Earlier in the day, while leaving for France on a three-day visit, the defence minister said he is looking forward to deepening ties with the country.

"Leaving New Delhi for Paris on a three-day visit to France. Shall attend the Annual Defence Dialogue and the Induction Ceremony of Rafale. India-France bilateral relations have made tremendous progress in recent years. Looking forward to further and deepen these ties," he stated in a tweet.

During his visit, he will receive the first of 36 Rafale fighter jets manufactured for India.

On October 8, the Defence Minister is scheduled to meet the French President Emmanuel Macron.

Though the Rafale planes would be officially inducted into the Indian Air Force (IAF) with the Defence Minister's visit, they would start arriving in India only in May 2020 after training of pilots and personnel on it.

From the IAF, newly appointed Vice Chief Air Marshal HS Arora is scheduled to accompany the Defence Minister for receiving the aircraft.

After the meeting, Singh will proceed to Bordeaux to participate in the Rafale fighter jet handing-over ceremony at Merignac along with the French Minister of Armed Forces Florence Parly.

Singh will also perform the 'Shastrapuja'&nbsp;on the auspicious occasion of Vijayadashami and fly a sortie in the Rafale fighter jet.&nbsp;

Defence Minister Rajnath Singh on Saturday gave in-principle approval to the enhancement of monetary assistance to next of kin (NoK) of all categories of battle casualties from Rs 2 lakh to Rs 8 lakh.

The amount will be granted under the Army Battle Casualties Welfare Fund (ABCWF).

Earlier, there was a provision of financial assistance of Rs 2 lakh to the battle casualties which are fatal, 60 per cent and above disability, battle casualties invalidated due to disability and Rs 1 lakh to disability less than 60 per cent.

This amount is dispersed in addition to liberalised family pension, financial assistance from Army Group Insurance, Army Welfare Fund and ex gratia amount.

"The ABCWF has been set up under Department of Ex-Servicemen Welfare (ESW), Ministry of Defence after a large number of people offered to provide monetary assistance to the families of battle casualties following an incident in February 2016 at Siachen, wherein 10 soldiers were buried in an avalanche. The ABCWF was instituted in July 2017 and was implemented retrospectively with effect from April 2016," a release issued by the ministry of defence stated.

The fund was created under the Charitable Endowments Act, 1890.

A bank account was also opened for the public to deposit money. This fund is in addition to the various existing schemes for the welfare of NoK and children of battle casualties in the form of additional ex gratia.

In addition to the above assistance, the already existing monetary grant includes ex-gratia (central) for various ranks ranging from Rs 25 lakh to Rs 45 lakh and Army Group Insurance ranging from Rs 40 lakh to Rs 75 lakh.

Earlier, when he was Minister of Home Affairs, Rajnath Singh had launched 'Bharat ke Veer fund'&nbsp;to assist families of paramilitary personnel killed or injured in action. The fund became hugely popular within a short span of time and received widespread support from all quarters.

In his maiden visit to Chennai as Defence Minister, Rajnath Singh awarded gallantry and meritorious service medals to the Indian Coast Guard (ICG) personnel at an impressive investiture ceremony held at Indian Coast Guard Air Station. The Director-General Indian Coast Guard K Natarajan, Senior Officers of the Ministry of Defence and the Indian Coast Guard along with their families graced the occasion.

The Presidents Tatrakshak Medals (PTM) and Tatrakshak Medals (TM) are awarded in recognition of selfless devotion to duty, exemplary courage and acts of valor under extreme conditions. The Defence Minister inspected Ceremonial Guard prior awarding the medals. A total of 61 awards which included 01 PTM (Gallantry), 08 PTM (Distinguished Service), 32 TM (Gallantry) and 20 TM (Meritorious Service) were conferred.&nbsp;

Referring to the dastardly 26/11 Mumbai attacks, where the terrorists infiltrated via the sea route, Singh emphasized that land and sea security are interlinked. “A precious life is saved every second day at sea. Our country faces threats from state-funded terrorism and non-state actors.”&nbsp;

“Indian Coast Guard proved its prowess and reach by undertaking major fire-fighting operation on-board Merchant ship Daiela off Colombo, Motor Tanker Genessa off Kandla and Merchant vessel Maersk Honam on the fringes of Indian Search and Rescue Region and carved a niche among International Maritime community. The service created maritime history by seizing 1.5 tons of heroin from merchant ship Henry, causing a setback to anti-nations elements by averting misuse of funds that would have been generated from contraband sale.”

On recent rescue operations by the Coast Guard, the minister said, 4000 lives were saved during the floods in Kerala, Maharashtra and Karnataka as a part of “Operation Sahayata.”

