This was PM Modi's third meeting to revive investment in oil and gas exploration and production.

Modi's first meeting was on January 5, 2016, where suggestions for reforming natural gas prices were made. More than a year later, the government allowed higher natural gas price for yet-to-be-produced fields in difficult areas like deep sea.

In the last edition in October 2017, suggestions were made for giving out equity to foreign and private companies in producing oil and gas fields of state-owned ONGC and OIL. But the plan could not go through in view of strong opposition from Oil and Natural Gas Corp (ONGC).

The government is looking at private investment to raise domestic oil and gas production, which has stagnated for the last few years while fuel demand has been rising by 5-6 per cent annually.

India is dependent on imports to meet 83 per cent of its demand and more than half of its natural gas requirements.

The Prime Minister in 2015 had set a target of reducing India's oil dependence by 10 per cent to 67 per cent (based on import dependence of 77 per cent in 2014-15) by 2022. Import dependence has only increased since then and the government is now looking for ways to raise domestic output.

PM Modi tells oil-producing countries that high prices are hurting global growth

The excise duty cut declared by the Centre on petrol and diesel from the midnight of October 4 by Rs 2.50 per litre, with the Centre bearing Rs 1.50 and the oil marketing companies (OMCs) the balance one rupee in a litre of the fuel sold, seems to be a desperate bid to soothe the frayed feelings of consumers.

The central government, which had been unrelenting in enhancing excise duty as many times as it could when the global crude prices were on the wane during the last couple of years, could no longer resort to this tack when the prices began soaring in recent months, putting into trouble every user of this vital input for mobility.

Finance minister Arun Jaitley, who reaped the excise duty-driven oil bonanza to bring down fiscal deficit, is now in an unenviable predicament because on the one hand, the soaring cost of imported crude would drive the trade deficit to dizzying levels, with imports accounting for more than 80 per cent of domestic consumption. On the other, the threat of expensive imported oil could wreak havoc on the cost-push front on all other items. It is a fact to reckon that India remains the world’s third largest oil consumer with little to show by way of conservation or shift to alternative fuels to cut its inordinate dependence on imported oil.

But inevitably, inflation is the cruellest form of taxation and the finance minister’s position in the penultimate year before the general election to rein in price rise would mostly make or mar the prospects of his government’s return to power.

It is rather ironic that the finance minister who claimed with braggadocio that the NDA government was true to the letter and spirit of promoting cooperative federalism by providing 40 per cent of devolution of funds to the Centre, is now appealing to the states to match the Centre’s gesture in cutting fuel prices through their value-added tax (VAT).

No doubt a few BJP-ruled states have immediately complied with his request, but a majority of them remained indifferent to his appeal as they have limited options to tax, unlike the Centre with its armoury of additional resources mobilisation measures to tap round the year.

For the Centre, which is garnering more than Rs two lakh crore purely from excise levy on fuels, a sacrifice of Rs 21,000 crore may not materially alter its fiscal position, unlike the states that do not have the luxury of shifting taxes to other items to make up for the cut in VAT on fuels.

Hence governments sit over the appeal lest they lose their ability to pamper people with pet-free schemes in an effort to garner valuable votes to remain in power — be they farm loan waivers, free distribution of goats, cycles or grinders or any other trinkets to make them believe they are being governed by a more caring government.

In politics, optics count and nobody is concerned about the cost of lost growth, mediocre wages and lower tax receipts as a fall-out of a lax fiscal policy, with most of them being in a make-believe world in the absence of any qualitative governing class.

Did Prime Minister Narendra Modi not claim the other day that the Indian economy was “progressing rapidly”, that it would soon overtake the United Kingdom? But Britain, caught as it is under the agonising spell of Brexit, with no tangible plan to stay competitive, has once again deferred the planned Pound 2 per litre rise in fuel duty, which has remained frozen since 2011-12.

Comparisons may be odious but to reject tax revenue for electoral considerations is not a sane course and to persuade states to follow suit is folly compounded. There were reports that the Prime Minister held a meeting after a week when the government announced a gratuitous small tax cut on auto fuels, but that was mostly to focus on how to make do with the likely fall-out of continuing imports from Iran, a country blacklisted by the permanently petulant Donald Trump beyond November 1, when the latter’s formal sanctions against Iran kicks in.

Another point to ponder is that prices of petrol and diesel were made market-determined by the government effective from 2010 and 2014 respectively with the OMCs being accorded the leeway for taking the all important pricing decision based on market trends. But being a majority shareholder, the government has not given up its penchant to intervene selectively to ask them to defer price rise during elections to state assemblies or appealing to them to share its burden whenever prices hit the roof.

