US condemns China's efforts to silence Hong Kong's democratic voices

The decision making body at the helm of China’s parliament unanimously approved a plan for reforms in Hong Kong’s electoral system. Reported first by the South China Morning Post, the plan was approved on Tuesday.

China’s National People’s Congress Standing Committee approved the plan with a vote of 167-0, SCMP said, citing Tam Yiu-chung, a representative of Hong Kong in the committee.

Earlier on March 22, eight Hong Kong democracy activists detained in China last year for illegally crossing the border were due back in the city after completing jail terms, in a case that drew international attention and concern over their treatment.

China's parliament approves plan for electoral reforms in Hong Kong: Report

China has sharply reduced the number of directly elected seats in Hong Kong's legislature in a setback for the territory's already beleaguered democracy movement.

The changes were announced on Tuesday after a two-day meeting of China's top legislature.

In the new make-up, the legislature will be expanded to 90 seats, and only 20 will be elected by the public. Currently, half of the 70-seat legislature, 35 seats, are directly elected.

The move is part of a two-phase effort to reign in political protest and opposition in Hong Kong, which is part of China but has had a more liberal political system as a former British colony. China imposed a national security law on Hong Kong last year and is following up this year with a revamp of the electoral process.

The crackdown comes in the wake of months of pro-democracy protests in 2019 that brought hundreds of thousands to the streets and turned violent as the government resisted protester demands.

China's top legislature, the Standing Committee of the National People's Congress, amended Hong Kong's constitution to pave the way for the changes. The Hong Kong government is now tasked with revising its electoral laws and holding an election.

In the current 70-member legislature, voters elect half the members and the other half are chosen by constituencies representing various professions and interest groups. Many of the constituencies lean pro-Beijing, ensuring that wing a majority in the legislature.

The new body will have 20 elected members, 30 chosen by the constituencies and 40 by an Election Committee, which also has and will continue to choose the city's leader. The committee, which will be expanded from 1,200 to 1,500 members, is dominated by supporters of the central government in Beijing.

A separate committee will also be established to review the qualifications of candidates for office in Hong Kong to ensure the city is governed by 'patriots', in the language of the central government.

A 15.81 carat Sakura diamond, the largest of its kind to ever appear for sale, will go under the hammer at Christie's upcoming Hong Kong Magnificent Jewels Live Auction on May 23, the auction house announced on Tuesday.

Estimated at 25 million USD to 38 million USD, the 'fancy vivid purple pink internally flawless' diamond will be the star highlight of the sale.

It is the diamond's exceptional rarity, extraordinary optical transparency, brilliant colour, and enormous size that make it an immensely important, and eternal masterpiece of nature.

"As fewer than 10 per cent of pink diamonds weigh more than one-fifth of a carat, this fancy vivid purple-pink diamond is of an unprecedented size of 15.81 carats, which is the largest of its kind (Fancy Vivid Purple-Pink) to be offered at any auction," a Christie's statement noted.

It added that the lot fell in the exclusive group of the four per cent of pink diamonds that possess a colour deep enough to qualify as 'fancy vivid'.

"This magnificent gem is graded 'fancy vivid' for its perfect display of strong saturation and remarkable pink hue with a secondary colour of purple, resembling the fascinating colour of cherry blossoms appropriately coinciding with spring," the auction house said.

Christie's has previously offered on auction several of the largest and the rarest pink diamonds, including the Winston Pink Legacy sold in Geneva in 2018 that still holds the auction record per carat for any pink diamond.

"This season we are very honoured to continue this fine tradition by presenting 'The Sakura Diamond' in Hong Kong."

"This exceptionally rare and magnificent wonder of nature represents a unique expression of identity and mesmerising beauty through its enthralling purple pink hue, that will undoubtedly capture the hearts of discerning connoisseurs and collectors worldwide," said Vickie Sek, Chairman, Department of Jewellery, Christie's Asia Pacific.

Hong Kong's government said an initial investigation by Germany's BioNTech and Fosun Industrial into its coronavirus vaccine did not show any "obvious systemic factors" during packaging after use of the vaccine was suspended in the city and neighbouring Macau this week.

