<p>The 14th Dalai Lama, as per a press statement released on Wednesday (Oct 4th), expressed his grief over the loss of life and widespread damage to property.</p>

<p>A letter to Prem Singh Tamang, Chief Minister of Sikkim, read, "His Holiness the Dalai Lama expressed his sadness about the loss of life and widespread damage to property that has occurred in Sikkim as a result of the flash flood that took place in the Teesta River Valley last night."</p>

<p>"I offer my condolences to families who have lost loved ones…as well as others affected by this disaster, and pray for their welfare," wrote the Tibetan spiritual leader.</p>

<p>He also said that as a mark of his solidarity with the affected people, he has instructed the Dalai Lama Trust to extend financial aid towards relief and rescue efforts.</p>

<h2><strong>Latest toll</strong></h2>

<p>As per ANI, all the 14 people who lost their lives in the calamity were civilians. At least 102 people are missing, and over 3,000 are believed to be stranded. Around 12 to 14 workers who were working on the Teesta Stage 3 dam in Chungthang are among the missing.</p>

<p>Missing people have been reported from Chungthang in Mangan district, Dikchu, Singtam in Gangtok district and Rangpo in Pakyong district.</p>

<p>"There are 12–14 workers still stranded in the tunnels of the dam. Collectively, across the State, 26 people have been reportedly injured and rushed to the hospitals. While 23 Army personnel in Bardang are still missing. They had a convoy vehicle which was parked adjacent to the highway which got submerged in the sludge," Sikkim Chief Secretary VB Pathak told media.</p>

<h2><strong>What happened in Sikkim?</strong></h2>

<p>As per Pathak, on Tuesday night (Oct 3rd), Sikkim's Lhonak Lake "received a cloudburst around 10:42 pm."</p>

<p>"Thereafter, the lake breached its embankment and made its course towards the Teesta River. Soon different parts of the Teesta basin reported a rise in water, with particularly alarming levels in Chungthang where the Teesta Stage 3 dam was breached," he added.</p>

<p>One platoon of the National Disaster Response Force (NDRF) is already engaged in rescue efforts. The state government has requested three extra platoons. The request has been approved by the Indian central government.</p>

<p>The death toll in the flood-hit Indian state of Sikkim has risen to 18 with nearly 100 still missing as of Thursday (Oct 5), said a report by Reuters citing Indian officials, after heavy rains caused a Himalayan glacial lake to burst its banks and triggered a flash flood, in one of the worst such disasters in the region in over 50 years.&nbsp;</p>

<p>As of Thursday evening, 98 people were missing, 17 of whom were army personnel, state chief secretary VB Pathak told Reuters by phone.&nbsp;</p>

<p>Additionally, at least 2,500 tourists are stuck in and around the state’s Chungthang town&nbsp;Prabhakar Rai, director of Sikkim’s State Disaster Management Authority (SSDMA) told the news agency.&nbsp;</p>

<h2><strong>What happened in Sikkim?</strong></h2>

<p>The Lhonak Lake in North Sikkim — a glacial lake situated in the state’s northwest at 17,000 feet — burst, unleashing a flood of water that eventually raised the water levels of Teesta River to alarming levels.</p>

<p>The rise of water levels in the river flooded at least four districts, including Mangan, and Gangtok, on Wednesday (October 4), the SSDMA said.</p>

<p>“The lake outburst in portions of Lhonak Lake in North Sikkim caused a rise in water levels with very high velocities near about 15m/sec, crossed the CWC (Centre Water Commission) Melli site measuring 227 m, near about 3m above Danger Level, at 0600 am (local time),” it added.&nbsp;</p>

<p>As many as 25,000 people have been affected due to the floods, according to media reports.&nbsp;</p>

