Five interest rate cuts since the start of the year hasn't stopped India's economy from slowing to its weakest growth rate since 2013, but the&nbsp;Reserve Bank of India&nbsp;is expected to make its sixth cut on Thursday to give what little relief it can.

<a href="https://www.wionews.com/business-economy/indias-q2-gdp-falls-to-45-lowest-in-6-years-265259">Growing by 4.5&nbsp;per cent</a>&nbsp;annually in the June-September quarter, down from 7 per cent&nbsp;a year earlier, the economy is expanding well below the rate needed to generate enough jobs for the millions of younth&nbsp;entering the labour market each month.

The gross domestic product numbers released on Friday showed government spending helping to prop up weak demand, but private investment growth had virtually collapsed, with a crisis in the shadow banking sector causing illiquidity in the economy.

A Reuters poll of 70 economists predicted the RBI would cut its repo rate by 25 basis points (bps) to 4.90 per cent&nbsp;when the monetary policy committee's decision is announced on Thursday, and then by another 15 bps in the second quarter of 2020, where it will stay at least until 2021.

A 25 bps cut would take the cumulative rate cuts by Asia's most aggressive central bank to 160 bps since February and will be the most in a calendar year since 2009.

Madhavi Arora, economist forex and rates at Edelweiss Securities, said the RBI faced "a tough policy dilemma", as economic growth was underperforming, inflation was overshooting, and the government lacked fiscal room to manoeuvre.

She said the latest GDP numbers supported the view in Edelweiss that the RBI will ease "by at least another 50 bps in this cycle, despite an uptick in inflation beyond the 4 per cent&nbsp;comfort zone in the coming months."

Annual retail inflation rose to 4.62 per cent&nbsp;last month, climbing above 4 per cent&nbsp;for the first time in 15 months and up from 3.99 per cent&nbsp;in September.

Analysts believe transient factors were to blame, so the central bank still had room to continue cutting rates.

The September industrial output too contracted 4.3 per cent, following a decline of 1.4 per cent&nbsp;in August.

At its policy review in October, the RBI sharply lowered its growth projection for 2019/20 (April-March) by 80 bps to 6.1 per cent, but most economists expect another downward revision on Thursday.

Rate cuts alone are however expected to do little to revive growth and calls for more direct fiscal stimulus have grown in recent weeks.

A significant minority of economists - 24 of 56 - who answered an additional question in the poll said rate cuts would marginally boost the economy, while nearly a third said they would have little or no impact.

Anagha Deodhar, an economist at ICICI Securities in Mumbai said there was a strong case for an interest rate on Thursday, though monetary policy has limited benefits in the current circumstances.

"Hence, fiscal policy will have to do the heavy-lifting to boost growth. Sector-specific measures and increased government spending could be the quickest way to boost growth in the near term," Deodhar said.

India will launch its first debt exchange-traded fund (EFT) comprised of debt of state-run companies, finance minister <a href="https://www.wionews.com/india-news/growth-may-have-come-down-but-not-a-recession-yet-sitharaman-264953">Nirmala Sitharaman</a> said on Wednesday, in a bid to allow retail investors to buy government debt.

"It will be the first corporate ETF, which will provide additional money for PSUs (public sector undertakings) as well as other government organisations," Sitharaman told reporters after the proposal was approved by the cabinet chaired by Prime Minister <a href="https://www.wionews.com/opinions/the-india-japan-alliance-is-the-next-global-power-play-265918">Narendra Modi</a>.

The ETF, called Bharat Bond ETF, will have a fixed maturity of three and ten years and will trade on the local stock exchange. It will invest in a portfolio of bonds of state-run companies and other government entities, a government statement said.

Retail investors will be able to invest in the bonds with as little as 1,000 rupees ($14), it said.

The move reflects Modi's push to ease rules for state companies to raise funds through debt instruments and further develop domestic capital markets.

"It is a positive development for retail investors," said A. Prasanna, head of fixed income research at ICICI Securities Primary Dealership in Mumbai.

"Compared to existing options, the new ETF will have lower fees and better tax treatment," he said, adding it was unlikely to have a big impact in the short term on the corporate bond market.

India has so far allowed only equity ETFs, and the government raised nearly 144 billion rupees ($2 billion) through ETFs in the 2019/20 fiscal year beginning April.

