He also warned that “more stuff will come out” against Canada in the future from India, which will help people understand “why we had the kind of discomfort with many of them (diplomats).”

His statement follows Canada’s action of pulling out 41 diplomats from India.

The report by the Financial Action Task Force (FATF), a global body that groups countries from the United States to China to tackle financial crime, deals a blow to the standing of Germany, which prides itself on a reputation for probity.

The assessment highlights a series of failings, including a lack of control of those who handle large sums of money, such as estate agents, adding that while Germany understood the risks, it had not done enough to tackle them.

The FATF criticised, for instance, the disjointed nature of supervision, with more than 300 regional authorities responsible for monitoring such players, as well as a shortage of personnel.

Germany's score lags far behind France, which the FATF also recently assessed. The poor ranking means Germany will now have to report annually to the body in the coming years about its progress in tackling shortcomings.

Germany's finance minister, Christian Lindner, has acknowledged the problem and pledged to centralise control, install additional staff and modernise the authorities' technology.

"We deal with the small fish, while the big fish get away," he told journalists earlier this week before the report's publication, adding that he would step up efforts to "follow the money".

The FATF said Germany prosecuted about 1,000 people for money laundering in 2020, despite opening more than 37,000 inquiries, a level of convictions it considered "very small".

Germany has more banks than other countries in the European Union while many Germans prefer using cash, which the FATF said made up three-quarters of transactions. There is no upper limit on the size of cash transactions.

The FATF also flagged money laundering risks from hawala payments, which means 'transfer' in Arabic. The system is widely used in the Middle East, moving payments through a trusted network of agents who operate outside banks.

Germany has 11 million international migrants, the third-largest globally, according to the report.

The FATF urged Germany to take "additional measures ... to more effectively mitigate the risks in relation to cash and hawala services".

Konrad Duffy of Finanzwende, a group that lobbies for financial transparency, said German authorities needed more powers to tackle money laundering and that rules should be tightened to prevent buying properties in cash.

FATF said that since June 2018, Pakistan made a high-level political commitment to work with the FATF and APG to strengthen its anti-money laundering/combating the financing of terrorism (AML/CFT) regime. As per the organisation, the country has also made efforts to address the strategic counter-terrorist financing-related deficiencies.&nbsp;

After the announcement, the country's State Minister for Foreign Affairs Hina Rabbani Khar congratulated Pakistan. She tweeted, "[international] community has unanimously [acknowleged] our efforts. Our success is the result of 4 years of challenging journey." She also heads the country's National FATF Coordination Committee.&nbsp;

Pakistan to stay on the 'grey list' till FATF on-site visit

Financial Action Task Force (FATF),&nbsp;a global watchdog for terror financing and money laundering,&nbsp;will hold its plenary session from June 14 to 17 in Berlin. It was established by the G-7 (Group of Seven) Summit in 1989 and is currently has its headquarters in French capital Paris.

''The inter-governmental body sets international standards that aim to prevent these illegal activities and the harm they cause to society,'' according to its website.

Known as Groupe d'action financière in French, FATF has 35 members and its International Cooperation Review Group (ICRG) includes the US, the UK, France, China, and India.

FATF places those countries in its 'grey list' or "Jurisdictions Under Increased Monitoring” that pose a risk to the global financial system.&nbsp;

Due to its failure to curb funnelling of funds to groups responsible for scores of attacks in India, Pakistan has been placed in FATF’s ‘grey list’.

It was found non-compliant on 32 of 40 compliance parameters related to terror financing and money laundering by the Asia Pacific Group of the FATF.

Adding to the financial problems of Pakistan, its continuance in the 'Grey List' means its downgrading by the IMF, the World Bank, the ADB, the EU and also a reduction in risk rating by Moody's, S&amp;P and Fitch.

Pakistan, which has been under the FATF radar for its complicity towards terror groups LeT, JeM and others, was adjudged low on 10 out of 11 &nbsp;"effectiveness parameters" of terror financing and money laundering in its previous plenary session.

This was a result of its bluff of arresting members of terrorist organisations under Maintenance of Public Order (MPO) Act which states that a detainee beyond 60 days.

"The world is familiar with our truck art representation; now, with this aircraft, our colours will fly in the air. We are really excited," Haider Ali, the artist painting the aircraft, told Reuters at the academy's hangar.

Trained by his father, Ali, 40, has been decorating trucks since his childhood and is now one of the most prominent such painters in&nbsp;Pakistan.

Ali hopes to paint an Airbus or Boeing aircraft in the future, saying an opportunity to work on such gargantuan planes would truly be a learning experience.

The South Asian nation was to submit a report on action regarding the implementation of the watchdog's plan of action during the Paris meeting.&nbsp;

More than 800 representatives from 205 countries and jurisdictions around the world including the IMF, UN, World Bank, and other organisations were in attendance in the meeting.

The FATF, a global terror financing watchdog, in 2018 placed Pakistan on the grey list and the watchdog has already granted Islamabad an extension till February 2020 during a meeting in October last year.

The FATF's Asia-Pacific Group's meeting, which took place in Beijing last year in October, analyzed Pakistan's situation from a technical point of view.

China, who took over as the chair of the inter-governmental organisation since July 2019, expressed satisfaction over the "visible progress" made by Islamabad, leading to speculations that it could be put in a "white" list from "grey" list, according to Pakistan media reports.

The Financial Action Task Force (FATF), which tackles money laundering, told Islamabad late last year that it could face blacklisting if it continued to apply inadequate controls over terrorism financing.

The FATF is meeting next week in France, and support from Turkey and longtime allies like China, Malaysia and Saudi Arabia could help Pakistan remain off the blacklist. A minimum of three votes are required for any country to escape the blacklisting.