Authorities on Wednesday halted the use of a COVID-19 vaccine developed by BioNTech citing defective packaging, triggering confusion in inoculation centres across the city.

The suspension came as the Asian financial hub has faced a sluggish take-up of vaccines due to dwindling confidence in China's Sinovac vaccine and fears of adverse reactions.

In a statement published late on Saturday, the city's government said the investigation results did not rule out that the situation was "caused by environmental conditions during the long-haul transport process."

It was not related to the cold-chain and logistical management of the vaccine and random testing of intact vials delivered to Hong Kong did not uncover any issue of leakage.

Both Fosun and BioNTech considered the vaccines to have no safety risks and people who have received them "do not need to worry", the government said.

The remaining part of the investigation will focus on "ascertaining the integrity of the intrinsic properties of the relevant batches of vaccine, and that the batches are safe for use."

The government said it was following up with Fosun and BioNTech to complete the investigation within a week to allow for a resumption of supplying the vaccines to the public.

The city started vaccinating residents with doses from Sinovac in February and began offering the one developed by BioNTech in March.

There are a few perils attached with being a pro-China lawmaker in a room full of honest speakers. First, you get hurt at the slightest mention of the most popular name given to the deadly virus of the year. And second, you walk out - virtually, because, virus.

By that measure, Hong Kong's Executive Council member Regina Ip Lau Suk Yee cannot be really blamed for her (over)reaction at the WION Global Summit on Wednesday.

The audience at the summit were in for a surprise when the mention of "Wuhan virus" rattled Regina Ip Lau Suk Yee so much that she staged a walkout from the session -- when Michael Tsai, former defence minister of Taiwan, was speaking at the summit's second session The Post-Pandemic World Order.

Regina had started with a broadside against the West for not paying enough attention to the outbreak of Sars-CoV2.

"We in Hong Kong are lucky because the number of cases are relatively low. In fact we had done pretty well initially and then, we suffered the second and the third wave. We have effectively curbed the spread of the virus. The pandemic led to leadership crisis, especially by the developed region, like the US and Europe. First, Trump refused to believe it was a pandemic. And that's why we still have a lot of Americans who think Covid-19 is a hoax," she said.

"The so-called leaders of the free world are not helping the other part of the world by helping them with vaccines. China is helping with vaccines while Russia is sharing the technology. Because of this lack of leadership and cooperation, it will take long before we can overcome this pandemic."

The mood was set. It was anti-West and pro-China.

But then came Tsai, who started with a bang. His first sentence had the words ''Wuhan Virus'', enough to rattle the otherwise composed Regina.

"Let me begin how nations failed in this pandemic - Covid-19 or you may call it the Wuhan virus..." Tsai began.

Regina interrupted, "I beg your pardon. I don't think you should refer to the virus as Wuhan virus. I'll leave this talk if you again use this term."

Tsai conceded defeat. And chose another way to put forth his thoughts.

He said, "Taiwan as a nation....."

Regina interrupted again, "I am sorry I'll have to leave this talk. Taiwan is not a nation. It's a renegade province of the People's Republic of China..."

That was all for her. She stood up and began to walk.

WION Executive Editor Palki Sharma requested her to stay, but she left, as Tsai smiled and continued.

The walkout, however, did not stop Tsai from speaking his mind.

"To talk about China, I think China has to take the responsibility for not informing about the pandemic in time. I would suggest that the WHO has to do a little bit more. I appeal that China has to respect human rights. Everyone in the world has to have concern for human rights in Hong Kong, Tibet and Xinjiang. We would also appeal to China and the Communist leadership in Beijing to stop their aggression towards Taiwan, Japan, etc in the South China Sea."

The best documentary shorts at the Oscars often go unnoticed among the prominent feature film categories but the same category seems to have irked the authorities in China.

A report in The Hollywood Reporter states that Beijing's media regulators have told the local press outlets not to broadcast live coverage of the Oscars. They have also reportedly been asked to tone down the coverage of the event overall. Reason: The orders come as a response to the nomination of the short documentary 'Do Not Split', which explores the 2019 pro-democracy protests in Hong Kong as well as some previous statements made by Best Director nominee Chloe Zhao who is of Chinese descent. Zhao is a front runner in the category for her film 'Nomadland'.

