronavirus vaccine compulsory for all workers as it battles a runaway outbreak of the Delta variant, with the prime minister issuing a blunt message: "no jabs, no job".

Frank Bainimarama said all public servants in the South Pacific nation of 930,000 must go on leave if they have not had their first injection by August 15 and would be dismissed if they did not receive their second by November 1.

Private sector employees must have their first jab by August 1, with individuals facing hefty fines if they fail to comply and companies threatened with being shut down.

"No jabs, no job -- that is what the science tells us is safest and that is now the policy of the government and enforced through the law," Bainimarama said in a national address late Thursday.

The hardline policy comes amid government frustration at the widespread flouting of virus safety measures such as social distancing and wearing masks, blamed in part for a huge spike in infections.

Also read | UK says virus-related deaths rise to 48,000

Until April, Fiji had recorded no community cases for a year but a quarantine breach saw the highly contagious Delta variant, first detected in India, rapidly gain a foothold, with the country now recording 700-plus new cases a day.

'Reckless rule-breakers'

The under-resourced health system has been stretched to breaking point, with the country's largest hospital in Suva this week saying its mortuary was at capacity and urging the families of virus victims to collect their loved ones.

Bainimarama has resisted calls to lock down the entire country, citing the economic cost and the practicalities of enforcing such a move in densely-populated squatter settlements.

"A hard lockdown, as some are calling for, cannot be strictly enforced everywhere in Fiji and our experts tell us it would not kill off the virus," he said.

"But it would kill jobs and it could kill our country's future."

Instead, Bainimarama has imposed localised lockdowns in infection hotspots, including the capital Suva, while rolling out the Astra Zeneca vaccine.

While almost 340,000 adults have received their first injection, Bainimarama said online misinformation was discouraging some people, assuring them he had experienced no serious side effects from the inoculation.

"I have not been magnetised or micro-chipped by the vaccine, I have not received the mark of the beast or any other creature -- the vaccine does not do that to anyone," he said.

The rugby-mad country's national team has thrown its weight behind the inoculation drive and will wear shirts emblazoned with the message "vaccinate Fiji", rather than their sponsor's logo, during their two-Test series against New Zealand starting this weekend.

Bainimarama said spot fines were being introduced for "reckless rule-breakers" who did not wear marks, attended social gatherings or violated quarantine orders.

Australia's minister for international development and the Pacific, Zed Seselja, told AFP on Friday that his country had delivered 70,000 more doses to Fiji in the last 24 hours, bringing the total to around 400,000.

He vowed Australia would "continue to up our effort when it comes to sharing vaccines in the region. I expect it will continue to ramp up right throughout this year."

'No jabs, no job': Fiji to make vaccine compulsory

Czech Foreign Minister Tomas Petricek will be dismissed from his position after he lost a bid to lead his centre-left Social Democratic party (CSSD) party last week.

Party chief Jan Hamacek will submit a proposal to the prime minister later on Monday to dismiss Petricek, Hamacek said.

Petricek, the cabinet member, who most frequently warns against closer ties with Russia and China, has often clashed with pro-Russian and pro-Chinese President Milos Zeman, who had called for his dismissal.

He has questioned a plan to let Russian bidder participate in a tender to build a new nuclear power plant, a view shared with the country's intelligence community and parliamentary opposition. The 6 billion-euro project is the Czech Republic's biggest single public investment.

That opposition and his losing the challenge to Hamacek were among the reasons for his dismissal, Petricek suggested at a televised news conference.

The CSSD is the junior coalition party in the minority government of Prime Minister Andrej Babis. A general election is due in October in the Czech Republic, a NATO and European Union member country.

The current Minister of Culture, Lubomir Zaoralek, will be nominated to replace Petricek, Hamacek said. Zaoralek had held the job in the previous government.

During his tenure, Zaoralek took part in initiatives seen as too open towards China. In 2016, he prepared a declaration of top Czech officials assuring Beijing of good relations after a minister met in Prague with the exiled Tibetan spiritual leader, the Dalai Lama, to China's disapproval.

