<p>Torrential rain in southwest Japan claimed the lives of at least two people, on Monday, with fears that the death toll could rise as several residents were asked to evacuate their houses.</p>

<p>A week of steady rain in the country has prompted the rivers to burst their banks and waterlogged earth to break into deadly landslides, including one that claimed the life of a 77-year-old woman.</p>

<p>As per the news agency AFP, a landslide in Kurume city, Fukuoka region, engulfed 10 people. Nine out of those survived, but a local man, aged around 70, lost his life in the incident, said the city's disaster management official.</p>

<p>According to the Yomiuri Shimbun and national broadcaster NHK, separately a male body was also found in Kurume, next to rice fields near a flooded river.</p>

<p>The Yomiuri said that in Hirokawa town in Fukuoka, the body of an elderly male was found inside a flooded vehicle trapped in an irrigation channel.</p>

<p>According to the officials, another woman was feared dead after she was last seen sticking to a car in rising floodwaters in the neighbouring Oita region.</p>

<p>By Monday afternoon, rain in the region slowed or stopped. But earlier in the day, more than 420,000 people were put under a top-level evacuation warning stating: "Your life is in danger, you need to take action immediately."</p>

<p>Around two million more in Fukuoka, Hiroshima, Saga, Yamaguchi and Oita were under a lower-level warning, urging them to evacuate if they were in hazardous areas.</p>

<p>Japan has five levels of evacuation orders, but people cannot be forced to leave their homes.</p>

<p>"Rain and wind gusts were very, very strong. There was lightning. It was so horrible," Takashi Onizuka, 62, of Tachiarai town near Kurume in Fukuoka told AFP.</p>

<p>The Japan Meteorological Agency (JMA) released a statement saying that the heavy downpours risked flooding and landslides across Fukuoka and Oita.</p>

<p>"This is the heaviest rain ever experienced" by the region, Satoshi Sugimoto of JMA's forecast division told reporters.</p>

<p>"The situation is such that lives are in danger and safety must be secured," he added.</p>

<h2><strong>Japan PM Fumio Kishida's office releases statement</strong></h2>

<p>The prime minister's office said a task force had been set up in order to coordinate a response to the heavy rains.</p>

<p>"We have received reports that several rivers have flooded... and that landslides have occurred in various parts" of the country, top government spokesman Hirokazu Matsuno told reporters.</p>

<p>"The government is doing its best to get a complete picture of the damage and taking measures under a policy of 'people's lives first'," he added.</p>

<p>He warned torrential rain was forecast across much of the country on Tuesday.</p>

<p>"If you feel your life is in danger, even just a little, don't hesitate to act," he said.&nbsp;</p>

<p>According to the officials, in Fukuoka's Asakura City, the rain was thought to have reached a peak point but there were still fears about flooding.</p>

<p>The chief of the International Atomic Energy Agency (IAEA) on Wednesday (July 5) sought to reassure local residents and representatives that the planned release of treated wastewater from Fukushima nuclear plant is safe. The IAEA has approved the planned, decades-long water discharge from the devastated nuclear plant. The UN nuclear energy watchdog has said that the discharge meets the global standard.</p>

<p>However, IAEA chief Rafael Grossi acknowledged that concerns remain. He was talking at a meeting in Iwaki, Fukushima prefecture.&nbsp;</p>

<p>About 1.33 million cubic metre of groundwater, rainwater and water used for cooling has been accumulated at the site of Fukushima nuclear plant. The nuclear plant is being decommissioned after several reactors went into meltdown after the 2011 tsunami badly damaged the plant.</p>

<p>Plant operator TEPCO treats the water through its ALPS processing system to remove almost all radioactive elements except tritium, and plans to dilute it before discharging it into the ocean over several decades.</p>

<p>It is expected that the release of water will begin this summer. But the plant is being opposed by regional neighbours. China has been vocal in condemning the plan. Even some communities, particularly fishing communities are opposing release of the water fearing that customers will shun their catches.</p>

<p>Grossi said the IAEA was not involved in the process to "give cover... to decorate something that is bad".</p>

<p>"When it comes to this activity here, what is happening is not some exception, some strange plan that has been devised only to be applied here and sold to you," he said.</p>

<p>"This is, as certified by the IAEA, the general practice that is agreed by and observed by many, many places, all over the world."</p>

<h2><strong>Anger among residents</strong></h2>

<p>Media reports say that there is visible anger among residents.</p>

<p>Tetsu Nozaki, chairman of the Fukushima Prefectural Federation of Fisheries Co-operative Associations, argued Japan's government was misrepresenting local sentiment, which he said remained strongly opposed to the plan.</p>

<p>"We fishery operators are left with no choice but to react emotionally and harden our attitude," he told Grossi as per AFP.</p>

<p>"I beg you to realise... that this project of the release of ALPS-processed water is moving ahead in the face of opposition."</p>

<p>Grossi said that he had no "magic wand" which could assuage all concerns. However, he underlined that the IAEA will set up permanent office to review the release for decades.</p>

<p>"We are going to stay here with you for decades to come, until the last drop of the water which is accumulated around the reactor has been safely discharged," he said.</p>

<p>A nuclear accident occurred at Fukushima Daiichi Nuclear Power Plant nuclear plant during the 2011 tsunami when a large quantity of radioactive material was released, causing significant human suffering.&nbsp;</p>

<p>After the tsunami hit, some of the nuclear facility's reactors went into meltdown as the cooling systems were overwhelmed, causing a nuclear accident — the worst since Chornobyl.&nbsp;</p>

<p>In the immediate aftermath of the accident, some experts said that the cleanup operation would take decades of work and cost hundreds of billions of dollars. &nbsp;</p>

