Trump previously offered to mediate between India and Pakistan on the Kashmir issue, a proposal rejected by New Delhi which maintains that there is no role for any third party in bilateral issues.

The nearly 3,500-km-long Line of Actual Control (LAC) is the de-facto border between India and China.

Several areas along the LAC in Ladakh and North Sikkim have witnessed major military build-up by both the Indian and Chinese armies recently, in a clear signal of escalating tension and hardening of respective positions by the two sides even two weeks after they were engaged in two separate face-offs.

But on Wednesday, China took an apparently conciliatory tone by saying that the situation at the border with India is "overall stable and controllable," and both the countries have proper mechanisms and communication channels to resolve the issues through a dialogue and consultation.

India has said the Chinese military was hindering normal patrolling by its troops along the LAC in Ladakh and Sikkim and strongly refuted Beijing's contention that the escalating tension between the two armies was triggered by trespassing of Indian forces across the Chinese side.

The Ministry of External Affairs said all Indian activities were carried out on its side of the border, asserting that India has always taken a very responsible approach towards border management. India was deeply committed to protect its sovereignty and security, it added.

The Indian government on Thursday refuted China's claims that India was carrying out activities in violation of the Line of Actual Control in Ladakh and Sikkim.

"Any suggestion that Indian troops had undertaken activity across the LAC in the Western Sector or the Sikkim sector is not accurate," the spokesperson of the Ministry of External Affairs, Anurag Srivastava told the media during a virtual press briefing.

All Indian activities, he said, are entirely on the Indian side of the LAC.

"In fact, it is Chinese side that has recently undertaken activity hindering India's normal patrolling patterns."

The spokesperson said that Indian troops are fully familiar with the alignment of the Line of Actual Control in the India-China border areas and abide by it scrupulously.

The Indian troops strictly follow the procedures laid down in various bilateral agreements and protocols to resolve any situations which may arise due to difference in the perception of the LAC.

The spokesperson said India and China have established mechanisms to resolve such situations peacefully through dialogue. He added Indian side remains firmly committed to work for the common objective of maintenance of peace and tranquillity in border areas.

"This is an essential prerequisite to the further development of Indian-China bilateral relations," he said.

This is Jaishankar's first visit to China after assuming office in May this year.

Wang welcomed the Minister to the country, while Jaishankar, on his part, said he was glad to be in the communist nation.

"I am really glad that early in my period I had an opportunity to visit China," he said.

Jaishankar's visit comes amidst heightened tensions between India and Pakistan, whereby Islamabad, last week, had initiated a series of decisions, including downgrading bilateral relations with India and suspending bilateral trade, following the Indian government's decision to repeal Article 370 that conferred special status to Jammu and Kashmir, and bifurcate it into two Union Territories - Jammu and Kashmir and Ladakh.

Ahead of Jaishankar's visit, his Pakistani counterpart Shah Mehmood Qureshi had visited Beijing to raise the Kashmir issue with the Chinese leadership and seek its support to take the matter to the United Nations.

Speaking in light of Qureshi's demand, Jaishankar, in his meeting with Wang said, "At a time the world is more uncertain, we believe our relationship should be a factor of stability in the region."

China had recently objected to the Indian government`s decision to abrogate Article 370, in response to which New Delhi had issued a statement saying that the move was an internal matter concerning the territory of India.

Jaishankar's visit to China from August 11-13 will prepare the ground for the second informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping.

India's foreign minister Jaishankar meets Chinese Vice President, discusses strengthening of ties

Highlighting the role of Tibet in Indo-China friendship, Sun Xiaobo, Deputy Director-General of Foreign Affairs Office in Tibet Autonomous Region, has said that the 'roof of the world' can play an important role in boosting bilateral relations.

"China's relationship with India is on the priority of Chinese diplomacy and Tibet has a very long history of exchanges with India in terms of culture and religion. Tibet can play an important role in promoting relations between China and India," Xiaobo told ANI on Friday.

Highlighting the significance of Kailash Mansarovar Yatra for Tibet, the Deputy Director-General said that pilgrimage is a very important component of exchange between the two countries.

"We all understand the significance of providing better service for Indians, who undertake the pilgrimage in Tibet. We will maintain this policy and do what we can to make Indians visiting Tibet feel at home," Xiaobo said.

