Tourism in the Indian state of Jammu and Kashmir has taken a hit post-Pulwama terror attack and the rising tension between India and Pakistan.

The tourism players are seeing no hope of revival amid the several cancellations by tour groups.

While the rest of India is reeling under a severe heat wave, the weather in the Himalayan state of Jammu and Kashmir is pleasant, but there are no usual tourists on the ground. The famous tourist spots are witnessing thin tourist presence with many blaming tension between India and Pakistan as main the reason.

The tourist flow has come down drastically, threatening the livelihood of many associated with the industry. According to one estimate, five lakh people are directly associated with the tourism industry in the state.

The state tourism department says that the industry contributes 16 per cent of the state's total GDP. The United States, the UK, and Australia have already updated their travel advisories for the Kashmir valley, keeping the foreign tourist away too.

"We are fighting the perception that is being created about Kashmir which is that this place isn't safe. We have to fight this and this is our big challenge right now. I want to tell every tourist, come and see our hospitality," says Asif Burza, a reputed hotelier of Kashmir valley.

The hotels are empty which has led to a crisis of sorts, as some staff has been laid off and some tourism players looking for alternative opportunities. The all-important sector of the state is now struggling and fighting to revive itself.

"People who come here are our best ambassadors, they should tell others about their experience in the valley," says Asif, adding that GST has also kept tourists away as prices have also gone up.

The state's tourism department is trying to reach out to people in different states of India by organising road shows and pumping money into advertising -- all in the hope that people from these states would head to Kashmir.

"After the Pulwama incident, the inflow of tourists has been affected. Then, airfields were closed, which gave a wrong signal to the tourists, otherwise we had houseboats booked till June this year," says Nasir Wani, the director tourism Kashmir.

Now, people associated with the industry have pinned their hope in the coming month for their better future.

Batting strongly for delimitation of assembly constituencies in Jammu and Kashmir, the Dogra Swabhiman Sangathan (DSS) Thursday demanded grant of eight seats to Jammu region, including six seats for Pakistan occupied Kashmir (PoK) refugees.

Former minister and DSS chairman Choudhary Lal Singh said seats under this process should be granted to Jammu through an administrative order by the governor as has been done in the past.

"We welcome reports in media about move of the centre for delimitation of assembly constituencies in J&K. We demand that six should be granted to refugees of PoK and two seats should be given to displaced Kashmir Pandits in Jammu," Singh told reporters here.

70-year-old Ghulam Qadir Seeno is engaged with his customers as they look for options in his pickle shop. Senoo has a unique art of making 100 varieties of pickles at his small unit located at Habba Kadal area.

There is only tantalizing aroma and colour as you enter the shop. There isn't enough space to land the foot in a small shop located in the old city of Srinagar.

The man is now being popularly known as the ‘Pickle king of Kashmir’. He says "you name it, he has it" while attending the customers. From meat, chicken, fish, grapes, apricot, to what he calls healthy pickles, he has it all.

It's a busy day as sales have surged in the month of Ramadan. The shop is flooded with customers, the aroma at his shop is drawing people from the nearby and far as people love to eat pickle during their meals.

Over the last 35-years, he has mastered the art of pickle making which has not only earned him awards but name too. Making of these pickles is a laborious job, it takes two months to prepare each pickle which may cost as high as 800 Indian rupees a kilogram.

"Sometime I work day and night to make these pickles, it takes me and my workforce a lot of time and effort. My passion only got me going till now," says visibly old Senoo as he catches the breath after attending the customers.

He claims some of his mouth-watering pickles are medically beneficial and can cure diseases. Ghulam Qadir lost his three family members and a healthy transport company in the conflict during the 90s but he never lost hope. His story isn't just success but also about struggle and will to achieve.

Commander-in-chief of Indian Army's Northern Command, Lt General Ranbir Singh, on Monday confirmed that the Indian Army had undertaken a surgical strike in September 2016.

