India's cold desert Leh-Ladakh is facing mass flight cancellations due to "too hot" weather. About a dozen flights have been cancelled as the mercury soared to almost 35 degree Celsius over the past week. This has left passengers stranded at the Leh Airport, with the country's low-cost carrier IndiGo blocking flight booking till July 31.

On Monday, IndiGo posted regarding reasons for the cancellation of flights and promised a refund for its users in a post on X. "High ground temperatures and runway restrictions in #Leh have necessitated the cancellation of all flights for today. If you wish to re-book or claim a refund, visit https://bit.ly/3MxSLeE We regret the inconvenience caused and appreciate your understanding," the post read.

It is likely the first time that so many flights have been cancelled at Leh Airport due to high temperatures, according to one airport source quoted by the Times of India. “Last year, the temperature was not so high as to affect flights,” the official said.

High temperatures in Leh

Leh sits at an altitude of 11,000 feet and temperature here drops to as low as -20 degrees Celsius in the winter. But, this time the temperature is constantly hovering above the 30-degree Celsius mark. The India Meteorological Department reported temperature on Thursday (Jul 25) at 29.5 degrees Celsius, on Saturday at 32.5 degrees Celsius and on Sunday at 33.5 degrees Celsius.

Why flights don't operate in high temperatures in Leh?

Leh's Kushok Bakula Rimpochee Airport is one of the highest in the world. At high altitudes, air temperature as well as air pressure get decreased. Due to this, air molecules get expanded and overall air density gets decreased.

Due to reduced air density, oxygen level also drops in the air, which causes the aircraft engines to lose efficiency. In Leh, air pressure is naturally low. When temperature increases, the air density gets further reduced. It severely impedes the aircraft engines' performance. In extreme conditions, the engines may even fail to provide enough thrust to keep the plane afloat.

Rahul Gandhi, the Leader of the Opposition in Lok Sabha, on Monday (July 29) took references from the ancient text Mahabharata to deliver a heavy-handed political attack on Prime Minister Narendra Modi's government. While discussing the Union Budget 2024, the Congress leader cited Mahabharata's 'chakravyuha' — a military formation that resembles a labyrinth of defensive walls and is depicted in the Hindu epic Mahabharata — to state that the Lotus (the symbol of PM Modi's ruling Bharatiya Janata Party) also resembles the ancient military formation.

The Member of Parliament from Rae Bareli drew Chakravyuha's lotus analogy to target the government, saying it has created an "atmosphere of fear" in the country.

In response to his question, Rahul said when he thought about the reason behind the state of affairs in the country, he came up with the chakravyuha analogy.

"The 'chakravyuha that has captured India has three forces behind it. 1) The idea of monopoly capital - that 2 people should be allowed to own the entire Indian wealth. So, one element of the chakravyuha is coming from the concentration of financial power. 2) The institutions, the agencies, CBI, ED, IT of this nation, and 3) Political executive. Earlier on Friday, the UP government defended its order in the court, saying that the directive was to ensure "transparency and informed choice of the consumer/Kanwaria regarding the food they eat during the period of the Yatra, keeping in mind their religious sentiments so that they don’t, even accidentally, fall foul of their beliefs." The bench of Justices Hrishikesh Roy and S.V.N. Bhatti said that the court won't issue any clarification on the July 22 order. "We have said what needed to be said in our July 22 order. Can't force anyone to disclose names," the apex court said. The stay order will be in effect till August 5, which is the next date of the hearing. Meanwhile, the Kanwar Yatra, which began on July 22, will end on August 6. Watch | Heavy rains in Maharashtra & Gujarat: Dam gates opened, Mumbai & Pune witness massive flooding × Not discriminatory or restrictive at all The Uttar Pradesh government filed an affidavit before the court to oppose the petitions against its directive on Friday. “Kanwariyas follow a strict vegetarian, satvik diet, eschewing onion, garlic and all other tamasic foods,” said the UP government. It also pointed out that “satvik food does not just mean the preparation of food without onions and garlic, but is also the manner of preparation of the food, similar to falhar during other festivals when fasting ceremonies are undertaken." "The requirement of mere transparency, with prominent disclosures of the names of the operators of the eateries and the type of food they serve, is certainly not discriminatory or restrictive at all," it added. Also read: On Kargil Vijay Diwas, Modi slams Pak; defends Agnipath scheme The UP government said that its directives are “aimed at ensuring public safety and order during the Kanwar Yatra, given the large number of participants and the potential for communal tensions, it is imperative to take preventive measures that ensure a peaceful and harmonious pilgrimage. Past incidents have shown that misunderstandings regarding the type of food being sold have led to tensions and disturbances. The directives are a proactive measure to avoid such situations”. The SC bench asked that the governments of Madhya Pradesh and Uttarakhand submit their responses to the petitions contesting their respective orders. (With inputs from agencies)