If it joined the blacklist alongside Iran and North Korea, Islamabad would face sanctions and economic setbacks at a time when its economy is struggling with a balance of payment crisis.

"We will be supporting Pakistan at the Financial Action Task Force meetings, where Pakistan is subject to political pressure," Erdogan told Pakistan's parliament a day after he arrived in Islamabad.

The FATF already has Pakistan on its "gray-list" of countries with inadequate controls over curbing money laundering and terrorism financing.

But its arch-rival India, which came close to war with its nuclear-armed neighbour last year, wants Pakistan blacklisted.

Of 40 recommendations made by the watchdog, Pakistan had fully complied with only one, largely complied with nine, partially complied with 26, and totally missed four parameters, which were mandatory if Islamabad wanted to be removed from the gray-list, a review by the group last year said.

The FATF says Pakistan should adequately identify, assess and understand risks associated with militant groups operating in Pakistan such as Islamic State group, al-Qaeda, Jamat-ud-Dawa (JuD), Lashkar-e-Taiba and Jaish-e-Mohammad (JeM), which continue to raise funds openly.

"As FATF president and co-chair for Asia Pacific Joint Group, China will continue to uphold an objective, just and constructive attitude and participate in relevant discussions," he said.

The FATF in October last decided to keep Pakistan on its 'Grey' list for failure to curb funnelling of funds to terror groups Lashkar-e-Taiba, Jaish-e-Mohammad, and others.

If not removed off the list by April, Pakistan may move to a blacklist of countries that face severe economic sanctions, such as Iran.

Pakistan has submitted a 650-page review report to the FATF on January 8. The report was submitted in response to 150 questions raised by the FATF regarding new Pakistani policies on money laundering. The report outlined the steps taken by Pakistan between October 2019 to January 2020 to implement the group's recommendations.

The FATF meeting scrutinises whether Pakistan has complied with an earlier agenda presented to it.

"I want to stress that the FATF is an important international cooperation platform and to fight money laundering and terrorist financing its aim and goal is to help countries better fight money laundering and terrorist financing and prevent the international financial system from being abused," Geng said.

In its compliance report submitted first in December 2019, and then again on 8 January 2020, which answered the<a href="https://www.wionews.com/south-asia/fatf-hands-over-150-queries-to-pakistan-in-response-to-compliance-report-269564"> 150 questions posed by the FATF</a> regarding new Pakistani policies on money laundering, Pakistan has apprised the joint group of FATF that as many as 500 terror-financing-related cases were registered, out of which 55 ended up in conviction in the courts.

However, these might be inflated numbers. For instance one of the world's most dreaded terrorist Hafiz Saeed has 11 cases registered against him directly but Pakistan has only been able to indict him in just two cases.

Moreover, the FATF has also informed that the State Bank of Pakistan imposed penalties on defaulting banks and statutory sanctions regime was implemented. The mandatory currency declaration scheme was also implemented at all airports in the country.

The 650-page report outlined the steps taken by Pakistan between October 2019 to January 2020 to implement the group’s recommendations. In the last plenary meeting in October 2019, FATF had shown satisfaction over only five points of the action plan out of a total 27.

Expecting that the FATF may grant another relaxation to the country, probably up to June or September 2020, in its upcoming plenary review meeting in February, Pakistan is expected to argue that four months is too short a period for Pakistan to comply with all remaining 22 points of the action plan.

FATF kept Pakistan&nbsp;on the grey list up to February 2020 and it is trying to avoid blacklisting by the body.

The face-to-face meeting in Beijing will continue for three days till January 23 before the FATF's upcoming plenary meeting which will be held in Paris.

Pakistan faces three possibilities, either exclusion from the grey list and placement on the white; the grey-list status quo for up to June or September; or blacklisting in the worst-case scenario.

Pakistan has so far successfully managed to avoid the blacklist due to diplomatic support from China, Turkey, Malaysia, Saudi Arabia and middle-east countries.

Meanwhile, Pakistan reached out to the United States to help it get out of FATF's grey-list. Foreign Minister Shah Mehmood Qureshi visited Washington DC last week and in a press briefing said that Pakistan hoped US would back its efforts to get it off the list at the FATF's Beijing meeting.

Qureshi also met US Secretary of State Mike Pompeo and National Security Adviser Robert O'Brien over the issue.

National Security Advisor (NSA)&nbsp;Ajit Doval on Monday said that supporting terrorism is the state policy of Pakistan.&nbsp;

He was speaking at the national conference of the Chiefs of ATS and STFs of the States here on Monday.

"If a criminal has the support of a state, it becomes a great challenge. Some of the states have mastered this, in our case Pakistan has made it as an instrument of its state policy," said Ajit Doval.

''Here in India, it is the state-sponsored terrorism. They not only recruit, provide training, weapons, intelligence etc but they also give them the higher degree of deniability, and resources and technology due to which intelligence agencies are not able to figure them out, degrade them or find their tentacles," said Doval.

"If a criminal gets the support of State then it becomes difficult to catch him suppose if police somewhere start supporting an underworld man," Ajit Doval said.&nbsp;

''The accessibility of high-end technology to terrorists makes the collection of evidence very complex,'' Ajit Doval added.

"Further, the approach of the judiciary is to treat the terrorism cases at par with the ordinary crime, they apply the same benchmark," said Doval.

He said that the proceedings of the Financial Action Task Force (FATF) has created pressure on Pakistan as no other action could have done.

"One of the biggest pressures that have come on Pakistan today is because of the proceedings of FATF, it has created so much pressure on them that probably no other action could have done," he said.

Ajit Doval also said that the impact that NIA has been able to make against terrorism in Kashmir is more than any other agency.