"A few days ago DGMO said in a reply to an RTI that the first surgical strike happened in September 16', I don't want to go into what political parties say, they'll be given an answer by government. What I told you is a statement of fact," Lt General Ranbir Singh said.

Indian Army commandos had conducted surgical strikes deep into Pakistani territory across the Line of Control(LoC) on September 29th, 2016 to destroy terrorist launchpads. The strikes were in response to the attack on a military base in Uri on September 18 in which 17 Army soldiers had lost their lives.

Addressing a press conference, Ranbir Singh added that Balakot air strikes in Februrary were a "major achievement".

"Air strikes by IAF on Balakot terrorist infrastructure was a major achievement, wherein our aircraft went deep into enemy territory and struck terror launchpads. Pakistanis carried out air operations the following day, however, they were given a befitting reply," he said.

Lt General Ranbir Singh also informed that the Army was able to neutralise 86 terrorists during various operations, with 20 apprehended. "We've also been able to bring back many of them to the mainstream," he said.

The Northern Command chief, however, added that locals in Kashmir joining militancy "remains a matter of concern". He asserted that Pakistan feels "absolutely starved" because of effective counter infiltration grid of the Indian Army.

"However, that realization is coming in the youth and people of Kashmir that we do not want to become fodder by the Pakistani agencies and various inimical elements, who want to promote terrorism and violence in J&K," he said.

"I am sure with the help of all the stakeholders we will be able to arrest this trend in the times to come as we are doing now," he added.

"Successful infiltration from the Line of Control(LoC) is virtually becoming very difficult. Therefore, for them to continue with this militancy, they want that the local content should be increased," he said.

India has won a diplomatic victory by having JeM chief Masood Azhar proscribed by the UN Security Council. Its direct, on-ground effect may be marginal, but the connected effect with many other factors could still be a significant contributor especially towards influencing the future situation in J&K. While the internal situation in Pakistan is at a new low due to the serious financial crisis being suffered and it is under all kinds of pressures internationally to stop its sponsorship of terror, there can be no certainty that this is going to have any impact. The Pakistan military leadership seems to have suddenly imposed on Prime Minister Imran Khan the very same set of advisors as were available to Parvez Musharraf in his heyday.

Three months after Pulwama, the situation in Kashmir is currently stable with violence at a lower level, no reports of any major infiltration and the LoC relatively quiet after high energy duels which followed Pulwama and then Balakot. Is Pakistan going to sit easy after a bit of chastising or will it up the ante once again through proxies, after the Indian general elections? This needs serious pondering but on one basic presumption; irrespective of who forms the next government in India, Pakistan’s attitude is unlikely to change. Imran Khan’s statement that chances of an agreement on J&K would be highest if Narendra Modi returns to power, does not have much meaning considering the deep state’s attitude towards the Modi government remained intensely negative even when genuine attempts were being made by India to create the right environment for initiatives in 2015.

For sure the Pakistan Army is not going to turn angelic with any sense of regret. Its perception is that it handled the post-Pulwama situation with no trepidation and does not seem to be unnerved by the flurry of support India received. Sources state that perception seems to prevail that below the threshold of conventional conflict where Pakistan repeatedly engages India, it can match it incident to incident and response to a response. Abdication of J&K would mean a waste of investment of 70 years of general effort and 30 years of focused one.

There is a likelihood that it will perceive an advantage in a switch off for tactical purposes with a comeback adopting a new strategy. What could embolden it to follow such a policy is the fact that the international strategic environment may be temporarily not in its favour but there is no permanence to such situations. It may, therefore, be willing to bide its time before returning with vengeance. Besides that, there is the entire issue of the ‘friendly’ terror groups. Kept restrained they are likely to implode internally causing a problem for the government and the Pakistan Army. Fighting them in the heartland areas of Punjab is going to be much more challenging, unlike the last time when the Tehreek-e-Taliban Pakistan (TTP) had to be neutralised closer to the border areas under Operation Zarb-e-Azb and there was unrestricted use of heavy firepower.