In general, ETFs have become a popular investment vehicle for investors because they allow them to invest in a diverse collection of assets.

According to government estimates, India's state-run social security fund, Employees Provident Fund (EPFO), has invested about 870 billion rupees in ETFs.

India to build cancer hospital, cricket stadium in Maldives

The power game in the seas is a challenging arena and India must realise the changing dynamics.&nbsp;

Strategic influence and trade supremacy - these battles will be fought on the Indian ocean.

And the question is simple - is India ready for the final frontier? How does India compare with other countries, especially China?

As always, numbers give perspective. According to the Global Firepower Index, the US tops the list, followed by Russia, China and India, but on the seas, China's navy is the clear leader.

One can check any metric, china's maritime power has multiplied in the last decade.

China's naval ambitions have two aspects:

One, the careful and gradual build-up to dominate the East China Sea, as well as, South China Sea. Two, Beijing wants more access to the Indian ocean

China has trade interests and territorial interests and it won't back down. It is buying access to crucial ports through big-ticket infrastructure loans.

In future, these ports could host China's military installations. The pattern is obvious and that brings us to India.

India's Navy is by no means inferior, but it's not enough to be on the back foot and play a catch-up - it's time to match-up with China.

There are 32 ships and submarines that are under construction. The Indian government has also approved the construction of another 56 warships and six submarines - as a part of its 10-year plan.

Some of these plans are already at an advanced stage. There is a 12 billion-dollar initiative called project 75I to acquire advanced submarines.&nbsp;

It's not just acquisition, India has also domestically built a nuclear-powered missile submarine - the INS Arihant.

This submarine has already completed its first deterrence patrol and will enable India to fire nuclear weapons across all routes - sea, air and land.

India has to boost its maritime power to counter China. It is making the right moves. India is strengthening ties with countries in the Indian Ocean region, like the Maldives and Sri Lanka.

India is engaging with strategic coalitions such as the QUAD (the four-nation bloc of India, Japan, Australia and America-- to counter China's maritime expansion).

In fact today, India's Navy chief admiral Karambir Singh highlighted the Navy's success in curbing piracy and reiterated the commitment to force modernisation of Indian Navy.&nbsp;

Not just that, Admiral Singh acknowledged the rise of China's influence in the Indian ocean but he expressed confidence in India's ability to meet any challenge on coastal security. The comments signify India's emphasis on naval supremacy in the Indian ocean.

About 40 per cent of India's trade happens with the littoral countries along the Indian Ocean rim. For maritime trade as well as security, the Indian Ocean region is the biggest game. India needs to put all its energy in preserving the advantages in the ocean and find new gains.

Without an iota of doubt, the sea is the next frontier. There are plenty of challenges, but there are truckloads of opportunities too for New Delhi.

The Indian government has also approved the construction of another 56 warships and six submarines - as a part of its 10-year plan. Some of these plans are already at an advanced stage. There is a 12 billion-dollar initiative called project 75I to acquire advanced submarines. In fact today, India's Navy chief admiral Karambir Singh highlighted the Navy's success in curbing piracy and reiterated the commitment to force modernisation of Indian Navy. WION Edit: India vs China - battle for influence in Indian Ocean

Defence Minister Rajnath Singh said on Wednesday that infrastructure such as roads, railway lines and airfields was being ramped up at a fast pace along the border with China to ensure the security of the country.

He said that perceptional differences between the two countries about the Line of Actual Control (LAC) sometimes lead to transgressions by the armies which are settled through existing mechanisms.

Singh told Lok Sabha that the defence forces were fully alert and capable of dealing with any challenge to the security of the country and there was no need of worry.

He was responding to concerns expressed by Congress leader Adhir Ranjan Chowdhury during zero hour who said India adopts a tough stance against Pakistan for its inimical acts but was relatively soft towards China.

Singh said border infrastructure was being boosted.

"The infrastructure on India-China border, such as roads, tunnels, airfields and railway lines, is being developed so that the country`s unity and integrity are ensured fully. The work is being done at a fast pace," he said.

Singh said there have been perceptional differences about the LAC for a long time between forces of the two sides due to which some incidents of transgression or confrontation have taken place.