Meddling with market mechanism, even occasionally, has the risk of bringing down the value of these blue chip companies because market discipline does not respect authority’s appeal or intervention, going as it does by its own ineluctable logic.

It’s time the authorities learnt some hard lessons from fluctuating fuel prices and conduct forward planning without fostering any distortions, which have a nasty habit of entrenching themselves, much to the detriment of the declared market economy model the country has been pursuing in other sectors to bring about competition and to get the real price and value for the ultimate consumers.

At the end of the day, without laying out alternative plans to conserve fuels, it is important to encourage more public transport by citizens and make available other sources of non-conventional energy to run the arterial transport system smoothly.

Had cut fuel prices by Rs 2 last month: Karnataka CM Kumaraswamy

Union Petroleum and Natural Gas Minister Dharmendra Pradhan on Sunday reiterated that the spike in the price of petrol and diesel in the country was because of the depreciation in the value of the Indian Rupee against the US dollar.

Pradhan also said one of the reasons behind the rise could be the decrease in the production of oil in the countries that produce them.

Launching a scathing attack at the Naveen Patnaik-led Biju Janata Dal (BJD) government in Odisha, who urged the Centre to reduce taxes on oil prices, Pradhan claimed that the state government was "shedding crocodile tears" over the price hike.

"In 2014, the Odisha government was collecting an annual tax revenue of about Rs 3,000 crore from fuel, and now, they are collecting Rs. 7,000 crore. It is their duty to reduce the Value Added Tax (VAT) but they are not ignoring it. Even a few months ago, the Central government deducted the excise duty on petrol and diesel, but the government in Odisha didn't do anything. They are shedding crocodile tears over the price hike," Pradhan told reporters in Delhi.

Earlier, Patnaik, while responding to Prime Minister Narendra Modi`s statement on the slow pace of development in Odisha, had said that the Prime Minister should address the spiralling rise of petrol and diesel in the country, which is adding to the woes of common man.

After nearly a fortnight of fuel price hike in India, reports suggest that the government may not give relief from fuel price hike. According to reports, the government has been banking for a global price drop. The mounting fuel prices come as a result of rising global crude oil prices and high excise duty in the country. However, the international prices of Brent crude oil have fallen by nearly $3 per barrel in the last couple of days.

Fuel prices continue to mount for 16th straight day

CNG price in the national capital was hiked by Rs 1.36 per kg as input raw material got costlier because of rupee depreciation and rise in natural gas price on Tuesday.

CNG will cost Rs 41.97 per kg in Delhi with effect from midnight tonight following the price increase, Indraprastha Gas Ltd said in a statement here.

In adjoining Noida, Greater Noida and Ghaziabad, rates were increased by Rs 1.55 to Rs 48.60 per kg.

The increase was warranted "to offset the impact on its input costs as a result of the recent appreciation of dollar vis-a-vis rupee and revision in proportions of domestic gas allocation," the statement said.

IGL said it will continue to offer a discount of Rs 1.50 per kg in the selling prices of CNG for filling between 12.30 am to 5.30 am at select outlets. Thus, the consumer price of CNG would be Rs 40.47 per kg in Delhi and Rs 47.10 per kg in Noida, Greater Noida and Ghaziabad during 12.30 am to 5.30 am at the select CNG stations across the region.

Price of piped cooking gas hasn't been revised.

"There has been a steep appreciation of the dollar as compared to rupee since the last CNG price revision. The base price of natural gas being procured by IGL from its sources is dollar-linked thereby making the entire input price totally dependent on price of dollar vis-a-vis rupee," it said.

IGL said the increase would have a marginal impact on the per km running cost of vehicles. For autos, the increase would be 4 paise per km, for taxi it would be 7 paise per km and in case of buses, the increase would be nearly 40 paise per km.

"With the revised price, CNG would still offer over 60 per cent savings towards the running cost when compared to petrol driven vehicles at the current level of prices. When compared to diesel driven vehicles, the economics in favour of CNG at revised price would be nearly 40 per cent," the statement added.&nbsp

The petrol and diesel prices continue to increase for the second consecutive day on Tuesday by 15 paise a litre and diesel by 23 paise a litre.

That marked a second increase in petrol and diesel rates this month. On May 14, the prices were raised after a 19-day hiatus, a day before Karnataka election results.

With the increased prices on Tuesday, petrol price in Delhi is at a fresh 56-month peak and the price of diesel has registered a new all-time high.