Focusing on the future of India-China relations, Xiaobo said that the governments and foreign ministries of both countries have a lot of scope to improve bilateral ties by undertaking exchanges.

"Our two leaders -- Prime Minister Narendra Modi and President Xi Jinping -- also pay great attention in this respect. There are lots of measures ready to be implemented. We are confident that efforts by two governments will create a better future," he stressed.

Thousands of devotees participate in the Kailash Mansarovar Yatra through a treacherous route that crosses territorial boundaries of India, Nepal, and China.

'Tibet can play an important role in promoting India-China ties'

Prime Minister Narendra Modi on Friday wrapped up his two-day visit to Kyrgyzstan capital Bishkek where he took part in the 19th Shanghai Cooperation Organisation (SCO) Summit. PM Modi held bilateral talks with Chinese President Xi Jinping and Russian President Vladimir Putin at the summit and urged all the member countries to unite against terrorism.

So what is the Shanghai Cooperation Organisation and what position does it hold in the world order? Here’s an explainer.

What is the Shanghai Cooperation Organisation (SCO)?

The Shanghai Cooperation Organisation is a Eurasian (Euro-Asian) political and economic organisation which originally emerged from Shanghai Five, namely China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan. The permanent intergovernmental international organisation was formed in June 2001 in Shanghai (China) after demarcation of China’s borders with the four newly independent States that appeared after the collapse of the Soviet Union in 1991.

Uzbekistan later signed as the new member in 2001 and the organisation re-christened itself the Shanghai Cooperation Organisation. It was during this time that the SCO broadened its agenda to include political, economic and security cooperation.

How did India join the SCO?

The organisation then expanded its membership to eight countries when India and Pakistan joined SCO as full members on June 9, 2017, at a summit in Astana, Kazakhstan. The SCO’s objectives are centred around cooperation between member nations on security-related concerns, military cooperation, intelligence sharing and counter-terrorism.

What are its objectives?

It is mainly aimed at military cooperation between the members and involves intelligence-sharing, counter-terrorism operations in Central Asia.

The presence of both China and India with its massive population boost helps in expanding the SCO as a strong multilateral institution. It presently has Afghanistan, Belarus, Iran and Mongolia as the observers. SCO today has about half the world’s population and a quarter of its GDP.

In 2003, SCO member states signed a 20-year Programme of Multilateral Trade and Economic Cooperation for the establishment of a free trade zone within the territory under the SCO member states. In 2006, SCO’s agenda widened to include combatting international drug trafficking as a source of financing global. Later in 2008, SCO actively participated in bringing back stability in Afghanistan.

What is India's role in SCO?

The SCO is India’s important key to making inroads into Central Asia. India can use the SCO platform to enhance its ties with the Central Asian Republics (CAR) nations. The primary gain that New Delhi can avail from this membership can also be attributed to its interests in Central Asia after the collapse of the Soviet Union. As China consolidates its energy and economic foothold in Central Asia, with its Belt and Road Initiative (BRI), it has become momentous for India to follow.

The strategic aspect of SCO is another important factor. With China and Russia in the group, India's permanent spot in the club is symbolically significant. The ever-present and expanding challenges of terrorism, radicalism, and instability pose a grave threat to the sovereignty and integrity not only of India but also of countries in its broader neighbourhood.

India’s security, geopolitical, strategic, and economic interests are closely intertwined with developments in the region.

India, meanwhile, slammed China saying that any member of the UN Security Council Sanctions Committee can use the veto to block and kill a proposal for want of unanimity, describing as "complex" and "contentious" the issue of veto which has been repeatedly used by China to block India's bid to designate Pakistan-based JeM chief Masood Azhar as a global terrorist.

Participating in the informal meeting of the Plenary on the Intergovernmental negotiations on the question of equitable representation on and increase in the membership of the Security Council, India's Permanent Representative to the UN Ambassador Syed Akbaruddin said that by a procedural stratagem, veto has been expanded to all members of subsidiary bodies of the Security Council, rather than being subject to restraints.

Akbaruddin said the issue of veto is complex, complicated and contentious, but "then we cannot also allow the veto to have a veto over the process of Council reform itself".

