India, China agree to 'strictly abide' by important consensus reached by their leaders

Apple, Cisco and Dell products are among the goods from US companies being caught up in India’s border tensions with China, as Indian ports hold up imports from China.

According to a Reuters report, customs officers at major Indian ports have held back containers coming from China, seeking additional clearances. It was not immediately clear which ports were holding back the goods.

The move comes amid heightened tensions between India and China after border clashes last week that saw at least 20 Indian soldiers getting killed in action.

The US-India Strategic Partnership Forum (USISPF) told India’s commerce ministry in a letter dated June 23 that lack of clarity and delays could disrupt business and manufacturing operations.

“Authorities have abruptly halted the clearance of industry consignments coming in from China (and perhaps other destinations) at most major ports and airports,” USISPF said in the letter, seen by Reuters.

Amid calls for a boycott of Chinese goods after a border clash in which 20 Indian soldiers were killed, India's government has instructed sellers to declare the country of origin for goods and services purchased via a state-run online portal.

But the question arises -- can India really boycott all things China?

There are a number of challenges and options India face with respect to this.

1) China is india's second largest trading partner. But China benefits more.

In the last financial year, India exported goods worth $16 billion to China, and imported goods worth $65 billion.

This 65 vs 16 is called the trade deficit, and that's a big problem.

India's import bill is four times bigger than its export to China.

To this end, India can effectively hit back at China, and save as much as $8 billion in this year alone.

As a first step, India is targetting cheap imports from China -- basic products, ranging from furniture to toys.

Some are non-essential, and can very well be made in India.

In a nutshell, the gameplan is Make in India! And 12 priority sectors have been identified for this.

Domestic production can immediately reduce India's dependence on China.

India levies anti-dumping duties on 90 Chinese products. So the plan is to slap this on at least 300 more products.

There are at least 40 sectors in the Indian industry that can make these products -- with a much better quality.

The government must help them to step up and stop cheap Chinese imports.

These moves are unprecedented.

This is India's biggest clean-up of imports from one country.

In the past, India did not want to be called protectionist. It wanted to be seen as liberal. So, even with China, India always took a case-by-case approach.

For example, India restricted import of cheap Chinese tyres after Indian makers complained; raised the import duty on Chinese incense sticks; and entirely prohibited the import of milk and milk products.

All of this happened only after industry bodies lobbied hard. But after this border conflict, the government is taking the initiative.

It is shooting emails to industry bodies. The government is also leading by example in boycotting chinese products.

It has asked state-run telecom companies to avoid Chinese products, and now wants to keep Chinese products out of the state-run e-commerce platform.

This is no small platform. India foresees transactions upwards of Rs 55,000 crore

It is also suspected that China may find a way to dump its products in India -- indirectly. So New Delhi is reviewing its trade pacts with other countries, because China is dumping goods in india via common trade partners.

Increased tariffs, no government procurement and restricted presence on e-commerce platforms in india, and reviewing trade deals -- India is slowly, but surely, boycotting China.

How India is slowly, but surely, boycotting China

China and India are engaged in the most serious military standoff on their disputed border since 2017, with soldiers in the remote Ladakh region accusing each other of encroachment.

The India China border -- one of the longest inter-state borders in the world -- has been ill-famous for an ugly number of standoffs between the two countries.

The origin of the conflict dates back to the year 1914, when representatives of China, Tibet and Britain gathered in Shimla.

They wanted to settle the borders between China and British India, but Beijing refused to sign the deal -- because that would have allowed Tibet to be an autonomous region.

Tibet and Britain eventually signed the deal, and the 890 kilometer-long McMahon line was established.

This line became the legal border between India and China.

Then, in 1962, Independant India, led by Jawahar Lal Nehru, and China, led by Mao Zedong, were tussling over the border.

India's move to grant asylum to Dalai Lama had then not gone down too well with China.

The neighbouring country also has its eyes on Aksai Chin, as it is integral for connecting Tibet to Xinjiang.

Consequently, a war broke out between the two countries on October 20, 1962.

Chinese troops crossed the McMahon line and took up positions in the Indian territory.

They captured Rezang La in the west, and Tawang in the east.

The war lasted for about a month, India lost over 1,000 men. As many as 2,000 others were taken prisoners of war.

India also lost 14,500 square miles of territory.

China revealed the number of casualties on its side years later. It claimed it lost around 800 men.

A ceasefire was then signed on November 20, 1962.

This war changed it all for the two nations.

