A lot has been spoken and written about highway control in J&K post both the first and second attempts at use of car bombs by Pakistan sponsored terror groups this year. Everyone is familiar with the first one at Pulwama which tragically caused forty fatalities of CRPF personnel and commenced a spiral of escalation with Pakistan, almost leading to war. The second one at Banihal, less than a month ago, is less known to the public although the media has highlighted it but without too much emphasis on the implications. It was a failed attempt by a lone wolf operative probably backed by a full network of terror. The vehicle along with explosives packed in it caught fire and was burnt down once the detonation mechanism apparently failed; the local terrorist was caught next day attempting to sneak back to the Valley from the south of Pir Panjal. It was enough to send the establishment into a tizzy with the possibility of more such attempts.

Just after the Pulwama incident, the Ministry of Home Affairs (MHA) attempted different measures to reduce the footprint of vehicular movement so as to offer lesser opportunity to terrorists to target security forces’ vehicles. This included a high profile announcement of a move to authorise CRPF personnel commercial air travel between Srinagar and Jammu at government expense. A proactive decision no doubt which was much appreciated but reflected little knowledge of the reality of dynamics of security forces deployment, their logistics and movement pattern in Kashmir. After Banihal comes another announcement in aid of securing the movement of personnel in vehicles. This time the National Highway from Udhampur to Baramulla, has reportedly been reserved for movement of only army and police vehicles on Sundays and Wednesdays. No civilian vehicle is being permitted to ply from 4 AM in the morning till 7 PM in the evening on the notified days. It is being hoped that this will completely neutralise the feasibility of car bombs being rammed into a vehicle of the convoy.

As per most media analyses, if the earlier decision after Pulwama was a travesty of understanding of threats in J&K the one reserving days for the army and police movement makes it even worse by its complete lack of sensitiveness. How right is this thinking and are such arrangements justified? A writ petition in J&K High Court against the government direction on the restricted movement of civilian traffic is already under examination with the court asking the government to examine more options for secure convoy movement without disturbing civilian traffic.

There are a couple of facts which need highlighting. The first is that with the MHA decision on air travel it appeared that the CRPF, which functions under the MHA, is the only threatened entity in J&K. Little is it realised that the Army mans the entire LoC and major parts of J&K’s rural countryside; it’s controlling ministry the MoD did not think it fit to offer even a token gesture of permitting its personnel movement by commercial air. How can personnel under the Government of India, involved in near similar tasks and facing common threats be given different treatment? A practical look at the situation and method of movement will reveal the impossibility of securing personnel through such a gesture. Logistics is far more complicated than mere movement of troops in vehicles. The Army's system of supplies, catering to warlike situations, stretches all the way back to the hinterland and caters for stocking up to variable periods till 210 days, thus entailing a massive movement of convoys for at least six months in summer. The Ladakh region is stocked for the entire winter by using routes for large convoys running through the Kashmir Valley.

The recent chain of events and the media reporting has led to a mistaken belief that the Jammu-Srinagar convoy of the CRPF is the only major security movement in J&K. Within the Valley, almost ten army convoys move every day and each one has personnel, supplies and stores with protection vehicles against possible ambush. The BSF has a few too. Thus both measures by the MHA, air travel by CRPF personnel and earmarking of convoy days with no civilian vehicular move, can only partially ameliorate the threat because there are thousands of other security personnel on the move and many more convoys than just those between Udhampur and Baramulla.

One cannot be entirely critical of the government's decision on earmarked days for convoy movement without any civilian movement. Challenging situations sometimes do demand very uncomfortable decisions. Obviously, the Banihal failed car bomb raised hackles of concern on how soon after Pulwama a second attempt was made with impunity. One can imagine the implications if like Pulwama there were once again a large number of fatal casualties. The spiral of escalation with Pakistan may have gone through the roof. However, the question is whether the current security measures have been adequately thought through. Former Chief Minister Omar Abdullah tweeted his observation when he found the movement of military convoys on the Srinagar - Uri road on days not earmarked for them. The reality is that military movement in and to the Valley cannot remain restricted. Contingencies being such; terrorist threats, climatic conditions and civilian street turbulence all combine to prevent any rigidity such as fixed days for convoys and other military movement. The two days on which movement of civilian traffic is banned are therefore essentially days on which convoys will possibly be dedicated to maximum personnel movement while on other days balance of logistics, not involving groups of personnel in large numbers, will move. This is the only explicable rationale of the decisions recently taken. However, they have caused much bitterness in Kashmir. The problem with our system remains our inability to take the public into confidence or have even a modicum of consultation with it. Some public articulation was necessary to tell the public in no uncertain terms that trends in terrorism result in discomfort to the common people and that full rights of the people cannot be guaranteed under the prevailing extraordinary circumstances. A similar warning through media could also be repeatedly given against stone-throwing being done by ISI sponsored mobs to prevent the conduct of anti-terrorist operations. The problem in Kashmir is that while alienated people support terrorists they also demand full rights for themselves, little realising that people in proxy conflict zones can rarely enjoy the same rights as people in peaceful areas.