Czech foreign minister to lose job after challenging party leader

The number of people in work in Britain fell by the most since 2009 in the three months through June as the coronavirus crisis took a heavy toll on the labour market, even with the government’s huge jobs protection scheme still in place.

Led by a record plunge in self-employed workers, there were 220,000 less people employed in the second quarter, the Office for National Statistics said.

Separate tax data for July showed that the number of staff on company payrolls had fallen by 730,000 since March, sounding the alarm about a potentially much bigger rise in joblessness.

Mounting job losses are expected as Britain winds down its job retention scheme which protects employees. It is due to close at the end of October.

“The cracks evident in the latest batch of labour market data are likely to soon turn into a chasm,” said Ruth Gregory, senior economist at Capital Economics.

British finance minister Rishi Sunak said the figures showed the government’s support programmes were working but job losses were inevitable.

“I’ve always been clear that we can’t protect every job, but ... we have a clear plan to protect, support and create jobs to ensure that nobody is left without hope,” he said.

The unemployment rate unexpectedly held at 3.9 per cent but that reflected an increase in people who had given up looking for work and who were therefore not considered to be unemployed, and people who said they were in work but were getting no pay.

Economists polled by Reuters had expected the unemployment rate to rise to 4.2 per cent. Last week the Bank of England forecast the jobless rate would hit 7.5 per cent at the end of this year.

“Government needs to step in and help those who are likely to lose their job retrain for new openings in different sectors,” KPMG economist Yael Selfin said.

The number of self-employed people fell by a record amount in the three months to June, led by older workers, while the number of employees rose - something the ONS said was partly accounted for by workers reclassifying themselves as employed.

The number of people claiming universal credit - a benefit for the unemployed and those on low pay - rose to 2.689 million in July, leaping by 117 per cent from March.

Pay fell by the most in more than 10 years in the April-June period, down 1.2 per cent, reflecting how workers on the job retention scheme receive 80 per cent of their pay. Excluding bonuses, pay fell for the first time since records began in 2001.

However, there was a small increase in job vacancies in the three months to July.

“The increase was driven by small businesses (less than 50 employees), some of which reported taking on staff to meet coronavirus (COVID-19) guidelines,” the ONS said.

UK suffers biggest job losses since 2009 as COVID hits

After months of lockdown, the UK economy has reopened and the locals are hoping that the British government will be able to bring the country out of the stagnancy and the downward spiral of the economy.

British Finance Minister Rishi Sunak is urging people to 'eat out to help out'. He feels this will help the economy by generating revenue and more jobs.

To encourage people to dine out, the British government has announced a new dining discount plan that will give people a 50 per cent discount at participating restaurants, cafes and pubs between Monday and Wednesday up to a maximum £10 per person in the month of August.

In addition to this, Sunak has assured people that he will do everything he can to bring the economy out of the downward spiral by October.

The UK has not seen a sharp increase in the unemployment rate, when compared to other countries. The main reason behind this has been the British government's 'Job Retention Scheme', whereby the government has been paying the majority of the salaries of workers who were not fired.

Also watch: UK car sales post smaller slump in June

As per the reports, nearly 1.1 million employers have taken advantage of the program, which has costed the government nearly £27.4 billion ($35 billion).

Now the British government will be introducing a new program under which the government will pay the companies £1,000 bonus for hiring back each employee who was furloughed. This can cost the government an additional £9.4 billion.

The government is hoping to protect as well as generate as many jobs as possible during the recession. "People need to know that although hardship lies ahead, no-one will be left without hope," he told the lawmakers.

"Leaving the furlough scheme open forever gives people false hope that it will always be possible to return to the jobs they had before," he said. "The longer people are on furlough, the more likely it is their skills could fade, and they will find it harder to get new opportunities."

Sunak is hoping these programs and discounts will help the UK economy out of recession, after it shrank 25 per cent. Many economists think unemployment could more than double to over 3 million this year, to levels last seen in the 1980s.

