G20 Summit: Japan PM Shinzo Abe Welcomes Leaders

Opening Address By PM Shinzo Abe in G20 Summit 2019. Listen in!

Opening Address By PM Shinzo Abe.

US President Donald Trump expects that Japan's military will reinforce US forces throughout Asia and elsewhere, he said on Tuesday, as the key US ally upgrades the ability of its forces to operate further from its shores.

Trump's comments followed his inspection of Japan's largest warship, the Kaga, a helicopter carrier designed to carry submarine-hunting helicopters to distant waters.

The vessel, which will soon be upgraded to handle F-35B short take-off and vertical landing (STOVL) jets, sailed to India on a flag-flying mission last year, going through the contested South China Sea, much of which is claimed by Beijing.

"With this extraordinary new equipment the Kaga will help our nations defend against a range of complex threats in the region and far beyond," Trump said in a speech on the ship's hangar deck.

The refit of the vessel, and its sister ship, the Izumo, is expected to bolster US forces operating from Japan by providing a refuelling platform for US Marine F-35Bs.

Japanese Prime Minister Shinzo Abe, who accompanied Trump on the visit to the Kaga, has boosted defence spending since taking office in December 2012, stretching the pacifist constitution to ease limits on troop activities abroad.

He also wants to revise the post-World War Two charter to recognise the existence of Japan's military.

The Kaga and the Izumo are the biggest aircraft carriers Japan has operated since its wartime defeat, but its Self Defence Forces designate them as destroyers, as constitutional curbs forbid possession of weapons that could be used to attack other countries.

Trump is winding up a four-day state visit meant to underscore the US-Japan alliance, but shadowed by friction over Tokyo's big trade surplus with America.

On Monday he told a news conference that Washington supported Japan's efforts to improve its defence capability and touted Tokyo's purchases of American military equipment.

Japan last year unveiled a plan to buy 45 more F-35 stealth fighters, including some B variants, worth about $4 billion, adding to the 42 jets it has already ordered.

Japan says it eventually wants to field a force of around 150 of the advanced fighter jets, as it tries to keep ahead of China's advances in military technology.

"This purchase would give Japan the largest fleet of F-35s of any of our allies," Trump said on the Kaga, docked at the Yokosuka naval base near Tokyo.

The base is the headquarters of the Japanese fleet and also the home port of the US Seventh Fleet.

Japan to buy 105 F-35 US stealth warplanes: Donald Trump

Iran remains committed to its obligations under a multilateral nuclear deal despite the United States' withdrawal from the landmark agreement last year, its foreign minister said on Thursday (May 16), calling the U.S. escalation of sanctions "unacceptable".

Japanese Prime Minister Shinzo Abe on Wednesday remained steadfast that he and his wife were not involved in a discount land-sale deal that has seen the opposition call for the resignation of his key ally, Finance Minister Taro Aso.

Abe and Aso have come under fresh pressure over the ministry`s admission this week that it had altered documents related to the sale of state-owned land at a steep discount to a school operator with ties to Abe`s wife, Akie.

Suspicion of a cover-up could slash Abe`s ratings and dash his hopes for a third term as leader of his Liberal Democratic Party (LDP). Victory in the LDP September leadership vote would put him on track to become Japan`s longest-serving premier.

Copies of documents released by the finance ministry on Monday showed that references to Abe, his wife and Aso were removed from the ministry`s records of the sale to school operator Moritomo Gakuen.

"When you look at the documents even before they were altered, it is clear that my wife and I were not involved," Abe told an upper house budget committee on Wednesday, a statement echoed by chief cabinet secretary Yoshihide Suga.

Abe has said he would resign if evidence were found that they had.

According to the ministry documents, a comment from Moritomo Gakuen citing Akie Abe as telling him, "This is good land so please proceed," was removed. Yasunori Kagoike, the former head of Moritomo Gakuen, and his wife remain in custody after being arrested last July over the deal.

Asked about the reference on Wednesday, Abe said: "I checked with my wife and she says she said no such thing. My wife was neither the person in charge of establishing the school nor Mr Kagoike`s boss, so naturally, she would not have made such a remark."

Abe and Aso told parliament they had never instructed officials at the finance ministry to alter the documents.

The scandal has caused a stalemate in parliament, with opposition parties boycotting debate on the next fiscal year`s budget, potentially delaying reforms to boost long-term economic growth.

On Wednesday, a senior LDP politician told opposition counterpart Kityomi Tsujimoto that the LDP would call former National Tax Agency chief Nobuhisa Sagawa to testify, a move previously opposed in return for the opposition returning to the budget debate, an opposition party official said.

