India-China talk diplomacy ahead of military talks on border row

According to reports, the situation at the face-off points between the Indian Army and the PLA remains unchanged.

Officially both sides have reiterated faith in dialogue and diplomacy. Here are a few steps New Delhi should avoid taking.

India should not formally stop imports from China. New Delhi and Beijing are members of the World Trade Organization(WTO). India cannot altogether stop imports from China in lieu of their membership, also, the exports from China to India are reportedly just 3 per cent of the total exports to the world, so stopping trade will cause a little dent in the Chinese economy.

Boycotting Chinese companies may also not be a solution. The calls to go local are good, but the reality is China dominates the cellphone market in India. Chinese brands like Oppo, Vivo and One Plus are said to have 40 per cent of the combined market share in the cellphone market.

Calls to boycott the Chinese products may force these companies to wrap up their operations. It may lead to temporary yet significant economic losses. India needs to be strategic in hitting back at China.

India should take these steps. Number one, use hard power. New Delhi needs to be firm in its dealings with Beijing. It must be prepared to increase its operations in the Malacca Strait and the Indian Ocean.

The Strait of Malacca is a narrow waterway between the Malay Peninsula and the Indonesian island of Sumatra. It accounts for nearly 80 per cent Chinese oil imports.

Experts say an increase in activites in this region could perturb Chinese overtures on the LAC but in doing so India will have to build consensus with Indonesia, Malaysia, Singapore and Thailand, so that there is no perception of undermining their sovereignty.

Number two: Use soft power. A strategy that should focus on mining the weaknesses of China. China's image has taken a beating due to the Wuhan virus. A number of companies are shifting base from China. India should attract investments from such companies after all India has similar things to offer - considerable land, low-cost labour and ease of establishing industries.

India must make the most of these advantages. The Indian government should also prioritise signing free trade agreements with other big economies. Trade agreements that will not only increase India's economic power but also increase the world's stake in safeguarding Indian interests.

At present China doesn't seem to have the appetite to wage an all-out war. It cannot afford one since the global sentiments are against it but China is a silent and discreet player, hostile takeovers and low-level military actions are already a reality.

India needs to be alert, watchful and prepared.

Earlier in the day, the Chinese foreign ministry in its daily presser said,"Current situation on China-India border is generally stable and controllable" and confirmed both sides are in touch with each other. Government sources had told WION on Tuesday that the ongoing India-China standoff along the LAC is "sensitive but not dangerous" and both sides are in communication to resolve the current situation at local and diplomatic." Meanwhile, US President Donald Trump said he is willing to mediate in the "raging border" dispute. "We have informed both India and China that the United States is ready, willing and able to mediate or arbitrate their now raging border dispute. Thank you!, the US President said in a tweet. India and China face-off comes three years after the 2017 Doklam crisis. After the 73-day Doklam crisis both countries had established a mechanism of informal summits alternating between the two countries to resolve any problems that may arise. In the first informal summit in Wuhan in 2018, both sides gave "guidance" to forces and "committed" to work for the "common objective of maintenance of peace and tranquillity in border areas". It was reiterated again in the Mamallapuram informal summit that took last year. US President's offer may not find any traction. Nirupama Rao, India's former foreign secretary, and envoy to the US said, while "US and India are firm friends and strategic partners and kindred democracies. The US and China on the other hand, are in an increasingly combative and competitive mode of relations." "Offer by President Trump to mediate between India and China is well-intentioned it will not have traction. India and China will have to continue their efforts to seek peaceful solutions to their differences without any third country involvement," Nirupama Rao said,

Union defence minister Rajnath Singh today held a meeting with the chiefs of India's Army, Navy, and Air Force along with CDS chief Bipin Rawat to review the situation in Ladakh. The Prime Minister's Office also held a meeting to discuss the India-China standoff.

China, meanwhile, is in no mood for dialogue. In fact, Beijing is blaming India and China's state-run newspaper the Global Times is at it again. It has been publishing aggressive and anti-India commentary. It claims that India has "illegally constructed defence facilities across the border into Chinese territory".

Needless to say, the Global Times is echoing Beijing's line since it is the state mouthpiece.