"We hope that both India and Pakistan can exercise restraint and adopt actions that will help stabilise the situation in the region and improve mutual relations," China's foreign ministry spokesman Lu Kang said. Twelve planes of the Indian Air Force bombed and destroyed Jaish-e-Mohammed's biggest training camp in Balakot in Pakistan early Tuesday - a move which Foreign Secretary Vijay Gokhale said was carried out after credible information emerged that JeM terror group was attempting suicide attacks at various parts of the country. Briefing media after Indian Air Force's targeted air strikes on terror camps across the Line of Control, Gokhale said India was firmly and resolutely committed to taking all measures to fight the menace of terrorism, and added that the non-military pre-emptive action was targeted specifically at JeM camp. The two ministers will also open the India-China High-Level Media Forum Inaugural Session.

Replying to a question by the media, Ministry of External Affairs spokesperson Raveesh Kumar said, "This is the first meeting of India China High-Level mechanism on cultural and people to people exchange. The conflict was resolved after several rounds of talks.

The current year saw Prime Minister Modi and Chinese President Xi Jinping meeting four times. The two leaders first met at the Wuhan informal summit, followed by bilateral meetings on the sidelines of the SCO summit in China, BRICS summit in South Africa and the G20 summit in Argentina.

It took 13 rounds of diplomatic discussions between India and China to resolve the face-off between their militaries in Doklam last year, according to a report by a parliamentary panel.

The report by the committee on External Affairs termed the Chinese intrusion at Doklam as a “blatant but unsuccessful attempt” to unilaterally change the status quo at the India, Bhutan, China tri-junction in Doklam, seriously affecting India’s security interests.

Complimenting the government’s handling of the face-off, the committee said it remained concerned that Chinese infrastructure built “uncomfortably” close to the tri-junction has not yet been dismantled.

The committee, headed by former minister of state in External Affairs Ministry Shashi Tharoor, said Doklam was not a sovereignty issue for India as the disputed territory was Bhutanese, but nevertheless, it was a major security challenge for New Delhi.

“The committee would like to put on record their highest appreciation for the brave and timely action of our security forces which checked the PLA (Peoples Liberation Army) troops from continuing with their road construction activity in South Doklam,” the panel said in the report tabled in Parliament on Monday.

Troops of India and China were locked in a 73-day face-off in Doklam from June 16 last year after the Indian side stopped the building of a road in the disputed area by the Chinese Army. The impasse ended on August 28. The report quoted the then Foreign Secretary S Jaishankar as telling the panel on October 18 last year that 13 rounds of diplomatic discussions were held with China and they were led by the Indian envoy in Beijing.

Vijay Gokhale, who succeeded Jaishankar as Foreign Secretary in January, was India’s Ambassador to China during the Doklam crisis.

The report said diplomatic communications with China began following Prime Minister Narendra Modi’s conversation with Chinese President Xi Jinping in Hamburg on July 7 last year on the sidelines of the G20 summit.

In the talks, India contested the Chinese claim of sovereignty in Doklam region, conveyed to Beijing that its action represented a significant change in status quo with serious security implications for India and amounted to a unilateral determination of the tri-junction point, according to the foreign secretary.

The committee complimented the government’s overall handling of the crisis as it managed to send necessary signals to China that India will not “acquiesce” in its unilateral and forceful attempts to change the status quo at any of India’s territorial boundaries.

It expressed concerns over multiple reports which allude to Chinese presence around Doklam plateau and the statements from Chinese authorities about chances of similar happenings in future also even after the standoff at Doklam ended.

“The government has categorically denied that there is any direct threat from Chinese troops presently. The committee, however, are of the opinion that while dealing with China, it is always better to have a sense of ‘healthy scepticism’,” it said.

The panel said India’s defence forces and the diplomatic corps have shown firmness in responding to the crisis without actually being drawn into any kind of political rhetoric.

The foreign secretary was quoted in the report as saying that during the entire course of the Doklam standoff, the ground situation was “very civil and that there was no body contact”.

To avoid border skirmishes, the panel strongly desired that a comprehensive Border Engagement Agreement is concluded between the Indian Army and the PLA, subsuming all established mechanisms for confidence building between the two sides.

