<h2>Full interview:</h2>Sidhant Sibal: How do you see your tenure here in Delhi? Hervé Delphin: It's been quite a journey. I think probably the most important achievement is that we placed the India relationship where it should be, at the top, and it has been arguably long in the making. It has not happened overnight; that has been patient work over the past years, but for you to see the significant achievements, when I'm saying there's been long in the making, it simply reflects the fact that we are in a high strategic game here. Our positioning, as Europe has been determined by the decade of transformation, where we've been subjected to major shocks – BREXIT, COVID, Russian invasion, aggression against Ukraine; there was also what we call the China shock, indeed a more transactional America-first US. So all this has led to sort of a strategic recalibration in Europe: how we can increase our economic resilience, strengthen our security and defence, maintain our destiny in our hands. So again, that background somehow– the relationship with India was a kind of a compelling strategic case because of our complementarities. Because of what we can offer to each other, we share values, we share big markets, and all came in somehow into that strategic equation as far as the EU is concerned. India made a similar journey, so a journey of convergence. So after this, my tenure, I think we are probably not at the highest point because the sky is the limit. But that's certainly at a very high point in our relationship. But now, you know, there is no room for complacency. We need to deliver, deliver and deliver.Sidhant Sibal: How important is this India-EU trade deal? Hervé Delphin: What we did at the summit, we concluded the negotiation. So basically, the 2 negotiating teams froze the text, and they agreed that we have a deal on the text. Now, when we go into what we call a legal vetting, the legal scrubbing, just to make sure that there is no inconsistency in the text and go really into the details, because, you know, God or the devil is in the details. So this is what legal vetting is all about, and you have this very week, an India team in Brussels. Intensified exchanges between the team. With this, we would hopefully have a text which is clean, cleaned up, so to say, legally speaking, ready. We have an additional step on the EU side. When the document is ready for signing, it goes for the consent from the European Parliament. Then it enters into force, but with this, we are confident that we could have these documents signed by the end of the year. By timeline, it is quite remarkable. If you consider that we concluded a negotiation earlier in the same year to be able to sign, that is really, I would say, express train. By any standards, whether European or Indian, that is reflective of the importance of the FTA, which I think, both for the EU &amp; India, is probably the biggest ever trade deal. Not because of the size of our respective markets but also the substantial and meaningful FTA &nbsp;in terms of tariff reduction.Sidhant Sibal: How it changes the global trading order. Hervé Delphin: If you consider that you have one quarter of the world GDP and one quarter of the world demography covered by this FTA, inevitably, it will have an impact. India is only 2% or 3% of global trade, but is bound to grow even more. The EU is the largest trading block in the world; you know what, 17%. So when you combine the forces of these 2 markets, you will see way more trade between the 2 geographies. The track record of FTA which is signed over the years that follow you see tremendous increase in imports and exports, so we are confident that within 5 years time, you could have a doubling of the EU-India trade. That is significant, because that represents opportunities for Indian companies as much as European companies to export, to sell, but more than that, it's a vehicle that would also allow for investment and localisation of production. So in a way, you can describe the FTA as a catalyst and an enabler for trade that would not only increase the trade volumes, the trade value, but also bring the 2 ecosystems closer.Sidhant Sibal: How do you do security cooperation? Hervé Delphin: Today we have the EU maritime operations in the Northwest Indian Ocean, and there is cooperation with the Indian Navy in the fight against piracy, in exchanging information in terms of situation awareness, so it's not just talking points. It's really happening. There are other areas like cyber, hybrid threats, counter terrorism, which are other areas, like space. I think this is a reflection of the new, unfortunately, the new normal on security and defence, right. I think it has probably now been noticed in Delhi that the EU was not the EU it chose to be. &nbsp;Something that people do not really realise is how much the EU has developed into a security and defence actor and provider. Just to give the figure, the security and defence budget of U member states collectively has increased by 63% since 2020, so last year it reached a total of €385 billion, and it would be over €400 billion this year. On the Indian side, we also see India exposed to threats; it includes neighbourhood and challenges, whether on land, at sea or in cyberspace, and they are also capabilities. If you want security and defence to come at this crossroads, where basically the EU and India see how they could complement each other in many ways. So, what we did at the summit, we signed a security and defence partnership, which is, if you want, a political signal of comfort in our relationship to address and deepen the relationship. What we are negotiating now is a security of information agreement, which will allow for the exchange of confidential information related to security and defence, so that will be the legal enabler, and the third level that you describe is indeed defence Industry cooperation.

