<p>"Our friends in India and Prime Minister Narendra Modi, a great friend of Russia, a few years ago presented a concept 'Make in India' and it had a very visible effect on the Indian economy," said Putin.&nbsp;</p>

<p>"It would do no harm to emulate what is working well, even if it was not us but our friends who created it,” he added.&nbsp;</p>

<p>Earlier,&nbsp;Russian Ambassador Denis Alipov in New Delhi remarked that the special "Russia-India partnership" was growing "stronger as ever".</p>

<p>"There have been lies about Russia on a daily basis and on a global scale. Efforts are being made to disrupt Russia-India relations,"&nbsp;said Alipov.&nbsp;</p>

<p>The new parliament, located adjacent to the old parliament in the heart of New Delhi, has been constructed by&nbsp;Tata Projects Limited, a Tata Group firm, within a two-year span, under the Central Vista&nbsp;project.&nbsp;</p>

<p>The new parliament building greatly extends the seating capacity of Lok Sabha MPs from the current 552 to 888. Meanwhile, the Rajya Sabha seating capacity has been extended from 245 to 384.&nbsp;</p>

<p>The design of the new Lok Sabha is inspired by India's national bird peacock and Rajya Sabha has been designed with a focus on India's national flower – lotus. The new parliament is spread over an area of around 65,000 square metres.</p>

'Symbol of aspiration for 140cr people': Indian PM Modi during his opening speech in new parliament

<p>Prime Minister Narendra Modi recently wrapped up his three-nation tour during which he became the first Indian leader to visit Papua New Guinea.&nbsp;But he was not the only Indian who marked a significant milestone in the Pacific country.&nbsp;</p>

<p>Incumbent Governor of West New Britain Province, Papua New Guinea, Sasindran Muthuvel made history when he became the first person of Indian origin to be elected to the Parliament of Papua New Guinea in 2012.</p>

<p>Muthuvel spoke to WION correspondent Sidhant Sibal exclusively about PM Modi’s visit, his story about becoming the governor, and Papua New Guinea’s ties with India.&nbsp;</p>

<p><strong>WION: How do you see PM Modi’s visit to Papua New Guinea given it was a major story in India and the Pacific as well?&nbsp;</strong></p>

<p>Muthuvel: First of all we thank Prime Minister Modiji for making this decision to visit Papua New Guinea the invitation of which was extended during a G20 Zoom conference along with all the developing countries’ prime ministers. Of course, it is extremely significant for one to be the prime minister and leader of the largest democracy coming to another democratic country.&nbsp;</p>

It’s similar to the Indian States.</p>

<p><strong>WION: You are the first Indian-origin person who is in the Parliament of Papua New Guinea, I’m sure many Indians will be surprised to know that there’s an Indian-origin parliamentarian in PNG. Please tell us about your journey</strong></p>

<p>Muthuvel: I was born in 1974 and brought up in India. In fact, my entire education has been done in Tamil medium and I did my college degree in horticulture from Tamil Nadu Agriculture University. I first stepped foot in Papua New Guinea on January 28, 1999 and came here for business, in the province that I currently stay and govern.&nbsp;</p>

<p>In 2000, I started my career in retail and that's how it all started. Obviously being in retail you have to master the language so that gives an advantage but the political intention came very late after I got my citizenship in 2007. I got elected in 2012, this is actually my third tenure in parliament and I was elected as a regional MP.&nbsp;</p>

<p>I intended to go into politics in 2011 when our people actually pushed me into a local tribal plan because we used to run an operation where people don’t have to travel almost 70 to 80 kilometres. We go and built a shop right in the middle of no way between Kimbey and Galay two different towns at the time.&nbsp;</p>

<p>People started floating around this idea in 2009 asking me to participate in the national General Election, of course, there were a lot of limitations irrespective of my religion, colour, caste, or creed and even though I was naturalised but still of a different origin.&nbsp;</p>

<p>My reasoning was that I came with nothing in this country and these people have given me blessings especially my people in West Britain. So this is one way of giving back something in terms of giving whatever the additional service through your work, in the sphere of politics, so everything was taken from here, so it was no big challenge for me to represent them.<br />

