Tesla owner and billionaire entrepreneur, Elon Musk, has announced a prize of $100 million to any investor who is able to find a solution to battle global warming.

Musk has urged people to come ahead with ideas on fighting global warming by removing carbon dioxide from the atmosphere and ocean.

The SpaceX owner has given a period of four years for investors to come up with successful ideas to win the prize money. The "largest incentive prize in history" will last till Earth Day, 2025.

"Both cost and scalability need to be addressed. Is it going to be enough carbon to matter, and can we afford it as a civilisation? Those are two things that matter," Musk said in a video message.

As per calculations made by experts, removing carbon can cost more than $300 per metric tonne as the world emits nearly 50 billion tonnes of carbon dioxide in a year.

Tesla Inc has had a terrible week in China, but sentiment against the US electric car company in its second-biggest market had been building as it struggled to keep pace with rapid growth.

The pile-on by media and scolding by regulators show how precarious China can be for big foreign brands, and how a company's handling of an incident can turn into a crisis if the country's tightly-controlled news outlets turn against it.

Tesla's defiance of industry convention, embodied by founder Elon Musk and a corporate culture that rarely admits mistakes, has won fans in the United States, but has backfired in China.

Musk had such cachet that China's government allowed Tesla to be the first foreign carmaker not forced to team up with a partner to make cars locally. Now, Tesla is learning lessons its longer-established rivals got years ago.

Tesla's troubles in China also underscore a problem Musk and senior Tesla executives have acknowledged, though mainly in relation to the company's North American business. Tesla's rapid sales growth has outrun its capacity to repair vehicles when hardware goes bad.

"Service expansion is really important to the future strategy of the company," Tesla Chief Financial Officer Zach Kirkhorn told investors in January.

When a Tesla customer, angry over the handling of her complaint about malfunctioning brakes, climbed on top of a Tesla in protest on Monday at the Shanghai auto show, videos of the incident went viral.

The incident escalated after Grace Tao, Tesla's vice president for external relations - a former anchor at state broadcaster CCTV - questioned whether the angry customer, surnamed Zhang, was acting on her own.

In an interview with a local news outlet, Tao said, "maybe she ... I don't know, I think she is quite professional, there should be (someone) behind her."

"We have no means to compromise, it's just a process in the development of a new product," she added.

Tesla scrambled into damage-control mode, asking the online news outlet to withdraw the report, the outlet said on Tuesday on WeChat.

'INSINCERE' APOLOGY

Tesla issued a series of increasingly contrite late-night statements, from Monday's "no compromise" to Tuesday's "apology and self-inspection." By Wednesday night, Tesla said it was "working with regulators for investigation."

The official Xinhua news agency said Tesla's apology was "insincere" and called for removal of a "problematic senior executive," while the Global Times cited Tao's comments in calling Tesla's "blunder" a lesson for foreign firms in China.

Tao, who joined Tesla in 2014, could not be reached for comment. Tesla did not reply to a request for further comment.

"There have been consistent complaints on social media with Tesla in China regarding its quality and service issues, which seem to have been largely ignored by the local team until Tuesday," said Tu Le, analyst at research firm Sino Auto Insights.

"It's a delicate dance, though, since Tesla helps highlight the entire EV sector helping ALL companies grow their sales and raise their profiles," he said.

Tesla cars, made at its own Shanghai factory, are highly popular in China, which is by far the world's biggest EV market and accounts for 30 per cent of Tesla's sales.

Investors have not shown worry. Tesla shares rose this week.

PRECARIOUS POSITION

Pressure on Tesla had been building.

Last month, it came under scrutiny when the military banned Teslas from entering its complexes, citing security concerns over vehicle cameras, sources told Reuters. Days later, Musk appeared by video at a high-level forum, saying that if Tesla used cars to spy in China or anywhere, it would be shut down.

Tesla appeared to have scrapped much of its public relations team in the United States last year, although it has been hiring public relations staff in China.

For communications, it relies heavily on Musk's Twitter feed, which has over 50 million followers. As of Thursday, he had been silent on the China situation, which remained a hot topic, as Tesla owners took to Weibo to complain about quality issues such as sudden acceleration or steering failure.

On Thursday, Global Times Editor-in-Chief Hu Xijin said the intent is not to force Tesla from China.

"Our ultimate goal is to make foreign companies adapt to the Chinese market, seriously abide by Chinese laws and regulations, respect Chinese culture and consumers, and become a positive element in the Chinese economy. Whether it is a lesson or help, it all points to the same goal."

Elon Musk's Tesla has issued a rare apology after coming under pressure in China on Wednesday from regulators and state media over a viral video of a disgruntled customer at the Shanghai auto show.

The singling-out of Tesla in China, which accounts for 30 per cent of the US firm's global sales and where it makes cars at its own factory in Shanghai, comes amid ongoing US-China tensions and as other foreign firms have encountered backlash.

"China will continue to open up its market to foreign business, but that does not mean foreign companies will be offered any privilege," the Global Times, a tabloid published by the ruling Communist Party's official People's Daily, said in an opinion piece on the "Tesla blunder".

On Monday, an unhappy customer clambered on top of a Tesla at the auto show in protest over the company's handling of her complaints about malfunctioning brakes, triggering a social media storm, with regulators and state media also weighing in.

Late on Wednesday, China's market regulator urged Tesla to ensure product quality in the country, while the official Xinhua news agency said that Tesla's apology was "not sincere".

"The arrogant and overbearing stance the company exhibited in front of the public is repugnant and unacceptable, which could inflict serious damage on its reputation and customer base in the Chinese market," the Global Times write.

Tesla, whose cars are popular in China, declined to comment, but said in a statement it would share data on the brake incident with regulators, after a local regulator demanded it.

In videos that went viral from Monday's car show, a woman wearing a T-shirt emblazoned with the words "The brakes don't work" shouted similar accusations while staff and security struggled to restore calm.

Tesla on Tuesday apologised to Chinese consumers for not addressing the complaint in a timely way, and said it would launch a review of its service operations in the world's biggest auto market.