This is 24 trillion US dollars. This is addressing 2 billion people. The two biggest democracies which are close with the values, are coming together to foster trade, to foster collaboration,” Westermeier told WION in an interview.“So I’m very positive about what has already been achieved, and I’m looking forward to having it in place, because this will really create a win-win situation on both sides.” With nearly 6,000 European businesses already active in the Indian market, Westermeier painted a strongly positive picture of the investment climate.“If you look at the world, there is no other place like India, where you can see the incredible growth which will happen in the next 20 years. ‘India is the place to be,’ says Chief of Chamber of European Business in India

His visit to Berlin will be for the Inter-Governmental Consultations (IGC) during which he will hold first ever in-person talks with new German Chancellor Olaf Scholz. The Indo German IGC meets every two&nbsp;years alternatively between the two&nbsp;countries. The last IGC was in 2019 in Delhi for which the then German chancellor Angela Merkel had visited the country. The sixth IGC happens with a day of over two&nbsp;years because of the covid pandemic.

PM's visit to France comes immediately after the result of key Presidential elections. France has emerged as key partner of India in several sectors, from Defense to education to counter terror. PM last visited France in August 2019 at the special invitation of President Macron for the 2019 G-7 Summit, where India was one of the ‘Goodwill’ partners. Amid the deadly second wave of covid pandemic, France provided 18 oxygen plants to hospitals across India which will fulfill oxygen requirements for 10 years.

The visit to Europe comes as the bloc is facing the Russian invasion of Ukraine which has had huge geopolitical consequences and an influx of Ukrainian refugees. This is something that has dominated the global conversation and will naturally be one of the key focus areas of talks, especially from European side.

WION: What is EU strategy in Indo Pacific, what is it all about?

Gabriele Visentin: The term Indo Pacific, was born in India in 2007. It was first raised in the speech by PM Abe in front of the Indian Parliament. The notion of the Indo Pacific was born in India. Already this is a great alignment, some people refer to the region as the Asia Pacific. We both refer to it as the Indo Pacific. There is the first definition of geographically scope which is aligned.

EU strategy for cooperation on Indo Pacific aims at strengthening and reinforcing the current and ongoing cooperation in the Indo Pacific,&nbsp;is structured along 7 themes, all of which have very high importance to India. We have a theme that talks about economic development and trade;&nbsp;2nd theme on climate change and the fight against its impact;&nbsp;3rd, cooperation on security and defence, human security which is all about fighting against pandemic, then ocean governance involving pollution and illegal fishing and illegal smuggling and law enforcement. Its overall strategy encompasses all possible fields of interest to the area and to India itself.

The biggest is the chapter on connectivity.&nbsp;The real backbone of the strategy is connectivity and implementation of the connectivity chapter is really at the heart of our policy for India and the region.

WION: Any practical cooperation by the EU in the region?

Gabriele Visentin: It is a bit too early to identify concrete projects. We are still in the phase of agreeing on the terms of cooperation. The EU has specified its concept of connectivity, through a policy initiative called global gateways, published towards the end of the year. India is one of two&nbsp;countries with which the EU has a connectivity partnership.