<p>Muthuvel: We could have actually organised a much bigger event but unfortunately PM Modi was on a very tight schedule with bilateral meetings…so we could not prepare for a bigger community event. The Indians you saw are actually just from the capital. Of course, there are many elders who have lived here since independence in 1975 when it was an Australian colony.&nbsp;</p>

<p>So many Indians have also lost their lives in PNG when they were a part of the British army, so India-PNG connections go way back. The Indians at the airport who met with PM Modi might be around 30 per cent as many of them reside in other big cities across the island. There are at least 3,000 Indian citizens working in Papua New Guinea.&nbsp;<br />

<p>India will soon open its consulate in Australia’s Brisbane, Prime Minister Modi announced Tuesday while addressing a gathering of Indian community members at Sydney's Qudos Bank Arena. The move will fulfil long-pending demand by the Indian diaspora. "An absolute delight connecting with Indian diaspora at a community programme," PM Modi said at the event, also attended by his Australian counterpart Anthony Albanese.&nbsp;</p>

<p>PM Modi arrived in Australia’s Sydney on Monday for a two-day official visit, and he is expected to hold bilateral discussions with the Australian government over trade, diplomatic and cultural ties.</p>

<h2><strong>Harris Park declared as ‘Little India’</strong></h2>

<p>Earlier, Australian Prime Minister Albanese officially declared Sydney’s Harris Park as 'Little India' as he welcomed the Indian leader at the community event. Harris Park, a suburb in Western Sydney, is where members of the Indian community celebrate their festivals and events such as Diwali and Australia Day.</p>

<p>"Thank you my friend Anthony," Modi said during the community event.</p>

<p>"I thank the premier of New South Wales, the Mayor and Deputy Mayor of the City of Parramatta and Councillors for this special honour," he added.</p>

<p>PM Modi announced that a "Migration and Mobility partnership" agreement has been reached between Australia and India&nbsp;which will facilitate the movement of skilled professionals. The prime minister emphasised that this programme will make it easier for Indians to work in Australia.</p>

<p>Indian Prime Minister Narendra Modi was conferred with the highest civilian honours of Fiji and Papua New Guinea&nbsp;on Monday (May 22). This comes as PM Modi travelled to Papua New Guinea on a historic trip and attended the third Forum for India-Pacific Islands Cooperation (FIPIC) Summit.&nbsp;</p>

<h2><strong>‘Companion of the Order of Fiji’</strong>&nbsp;</h2>

<p>The Indian PM was conferred with the highest honour of Fiji, the ‘Companion of the Order of Fiji’ by his Fijian counterpart, PM Sitiveni Rabuka, in “recognition of his global leadership,” said the Prime Minister’s Office. The statement also said that only a handful of Non-Fijians have received this honour to date.&nbsp;</p>

<p>The Ministry of External Affairs said that PM Modi has dedicated the honour to the people of India and to the generations of the Fiji-Indian community who have played a key role in the special and enduring bond between the two countries.&nbsp;</p>

<p>In 2021, PM Modi was conferred with ‘Order of the Druk Gyalpo’, also known as ‘Ngadag Pel gi Khorlo’, which is the highest civilian award of Bhutan.&nbsp;Prime Minister Lotay Tshering said that the award was given to his Indian counterpart for the “unconditional friendship/ and support” that he extended over the years, particularly during the COVID-19 pandemic.&nbsp;</p>

<p>Former United States President Donald Trump, in 2020, had presented the prestigious ‘Legion of Merit’ award to PM Modi for his leadership in elevating the US-India strategic partnership.&nbsp;</p>

<p>In 2019, PM Modi was conferred the ‘King Hamad Order of the Renaissance’ by Bahrain’s King Hamad bin Isa bin Salman Al Khalifa. He was also the first Indian PM to visit Bahrain at the time and received the honour for efforts to strengthen bilateral relations with the key Gulf nation.</p>

<p>The Gujarat High Court on Friday quashed a seven-year-old order of the Central Information Commission (CIC) asking the Gujarat University to provide information on Prime Minister Narendra Modi’s degree to Delhi Chief Minister Arvind Kejriwal.<br />