As on 6:00 am on May 15, petrol retailed at Rs. 74.95 per litre in Delhi, Rs. 77.65 per litre in Kolkata, Rs. 82.79 per litre in Mumbai and Rs. 77.77 per litre in Chennai, according to Indian Oil Corporation. Diesel prices were at Rs. 66.36 per litre, Rs. 68.9 per litre, Rs. 70.66 per litre and Rs. 70.02 per litre respectively.

After a 19-day pre-Karnataka poll hiatus, petrol price was today hiked by 17 paise a litre and diesel by 21 paise as PSU oil firms began passing on the spike witnessed in international rates to consumers.

Petrol price in Delhi was hiked to Rs 74.80 per litre from Rs 74.63 while diesel rates were increased to Rs 66.14 a litre from Rs 65.93, according to a price notification issued by state-owned oil marketing companies.

Oil PSUs, who had kept rates unchanged for nearly three weeks before Karnataka went to polls despite input cost spiking, reverted to daily revision in prices no sooner had the state voted to elect a new government on Saturday.

State-owned oil marketing companies are estimated to have lost about Rs 500 crore as they absorbed higher cost resulting from the spike in international oil rates and fall in rupee against the US dollar.

On Karnataka results day, government hikes petrol, diesel prices again

On the first day of the financial year 2018-19, the retail prices of petrol and diesel were revised upwards. Now in Delhi, diesel price is at all-time high and petrol price is highest in the past four years. The global rise of crude oil price, which is now touching US $70 a barrel, is the reason for this steep increase.

This is overall painful for the society as petrol/diesel touches everybody's life. Demands are pouring in from different quarters for government to chip in to give some reprieve by way of reducing taxes or by capping the prices itself.

However, the fact of the matter is that this petroleum is India's perennial weakness, and as a society, we have no option but to live with it.

First, let's have a look at this sector.

Till the decade of the 90s, the oil sector was completely controlled by Government of India (GOI). Oil PSUs only acted as marketer. However, the 1991 liberalisation of Indian economy allowed private players to enter the oil sector and the process of price decontrol started as well. In 2002, GOI made the majority of petroleum products free from the APM (Administered Price Mechanism).

In 2003-04, private oil companies started marketing of petroleum products and barring products like LPG and kerosene, pricing of all other products started depending on market forces. GOI was only controlling products like LPG and kerosene through PSUs.

Trouble started when prices of crude oil started soaring steeply during mid of past decade (it even touched US $130-140 a barrel mark in 2008-09). At that point of time, had the Centre allowed market forces to decide the rate of petrol and diesel in sync with rising crude price, the whole economy and life of common citizen would have gone haywire and thus GOI again started controlling prices of petrol/diesel through PSUs. Private players could not take the brunt as in no case they were in the position to sell the products on par with PSUs, so they took a backseat.

Due to price cap by GOI, the PSUs suffered huge losses (under-recoveries) which were partially compensated by GOI and upstream oil companies (ONGC), but it was not at all adequate to cover the losses. Downstream oil companies started reeling.

Here let's look at few figures before we move forward. During 2016, India consumed around 210 MMT (million metric tonnes) of crude oil against a production of a meagre 40 MMT. Thus, around 81 per cent of the required petrol product had to be imported. Therefore, it is clear that in case of rising crude price, the inflated crude cost will go out of Indian economy for 80 per cent of the crude consumed. The worrisome fact is that demand is increasing manifold than the production. In 2006, consumption was just 121 MMT against the production of 35 MMT. As clear over past one-decade consumption has gone up with a growth rate of 4.9 per cent whereas same for production has been just 1.9 per cent. Since the economy is thriving and no major new oil discovery on the cards, this trend would definitely continue for the time to follow.

Selling products at forced lower prices was like postponing problems, which certainly is not the solution. Now when crude prices started plummeting again in 2014, it was a huge blessing for the country like India where petroleum is a scarce commodity. Once the crude price came down to a reasonable level, the GOI (NDA govt.) gave PSUs free hand to fix the price of diesel & petrol. The prices are now adjusted on daily basis.

In fact, when prices nosedived after NDA came in power, GOI took this opportunity to raise taxes to mint some extra money out of it. Nothing wrong with it per se. It was the GOI only who was sharing the most of the burden of under-recoveries when the crude price was high. Moreover, GOI is under pressure to maintain the fiscal deficit within limits.

