In his recent plea,&nbsp;the AAP leader said that he is ready to cooperate with the Enforcement Directorate (ED) amid the investigation but the federal agency should be prevented from arresting him.&nbsp;

However, the court rejected his plea saying that it was&nbsp;"not inclined to grant an interim relief."&nbsp;

The plea comes a day after Delhi HC reprimanded him for skipping the ED’s summons on several occasions.&nbsp;

“Why don’t you appear on receiving the summonses? What is preventing you from attending the call?” asked the bench led by Justice Suresh Kumar Kait.

The ED had issued nine summons to the Delhi CM related to the liquor policy scam case asking him to join the investigation. However, Kejriwal did not appear prompting the ED to file two complaints on February 3 and March 6 against the Delhi CM.&nbsp;

However, the AAP leader’s lawyer, senior advocate AM Singhvi, on Wednesday (Mar 20), said that the Delhi CM will not appear before the ED since there is a “clear intent” to arrest him ahead of the upcoming elections.&nbsp;

Kejriwal said that he is ready to appear before the ED if he is given protection.&nbsp;

The court said that he would be told if he is being summoned as a witness or a suspect pursuant and that the federal agency would not arrest him on the first day of appearance but only inquire.

In his plea, Kejriwal alleged that the summons&nbsp;sent on February 26, 2024, and March 16, 2024, were sent with an oblique motive to arrest him.&nbsp;

The Delhi HC has also sought ED’s stand on the petition filed by the CM challenging the summons issued to him.

On Sunday (Mar 17), the ED issued&nbsp;fresh summons to Kejriwal asking him to appear before March 21 for questioning.

<h2>Excise policy case and arrests</h2>

So far, two senior AAP leaders, Manish Sisodia and Sanjay Singh have been taken into judicial custody over the liquor policy case.

Chief Minister Arvind Kejriwal on Tuesday moved the Delhi High Court challenging the summons issued to him by the Enforcement Directorate in an excise policy-linked money laundering case.

The petition of the AAP national convenor, who has been asked to appear before the agency on March 21, is listed for hearing on Wednesday before a bench of Justices Suresh Kumar Kait and Manoj Jain.

He has moved the court against the latest summons, the ninth issued by the ED asking him to appearing before it for questioning under the provisions of the Prevention of Money Laundering Act (PMLA).

Arvind Kejriwal has repeatedly refused to appear in response to these summonses, calling them illegal.

The case pertains to alleged corruption in formulating and executing the city government's excise policy for 2021-22, which was later scrapped.

Following a recommendation by Lt Governor VK Saxena, the CBI registered an FIR over alleged corruption which subsequently resulted in the money laundering probe.

The agencies have claimed that irregularities were committed while modifying the excise policy and undue favours were extended to licence holders.

AAP leaders Manish Sisodia and Sanjay Singh are in judicial custody in the case.

Delhi's Rouse Avenue Court ACMM granted bail to Kejriwal on a&nbsp;bond of INR 15,000 ($180) and a surety of ₹1 lakh ($1,200).

This came after a sessions court on Friday had refused to stay the ED summons against Kejriwal.

The ED had filed complaint against the CM for not complying with its summons. The agency had issued eight summons against the AAP leader but Kejriwal declared them ‘illegal’ and maintained he was not a party to the Excise Policy case.

The ED had first approached the court on February 3, a day after Kejriwal snubbed its fifth summon.

The case is based on alleged irregularities in Delhi excise policy (2021-22) highlighted by the Central Bureau of Investigation (CBI), an agency controlled by the union government led by Prime Minister Narendra Modi.

In a chargesheet filed in the same case by ED, it was claimed that the AAP received kickbacks worth ₹45 crore generated via the policy for part of its assembly election&nbsp;campaign in Goa in 2022.

Delhi government claimed the excise policy would revitalise the city's flagging liquor business and replace a sales-volume-based regime with a license fee for traders. It promised swankier stores and a better buying experience. The policy also offered discounts and offers on the purchase of liquor for the first time in Delhi.