<p>The National Disaster Management Authority believes that the possible cause of the flash flood in Sikkim could be a combination of excess rainfall and a <a href="https://www.wionews.com/india-news/explained-is-sikkim-flash-floods-a-result-of-cloud-burst-or-glacial-lake-outburst-642897">Glacial Lake Outburst Flood (GLOF)</a> event at South Lhonak Lake in North Sikkim.&nbsp;</p>

<p>However, an official statement from the Sikkim government is awaited over the cause of the lake outburst.&nbsp;</p>

<h2><strong>What’s the damage?</strong></h2>

<p>According to reports, around 14 bridges have been washed away which has hampered rescue operations which were already adversely affected due to heavy rainfall in the region.&nbsp;</p>

<p>“Due to bad weather conditions we cannot have air service towards the northern part of the state,” Rai told Reuters.</p>

<p>However, officials have said they set up nearly two dozen relief camps where food and medical assistance were being provided.</p>

<p>“The search operations are being undertaken under conditions of incessant rains, fast-flowing water in Teesta River, roads and bridges washed away at many places,” an Indian defence spokesperson said on X.&nbsp;</p>

<p>Images and videos from the Indian state showed flood waters entering built-up areas where several houses collapsed, as well as army bases and other facilities damaged and their vehicles submerged.<br />

<h2><strong>Situation to worsen?</strong></h2>

<p>The weather department has predicted heavy rain over the next three days in parts of Sikkim and neighbouring states. This comes after the Indian state had already received 101 mm in the first five days of October which is more than double normal levels.&nbsp;</p>

<h2><strong>Bangladesh on alert</strong></h2>

<p>Officials in neighbouring Bangladesh are also on alert after an Indian state-run water development board official, according to Reuters, said that five districts in the northeastern state could witness a flood due to a rise in the level of the Teesta river, which enters Bangladesh downstream of Sikkim.</p>

<p>An alert was issued in the north and east districts on Wednesday (Oct 10) by the state administration after a sudden rise in the river’s water was witnessed on Tuesday night.&nbsp;The flood started around 1.30 am.</p>

<p>The flash floods were caused due to a&nbsp;sudden cloudburst above Lhonak Lake in North Sikkim that made the Teesta River swell within Lachen Valley on Wednesday. The situation worsened&nbsp;after the release of water from Chungthang dam&nbsp;that submerged camps and vehicles, and resulted in the washing away of 22&nbsp;army personnel.</p>

<p>The floods washed away a portion of Malli Road, the Indreni steel bridge in Gangtok's Singtam and the main highway connecting Sikkim to West Bengal state.</p>

<p>A "cloudburst in portions of Lhonak Lake, which caused the rise of water levels with very high velocities downstream along the Teesta River basin in the early hours of Wednesday", damaged many establishments in Mangan, Gangtok, Pakyong, and Namchi districts,&nbsp;the Sikkim State Disaster Management Authority (SSDMA) said in a press release.</p>

<p>"Three bodies have been recovered from Singtam during rescue and relief efforts," SSDMA said.</p>

<p>“Five bodies have been recovered from Golitar and Singtam region,” Gangtok Sub-Divisional Magistrate (SDM) Mahendra Chettri said.</p>

<p>The Sikkim government issued a notification declaring the floods as a natural disaster.</p>

<p>Along with 22 army personnel, 47 civilians are missing. Rescuers have been able to bring 166 people to safety, including 1 armyman.&nbsp;Defence Spokesperson Lt Col Mahendra Rawat has said that health of the rescued armyman is stable.</p>

<h2><strong>15,000 people affected by floods</strong></h2>

<p>Chief Secretary of the state VS Pathak said that around 15,000 people have been affected and at least eight major bridges have been washed away along the banks of the Teesta River.</p>

<p>“Some army establishments along the valley have been affected and efforts are on to confirm details,” Defence Public Relations Officer spokesperson, Guwahati, said in a statement.</p>

Residents of the Greater New York City area are facing heavy downpours currently as Governor Kathy Hochul declared a state of emergency across New York City, Long Island and the Hudson Valley.&nbsp;</p>

