IPL 2024 likely to start from March 22; final schedule after confirmation of general election polling dates

The general elections in Bangladesh will be held on January 7, 2024, Chief Election Commissioner (CEC) Kazi Habibul Awal announced on Wednesday (Nov 15).

The announcement was made in a televised speech for the first time in the history of Bangladesh.

Earlier, the chief election commissioners used to air the recorded version of the polls schedule to address the nation, Dhaka Tribune reports.

November 30 will be the last day to file nomination papers, and they will be scrutinised from December 1 to December 4.

The last date for withdrawal of candidature is December 17, while on December 18, the EC will allot election symbols to candidates, Awal said.

Political parties can start campaigning from December 18 to January 5, 2024 midnight, the CEC said.

Violent protests rock Bangladesh

The announcement comes amid violent protests by opposition parties demanding the resignation of Prime Minister Sheikh Hasina for a caretaker government to take over.

Since October 28, at least four people, including a policeman, were killed and hundreds injured in violent protests.

The main opposition Bangladesh Nationalist Party (BNP), whose top leadership is either jailed or in exile, has previously said that it would boycott the upcoming national elections if PM Hasina does not resign and allows voting under a caretaker government, Reuters reported.

Local media reports stated that around 8,000 opposition leaders and activists, including BNP Secretary General Mirza Fakhrul Islam Alamgir, have been arrested in a nationwide crackdown.

Hasina has tightly ruled the South Asian country since coming to power in 2009. However, her rule has been widely criticised for human rights violations, cracking down on free speech and suppressing dissent while jailing her critics.

Her main rival and two-time prime minister, BNP leader Khaleda Zia, has been under house arrest over corruption charges, which her party calls are engineered. Her son and BNP's acting chairman, Tarique Rahman, is in exile after several charges were brought against him that he denies.

Bangladesh general elections to be held on Jan 7, 2024

What is it about democracy and governance that they often tend to contradict each other and make us dust up old quotes of departed wise men?

As India furiously debates the 'One Nation, One Election' call more-or-less endorsed by Prime Minister Narendra Modi of the Bharatiya Janata Party through a committee to examine the issue, it becomes pertinent to examine why the subject is contentious.

The committee led by former president of India Ram Nath Kovind, a long-time BJP activist, is packed with protagonists who favour the simultaneous holding of state and central legislature elections. The panel seems focused more on governance and economics than social and constitutional realities. You can therefore expect dissent, disagreement, and disruptions from other quarters -- and that is already quite visible and audible.

Let me correct myself. Are we not supposed to say the "Union" instead of the "Central" government elected by the Lok Sabha?" There begins the controversy, rekindled in recent months by Tamil Nadu chief minister and DMK leader MK Stalin who gently reminded Indian citizens that the Constitution refers to India as a "Union of States". Since the Constitution demarcates both powers (through clear lists of subjects under Union and state legislatures) and structures (through legislative assemblies), the commonsensical view would be that separate elections are needed for a reason. Don't people need to vote separately with clear agendas in mind on what they are voting for and not just who?

Enough has already been said about how a single election would undermine India's federal character and how a one-shot poll would only favour a centralised, personality-driven, authoritarian rule (Read: Modi). But one man's authoritarian regime is another's "good governance project". Stability, in Modi's political lexicon, spells better development.

Perhaps it is time to examine democracy itself as an idea and how the Constitution views it. Since the Constitution's Preamble promises "social, economic and political justice", the canvas is broad enough to suggest that what people feel depends on the national mood. However, for moods to become lasting law, and that too one which fundamentally alters the political process, the country requires a national consensus that is lasting enough not to cause upheavals and unrest that would make frequent elections look like small blips. In other words, we can't let the cure for a flawed democracy become worse than the malady.

Now, let us examine a few quotes on that issue to locate the context.

Urdu poet Allama Iqbal famously said:

Jamhūriyat ik tarz-e-hukūmat hai ki jis meñ

bandoñ ko ginā karte haiñ taulā nahīñ karte

(Democracy is that form of government in which heads are counted, not weighed).

Headcount pessimists like that poet often have an elite bias in which knowledgeable, decisive people make fine decisions that keep spirits high and costs low. The fact that frequent elections increase costs is a favourite argument of those who believe that economics is central to the whole debate.

But it is equally pertinent to quote Kanshi Ram, founder of the Bahujan Samaj Party (BSP), who articulated the worldview of Dalits representing the lowest in India's Hindu social hierarchy: "Hamein mazboot sarkar nahin, majboor sarkar chahiye" (We don't want a strong government, we want a government under pressure).

We may as well supplement that with rockstars David Bowie and Freddie Mercury belting out their classic "Under Pressure" to echo the Dalit condition:

It's the terror of knowing what this world is about

Watching some good friends screaming, "Let me out!"

If that is true, the purpose of frequent elections can be seen as a positive way of keeping the elite responsible for the poor. After all, poor voters have less media clout and even less money power. For them, a button pressed on the electronic voting machine is a silent scream meant to reach the high and mighty. In their lexicon, an election freebie is a goodie that somewhat eases life's pressures.

Between Kanshi Ram and Iqbal lie the words of Abraham Lincoln: "Democracy is the government of the people, by the people, and for the people". If that is true, it should logically also mean accountability "to the people" — which is what happens every time there is an election.

No wonder then that Jayaprakash Narayan, who led the famous "JP Movement" in the 1970s that led to and fought against the Emergency rule by Prime Minister Indira Gandhi, in principle advocated an extreme form of frequent elections called "Right to recall". JP said common people must have the right to dislodge their representatives which he said was an “unwritten right, which the people can exercise if and when necessary” because that is what is needed when the representatives "fail in their duty and become corrupt, oppressive and inefficient”.