He said the armies patrol areas according to their understanding of the LAC and "sometimes our forces also go (in the area claimed by China)".

The minister, who faced interruptions from Congress members, said the two armies have mechanisms in place to prevent escalation in such situations and these include flag meetings and hotline.

Singh said the government was fully alert to the security needs of the country, conducts reviews from time to time and takes requisite steps.

"There is no need to feel concerned about the country`s security. There is no need to worry about border security of the country," he said.

He said the long-term steps to deal with border issues with China include talks between special representatives of the two countries, joint secretary-level meetings and Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC).&nbsp;

India has become the first country in the world which has made the entire Haj 2020 process 100 per cent digital, said Minority Affairs Minister Mukhtar Abbas Naqvi on Sunday.

His comments came after the minister signed the bilateral agreement for the pilgrimage with the Saudi Haj Minister Dr Mohammad Saleh bin Taher Benten in Jeddah.

Naqvi said, "An online application, e-visa, Haj mobile app, 'e-MASIHA'&nbsp;health facility, "e-luggage pre-tagging" providing all information in India itself regarding accommodation and transportation in Mecca and Madina will be provided to 2 lakh Indian Muslims going for Haj in 2020."

Adding that that for the first time facilities have been provided for digital pre-tagging of the baggage of pilgrims, the minister said, "This will ensure the Indian pilgrims will get information in India itself about building along with the room allotted to the pilgrims and transportation like details of the bus to be taken by the pilgrims after reaching to the airport in Saudi Arabia."

Naqvi said that this year, a 100 line information centre has been established at Haj House, Mumbai for providing information regarding the entire Haj process.

The minister further said that while on one hand health card is being provided to Indian Haj pilgrims in the country, on the other hand, "E-MASIHA" (E-Medical Assistance System for Indian Pilgrims Abroad), an online system to create and maintain the complete health database of Indian pilgrims along with doctors'&nbsp;prescriptions, medical treatment as well as medicine disbursals, has been developed to deal any emergency in Mecca-Madina.

"Haj Group Organisers (HGOs) have also been connected with 100 per cent digital system which has ensured transparency in their functioning and it has also ensured better facilities to Indian Haj pilgrims. For the first time, a portal of HGOs (Portal for Haj Group Organisers) has been developed which contains all the details of HGOs, their packages etc," he added.

Adding that the Ministry of Minority Affairs has taken effective and successful steps during last about 4 years to make Haj and other programmes completely digital/online as a part of Digital India Campaign of Prime Minister Shri Narendra Modi, the minister said, "Making the entire Haj 2020 process 100 per cent digital has helped in providing better facilities to people going for Haj and ensured transparency by eliminating middlemen."

In 2020, a total of 2 lakh Indian Muslims will perform Haj that too without any subsidy, he added.

"Online Haj applications received till November 30 include about 15,000 online Haj applications from Jammu and Kashmir. The last date of submission of Haj application is December 5," he said.

He added that India-Saudi Arabia relations have achieved newer heights under the leadership and guidance of Saudi Arabia King Salman Bin Abdul Aziz and Prime Minister of India Narendra Modi.&nbsp;

In a strong message, <a href="http://www.wionews.com/india-news/ties-with-japan-key-component-of-indias-vision-for-stability-in-indo-pacific-pm-modi-265476">India and Japan</a> have called Pakistan to act against terror groups operating out of territory under its control and comply with the commitments it has made to the anti-terror financing body Financial Action Task Force (FATF).

The joint statement issued after <a href="https://www.wionews.com/india-news/22-dialogue-reflects-synergy-between-indias-act-east-policy-and-japans-vision-for-free-open-indo-pacific-jaishankar-265460">India, Japan maiden 2+2 Defence and Foreign Ministers meeting</a> said, "The Ministers underlined the need for all countries to ensure that all territory under their control is not used to launch terrorist attacks on other countries in any manner."

"They noted in this context the threat posed to regional security by terrorist networks operating out of Pakistan and called upon it to take resolute and irreversible action against them and fully comply with international commitments including to FATF," the statement added. &nbsp;

Pakistan had given commitments to the FATF but has failed to live up to them and has received a rap from the Paris-based body. Islamabad faces a probable blacklisting and has time till February when the plenary meets next.&nbsp;

Other than Pakistan, North Korea and the South China Sea was also discussed during the meet at Delhi's Hyderabad house.&nbsp;

Both sides urged a call on North Korea for "complete, verifiable and irreversible dismantlement of all weapons of mass destruction" and urged Pyongyang to "resolve the abductions issue at the earliest date". North Korea is known to have abducted many Japanese citizens, Tokyo has nudged the country to release them soon.

