Columbia Global Centers, Mumbai announces the launch of the Urban Works Innovation Challenge 2019-2020 for transforming India`s cities into safe and sustainable places through technical innovation.

The challenge, which is part of a three-year program inaugurated in 2018 and supported by the RMZ Foundation, gives young innovators a globally competitive opportunity to receive mentorship from faculty and alumni of Columbia University`s prestigious Fu Foundation School of Engineering and Applied Science as well as from distinguished entrepreneurs and academics in India.

Winning teams can also avail of unrestricted capital from a total annual fund of Rs 1.2 crores, and peer networks and infrastructural support from a tech-first collaborative workspace at The CoWrks Foundry for a six month period.

"There is a huge opportunity in this country to harness the imagination, invigoration, and forward-looking vision of the youth in India to think about how Indian cities can be at the foundation of a global economy that advances human development," said Patricia J Culligan, Professor of Civil Engineering at Columbia University.

Almost 600 million Indians will live in cities by 2030. Rapid urbanization poses serious environmental and societal challenges, including degrading air quality, rising plastic waste, hindered mobility, mental health problems, and reduced safety for women.

In this evolving landscape, there is growing recognition that the country`s urban workforce requires workplaces and city-wide ecosystems to become more productive, innovative, and inclusive.

"Solutions that make use of contemporary technology can play a critical role in addressing these needs, thereby making our cities and work environments sustainable and safe for all," said Dr Ravina Aggarwal, Director of Columbia`s Mumbai Center.

The 2019-2020 challenge will support tech-based solutions to transform 21st-century cities into sustainable and safe work environments that span diverse industries and socio-economic geographies.

Broad areas for solution development include green technologies, decentralised energy-efficient solutions, sustainable resource use, waste management, accessibility, health and wellbeing, and gender security.

The innovation challenge is open to applications till November 15, 2019, from start-ups, professionals, entrepreneurs, researchers, and practitioners intent on designing the future of Indian cities and improving urban work environments.

Teams with successful design prototypes will have the opportunity to pitch their design to leading corporations and investors.

"Our engagement with Columbia Global Centers, Mumbai and Columbia Engineering was formed with the vision of seeking out and empowering the most incredible minds doing deeply intentional and well-researched work into solving these problems at a global scale," said Nruthya Madappa, Managing Partner of The CoWrks Foundry.

India has decided not to join the Regional Comprehensive Economic Partnership (RCEP) agreement as its key concerns have not been addressed, government sources said.

They said that Prime Minister Narendra Modi stood firm as India's key concerns were not addressed.

The sources said there will no compromise on the country's core interests and RCEP agreement does not reflect its original intent and the outcome is not fair or balanced.

The key issues include- inadequate protection against import surge, insufficient differential with China, possible circumvention of rules of origin, the base year remaining as 2014 and no credible assurances on market access and non-tariff barriers.

The Prime Minister had said earlier that India remains committed to a comprehensive and balanced outcome of RCEP negotiations and seeks balance across goods, services and investments and also within each pillar.

India's 2019-20 sugar production should fall to 26.9 million tonnes, 1.3 million tonnes below an August projection, due to unfavourable weather conditions, broker and analyst INTL FCStone said on Thursday.

The production drop in India will lead to a larger global sugar supply deficit in 2019-20 of 7.7 million tonnes, a development seen as crucial in reducing large stocks in some producing countries that have been pressuring international prices, it added.

Previously, the broker had expected a global deficit of 5.9 million tonnes. It has also reduced its production estimate for the European Union by 200,000 tonnes to 16.5 million tonnes.

Estimates for another key producing country, Thailand, were unchanged from August at 13.2 million tonnes, which is a lower production than seen in the previous season (14.9 million tonnes).

"Thailand still has large stocks. We expect their exports to continue strong around 10 million tonnes per year," said Ligia Heise, a sugar analyst at INTL FCStone.

She said strong export activity from Thailand will pressure Brazilian export premiums for a while, preventing any short-term improvement in the sugar business for Brazil mills.

Indian production was impacted by excessive rains, which hurt current production but could be positive for the future crop.