However, the Xinhua news agency said Tesla's apology fell short.

"A big company should have the responsibility of being a big company, no company can do whatever it wants," it said in a commentary on Wednesday night.

"If a company does not rectify when it has a problem, if it does not change a problematic senior executive ... it will eventually make mistakes again," it said.

'Arrogance'

On Monday, Grace Tao, a Tesla vice-president, told a local media outlet that "there is no possibility Tesla will compromise" and said she suspected that there was someone putting the customer up to the protest. The interview prompted accusations of "arrogance" on Tesla's part from state media.

Meanwhile, the Global Times published a story on a deadly accident reportedly involving a Tesla that “surfaced online on Wednesday," which it said raises further Tesla quality control concerns.

Last month, Tesla came under scrutiny in China when the military banned its cars from entering its complexes, citing security concerns over cameras in its vehicles. Earlier this month, Tesla said cameras in its cars are not activated outside of North America.

Chinese internet users last month began calling for boycotts of brands including H&M, Adidas, and Nike over past statements saying they do not use cotton from Xinjiang, where some researchers and foreign lawmakers say authorities use coercive labour to meet seasonal needs, which China denies.

Tesla issues rare apology after coming under pressure over disgruntled customer's viral video

Meme-based cryptocurrency Dogecoin fell on Tuesday after hitting an all-time high in a wild session that saw supporters of the token once considered a parody use hashtags to fuel a rally until it lost steam.

Dogecoin ultimately fell 15.4 per cent to US$0.33, but during the session when it hit a record peak, its market capitalisation soared to more than $50 billion. After the slump, its market cap dropped roughly $45 billion, according to coinmarketcap.com.

By comparison, the wildly popular bitcoin has a market cap of more than $1 trillion.

Dogecoin fans used the hashtags #DogeDay and #DogeDay420 to post memes, messages and videos on Twitter, Reddit and TikTok, referring to the informal April 20 holiday to celebrate cannabis which is marked by smoke-ins and street parties.

"GIMME THAT DOGECOIN LAMBO!!! #DogeDay" one tweeted, referring to the Lamborghini sports car popular in crypto culture.

An 8,000% price increase this year has seen Dogecoin, launched as a satirical critique of 2013's cryptocurrency frenzy, overtake more widely-used cryptocurrencies like Litecoin and briefly Tether, to become the sixth-largest coin.

"The current retail fervor probably won't completely give up on Dogecoin," said Edward Moya, senior market analyst at online FX trading platform OANDA, but he did anticipate the "sell the event reaction" for the cryptocurrency.

Dogecoin's logo features a Shiba Inu dog at the center of the meme. It can be traded on crypto exchanges and more popular mainstream trading apps.

"The Doge rally represents an interesting convergence," said Diana Biggs, CEO of crypto start-up Valour, after Dogecoin's price soared by more than five-fold in the last week to a record $0.42, according to CoinMarketCap.

"A meme coin created as a joke for early crypto adopters whose community found that kind of thing to be fun, with now a new generation of retail investors for whom memes are a native language," Biggs added.

Online trading

Dogecoin's rise came during a surge in online trading of stocks and crypto by retail investors, stuck at home with extra cash because of the COVID-19 pandemic. The coin has not seen much growth in usage for payments or in commerce.

A boom in usage of online trading apps like Robinhood also fueled the social-media driven rally in GameStop Corp stock this year, which pitted retail investors against hedge funds.

"It's an extension of the same phenomenon that has led Tesla stock to be valued well beyond fundamentals and more recently to the GME (GameStop) short squeeze," said Ajit Tripathi, head of institutional business at decentralised finance startup Aave.

Like other cryptocurrencies, Dogecoin's price is heavily influenced by social media users including Tesla chief Elon Musk, whose tweets on the cryptocurrency in February sent its price soaring over 60 per cent.

Dogecoin currently has a 16.7 per cent implied probability to be worth more than $1 at the end of 2021, according to betting aggregators US-Bookies.com, a significant improvement from earlier this month, when it had just a 2.9 per cent chance to do so.

One of the two victims killed in Texas at the weekend in the crash of a Tesla car believed to have operated without a driver was William Varner, a doctor, his employer said on Tuesday.

Police in Harris County, Texas, said a Tesla Model S smashed into a tree on Saturday at high speed after failing to negotiate a bend and burst into flames, killing one occupant found in the front passenger seat and the owner in the back seat.

Witnesses told the police that the accident happened shortly after the victims left a house, saying they would test automated driving capability.

"Dr Varner was a tremendous human being who personally impacted many...," The Woodlands Medical Center said in a statement. "He will be dearly missed by so many.”

Tesla's Autopilot and FSD, as well as the growing number of similar semi-autonomous driving functions in cars made by other automakers, present a challenge to officials responsible for motor vehicle and highway safety.

US federal road safety authority, the National Highway Traffic Safety Administration (NHTSA), has yet to issue specific regulations or performance standards for semi-autonomous systems such as Autopilot, or fully autonomous vehicles (AVs).

There are no NHTSA rules requiring carmakers to ensure systems are used as intended or to stop drivers misusing them. The only significant federal limitation is that vehicles have steering wheels and human controls required under federal rules.

With no performance or technical standards, systems such as Autopilot inhabit a regulatory grey area.

The Texas crash follows a string of crashes involving Tesla cars being driven on Autopilot, its partially automated driving system which performs a range of functions such as helping drivers stay in lanes and steer on highways.

Tesla has also rolled out what it describes as a "beta" version of its FSD system to about 2,000 customers since October, effectively allowing them to test how well it works on public roads.

Harris County police are now seeking a search warrant for the Tesla data and said witnesses told them the victims intended to test the car's automated driving.

No requirements

Adding to the regulatory confusion is that traditionally NHTSA regulates vehicle safety while departments of motor vehicles (DMVs) in individual states oversee drivers.