Delhi’s two top ministers—Manish Sisodia and Sanjay Singh—are already facing judicial custody in the case.

<h2>‘Politically motivated’</h2>

AAP leaders have&nbsp;repeatedly claimed the BJP wants the Delhi CM to be arrested so that he cannot campaign for the upcoming Lok Sabha polls.&nbsp;

The $2.76 million (INR 23 crore) smog tower was inaugurated by Delhi’s Chief Minister Arvind Kejriwal in 2021; however, it was shut down in April last year. Then after the Supreme Court’s intervention, the tower again resumed its operations in November.&nbsp;

<h2>The reason behind the recent closure</h2>

According to the company responsible for the smog tower’s operations, the facility has been shut down due to non-payment of their salary for December and no written 'job guarantee' from the Delhi government.

A 13-member team of the private firm Vibgyour Consulting was in charge of operating the tower. Mahipal Bisht, one of the staff members, was quoted as saying by India Today that their company has not got any job confirmation from the Delhi government.

"This tower is under Delhi Pollution Control Committee (DPCC) and National Buildings Construction Corporation (NBCC) and our company, Vibgyour Consulting, was operating this tower," he said.

"But in April 2023, operations of the tower were stopped. But after the Supreme Court rebuked the Delhi government in November (2023) to start this tower, we were called by DPCC and on November 8, again the tower was operationalised, but we were not paid our salary on time and our December salary is not paid yet and above this our company has not got any job confirmation from Delhi government," he added.

<h2>No basic facilities for staff members</h2>

The staff members also pointed out that there were no basic facilities available at the smog tower, such as drinking water and an accessible toilet. They also highlighted that “even basic tools like pliers and screwdrivers are not available and we are also not provided any safety gear."

According to staff members, the smog tower was not even in good working condition, and most of the 5000 filters installed in the tower are old and need replacement.

The Enforcement Directorate (ED) has summoned Delhi Chief Minister Arvind Kejriwal for questioning in an excise policy-linked money-laundering case on November 2, official sources said on Monday. 
 
Kejriwal (55) has been issued the summons under the Prevention of Money Laundering Act (PMLA) and according to the sources, the agency will record his statement once he deposes before the investigating officer of the case in Delhi.

The Aam Aadmi Party's (AAP) national convenor has been asked to depose at the ED's Delhi office at 11 am (local time)&nbsp;on November 2, the sources said. 
 
This is the first time that Kejriwal has been summoned by the ED. He was questioned by the Central Bureau of Investigation (CBI) in the case in April. 
 
Reacting to the summons, Delhi minister Saurabh Bharadwaj said it is clear that the BJP-led Centre's only goal is to finish the AAP.

The ED has mentioned Kejriwal's name multiple times in its chargesheets filed in the case and said the accused were in touch with him regarding the preparation of the now-scrapped Delhi Excise Policy 2021-22. 
 
The ED has claimed in one of the chargesheets that it has recorded the statement of Butchibabu, an accountant allegedly linked to Bharat Rashtra Samithi (BRS) leader K Kavitha, in which he said "there was political understanding between K Kavitha and the chief minister (Kejriwal) and (former) deputy chief minister (Manish Sisodia). In that process, K Kavitha also met Vijay Nair (AAP communications in-charge arrested in the case) on March 19-20, 2021". 
 
In an another instance involving arrested accused Dinesh Arora, the ED said he told the agency that he had met Kejriwal once at his residence.

Similarly, the ED chargesheet said YSRCP MP Magunta Sreenivasulu Reddy also held meetings with Kejriwal, wherein the AAP leader welcomed his entry into the Delhi liquor business.

It had said Buchibabu and another accused, Arun Pillai, have revealed that they and Nair were working with the "support and sanction" of Kejriwal and Sisodia for all the excise policy-related activities, including its formulation and implementation. 
 