<h2><strong>How much water are we talking about?</strong>&nbsp;</h2>

<p>The water was distilled after being contaminated from contact with fuel rods at the reactor. The tanks on the site now hold about 1.3 million tonnes of radioactive water — enough to fill 500 Olympic-sized swimming pools, which is massive. It is a mixture of groundwater, rain that seeps into the area, and water used for cooling.&nbsp;</p>

<p>Tokyo Electric Power Company (Tepco) is planning to dilute the water until tritium levels fall below regulatory limits, before pumping it into the ocean from the coastal site. The company has been filtering the contaminated water to remove isotopes, which leaves only tritium, a radioactive isotope of hydrogen that is hard to separate from the water and commonly remains in wastewater that has been discharged into the sea by nuclear plants globally.&nbsp;</p>

<p>According to a Scientific American article in 2014, Tritium is considered&nbsp; relatively harmless because it does not emit enough energy to penetrate human skin. But it may lead to cancer risks when ingested. It's not a one or two-day job, as the entire process of water disposal will take decades to complete.&nbsp;</p>

<p>Japan wants to start releasing more than a million tonnes of treated water from the destroyed nuclear power plant this summer. Top government spokesman Hirokazu Matsuno said Tuesday that "a review by IAEA, given how authoritative it is in the management and application of nuclear safety standards, is critical to our efforts to foster international understanding".&nbsp;</p>

<p>IAEA, the UN nuclear watchdog, said that Tokyo's plan to dilute the treated water and release it into the sea over several decades is "consistent with relevant international safety standards".&nbsp;</p>

<p>"The controlled, gradual discharges of the treated water to the sea... would have a negligible radiological impact on people and the environment," it added.&nbsp;</p>

<p>After speaking with Japan's prime minister and foreign minister, visiting IAEA chief Rafael Grossi said the body had spent two years reviewing the release plan. They have tested the water at its labs and sent samples to independent facilities for better analysis.&nbsp;</p>

<p>While mentioning similar releases by plants from China to France, he said, "This process of dilution and chemical and other filtration is nothing new. It's something that exists in the industry."&nbsp;</p>

<p>"We recognise that there are concerns," he said. Grossi noted that the IAEA will open a permanent office at the Fukushima site to continuously monitor the release process.&nbsp;</p>

<p>54-year-old Ogawa is a freelance journalist renowned for his coverage of Hong Kong. After Thursday's event, he said Hong Kong had definitely changed, due to the increased Chinese influence.&nbsp;</p>

<p>“I’ve worked to convey things about Hong Kong to Japan, but it was not like I was going to do any (suspicious) activities in the city,” Ogawa said shortly after arriving at Narita Airport near Tokyo.&nbsp;</p>

<p>“(This incident) has truly made me feel how Hong Kong has changed....this would have been unthinkable before," he added.&nbsp;</p>

<p>Ogawa said he wasn't planning to write anything when he landed in Hong Kong. However, the 'misstep' by the authorities led to more conversation on social media and media organisations, highlighting the situation in the city.&nbsp;</p>

Japanese journalist barred from entering Hong Kong, deported from airport

<p>The Japanese defence ministry&nbsp;late Friday said it had spotted two Russian Navy ships in waters near Taiwan and its Okinawa islands in the last four days. The announcement comes days after Taiwan also reported spotting two Russian warships off its eastern coast.&nbsp;</p>

<p>The Japanese military said it had spotted two Steregushchy-class frigates, 70 km southwest of the country's Yonaguni island in Okinawa prefecture near Taiwan, on Tuesday.&nbsp;</p>

<p>The warships sailed back and forth in the waters between the island and Taiwan and were last spotted on Friday between&nbsp;Miyako and Okinawa islands. The military said it had dispatched two vessels to monitor the Russian ships for their activity.&nbsp;</p>

<h2><strong>Japan raises 'concerns'</strong></h2>

<p>The Japanese government has raised concerns over the repeated Russian military activity near its territory, including joint drills with China. Tokyo said such exercises posed "serious concern" for Japan's national security.&nbsp;</p>

<p>Despite assurance from the Japanese government, fishermen and shoppers in Japan and in the region are worried that dumping of treated water&nbsp;could contaminate the sea with dangerous isotopes of hydrogen, which could travel up to the products made out of the sea, like sea salt and seafood.</p>

<p>A report published by the news agency AFP mentioned that since its release last month, "Cat Pain Detector" has racked up 43,000 users. Go Sakioka, head of developer Carelogy, said that most of the users are in Japan, but some are also in Europe and South America.&nbsp;</p>

<p>The report has mentioned that the software is part of a growing array of technology for pet owners, who are worried about the well-being of their pets. Some similar apps are mood and pain trackers produced in Canada and Israel.&nbsp;</p>

<p>Carelogy and Nihon University's College of Bioresource Sciences jointly collected 6,000 cat pictures and closely examined the postures of the ears, noses, whiskers, and eyelids of cats.&nbsp;</p>

<p>Sakioka said that the app developers then fed the information into an AI detection system. They were helped when around 600,000 photos were uploaded by users. &nbsp;</p>

<p>He told AFP that the app "has an accuracy level of more than 90 per cent".&nbsp;</p>

<p>According to the Japan Pet Food Association, 60 per cent of owners take their cat to a veterinarian at most once a year.</p>

<p>"We want to help cat owners judge more easily at home whether to see a vet or not," Sakioka said.</p>

<p>"Cat Pain Detector" is already being used by some vets in Japan, the land of Hello Kitty, where tourists flock to cat cafes and some small islands are overrun by stray felines.</p>

<p>But "the AI system still needs to be more precise before it's used as a standardised tool", he said.&nbsp;</p>