The Committee also expressed unhappiness over grossly inadequate border road infrastructure along the India-China frontier. It was also of the opinion that an objective and in-depth assessment of India’s relationship with China should be carried out by the government promptly so that a broad national consensus is evolved on how to deal effectively with China.

Parliamentary panel concerned over Chinese infrastructure close to Doklam

China on Monday expressed hope that the resumption of military exercises between the Indian and Chinese armies that will begin on Tuesday would inject impetus and yield good results for the improvement of bilateral ties.

An Indian military team headed by Col Puneet Tomar has arrived in China's southwestern Chengdu city to take part in the 'Hand-in-Hand' military drills between the two armies starting there from Tuesday, the Indian Embassy here said.

Officials earlier said both sides would field 100 personnel to take part in the seventh edition of the exercises. The inaugural ceremony would be held on Tuesday and the drills would be concluded on December 23.

The drills are being held after a gap of one year as they could not be held last year because both armies were locked in a 73-day standoff at Doklam in the Sikkim sector.

Asked about how China viewed the exercises being resumed after Doklam, Chinese Foreign Ministry spokesman Lu Kang said: "We hope this can have good results".

He referred to the informal summit between Prime Minister Narendra Modi and President Xi Jinping at Wuhan in April this year and the "important consensus" reached between the two leaders to improve relations.

He noted that the two leaders had met four times this year.

The two countries should implement the consensus between the two leaders including the exchanges between the two militaries, Lu said.

"Under the guidance of the consensus between the two leaders and through the concerted efforts of the two sides, I hope the exchanges between the two militaries can achieve positive outcomes, injecting impetus to the bilateral ties," he said.

The Chinese military earlier said the subject of the exercises will include adoptive and basic training, and live shooting.

"The drills will promote understanding between the two militaries and improving their capabilities in fighting terrorism," Chinese defence ministry spokesman Col Ren Guoqiang had said last month.

"True to its name which is 'Hand-in-Hand', we believe China and India's militaries should work hand-in-hand to bring benefits to our people," he said.
After the Doklam standoff, the two militaries made efforts to improve relations following the Wuhan summit.

Besides resuming the defence dialogue after the standoff, the two countries also held the 21st round of border talks.

National Security Advisor Ajit Doval and China's State Councillor and Foreign Minister Wang Yi, who are the Special Representatives for the border talks, held the discussions on November 24 in Chengdu during which they called for intensifying efforts to find a solution to the vexed border dispute.

The two sides also held the ninth defence dialogue on November 13 led by Defence Secretary Sanjay Mitra and Lt General Shao Yuanming, Deputy Chief of Joint Staff Department of Central Military Commission of China.

China hopes resumption of Sino-India military drills provide impetus to bilateral ties

India and China have agreed to continue the positive trajectory in the relationship and maintain peace and tranquillity in the border areas at the 21st round of talks between the Special Representatives (SR) of two countries on the Boundary Issue.

According to a release by Ministry of External Affairs, "Special Representatives agreed that pending the final resolution of the boundary question, it is important to maintain peace and tranquillity in the border areas and to ensure that the boundary question does not affect the overall development of the bilateral relationship."

The meet was led by India's special representative and National Security Advisor Ajit Doval and Chinese State Councilor and Foreign Minister Wang Yi in Dujiangyan, Chengdu in China's Sichuan province. This was the first SR talks after the famous Wuhan informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping earlier this year.

During the Doval-Wang talks, both recalled the "strategic guidance and support" to their work provided by "the leaders at the Wuhan Summit" and resolved to intensify their efforts to "achieve a fair, reasonable and mutually acceptable solution to the India-China boundary question" at an early date.

The Special representatives underlined the importance of approaching the boundary question from the "strategic perspective of India-China relations" and agreed that an "early settlement of the boundary question serves the fundamental interests of both countries."

Last year the SR talks took place in Delhi amid the Doklam crisis. The 73-day long Doklam standoff at China, India and Bhutan trijunction had led to conflict between Indian and Chinese forces at the border. This meeting is the first meeting after State Councillor and Foreign Minister Wang Yi took over as special representative.

The two Special Representatives also underlined the "importance of sustained and effective implementation of the directions" given by PM Modi and Chinese President and give "due respect for each other’s sensitivities, concerns and aspirations".