Allowing the Gujarat University’s appeal against the CIC order, Justice Biren Vaishnav also imposed a cost of Rs 25,000 on Kejriwal and asked him to deposit the amount within four weeks to the Gujarat State Legal Services Authority (GSLSA).<br />

“This court finds that the CIC while passing the impugned order was well aware that what it was directing was not a specific and certain but a fishing and roving enquiry,” said Justice Vaishnav in his order.&nbsp;“Accordingly, the petition is allowed and the impugned order (of CIC), dated April 29, 2016, is quashed and set aside,” said Justice Vaishnav in his order.<br />

Justice Vaishnav also refused to stay his order as requested by Kejriwal's lawyer Percy Kavina.<br />

The HC observed that despite the degree in question being put on the website of the university for all to see, and Kejriwal never ever disputing the degree in question either during the pendency of these proceedings or even during final hearing, he has persisted with the matter.&nbsp;<br />

This is one more reason to impose costs while allowing this petition, the HC order said.</p>

<p>“This court finds that the question of whether education qualifications are personal information or not is no more <em>res integra</em> and already stands authoritatively settled by the Constitution Bench of the Hon'ble Supreme Court in the case of Subhash Chandra Agarwal (Supra),” it said.</p>

<p>“In the said judgment, the Constitution Bench of the apex court has unequivocally held that personal professional records, including qualification, performance, evaluation reports, ACRs, disciplinary proceedings, etc. Are all personal information and such personal information is entitled to protection from unwarranted invasion of privacy,” the HC said in its order.</p>

<p>The Commission being a statutory authority ought to have kept the aforesaid principles in mind while dealing with the oral request of Kejriwal and ought not to have made an exception in the present case, the HC said.</p>

<p>Treating the present case as an exception completely justifies the submission of the petitioner (university) that extraneous considerations have gone into the decision making process of the Commission, said the order. “There has been an indiscriminate misuse of the salutary provisions of the RTI Act in the present case for the purposes not contemplated by the legislature while enacting the said Act,” said Justice Vaishnav.<br />

Expressing surprise that the CIC entertained Kejriwal's request and issued an order, the court said, “Such requests cannot be made so casually making mockery of the very intent and purpose of the RTI Act.”<br />

The court further observed that Kejriwal “doubtlessly used an appeal against him to kick start and trigger a controversy not falling within the purview of the RTI Act”.<br />

The Aam Aadmi Party (AAP) said it would appeal against the order.</p>

<p>BJP also took jibe at Kejriwal after the court’s ruling. BJP spokesperson Shehzad Poonawala said, “Lying &amp; making obnoxious remarks, peddling lies against the chair of the PM has become a fashion &amp; Kejriwal is in strong competition with Rahul Gandhi in this regard. But today, he has been shown his place by High Court! Hope Kejriwal ji doesn’t make scurrilous comments on judiciary like Rahul now! That would count as being literate and yet uneducated.”</p>

<p>During hearing of the case, Solicitor General (SG) Tushar Mehta had argued that publishing a student’s degree via the RTI will breach the privacy of the individual while testifying on behalf of the institution on February 9 this year. He also submitted&nbsp;in court that the details of PM Modi’s degrees were already in the public domain,&nbsp;on the university’s website.</p>

He failed to do this even though sufficient force was available and even though he was informed two hours before that PM will enter that route," the bench headed by Chief Justice N V Ramana and also comprising Justices Surya Kant and Hima Kohli said while reading from the committee's report.</p>

<p>"It has suggested several measures like the constitution of an oversight committee should be constituted, training of police officers as per Blue Book and security planning for VVIP visits..." the Bench noted.&nbsp;</p>

<p>After protesters in Ferozepur blocked the Prime Minister's motorcade at a flyover, he returned from Punjab without going to any events, including rallies.</p>

<p>The court announced that it would forward the report to the centre for further consideration.</p>

<p>According to the Bench, the committee has also recommended a few corrective actions and security precautions needed for the Prime Minister's protection.</p>