On the South China Sea, both the sides called on the 'Code of Conduct' to be negotiated and not to "prejudice the rights and interests of the stakeholders using the South China Sea and freedoms of all states under international law". The nations also reiterated the need for a "free, open, inclusive and rules-based Indo-Pacific region in which the principles of sovereignty and territorial integrity are ensured".

Both sides made "significant progress" on Acquisition and Cross-Servicing Agreement (ACSA) negotiations and expressed a "desire for an early conclusion". ACSA is a logistics agreement. Its negotiations started last year, expected to be signed during Japanese Prime Minister Shinzo Abe's visit to India in December.&nbsp;

Solicitor General Tushar Mehta, representing the ED, told the apex court, "There are Benami properties outside India which can be traced to him.

Sixteen companies were involved in laundering and modifying the shareholding pattern. Twelve foreign bank accounts were connected, twelve foreign properties were identified and properties were found in sixteen countries which can be linked to Chidambaram."

The top court was hearing Chidambaram`s petition challenging the Delhi High Court November 15 verdict which denied him bail in the case being probed by the ED. He sought bail in a case pertaining to the Foreign Investment Promotion Board (FIPB) clearance given to INX Media to the tune of Rs 305 crore in 2007 during his tenure as the finance minister.

Mehta further told the court that besides INX Media "there are other companies that also applied for FIPB approvals".Opposing his bail plea, Additional Solicitor General KM Natraj also said that there is "direct involvement" of Chidambaram in the case and he influenced witnesses not to participate in the investigation.

"Gravity of offence must be taken into the note; he has control over very crucial witnesses. The witnesses are not ready to come face to face." Mehta told the top court. He also said that the High court`s findings that he has not influenced the witnesses are "factually incorrect"."Witnesses are vulnerable if Chidambaram is granted bail.

They did not turn up for confrontation with P Chidambaram, because of the power he used, fear he invoked in the mind of witnesses," Mehta added. The Solicitor General further added that the charge sheet in the case will soon be filed.

"Investigation in the present case is undergoing and at a very crucial stage," he added. The Congress leader was first arrested by the Central Bureau of Investigation (CBI) on August 21 in the INX Media corruption case but was granted bail by the Supreme Court two months later. He was arrested by the ED in the money laundering case on October 16.

A special court yesterday extended his judicial custody in Tihar jail till December 11.

The government wants the <a href="https://www.wionews.com/india.../government-making-efforts-to-ensure- better-regulatory-mechanism-in-banking-sector-nirmala-sitharaman-...">Reserve Bank of India</a> to set up a fund to buy out stressed assets of the country's top 25 shadow lenders and revive the financial sector, a government source told reporters on Thursday.

The shadow banking sector has been battling a credit crunch ever since one of the sector's biggest firms Infrastructure Leasing &amp; Financial Services collapsed in late 2018 amid fraud allegations.

The finance ministry has proposed a bailout plan on the lines of the US&nbsp;Troubled Asset Relief Programme following the 2008 financial crisis to pull India's financial sector out of a deep slump and get credit flowing back into a weak economy, the source told a group of reporters.

"Talks are on and various rounds of discussions have happened with the central bank on a mini TARP-like programme," the source who is involved in the discussions told reporters.

"RBI could be the buyer of last resort”," the source, who cannot be named in line with his service rules, said.

In 2008, the United States Treasury Department had worked out a $700 billion bailout plan to address the financial crisis.

The government has been considering measures to revive the financial sector to get boost economic growth after five straight quarters of declines. A further decline in the growth rate is forecast for the July-September period, in data due out on Friday.

Shadow lenders account for a large chunk of India's credit market, accounting for a 30 per cent&nbsp;share of auto loans and more than 40 per cent of home loans as of December 2018, according to the central bank.

The government official said that the RBI has been reluctant to open its balance sheet for a large bailout programme for the shadow banks as it feels the step is too drastic and more discussions are required.