<p>Hochul said, "I am declaring a State of Emergency in New York City, the Hudson Valley and Long Island in response to the significant, dangerous rainfall that is currently impacting the region and is expected to continue for the next 20 hours."&nbsp;</p>

<p>The National Weather Service said that a flash flood warning was in effect for New York City until midday as more than 2 inches of rain fell in some locations by Friday morning and 2 more inches possible within hours. In an advisory posted on its website, the service said: "Move to higher ground now. Act quickly to protect your life."&nbsp;</p>

<p>Some 18 million people in the New York metropolitan area and in other major cities along the East Coast were under flood warnings, watches and advisories from the weather service.&nbsp;</p>

<p>Pictures and video footage have been circulated on social media forums, which showed neighbourhood streets and subways flooded across New York, disrupting morning traffic for millions of commuters.&nbsp;</p>

<p>Spain witnessed a sudden downpour due to a storm over the weekend that has affected almost the entire country, with the heaviest rains recorded on Sunday (Sep 3) in the coastal provinces of Cadiz, Tarragona and Castello, said the country’s weather service AEMET.&nbsp;</p>

<p>At least three people died around the central city of Toledo, some 50 kilometres southwest of Madrid, which according to AEMET, received a record rainfall of 90 litres per square metre on Sunday.&nbsp;</p>

<p>Emergency services deployed helicopters to rescue people who had sought refuge on the roofs of their homes in Toledo. The police said one of the victims, a young man, was trapped in a lift that filled up with water, while another was inside a vehicle when it got flooded, reported Reuters.&nbsp;</p>

<p>Additionally, the body of a 50-year-old man, who was reported to be missing, was found floating in a river near his home in the town of Camarena, also in the province of Toledo.&nbsp;</p>

<h2><strong>About those missing</strong></h2>

<p>Emergency services in the Madrid region said that they dealt with at least 1,200 incidents overnight, adding that the firefighters and police were searching for one man in the rural area of Aldea del Fresno.&nbsp;</p>

<p>The man went missing with his 10-year-old son when their car was dragged into the Alberche River after a sudden rise in water level, Madrid’s emergency services, Javier Chivite, told public television RTVE.</p>

<p>“The minor was rescued after he had climbed up a tree,” said the Madrid emergency service. They had also rescued the boy’s mother and sister earlier in the day. “The poor boy spent the night perched in a tree,” said the head of the regional government of Madrid, Isabel Diaz Ayuso.&nbsp;</p>

<p>Reports citing officials also said that the police are looking for an 83-year-old man who was swept away by floodwaters in the neighbouring town of Villamanta and a woman who went missing in the town of Valmojado in Toledo.&nbsp;</p>

<h2><strong>‘Weatherman’s woe’</strong></h2>

<p>As per Reuters, rains continued on early Monday which transformed streets into rivers of mud that swept away cars and trash bins in Madrid, Castile-La Mancha, Catalonia, and Valencia regions.&nbsp;</p>

<p>In an update on Monday, AEMET said the cut-off low phenomenon – also known as weatherman’s woe – which caused the downpour is starting to move away from the country.&nbsp;</p>

<p>Residents of the Madrid region received an emergency text in Spanish and English accompanied by a loud alarm, on Sunday, asking them not to use their vehicles and stay at home due to <a href="https://www.wionews.com/world/red-alert-in-spain-as-torrential-rain-causes-flash-floods-632068">“extreme risk of storms”</a>. <p>The coastal regions of cities Cádiz, Tarragona and Castelló have been especially affected by the floods triggered by Storm Dana-induced rains.</p>

<p>In the eastern Castelló province, flooding led to firefighters rescuing a man trapped in his car, which was surrounded by waist-high flood water.</p>

<p>People have also been advised to avoid unnecessary trips in the north-eastern city of Alcanar, Tarragona —where 215 litres per square meter of rain has fallen in the past 24 hours, reports BBC.</p>