"Reservoirs are full in India and we know that for cane producers their price does not matter much, what matter is climate conditions," said analyst Bruno Lima, during one of several seminars in Sao Paulo in the week when the city hosts the biannual Sugar Dinner.

"When conditions are good for planting, you can count on more sugar coming from India," he said, indicating that even if sugar prices improve with the current deficit, that upward move could be short-lived.

"We intend to work very closely on sustainable development and climate protection. There are many areas both in environmental like waste management pure water and climate issues. India has rather low CO2 footprints. The future industrial development, of course, needs to be as sustainable as possible. 74 GW of renewable energy is here in India and that something that you have reiterated and moved forward. I can congratulate you on that part," Merkel said.

The German chancellor, who is in India for the fifth round of Inter-Governmental Consultations (IGC), made these remarks during a joint press conference with Prime Minister Narendra Modi.

Merkel thanked the Indian government for the warm hospitality and said the two countries are linked with strategic and friendly relationship. A business delegation comprising leaders of German companies also accompanied Chancellor Merkel. During the visit, Merkel held meetings with President Ram Nath Kovind and Prime Minister Modi.

India and Germany held delegation-level talks and exchanged five joint declarations. Both countries also signed 17 Memoranda of Understandings.

"These memoranda of understandings show how broad our field of cooperation is and a declaration that we have adopted illustrated once again," Merkel said.

Merkel also asserted that Germany wishes to work with India in the field of technology.

"India has a huge potential here especially when it comes to digitalisation but the development is very fast and its a challenge. And if we work together it would be a wonderful way of cooperation," Merkel said.

The German chancellor said that the agreements are on trade innovation, investment and knowledge.

She noted that the economic relations between India and Germany have strengthened but they could be further intensified.

Merkel said that the two sides also discussed the issues of education and research cooperation.

"20,000 Indian nationals are studying in Germany. We would like to see even more. When it comes to vocational training, we want to have the exchange of teachers too," she added.

Merkel also called for improving cultural exchanges between the two nations.

"The exchange of culture is the field we can bring people together Germany can learn a lot about Indian culture. Indian culture is not present in Germany as it should be," she said.

During her address, Merkel also remembered Mahatama Gandhi and said that his peaceful revolution was inspiring for so many people across the globe.

"The fact that I can stand here before you today is linked to the fact that thirty years ago a wall was brought down in Berlin and was opened after a peaceful process and that shows us our tradition that Indian and German can be proud of," she said.

As air quality deteriorated in the national capital after Diwali, Delhi Environment Minister Kailash Gahlot on Monday assured of taking all "necessary" steps if the situation continues for the next 48 hours.

Speaking to ANI, Gahlot said, "We have taken the steps to combat the situation and they are also being implemented. If the situation continues for the next 48 hours, we will take further necessary steps."

The East Delhi Municipal Corporation (EDMC) earlier in the day sprinkled water on roads in Anand Vihar area, to reduce dust as a pollution control measure.

Delhiites complained about the difficulty in breathing and of burning sensation in the eyes as they woke up today.

According to the System of Air Quality and Weather Forecasting and Research (SAFAR), the overall air quality of the national capital is in the higher-end of 'very poor' category.

However, Gahlot said that air pollution was comparatively better this year after Diwali than that of 2018.

"This time, the air pollution level is comparatively better than the last Diwali. It is high time to realise the situation. We must celebrate Diwali but we also have to take care of our environment," he added.

On November 9 last year, overall Air Quality Index (AQI) of Delhi was recorded at 428, which falls under the 'hazardous' category.

Speaking on the appointment of marshals in Delhi government buses, the Environment Minister said, "Nowhere in the world according to our knowledge have appointed bus marshals at this scale like in Delhi for the security of women. They will also get to travel for free in DTC buses from tomorrow." (ANI)

Ahead of her official visit to India, German Chancellor Angela Merkel on Saturday expressed happiness over her scheduled meeting with Prime Minister Narendra Modi at the upcoming fifth biennial Inter-Governmental Consultations (IGC) in New Delhi.

She informed that the focus of the talks between the two sides would be on economic and trade relations, climate protection, and sustainable development, among other areas.