After months of push and pull between the Indian government and the Aam Aadmi Party (AAP) regarding the latter's office space, the party will be moving into Bungalow No. 1, Ravi Shankar Shukla Lane in New Delhi. The government provided the new office space to AAP following a directive from the Delhi High Court on Thursday (Jul 25). The decision follows a June ruling where the Delhi HC recognised AAP's entitlement to use a housing unit from the general pool until permanent land is allocated for building its office. On Wednesday, Bihar Chief Minister Nitish Kumar lost his temper in the Assembly, expressing frustration towards an RJD MLA and questioning, "You are a woman, don’t you know anything?" This comment led to a sharp reaction from senior RJD leader and former deputy chief minister Tejashwi Yadav, who charged Kumar with frequently making derogatory remarks about women. During the Assembly session, Kumar faced criticism from opposition MLAs, particularly from the RJD and Congress, with whom he was allied earlier this year. The opposition chanted slogans and condemned Kumar for his government's "failures" regarding reservation and special status for Bihar. Kumar mentioned that the government is challenging the Patna High Court's ruling in the Supreme Court, but this did little to calm the opposition. Also read: Govt declared him dead. So, this Indian man committed crime to prove himself alive As the protests persisted during his speech, an increasingly frustrated Kumar lost temper and said, "Arre mahila ho, kuch jaanti nahin ho? Arre bol rahi hai, kahan se aate? Yeh logo ne kabhi mahila ko aage badhaya tha? Bol rahi ho? Faltu. Isliye ham keh rahe hai, chup chaap suno. Arre kya hua? Sunoge nahin? Hum to sunayenge. Agar aap nahin suniyega, to aap logo ki galti hai." Translation: (You are a woman, don’t you know anything? Look at her talking. Have you [the opposition] ever promoted women? You’re talking nonsense. So we’re saying, listen quietly. What’s happening? If you don’t listen, it’s your fault.) Responding to the chief minister's comments, Tejashwi Yadav posted in Hindi on X, "'You are a woman, do you know anything?' It seems making derogatory, unwelcome, uncivilised, and rude remarks about women has become a habit of Honourable Chief Minister Nitish Kumar. This is a very serious and concerning issue for the state." "A short while ago, the chief minister made an inappropriate comment about the appearance of a BJP woman MLA from a tribal community. Today, he commented on Rekha Paswan, a Scheduled Caste woman MLA. Honourable Shri Nitish ji appears to see himself as the supreme authority, the greatest sage, interpreter, and creator of the universe. According to him, no one else knows anything," added the RJD leader. (With inputs from agencies)

On Wednesday, the Supreme Court highlighted the “deep trust deficit” among the central government, state governments, and farmers. It recommended forming an independent committee to tackle the farmers’ demands, including a legal assurance for minimum support prices (MSP) for crops.

A bench led by Justice Surya Kant instructed the Central and the Haryana and Punjab state governments to propose names for this committee. Additionally, it ordered a one-week status quo on the Shambhu border near Ambala, where farmers have been stationed since February 13, and which has been closed off.

“We have impressed upon the parties to have instructions regarding the constitution of an independent committee, comprising such eminent persons who can reach out to farmers and other stakeholders, in order to find out viable solution to their demands that can be fair, just and in the interests of one and all. The states of Punjab and Haryana can suggest some names or else they can leave it to us to find out some suitable persons,” the court order said.

“You have to take some initiatives to reach out to farmers. Why would they otherwise want to come to Delhi or agitate? You are sending ministers from here and despite their best intentions there is a trust deficit. They will think you are only thinking about self-interests and ignoring local issues,” the bench told solicitor general Tushar Mehta.

The Supreme Court was reviewing a plea from the Haryana government, which contested a March 7 ruling by the Punjab and Haryana High Court. The High Court had established a committee led by a former judge to investigate the death of farmer Shubhkaran Singh during a February confrontation between protesting farmers and Haryana security forces.

The Supreme Court had previously declined to block the High Court’s decision on April 1. Recently, the Haryana government submitted another petition challenging the Punjab and Haryana HC’s July 10 ruling, which mandated that the highway be reopened within a week.

In February, the Haryana government erected barricades on the Ambala-New Delhi national highway in response to a planned march by the Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha. The march was intended to advocate for various demands, including a legal guarantee for MSP on crops.

“As a welfare state, you have to make efforts. Some of the demands could be genuine, some may not be acceptable. Some neutral persons, who could communicate when they are wrong and when they are right, are needed,” court said.

“You also can’t block a national block for all times to come. It’s been almost a year. Various high court orders have said you can’t block national highways...it’s a case of deep trust deficit,” the court added.

The court, however, stressed the need for dialogue and mutual trust in resolving contentious issues. “We do not want a fight between Punjab and Haryana... We are proposing a committee to reach out to farmers with consensus of states and the Union of India...to talk to them, get their viewpoints, know and tell them where they are right and wrong,” it said.

Responding to this query, Minister of State for Finance Pankaj Chaudhary cleared the air over the matter, giving a blow to the ruling National Democratic Alliance (NDA) partner.

“The decision was made based on an integrated consideration of all factors and the peculiar situation of the state. Earlier, the request of Bihar for special category status was considered by an inter-ministerial group (IMG), which submitted its report on March 30, 2012. The IMG came to the finding that based on existing NDC criteria, the case for special category status for Bihar is not made out,” Chaudhary said in Lok Sabha, the lower house of the Indian Parliament.

As soon as the announcement was made, Bihar's opposition Rashtriya Janata Dal (RJD) party took a shot at Nitish Kumar as well as PM Modi for playing politics over 'special state status'.

“Bihar ko nahin milega Vishesh rajya ka darja (Bihar will not get special state status!),” the RJD posted on X.

“Nitish Kumar and JDU can now comfortably enjoy power at the Centre and continue doing hypocritical politics on 'special state status'!” the post read.

What is a special status?

The special status helps a state receive more funding and tax recessions from the central government. The concept was first introduced in 1969 after the recommendations of the Fifth Finance Commission.

Northeastern states, Jammu and Kashmir, Uttarakhand and Himachal Pradesh are some states which got special status in the past.

However, it must be noted that the concept is nowhere mentioned in the Constitution of India and thus no state can force the central government to give it the said status.

Senior leader of the ruling Bharatiya Janata Party (BJP), Amit Malviya, cited the lack of constitutional provisions to defend the decision of the central government.

He said the distinction between general and special category states was eliminated when the 14th Finance Commission came in in 2015, but a part of net shareable taxes for states was increased from 32 to 42 per cent for 2015-2020.