This war scarred the ties between the world's two most populous nations, and changed India's perception of China forever.

New Delhi realised that Beijing cannot be trusted, and the psychological wounds of the war resurfaced repeatedly in the years that followed.

In 1967 in Sikkim, Indian and Chinese troops found themselves -- yet again -- eyeball to eyeball. India was constructing a fence at Nathu La, and the Chinese were unhappy.

A scuffle broke out, and what began with stone pelting resulted in the Chinese troops opening fire.

In September 1967, 88 Indian soldiers were killed in action and the Chinese side lost 300 men.

The next month the two sides engaged in a duel in Cho La, Sikkim.

In 1986, India granted statehood to Arunachal Pradesh -- much to the chagrin of China.

Sumdorong Chu then became a flashpoint, following which the Chinese crossed the LAC. They built permanent structures, including a helipad.

India moved troops to the border. The build-up was eerily similar to 1962, but neither India nor China wanted a war.

So China is forced to back off a year later.

In September 2014, Chinese troops deployed heavy machinery in Demchok. They want to build a road inside the Indian territory.

India retaliated by camping opposite the PLA. The stand-off coincided with President Xi Jinping's three-day india visit.

India raised the issue with Xi, following which the Chinese troops withdrew after a 20-day stand-off.

In 2017, Chinese troops tried to construct a road near the Doklam plateau. But the territory belongs to Bhutan and is close to an Indian highway.

Indian troops stepped in to prevent the construction. New Delhi also warned Beijing that the construction would impact the status quo.

The Doklam trijunction, hence, became the spot for a 72-day standoff.

China was forced to remove its troops weeks of talks later.

The current standoff is the worst since 1967.

Pangong Tso is a flashpoint and so is the Galwan Valley.

There are two other unresolved disputes -- one is Aksai Chin and the second is Arunachal Pradesh.

Aksai Chin is an indian territory that is currently under the control of China. The land grab -- 40,000 square kilometres -- lies in the eastern flank.

China also has its eyes on 92,000 square kilometres of Arunachal Pradesh.

India-China standoff: A timeline of skirmishes between the two neighbours

Asserting that China and India are "important neighbours to each other", Chinese foreign ministry on Wednesday said maintaining peace and tranquility along the Sino-India border is in the common interests of both the parties and requires joint efforts.

In separate statements, the Chinese foreign and the defence ministries, however, repeated Beijing's stand that India was responsible for the June 15 violent face-off in eastern Ladakh.

Defence Ministry Spokesman Col Wu Qian said the two defence ministers are negotiating on the phone. "The two sides held a second military-level meeting on June 22 to exchange in-depth views on controlling tensions and maintaining peace and stability in the border areas," he said.

Noting that China and India are important neighbours to each other, Wu said that maintaining peace and tranquility in the border area is in the common interests of both parties and requires the joint efforts of both parties.

"We hope that India and China will meet each other, effectively implement the important consensus between the leaders of the two countries, strictly abide by the agreement reached by the two parties, and continue to properly resolve relevant issues through dialogue and negotiation at all levels. We will make joint efforts to ease the situation in the border areas and maintain peace and stability in the border areas," he added.

Foreign Ministry spokesman Zhao Lijian said the foreign ministers of the two sides during their telephone talk on June 17 agreed to deal with this serious matter in a just way.

"The two sides will stick to the Commander level meeting consensus and cool down the situations soon as possible. The two sides will also maintain peace and tranquility of the border areas, in accordance with the agreement reached so far," he said.

Zhao also said that a second round of Commander level meeting was held on June 22 and 23 during which the "two sides agreed to take measures to de-escalate the situation and jointly promote peace and tranquility."

The talks were held in the midst of escalating tension between the two countries following the violent clashes in Galwan Valley on June 15 that left 20 Indian Army personnel dead, significantly escalating the already volatile situation in the region.

Zhao again accused India of "provoking" a border clash, saying "the onus is not on China's part."

"This risky behaviour by the Indian side greatly violated the agreement between the two countries and the basic norms guiding international relations. It's very serious, with very severe consequences," he said.

Asked why after a positive meeting between the Commanders of the two armed forces, he is repeating the allegations, Zhao said, "what I have just said is meant to clarify the whole situation, tell the truth to everyone. We made this statement because the MEA in India and also Indian media have made some false reports."

Taking cue from public, Indian government begins mission boycott China

Hackers based in China attempted over 40,000 cyber attacks on India's Information Technology infrastructure and banking sector in the last five days, a top police official in Maharashtra said on Tuesday.