As per an unofficial translation of Merkel`s statement tweeted by the Indian Embassy in Germany, the discussions between the two sides would also touch upon foreign and security policy issues, as well as how the two countries could work together towards climate protection and sustainable development.

"It is my fourth visit to India and I am happy to meet Indian Prime Minister Narendra Modi and to discuss with him about our bilateral relations. IGCs give us the opportunity to talk about the whole breadth of the future of our relationship. This time, the focus will be economic and trade relations, innovation and digitalisation, and climate protection and sustainable development," the statement read.

"Additionally, we will talk about how we can work towards climate protection and sustainable development in our relationship. We will also discuss foreign and security policy issues -- that means that our discussion will cover a large spectrum," it added.

The discussions will also touch upon renewable energy, smart cities, and new forms of mobility, Merkel further said.

The German Chancellor added that she is impressed by the "developmental dynamic of India" and how the country has rapidly developed over the past few years.

"All of us know that India has great potential. Therefore it is important that we, as Germans, the largest trade partner of India in the EU (European Union), work further for the strengthening of our relationship and learn from India and also are able to use our technological development in India."

"That would be a win-win situation for both countries," Merkel concluded.

Merkel will visit India on November 1 at the invitation of PM Modi. She will be accompanied by several ministers and state secretaries of the federal government, as well as a high-powered business delegation, the Ministry of External Affairs (MEA) said in an official statement.

"Under the IGC format, the counterpart ministers from both countries will hold initial discussions in their respective areas of responsibility. The outcome of these discussions will be reported on at the IGC co-chaired by the Prime Minister and the Federal Chancellor of Germany," the MEA statement said.

During the IGC, the two sides will discuss the deepening of cooperation in traditional sectors such as transport, skill development, and energy, and explore possibilities for cooperation in newer areas like green urban mobility and Artificial Intelligence (AI).

Modi and Merkel will also exchange views on regional and global matters of mutual interest. Both leaders will have a separate engagement with CEOs and business leaders of both countries, the statement said.

The German Chancellor is also expected to meet President Ram Nath Kovind.

"India and Germany have established a strategic partnership that is characterised by a high degree of trust and mutual understanding. The two leaders have regularly interacted on the sidelines of multilateral meetings. Germany is a leading trade and investment partner," the statement read.

Last month, Merkel had met Modi on the sidelines of the 74th session of the United Nations General Assembly in New York.

The two leaders held wide-ranging dialogues on several issues. In April last year, Modi made a brief stopover in Berlin and met Merkel after his visit to Sweden and Britain.

India, Germany to focus on trade, economic relations at IGC: Merkel ahead of Delhi visit

The Congress on Friday opposed India signing the Regional Comprehensive Economic Partnership (RCEP) agreement, saying it will be the "third big jolt" to the Indian economy after demonetization and GST and will result in liberalising Chinese imports to the Indian market.

Addressing a press conference here, Congress leader Jairam Ramesh said that there was a possibility of India signing the RCEP agreement.

"After demonetisation and GST, it will be the third big jolt to our economy when the Prime Minister goes to Bangkok the next month and expresses India`s agreement to Regional Comprehensive Economic Partnership," he said.

He said the government was not talking about` Made in India` now and the agreement will encourage `Made in China`.

Ramesh said that the balance of trade was heavily in favour of China.

"RCEP will result in the liberalisation of imports from China. We do not know what was discussed in Wuhan or Mahabalipuram but we can see the results, there will be liberalisation in imports from China. `Made in India` is not mentioned now. It`ll encourage `Made in China`," he said.

He said that managing director of Amul has written a letter to Union Commerce Minister Piyush Goyal in which he has expressed concern and said that Indian dairy cooperative will be ruined if India proceeds with RCEP.

"Managing Director of Amul has written to Minister Piyush Goyal stating that India should not do RCEP, else dairy cooperative would be ruined. The milk will be imported from New Zealand, sugar from Australia, dairy products would be imported and it will also ruin our agriculture," he said.

"India will accept the free flow of data under RCEP. The national interest particularly the national security has been removed from the draft RCEP," he added.