The above is no justification for the recent decision but a more plausible explanation. With approaching summer, movement of convoys will increase causing more stringent measures leading to enhanced levels of alienation, exactly what the adversary wishes. Can better measures be thought through? Ban on movement of vehicles with less than three passengers is a possible way as suicide mode of execution can ill afford more than a lone wolf. In 2011 on public request, the Army moved its convoys from Srinagar outside timings of normal public movement. That measure can, however, decongest the road only near Srinagar. It’s a complex security issue we face and much more deliberation with some flexibility may meet the requirement, at least for some time.

Jaish-e-Mohammed(JeM) chief Masood Azhar's nephew Mohammad Umar has been killed in an encounter in Jammu and Kashmir's Tral district, WION has learned.

Azhar's nephew was gunned down on March 11th in south Kashmir, sources have told WION.

JeM used the codename, Khalid, to identify Umar. Sources said JeM even conducted a funeral for him in absentia.

During the encounter a local terrorist named Mudasir Ahmad Khan was also killed. Mudasir was involved in an attack on CRPF camp in Lethpora last year.

Mudasir was also one of the key conspirators of the Pulwama attack in which over 40 CRPF personnel were killed by a suicide bomber on February 14th.

After India conducted the air strikes at Balakot in Pakistan's Khyber Pakhtunkhwa province against JeM terror targets on February 26th, there were reports of JeM chief's brother-in-law Maulana Yousuf Azhar being killed, however, it could not be confirmed.

In the past two months, India has pushed for Azhar to be designated as a global terrorist, however, China in a recent vote at the UNSC vetoed the decision of US and France due to "technical reasons", but added that "positive progress" has been made to resolve the issue.

China has so far blocked the move four times in recent years. It recently blocked the US, UK and France resolution in the counter-terrorism 1267 committee with "technical hold" saying that it provides time and space for the relevant parties to hold talks after the Pulwama terrorist attack.

"We believe under the current circumstances forcing a draft resolution at the Security Council is not a constructive move and set a bad example", China's foreign ministry had said.

JeM chief Masood Azhar's nephew Mohammad Umar killed in J&K encounter

Jamaat-e-Islami and Jammu and Kashmir Liberation Front have played a pivotal role in fanning militancy and terrorism in Jammu and Kashmir since 1988.

The banning of the Jamaat-e-Islami, Jammu and Kashmir (JeI, JK) on February 28, followed by a similar proscription of Jammu and Kashmir Liberation Front (JKLF) led by Yaseen Malik on March 22, 2019, shows that the central government is serious about its crackdown on separatists.

Both organisations have played a pivotal role in fanning militancy and terrorism in Jammu and Kashmir since 1988.

The JeI J&K, while promoting terrorist outfits like Hizb-ul-Mujahideen (HuM), has also been trying to gain political influence by infiltrating into recognised political parties.

There have been persistent allegations of the JeI J&K influencing the policies of the Peoples Democratic Party (PDP) headed by Mehbooba Mufti. While this may be a matter of debate, it is a fact that the JeI J&K’s areas of influence overlap with those of the PDP in south Kashmir.

The timing of the bans, at a time when elections to the Lok Sabha have been announced and those to the state assembly imminent, has led to both the PDP and the National Conference (NC) denouncing this action and indulging in competitive populism.

However, the Central government should stay the course, and keep going after anti-national and subversive forces as well as their funding.

Both the JeI J&K and the JKLF have been banned for a period of five years. The ban is subject to strict judicial review at periodic intervals. At the present juncture, the ban is needed, particularly to investigate the terrorist financing of the JKLF and HuM from Pakistan and other sources.

If proper investigation is conducted by the National Investigation Agency (NIA) or the Enforcement Directorate (ED), it could significantly enhance the case for putting Pakistan on the FATF blacklist.

Initially it was the JKLF, which encouraged disaffected Kashmiri youth to cross the Line of Control (LoC) and undergo arms training from the Pakistani ISI.

Yaseen Malik along with three others, Abdul Hamid Sheikh, Ashfaq Majeed Wani and Javed Ahmed Mir formed the so-called HAJY group, which was the core leadership of the JKLF.

The JKLF reached its peak in December 1989 when it kidnapped Rubaiya Sayeed, daughter of then Union Home Minister Mufti Mohammed Sayeed. This act of kidnapping an unmarried Muslim girl was considered un-Islamic and condemned by many, including the then Mirwaiz of Kashmir, Maulana Farooq.