Internet users should be watchful for such attacks including phishing attempts and conduct cyber security audits of their IT systems, officials of Maharashtra Cyber, the state police's cyber wing, said.

The spurt in online attacks from across the border was noticed after tensions rose between the two countries in eastern Ladakh, said Yashasvi Yadav, Special Inspector General of Police, cyber wing.

Maharashtra Cyber collated information about these attempts and most of them were found to have originated in Chengdu area in China, he said.

"According to our information at least 40,300 cyber attacks were attempted in the last four-five days on the resources in Indian cyberspace," he said.

The attacks aimed at causing issues such as denial of service, hijacking of Internet Protocol and phishing, Yadav added.

Indian Internet users should pay attention to the threat of such attacks, create robust `firewalls' and conduct cyber security audits, the IGP said.

According to Maharashtra Cyber officials, these hackers are suspected to have database of some 20 lakh Indian email IDs.

Indian government officials as well as private Internet users should especially guard against phishing, where attempt is made to obtain confidential information such as passwords or pass-codes by sending a fraudulent email or text message, they added.

There could be phishing attempts by impersonating, online, government agencies, departments and trade associations overseeing the disbursement of government fiscal aid, they said.

Hackers based in China attempted over 40,000 cyber attacks on India's Information Technology infrastructure and banking sector in the last five days, a top police official in Maharashtra said on Tuesday.

Amid border tensions, spurt in cyber attacks from China as over 40,000 cases recorded in five days

The Indo-Tibetan Border Police (ITBP) has begun deployment of 40 fresh companies across various locations along the Line of Actual Control (LAC) with China in the wake of the standoff and violent clashes between the armies of the two countries.

The border guarding force is also moving its mechanised column assets like SUVs, all-terrain vehicles, snow scooters and trucks to forward locations in the midst of the projected increase in the number of troops at border units and fresh directives to undertake "additional" patrols.

All these units, with an operational strength of about 4,000 mountain-warfare trained troops, are being withdrawn from internal security duties from various parts of the country.

About 40 ITBP companies are being withdrawn and are being mobilised to various locations along the LAC in various sectors including Ladakh and Arunachal Pradesh, official sources said.

The frontier formations of the force have been asked to prepare quarantine facilities for these new units as they are coming from the mainland and their exposure to the coronavirus pandemic cannot be ignored.

A "good number" of officers who command companies and battalions are also being posted at the two newly operationalised commands of the force -- western headquartered at Chandigarh and eastern at Guwahati.

Apart from these 40, it is expected that 20 more such units could be withdrawn over a period of time so that an "optimum" presence of the force is maintained across 180 border posts and over 50 'staging camps' or temporary bases along the 3,488 km LAC that stretches from Karakoram Pass in Ladakh to Jachep La in Arunachal Pradesh.

The ITBP will keep doing its job and in view of the ongoing tension especially after the violent clashes that led to 20 army troops laying down their lives in the line of duty, the force will assist the army as directed, the sources said.

The force was raised in the aftermath of the 1962 Chinese aggression and about 35 of its 60 battalions are deployed for border guarding along the LAC and its posts are located between 9,000 feet-18,700 feet in the western, middle and eastern sectors of this front.

Gravitas: Why India & China must define the border

External Affairs Minister S Jaishankar will join his Chinese and Russian counterparts at a virtual conference of the Russia-India-China trilateral on Tuesday, against the backdrop of New Delhi's frayed ties with Beijing over the Galwan Valley clashes.

As the June 15 incident triggered fears of fresh confrontation between troops of India and China, Russia is learnt to have reached out to both the countries, urging them to resolve the border row through talks.

People familiar with the matter said India was initially reluctant to join the Russia-India-China trilateral foreign ministers' meeting but agreed to participate in it following a request from Moscow, the host of the conference.

Interestingly, Defence Minister Rajnath Singh on Monday left for Russia on a three-day visit to attend a military parade in Moscow on June 24 to commemorate the 75th anniversary of victory of the Russian people in the Second World War.

Officials said he will have a series of meetings with top Russian military brass. A senior Chinese leader is also expected to be in Moscow to attend the parade.

India lost 20 Army personnel in the violent hand-to-hand clashes with Chinese troops in Galwan Valley on June 15, in the biggest ever confrontation between the two sides after a gap of 45 years.

In a telephonic conversation with his Chinese counterpart Wang Yi June 17, External Affairs Minister S Jaishankar called the clashes a "premeditated" action by Chinese PLA and said they will have a "serious impact" on the bilateral relationship.