21st India, China border talks end with both agreeing to maintain peace along the border

Just three years after being voted out in a presidential election in Sri Lanka, strongman Mahinda Rajapaksa is back at the centre of power, appointed prime minister by the man who defeated him.

President Maithripala Sirisena named the pro-China 72-year-old as his number two on Friday after abruptly dismissing the government of incumbent Ranil Wickremesinghe. Wickremesinghe has said his removal is unconstitutional and has demanded he be allowed to prove his parliamentary majority.

A mustachioed man usually dressed in a spotless white shirt, sarong and trademark maroon sash, Rajapaksa is seen as a hero by many in Sri Lanka`s Buddhist majority. He wears rings as lucky charms, sometimes as many as eight, and he has been called the "lord of the rings".

Rajapaksa has been accused by diplomats of serious human rights abuses in the war against rebels from the Tamil minority, one of Asia`s longest-running conflicts that ended during his tenure as president, in 2009. More than 100,000 people were killed in the 26-year war.

Rajapaksa said in a statement after he was sworn in he wanted to end religious and ethnic divisions in the country of 21 million people.

"We will eschew the politics of hate and set up an interim government that will protect the human rights of all citizens, that will protect the independence of the judiciary and establish law and order in the country," he said.

Almost immediately after he was sworn in, supporters of Rajapaksa invaded state media outlets in Colombo to take control of them, journalists there told Reuters.

Reporters Without Borders has called Rajapaksa "one of the world`s biggest press freedom predators" during his two terms as president from 2005 to 2015.

Mavai Senathirajah, a legislator from the main Tamil political party, said it was a shock to the community that makes up 13 percent of the population that Rajapaksa was back in power in three years.

"There are a number of accusations against him including war crimes. The president who accused Rajapaksa of corruption and rights abuses during the last election now has appointed him as his prime minister."

FAMILY AFFAIR

Born into a family of nine siblings in the southern village of Weeraketiya, Rajapaksa has spent four decades in politics, along with many of his relatives.

A lawyer by training, he followed his father into parliament in 1970, then the youngest-ever legislator, while several of his brothers and sons have held key roles in domestic and international politics.

His son Namal, a London-educated lawyer, took his record as the youngest MP in 2010.

Earlier in his career, Rajapaksa was known as a strong defender of human rights and participated in many left-wing and radical protests.

Before becoming president in 2005, he held a number of ministerial portfolios, and served as leader of the opposition from March 2002 until he was appointed prime minister in 2004.

He soon turned his attention to the civil war, boosting troop numbers and pushing into territory held by the Tamil Tiger rebels, leading to their surrender in 2009 and a landslide election win for Rajapaksa the year after.

The United Nations has said that thousands of civilians were killed in the last year of the war after heavy shelling by government forces. It has long sought a judicial investigation involving foreign judges and prosecutors to probe the alleged war crimes.

In a leaked diplomatic cable written in 2010, the United States` ambassador to Sri Lanka Patricia Butenis said that responsibility for alleged crimes against civilians during the war "rests with the country`s senior civilian and military leadership, including President Rajapaksa and his brothers".

Rajapaksa's brother, Gotabaya Rajapaksa who was Defence Secretary during the final stages of the war, has faced allegations he maintained death squads.

The brothers rejected the allegations and said the military only targeted the Tamil Tigers, one of the most violent insurgent groups in the world at the time.

SECOND TERM

After winning a two-thirds majority in his second term in 2010, Rajapaksa amended the constitution to remove checks on the presidency, including the presidential two-term limit.

Rajapaksa is also known for drawing the country closer to China, borrowing billions of dollars from Beijing to the alarm of Sri Lanka's traditional ally India.

He opened up the country's main port to Chinese submarines when he was president, which stoked anger in India, while a huge new port funded by Chinese investment led to concerns Beijing's investment programme was a debt trap.

Rajapaksa blamed the Indian intelligence agency Research and Analysis Wing for rallying his opponents against him, leading to his loss in the 2015 election.

His return to power has drawn concern in New Delhi that China would tighten its grip on Sri Lanka, which is strategically placed at the head of the Indian Ocean.

Just three years after being voted out in a presidential election in Sri Lanka, strongman Mahinda Rajapaksa is back at the centre of power, appointed prime minister by the man who defeated him.