India and China haven’t fired a bullet at each other in decades but, the situation at the border is precarious. It is being called an escalation of a scale not seen since the 1962 war and that too in the middle of a pandemic.

The Line of Actual Control(LAC) runs at 15,000 feet above sea level and it is an undefined border. On one end is Kashmir and on the other is Myanmar. The India-China border is close to 3,500 km long. In the past couple of weeks, two places have emerged as border hotspots- Sikkim and the other close to Ladakh.

Right now the focus is the Galwan valley. Chinese troops are said to have moved in the Galwan valley.

India has been ramping up its border infrastructure. Last year, India’s border roads organization built a road called the Darbuk–Shyok-DBO road which is in Indian territory. It is at least 10 kilometers inside the LAC which is also technically Indian territory but China doesn't agree.

The road runs perpendicular to the Galwan river. In order to connect this road to the LAC, India was building feeder roads which worked up China. All of this construction is well within Indian territory.

India is stepping up infrastructure, on its own side of the border, and on its own land. The idea is to help Indian forces reach remote locations quickly. It saves them time and effort and allows them to keep Chinese military aggression under check and that is why China is protesting because its border transgressions are being challenged.

Meanwhile, China has been building its way to glory along the border but has been protesting when India does the same on its side although India needs these border checks because China’s expansionism knows no bounds.

The Galwan valley was a flashpoint in the 1962 war. According to a report, China has changed its claims over the valley thrice. It started with a small territory. Now, Beijing says that the entire Galwan valley belongs to China which the Global Times editorial also repeats.

China has reportedly positioned 5,000 PLA troops along the LAC. Many of them are said to be in Indian territory. In the Galwan valley, the PLA is said to have erected around 100 tents in the last two weeks. In fact, an open source intelligence expert has captured some satellite images of the Ngari Gunsa airport, 200 kilometers away from the Pangong lake in Ladakh - the site of the skirmish between the Indian and Chinese forces earlier this month.

There are Chinese fighter jets now positioned on what looks like a runway. India is stepping up its own presence at the border. On Wednesday, Indian Army chief MM Naravane will meet his top commanders as part of the two-day Army commanders conference in which the situation at the border is expected to come up.

So this is where things stand right now, a large number of Chinese troops positioned at the border at multiple locations with assertive and aggressive commentary from China. Beijing seems to be fine with this unprecedented level of tension at the border and it is making territorial claims at a time when the world is trying to control the virus, that came from China.

China caused the biggest pandemic in a century and is now indulging in military adventurism. India has taken a stand without trying to exacerbate the situation pushing back the Chinese at the border and backing a global investigation into the outbreak.

India-China standoff: Why PLA soldiers are eyeing the Galwan valley

Indian government sources have said that the ongoing India China standoff at the Line of Actual Control (LAC) is "sensitive but not dangerous".

The development comes even as a number of high-level meetings took place in Delhi on the Chinese build up on its side of the LAC.

WION has also learnt that both sides are in communication to resolve the current situation. Sources said,"both sides are in communication at diplomatic and local level."

While both Delhi and Bejing are tight-lipped, it is only after the Global times, the Chinese government mouthpiece first officially confirmed that "Chinese border defence troops have enhanced control measures in the Galwan valley region".

While Global Times claims built in response to India building a structure, India has said the Chinese had hindered Indian patrols in the area.

The ministry of external affairs in a statement said, "All Indian activities are entirely on the Indian side of the LAC. In fact, it is the Chinese side that has recently undertaken activity hindering India's normal patrolling patterns. The Indian side has always taken a very responsible approach towards border management."

Explaining that "Indian troops are fully familiar with the alignment of the Line of Actual Control in the India-China border areas and abide by it scrupulously", MEA said, "Indian side has always taken a very responsible approach towards border management" and "at the same time, we are deeply committed to ensuring India's sovereignty and security."

While the Ladakh face-off has caught the attention, the recent face of in Naku la, Sikkim and other places across of the LAC has been a worrisome development. China has been needling India in more ways than one with Nepal being just one front and there's tension in Ladakh as well.