If Pakistan, therefore, decides to take a tactical break as it probably did in 2011-12, then it is likely to come back with a fresh strategy. The revival of militancy or terror to levels of the early 2000s is near impossible as neither the numbers nor the finances are going to permit that. An intelligence appreciation reveals that more than just militancy and terror, the most effective way the proxy war in Kashmir has caused problems for India has been through the agitation mode (once called ‘agitational terror’ by the Indian Army). Mass agitation was a means of resistance in the Nineties too but the one which commenced in 2008 from my doorstep at Baramula was far more lethal. By that time the separatists under full guidance from across had set up effective networks for finance, drugs, media and legal coverage, besides information and psychological outreach. Hurriyat leader SAS Geelani had apparently taken a leaf from the essay of the American author Gene Sharp, ‘198 Ways of Non-Violent Revolution’, which also inspired the Arab Spring. The agitation converted mere street protest to stone throwing, unnerving the security forces (SF), who anywhere in the world are comfortable handling terrorists but never stone throwers; Israel has the same dilemma although it uses far more force to neutralise agitators. There is a manifold difference between just terror or criminal acts in terms of effectiveness and impact. Firstly, alienation runs much higher when people are at the forefront and mob control, not being among our strengths, the probability of creating ‘martyrs’ is always high; it helps the separatist cause. Secondly, everything for the separatists and the deep state is within manageable proportions with no possibility of triggers that may invite strong Indian retaliation. Within that threshold maximum traction is gained by the involvement of the public; especially when it reaches a stage where women and children get involved. Kashmir could sustain 2008, 2009 and 2010 before a ‘rest period’ was mandated.

It’s a challenge for the police as well as the Army, which cannot absolve itself of responsibility being the element of last resort. It is a domain no SF wishes to tackle because either way blame always comes on it. Unfortunately, perception prevails among those who have never witnessed street turbulence of this nature that these are protests akin to those seen in some of the metros; actually, these mobs are murderous with intent to kill and maim security personnel. Insufficient public and media sensitisation has led to this perception but equally not enough research has been done to specifically handle such mobs while minimising own casualties and those of civilians.

So while things may be quiet in Kashmir, the situation should be monitored carefully. Post election, things are likely to change. Simultaneous with everything we do it is important to revisit the long pending issue of developing better information handling capability. It’s something inexplicable why India does not invest in something which has paid such high dividends to our adversaries. More on that later.

(This article was originally published on The DNA. Fighting Pak’s J&K strategy: Islamabad will continue to pursue its designs

In Jammu & Kashmir, one terrorist was killed in an encounter with security forces in Shopian district this morning. Search operation is underway.

J&K ISIS Commander killed in encounter

Bharatiya Janata Party leaders including state general secretary Ashok Koul held a protest in Jammu and Kashmir against the security concerns of political activists in the state whose security has been withdrawn.

Koul along with several party leaders and activists raised slogans with plea cards reading “provide security to BJP workers in Kashmir.”

The state general secretary has also written a letter to the ADGP security, law and order asking him to withdraw his security with immediate effect in protest against the removal of security to several BJP activists.

He says the security of Gul Mohammad Mir, the BJP vice president in Anantnag district of south Kashmir, was withdrawn which resulted in his killing.

“Security of Gul was withdrawn by the administration following which he became a target and after his killing some cops were sent to his home to guard who? I’ve asked DG police to send these cops to the grave of Gul now,” angry Kaul said.

However, on being asked about the role of the central government in giving directions for the withdrawal, he said the list was prepared by the administration in the state and needs to be revisited.

BJP leaders say that they are now under threat from terrorists. Koul also left his bulletproof Scorpio car provided by the administration at the city centre and hired an auto to move back.

Security of several separatists and political activities was withdrawn following directions from the centre after Pulwama suicide attack. The list included people from BJP, National Conference, PDP and other parties. All the parties had warned the administration of killings of their activists earlier.