Those quotes lead us nowhere in a constitutional context in which a lot depends not just on the national mood but also on the letters and the spirit of the constitution. We have already had the Supreme Court of India ruling against any tampering with the "basic structure" of the Constitution including parliamentary democracy. Given that we have a multi-party system, a diversity of languages, religions and political demands, both flexibility and fluidity are written into the social fabric and are reflected in India's political culture.

Cynics will argue that the One-Nation-One-Election panel will exploit or seek to introduce constitutional loopholes that enable a strongman rule favoured by Modi. Optimists will see it as an opportunity to reform an inefficient political system. Hardcore realists who sit somewhere in the middle would say that the current debate is more likely to be a poll rhetoric issue in the run-up to the general elections in India in 2024 for the BJP to consolidate power.

Overall, the one-election call may be a springboard for Modi to push the envelope of the constitution as part of a long-term plan to establish a top-down conservative agenda championed by Hindutva ideologues. Bottom-up politics, on the contrary, begins by politically empowering the people at the grassroots of society.

(Disclaimer: The views of the writer do not represent the views of WION or ZMCL. 'One Nation, One Election' call ignores grassroot concerns and constitutional realities

The opposition INDIA (Indian National Developmental Inclusive Alliance) alliance not only intends to fight the ruling Bharatiya Janata Party (BJP) electorally but wants to take on Prime Minister Narendra Modi’s party in the information warfare department as well.

According to the New Delhi-based Hindu newspaper, the opposition parties are mulling forming a common social media team in a bid to reach a wider audience, encompassing the current social media outreach of all the INDIA constituents.

The paper, quoting sources, reported that this social media outreach will not only be limited to microblogging sites like X or Facebook but will also tap into the vast network of WhatsApp groups that each party maintains.

“It is time we have micro-messaging. The voter sitting in the remotest corner of the country should be aware of what our policies are and what we stand for,” the source was quoted as saying.

Oppn members gather in Mumbai

As INDIA alliance parties, 28 in total, are set to meet in India’s financial capital Mumbai for their third meeting on Friday (Sept 1), there have been murmurs that they would be focussing on creating a joint apparatus that will include a coordination committee, a secretariat for election management, a common research wing, 10 INDIA spokespersons drawn from different parties, a common media team, and a committee to frame a national agenda, the report stated.

The parties may also finalise their common campaign issues and a joint action schedule for public rallies and other outreach programmes.

The development comes as the ruling dispensation of Narendra Modi has called for a special Parliament session from September 18 to 22.

Special parliament session

While it is unclear why this special meeting has been called in, media reports say that the central government would most likely bring several “game-changer” bills ahead of the general elections in May next year.

'One Nation, One Election' proposal refers to holding the Lok Sabha (Lower House) and state assembly polls simultaneously across the country. Zimbabwe will hold its presidential and parliamentary elections on August 23, the country’s president announced on Wednesday (May 31). The southern African country, which has a history of violent and disputed elections, summoned the United States deputy ambassador over a series of tweets which called for a peaceful election.

Zimbabwe gears up for national elections

The announcement of the dates was made by Zimbabwe President Emmerson Mnangagwa through a government gazette, on Wednesday, which also set the date October 2 as a potential presidential runoff vote. Mnangagwa, who was elected president in 2018, replaced his predecessor Robert Mugabe who led the country for nearly four decades.

Mugabe was ousted in 2017 after a military coup. The 80-year-old incumbent is already facing allegations of violence and intimidation from the opposition, while human rights groups have said that the Zimbabwe president is silencing criticism. Mnangagwa took office in 2018 following the general election a year after the coup.

In addition to the presidential election, the country will also vote for the 300-seat parliament and close to 2,000 local council positions. The southern African nation has only had two leaders since it gained independence in 1980.

Notably, Mnangagwa was a close ally of Mugabe and has attempted to present himself as a reformer. However, he has been accused of being more repressive than his predecessor who he helped remove from power.

In the upcoming election, Mnangagwa will compete with the 45-year-old lawyer and pastor Nelson Chamisa, party leader of the Citizens Coalition for Change (CCC). The announcement of the election also comes amid the ongoing parliamentary debates over electoral reforms.

As per reports, Chamisa narrowly lost to Mnangagwa, in 2018 while his claims of election rigging were dismissed by the country’s Constitutional Court. Meanwhile, political analysts have said that the failure to implement electoral reforms may lead Zimbabwe up for another disputed election, reported Reuters.

The southern African nation is also in the midst of an economic crisis which has been attributed to Mugabe’s leadership. The opposition parties have reportedly also blamed the current government for corruption and economic mismanagement while Mnangagwa defending his ZANU-PF-led government blamed Western sanctions for the country’s financial and economic woes.

US deputy ambassador summoned by Zimbabwe's foreign ministry

The election announcement came a day after Zimbabwe’s foreign ministry summoned the US Deputy Ambassador Elaine French, for a meeting with the country’s foreign affairs acting permanent secretary Rofina Chikava for “election-related social media posts bordering on activism and meddling in Zimbabwe’s internal affairs,” reported the Associated Press.

The US embassy, took to Twitter, on May 26 posted an image and called for Zimbabweans to “Register to vote and make sure your voice is heard.” The foreign ministry said the tweet was against diplomatic protocols. However, US Embassy spokeswoman Meg Riggs said that they stand by their message of calling for peace during the election season and called the process a part of a “functioning democracy.”