When it comes to semi-autonomous functions, it may not be apparent whether the onboard computer or the driver are controlling the car, or if the supervision is shared, says the U.S. National Transportation Safety Board (NTSB).

California has introduced AV regulations but they only apply to cars equipped with technology that can perform the dynamic driving task without the active physical control or monitoring of a human operator, the state's DMV said.

It said Tesla's full self-driving system does not yet meet those standards and is considered a type of Advance Driver Assistance System that it does not regulate.

That leaves Tesla's Autopilot and its FSD system operating in regulatory limbo in California as the automaker rolls out new versions of the systems for its customers to test.

NHTSA, the federal body responsible for vehicle safety, said this week it has opened 28 investigations into crashes of Tesla vehicles, 24 of which remain active, and at least four, including the fatal Texas accident, occurred since March.

NHTSA has repeatedly argued that its broad authority to demand automakers recall any vehicle that poses an unreasonable safety risk is sufficient to address driver assistance systems.

So far, NHTSA has not taken any enforcement action against Tesla's advanced driving systems.

White House spokeswoman Jen Psaki said NHTSA is "actively engaged with Tesla and local law enforcement" on the Texas crash.

The NTSB, a US government agency charged with investigating road accidents, has criticised NHTSA's hands-off approach to regulating cars with self-driving features and AVs.

"NHTSA refuses to take action for vehicles termed as having partial, or lower level, automation, and continues to wait for higher levels of automation before requiring that AV systems meet minimum national standards," NTSB Chairman Robert Sumwalt wrote in a February 1 letter to NHTSA.

"Because NHTSA has put in place no requirements, manufacturers can operate and test vehicles virtually anywhere, even if the location exceeds the AV control systems limitations," the letter said.

Reviewing regulations

NHTSA told Reuters that with a new administration in place, it was reviewing regulations around AVs and welcomed the NTSB's input as it advanced policies on automated driving systems.

It said the most advanced vehicle technologies on sale required a fully attentive human driver at all times.

"Abusing these technologies is, at a minimum, distracted driving. Every State in the nation holds the driver responsible for the safe operation of the vehicle," NHTSA told Reuters.

NTSB also says NHTSA does not have any method to verify whether carmakers have adopted system safeguards. For example, there are no federal regulations requiring drivers to touch the steering wheel within a specific time frame.

"NHTSA is drafting rules on autonomous vehicles, but it has been slow to regulate semi-autonomous vehicles," said Bryant Walker Smith, a law professor at the University of South Carolina. "There is a growing awareness that they deserve more scrutiny priority and regulatory action."

New York has a law requiring drivers to keep at least one hand on the wheel at all times but no other states have legislation that could prevent the use of semi-autonomous cars.

When it comes to AVs, 35 states have enacted legislation or state governors have signed executive orders covering AVs, according to the National Conference of State Legislatures.

Such rules allow companies such as Alphabet's Google and General Motors, among others, to test their Waymo and Cruise vehicles on public roads.

But regulations differ by state.

AV regulations in Texas state that vehicles must comply with NHTSA processes, though there are no such federal regulations. The Texas Department of Public Safety, the regulator charged with overseeing AVs, did not respond to a request for comment.

Arizona's transport department requires companies to submit regular filings to verify, among other things, that vehicles can operate safely if the autonomous technology fails.

While most automakers offer vehicles with various forms of assisted driving, there are no fully autonomous vehicles for sale to customers in the United States.

Red flags

Concerns about the safety of autonomous driving technology, however, have been mounting in recent years and Tesla has warned about its limitations.

In February 2020, Tesla's director of autonomous driving technology, Andrej Karpathy, identified a challenge for its Autopilot system: how to recognize when a parked police car's emergency flashing lights are turned on.

"This is an example of a new task we would like to know about," Karpathy said at a conference during a talk about Tesla's effort to deliver FSD technology.

In just over a year since then, Tesla vehicles crashed into police cars parked on roads on four separate occasions and since 2016 at least three Tesla vehicles operating on Autopilot have been in fatal crashes.

At least three of the cars were on Autopilot, police said. In one of the cases, a doctor was watching a movie on a phone when his vehicle rammed into a police trooper in North Carolina.

Accidents and investigations have not slowed Musk's drive to promote Tesla cars as capable of driving themselves.

In a recent Tweet, Musk said Tesla is "almost ready with FSD Beta V9.0. Step change improvement is massive, especially for weird corner cases & bad weather. Pure vision, no radar."

Tesla also says it has used 1 million cars on the road to collect image data and improve Autopilot, using machine learning and artificial intelligence.

Tesla's Karpathy said he has ridden in his Tesla for 20 minutes to get coffee in Palo Alto with no intervention.

"It is not a perfect system but it is getting there," he said in a "Robot Brains" podcast in March. "I definitely keep my hands on the wheel."

Doctor among victims of lethal Tesla car crash in Texas

Facebook on Monday said it is adding podcasts and "live audio rooms" in a push to get people talking and take on the fast-growing audio-based app Clubhouse.

Facebook's incursion into the audio market comes as the sudden explosion of interest in Clubhouse, an audio app where billionaires and celebrities including Tesla CEO Elon Musk have popped in to chat, could be waning.

Downloads of the Clubhouse app, which is only available on Apple's iOS devices, suffered an estimated 70 per cent decline in March from February when it hit a high.

Facebook has seen a steady rise in users opting for voice, from audio calls at the social network to leaving spoken messages using WhatsApp of Messenger.

Zuckerberg said the world's largest social media network planned in the coming months to launch features including short-form audio clips called "Soundbites" and ways to create sound effects or improve audio quality. Facebook said in a blog post it would begin to test live audio rooms, which would launch by the summer.

Zuckerberg said Facebook was looking to "treat audio as a first-class medium in the way that we would photos or video" in an interview on Discord with Casey Newton, editor of newsletter Platformer.

The rapid growth of the year-old app Clubhouse has demonstrated the potential of audio chat services.

The app, which is not yet available on Android, faces competition from multiple companies working on Clubhouse clones.