Spokesperson in the Ministry of External Affairs Anurag Srivastava on Thursday confirmed Jaishankar's participation at the RIC meeting.

He said the meeting will deliberate on the coronavirus pandemic as well as issues relating to challenges to the global security and financial stability.

It is unlikely that the border standoff between India and China will figure in the meeting as bilateral issues are usually not discussed under the trilateral format, sources said, citing convention.

"It will be a good opportunity for all the three countries to come together and discuss regional issues in order to synchronise our views to contribute to support regional stability," a senior diplomat told PTI last week on the condition of anonymity.

Russia has already said that India and China should resolve the border dispute through talks and that a “constructive” relationship between the two countries was important for regional stability.

The three foreign ministers are also expected to deliberate extensively on the evolving political situation in Afghanistan after the US inked a peace deal with the Taliban in February.

The deal provided for the withdrawal of American troops from Afghanistan, effectively drawing the curtain on Washington's 18-year war in the country.

The meeting of the RIC foreign ministers is also expected to delve into key connectivity projects in the region including the implementation of the 7,200 km-long International North-South Transport Corridor (INSTC) linking India, Iran, Afghanistan and Central Asia with Europe.

China, through its actions, has sequestered itself. It is on one side, and the entire world is on another.

So much so that after 20 Indian Army personnel were killed in a clash with Chinese troops in the Galwan Valley on Monday night, United States Secretary of State Mike Pompeo condoled the death of the soldiers.

“We extend our deepest condolences to the people of India for the lives lost as a result of the recent confrontation with China. We will remember the soldiers’ families, loved ones, and communities as they grieve,” Pompeo tweeted.

This was the biggest military confrontation in over five decades that has significantly escalated the already volatile border standoff between India and China.

The most telling statemement, however, came from US Assistant Secretary for East Asian and Pacific Affairs David Stilwell.

"There's an assessment in Beijing that the world is distracted and is focussed entirely on recovering from the coronavirus pandemic -- which then possibly is seen as an opportunity to take advantage of the situation," he said.

"The actions that we've seen out of China of late have not really been constructive as we look at India, the South China Sea and Hong Kong issues."

China did not stop at India. It charged two detained Canadians for suspected espionage, indictments that could result in life imprisonment.

The indictments were of particularly serious circumstances which violated Article 111 of the Criminal Law of the People’s Republic of China, which pertains to espionage and state secrets.

Former diplomat Michael Kovrig and businessman Michael Spavor were arrested in late 2018 on state security charges. While China maintains the detentions are not linked to Meng, former diplomats and experts have said they are being used to pressure Canada.

Canada has called the arrests "arbitrary".

Moreover, Australia views China as the chief suspect in a spate of cyber-attacks of increasing frequency in recent months.

Prime Minister Scott Morrison had earlier said a "sophisticated state-based actor" had spent months trying to hack all levels of the government, political bodies, essential service providers and operators of critical infrastructure. Following this, sources briefed on the matter said the actor was supposed to be China.

It's quite clear from these examples.

China's power-grab knows no limits. Its surveillance knows no boundaries. It is fighting every country that it can. And it wants to expand every way it can.

It is China versus the entire world.

There is public anger against the martyrdom of Indian soldiers at the LAC along China. It is turning into a nationwide call to boycott Chinese products.

But the question now arises -- can the reality live up to the rhetoric?

Consider cricket -- nothing less than a religion in India. And Vivo, a Chinese mobile handset maker, is the title sponsor for the Indian Premier League.

The title rights for 2018-2022 period are valued at over 280 million dollars, and the Board of Cricket Control in India wants to retain the sponsorship.

They're bound by contract -- pulling out now will cost money.

But the board says no Chinese company will be involved in stadium construction.

Then we have mobile handset makers. The Chinese control the lion's share of the Indian market.

They dominate 72 per cent of the market in India.

At the same time, India is the world's second largest mobile phone manufacturer -- a fact that the government takes pride in.

Union minister Ravi Shankar Prasad posted on Twitter: "Under the leadership of pm @narendramodi, india has emerged as the 2nd largest mobile phone manufacturer in the world. in the last 5 years, more than 200 mobile phone manufacturing units have been set up. #thinkelectronicsthinkindia."

What they don't highlight is India's manufacturing is largely due to the investments made by Chinese companies such as Xiaomi, Vivo and Oppo in recent years.

They employ thousands of Indians in their factories.