Ramesh alleged that the government was keen to sign the agreement due to "mismanagement of the economy".

"There is a text to RCEP, there is context to RCEP. The text to RCEP is bad, the concept is worst," he added.

Pollution levels in New Delhi have hit their worst for the second time in October, earning a "very poor" rating and indicating air quality could deteriorate further after the festival of Diwali.

The air quality index, which measures the concentration of poisonous particulate matter, touched 388 in New Delhi on Friday, according to US embassy data, way above the "safe" limit of 60.

The index measures the concentration of tiny poisonous particulate matter, PM2.5, particles that are less than 2.5 microns in diameter and can be carried deep into the lungs, causing deadly diseases including cancer and cardiac problems.

Senior government officials, who did not wish to be identified because they are not authorised to talk to media, said the main reason behind the sharp deterioration in air quality was a lack of wind speed.

A thick, toxic haze could envelop New Delhi and neighbouring cities if the authorities fail to clamp down on fireworks to celebrate Diwali, the festival of light that falls on Sunday.

Air quality usually starts worsening in New Delhi ahead of Diwali.

The Supreme Court last year allowed the use of only "safe and green firecrackers", for a maximum two hours, and only in designated areas such as parks, aiming to lessen the risk to health.

But authorities failed to enforce the decree and crackers continued to crackle late into the night. As a result, PM 2.5 levels in some parts of the city soared to 689 the next day, indicating emergency conditions.

To avoid a repeat of last year and wean residents away from bursting tens of thousands of firecrackers, New Delhi authorities are offering residents laser light shows to mark Diwali this weekend.

Other than the smog triggered by firecrackers, smoke from the surrounding countryside, where farmers at this time of the year burn the crop residue in their fields to prepare for winter sowing, causes pollution in New Delhi and surrounding cities.

Among a host of measures to curb pollution, the city government of New Delhi has decided to restrict the use of private cars between November 4-15.

Some of the other steps include banning diesel-run generators and the burning of garbage.

Calling UN reforms as "essential", the EAM said, "early and meaningful reform of the United Nations, and in particular its principal organ of global peace and security, the Security Council."

Jaishankar reiterated India's support for Africa’s Common Position on Security Council Reforms which calls for two permanent seats for Africa at a reformed UNSC.

On terror, New Delhi highlighted the "growing linkages" between terrorist groups and cross-border operations such as "terror financing networks, and the spread of hateful ideologies through modern communication technologies" which Jaishankar said, "have left no country untouched by this scourge."

He said, "the international community cannot afford selective approaches or double standards on this issue" and "our fight against terrorism has to be fought collectively and across all fronts.

He urged, NAM countries to finalise Comprehensive Convention on International Terrorism (CCIT) at the United Nations which calls for a common definition of terror. CCIT was proposed by India in 1996 but even after two decades, little progress has been made on it.

Vice President M Venkaiah Naidu will lead the Indian delegation at the 18th Non-Aligned Movement Summit from 25-26 October. The theme for this year's summit is "Upholding the Bandung Principles to ensure concerted and adequate response to the challenges of the contemporary world”.

India is a founding member of the NAM, which is one of the largest gatherings of world leaders. In 2021, the 60th anniversary of the grouping will be celebrated.

China and India made the top 10 list of governments that have done the most in the past year to improve the ease of doing business in their countries, the World Bank said Wednesday.

Despite bitter trade war, in which the United States is demanding reforms from Beijing to protect intellectual property and open its economy further to American businesses, China made the top 10 list for the second year in a row.

With those improvements, China leapfrogged France to take the 31st spot in the "ease of doing business" ranking, moving up 15 places, according to the World Bank report.

And despite US complaints, the report credited China with improving protections for minority investors, strengthening procedures for enforcing contracts and making trade easier with changes to customs administration and port infrastructure.

"Removing barriers facing entrepreneurs generates better jobs, more tax revenues and higher incomes, all of which are necessary to reduce poverty and raise living standards," World Bank Group President David Malpass said in a statement.

Supporting the Paris Climate Change Agreement, the resolution reiterated the commitments of the 2015 agreement to limit the temperature increase to 1.5 degrees Celsius above the pre-industrial levels.