The implementation of the global gateway and connectivity partnership will pass through the identification of projects but we are aligned on the philosophy. The philosophy of the EU's way of connectivity and India's way of understanding connectivity is that projects should be based on their bankability or financial sustainability in the long term. It means that the financing will be a blend of public-private funds, involvement of financial institutions and a mix of loans and grants. Connectivity must be in the interest of the recipient country and based on the long term sustainability of debt. India, the EU's idea of connectivity, is that connectivity should create links and not dependency. &nbsp;

WION: Ukraine crisis has been the biggest worry; will it impact EU's focus on Indo pacific?

Gabriele Visentin: This is not a crisis, this is a drama going on, for the first time in 75 years' the war has touched European soil and it is at the neighbour of Europe. This is something we all stood against and this paradoxically does not reduce the resolve of the EU to act in the Indo pacific. It enhances the EU's resolve to act worldwide. What is happening there resonates all over the world. &nbsp;What is there is a big neighbour attacking a smaller neighbour in an unprovoked way, not respecting the territorial integrity and sovereignty of the state. This is all in a total breach of the UN charter, the international rules-based order. Breach of the rules, we all gave to each other to live peacefully. We can't pretend nothing has happened. This is something that will reinforce our resolve to act even more in the Indo Pacific and this has found attention from the Indian authorities during my talks.

WION: Do you see a Ukraine-like situation erupting in Asia, and if yes, what can the EU do?

Gabriele Visentin: For the time being nothing like that has happened and for the time being we have no signs that something like this can happen. Should this happen, anyhow the western world and western democracies, liberal democracies have shown that they can unite together to counteract this. The answer that EU and its member states, like-minded countries have given worldwide amid the Ukraine war is exemplary, what it means to breach the UN charter.

WION: You haven't taken the name of one country in Asia, but you have indicated bigger countries chipping away territory of smaller countries. How big is that worry for Europe?

Gabriele Visentin: It's not a worry, you need to be ready for whatever the future might bring. Actually, something on which we all agree is to show the price tag of breaking the international rules-based order. I think the price tag has been shown. There are no worries or targets for anything but an indication of the fact that democracies can work, deliver and unite themselves when need be.

WION: What are your expectations from the Indian side of the Indo Pacific. India has been the torchbearer of the vision.

Gabriele Visentin: &nbsp;I would not talk about expectation, but joining force. India is the biggest democracy in the world, the biggest regional power, both military and economic so it is not a matter of expectation but a matter of cooperation and joining forces. My presence here shows we want to engage more and more with India in order to really cooperate more in every possible aspect. There are tangible cooperation ideas, on connectivity, on defence undertaking EU military missions in the Indian ocean or fighting climate change or capacity building on law enforcement that will promote multilateralism, for example, UNCLOS. I would really like to stress, we found ourselves aligned on the will to cooperate more.&nbsp;

WION: Are you planning a big-ticket event, for example, the France event.

Gabriele Visentin: The Indo pacific meet was co-organized by the EU and France, so it was an EU event as well. We consider it a major step toward integrating the EU with the Indo Pacific. In Paris, we had all the ministers of the EU, plus more than 30 foreign ministers from the Indo Pacific. They all got together and found ways to further down the cooperation. This is important, and we do plan to continue this path and major events will be organized by the incoming presidency, we are in contact with the Czech, Swedish and Spanish presidencies so that Indo Pacific remains the centre of EU attention which has been an integral part of the bloc.&nbsp;

Exclusive | War in Ukraine enhances EU's resolve to act in Indo Pacific, says top diplomat Gabriele

The European Union (EU) and India are committed to a free, open, inclusive and rules-based order in the Indo-Pacific, underpinned by respect for territorial integrity, sovereignty and freedom of navigation and overflight, the influential grouping said on Monday.

The assertion came after the EU and India carried out a joint naval drill in the Gulf of Aden on June 18-19 to improve operational interoperability and promote peace and security in the key waterways.

The EU also said the two sides are keen to enhance cooperation in the maritime security sphere in the Indo-Pacific region.