'Do Not Split' which has been helmed by Norwegian filmmaker Anders hammer, documents the 2019 protests in Hong Kong over the proposal of a law that would have made it possible for Hong Kong residents to be extradited to mainland China to face Beijing's legal system. The student-led protests drew the attention of the world, and the documentary shows the brutal backlash the activists faced by the Hong Kong police. The protest evolved into a broader call for democracy and human rights.

The film also highlights Hong Kong's draconian national security law, which effectively quashed the protest movement in 2020 and resulted in the arrest of scores of activists.

Meanwhile, Chloe Zhao has been facing backlash in the country over her past comments on China. Zhao's 'Nomadland' has earned six nominations overall, including for best picture. When Zhao won the best director award at the Golden Globes in February earlier this year, the moment was widely celebrated in China, with local news outlets and social media users celebrating and calling her a national pride. However, the situation changed dramatically a day later when old interviews of the filmmaker resurfaced where Zhao could be heard being critical of her country.

The U.S. sanctioned an additional 24 Chinese and Hong Kong officials over Beijing’s ongoing crackdown on the city. The move comes ahead of US Secretary of State Antony Blinken's meeting with top Chinese diplomats in Alaska later this week.

Families in Asia's financial hub of Hong Kong are suffering isolation and trauma after strict coronavirus rules have led to babies being separated from parents and those with newborns herded into tiny quarantine quarters for up to 14 days.

Hong Kong authorities have ordered that anyone testing positive for the virus must go to hospital, including babies, while all their close contacts, even those, who test negative, are sent to makeshift quarantine camps.

"It’s crazy," said one mother, who said, she had to abruptly stop breastfeeding following separation from her seven-month-old son last week after she was diagnosed with COVID-19.

"I got fever last night because I have gone from breastfeeding to 100% pumping," said the woman, who asked not to be identified.

"So instead of dealing with Covid, I’m dealing with blocked sore breasts."

The separation of families over the virus is not common in other developed cities, say legal experts.

Hong Kong's government did not immediately respond to requests for comment.

Shahana Hoque-Ali, a scientist, who moderates the Hong Kong Quarantine support group on Facebook, said it had assisted in more than 100 cases of children, who had faced separation from their parents over the past year, with dozens in the past week.

She urged families to push back against such steps, saying they should stay with their children, particularly those being breastfed.

Many expatriate families with young children were among the hundreds of residents sent to quarantine last week after an outbreak at a popular upmarket gym in Hong Kong's Sai Ying Pun district.

That case has ensnared bankers, lawyers and the city’s international school network, with some teachers and students infected.

Beijing remains in the line of fire over its action in Hong Kong. The United Kingdom has now accused China of breaching the 1984 declaration.

China breaching legal deal over Hong Kong governance

The European Union has hit out at China for the political conditions in Hong Kong, describing it as an "alarming political deterioration" and a "severe erosion of autonomy, democracy and fundamental freedoms".

According to South China Morning Post, the bloc`s annual report on the city hit out at the tightening grip of Beijing on Hong Kong affairs, the "chilling effect on the exercise of protected rights and freedoms" brought by the national security law (NSL), and an uptick in "self-censorship in the media, academia and civil society".

"The wide-ranging nature of the National Security Law (NSL) offences, and the uncertainties over how they will be applied, have provoked serious concerns and have had a chilling effect on the exercise of protected rights and freedoms in Hong Kong. While there has been little overt censorship in response to the NSL, and no pro-democracy publications have faced outright closure, the trend towards self-censorship in the media, academia and civil society has accelerated," the report read.

EU High Representative/Vice-President Josep Borrell, in a statement, said that over the course of 2020, the bloc witnessed an "alarming political deterioration in Hong Kong. The National Security Law imposed by Beijing is being used to crack down on pro-democracy forces, stifle dissent and pluralism, and erode fundamental freedoms."