Also read: United Kingdom lodges more cases of child sexual abuse during lockdown In addition to this, Sunak has assured people that he will do everything he can to bring the economy out of the downward spiral by October. The UK has not seen a sharp increase in the unemployment rate, when compared to other countries. The main reason behind this has been the British government's 'Job Retention Scheme', whereby the government has been paying the majority of the salaries of workers who were not fired. Also watch: UK car sales post smaller slump in June As per the reports, nearly 1.1 million employers have taken advantage of the program, which has costed the government nearly £27.4 billion ($35 billion). "The longer people are on furlough, the more likely it is their skills could fade, and they will find it harder to get new opportunities." Sunak is hoping these programs and discounts will help the UK economy out of recession, after it shrank 25 per cent. Many economists think unemployment could more than double to over 3 million this year, to levels last seen in the 1980s. (With inputs from agencies)

UP government to generate 90 lakh new jobs in MSME units

Union Finance Minister Nirmala Sitharaman on Sunday allayed the concerns of job losses in the wake of the merger of public banks.

"Absolutely ill-informed. I want to assure every union in each one of these banks to recall what I said last Friday. When we spoke about the amalgamation of banks, each time I have very clearly underlined the fact that not even one employee shall be removed," she said while addressing media persons here.

"We are not looking at any employee being removed. I am reiterating that. Therefore, they need not have any concern on this issue," said the Finance Minister, adding that there is no closure of any bank. "No bank is being asked to do something different from what they were doing earlier," she added.

On Friday, the Central government announced the merger of 10 public sector banks (PSBs) into four strong lenders with countrywide networks and global reach to boost credit and revive economic growth in the nation's bid to become a five trillion dollar economy in the next five years.

After this, the total number of PSBs will come down to 12 from 24 banks, Finance Minister Sitharaman had said. Apart from this, the government had also announced Rs 55,250 crore upfront as capital infusion in the PSBs.

Talking about the economy, which reported a sluggish growth of 5 per cent in the last quarter of the current financial year, Sitharaman said that her government was prepared to respond to the industry's "needs and suggestions."

When asked if the government acknowledges there is a slowdown in the economy, she said: "I am meeting industries and taking their inputs, suggestions on what they want and expect from government. I am responding to them. I have already done this twice. I will do it more number of times so that every industry which has approached me, I will respond."

"Across the board there is no one particular answer that I can give, saying this is the magic wand. Sectorally, what they want, we are responding.

Agriculture, for instance, after this monsoon hopefully, overall we feel that monsoon will meet the basic requirement of agriculture. Even for the farming sector, we have consultations going on. I am sure we will able to respond to them also," she said.

She said that the government is in consultation with sectors which wanted to speak to us about various measures they expect. "Having heard them and having spent some time on how we can respond, the first tranche of announcements were made on August 23. Last Friday, I made another set of announcements. The process of consultations is over. We have worked on how we can respond," she said.

The Finance Minister said the issues of each sector vary. "Automobile (sector) has an issue. Agriculture has a different issue. So each sector has a sectoral requirement, which we want to respond," she said.

Earlier in the day, former Prime Minister hit out at Prime Minister Narendra Modi led BJP government at the Centre, alleging that its "all-round mismanagement" is responsible for the "worrisome" state of the economy.

"The state of the economy today is deeply worrying. The last quarter's GDP growth rate of 5 per cent signals that we are in the midst of a prolonged slowdown. India has the potential to grow at a much faster rate but all-round mismanagement by the Modi government has resulted in this slowdown," said Singh in a statement.

"Our youth, farmers and farmworkers, entrepreneurs and the marginalised sections deserve better. India cannot afford to continue down this path. Therefore, I urge the government to put aside vendetta politics, and reach out to all sane voices and thinking minds, to steer our economy out of this man-made crisis," Singh added.

A majority of economists expect a US recession in the next two years but have pushed back the onset amid Federal Reserve actions, according to a survey released Monday.

The National Association for Business Economists found far fewer experts now think the next recession will start this year compared to a survey in February.

NABE conducted its policy poll as President Donald Trump put the Fed under constant attack, demanding more stimulus, but before the central bank cut the benchmark lending rate on July 31.

However, the Fed was already sending strong signals that it intended to pull back on the rate increases made in 2018 due to concerns starting to dog the economic outlook, including the trade war with China.

"Survey respondents indicate that the expansion will be extended by the shift in monetary policy," said NABE President Constance Hunter, who is chief economist at KPMG.