In January, the 27-nation EU and India launched a dialogue on maritime security and agreed to deepen two-way cooperation in this domain.

"The EU and India are committed to a free, open, inclusive and rules-based order in the Indo-Pacific region, underpinned by respect for territorial integrity and sovereignty, democracy, rule of law, transparency, freedom of navigation and overflight, unimpeded lawful commerce, and peaceful resolution of disputes," the bloc said in a statement.

It said both sides reaffirm the primacy of international law, including the United Nations Convention on Law of the Sea (UNCLOS).

An identical statement was also issued by India's defence ministry.

The EU also said the two sides are keen to enhance cooperation in the Indo-Pacific region.&nbsp;The evolving situation in the Indo-Pacific region in the wake of China's increasing military muscle-flexing has become a major talking point among leading global powers.

In April, the EU came out with a comprehensive strategy for the Indo-Pacific, listing its priorities and vision for the region that the bloc said represents the world's "economic and strategic centre of gravity".

The two-day naval exercise between the Indian Navy and the European Union Naval Force (EUNAVFOR) Somalia saw the participation of a total of five warships.

The EUNAVFOR is the EU's counter-piracy mission off the coast of Somalia.

"The exercise was based on the scenario of an anti-piracy operation. It included cross-deck helicopter landings, complex tactical evolutions at sea, live firing, a night-time joint patrol and a naval parade in the high seas off the coast of Somalia," the EU said.

The Indian Navy has been providing escort to the World Food Programme-chartered vessels, coordinated by the EUNAVFOR Somalia.

It included cross-deck helicopter landings, complex tactical evolutions at sea, live firing, a night-time joint patrol and a naval parade in the high seas off the coast of Somalia," the EU said. The Indian Navy has been providing escort to the World Food Programme-chartered vessels, coordinated by the EUNAVFOR Somalia. What we have seen is a clear indication —&nbsp;the intention of both sides to work for change in our strategic partnership. The meeting has taken place against the backdrop of this major crisis of covid. So, what emerged is a clear message of solidarity from the EU and its member states vis-a-vis India in difficult times. There is an understanding that as an international community we all need to work together if we want to address the emergency.

We are trying to help India as much as we can and that is why we have set up this operation within the civil protection mechanism. So, a strong message of solidarity&nbsp;and intention to bring the world together to overcome this crisis and then a number of very concrete outcomes. We also took a&nbsp;decision to resume negotiations on the free trade agreement, on investment agreement and&nbsp;on a geographical indication agreement.

We have set the ground for a broad and ambitious economic agenda. We have also established a working group to deal with very topical issues such as reforms in WTO, resilient supply chain, and we want to discuss market access issues. We have agreed on a connectivity partnership which, I believe, is an important platform grounded in our common belief in a rules-based system of international governance, cooperative approach to international relations.

There was a clear message from the meeting that we want to work together in addressing global challenges such as climate change, the loss of biodiversity and digital transition. The twin priorities of the greening of our economies and digital transition — these are priorities that are shared by the EU and India. WION: In terms of FTA, the resumption of talks has been since it has been announced. What next? Are we looking at some timeline, when it can be concluded? 
Ugo Astuto: These are complex negotiations but what we have taken is the decision to resume the talks, the formal negotiations, and at the last summit in 2020, we had a high-level dialogue chaired by minister Goyal from the Indian side, on the European side by the executive vice president. This dialogue has proved to be very effective. The positive outcome at the summit was also driven by the good work done at the political level and working level. So we want to continue to use this dialogue, a structured mechanism put in place since last year.