Twitter Inc is testing its live audio feature Spaces, along with new features from Discord, Microsoft-owned LinkedIn, Slack and Spotify Technology.

Reddit also unveiled a preview of its "Reddit Talks" product to moderators on Monday.

Analytics firm Sensor Tower estimated Clubhouse had a 72 per cent decline in growth from about 9.6 million February installs to about 2.4 million in March.

Facebook, which has long been criticized for its handling of problematic content across its products, will face the challenges of moderating live and recorded audio content.

Facebook said its live audio rooms would be available on its Messenger product and in its main app. It said it would test the rooms with public figures as well as in Groups - a product the company has vigorously promoted as providing places for people with common interests but which have also been used to spread misinformation and organize extremist activity.

As part of the announcements, Zuckerberg also said Facebook is working with Spotify on "Project Boombox" to share and listen to music on its platform.

Facebook said users would be able to send donations, or tips, to creators in live audio rooms through "Stars". After launch, it will offer other types of monetization like single-purchase access or subscription for rooms. It also announced an audio creator fund for Soundbites.

The company is working to attract more creators who are accustomed to receiving tips and other direct payments from fans.

More than 170 million people are connected to Facebook pages centered on podcasts, and some 35 million users are members of podcast fan groups, but listening to one required leaving the social network.

Facebook also planned to begin testing Live Audio Rooms, expected the feature to be available to all users by the middle of this year.

To make its audio offerings sustainable for the long term, Facebook is building in ways for people creating content to make money.

Facebook takes on Clubhouse, unveils big audio push, adds podcasts

Two US transportation regulators said Monday they will investigate a fatal car crash involving a Tesla that apparently had no one behind the wheel.

The vehicle was speeding when it hit a tree late Saturday night in Spring, Texas, near Houston. It caught fire, destroying the car entirely and killing two men, police said.

Mark Herman, Harris County Constable Precinct 4, said evidence including witness statements clearly indicated there was nobody in the driver's seat of the Model S when it crashed into a tree, killing two people, on Saturday night.

The National Highway Traffic Safety Administration (NHTSA) said it "immediately launched a Special Crash Investigation team to investigate the crash."

"We are actively engaged with local law enforcement and Tesla to learn more about the details of the crash and will take appropriate steps when we have more information," the agency said.

The National Transportation Safety Board (NTSB) said on Twitter it had dispatched two investigators to the scene, who "will focus on the vehicle's operation and the post-crash fire. NTSB investigators will arrive in the area later this afternoon."

As of Sunday, local investigators had not determined whether the driver's side airbag deployed, or if the vehicle's driver assistance system was deployed at the time of the accident.

The circumstances of the accident have provoked numerous reactions on social media, re-launching the debate on Tesla's existing semi-autonomous capabilities, such as the "Autopilot" software that allows the car to park on its own or navigate on the highway.

People can also buy a more expensive version called "FSD," for "full self-driving," even though the driver is not supposed to let go of the steering wheel.

The crash is the 28th Telsa accident to be investigated by the National Highway Traffic Safety Administration (NHTSA), which regulates vehicle safety.

It is also being probed by the National Transportation Safety Board (NTSB), which removed Tesla as a party to an earlier investigation into a fatal crash in 2018 after the company made public details of the probe without authorisation.

In Saturday's accident, the 2019 Tesla Model S was traveling at high-speed near Houston when it failed to negotiate a curve and went off the road, crashing into a tree and bursting into flames, Herman said.

Authorities found the bodies of two men in the car, one in the front passenger seat and the owner of the car in the backseat.

"We have witness statements from people that said they left to test drive the vehicle without a driver and to show the friend how it can drive itself," Herman said.

Tesla's Autopilot is a driver assistance system that handles some driving tasks and allows drivers to take their hands off the steering wheel at times, but Tesla says its features "require active driver supervision and do not make the vehicle autonomous."

Tesla boss Musk rejected the idea that the vehicle's semi-automated driving software was to blame: "Data logs recovered so far show Autopilot was not enabled & this car did not purchase FSD," in a reference to Full Self-Driving, Tesla's separate beta semi-automated driver assistance system that still requires driver supervision.

Musk added that "standard Autopilot would require lane lines to turn on, which this street did not have," referring to road markers that need to be captured by a vehicle's cameras to enable autopilot.

Tesla has access to operational and diagnostic data delivered to its servers at "regular intervals" from the car, which has been impounded by police. It is unclear whether investigators will be able to retrieve data directly from the event data recorder in the severely burned vehicle.

Tesla warns that driver assistance systems Autopilot and Full Self-Driving Capability do not make the vehicles autonomous, and that active supervision is still required.

Musk, however, regularly praises advances made by his company in self-driving technology.

Just hours before the crash, Musk had tweeted: "Tesla with Autopilot engaged now approaching 10 times lower chance of accident than average vehicle."

US regulators probe possibly driverless Tesla crash as Musk denies Autopilot use

Two men died after a Tesla vehicle, which was believed to be operating without anyone in the driver's seat, crashed into a tree on Saturday night north of Houston, authorities said.

The vehicle was driving at high-speed late Saturday north of Houston when it slammed into a tree and burst into flames, the Wall Street Journal reported, quoting Harris County constable Mark Herman.

"Our preliminary investigation is determining, but it's not complete yet that there was no one at the wheel of that vehicle," he said. "We're almost 99.9 per cent sure."

When police arrived, one of the two victims was sitting in the front passenger seat and the other in the rear seat.

Herman said police had not yet determined whether the driver-side airbag had deployed and whether the car's driver assistance system was engaged at the time of the crash.

On its website, Tesla warns that the driver assistance systems it offers do not make their vehicles fully autonomous and that active driver supervision is still necessary.

But videos regularly show moving Teslas with drivers asleep or without their hands on the wheel for extended periods of time.

The accident comes amid growing scrutiny over Tesla's semi-automated driving system following recent accidents and as it is preparing to launch its updated "full self-driving" software to more customers.