President Xi's regime has been pushing its expansive claims and asserting itself on Indian territory. Multiple reports now confirm that China is stepping up its activities near Ladakh which is close to the line of actual control(LAC).

A new report claimed today that China is stepping up patrols, deploying more boats in the Pangong Tso lake area. Reports say the number of Chinese patrol boats has gone up three times. China is also objecting to the construction of a road by India.

It comes after Chinese choppers were spotted close to the disputed border and the skirmish between troops in Sikkim. China has been backing up its aggression on the border with rhetoric from Beijing.

On Tuesday, the ministry of foreign affairs issued a statement blaming India for border violations.

"The Indian army crossed the line across the western section of the Sino-Indian border and the Sikkim section to enter Chinese territory," it said. China said it has asked India to immediately withdraw its personnel, restore the status quo, and restrict frontline troops.

It is a classic response from Beijing. First, commit a border violation then blame it on India. However, India hasn't said much. In an earlier statement, New Delhi had said that skirmishes on the border are common. India said it is committed to maintaining peace.

The Chinese state media took a cue from Beijing with the Global Times, in particular, has been publishing aggressive commentary.

The state-run newspaper declared, "India could suffer from speculative attitude amid China-US conflict." It was more about the growing tensions between Washington and Beijing but it mentioned the Indian military.

It said that the Indian forces "tend to take a tougher and even irrational attitude towards border relations". The newspaper's idea was to make it sound like both a reprimand and a threat. India, however, hasn't taken the bait. There have been no new reports of skirmishes at the border but the situation is still tense.

China seems to be triggering new flashpoints at a time when it should be focused on fighting the pandemic. The United States made a comment today on the border tensions.

Alice Wells, the American diplomat in charge of South Asia said that the flareups at the border show the threat China poses to India. It looks like China has been rattled by India's decision to hold its ground on the border.

Reports say India has also upgraded its infrastructure at the border. Indian troops are conducting patrols especially in areas where the Chinese had a frequent presence.

A strong anti-China sentiment in India clearly exists amid the coronavirus pandemic but diplomacy is not conducted on public sentiment - it is based on cold calculations and national interest.

The government has not spoken on record, however, India has sent a signal. It has supported the call for an investigation into the handling of the coronavirus outbreak. It is significant but this may not be enough. India should back Taiwan and join the global effort to corner China.

India needs to be tough on China, and the reason is China's mouthpiece the Global Times ran a report today. It says Chinese troops have "enhanced control measures" in the Galwan Valley in Ladakh around the disputed border.

Last week Chinese choppers were spotted close to the Indian border amid reports of Chinese troops setting up tents close to the Galwan river. Time after time, China has violated India's sovereignty, breached the country's borders and undermined territorial integrity.

China's state-run Global Times claimed that its India which is violating border agreements. China's unwarranted military aggression must be answered. In response, India must support Taiwan's return to the WHO as an observer.

There was a proposal to allow Taiwan to participate in the World Health Assembly which was turned down. The United States issued a statement slamming the WHO for not allowing Taiwan at the World Health Assembly. Now, India has the chance to push for Taiwan's bid by voting in support of the observer status when the opportunity presents itself.

A vote on Taiwan's status was supposed to be taken up but so far, there is no clarity over it. China has denied Taiwan a seat at the table by imposing its view of "One-China" on the world even as the "One-China" view remains the political position of the Communist Party of China.

India should stop accommodating Beijing's views as China still violates India's territorial integrity with impunity. Beijing has done little to show that its a friend, and not an adversary. On repeated occasions, it has worked against India's interests on the world stage.

China's list of infractions is a long one. It opposes India's membership to the Security Council as well as the nuclear suppliers' group(NSG). It openly bats for Pakistan by bringing up the issue of Jammu and Kashmir at the UN and violates India's sovereignty by building infrastructure in Pakistan occupied Kashmir(PoK).

The most recent violation by Beijing was the deal to build a dam in Gilgit-Baltistan, if India does not raise its voice against China now, it will be a missed opportunity. Leading countries of the world are putting pressure on China with the United States leading the front.

New Delhi should not make concessions to the stumbling Dragon by letting go the repeated territorial violations. It's time to take advantage of the situation, the best way forward would be to back Taiwan.