The RBI declined to comment on the government source's remarks.

Any new measure is likely to help such as Indiabulls Housing Finance, Piramal Enterprises, Reliance Capital, Shriram Transport Finance and Mahindra &amp; Mahindra Financial Services.

Shares of Piramal rose nearly 5 per cent&nbsp;to 1830.70 rupees a share, while Shriram Transport Finance company rose 1.3 per cent&nbsp;to 1,155 apiece from 1,140 rupees, after the news before paring some gains.

The new proposal comes after the government's 1 trillion rupees partial credit guarantee scheme under which state-run banks would buy high-rated pooled assets of financially sound shadow lenders failed to take off.

Banks, which are burdened with over 9 trillion rupees of bad loans of their own, remain risk-averse.

The government has also asked the central bank to consider a one-time waiver to banks from classifying some real estate loans as bad loans, the official said.

<a href="https://www.wionews.com/...economy/oecd-hails-india-reforms-pegs-62- growth-in-2020-264158">&nbsp;India's economy</a> probably expanded at its weakest pace in more than six years in the quarter to September, a Reuters poll showed, as consumer demand and private investment weakened further and a global slowdown hit exports.

The median of a poll of economists showed annual growth in gross domestic product of 4.7 per cent&nbsp;in the quarter, down from 5.0 per cent&nbsp;in the previous three months and 7 per cent&nbsp;for the corresponding period of 2018.

Economic growth could dip to around 4 per cent&nbsp;in the September quarter, two domestic television channels said on Wednesday, citing government sources.

If the latest figure for expansion of gross domestic product is 4.7 per cent&nbsp;or less, the quarter will have registered the slowest expansion in 26 quarters, since 4.3 per cent&nbsp;in January-March 2013.

<a href="https://www.wionews.com/.../india-uk-reaffirm-commitment-on-counter- terrorism-cooperation-264974">Prime Minister Narendra Modi</a>'s government has taken several steps, including cutting corporate tax in September, to boost investments and bolster economic growth.

Economists in a Reuters poll predicted the Reserve Bank of India would cut its repo rate for the sixth time in a row, by 25 basis points, to 4.90 per cent&nbsp;at its Dec. 3-5 meeting.

"Agrarian distress and dismal income growth so far, coupled with subdued income growth expectation in urban areas, have weakened consumption demand considerably," said Devindra Pant, chief economist at Fitch arm India Ratings &amp; Research.

"Even the festive demand has failed to revive it," he said, citing data on non-food credit, auto sales and select fast-moving consumer goods.

'Economic emergency'

On Wednesday, in a heated parliamentary debate on the economic slowdown affecting jobs, opposition parties said millions of people had lost their jobs and the country faced an "economic emergency".

In her reply, <a href="https://www.wionews.com/.../cbic-suspends-assistant-commissioner-deepak- pandit-for-misusing-powers-264782">Finance Minister Nirmala Sitharaman</a> said the economy faced a slowdown but no "recession" and cited several government measures to support economic growth.

On Thursday, she sought parliament's approval to spend $2.7 billion in addition to a budgeted 27.86 trillion rupees ($388 billion) in the 2019/20 fiscal year.

Economists said with persistently tight domestic credit and weak corporate profits, India's recovery could be delayed and the pick-up would remain below potential.

India needs to grow at around 8 per cent&nbsp;to create enough jobs for its millions of young people joining the labour force each year.

The unemployment rate in October rose to 8.5 per cent, its highest since August 2016, according to the Centre for Monitoring Indian Economy (CMIE), though the government estimates that urban unemployment declined.

Some economists, however, said economic growth could pick up in the second half of the current fiscal year, after the government took steps to support real estate and non-bank finance companies.

"The economic slowdown has bottomed out in the September quarter," said N.R. Bhanumurthy, an economist at the National Institute of Public Finance and Policy, a Delhi-based government think tank.

"With easing of credit and pick up in festival demand, economic growth is expected to pick up from October onward."