India in its resolution mentioned the concept of "climate justice" and called on developed countries to take a lead and play an important role in addressing climate change. It also appealed for financial, technological and capacity-building assistance for developing countries by the developed ones to deal with climate change.

The resolution acknowledged that climate change is "anthropogenic" in origin, which means that the change happening due to human activity.

Over 800 parliamentarians or MPs participated in the 141 sessions of the IPU. India was represented by Lok Sabha speaker Om Birla along with other MPs including Congress party's Shashi Tharoor.

The IPU started in 1889 with a small group of MPs from 9 countries. In over 100 years, it has members from more than 179 countries.

India's proactive act in Belgrade comes even as India engages much more on climate change issue with international groups such as the International Solar Alliance. New Delhi-backed international solar alliance was founded in 2015 and aims to use solar energy to reduce dependence on fossil fuel. So far, 79 countries have signed the ISA framework agreement.

The trade negotiations between India and the United States are going in full swing, Finance Minister Nirmala Sitharaman has said, expressing hope that the two sides will reach a trade deal soon.

Responding to a question by ANI on where the trade negotiations between the two countries stand, Sitharaman said, "That is something on which Robert Lightizher, the US Trade Representative, and Wilbur Ross, US Commerce Secretary, are working on. My inputs are that (the) negotiations are going in full speed and there's a great intensity with which both the sides are engaging."

"Hopefully, the deal will be struck soon," she said on Saturday. Tensions on the trade front between the two countries had emerged in June after US President Donald Trump revoked preferential trade privileges, in response to which India imposed tariffs on 28 US products, including almonds and apples.

India had been the biggest beneficiary of the Generalised System of Preferences (GSP), a programme designed to help developing countries sell to US consumers.

The Finance Minister stated that US Treasury Secretary Steven Mnuchin is expected to visit India soon. "I expect to have a lot more detailed discussion with him then," she said.

The Finance Minister's remarks came following her address at the annual meetings of the International Monetary Fund and the World Bank in Washington.

Sitharaman said that she will prepare a blueprint for the businesses contemplating to move out of China are considering India as their preferential investment destination.

"India is one of the biggest options to consider for investors. Vietnam is getting saturated. They do not have enough manpower to address expansionary programs of investment There is saturation," she said."Businesses getting out of China are certainly looking at India. It's now important for the government to meet up with them," she added.

"I will design a blueprint and approach them, put forward to them why India is a more preferable destination."

That could also be in specific areas in which India has common capacity ecosystem building, whether it's electronics, lithium-ion battery or any other semiconductors and so on, she added.

The Finance Minister said that the government's decision regarding the same is not just going to be purely on the basis of what is happening presently between the United States and China.

"That could either aggravate the situation or probably just influence at some level. But the fact remains that there are companies which are looking at relocating for various other reasons also," she said.

"That is why I gave that little fine line that I'm drawing about companies which would want to locate elsewhere outside of China. Even as I said that, I said that not every company wants to lock, stock and barrel get out of China, there are companies which will remain there to service the Chinese market."

After all, China has a very big domestic market. Their purchasing power and consumption style may be very different from what it is in India. But I'm making that margin already.

Companies will probably be there to service the Chinese market, tension or no tension," the Union minister said referring to the tensions between US and China.

The minister emphasised that the government wants to create an ecosystem to invite these companies.

Sitharaman said that the global economic slowdown and the estimates for growth next year are largely dependent on India and China's growth estimates.

"I'm saying this with a sense of responsibility that the global economic slowdown and the estimates about the growth for the next year are largely pegging on India and China`s growth estimates. On their performance depends the rest of the global growth also," she said.

"The slowdown, while it is affecting the rest of the world in a particular fashion, at least in India and China, the slowdown is not so bad. In fact, when you talk about next year, the impact of India's growth is much better than even that is shown (in the IMF's World Economic Outlook report) of China's," she added.

Chinese Ambassador to India, Sun Weidong has said that relations between New Delhi and Beijing go beyond the "bilateral scope, and have important and far-reaching strategic significance."