In 1995, the National Human Rights Commission of India (NHRC) in its historical full commission judgment, headed by former chief justice of India MN Venkatachaliah, held the systematic ethnic cleansing of Kashmiri Pandits by terrorists as an act of genocide.

Recently, on the recommendations of the state administration, the ministry of home affairs (MHA), while banning separatist outfits, described ethnic cleansing and the purge of Kashmiri Pandits as the principal reason for banning separatists and terror outfits operating in Kashmir.

The admission by the state government and MHA through the Union home secretary in public domain makes it obligatory for the state government to accede to the repeated demand for a thorough investigation by the Pandits. The exiled Kashmiri Pandits have called upon the government to appoint a high-level commission of inquiry.

There are very strong grounds to set up a commission of inquiry headed by a retired Supreme Court judge to be assisted by DGP, Director IB, Director CBI and DG NIA, to probe into murders, loot, rapes, forcible land and property grabbing of Kashmiri Pandits and other Hindu religious endowments across the Valley.

In Jammu and Kashmir, there are layer upon layers of distortions of history, self-serving myths and competing political interests. Peeling off these layers by revisiting history, without any prejudice, can only help in our search for a brighter tomorrow for Jammu and Kashmir.

The J&K policy needs to combine between what the country pursues as domestic policy on one hand and the treatment of Indo-Pakistan relations as foreign policy, on the other.

The return of the exiled Pandits back to the Kashmir Valley with pride, is a matter of enforcing India’s Constitution in Kashmir, both nationally and at the global stage. It is important to restore and protect multiculturalism, plural ethos and the secular identity of India and the Jammu and Kashmir state.

Return, restitution and retention of exiled Pandits as a religious Hindu community, shall be the real test of the will of the central government and the governor’s administration.

No solution to Kashmir will make any headway unless the Pandits are rehabilitated, return to the Valley and are made part of the dialogue process as an important stakeholder.

It is the constitutional and political duty of the government of India and the Jammu and Kashmir government to repatriate the entire exiled Pandit community back to their homeland. It is also their duty to probe the reasons and circumstances of ethnic cleansing, fixing the responsibility for the killing of innocent citizens.

Governor Rule gives all statutory powers to the state government to do justice to this illustrious community, who are now living as refugees in their own country for the last 30 years.

It is hoped that the central government shall revisit its J&K policy by demonstrating political will and large-heartedness in dealing with the Kashmir situation and liberally fund the return, rehabilitation and security of Kashmiri Pandits back in their homeland, which is the Kashmir Valley.

To quote what former Prime Minister IK Gujral once said, “For the illustrious Kashmiri Pandit community, which has contributed a great deal in shaping the nation building a democratic, progressive and secular India, if the coffers of the country are to be emptied for them, it would still be a small price to pay.”

It is important for the state governor to rise above civil service jargon while designing a package for the return of Kashmiri Pandits. It is also imperative to hold consultations with representatives of Kashmiri Pandits, so that all aspects are taken into account and the entire gamut of present and future problems analysed threadbare and in complete detail.

Kashmiri Pandits are a religious minority, which calls for due statutory recognition. The constitution of a state minority commission shall be a good step in this direction.

The MHA being the nodal ministry, shall start a structured dialogue with Pandits, for designing a comprehensive, time-bound package for return and rehabilitation. It shall not take more than two to three years for its implementation.

Pandits believe that if the exiled community is not repatriated back to their homeland with dignity and pride now, then it will never happen again.

“Sir I want to be with the boys,” said a 24-year- old officer, declining to go home on sick leave at the Base Hospital at Srinagar. I was Corps Commander in Kashmir and had gone to meet some of our soldiers and officers wounded in operations there.