Chinese mobile phones are also affordable, and there is no big Indian mobile phone maker that can fill the vacuum.

So boycotting Chinese handsets could backfire.

Some protesters are smashing televisions made by Chinese companies.

Unbeknownst to them, nearly 45 per cent of the Indian smart TV market belongs to the Chinese firms.

Their products are 30 to 50 per cent cheaper.

Also, India’s dependence on China for crucial imports is huge.

In electronics, it is 45 per cent.

India’s edge in the global pharmaceutical industry is because of cheap imports from China.

Indian drug companies import 65 to 70 per cent of their active pharmaceutical ingredients from China.

Close to 30 per cent of the materials required to make fertilisers is imported from China.

Now, a trader’s body has called for the boycott of over 3,000 Chinese products.

The confederation of all India traders says the value of Chinese imports is 70 billion dollars every year.

But the question is -- can India bridge the gap?

The traders’ body itself accepts -- they don't have the sophisticated technology to make the goods in India.

In short, boycott China is going to be easier said than done.

But since one has to begin somewhere, India can start by offering compelling alternatives to Chinese products.

The People's Liberation Army of China is conducting large-scale military exercises. It is said to be testing the firepower of its troops. Dozens of tanks and armed vehicles were seen taking part in drills here.

The Indian air force is also moving fighter jets to forward bases. Today — it deployed the newly acquired Apache attack helicopters in Ladakh along with upgraded MIG-29s.

Other critical front-line assets like the Sukhoi-30 MKI — the Mirage 2000 and jaguar fighter jets too have been moved to advanced positions, outposts are being monitored frequently.

Indian forces say they are fully prepared for any further misadventures. Delhi is also putting speculation to rest. For 3 days — there have been unconfirmed reports about Indian soldiers being in Chinese custody. That they were being held hostage by the PLA. Today — the Indian army has set the record straight. It has confirmed that all soldiers involved in the Galwan valley are — now — accounted for. None of them is missing in action. The Chinese foreign ministry too has confirmed this.

India is currently progressively testing China's predominance in the road and air availability in high-elevation extends along the 3,488-km Line of Actual Control (LAC) from Ladakh to Arunachal Pradesh.

This has chafed China. One of the triggers for the continuous troop showdowns in eastern Ladakh, for example, is India's fruition of the 255-km Darbuk-Shyok-Daulat Beg Oldie (DBO) road a year ago and its new move to manufacturing some extra feeder interface streets and scaffolds.

Reports suggest that China came prepared for a faceoff. It altered the landscape to make way for its troops. It widened the tracks — to clear the way to make river crossings. And then it decided to paint India as the aggressor. China has always had an advantage, but India too — seems better prepared now for any possible incursion. Sources tell us— that Indian army engineers have completed a 60-metre bridge over the Galwan River.

The same bridge which is said to have triggered China's aggression. It’s now complete. And it will consolidate India's hold of the sensitive sector. It will allow Indian infantry to not only swiftly move across the river. PM Modi chaired a virtual all-party meeting today, it was attended by the opposition — and the leaders of various political parties from across India.

India to proceed with infrastructure development in key regions along LAC despite hardened obstruction by China

India on Saturday rejected China's claim of sovereignty over Galwan Valley in eastern Ladakh, asserting that attempts by the Chinese side to "advance exaggerated and untenable" claims were not at all acceptable.

Ministry of External Affairs (MEA) spokesperson Anurag Srivastava said China's claim over Galwan Valley was not in accordance with its own position in the past, noting that attempts of transgression by Chinese side were invariably met with appropriate response from the Indian troops.

"The position with regard to the Galwan Valley area has been historically clear. Attempts by the Chinese side to now advance exaggerated and untenable claims with regard to Line of Actual Control (LAC) there are not acceptable. They are not in accordance with China's own position in the past," he said.

The Galwan Valley was the site of the violent clash between the two militaries on Monday evening in which a Colonel and 19 other Indian Army soldiers were killed. China's People's Liberation Army has not yet talked about the number of casualties it suffered during the cross-border clash, the worst in 45 years.

Srivastava said Indian troops are fully familiar with the alignment of the LAC in all sectors of the India-China border areas, including in the Galwan Valley.

"They abide by it scrupulously here, as they do elsewhere. The Indian side has never undertaken any actions across the LAC. In fact, they have been patrolling this area for a long time without any incident," he said.

Srivastava said the Chinese side attempted to transgress the LAC in other areas of the western sector of the India-China border areas since mid-May.