Speaking exclusively to ANI over the recently concluded two-day informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping in South India, Sun said, "The visit marked the 17th meeting between President Xi and Prime Minister Modi in the past five years. The two leaders took their time in a stroll while discussing world affairs, and had in-depth communication on the development of bilateral relations as well as overall strategic issues with international and regional significance."

"China-India relations go beyond the bilateral scope and have important and far-reaching strategic significance. The two sides should have timely communication on major issues, respect each other's core interests, gradually seek mutual understanding, and prevent differences from evolving into disputes," the ambassador remarked on the consensus reached between the two sides during the meeting and how would it impact the future development of India-China relations.

The envoy said that the two leaders traced the origins of the mutual learning between Chinese and Indian civilizations and conceived a blueprint for bilateral people-to-people and cultural exchanges and dialogue.

In the face of rising unilateralism and protectionism, the two sides agreed to strengthen coordination within the framework of multilateral mechanisms such as the G20, BRICS, Shanghai Cooperation Organization, China, Russia and India cooperation etc, uphold multilateralism and the multilateral trading system, and promote the conclusion of open and inclusive trade arrangements, he added.

The ever-growing friendly sentiments between the Chinese and Indian people were also impressive. People in Chennai welcomed President Xi by singing and dancing in their traditional attire. Some of them walked on stilts and waved the Chinese national flag. In his concluding remarks, the envoy stated that the two sides further agreed to make the "Year of China-India Cultural and People-to-People Exchange" in 2020 a success and hold 70 activities to celebrate the 70th anniversary of China-India diplomatic relations.

The Fujian province in south-eastern China will enter into sister province with Tamil Nadu in southern India. The two sides will explore the feasibility of historical and cultural studies on these two places and research on maritime exchanges between China and India, he said.

Increased trade integration, geopolitical uncertainties, and high accumulated debt levels necessitate strong global coordination, Finance Minister Nirmala Sitharaman has said.

"We need not wait for the slowdown to become a crisis," she said adding that trade wars and protectionism have generated uncertainties that will ultimately impact the flow of capital, goods, and services.

Addressing the annual meetings at the plenary session of the International Monetary Fund (IMF) and the World Bank Group held here on Friday (local time), Sitharaman called for concerted action to mitigate the disruption on account of synchronous slowdown and invoked the spirit of multilateralism for global growth.

She also attended the working lunch session of the Development Committee, the ministerial-level committee of the IMF and the World Bank, in which members discussed the global economic outlook.

The 40th meetings of the International Monetary and Financial Committee (IMFC) are being held at this year's annual meetings. During the day, three sessions of the IMFC took place.

The IMFC introductory session was focused on global developments and prospects and the discussions centred on the World Economic Outlook released on October 15.

The early warning exercise discussed upcoming risks to a global economy and stability. A special session on IMF resources and governance was also held early in the day in the context of the 15th round of the quota discussions concluding this year.

Secretary at the Department of Economic Affairs Atanu Chakraborty led the Indian delegation. Sitharaman also led the Indian delegation at G20 finance ministers and central bank governors meeting in which the deliberations centred on international taxation and stablecoins.

The ministers and governors also took updates from G20 deputies on quality infrastructure investment, debt sustainability, financing for universal healthcare and building effective country platforms, and from the Africa Advisory Group on the Compact with Africa (CwA) initiative.

On the discussions at the session regarding the work underway on developing a consensus solution on tax challenges arising from digitalisation, Sitharaman said a unified approach to the nexus and profit allocation challenges is a promising one that merits serious attention.

A solution that is simple to implement, simple to administer and simple to comply with is needed. On the sidelines, she held several bilateral meetings, including with First Deputy Prime Minister and Finance Minister of Russia Anton Siluanov, Finance Minister of the Kyrgyz Republic Baktygul Jeenbaeva, Finance Minister of Switzerland Ulei Maurer, Australian Treasurer Josh Frydenberg and Finance Minister of Maldives Ibrahim Ameer.

Chakraborty also held one-on-one meeting with Director General of the French Treasury Renaud Basso and Chief Financial Officer of the World Bank Anshula Kant.

He also addressed investors in a session organised by JP Morgan.