Critics put up a simple mathematics. Crude price three years ago was double of what it is today then we should be paying half price for petrol and diesel today. But for sure it must be clear by now that it is just not possible.

GOI and PSUs are still sharing the burden of under-recoveries on kerosene and LPG and therefore it is only fair that at least all other products should be sold at on par pricing. The only thing here is that the government, for the time being, should mull over to reduce taxation on these products but there is not much scope of that either.

Let's pay a fair price for products you are buying. As a responsible citizen, our endeavour should be to make sure that we become little miser when it comes to consumption of petroleum products. Cribbing on prices is useless and completely misleading.

Opinion: We have to live with rising prices of petrol and diesel

Indonesia plans to keep electricity tariffs and fuel prices unchanged this year and the next by hiking subsidies, two cabinet ministers and a senior official said, in a move aimed at increasing the purchasing power of its citizens.

Southeast Asia`s largest economy grew 5.07 per cent in 2017, its best pace in four years, but consumption - the biggest contributor to the economy - has remained sluggish at around 5 per cent from its pre-financial crisis era rate of 6 per cent.

"The president understands that people`s purchasing power must be kept at its current level, if not increased," Energy Minister Ignasius Jonan told reporters late on Monday.

The government will request parliament to approve the additional spending soon, he said.

President Joko Widodo won international praise and credit rating upgrades for the country after some fuel subsidies were discarded in 2015. In the last few years, some electricity subsidies have also been phased out.

The measures have saved Indonesia billions of dollars, which were then used to build infrastructure.

In 2017, the government spent 97.6 trillion rupiah ($6.87 billion) on energy subsidies, compared with 341.8 trillion rupiah in 2014. State spending on infrastructure has risen more than 80 per cent to 376.1 trillion rupiah in the same period.

The proposal to retain fuel and electricity prices at current levels will not disrupt budgetary reforms, Finance Minister Sri Mulyani Indrawati said on Tuesday, adding the budget deficit for this year could still be kept under 2.2 per cent of the gross domestic product.

Ego Syahrial, director general of oil and gas at the energy ministry, said there will be no change in prices of RON 88 gasoline for 2018 and 2019. The fuel is currently not subsidised, but prices are set by the government every three months.

He also said the government will seek parliamentary approval to raise diesel subsidies to between 700 rupiah and 1,000 rupiah per litre, from the current 500 rupiah.

The energy ministry has estimated that electricity subsidies will have to be increased by around 5 trillion rupiah in 2018.

Indonesia power tariffs, fuel prices to stay unchanged for 2 years

Indians expressed their dismay on Wednesday (September 13) as a hike of 7-8 paise per litre in petrol and 10-11 paise per litre in diesel prices pushed the fuel rates to their highest since Prime Minister Narendra Modi assumed office three years ago.

Fuel prices were revised across four Indian metros - New Delhi, Kolkata, Chennai and Mumbai - on Tuesday (September 12) as part of the daily revision exercise. Following the hike, the petrol prices range between rupees 74 ($1.15) to rupees 80 ($1.25) while diesel prices range between rupees 61 ($0.95) to rupees 64 ($1).

Reportedly, the hike comes at a time when the price of international crude oil has reached $52.73 per barrel. The government had steadily increased excise duty on petrol and diesel when the global crude prices had dropped below $30 a barrel.

Dismayed customers queued up at fuel stations across the country and said the hike in fuel prices was burning a hole in the common man's pocket.

A customer in eastern Kolkata city, Swagatam Das, said a daily revision in fuel prices upset the budget of common people and caused problems in daily life.

Prices should be fixed monthly and not revised daily, suggested a customer in southern Hyderabad city.

Fuel prices touch three-year high

Retail prices of petrol and diesel will be revised daily from today countrywide. The prices of petrol and diesel have already been slashed by Rs 1.12 and Rs 1.24 respectively, which comes into effect from 6 am(local time) today.

The government's decision to revise fuel prices daily is intended to make the retail prices more reflective of the current market conditions and minimising the volatility in the retail price of petroleum products. It is also expected to make prices more transparent.

The oil marketing companies had initially resisted the move but came around after the government ran a pilot run in five Indian cities - Chandigarh, Jamshedpur, Puducherry, Udaipur and Vizag.

The public sector oil marketing companies are taking steps to establish an appropriate mechanism to convey prices to consumers every day, including daily publishing of the prices in newspapers, prominent display of prices at the retail outlets and sending of price-related SMS.

Fuel prices were deregulated by the government in 2014, however, prices continued to be revised after a fortnight whenever required, from today though it would be revised daily.
