The doctor was not a caregiver to the woman, which raises questions as to how she could access the data.

The doctor, who reportedly works as a consultant with Addenbrooke's hospital in Cambridge relayed the woman's personal medical information to her ex-boyfriend.&nbsp;

“I felt violated when I learned that this woman, who I didn’t know, had managed to access on a number of occasions details of my life that I had shared with my GP and only my family and very closest friends. It was about something sensitive involving myself and my children, about a family tragedy,” the woman said as quoted by The Guardian.

The news outlet did not reveal the name of the doctor or the name of the woman whose medical records she accessed.

“The doctor said that she had got it from friends, or from people in her choir or parents at my children’s school. That left my sister and I wondering if some of our close friends had betrayed us as we knew that only a few people knew those details. She had an unhealthy interest in us,” the woman was quoted as saying.

“This is an utterly appalling case. It’s an individual problem that the doctor did this. But it’s a systemic problem that they could do it, and that flaws in the way the NHS’s data management systems work meant that any doctor can do something like this to any patient," said Sam Smith, from MecConfidential, a health data privacy group.

“If you’re registered with the NHS in England, this could happen to you.”

Just how the doctor found the woman's medical records was revealed when Addenbrooke carried out a detailed audit at the woman's request. The audit revealed that the doctor had accessed the records no less than seven times last August and September. The doctor first accessed Addenbrooke's own hospital records system.

The doctor then accessed records from a different system and got information about a tragedy and its health impact on one of her children.

Dr Nicola Byrne, the NHS national data guardian for England, termed the doctor's behaviour “absolutely unacceptable”. She added that she was "concerned at the seriousness of the allegations".

Sharing their woes, the BMA union said the junior doctors are "demoralised, angry and no longer willing to work for wages that have seen a real terms decline of over 26% in the past 15 years".

Ministers have announced plans for an independent&nbsp;football&nbsp;regulator to oversee the financial sustainability of the men's game in England, with powers to prevent clubs from joining breakaway leagues. The regulator would license clubs, requiring them to demonstrate sound financial business models, run robust owners' and directors' tests and give fans a greater say in the running of clubs.

It would also have the power to block clubs from joining breakaway leagues, appearing to prevent a repeat of any attempt to form a Super League such as the one that proved so unpopular with supporters in 2021.

Football&nbsp;Association CEO Mark Bullingham said the FA welcomed the plans, set out in a government white paper -- a policy document setting out proposals for future legislation -- to be published on Thursday.

"Our response will highlight a critical point made repeatedly by the fan-led review, which recommended that the professional game increases funding of the grassroots game," he said.&nbsp;

The&nbsp;Football&nbsp;Supporters' Association also welcomed the proposals.

"The&nbsp;football&nbsp;governance white paper clearly addresses our key concerns around ownership, rogue competitions and sustainability and of course we support any proposals that offer fans a greater voice in the running of their clubs," said FSA chief executive Kevin Miles.

But the Premier League warned it was vital that regulation did not damage the game.

"We will now work constructively with stakeholders to ensure that the proposed government regulator does not lead to any unintended consequences that could affect the Premier League's position as the most-watched&nbsp;football&nbsp;league in the world, reduce its competitiveness or put the unrivalled levels of funding we provide at risk," it said in a statement.

<h2>Terrible idea</h2>

West Ham owner David Sullivan echoed previous concerns expressed by some owners of Premier League clubs, describing the plans for greater regulation as a "terrible idea".

"The regulator will have a huge staff that&nbsp;football&nbsp;will have to pay for," he told Sky Sports News. "It will be a total waste of money. I bet it grows in size and cost every year.&nbsp;

"The Premier League is the best run and most successful league in the world. It gives more to the lower leagues and the PFA (Professional Footballers' Association) and the grassroots than any other top league in the world. It's a fantastic export."

The proposals are based on the recommendations of a fan-led review that ministers commissioned earlier than originally planned in the immediate aftermath of the Super League scandal.

The body's main purpose would be to oversee a licensing system to ensure clubs are run sustainably, following the collapse of Bury and Macclesfield in recent years.

But it would also be able to step in and force arbitration if the Premier League, the EFL (English&nbsp;Football&nbsp;League) and the&nbsp;Football&nbsp;Association are unable to reach a new settlement on how top-flight finances support the game at lower levels.

The government also plans to introduce a new owners' and directors' test, with a focus on the fitness and propriety of new owners and enhanced due diligence.

It is not clear whether there will be any human rights element to the test, despite calls for one from Amnesty International during the Saudi-led takeover of Newcastle.

The issue is again in the spotlight as a result of a Qatari bid for Manchester United.

The government said it would embark on further consultation, with plans to bring forward legislation to be announced as soon as parliamentary time allows.

A World War II-era bomb, which was discovered in the&nbsp;English town of Great Yarmouth, exploded “unintentionally” after experts tried to defuse it.&nbsp;The incident took place on Friday.&nbsp;The bomb was found when a contractor who was doing dredging work in the River Yare first discovered the 250-kilogramme&nbsp;(about 550 pounds) explosive on Tuesday, following which authorities were informed.

Later, emergency services and local authorities declared a "major incident" and activated emergency plans. An Explosion Ordnance Device team was also summoned to the area. Roads were closed and the immediate area was evacuated, according to CBS News.

The explosive somehow got detonated when the work to disarm the explosive began on Friday, causing a large explosion, according to a&nbsp;news release from the city.

Before the defusing bid, hundreds of people had been evacuated from homes and workplaces. A video shot on the police drone was shared on Twitter, which attracted thousands of views.

Fortunately, no casualty was reported as the 20th-century bomb was surrounded by a protective sandbox in case of an unexpected detonation. Police said that the sandbox prevented injuries.

"This has been an unsettling time for many people, most of all for those who were evacuated from their homes. Safety of the public has been at the heart of decision-making throughout this multi-agency operation.