Sagawa headed the ministry division that submitted the documents before he became tax agency chief in July, appointment critics saw as a reward for his efforts to diffuse the issue with his statements to parliament last year.

Tsujimoto, who belongs to the Constitutional Democratic Party, countered by asking that Abe`s wife appear as well, the opposition party official said. She did not receive a reply.

Japan PM Abe denies involvement by him, wife in discount land sale

Japanese Prime Minister Shinzo Abe and his ally, Finance Minister Taro Aso, face mounting pressure over a suspected cronyism scandal as the finance ministry prepares to report on Monday that documents in the case were doctored.

Abe, now in his sixth year in office, had hoped to put the issue of the sale of state-owned land at a huge discount to a school operator with ties to his wife, Akie, behind him. But it has gathered steam with a series of fresh revelations.

A source with direct knowledge of the matter told Reuters on Saturday the finance ministry planned to report to parliament on Monday that it had found instances where content was deleted from documents submitted to lawmakers. The source spoke on condition of anonymity.

"If this is true, isn't political responsibility unavoidable?" Akira Nagatsuma, a senior lawmaker in the opposition Constitutional Democratic Party of Japan, told reporters on Sunday.

Abe has repeatedly denied he or his wife did favours for school operator Moritomo Gakuen, which bought the land and has said he would resign if evidence were found that they had. The issue last year sharply eroded Abe's popularity.

Former Moritomo Gakuen head Yasunori Kagoike and his wife were arrested in July on suspicion of illegally receiving subsidies.

On Friday, National Tax Agency chief Nobuhisa Sagawa abruptly resigned over his remarks in parliament about the case.

Also on Friday, media said police were investigating as possible suicide the death of a finance ministry official whose local office had handled the land sale.

"If Minister Aso signed off on National Tax Agency chief Sagawa's resignation knowing about the falsified documents, moves seeking his resignation are inevitable," Yuichiro Tamaki, leader of the opposition Democratic Party, told reporters.

Suspicions of an attempted cover-up could slash Abe's ratings and dash his hopes of a third term as ruling Liberal Democratic Party leader. Victory in the LDP September leadership vote would put him on track to become Japan's longest-serving premier.

Critical blow

"If Aso were forced out, it would be a critical blow to the prime minister, reinforcing the impression of a cover-up and depriving Abe of a key ally who has served as finance minister since December 2012," wrote Tobias Harris, vice president of consultancy Teneo Intelligence in an email report.

Sagawa headed the ministry division that submitted the documents before he was tapped as tax agency chief in July, appointment critics saw as a reward for his efforts to diffuse the issue with his statements to parliament last year.

Aso and Abe have both defended the appointment as "appropriate" and Aso has said he will not resign.

"If these documents were falsified, the entire cabinet should resign," tweeted Mizuho Fukushima, a lawmaker with the tiny opposition Social Democratic Party.
Abe, 63, swept back to power in December 2012 promising to revive the economy and bolster its defence.

It was a rare comeback for the conservative lawmaker, who quit abruptly in 2007 after a year in office marked by scandals in his cabinet, a deadlocked parliament and ill health.

His ruling bloc won a two-thirds "super majority" in an October lower house poll, helped by opposition disarray.

Japan PM, finance minister face mounting pressure over suspected cronyism scandal

A panel the size of a laptop computer fell off one of the Japanese prime minister's jumbo jets, the defence force said on Friday, a potentially embarrassing mishap amid concern over the dangers posed by parts falling off US military aircraft based in Japan.

Officials noticed the panel was missing from the Boeing 747, one of two jetliners used by Prime Minister Shinzo Abe for foreign trips, after it flew from Tokyo to its base on the northern island of Hokkaido on Thursday, a spokesman for the Japan Air Self Defence Force (ASDF) said.

The part, measuring 38 cm (15 inches) by 20 cm, has not been found. It is an access panel near the pylon connecting one of the engines to the right wing.
"There was no sign of it on the runways so it's going to be very difficult to locate," the spokesman said.

A recent string of incidents involving US aircraft based on Japan's southern island of Okinawa prompted Japan's Defence Minister Itsunori Onodera on Tuesday to ask his US counterpart James Mattis to implement measures that would prevent any recurrences.

Those incidents, which included a window falling from a helicopter onto a school playground last month, have fuelled public opposition to the U.S. presence on the strategically located island at the edge of the East China Sea.

The air force would conduct an investigation to determine why the panel had fallen off Abe's plane, the ASDF spokesman said.