A strong anti-China sentiment in India clearly exists amid the coronavirus pandemic but diplomacy is not conducted on public sentiment - it is based on cold calculations and national interest.

Amid coronavirus pandemic, India backs probe demand

Defence Minister Rajnath Singh said on Wednesday that infrastructure such as roads, railway lines and airfields was being ramped up at a fast pace along the border with China to ensure the security of the country.

He said that perceptional differences between the two countries about the Line of Actual Control (LAC) sometimes lead to transgressions by the armies which are settled through existing mechanisms.

Singh told Lok Sabha that the defence forces were fully alert and capable of dealing with any challenge to the security of the country and there was no need of worry.

He was responding to concerns expressed by Congress leader Adhir Ranjan Chowdhury during zero hour who said India adopts a tough stance against Pakistan for its inimical acts but was relatively soft towards China.

Singh said border infrastructure was being boosted.

"The infrastructure on India-China border, such as roads, tunnels, airfields and railway lines, is being developed so that the country`s unity and integrity are ensured fully. The work is being done at a fast pace," he said.

Singh said there have been perceptional differences about the LAC for a long time between forces of the two sides due to which some incidents of transgression or confrontation have taken place.

He said the armies patrol areas according to their understanding of the LAC and "sometimes our forces also go (in the area claimed by China)".

The minister, who faced interruptions from Congress members, said the two armies have mechanisms in place to prevent escalation in such situations and these include flag meetings and hotline.

Singh said the government was fully alert to the security needs of the country, conducts reviews from time to time and takes requisite steps.

"There is no need to feel concerned about the country`s security. There is no need to worry about border security of the country," he said.

Infrastructure being ramped up at fast pace along China border: Rajnath Singh tells Lok Sabha

China has told India not to block its Huawei Technologies from doing business in the country, warning there could be consequences for Indian firms operating in China, sources with knowledge of the matter said.

India is due to hold trials for installing a next-generation 5G cellular network in the next few months, but has not yet taken a call on whether it would invite the Chinese telecoms equipment maker to take part, telecoms minister Ravi Shankar Prasad has said.

Huawei, the world's biggest maker of such gear, is at the centre of a geopolitical tug-of-war between China and the United States. U.S. President Donald Trump's administration put the company on a blacklist in May, citing national security concerns. It has asked its allies not to use Huawei equipment, which it says China could exploit for spying.

Two sources privy to internal discussions in New Delhi said India's ambassador in Beijing, Vikram Misri, was called to the Chinese foreign ministry on July 10 to hear China's concerns about the U.S. campaign to keep Huawei out of 5G mobile infrastructure worldwide.

During the meeting, Chinese officials said there could be "reverse sanctions" on Indian firms engaged in business in China should India block Huawei because of pressure from Washington, one of the sources said, citing a readout of the ambassador's meeting.

In response to Reuters' questions, China's foreign ministry said Beijing hoped India would make an independent decision on 5G bidders.

"Huawei has carried out operations in India for a long time, and has made contributions to the development of Indian society and the economy that is clear to all," spokeswoman Hua Chunying said in a statement.

"On the issue of Chinese enterprises participating in the construction of India's 5G, we hope the Indian side makes an independent and objective decision, and provides a fair, just and non-discriminatory commercial environment for Chinese enterprises' investment and operations, to realize mutual benefit."

The Indian foreign ministry did not respond to a request for comment.

Tensions over trade, territory

Indian companies have a far smaller presence in China than other major economies. But firms including Infosys, TCS, Dr Reddy's Laboratories Reliance Industries and Mahindra & Mahindra have a foothold there in manufacturing, healthcare, financial services and outsourcing.

A potential row over Huawei could revive tensions in the broader India and China relationship just as the two sides have been making high-level efforts to ensure their long standing territorial disputes do not escalate.

In October, Prime Minister Narendra Modi will host Chinese President Xi Jinping in the sacred Hindu city of Varanasi, his parliamentary constituency in northern India, where the two are expected to address trade issues including a $53 billion trade deficit in 2018/19 that India is concerned about.