The US auto safety agency said in March it has opened 27 investigations into crashes of Tesla vehicles; at least three of the crashes occurred recently.

Tesla CEO Elon Musk said in January that he expects huge profits from its full self-driving software, saying he is "highly confident the car will be able to drive itself with reliability in excess of human this year."

Self-driving technology must overcome safety and regulatory hurdles to achieve commercial success.

US space agency NASA is set to launch SpaceX Crew Dragon second flight to the International Space Station on April 22.

The Crew-2 with four astronauts on board will lift off at 6:11 a.m. EDT on April 22, from Launch Complex 39A at the agency's Kennedy Space Center in Florida.

The Crew-2 flight will carry NASA astronauts Shane Kimbrough and Megan McArthur, who will serve as the mission's spacecraft commander and pilot, respectively along with JAXA (Japan Aerospace Exploration Agency) astronaut Akihikoa Hoshidea and ESA (European Space Agency) astronaut Thomasa-Pesquet, who will serve as mission specialists to the space station, the space agency said in a statement.

The mission is the second of the six certified, crew missions NASA, and SpaceX will fly as a part of the agency's Commercial Crew Programme. Crew-1 successfully docked into the ISS in November, last year.

The Crew-2 astronauts will remain aboard the space station for approximately six months as expedition crew members, along with three crewmates who will launch via a Russian Soyuz spacecraft.

The increase of the full space station crew complement to seven members, over the previous six, will allow NASA to effectively double the amount of science that can be conducted in space, NASA said.

Kathy Lueders, head of NASA’s human exploration office, said it was “moving” to be on the verge of flying three SpaceX crew flights in 11 months.

“Looking back, it’s really, really amazing what both the SpaceX and NASA teams have accomplished,” she said.

SpaceX said it must resolve one issue before conducting a test firing at the launch pad this weekend. It appears the company has been loading more liquid oxygen into its first-stage boosters than anticipated, and engineers want to make “extra certain” that poses no safety risks, said Bill Gerstenmaier, a new SpaceX vice president who used to work for NASA.

For nearly a decade, the only route to the space station for astronauts was on Russian rockets. NASA turned to private companies for taxi service after the space shuttles retired in 2011. SpaceX has been shipping cargo to the space station since 2012, using the same kind of rocket and similar capsules, and recycling those parts as well.

Taiwan's Pegatron has chosen a site in El Paso, Texas, to build a plant that will provide components for Tesla Inc, Taiwanese newspaper the Commercial Times reported on Wednesday.

The company said that details of its overseas plant investments, including timing, location, and investment amounts, were still in the planning stages.

It comes after Tesla faces scrutiny in China where the military in March banned Tesla cars from entering its complexes, citing security concerns over cameras in its vehicle.

China is a key battleground for electric vehicles. In 2020 Tesla sold 30 per cent of its global total in the country.

Pegatron said in November that it would set up a factory in the United States to be closer to its clients there.

Pegatron is best known as a key supplier for Apple Inc, but it has said it sees electric vehicles as a major source of growth in coming years.

Shares of Tesla climbed 3 per cent on Monday after Canaccord Genuity raised its rating on the electric car maker to "buy" and compared its brand to Apple.

Canaccord Genuity analyst Jed Dorsheimer upgraded Tesla to "buy" from "hold" and increased his price target to $1,071, the second-highest among 37 analysts tracked by Refinitiv.

Lunar exploration company iSpace will transport a United Arab Emirates rover to the moon in 2022, the Japanese company said on Wednesday, as the UAE pushes for rapid expansion in the space exploration business to diversify its economy.

The UAE is using its space programme to develop its scientific and technological capabilities and reduce its reliance on oil.

The Gulf state's, and the Arab world's, first interplanetary probe entered Mars' orbit in February. It is now sending data about the Martian atmosphere and climate.

The Rashid lunar rover will be designed entirely by Emiratis. The UAE had originally intended to send it into space by 2024.

Japanese company iSpace, founded in 2010, aims to provide commercial transportation to the moon with a wider mission to ultimately incorporate the moon into the earth's economy.

The 2022 launch will be iSpace's first mission of this kind and will use a Falcon 9 rocket from Elon Musk's SpaceX, to be launched from Florida.

Dubai's Mohammed Bin Rashid Space Center (MBRSC) will build the Rashid lunar rover. It will remain on the moon after data collection is completed, said Emirates Lunar Mission manager Hamad al-Marzooqi.

The SpaceX rocket will deliver an iSpace lander to the moon's orbit. The lander will propel itself to the moon's surface and the UAE rover will then emerge from the lander and drive off to explore, said iSpace Founder and CEO Takeshi Hakamada.

The lander will also be carrying a solid-state battery designed by Japanese company NGK Spark Plug to be tested in the lunar environment.

The lunar mission is part of the Gulf state's broader vision for a Mars settlement by 2117.

Under the agreement, iSpace said it would also provide the Emirates Lunar Mission with wired communication and power during the cruise phase and wireless communication on the moon.

The UAE launched a National Space Programme in 2017 to develop local expertise. Its population of 9.4 million, most of whom are foreign workers, lacks the scientific and industrial base of the major countries which have space programmes.

Hazza al-Mansouri became the first Emirati in space in 2019 when he flew to the International Space Station. This week the UAE selected the first Arab woman to train as an astronaut.

Bitcoin hit a record high above $62,000 on Tuesday as the cryptocurrency exchange Coinbase prepares to launch shares on Wall Street.

Bitcoin reached $62,377, a huge gain of 114 per cent since the start of the year.

After crashing in 2018, the value of bitcoin rebounded and it has set records since late last year -- rocketing from around $12,000 in October to more than $60,000 a month ago.

The arrival on Wednesday of cryptocurrency exchange Coinbase on the Nasdaq is one of Wall Street's most anticipated events of the year even though some question whether the cryptocurrency market is sustainable.

Estimates of Coinbase's value vary depending on how it is calculated, but its capitalisation is expected to range from $70 to $100 billion.