The president who accused Rajapaksa of corruption and rights abuses during the last election now has appointed him as his prime minister." FAMILY AFFAIR Born into a family of nine siblings in the southern village of Weeraketiya, Rajapaksa has spent four decades in politics, along with many of his relatives. SECOND TERM After winning a two-thirds majority in his second term in 2010, Rajapaksa amended the constitution to remove checks on the presidency, including the presidential two-term limit. Mahinda Rajapaksa, Sri Lanka's 'lord of the rings', back in power

WION Dispatch: China needs India to corner U.S ?

The Chinese embassy in New Delhi has issued a statement calling for both countries to "deepen their cooperation to fight trade protectionism".

The statement says practicing unilateral trade protectionism in the name of “national security” and “fair trade” will not only affect China’s economic development, but also undermine the external environment of India and hinder India’s booming economy".

The statement comes at a time when China and US are engaged in a full-blown trade war with both the economic giants imposing tariffs on each others products.

It is interesting to note that the statement was issued two days after US Secretary of State Mike Pompeo visited China and met Jang Jiechi, member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), and Foreign Minister Wang Yi.

The statement from the Chinese embassy futher said that "facing unilateralism and bullying activities", China and India have greater reason to join "efforts to build a more just and reasonable international order".

India and China have been trying to engage with each other in a more positive manner of late and Indian Prime Minister Narendra Modi and Chinese President Xi Jingping have met three times in the last few months — at the famous Wuhan informal summit, at the SCO meet, and finally the BRICS summit in Johannesburg.

They are likely to meet again on the sidelines of G20 summit in Argentina.

The two sides jointly published the “Qingdao Declaration” and the 10th BRICS Summit Johannesburg declaration, sending out a clear message against protectionism.

The Chinese embassy statement lashed out at the US.

Calling US Vice-President Mike Pence’s statements "groundless accusations", the statement said "US should view and understand China's development in a right way and immediately stop its misguided comments and actions which harm China’s core interest. China is unswervingly pressing ahead with comprehensively deepening reform and opening wider to the outside world."

"China has initiated an unprecedented effort to influence American public opinion, the 2018 elections, and the environment leading into the 2020 presidential elections," Pence had said. US President Donald Trump had said the same thing at the United Nations Security Council in September.

India, China should build more 'reasonable international order': Chinese Embassy

China today announced a 8.1 per cent hike in its defence expenditure for this year to a whopping $175 billion, which is over three times higher than India's defence budget as it seeks to further advance an ambitious modernisation drive for its military.

The 8.1 per cent increase is higher than last year's announcement, when China upped military spending by 7 per cent over the previous year.

According to a budget report to be submitted to the National People's Congress (NPC) Monday, the 2018 defence budget will be 1.11 trillion yuan ($175 billion).

China last year increased the defence budget to $150.5 billion. China is the second largest spender on defence after the US. The Pentagon has requested a budget of $686 billion in 2019, up $80 billion from 2017.

The increase of China's defence budget by 8.1 per cent this year, is three times higher than India's latest defence budget of about $46 billion.

China's budget announcement comes as President Xi Jinping, the commander in chief of the country's armed forces, focuses on increasing both the sophistication and reach of the country's military.

Though China announced its military spending at about $150.5 billion last year, observers say it is considerably higher, considering it is now building two more aircraft carriers in addition to the one already in service as well as addition of new jet fighters, including stealth fighter J-20.

The Chinese Navy also expanded its global reach with flotilla ships sailing through the far-off oceans to expand China's influence.

The official media justified the increase to $175 billion, saying although slightly higher than the previous two years, the growth rate is the third time to dip into the single digit since 2013, following 7.6 per cent in 2016 and 7 per cent in 2017.

China's defence budget takes up a smaller share of its gross domestic product (GDP) and national fiscal expenditure compared with other major countries, Zhang Yesui, the spokesperson of the NPC told the media in Beijing on Monday.

Its military spending per capita is also lower than other major countries, Zhang said.

"A large part of the growth of the defence budget is to make up for the low military spending in the past and is mainly used to upgrade equipment and improve the welfare of servicemen and women and the living and training conditions of grassroots troops," he said.