"These attempts were invariably met with an appropriate response from us," he said.

Srivastava said India expects that Chinese side will sincerely follow the understanding reached between the foreign ministers of two countries recently to ensure peace and tranquillity in the border areas.

Indian embassy officials in Beijing have said the speech of Prime Minister Narendra Modi to chief ministers on June 18 as well as the comments by the spokesperson of the Ministry of Foreign Affairs have been deleted from two Chinese social media accounts, including Weibo.

The move comes in the backdrop of the violent face-off between the Indian and Chinese armies in the Galwan Valley in eastern Ladakh on Monday in which 20 Indian military personnel were killed, significantly escalating the already volatile situation in the region.

Nepal on Saturday said it was confident that both its "friendly neighbours" India and China will resolve their border stand-off at the Line of Actual Control through peaceful means, keeping in mind the stability of the region and world peace.

The Himalayan nation, sandwiched between the two Asian giants, said it has always stood firmly for regional and world peace and expressed confidence that the differences between India and China will be resolved in the "spirit of good neighbourliness".

"Nepal maintains that disputes between the countries should be resolved through peaceful means," the foreign ministry said in a statement, two days after the Nepal government completed the process of redrawing the country's political map through a Constitutional amendment, incorporating three strategically important Indian areas of Lipulekh, Kalapani and Limpiyadhura in a move that could severely jolt bilateral relations with New Delhi.

The call to boycott China is trending in India. But, is India really in a position to boycott all things Chinese? WION's Executive Editor Palki Sharma Upadhyay separates rhetoric from reality.

The Indian Telecom ministry has asked all state-run telecom operators to not use Chinese suppliers to upgrade their 4G networks. It is being called a step towards self-reliance. But, why did India allow China's Huawei to participate in 5G trials?

An all-party meeting called by Prime Minister Narendra Modi to discuss the situation along the India-China border on Friday saw leaders of major political parties putting across their views on the sensitive issue.

The virtual meeting began with participants paying tributes to the 20 Indian soldiers killed in the violent face-off with Chinese troops in East Ladakh earlier this week.

Prime Minister Modi, Defence Minister Rajnath Singh, External Affairs Minister S Jaishankar were seen standing in silence as a mark of respect for the fallen army men.

Singh and Jaishankar spoke on the stand-off at the meeting.

The government had invited presidents of major political parties for the meet.

Opposition parties, including the Congress, have been asking the government to be transparent about the situation on the border and slammed its handling of the issue.

Congress president Sonia Gandhi, to this end, asked the government whether there was any intelligence failure on the situation, and sought an assurance from the prime minister that status quo ante would be restored at the border and China will revert to its original position.

She posed a set of questions to the government, asking specifics about when Chinese troops intruded into the Indian territory in Ladakh and whether the country's external intelligence agencies did not report any unusual activity there.

"The question is, what next? What is the way forward? The entire country would like an assurance that the status quo ante would be restored and China will revert to the original position on the Line of Actual Control," she said.

Gandhi alleged that valuable time was lost between May 5 and June 6 and the government failed to use all avenues of talks to ease the situation and the result was the loss of 20 lives as well as injury to dozens of personnel.

She also asked about the current status of the Mountain Strike Corps, with two mountain infantry divisions, that was sanctioned in 2013. "Should the government not treat it with utmost priority," she asked.

West Bengal Chief Minister and TMC supremo Mamata Banerjee, on her part, said India should not allow entry of Chinese firms in telecom, railway, and aviation sectors.

Apart from them, BJP chief J P Nadda, NCP leader Sharad Pawar, TRS leader K Chandrashekhar Rao, JD (U) leader Nitish Kumar, DMK's M K Stalin, YSR Congress Party's YS Jagan Mohan Reddy and Shiv Sena leader Uddhav Thackeray were among those who attended the meeting.

All party meeting discusses border tension with China; Sonia Gandhi criticises govt

India has told two government-run telecoms firms to use locally-made rather than Chinese telecom equipment to upgrade their mobile networks to 4G.

New Delhi's move comes amid a backlash against companies from China after the killing this week of 20 Indian soldiers by Chinese forces in a Himalayan border dispute.

The instruction is aimed at Chinese telecom gear makers Huawei and ZTE, after India last year announced an almost $8 billion plan, some of which was earmarked for network upgrades, to help loss-making operators Bharat Sanchar Nigam (BSNL) and Mahanagar Telephone Nigam (MTNL).