That would make it the largest initial public offer (IPO) for a US company since Facebook in 2012.

Founded in 2012, the platform allows users to buy and sell about 50 cryptocurrencies.

The cryptocurrency market has grown exponentially in 2021 and is now worth a staggering $2.0 trillion as it increasingly attracts interest from big names on Wall Street.

While anybody can 'mine' for new bitcoins, to do so requires giant data centres, which has led to platforms, such as Coinbase providing a way of trading in cryptocurrencies.

Banks and payment services, such as Paypal, allow transactions in certain digital currencies.

Despite 12-year-old bitcoin's volatility and limitations as a means of payment, it is seen as a store of value to rival and perhaps one day surpass gold as a haven investment in the face of high inflation for example.

Electric car giant Tesla has invested $1.5 billion in bitcoin and in March began accepting the currency as payment.

Tesla's multi-billionaire chief executive Elon Musk has also used social media to espouse the merits of cryptocurrencies, helping to lift interest and prices.

Tesla CEO Elon Musk has taken a swipe at Bill Gates by tweeting an anti-vaccination meme. Musk posted an edited cartoon, originally created by conservative artist Ben Garrison, depicting an illustrated version of the Microsoft co-founder. Musk deleted the tweet about two hours later, after it had been shared more than 5,000 times.

Billionaire entrepreneur Elon Musk's neuroscience startup Neuralink released footage on Friday that it says shows a macaque monkey playing video games using a brain-computer interface implant.

The three-minute video released by the San Francisco-based company shows a male monkey called Pager with Neuralink chips implanted on each side of its brain, using a joystick to follow a cursor on a screen.

The voice-over explains that Neuralink records from more than 2000 electrodes implanted in the regions of the monkey's motor cortex that coordinate hand and arm movements.

"Using these data, we calibrate the decoder by mathematically modelling the relationship between patterns of neural activity and the different joystick movements they produce. After only a few minutes of calibration, we can use the output from the decoder to move the cursor instead of the joystick," the voice-over says.

The monkey still moves the joystick out of habit, but the scientists have unplugged it; Pager is controlling the cursor entirely with decoded neural activity.

The video goes on to show Pager playing 'Mind Pong'; controlling his paddle simply by thinking about moving his hand up or down.

The voice-over adds: "He's focussed and he's playing entirely of his own volition. It's not magic. The reason Neuralink works is because it's recording and decoding electrical signals from the brain."

Co-founded by Musk in 2016, Neuralink aims to implant wireless brain-computer interfaces that include thousands of electrodes in the most complex human organ to help cure neurological conditions like Alzheimer's, dementia and spinal cord injuries and ultimately fuse humankind with artificial intelligence.

In August 2020, Musk unveiled a pig with a Neuralink chip installed, at the time describing it as "a Fitbit in your skull".

Cameras in Tesla cars are not activated outside of North America, the US automaker said on its Chinese social media page on Wednesday, seeking to assuage security concerns in the world's biggest car market.

The Chinese military had banned Tesla Inc's cars from military complexes and housing compounds because of concerns about sensitive data being collected by cameras built into the vehicles.

Elon Musk's SpaceX on Wednesday named two citizen astronauts, including a college science professor and an aerospace data analyst for its first all-civilian spaceflight in history.

The two latest citizen astronauts were introduced at a news briefing livestreamed from the Kennedy Space Center in Florida by SpaceX human spaceflight chief Benji Reed and billionaire entrepreneur Jared Isaacman, who conceived the mission in part as a charity drive.

Isaacman, founder and CEO of e-commerce firm Shift4 Payments, is forking over an unspecified but presumably exorbitant sum to fellow billionaire and SpaceX owner Elon Musk to fly himself and three others into orbit aboard a SpaceX Crew Dragon capsule.

"When this mission is complete, people are going to look at it and say this was the first time that everyday people could go to space," Isaacman, 38, told reporters.

Dubbed Inspiration4, the mission is designed primarily to raise awareness and support for one of Isaacman's favorite causes, St. Jude Children's Research Hospital, a leading pediatric cancer center. He has pledged $100 million personally to the institute.

Assuming the role of mission "commander," Isaacman in February designated St. Jude physician's assistant Haley Arceneaux, 29, a bone cancer survivor and onetime patient at the Tennessee-based hospital, as his first crewmate.

Announced on Tuesday, Chris Sembroski, 41, a Seattle-area aerospace industry employee and US Air Force veteran, was selected through a sweepstakes that drew 72,000 applicants and has raised $113 million in St. Jude donations.

Sian Proctor, 51, a geoscience professor at South Mountain Community College in Phoenix, Arizona, and entrepreneur who was once a NASA astronaut candidate, was chosen separately through an online business contest run by Shift4 Payments.

All four will undergo extensive training modeled after the curriculum NASA astronauts use to prepare for SpaceX missions.

The Inspiration4 mission may mark a new era in spaceflight, but it is not the only all-civilian crewed rocket launch in the works.

British billionaire Richard Branson's Virgin Galactic enterprise is developing a spaceplane to carry paying customers on suborbital excursions.

SpaceX plans a separate launch, possibly next year, of a retired NASA astronaut, a former Israeli fighter pilot and two other people in conjunction with Houston-based private spaceflight company Axiom Space.

Musk also intends to fly Japanese billionaire Yusaku Maezawa around the moon in 2023. Fees charged for those flights will help finance the development of Musk's new, heavy-lift Starship rocket for missions to the moon and Mars.

Inspiration4 is about more than a billionaire's joyride through space, organizers say, promising the crew will conduct a number of as-yet undetermined science experiments during its brief voyage.

SpaceX names two citizen astronauts for first all-civilian spaceflight

On Tuesday morning, for the fourth time, SpaceX attempted a high-altitude test of its next-generation rocket, and for the fourth time, it exploded.