"The arrest of dozens of pro-democracy activists in January this year confirmed that this trend is accelerating. China is consciously dismantling the `One Country, Two Systems` principle in violation of its international commitments and the Hong Kong Basic Law. The regressive electoral changes approved yesterday in Beijing are yet another step down this path," Borrell added.

The group said the tightening of mainland authorities` grip on Hong Kong affairs was evidence that the city`s autonomy was under threat."Fears about the vulnerability of `one country, two systems` were compounded in April when the Hong Kong Liaison Office (HKLO), representing the mainland authorities in Hong Kong, asserted that it was not bound by the obligation of non-interference in Hong Kong affairs enshrined in the Basic Law," the report said.According to the South China Morning Post, the Hong Kong government dismissed the EU`s report as "biased and ungrounded political smearing".

"It is totally untrue and biased to say that the Hong Kong national security law [has] had a chilling effect on the exercise of rights and freedoms in Hong Kong. The Hong Kong national security law clearly stipulates that the HKSAR shall protect the rights and freedoms enjoyed by residents under the Basic Law," the statement said.

The National People`s Congress (NPC) on Thursday passed the resolution by a near-unanimous vote, paving the way for the biggest shake-up to the city`s electoral system since its return to China in 1997, reported South China Morning Post (SCMP).

A total of 2,895 delegates voted in favour of the proposal, which will authorise its standing committee to finalise the details of the electoral reform process and applauded for the longest period after the Hong Kong electoral proposal was passed.

Under the new electoral system, NPC members and the Chinese People`s Political Consultative Conference, the country`s top political advisory body, will be part of the Election Committee in the selection process of the city`s leader next year, reported Xinhua news agency.

Less than a year after imposing the draconian National Security Law, China last week had launched a legislative process for drastic electoral system reform in Hong Kong, which could benefit the pro-establishment camp and further quash the political opposition in the city.

The Election Committee will be expanded to add these 300 Beijing loyalists and the Legislative Council will also be expanded to 90 seats from 70.Although Chinese officials have insisted that the measures are necessary to establish a `democratic electoral system with Hong Kong characteristics`, critics have warned that it would limit the space for the opposition in the city and roll back years of effort to liberalise the system, reported SCMP.Ahead of the NPC`s vote on the electoral measures, Britain said the proposed changes to Hong Kong`s electoral system would be another attack on the former British colony`s rights and freedoms.

EU slams China over Hong Kong's 'alarming political deterioration'

In a striking statement, Britain has announced that China is no longer compliant with Hong Kong's joint declaration.

"The UK now considers Beijing to be in a state of ongoing non-compliance with the Sino-British Joint Declaration," the foreign ministry said in a statement.

This announcement came after China made sweeping changes to the region's electoral system, the UK has claimed.

The treaty in question was signed in 1997 before Britain handed back Hong Kong to China and was initiated to make sure Hong Kong does not suffer under the control of China.

As per the treaty, Hong Kong is guaranteed the status of a financial hub and should have freedom of speech and autonomy to manage its own affairs, without foreign interference and impositions.

However, the UK feels that China's recent decision to "impose radical changes to restrict participation in Hong Kong's electoral system" is a clear breach of the agreement.

"This is part of a pattern designed to harass and stifle all voices critical of China's policies and is the third breach of the Joint Declaration in less than nine months," UK's foreign secretary Dominic Raab said. "I must now report that the UK considers Beijing to be in a state of ongoing non-compliance with the Joint Declaration."

While the UK has been a constant critic of China's crackdown on pro-democratic voices, the recent moves have been a "demonstration of the growing gulf between Beijing's promises and its actions," Raab said.

Guaranteeing that the UK will continue to stand up for the people of Hong Kong, Raab warned Beijing that "China must act in accordance with its legal obligations and respect fundamental rights and freedoms in Hong Kong."

The UK is not the only first-world country to raise concern, the US Secretary of State Antony Blinken called the new election rules to be "a direct attack on autonomy promised to people in Hong Kong under the Sino-British Joint Declaration."

Meanwhile, the European Union (EU) has also warned China against the new rules. "The National People's Congress of the People's Republic of China adopted today a decision that will have a significant impact on democratic accountability and political pluralism in Hong Kong," said EU foreign policy chief Josep Borrell, on behalf of the EU.