The ministry has also directed all concerned departments to make the purchase of goods manufactured in India as their topmost priority as part of the Centre's push for "Aatmanirbhar Bharat".

Chinese companies face a public backlash after the worst clash since 1967 between China and India, where anti-Chinese sentiment is already strong.

Beijing has also come under fire over the coronavirus outbreak, with social media campaigns urging Indians to boycott Chinese goods.

The effective ban on the use of Chinese network gear could extend to private telcos like Bharti Airtel and Vodafone Idea which also use it in their networks.

The auctions for 5G spectrum will not be held this year, and this, hence, gives the government the time to make a decision over Huawei.

China on Friday said it "presently" has not detained any Indian soldiers, amidst reports that the Chinese military took some Indian troops captive after a deadly clash in the Galwan Valley on June 15.

The brief statement of the Chinese Foreign Ministry spokesman Zhao Lijian came a day after the Indian Army said that all Indian soldiers involved in the clashes with the Chinese army at the Galwan Valley in eastern Ladakh on Monday night have been accounted for.

"As far as I know, China presently has not detained any Indian personnel," Zhao told a media briefing here while answering questions on the tense standoff between the Indian and Chinese troops at the Galwan Valley.

"I would like to reiterate that regarding the serious situation in the Galwan Valley, the right and wrong is very clear and the responsibility entirely lies with the Indian side," he added.

Beijing brought in pieces of machinery, cut a trail into a Himalayan mountainside and may have even dammed a river -- in the days leading up to the most violent border clash between India and China in decades -- as suggested by satellite pictures.

The images, shot on Tuesday, a day after soldiers engaged in hand-to-hand combat in the freezing Galwan Valley, show an increase in activity from a week earlier.

Twenty Indian soldiers were killed in an attack by Chinese troops on Monday night at a time when top commanders had agreed to defuse tensions on the Line of Actual Control (LAC), or the disputed and poorly defined border between the nuclear-armed neighbours.

China rejected the allegations and blamed frontline Indian soldiers for provoking the conflict which took place at the freezing height of 14,000 feet (4,300 metres) in the western Himalayas.

The 4,056-km (2,520-mile) border between India and China runs through glaciers, snow deserts and rivers in the west to thickly forested mountains in the east.

The Galwan Valley is an arid, inhospitable area, where some soldiers are deployed on steep ridges. It is considered important because it leads to the Aksai Chin, a disputed plateau claimed by India but controlled by China.

The satellite pictures, taken by Earth-imaging company Planet Labs and obtained by Reuters, show signs of altering the landscape of the valley through widening tracks, moving earth and making river crossings, one expert said.

China's Oppo cancelled the live online launch of its flagship smartphone in India on Wednesday after a border clash between the two countries that has renewed calls from local Indian trader groups to shun Chinese products.

Soldiers from India and China fought each other with nail-studded clubs and stones on a disputed Himalayan mountain frontier this week, leading to the death of 20 Indian soldiers in the worst clash since 1967.

The clashes risk souring sentiment for big Chinese investors who were eyeing the Indian market and already faced pressure as anti-China sentiment festered during the coronavirus outbreak.

Chinese firms such as Great Wall, SAIC and Bytedance have placed major bets on India, where investors like Alibaba also fund many startups. Chinese smartphone brands, including Oppo and Xiaomi, account for eight of every 10 smartphones sold in India.

Oppo, which has a phone-assembly plant in India, had earlier announced a "live unveiling" of its new Find X2 smartphone models would be held on Wednesday, but a YouTube link that had to go live at 4 p.m. local time was not available for viewing.

To launch the phone, the company instead uploaded a 20-minute, pre-recorded video which included a brief highlight of Oppo's efforts to support Indian authorities in preventing the spread of coronavirus.

Oppo did not respond to Reuters' request on why the live launch was cancelled, but a person familiar with the company's thinking said the decision was taken to avoid any possible uproar on social media.

"There is tension in the environment," said the person.

Even before the border clashes, New Delhi in April changed its foreign investment policy for neighbouring countries, a move that upset Chinese investors as the Indian government now screens all incoming investments from there.

"The current government will play hardball... I do not think any new approvals for China proposals will happen in a hurry," said Abhishek Saxena, co-founder of Indian law firm Phoenix Legal that advises Chinese clients.

The Confederation of All India Traders, a group representing roughly 70 million brick-and-mortar retailers, said on Wednesday its members will boycott imported Chinese goods despite the loss their businesses will suffer.