India's economy probably expanded at its weakest pace in more than six years in the quarter to September, a Reuters poll showed, as consumer demand and private investment weakened further and a global slowdown hit exports. The median of a poll of economists showed annual growth in gross domestic product of 4.7 per cent in the quarter, down from 5.0 per cent in the previous three months and 7 per cent for the corresponding period of 2018. Economic growth could dip to around 4 per cent in the September quarter, two domestic television channels said on Wednesday, citing government sources. If the latest figure for expansion of gross domestic product is 4.7 per cent or less, the quarter will have registered the slowest expansion in 26 quarters, since 4.3 per cent in January-March 2013. Prime Minister Narendra Modi's government has taken several steps, including cutting corporate tax in September, to boost investments and bolster economic growth. Economists in a Reuters poll predicted the Reserve Bank of India would cut its repo rate for the sixth time in a row, by 25 basis points, to 4.90 per cent at its Dec. 3-5 meeting. "Agrarian distress and dismal income growth so far, coupled with subdued income growth expectation in urban areas, have weakened consumption demand considerably," said Devindra Pant, chief economist at Fitch arm India Ratings & Research. "Even the festive demand has failed to revive it," he said, citing data on non-food credit, auto sales and select fast-moving consumer goods. 'Economic emergency' On Wednesday, in a heated parliamentary debate on the economic slowdown affecting jobs, opposition parties said millions of people had lost their jobs and the country faced an "economic emergency". In her reply, Finance Minister Nirmala Sitharaman said the economy faced a slowdown but no "recession" and cited several government measures to support economic growth. India needs to grow at around 8 per cent to create enough jobs for its millions of young people joining the labour force each year.

Indian states face difficulties in reducing deficits, challenging the country's ability to meet medium-term fiscal consolidation goals as economic growth slows, Moody's Investors Service said in a new report released on Wednesday.

"Indian states do not generate sufficient own source revenue to cover their spending needs. The introduction of <a href="https://www.wionews.com/business-economy/gst-revenue-collections-for-june-total-rs-99939-crore-232065">Goods and Services Tax </a>(GST) in 2017 has further increased states' reliance on central government transfers," said Moody's Assistant Vice President and Analyst Gjorgji Josifov.

"As slowing growth and continued infrastructure spending are likely to keep state-level deficits elevated, we expect the central government will continue to face challenges in achieving its fiscal consolidation targets," added Josifov.

The implementation of the GST in July 2017 replaced many indirect taxes levied by the states with centralised GST rates. As a result, states are now more reliant on the central government for revenue, with the central government accounting for almost half their revenue.

Meanwhile, persistent spending pressures and slowing economic growth will keep state-level deficits high at about 3 per cent of GDP for the fiscal year ending March 2020. Coupled with the projected 3.7 per cent deficit for the central government, this will bring the general government deficit to about 6.7 per cent.

Without policy changes, Moody's expects states' deficits to stay around current levels which will continue to challenge general government (combined central and state) fiscal consolidation.

As a percentage of GDP, states' outstanding debt will remain around 25 per cent in fiscal 2019 and 2020. To achieve the Fiscal Responsibility and Budget Management (FRBM) Act baseline scenario of debt-GDP reaching 20 per cent by 2024-25 will require significant expenditure cuts and much higher revenue growth.

Moody's report forms part of its continuing research on the debt and finances of India's states and local governments, and the central government's efforts to reduce deficits and debt.

The Union Cabinet on Wednesday approved the Memoranda of Understandings (MoUs) inked between India and Saudi Arabia in the field of combating illicit trafficking and smuggling of narcotic drugs, psychotropic substances and chemical precursors.

The MoUs shall facilitate and enhance the cooperation between the two countries in combating illicit trafficking and smuggling of narcotic drugs, psychotropic substances and chemical precursors, as defined by the United Nations International Drug Control Conventions.

The cooperation will also provide a provision for the exchange of relevant information as well as methods, identities and suspicious activities of producers, smugglers and traffickers of narcotic drugs, details of trafficking of NDPS and Precursors Chemicals on requisitions and financial details of the traffickers arrested on drug-related charges.

Illegal Drug trafficking is a global illicit trade. Massive production and circulation of drugs through various convenient routes especially through Afghanistan is paving ways for high consumption of drugs amongst youth thus creating a negative impact on public health and adding to the criminalisation of the society.

Drug trafficking has also provided funding for insurgency and terrorism in various regions throughout the world. Narco-terrorists and international criminal organizations that thrive on the illegal drug trade now threaten the security of many nations.&nbsp;
