Brazilian President Jair Bolsonaro's government on Monday revoked regulations protecting mangroves and other fragile coastal ecosystems, despite them being on the front line of climate change.

The decision eliminated so-called "permanent protection zones" created in 2002 to preserve Brazil's many tropical mangroves and the sand-dune scrublands known as "restinga" along its Atlantic coast.

Environmentalists condemned the measure as a "crime" that would lead to their destruction and warned that rolling back the regulations would open such lands up to development, with possibly catastrophic impact on their ecosystems.

"These areas are already under intense pressure from real-estate development," said Mario Mantovani, head of environmental group SOS Mata Atlantica.

The decision was made at a meeting of the National Environmental Council (Conama), which is presided over by controversial Environment Minister Ricardo Salles.

The council brings together government officials, environmental groups and business associations, but the administration has dramatically changed its composition.

Last year, the government issued a decree reducing the number of council members from 96 to 23, giving its own members more weight.

In other decisions, the council also repealed a measure requiring environmental permits for irrigation projects and authorized cement companies to burn empty pesticide containers to recycle them in concrete, a practice environmentalists say is highly polluting.

"Even as we witness record environmental devastation and Brazil is in flames, Salles dedicates his time to promoting even more destruction," environmental group Greenpeace said in a statement on the measures.

Salles has a knack for stirring up controversy.

In April, a video recording was made public of a Bolsonaro cabinet meeting at which the environment minister said the coronavirus pandemic was an opportunity to roll back regulations "now that the media's only talking about Covid."

Volkswagen said Wednesday it had signed a deal with prosecutors to compensate former workers at the company's Brazil unit for rights violations committed during the South American country's military dictatorship.

Former workers and their families sued the German carmaker five years ago, alleging its Brazilian security office had collaborated with the military regime (1964-1985) to identify suspected opponents, who were then detained and tortured.

Under the deal with state and federal prosecutors in Brazil, VW will pay 36 million reais (5.5 million euros, $6.4 million) in compensation, including 16.8 million reais for workers and their families, plus donations to various projects including a memorial for victims of the regime, it said in a statement.

"We regret the violations that occurred in the past. For Volkswagen, it is important to deal responsibly with this negative chapter in Brazil's history and promote transparency," VW executive Hiltrud Werner said in the statement.

An independent review commissioned by the company in 2016 had found that security agents at Volkswagen do Brasil had cooperated with the military regime.

Brazil is still coming to terms with the abuses committed by the regime, which was responsible for the murder or disappearance of at least 434 people, according to the National Truth Commission established to investigate dictatorship-era crimes.

An estimated 20,000 people were tortured.

Current President Jair Bolsonaro, an army captain at the time, is an open admirer of the dictatorship.

The far-right leader has triggered controversy by saying the regime's mistake was torturing rather than killing its opponents, and reinstating commemorations of the 1964 coup that installed it.

Brazil’s right-wing President Jair Bolsonaro, who has consistently downplayed the severity of the coronavirus outbreak, reiterated on Thursday that COVID-19 vaccinations will not be obligatory when they become available.

“Many people want the vaccine to be applied in a coercive way, but there is no law that provides for that,” Bolsonaro said in a Facebook live chat with his supporters.

Vice President Hamilton Mourão said earlier that mass vaccination was inevitable to fight the pandemic in Brazil, but was firmly in line with Bolsonaro’s stance.

“There is no way for the government - unless we live in a dictatorship - to force everyone to get vaccinated,” Mourão said in a radio interview.

The poll numbers of Brazil's President Jair Bolsonaro have risen according to three surveys released this week, despite his controversial handling of the country's raging COVID-19 crisis.

The far-right leader, who is himself currently infected with the virus, has downplayed the pandemic even as it has exploded in Brazil, the country with the most infections and deaths from COVID-19 anywhere in the world except the United States.

But this week's polls suggest the man dubbed the "Tropical Trump" is weathering the crisis relatively well.

The latest poll published Friday by news magazine Veja, puts the far-right leader comfortably ahead in the first round of the presidential election, with 27.5 to 30.7 percent of the vote, depending on his opponents.

Bolsonaro would easily win the second round against any opponent, even his popular ex-justice minister turned nemesis, Sergio Moro, or leftist former president Luiz Inacio Lula da Silva, the poll found. His disapproval rating fell one point, to 46 percent, it found.

Poder360 said the president's approval rating was 52 percent among beneficiaries of the government's monthly coronavirus emergency relief checks of $115, which aim to help poor Brazilians suffering the economic impact of coronavirus stay-at-home measures.

Bolsonaro is a fierce critic of those measures, arguing the economic pain is worse than the virus itself.

Brazil has registered nearly 2.3 million cases of the new coronavirus and more than 84,000 deaths, and the numbers continue rising rapidly.

Another poll, published Monday by brokerage firm XP Investimentos, put Bolsonaro's approval rating at 30 percent, up from 25 percent in May.

A poll published Thursday by news site Poder360 meanwhile put Bolsonaro's approval rating at 43 percent, up from 40 percent two weeks ago. It put his disapproval rating at 45 percent, down from 50 percent in May.

Bolsonaro's handling of the crisis has drawn criticism from public health experts as he fought state and city efforts to impose social distancing, arguing that the economic damage would be worse than the disease itself.

Brazilian President Bolsonaro bitten by emu-like birds during 'unbearable' quarantine

Brazil President Jair Bolsonaro announced Wednesday that he still has the coronavirus, after undergoing a new test the day before.

"I'm fine, thank God. Yesterday morning, I took the test, and in the evening the result was that I am still positive for the coronavirus," the far-right leader said in a Facebook Live broadcast from the gardens of his official residence in Brasilia.

Bolsonaro said he is not experiencing symptoms and that his use of the anti-malarial drug hydroxychloroquine, which he said he has been taking since he was diagnosed last week, is working.

He admitted on Monday by telephone interview with CNN that he "can't stand this routine of staying at home" and said he was waiting "anxiously" to be given the all-clear to leave the house.

He told the television channel he hasn't had any symptoms such as a fever or respiratory difficulties since July 6.

And he added that he continues to take the anti-malarial medication hydroxychloroquine.

Brazil has been facing a tough time, whether it is coronavirus-related issues or a political turmoil. Brazilian President has changed Health Ministers in the past few months. Now, he has appointed a new Education Minister.

The decision was taken by Jair Bolsonaro to replace Abraham Weintraub by Milton Ribeiro, a pastor in an evangelical church of Sao Paulo.

Weintraub stepped down from his position in June mid after he was alleged of libel and involvement in disinformation network run by Bolsonaro's supporters. He was also infamous for making racist comments against China and for stating that the Supreme Court judges should be locked up

In addition to his duties of a pastor, Ribeiro has degrees in education, constitutional law and theology, according to information posted on a government website. He was also previously a lieutenant in Brazil's armed forces.

Ribeiro, however, was not Bolsonaro's first pick. Carlos Decotelli was the first choice of replacement. However, the economist stepped down before he was even sworn in due to various irregularities in his curriculum vitae being highlighted. His portfolio reflected a doctorate degree he claimed to have received and post-doctoral work, which, according to local media, was never completed.