A Twitter user, Uzair Hasan Rizvi, uploaded a video that showed some people throwing a "Chinese TV" from a high-storey building in Gujarat state and then dancing on it before dismantling it. Reuters could not independently confirm when the video was created.

Hindu nationalist group Swadeshi Jagran Manch, which advocates for self reliance, urged Indian authorities to ban Chinese companies from participating in government tenders.

On Wednesday, police arrested some members of the group who protested near the Chinese embassy in New Delhi and chanted slogans such as "Made in China down down".

The foreign ministers of China and India have held telephone talks over the deadly border clash, agreeing to "cool down" the tensions.

Can China afford a war as it is fighting conflicts on many fronts?

The last major dispute between New Delhi and Beijing was in 2017 on the remote Doklam plateau near the borders of India, Bhutan and China. After a tense standoff, both sides agreed to an "expeditious disengagement" of troops, according to India's foreign ministry.

And now when the novel coronavirus pandemic has ravaged the entire planet, China began a strife on the LAC along India.

Twenty Indian Army personnel including a colonel were killed in a fierce clash with the Chinese troops in the Galwan Valley in eastern Ladakh on Monday night, the biggest military confrontation in over five decades that has significantly escalated the already volatile border standoff in the region.

There's one question that most of us have been asking -- why is China doing this now?

In the last six years, Prime Minister Narendra Modi and China President Xi Jinping have had 18 one-on-one meetings.

Most of them were described as cordial.

Modi has visited China nine times -- five as the prime minister and four times as the chief minister of Gujarat.

After all of this engagement and personal investment, why is China being so abrasive?

Only Xi Jinping's ambition and insecurity can serve as the perfect explanation to this.

To understand China's actions, it is important to understand the man leading it. Let's try decoding China President Xi Jinping.

XI'S RISE TO POWER

Xi Jinping's story is unique among world leaders. He's both an aristocrat and a poor man's poster boy.

As a child, he saw the allure of power. His father was a top official -- a vice-premier -- in the government of Mao Zedong.

As a teenager, he saw humiliation. His father had fallen out of favour, and Xi was singled out in school.

Then he saw the worst of the cultural revolution -- a rich, educated city boy was sent away to a village to be re-educated by peasants.

Xi jinping toiled for seven years.

He now calls himself the son of the yellow earth. It's a good political plank. But the journey hasn't been easy.

Xi Jinping's membership application to the Communist Party was rejected multiple times.

He has risen through the ranks, and seen the wrath of the system.

Now that he heads it, he doesn't want to share space. He wants to grab power -- both at home and outside.

DOMESTIC POWER GRAB AND PURGE

Xi is described as the chairman of everything. He has installed himself as the commander in chief of the PLA.

In the 80s, he was the personal assistant to China's defence minister. And now he thinks he's an ace military strategist.

So he has put himslef -- in charge -- of everyday operations in case of external conflicts.

He has abolished term limits -- and become president for life.

He has wiped out dissenters, and jailed potential rivals in the name of fighting corruption.

The Chinese army too faced a purge, and that is when hundreds of top officials were removed.

Today, China's army, its media and its industry, serve just one purpose -- securing the president's power and furthering his ambitions. They serve him, not the Chinese people.

WORLD DOMINATION THROUGH MILITARY

Xi has, time and again, encouraged nationalists, and revived old conflicts. He uses China's military as a tool to conduct its foreign policy.

He has opened multiple fronts -- Hong Kong, Taiwan, Senkaku islands in the East China Sea, South China Sea (Beijing claims 80 per cent of this. Five other countries stake claim -- Brunei, Malaysia, Vietnam, Philippines and Taiwan).

BELT AND ROAD PROJECT

He has launched a trillion dollar Belt and Road Initiative to become a global leader.

Under Xi, the Chinese military has set up an overseas base.

The PLA has 67 military academies -- they train more than one thousand foreign officers every year.

Xi Jinping says international relations should be based on partnership, and not alliance. He says alliances are an outdated cold-war concept. He believes in having partners, and he always wants to be the senior partner.

QUEST FOR SOFT POWER

In 2014, he said, "We should increase China's soft power, gives a good Chinese narrative."

WHY HAS XI TARGETTED INDIA?

It serves many purposes. It sends a message to smaller neighbours, and it sends a message to investors -- those businesses which are looking to leave China and move to india..

Beijing's border shenanigans will create instability and drive away potential investors.

This is critical for Xi as his political future depends on his country's economic stability -- which has been shaken by the novel coronavirus aka Wuhan virus.