The JKLF was on the back foot and searching for a face saver when the Mufti lost his nerve and agreed to release five militants in exchange for his daughter. This unexpected triumph led to a wave of rejoicing in the entire Valley and further emboldened the JKLF.

Pakistan’s ISI had used the JKLF to fan the flames of so-called “Azaadi”, but having served its purpose, restricted its arms supply and funding to the organisation while promoting a new terrorist outfit, Hizb-ul-Mujahideen or HuM, an offshoot of the JeI J&K.

This became possible because the HuM was pro-Pakistan and wanted Jammu and Kashmir to become a part of that country.

Traditionally, people of Kashmir have displayed true secularism and stood solidly by their faith in Kashmiriyat – a version of Islam that incorporated values of humanism and defended their composite syncretic culture and inclusive traditions, as propounded by Baba Nuruddin Wali of Charar-e-Sharif, the patron saint of Kashmir also called Nund Rishi by the Hindus and the mystic Shivite poetess Lal Ded.

It was this brand of Islam, which had kept Jinnah’s Two-Nation theory at bay. Today this brand of composite syncretic Islam is under attack from the JeI J&K and its ISI patrons. They have been trying to promote a Hanafi/ Salafi brand of puritan Islam, which considers many Kashmiri practices like the singing of prayers, worship at mazars or ziarats of Pirs and Fakirs as biddat (innovation) and tries to do away with them.

The JeI J&K never had much of a following except for some pockets in south Kashmir. Although it was formed in 1952, the JeI J&K remained a fringe outfit till the mid 1970’s.

It received a boost when General Zia ul Haq took over as the President of Pakistan and with the help of JeI Pakistan, started the process of Islamisation in his country.

At this time, ample funds were allegedly made available to JeI J&K to propagate its brand of puritanical Islam. However, the JeI J&K suffered a serious setback in 1979 when it supported Gen Zia ul Haq’s decision to hang former Pakistan PM, Zulfikar Ali Bhutto.

JeI J&K members were attacked and their property destroyed by unruly mobs in the Valley. However flush with funds from Pakistan and Pan-Islamic sources, the JeI J&K contested 26 seats in the 1983 state Assembly Elections, but failed to open its account. An Indian defence spokesperson in Jammu said on Wednesday that Pakistan did not violate Indian air space on Wednesday.

He issued the statement after media reports earlier had suggested an airspace violation near the Line of Control (LoC).

The news agency ANI quoted him as saying there "was no air space violation by Pakistan along the LoC in Rajouri and Poonch."

Indian radar had early on Monday detected four Pakistani F-16s flying close to the Punjab border.

The incident had taken place at 3 am Monday morning, when Indian radars detected a large-sized UAV (unmanned aerial vehicle) and four F-16s flying close to the Indian border in Punjab's Khemkaran sector.

India scrambled Sukhoi 30MKIs and Mirage jets in response after which the Pakistani jets retreated further into their territory.

Tensions between India and Pakistan have been high ever since the Indian Air Force conducted an air strike on a Jaish-e-Mohammed training camp in Balakote in Pakistan's Khyber Pakhtunwa province on February 26.

A day later, on February 27, Indian and Pakistani jets engaged in a dogfight after Pakistan dropped bombs on Indian territory in Jammu and Kashmir from its side of the Line of Control. India says the bombs were targeting military installations but that they missed their targets.

It was the first time in over 40 years the air forces of the two countries had engaged in combat. Both sides lost a plane each — India a MiG-21 and the Pakistanis an F-16.

Pakistan did not violate Indian air space on Wednesday: Defence spokesperson

A day after Indian Air Force(IAF) scambled Sukhoi-30 jets after sighting Pakistani drones, IAF planes have been flying over Jammu and Kashmir's Poonch and Rajouri area.

Locals in the area witnessed jets flying over Mendhar in Poonch.

On Tuesday, India officials had spotted two Pakistani F-16 fighter aircraft close to the LoC(Line of Control). Sources had told PTI that Sukhoi-30 MKI jets were deployed soon after the Pakistani unmanned aerial vehicle (UAV) were seen hovering over the border.

The incident which took place on Tuesday afternoon comes just over a month after India conducted air strikes on Jaish-e-Mohammed(JeM) terror facilities at Balakot in Pakistan's Khyber Pakhtunkhwa province.

Last month, a Pakistani UAV which intruded into Rajasthan's Ganganagar was shot down by the Army, another Pakistani military drone was shot down by IAF's Sukhoi-30 fighter jet.

Tensions have escalated at the international border in the past month with Pakistan opening fire on Indian troops. On Tuesday, seven Pakistani posts across the LoC was destroyed by the Indian Army during cross-border shelling as Pakistan targeted Indian posts in Rajouri and Poonch districts.