Through a series of test flights since December, SpaceX has successfully launched prototypes of Starship, intended to take people to Mars one day, and after reaching an altitude of several miles, demonstrated a controlled belly flop back toward to the ground. But each time, the rocket encountered trouble during or after landing, resulting in spectacular explosions.

This time, something went wrong earlier, as the engines reignited at the start of the landing procedure. Video from SpaceX then froze, at 5 minutes, 49 seconds after liftoff.

Coverage by NASASpaceflight, a website for space enthusiasts, showed shards of metal raining down around the launch site including debris that hit one of the cameras.

“Looks like we’ve had another exciting test,” said John Insprucker, a SpaceX engineer narrating the company’s webcast.

The launch was shrouded in early morning fog with little visible except from cameras on Starship.

Elon Musk, founder and CEO of SpaceX, said on Twitter there appeared to be a problem with one of the engines during the ascent and it did not quite work properly when it reignited for landing.

The previous test, on March 3, accomplished a feat that none of the earlier flights had managed: The spacecraft landed back at the launch site but leaning at the landing pad.

Moments after SpaceX’s commentators declared that test a success and concluded its live webcast, a camera maintained by NASASpaceflight captured the rocket exploding on the ground.

Musk’s company has become successful in the launch business, and it is now one of the world’s most valuable privately held companies. Its Falcon 9 rockets have become a dominant workhorse for sending satellites to orbit. It routinely transports cargo to the International Space Station and lifted NASA astronauts there twice in 2020, with more trips planned this year.

With the latest failure, Starship is a long way from being ready for a trip to orbit. But SpaceX already has its eyes on future tests that will lift subsequent Starship prototypes to much greater altitudes. Earlier this month, Musk shared a picture of a prototype of the large booster stage that will be needed for a trip to space. It is more than 200 feet tall.

The US auto safety agency said on Monday that it will collect information about an accident in which a Tesla vehicle crashed into a tractor-trailer in New Jersey.

The Tesla driver, a 44-year-old, said he had his cruise control on “when he momentarily lost focus on the roadway” and drove his car under the trailer on Monday morning, according to a statement from the South Brunswick Township Police Department.

“The impact was so severe it shredded the roof off the passenger’s side of the vehicle.”

The Tesla was destroyed in the crash, but the driver received minor injuries.

NHTSA is aware of the Tesla crash on March 29 in New Jersey. We have contacted Tesla and local law enforcement regarding this crash and will act accordingly when we have more information,” a representative of the National Highway Traffic Safety Administration said in a statement to Reuters.

Tesla did not immediately respond to a Reuters request for comments.

The NHTSA said earlier this month that it had opened 27 investigations into crashes of Tesla vehicles, 23 of which remain active, and at least three of the crashes occurred in recent weeks.

SpaceX is preparing for a possible launch of its prototype interplanetary Starship rocket from the company's facility in south Texas on Monday afternoon.

The company is hoping to finally perform a successful test flight after the last three attempts ended in spectacular explosions.

"I have ordered the closure of Boca Chica Beach and Hwy 4 for the purpose of protecting public health and safety during SpaceX space flight activities on March 29," Cameron County Judge Eddie Trevino Jr said in a statement.

SpaceX founder Elon Musk also tweeted on Sunday about the "Possible Starship flight tomorrow afternoon."

The window for launch is 12:00 pm to 5:00 pm Central Time (1700 to 2200 GMT), and if it goes ahead, SpaceX will provide a webcast.

An earlier scheduled launch was scrubbed Friday, likely because of poor weather.

SN11 is the eleventh prototype of Starship, which SpaceX hopes will one day be able to fly to the Moon, Mars and beyond.

It will be the fourth to conduct a test flight, ascending to an altitude of 10 kilometers (six miles) before returning to the ground for a soft vertical landing.

SN8 and SN9, which launched in December and February respectively, crash-landed and exploded, while SN10 successfully landed then blew up a few minutes later during its test on March 3.

Despite the previous failures, analysts say SpaceX is gathering valuable data that will help it to accelerate its development timeline.

Eventually, SpaceX plans to combine the Starship spaceship with a Super Heavy rocket, creating a fully reusable system.

This final version will stand 120 meters tall (394 feet) and will be able to carry 100 metric tonnes into Earth orbit -- the most powerful launch vehicle ever developed.

The US National Labor Relations Board has asked Tesla CEO Elon Musk to delete his 2018 tweet threatening employees would lose their stock options if they formed a union was illegal.

The NLRB backed a ruling from a US labour judge in 2019 that the electric-car maker had committed a series of violations of the National Labor Relations Act in 2017 and 2018.

At that time, the UAW was seeking to represent workers at Tesla's facility in Fremont, who are not unionised.

“This is a great victory for workers who have the courage to stand up and organize in a system that is currently stacked heavily in favour of employers like Tesla who have no qualms about violating the law,” UAW Vice President Cindy Estrada said in a statement.

The NLRB also directed Tesla to offer one former employee reinstatement as well as to rescind 2017 rules that prohibited distributing union literature in its parking lot on non-work time and rules that barred distributing union stickers, leaflets, and pamphlets without first obtaining permission.

Tesla in 2018 defended Musk's comment, saying it simply recognized that other automakers whose workers are represented by the UAW do not provide stock options.

In a separate tweet, Musk had accused the UAW of driving General Motors and Chrysler to bankruptcy and losing "200,000+ jobs for people they were supposed to protect."

The electric-car maker said last month it bought $1.5 billion worth of bitcoin and would soon accept it as a form of payment for cars, in a large stride toward mainstream acceptance that sent bitcoin soaring to a record high of nearly $62,000.

Bitcoin, the world's biggest digital currency, rose more than 4 per cent after Musk's tweet and was last trading at $56,429.

Musk said bitcoin paid to Tesla would not be converted into traditional currency, but he gave few other details on how the bitcoin payments would be processed. The company was using "internal and open source software", he said.

Most mainstream companies such as AT&T Inc and Microsoft Corp that allow customers to pay with bitcoin typically use specialist payment processors that convert the cryptocurrency into, say, dollars and send the sum to the company.