This young officer, Capt Pawan Kumar, had his jaw smashed by a stone pelting crowd, as he was returning with his team after a successful encounter with terrorists. Bemused, I looked at this 24-year-old, who wanted to return to his ‘boys’, each of whom were trained Special Forces soldiers, all older than him and more experienced. This is the indomitable spirit of the young officers of the Indian Army, who always lead from the front.

Within a week, I saluted his mortal remains in a casket. It was overwhelming! In the biggest hostage situation during my tenure as Corps Commander in Kashmir, terrorists had occupied the Skill Development Centre, a six-storeyed building in Pampore, on the outskirts of Srinagar.

These brave hearts rescued over 60 hostages safely, all Kashmiri men and women. But they paid a heavy price for it, with their own lives. Captain Pawan Kumar, Capt Tushar Mahajan & L/Nk Om Prakash, all commandos, were martyred.

During the operation, it did not matter that some of the locals they were rescuing were those who hate the Army, with many pelting stones at them. They just did their duty, saved the lives of Kashmiri hostages at the expense of their own. The only thing that mattered was the honour of the country and the duty at hand.

Capt Pawan Kumar is not the only one. I’ve met several other victims of this intifada style of ‘unarmed’ protest, stone pelting. Some of these fighters have narrowly missed losing an eye, some have had their jaws smashed, and suffered many injuries. So unarmed that these stone-pelters are, they are certainly not non-violent. In fact, they are viciously violent.

Off late, there is another trend. We have had soldiers belonging to Kashmir who have been kidnapped and killed by terrorists. Lt Ummer Fayaz, who went home in Shopian to attend a wedding in the family, a JAK-LI jawan Mukhtiyar, who went to attend his son’s funeral, or Md Yasin Itoo, who simply went home on leave, were all killed by terrorists.

Besides, hundreds of soldiers have lost their lives while fighting terrorists in these areas over the last three decades. Ever so often, soldiers and officers have been wounded, maimed or crippled.

While there is a raging debate on whether AFSPA is being too harsh and draconian, there is scarcely any concern about the human rights of soldiers.

While NGOs and several organisations like the NHRC vie to fight for the human right of terrorists, there’s no such institutional support for the army man, who goes to fight in the line of duty.

Just because he voluntarily signs up for an unlimited liability contract, doesn’t the soldier enjoy some legal rights as well?

Last month, two young women, barely out of their teens, Preeti Kedar Gokhale and Kajal Mishra, petitioned the Supreme Court to safeguard basic human rights of their soldier fathers.

The petitioners said they are “greatly disturbed by the incidents of unruly and disruptive mobs” pelting stones at soldiers and army convoys in Jammu and Kashmir and sought formulation of a policy to curb human rights violations of security force personnel who come under attack by mobs while performing their duty.

In August last year, over 300 army personnel approached the Supreme Court challenging registration of FIRs against them for operations in disturbed areas such as Manipur and Jammu and Kashmir, where the Armed Forces Special Powers Act is in force.

The apex court admitted their plea on the grounds that army personnel are being “persecuted” and proceeded against for performing duties in disturbed areas.

This problem needs to be nipped in the bud. The army personnel, in their petition, claimed that they “are now facing confusion and countering questions from the soldiers under their command, as to whether they are supposed to continue to engage the proxy war and insurgency with their military training, principles, standard operating procedures, operational realities, valour and courage or act and operate as per the yardsticks of peacetime operations, law and order issues and CrPC.”

It is a very pertinent question to ask. Should officers and soldiers have to knock the gates of justice individually to do what are their bonafide duties? Since the army, obviously, cannot take recourse to legal action, should the courts take suo moto notice of the issue or can the legal fraternity help?

The soldier risks his life for the nation and for the people. It is grossly unfair if some of them have to defend themselves in courts even after retirement, for some action that he may have allegedly committed while performing his duties, which needless to say, involved grave risk to his life and limb. In return, the least a soldier deserves is the support of the country that required of him to make sacrifices, and the countrymen he risked his life for. That is not asking for too much, is it?