Only two per cent of the 226 respondents now see a recession this year, compared to 10 per cent in February's survey, NABE said.

However, "the panel is split regarding whether the downturn will hit in 2020 or 2021, Hunter said in a summary of the survey, which showed 38 per cent expect a contraction of growth next year, while 34 per cent doesn't see it until the following year.

More economists shifted their recession prediction to 2021, narrowing the gap from the prior report, which had many more expecting the change next year.

The results show 46 per cent expect at least one more rate cut this year from the Fed, while about a third see policy holding where it is now, with 2.25 per cent as the top end of the policy range.

Economists are skeptical about a resolution to Trump's trade wars, although 64 per cent said a "superficial agreement is possible," NABE said.

But that was before Trump announced another round of tariffs of 10 per cent on the remaining $300 billion in goods not yet hit by US punitive duties. The new measures will take effect in two stages, on September 1 and December 15.

As Trump continues his vocal campaign criticizing the Fed, the NABE survey found economists are concerned about the impact: 55 per cent said his remarks do not influence Fed decisions but do "compromise the public's trust in the central bank."

And over a quarter of respondents said the criticism will "cause the Fed to be more dovish than otherwise, thus threatening its independence."

The survey also asked about fiscal policy, and a majority of economists said Trump's tax cuts "had an overall negative impact on housing activity over the past 18 months," due to changes in deductions allowed for mortgage interest.

United States economists expect a recession in 2020 or 2021: Survey

Trade unionist-turned-businessman Cyril Ramaphosa was sworn in as South Africa's president on Saturday, vowing to create jobs and tackle deep-rooted corruption that has strangled economic growth.

Ramaphosa, who becomes the country's fourth democratically elected president since the end of apartheid, took the presidential oath before a crowd of about 32,000 people in a rugby stadium in the capital, Pretoria.

"Today our nation enters a new era of hope and renewal," said Ramaphosa, 66, wearing a dark suit and flanked by foreign leaders including Congolese President Felix Tshisekedi and Chinese Premier Li Keqiang.

"Let us forge a compact for growth and economic opportunities, for productive land and wider opportunities ... A compact of an efficient, capable and ethical state. A state that is free from corruption," said Ramaphosa, a former anti-apartheid activist and trade union leader who has wide-ranging business interests.

Ramaphosa's African National Congress (ANC) clinched a 57.5% majority in a general election earlier in May, down from 62% in 2014 as voters turned against the ruling party due to revelations about government corruption and record unemployment.

Ramaphosa narrowly won the ANC leadership race in late 2017 and replaced scandal-plagued predecessor Jacob Zuma as state president in February 2018, a year before the latter's term was due to expire.

Since then he has struggled to mend factions in the party opposed to his reform plans, especially at cash-strapped state power supplier Eskom. His promises to punish party members accused of corruption have also stuttered.

The challenges facing Ramaphosa were highlighted on Friday by the resignation of Eskom's chief executive, who quit only a year since he was appointed to stabilise the utility and keep the lights on after nationwide blackouts.

Also on Friday, S&P Global Ratings kept South Africa's credit rating unchanged one notch below investment grade.

The economy is set for a first-quarter contraction after mining and manufacturing weakened, prompting the central bank to cut its 2019 growth forecast to 1%, well below the rate of at least 3% needed to bring down debt, budget deficits and joblessness.

"The challenges our country faces are huge and are real but they are not insurmountable. They can be solved and I stand here to say they are going to be solved," Ramaphosa said in his speech on Saturday.

Many in the crowd at Pretoria's packed Loftus stadium were optimistic.

"I love my president Cyril Ramaphosa. I know that as long as we have him here he is going to give us jobs and change many things," said Patience Shabangu, 45, a volunteer at a local clinic.

Political analysts say a key test of Ramaphosa's ability to deliver reforms will be his announcement of the new cabinet, which is expected to take place next week.

"The speech was an honest and brutal reflection of South Africa's recent problems. But it was also optimistic," said Daniel Silke, director of the Political Futures Consultancy.

"He will be judged on a very high bar and the next step is the cabinet. If it contains any semblance of the dead wood from the past he will be severely critiqued," Silke added.