It had also alleged that Nair "arranged a video call through facetime (a video-calling facility on iPhone) on his phone for another arrested accused, Sameer (Mahendru), and Sh Arvind Kejriwal, where Sh Arvind said to Sh Sameer that Vijay is his boy and that Sh Sameer should trust him and carry on with him".

Kejriwal had then rubbished the contents of the ED complaint, saying the agency has "filed 5,000 chargesheets under the tenure of the current government". 
 
"How many people have been sentenced? All the cases filed by the ED are fake and they are used to topple governments or form them. The ED does not file cases to eradicate corruption. They do it to buy MLAs, topple governments. There is a question on the ED chargesheet," he had said.

It is alleged that the Delhi government's excise policy for 2021-22 to grant licences to liquor traders allowed cartelisation and favoured certain dealers who allegedly paid bribes for it, a charge strongly refuted by the AAP. 
 
The policy was subsequently scrapped and the Delhi lieutenant governor recommended a CBI probe into alleged irregularities in its implementation, following which the ED registered a case under the PMLA. 
 
In a related development, the Supreme Court rejected two separate bail pleas of Sisodia in corruption and money-laundering cases related to the alleged Delhi excise policy scam and said a transfer of Rs 338 crore was tentatively established in the matter.

Speaking at an event in Delhi, Chief Minister Kejriwal said, "Traffic situation in Delhi can be improved".

Roads in Delhi are broader than some Western countries, but here, a four-lane road converges into a three-lane road at some distance and further expands into a six-lane road, this is where the problem lies".

He also outlined the 'multiplicity of agencies'&nbsp;as the biggest problem in the national capital.

"There is a need to redesign the roads. The biggest problem in Delhi is the multiplicity of agencies," he added.

Earlier this month Kejriwal had launched a campaign to make Delhi pothole-free which will be undertaken by the Public Works Department under his government.

The Delhi government has also prepared a software which will have important data related to the roads in the city.

The repair work will then make use of this database.

"Delhi has few roads under Delhi government (PWD), but millions of vehicles run on them every day. To erase any inconvenience to the public on the roads due to rain, this campaign is being carried out. For the first time roads are being inspected on such a large scale," he had said in another tweet.&nbsp;

The Centre on Wednesday said that it has advised Delhi Chief Minister Arvind Kejriwal not to attend the C-40 World Mayors'&nbsp;Summit in Denmark in view that the participation of the AAP supremo as a speaker at the event's panel discussion was not commensurate with the level of participation from other countries.

The Ministry of External Affairs (MEA) said that its decision to grant political clearance is based upon multiple inputs and takes into account the nature of the event, the level of participation by other countries and the type of invitation extended, to name a few.

"A considered decision on political clearance by the MEA is based on multiple inputs and takes into account the nature of the event, the level of participation by other countries, type of invitation extended, etc. In the instant case, the participation of Chief Minister of Delhi as a speaker at a panel discussion was not commensurate with the level of participation from other countries," MEA spokesperson Raveesh Kumar said in a statement.

"The Chief Minister of one of the largest and populous cities in the world, which also is the capital of India, was therefore advised not to attend the event," Kumar added.

The MEA's statement came in response to media queries regarding political clearance for Kejriwal to visit Copenhagen for the summit, which was later denied.

Kejriwal was to attend the four-day C-40 climate summit beginning from October 9. He was to speak on his government's work towards lowering pollution, including the car rationing scheme.

Earlier in the day, Union Minister Prakash Javadekar also clarified that the permission was denied to Kejriwal for attending the climate meet in Denmark as it is a mayor-level conference.

Kolkata Mayor and West Bengal Urban Development Minister Firhad Hakim is slated to attend the four-day programme.

"The West Bengal minister is going (to attend the climate meet in Denmark). This is a mayor-level conference," Javadekar had told reporters at a cabinet briefing.