<p>El Pais newspaper reported that some train services have been called off across Spain and drivers have been told to avoid certain flooded roads in heavily flooded areas.</p>

<p>Sunday’s forecast of heavy rain comes after Spain endured an intense heat wave and persistent high temperatures in August, which was also the case with much of southern Europe.</p>

<p>On Saturday, local media reported that police were investigating whether two people who died while practising canyoning in northern Spain had drowned.</p>

Red alert in Spain as torrential rain causes flash floods

<p>At least 55 people have been killed and more than a million affected by two weeks of torrential rains causing floods and landslides in southeast Bangladesh, officials said Sunday.</p>

<p>Administrators of four of the worst-hit districts said floods and landslides since August 1 killed 21 people in Cox's Bazar, 19 in Chittagong, 10 in Bandarban and five in Rangamati.</p>

<p>"These are some of the heaviest rains in recent years," Bangladesh Meteorological Department chief Azizur Rahman told AFP.</p>

<p>He said 312 millimetres (12 inches) of rainfall was recorded on August 7 alone.</p>

<p>The summer monsoon brings South Asia around 80 per cent of its annual rainfall, as well as death and destruction due to flooding and landslides.</p>

<p>The rainfall is hard to forecast and varies considerably but scientists say climate change is making the monsoon stronger and more erratic, while deforestation and building on hillsides has made flash floods worse.</p>

<p>"In Cox's Bazar some 600,000 people were affected by the floods," district administrator Shaheen Ibrahim told AFP.</p>

<p>Bangladesh is home to one million Rohingyas who fled a military crackdown in Myanmar and now live in some three dozen camps built on cleared forest and hill slopes in Cox's Bazar.</p>

<p>Refugee commissioner Mizanur Rahman said four Rohingyas were killed, including a child and her mother who were buried under a landslide.</p>

<p>"The flood damaged at least 5,000 thatched houses," district administrator Abul Bashar Mohammed Fakhruzzaman told AFP.</p>

<p>"At least 19 people have died from the floods. We recovered some bodies from the Sangu river after floodwater receded in the past few days. Some 450,000 people were affected by the floods."</p>

<p>Transport between Chittagong and Cox's Bazar was cut for a few days and newly laid railway tracks were damaged, he said.</p>

<p>The rains also triggered a major flash flood in the hill district of Bandarban, where administrator Shah Mujahid Uddin said at least 10 people were killed.</p>

<p>Five people were killed in the Rangamati hill district, where heavy rains cut off some 23,000 people, administrator Mosharraf Hossain said.</p>

<p>Bangladeshi authorities have sent food and relief to the worst-affected region, said Shahina Sultana, a senior government official in Chattogram region, the new name for Chittagong.</p>

<p>Five people were still missing, she said.</p>

<p>The famous Death Valley, which is located in California and is said to be one of the hottest places on Earth, reached a near-record temperature of 126F (52C) by Sunday afternoon. Tourists flocked to the national park to experience what the NWS had warned will be "life-threatening daytime heat" which will remain till Tuesday night.<br />

Speaking to broadcaster MSNBC on Sunday, visitor Eliana Luna said that the heat felt like a "burning sensation" on her body. "The heat, you can feel it dripping through the back, all the way down," she added.</p>

<h2><strong>No respite for people as flash floods create havoc</strong></h2>

<p>At least five people were killed in flash floods and downpours in Bucks County, Pennsylvania. The region received around 7 inches (17 cm) of rain for 45 minutes late on Saturday, said Upper Makefield Township Fire Chief Tim Brewer in a press conference, adding that it led to the death of people as vehicles swept away. He added that two children, aged 9 and 2, have been missing.<br />
<br />
"We continue to look for the two children. We are not going to give up regardless. The weather is a factor but at this point we are going to continue the operations and have already set things in motion for tomorrow as well,” said Brewer.</p>