The two government jumbos left Tokyo on Friday carrying Abe, government officials and Japanese business representatives on a six-day trip to Eastern Europe, including stops in Estonia, Lithuania, Serbia and Romania.

Abe did not board the 747 that lost the panel.

Japan has ordered two Boeing 777 planes to replace the ageing jumbos after March 2019. It also plans to switch to ANA Holdings for maintenance work from rival Japan Airlines Co.

Japanese Prime Minister Shinzo Abe and Russian President Vladimir Putin hold a second day of talks on Friday after Abe made little headway a day earlier in his quest to resolve a territorial row that has festered since World War II.

Putin looked set to come away with a slew of economic deals and achieve what experts said was a key goal - easing his international isolation when Moscow is under fire over the destruction of eastern Aleppo in Syria, where Russia is backing Syrian President Bashar al-Assad’s forces.

"Abe must be bitterly disappointed," said James Brown, a professor at Temple University's Japan campus.

"Putin has given away absolutely nothing and, in return, he has received the offer of enhanced economic cooperation. Just as valuably, he has demonstrated divisions in G-7 (Group of Seven) policy on Russia and has encouraged Japan to distance itself from US policy," Brown added.

Japan and Russia agreed on day one of the summit, held at a hot spring resort in south-west Japan, to revive security talks and start discussing economic cooperation on the disputed islands, a row over which has kept them from signing a peace treaty formally ending World War II.

Kremlin economic aide Yuri Ushakov said the two sides would issue a statement about possible joint economic activity on the disputed islands

The islands in the Western Pacific, called the Northern Territories in Japan and the Southern Kuriles in Russia, were seized by Soviet forces at the end of World War II. Day two of the summit will be held in Tokyo. Kremlin economic aide Yuri Ushakov said the two sides would issue a statement about possible joint economic activity on the disputed islands on Friday, adding such activity would be based on Russian legislation. A Japanese spokesman, however, reiterated Japan's policy that any joint economic activity should not infringe on Tokyo's legal stance, underscoring a remaining gap. Abe, Putin head into day two of summit with little to show on isles row

Japan's Prime Minister Shinzo Abe will honour war dead but won't apologise when he becomes the first Japanese leader to visit Pearl Harbor this month, a top government spokesman said Tuesday.

The move follows Barack Obama's historic May trip to Hiroshima, the first by a sitting US president, where he spoke of victims' suffering but offered no apology for dropping the world's first nuclear bomb.

Abe will pay his respects to those who died in Japan's surprise 1941 attack at the US naval base in Hawaii, which triggered World War II in the Pacific, and highlight a decades-old security alliance between the former enemies.

"The purpose of this visit is to commemorate war dead, not to apologise," chief cabinet secretary Yoshihide Suga told a regular press briefing in Tokyo.

"The visit will serve as an opportunity to demonstrate to future generations our resolve not to repeat the horror and suffering of war as well as an opportunity to showcase the reconciliation between Japan and the United States," he added.

This year marks the 75th anniversary of the deadly December 7, 1941 assault on the US naval base.

The war ended in August 1945 after the US dropped two nuclear bombs on Japan and, although the countries have forged strong ties in the seven decades since, how the war began and concluded has cast a long shadow.

Abe -- a nationalist who has been criticised for playing down his country's wartime record -- will be in Hawaii on December 26 and 27 for talks with Obama, who will join him at Pearl Harbor.

In Hiroshima, Obama and Abe went to an atomic bomb memorial -- a visit that sparked speculation that Abe might go to Pearl Harbor in return.

The US leader lay a floral wreath and reiterated his call for the abolition of nuclear weapons but did not apologise for the attack and a subsequent bombing of Nagasaki that ended the war.

Abe's visit to Pearl Harbor also comes as Japan prepares to build a new relationship with Donald Trump, who will take over from Obama next month.

Trump sent shockwaves through Japan earlier this year when he appeared to call into question the two countries' security alliance, prompting Abe to become the first world leader to meet him after the election to confirm the relationship.

Later Tuesday, Abe was scheduled to meet with US defense secretary Ashton Carter, who is on his last tour of Asia this week.

Photos of US President-elect Donald Trump's landmark first talks with a foreign leader show his daughter Ivanka was present, underscoring the family's influence as he readies to take power.

In the meeting with Japan's Prime Minister Shinzo Abe at the mogul's Trump Plaza residence, Ivanka, a model-turned-business executive, was seen seated as the group conversed in the opulent reception room.

Media were shut out of the gathering in Manhattan, but images released by the Japanese government also showed Ivanka and her husband, real estate developer and publisher Jared Kushner, standing and chatting with Abe.