WION: Connectivity partnership is another key focus area. What kind of practical cooperation can be seen? 
Ugo Astuto: It is an interesting document; it sets the principles, first and foremost. India and the EU come together because we believe in connectivity that is grounded in principles such as sustainability, fiscal sustainability, social sustainability, environmental sustainability, also transparency. We believe in a level playing field for this. We are open market economies, so want the private sector to play a key role in the implementation of projects related to infrastructure. The documents set in place, some principles which are shared,&nbsp;identify dimensions where we can work together for better connectivity, energy, transport, digital connectivity, and people to people connectivity. These are important areas where we can work together in the region and beyond.

For example, the European Investment Bank (EIB), in past few years in India, has been contributing to the development of sustainable mobility by investing in a number of metro systems. The day before the leader's summit, EIB signed a number of additional contracts for Kanpur and Pune metro. We have several instruments that we want to use and connectivity partnership sets the ground for the efficient use of these tools.

WION: Indian PM mentioned covid vaccine patent waiver and&nbsp;EU leadership has also talked about it. Can we expect some major movement coming from Brussels? 
Ugo Astuto: We are ready to discuss it, it's a very serious issue. Our priority is to figure out how to ramp up the production of vaccines worldwide and how to make this vaccine available at an affordable price. That is why the EU has been leading in the creation of the COVAX initiative and we are among the largest contributors. We believe it is important to increase production and avoid measures that may disrupt the supply chain. We have also, like India,&nbsp;been exporting vaccines. More or less many vaccines have been exported, as used domestically — around 200 million doses. India has also been leading the way, exporting to neighbors and beyond. We start from the same proposition that we want a response by the international community to the crisis which is based on solidarity and which pursues a global common good.

What are the objectives of the strategy, the strategy wants the EU to contribute to the region which is prosperous and stable and where international law is respected, including the law of the seas. We believe in a rules-based system of international governance. We believe international communities are best served when international law is respected. These are principles and values shared by India. Based on these agreed&nbsp;principles, I think there is wide scope for cooperation between the EU and India in the region. India is clearly a key player in the Indo pacific. After a gap of eight years, India and the European Union (EU) will resume talks on a "comprehensive" free trade agreement, a key outcome of the India-EU leaders meeting that will take place virtually on Saturday. The summit that takes place around 5 pm IST will see Indian PM along with Heads of State or Government of all the 27 EU Member States present.

With a focus on a "balanced, ambitious" FTA pact, European sources called the resumption of FTA talks a "breakthrough". Other key outcomes will be on connectivity partnership that will "bring region, people" much together. This is the second time the EU will have such a partnership with any country — the first was Japan.

The summit was to happen in Portugal for which Indian PM Modi's visit was scheduled, but the visit was postponed due to the covid crisis in India. Portugal is the President of the Council of the European Union and the virtual India-EU Leaders meet is being hosted by Portugal PM António Costa.

Vaccines will be another key focus as the virtual summit, with a waiver on intellectual property rights on covid vaccines to be part of the discussion. After the US announced its support to waiver to intellectual property on covid vaccine patent, European Commission President Ursula von der Leyen has said that the block is ready to have a discussion on the subjects.

EU has been exporting a large number of vaccines, something which helps the world. India, too, had recently sent vaccines to more than 90 countries under its vaccine outreach programme. India had paused the outreach as the second wave of covid crisis wreaks havoc in the country.

"All countries with significant production should resume covid vaccine export," said European Sources but explained, "everyone understands India needs to make sure its citizen" get vaccinated and nobody "will be pressuring PM Modi" to start export right now.

Other key focus areas will resilient supply chains, with a special focus on medical supply chains, artificial intelligence, supercomputing, with sources describing India as "truly a powerhouse on the digital partnership".

The EU mission in Delhi also issued a statement saying: "In view of precautionary measures related to the global spread of COVID-19, the EU and India have jointly decided to postpone the EU-India summit foreseen initially for March 13 in Brussels."

Several major events have been postponed over coronavirus fears. The Indian navy had earlier postponed its largest exercise&nbsp;- Milan 2020. Navies from over 30 countries were to participate in the exercise&nbsp;in Visakhapatnam from March 18 to 27.