The main right-wing group tied to Modi's ruling alliance, which has a long-standing distrust of China and promotes self- reliance in the economy, has stepped up criticism of Huawei.

In a letter written to Modi last week, Ashwani Mahajan, the head of the economic wing of the Hindu nationalist Rashtriya Swayamsevak Sangh, said there were concerns about the operations of Huawei in India.

"We as a country are not yet sure of relying on Huawei. Globally, the Chinese companies, including Huawei, are facing allegations that they 'underbid' projects, and position themselves and their establishment back home to snoop and enable them to shut remotely, if required be," he wrote.

Security concerns allayed

Minister Prasad told parliament that six proposals have been received for 5G technology trials, including from Huawei. He did not name the others, but firms such as Sweden's Ericsson Finland's Nokia and South Korea's Samsung Electronics are expected to participate.

A high-level group of officials, led by the Principal Scientific Advisor to the Indian government Dr. K Vijay Raghavan and including representatives from the departments of telecoms, information technology and the intelligence services, has been looking into whether to open the 5G trials to Huawei.

The committee has found no evidence to suggest Huawei has used "back-door" programmes or malware to collect data in its current operations in India, the first source and another official in the federal telecoms ministry said.

The interior ministry, which is responsible for the security of the infrastructure, had issued no directive to curtail Huawei's entry, the telecoms official said.

"We can't simply reject them just because they are Chinese," said the official.

One option that a tech expert at the government's National Security Advisory Board (NSAB) has suggested is to ensure the hardware and software for the proposed fifth-generation network are not both sourced from Huawei.

The government should get wireless carriers who will be rolling out 5G services to use Indian-made software to drive equipment supplied by gearmakers such as Huawei, NSAB expert V.Kamakoti said in a recent internal presentation reviewed by Reuters.

"On the issue of Chinese enterprises participating in the construction of India's 5G, we hope the Indian side makes an independent and objective decision, and provides a fair, just and non-discriminatory commercial environment for Chinese enterprises' investment and operations, to realize mutual benefit." The Indian foreign ministry did not respond to a request for comment. Tensions over trade, territory Indian companies have a far smaller presence in China than other major economies. Security concerns allayed Minister Prasad told parliament that six proposals have been received for 5G technology trials, including from Huawei. India-China border stable, forces of 2 countries in close communication: China defence minister

In an interview with China's state-run daily Global Times, India's newly-appointed ambassador to China Gautam Bambawale said people in India do not have an anti-China mentality while asserting that the China-Pakistan Economic Corridor(CPEC) "violates" India's territorial integrity.

Bambawale said India and China have common positions on several international and global issues, including climate change. The ambassador, however, was quick to point out that post-Doklam, India and China need to talk to each other and "converse with each other much more than in the past."

"The more we talk to each other, the easier it will become to resolve problems," the ambassador said on the contentious CPEC row, while adding that on vast majority issues, the two sides are already "working together".

"This should be done at many different levels, including at the leadership level, the official level, and the people-to-people level," the Indian ambassador said on the Doklam issue.

"With enhanced trust and understanding will come a stronger partnership between India and China," he said, adding, "we are not rivals."

Reacting to the Indian ambassador's statement, Chinese foreign ministry spokeswoman Hua Chunying said: "China stands ready to communicate and hold talks with India to seek a proper solution so that these differences will not affect our general national interests."

"This best serves the interests of the two countries," Chunying added.

"We should not ask one party alone to solve this problem. We are willing to work with India to work with dialogue and communication for a better solution," she said.

"CPEC is merely an economic cooperation project. It has not targeted any third party. We hope the Indian side can put this in perspective and we stand ready to strengthen cooperation with the Indian side," the foreign ministry spokesman said.

On the border issue, the Indian ambassador said it was important not to change the "status quo" and both sides needed to be clear about it.

"Our interaction must be based on equality and mutual benefit," Bambawale added.

"We must continue to work in tandem in our counter-terrorism efforts," he said, adding that, "I would even suggest that we need to expand our cooperation in counter-terrorism."

"Both countries are currently focused inward on ensuring their own economic development and social progress," he said. "China is further down this road than India," the ambassador felt.