<p>New York Governor Kathy Hochul on Sunday appealed to residents in her state to not travel till the rain passes, saying that "your car can go from a place of safety to a place of death" if it gets carried away in a flash flood.</p>

<p>On Sunday, the National Weather Service said that an EF-0 tornado touched down in North Brookfield. It stated that the tornado remained on the ground for about two miles. It further stated that the winds of the tornado peaked at around 80 miles per hour.</p>

<p>The NWS said that the tornado was witnessed by several people, though no one saw an actual funnel. It added that no homes were damaged and no person was hurt in the incident. The North Brookfield Emergency Management Agency said the "significant" damage was caused by the tornado on the north side of town.</p>

<p>Hot weather red alerts were issued by Italy for 16 cities on Sunday as meteorologists warned that temperatures are likely to soar to record highs across southern Europe in the days ahead. Greece, Spain and Italy have been battling scorching temperatures for many days.<br />

<p>Governor Kathy Hochul, along with New York State Police (NYSP), appealed to people to remain at home in the wake of the flood-like situation. A state of emergency was announced by New York Governor Hochul for Orange County on Sunday night, stating that the community saw “life-threatening flooding” in just a few hours as the electricity of 13,000 homes was knocked out by the storm.<br />
<br />
She stated that search and rescue efforts are being conducted by the emergency responders in a few places.</p>

<p>NYSP public information officer Steven Nevel, while speaking to Newsweek in an email on Sunday, said that state police have been asking people to avoid the Palisades Interstate Parkway in Rockland County because of heavy flooding.<br />

"There are numerous motorists stranded in Rockland County," said Nevel, while speaking to Newsweek. "State Police along with local fire departments and EMS personnel are utilising personal and equipment to assist this motorist and get them to safety as fast as possible,” he added.<br />

Auckland recorded 249 mm of rain in the span of 24 hours which marked the wettest day and month when compared to the previous 161 mm record.</p>

<p>New Zealand Police found the bodies of two men&nbsp;in flood waters in separate incidents in a northern suburb, while search is underway for another man who they believe has been swept away in the southern part of the city. A third death related to the flooding was confirmed&nbsp;by the police, on Saturday afternoon (local time)&nbsp;who said that&nbsp;Fire and Emergency workers found the&nbsp;person who was previously&nbsp;unaccounted for&nbsp;after a landslide hit a house in an inner suburb of Auckland, as per local media reports.&nbsp;</p>

He added, “We won't start to get a good idea of numbers affected until later today and, even then, this will take time, with information still coming in and many assessments to complete.”&nbsp;</p>

<p>According to media reports, the flash flood turned many of Auckland’s roads into rivers on Friday (January 27) with ankle-length water on several terminals of the Auckland Airport. The authorities have also said they expect operations to resume by midday on Saturday but before that, there will be no flights in or out of the airport, reported AFP.&nbsp;</p>

<p>Flooding in Logar province has resulted in 20 fatalities and 35 injuries, according to Mohammad Nassim Haqqani, spokesman for Afghanistan's disaster management agency.</p>

<p>Unofficial reports put the toll much higher.</p>

<p>The country's new Taliban-led administration has struggled to respond to the calamities and has requested help.&nbsp;</p>

<p>In a video message shared on social media, Zabihullah Mujahid, a spokesman for the Taliban leadership, pleaded with the international community, particularly Islamic nations and humanitarian organisations, to provide immediate assistance to the victims.&nbsp;</p>

<p>While international aid organisations have been offering support for months, they have cautioned that they need more access to resources and financing to prevent a humanitarian catastrophe that would leave people homeless and without access to shelter or clean water.</p>

<p>There is a yellow weather in place for Scotland and Northern Ireland until 11.59 pm on Monday and for all of England and Wales till 11.59 pm Tuesday. Power cuts, train and bus delays and cancellations, besides bad driving conditions for motorists are also likely to happen due to the floods.</p>

<p>Experts say that these rains are not going to help the dry conditions and the drought will persist.&nbsp;</p>