On Monday, a BSF inspector and a five-year-old girl were among three persons killed while 24 others were injured as Pakistani troops heavily shelled forward areas along the LoC in Poonch district.

Former Jammu and Kashmir chief minister Omar Abdullah told former cricketer Gautam Gambhir Tuesday to "stick to stuff you know".

"Gautam, I never played much cricket because I knew I wasn’t very good at it. You don’t know very much about J&K, it’s history or the role of @jknc_ (Jammu and Kashmir National Conference) in shaping that history yet you insist on displaying that ignorance for all to see," Omar tweeted.

"Stick to stuff you know about, tweet about the IPL," he added.

Omar had been replying to a tweet by Gambhir in which the former cricketer had said, "@OmarAbdullah wants a separate PM for J&K & I want to walk on oceans! @OmarAbdullah wants a separate PM for J&K & I want pigs to fly!"

"More than a separate PM @OmarAbdullah needs some sleep followed by a strong coffee! If he still doesn’t understand then a green Pakistani passport," Gambhir, who recently joined the BJP, added.

Abdullah had reportedly made the comment — about a separate PM for Jammu and Kashmir — in a speech in J&K's Bandipore, where he had been campaigning for a National Conference candidate. The news agency PTI reported that Abdullah had said that J&K had had a separate prime minister years ago and then wondered aloud whether that needed to be reinstituted to protect the state's identity.

Union Finance Minister Finance Minister Arun Jaitley on Thursday wrote a blog post, where he launched a scathing attack against the Congress and blamed Pt Nehru’s govt and Nehruvian vision for Jammu and Kashmir’s present situation.

He said, "Article 35A surreptitiously inserted by Pt. Nehru’s govt. in the Constitution in 1954 vide Presidential order is responsible for discrimination by the J&K Govt between two categories of citizens on the basis of declaring some as permanent residents while leaving out the others."

In his latest blog, Jaitley also questioned Pt Jawaharlal Nehru's policy on J&K and said: Has the Nehruvian course on which Jammu & Kashmir embarked, being a historical blunder? The seven-decade history of the State confronts changing India with this question. Most Indians rightly believe that erroneous Nehruvian vision has been responsible for J&K’s situation today.

The CRPF will procure a new fleet of mine protected vehicles (MPVs) and small 30-seater buses to ensure the safety of its troop convoys in the Kashmir Valley, the chief of the force has said.

The paramilitary has also decided to enhance the number of its bomb detection and disposal squads (BDDS) for its about 65 battalions based in the Kashmir Valley for anti-terror and law and order duties.

These new measures have been chalked out by the force in the aftermath of the February 14 Pulwama terror attack in which 40 personnel travelling in a bus, part of a convoy from Jammu to Srinagar, was killed by a suicide bomber as he exploded a vehicle-borne improvised explosive device (IED).

"We are enhancing our counter-IED capabilities in Kashmir. We are procuring and sending more MPVs and are bullet-proofing force buses. As it is difficult to armour large buses, we are looking at procuring small 30-seater buses that can be better armour plated," CRPF Director General (DG) R R Bhatnagar said.

The force uses MPVs for limited troop movements in the anti-Naxal operations theatre and some of them are being used in Jammu and Kashmir too. About six personnel can travel in these four-wheeled vehicles.

Bhatnagar said small buses can be better fabricated and provided bullet-resistant armour as compared to the standard large buses that seat 54-57 people.

A similar large bus was blown up during the Pulwama attack.

Officials said once a large bus is fabricated with bullet-proof sheets, its engine takes a toll and its speed and endurance are restricted due to the weight of the additional metal used for the armour.

The CRPF chief said it has been decided to provide bomb detection and disposal squads to each battalion of the force deployed in the Kashmir Valley and those units which had them will see an increase in the number of personnel and equipment to detect and counter explosives and IEDs.

Seats have been increased in the Pune-based IED education school of the force so that more personnel are trained in the trade of detection and disarming such bombs in Kashmir, Bhatnagar said.

The bullet-proof armour to the buses will only save force personnel from firing attacks by terrorists and will not provide fool-proof protection from explosions like the one that was carried out in Pulwama, a senior officer said.

To counter Pulwama-like attacks, new procedures for convoy movement and protection have been notified, he added.

The new convoy movement procedure involves restricting the movement of civilian vehicles, regularly changing halting points and dynamic movement of convoys to and from the Kashmir Valley, he said.

Facing criticism for allowing large convoys to ply on roads in an operationally sensitive area like Jammu and Kashmir, the home ministry had announced last month that all jawans and officers of Central Armed Police Forces (CAPFs) deployed in the Kashmir Valley can now take a commercial flight while going in to join duty or for tour and while proceeding on leave.

The CRPF cavalcade that came under attack on February 14 had seventy-eight vehicles and the ill-fated bus was fifth in line.