The Hong Kong activists will remain in custody after a court on Friday rejected their requests for bail in a case where they are charged with conspiracy to subvert the government.

The charges against a total of 47 opposition figures represent the most sweeping use yet of Hong Kong's new security law, which punishes what it broadly defines as secession, subversion, terrorism and collusion with foreign forces with up to life in prison.

Of the 21 defendants in court on Friday, Judge Victor So rejected 11 applications while the rest were withdrawn by the defendants. The rejected defendants have the right to file for another review in eight days, although most indicated they did not intend to do so.

In contrast with past practice, the new security law puts the onus on defendants to prove they will not pose a security threat if released on bail.

Since the group of 47 were charged around two weeks ago, the court has heard a series of requests for bail. While most requests were rejected, the court approved some applications, prompting immediate appeals from prosecutors to overturn some of those approvals. Just five of the group are currently out on bail.

Hong Kong activists remain in custody after court rejects bail pleas

Beijing's plans for electoral reform in Hong Kong -- apart from the imposition of a security law -- are aimed at ending the prevalent chaos in the territory, a top Chinese official said Friday.

The reforms cumulatively amount to a "combination of punches" to quell unrest in the southern city. The official in charge of Hong Kong policy told reporters Friday the "chaos" of recent years showed that the city's electoral system has "clear loopholes and shortcomings".

Hong Kong was rocked by massive and sometimes violent pro-democracy protests in 2019 against Beijing's encroachment on its unique freedoms.

The Chinese government has since cracked down on the opposition, arresting dozens of activists and smothering the street movement with a draconian national security law.

Alongside the national security law, the move represents "a combination of punches, to... effectively manage the ongoing chaos", said Zhang Xiaoming, of the Hong Kong and Macau Affairs Office.

The problem in Hong Kong is a "political one", he said, repeating an often-used -- but unproven -- allegation by Beijing that outside forces are fermenting disruption in the financial hub.

"It is a contest between a seizure of power and countering the seizure, subversion and counter-subversion, infiltration and counter-infiltration," Zhang said.

"We have no room for concession on this issue."

After the proposed reform was approved at China's rubberstamp congress on Thursday, criticism has poured in from the United States and the European Union.

The move is "a direct attack on autonomy promised to people in Hong Kong under the Sino-British Joint Declaration" before the handover of the territory in 1997, US Secretary of State Antony Blinken said.

Legal moves on Hong Kong aimed at ending chaos, China says

A Hong Kong court will hear on Friday an appeal by as many as 21. activists against a decision last week to deny them bail in a widely monitored case of 47 opposition figures charged with conspiracy to subvert the government.

The charges represent the most sweeping use yet of Hong Kong's new security law, which punishes what it broadly defines as secession, subversion, terrorism and collusion with foreign forces with up to life in prison.'

Five of the 47 have already been granted bail, with nine awaiting the High Court to rule over a prosecutors' appeal against an earlier decision to release them. One other was remanded in custody following a successful appeal by prosecutors.

Five of the 47 have already been granted bail, with nine awaiting the High Court to rule over a prosecutors' appeal against an earlier decision to release them. Hong Kong court to hear appeal for bail release by 21 activists

Hong Kong's High Court has released on bail one activist charged with conspiracy to commit subversion and remanded another in a widely monitored case involving 47 others.

The court was ruling on an appeal by prosecutors against a lower court's decision to grant bail to the activists. Hong Kong laws restrict media coverage of the content of bail hearings.

A lower court granted 15 activists bail last week after marathon hearings of 47 opposition figures, which stretched into the night for four consecutive days and saw some of the defendants falling ill and hospitalised. Of the 32 for whom bail was denied, about two dozen are appealing the decision, with hearings starting on Friday.

China overhauls Hong Kong's electoral system, grants itself veto powers over candidates

Hong Kong's leader Carrie Lam has praised China's plan to ensure only 'patriots' remain in politics. Earlier, China had said that only those deemed 'patriotic' will be allowed to contest polls.