Like other cryptocurrencies, bitcoin is still little used for commerce in major economies, hampered by its volatility and relatively costly and slow processing times.

Musk, who regularly posts comments on Twitter about cryptocurrencies, last month criticised conventional cash, saying when it "has negative real interest, only a fool wouldn't look elsewhere".

He had said that the difference with cash made it "adventurous enough" for the S&P 500 company to hold the cryptocurrency.

Following Tesla's investment in bitcoin, companies including Mastercard Inc and Bank of New York Mellon Corp have embraced the emerging asset, sparking predictions that bitcoin and other cryptocurrencies will become a regular part of investment portfolios.

Uber Chief Executive Dara Khosrowshahi said the ride-hailing company discussed and "quickly dismissed" the idea of investing in bitcoin. However, he said Uber could potentially accept the cryptocurrency as payment.

General Motors Co said it would evaluate whether bitcoin could be accepted as payment for its vehicles.

Tesla recently added "Technoking of Tesla" to Musk's list of official titles.

Elon Musk said on Wednesday that Tesla Inc customers can now buy its electric vehicles with bitcoin, marking a significant step forward for the cryptocurrency's use in commerce.

You can now buy a Tesla with Bitcoin — Elon Musk (@elonmusk) March 24, 2021 × The electric-car maker said last month it bought $1.5 billion worth of bitcoin and would soon accept it as a form of payment for cars, in a large stride toward mainstream acceptance that sent bitcoin soaring to a record high of nearly $62,000. Bitcoin, the world's biggest digital currency, rose more than 4 per cent after Musk's tweet and was last trading at $56,429. Also read| Tesla CEO Elon Musk calls himself Bitcoin 'supporter'; prices soar Musk said bitcoin paid to Tesla would not be converted into traditional currency, but he gave few other details on how the bitcoin payments would be processed.

Netizens can't get over Elon Musk's toddler playing music on mom's birthday

India plans to offer fresh incentives to companies making electric vehicles (EVs) as part of a broad auto sector scheme it expects to attract $14 billion of investment over five years, according to industry sources and a document seen by Reuters.

The country's efforts to promote EVs to reduce its oil dependence and cut pollution has been under discussion since mid-2020 to provide a more focused approach, industry sources close to the matter told Reuters. The plans envisage $8 billion of incentives for carmakers and suppliers over a five-year period to drive large investment in the sector.

Final details of the scheme are expected within a month, but companies will be able to apply for incentives from April 1, the sources said.

Companies will receive 4-7 per cent government cashbacks on the eligible sale and export value of vehicles and components, but for EVs and their components there is an additional 2 per cent as a "growth incentive" to promote electric mobility, according to the draft policy document seen by Reuters.

Elon Musk's Tesla Inc is already gearing up to enter India while rivals including Ford, Volkswagen and India's Tata Motors and Mahindra & Mahindra also have plans to invest billions of dollars in EVs to meet stricter global emissions regulations.

Automotive component manufacturers in India must be ready to pivot their product offerings to cater for the shift towards EVs, the document said.

Made in India

The automotive incentive scheme is part of India's broader $27 billion programme to attract manufacturers from the likes of China and Vietnam to capture a bigger share of the global supply chain and exports.

But for new companies entering India, as well as existing automakers, challenges abound.

Steep interest rates and power tariffs, as well as poor infrastructure and high logistics costs, make it costlier for companies to operate in India compared with rivals such as Thailand or Vietnam.

"The (new) scheme proposes financial incentives to help overcome these disabilities and make India more competitive," the draft policy document said, referring to inefficiencies that it said can lead to 5-8 per cent higher costs for manufacturers in India.

The government expects the scheme to bring an additional investment of $14 billion, create 5.8 million new jobs and rake in more than $4 billion in total tax revenue over five years.

To benefit from the scheme automakers must meet conditions including minimum global revenue of $1.4 billion. For auto parts makers it is $69 million. The companies must grow by at least 8% each year to qualify for the incentives, which are also linked to the distance between the factory and point of sale.

The document added that existing programmes focus on a large number of companies that lack scale and "are constrained in their ability to invest and undertake the risk required for rapid growth".

"A change in strategy is needed to focus on promoting firms that have the scale, competitive ability and management capabilities to be automotive champions," it said.

India to launch supercharged push for global electric vehicle players

Tesla Inc chief executive Elon Musk said on Saturday his company would be shut down if its cars were used to spy, his first comments on news that China`s military has banned Teslas from its facilities.

"There`s a very strong incentive for us to be very confidential with any information," Musk told a prominent Chinese forum during a virtual discussion, asserting that Tesla would be shut down if its vehicles spied in China or anywhere else.

Sources told Reuters on Friday that the Chinese military has banned Tesla cars from entering its complexes, citing security concerns over cameras installed on the vehicles.

Those restrictions surfaced as the top Chinese and U.S. diplomats were holding a contentious meeting in Alaska, the first such in-person interaction since U.S. President Joe Biden took office in January.

Musk urged greater mutual trust between the world`s two biggest economies, in his remarks to the China Development Forum, a high-level business gathering is hosted by a foundation under the State Council.

He was holding an discussion panel with Xue Qikun, a Chinese scientist specialising in quantum physics who is now head of Southern University of Science and Technology.

In China, the world`s biggest car market and a key battleground for electric vehicles, Tesla sold 147,445 vehicles last year. However, it is facing more competition this year from domestic rivals from Nio Inc to Geely.

Would be good for US, China to increase mutual trust: Elon Musk

The Chinese military has banned Tesla Inc's cars from military complexes and housing compounds because of concerns about sensitive data being collected by cameras built into the vehicles.

The move follows a security review by the Chinese government as per which officials believe that the sensors in Tesla's cars could record visual images of surrounding locations and obtain data on how and when the cars being used as well as personal information of the drivers and their contact lists synced to the phone.

Tesla, like several other automobile manufacturers, uses internal cameras to provide assistance in parking and self-parking functions.