China continues to clampdown on Hong Kong even after international pressure. Foreign Minister Wang Yi has asserted that the rioting which occurred in Hong Kong is proof that its electoral system needs to undergo reform.

The Chinese government's top diplomat State Councillor Wang Yi on Sunday said the electoral system in Hong Kong must be improved for long-term stability, saying reform would bring about a 'brighter future' for the city.

China's plan to dramatically reform Hong Kong's electoral system, unveiled this week during the country's annual parliamentary session, is expected to upend the territory's governance and ensure Beijing loyalists are in charge.

"Loving Hong Kong and patriotism are exactly the same," said Wang on Sunday, adding that changes to the electoral system are constitutional and justified.

Hong Kong needs electoral reform for 'brighter future', says China

China's rubber-stamp parliament is deliberating plans to overhaul Hong Kong's electoral system to ensure Beijing loyalists are in charge.

Hong Kong representatives to China's parliament, in Beijing this week for an annual session, say the changes are necessary and desirable.

"They think 'one man one vote' is the best thing, and they take advice from countries that don't even have 'one man one vote'," he said, referring to how neither the US President nor the British Prime Minister is elected by a popular vote.

The proposed changes, which include expanding the city's Election Committee from 1,200 to 1,500 people, and expanding the city's Legislative Council from 70 to 90 seats, will make Hong Kong's electoral system more 'representative', and less prone to 'dictatorship of the majority', Liao argued.

Critics, however, worry that the expansion means that Beijing would be able to stack the two bodies with even more pro-establishment members, to gain the numerical superiority needed to influence important decisions, such as the election of the city's chief executive, leaving Hong Kong voters with less direct say in who they want to lead them.

This comes after dozens of pro-democracy protesters were arrested in Hong Kong, including former lawmakers, under the draconian security law that was approved last year. Watch | A "qualification vetting system" that will encourage" orderly political participation" is included in the legislation, parliamentary spokesman Wang Chen was quoted as saying by news agency AFP. The move will further hurt the democratic system of Hong Kong, a region where China committed to provide a degree of autonomy. "If the measures are passed, as I'm sure they will be, then the voice of the opposition will be effectively silenced," Willie Lam, China analyst at the Chinese University of Hong Kong said. China has ramped up its authoritarian measures in Hong Kong after facing intense pressure through massive pro-democracy rallies throughout 2019. Meanwhile, in the Congress session, Chinese Premier Li Keqiang also vowed to "resolutely guard against and deter" interference by external forces, amid rising global condemnation of China over its approach towards Uighurs, Taiwan and Tibet. The Chinese premier also pledged to "resolutely deter any separatist activity" in Taiwan in his speech, as he opened the session.

China moves law to elect Hong Kong lawmakers in bid to eliminate dissent

A Hong Kong court has granted bail to around at least 15 out of 47 democracy activists charged with conspiracy to commit subversion.

The landmark case has drawn widespread criticism that Beijing is using a national security law -- punishes its most serious charges, including subversion, with up to life in prison -- to crush the city's opposition.

The activists, aged 23-64, are accused of organising and participating in an unofficial, non-binding primary poll last July that authorities said was part of a "vicious plot" to "overthrow" the government.

The marathon bail proceedings started on Monday. The hearings have gone on late into the night for three consecutive days, causing several defendants to fall ill and be taken to the hospital.

Hong Kong laws restrict media coverage of the content of bail hearings. An appeal to lift those restrictions in the interests of transparency was rejected by the court on Thursday.

In contrast with the global financial hub's common law traditions, the new security law puts the onus on defendants to prove they will not pose a security threat if released on bail.

Hong Kong's Department of Justice has said no one should interfere with independent prosecutorial decisions, adding it "undermines the rule of law."

Supporters of the security law, which punishes what it broadly defines as secession, subversion, terrorism and collusion with foreign forces with up to life in prison, say it is necessary to restore stability in Hong Kong after months of pro-democracy protests in 2019.

Among those charged were prominent democracy campaigners Lester Shum, Joshua Wong, Owen Chow, Wu Chi-wai and Sam Cheung.

The detentions have been fiercely criticised by governments in the West, including in Britain and the United States.