The achievements of the ‘Sentinels of the Sea’ were hailed and the support of the family members of the Coast Guard personnel were also acknowledged.

Defence Minister Rajnath Singh on Sunday said that talks with Pakistan could not be resumed until Islamabad stops "exporting terrorism" to India, and added that any future discussion would be held on Pakistan occupied Kashmir (PoK), and not on Jammu and Kashmir.

Taking to Twitter, Singh also ruled out any possibility of talks with Pakistan on Jammu and Kashmir.

"There can be no talks when terrorism is being exported across the border. Talks with Pakistan can resume only after it stops exporting terrorism. Our neighbour should keep in mind that Jammu and Kashmir is an integral part of India. Future discussion can only be about PoK," Singh tweeted.

Earlier today, he warned Pakistan not to "repeat its mistake" to go for war with India as it did in 1965 and 1971.

Addressing an event in Patna, Singh said that Pakistan would lose PoK if it dared to fight a war with India.

"Pakistan PM comes to PoK and suggests Pakistanis not to go to the border. It's good because if they come, they'll not be able to go back to Pakistan. They should not commit the mistake of repeating 1965 and 1971," Singh said.

He further said, "If they (Pakistan) repeat it, then they should think what will happen to PoK."

The government has on several occasions made it clear that talks between India and Pakistan cannot be resumed unless the latter stops using terrorism against India, saying that "talks and terror cannot go together."

His comments come days before the United Nations General Assembly meeting in New York, where a high octane clash is expected between India and Pakistan over the abrogation of Article 370 and human rights violations in Pakistan.&nbsp;

Speaking at a public meeting here, Singh said, "We had always advocated for the abrogation of Article 370 and we fulfilled our dream after 72 years of independence. The first Prime Minister Jawaharlal Nehru had said that Article 370 was a temporary provision and would die its own death. But it stayed for 69 years. It was the leadership of Narendra Modi which brought Article 370 to an end."

The Defence Minister further said that the terrorism that spread in Jammu and Kashmir was because of Article 370.

Around 41,500 people have lost their lives after independence because of the scourge of terrorism.

Around 5,500 security personnel have died there in the line of duty.

"The communal political parties accuse us of being communal. They should look within. We always practice what we preach. Our party is a unique party in the entire world which stood on its ideology and accomplished what we envisioned," Singh said.

He further went on to say that Jammu and Kashmir will be entirely transformed within five years and will come to be known as the paradise on earth again.

Singh warned Pakistan that it should not repeat the mistakes of 1965 and 1971 otherwise it would have to face dire consequences and it will fall on its own.

"Pakistan should not repeat the mistakes of 1965 and 1971 otherwise they should think about what will be the fate of Pakistan occupied Kashmir. If Pakistan continues to ill-treat the people of Balochistan and Sindh, it will fall on its own," Singh said.

"We have said right from the start that talks will happen when terrorism is uprooted by Pakistan. When talks would take place, they will only take place on the issue of Pakistan occupied Kashmir," he added.&nbsp;

Article 370 was a wound in the Indian Constitution: Rajnath Singh

Defence Minister Rajnath Singh becomes the first defence minister to fly in Light Combat Aircraft (LCA) Tejas on Thursday.

Singh was accompanied by Air Vice Marshal N Tiwari.

The fighter jet took off from the Hindustan Aeronautics Limited (HAL) airport in Bangalore.

The Defence Minister who donned a white helmet waved to onlookers after he took his seat in the back in the twin-seater version of the aircraft.

The defence minister was briefed by the pilot and other top Indian Air Force (IAF) officials.

The spectacular appointment as environment minister of the telegenic Shinjiro Koizumi, the 38-year-old son of much-loved former PM Junichiro Koizumi, set tongues wagging in Tokyo political classes as the Abe era draws to a close.

A darling of the Japanese media, Shinjiro Koizumi received blanket coverage for his recent marriage to television broadcaster Christel Takigawa, which was announced at the prime minister's office.

He is the third-youngest minister appointed to the cabinet in Japan since the end of World War II, in a country where seniority is prized in politics and many other walks of life.

Despite intense media spotlight, he has been coy on expressing his view on the issues of the day and there will be close scrutiny over his policies on nuclear power, particularly on whether he will break with his father's anti-nuclear stance.

Abe is set to become Japan's longest-serving prime minister in November but is expected to step down at the Liberal Democratic Party (LDP) leadership election in 2021 and the jostling for position is already beginning.

Singh had a series of engagements with Indian and South Korean defence companies during his three-day visit to the Asian country.

In the CEOs Forum, over 25 Indian and Korean companies engaged in the defence sector made presentations on their products and capabilities and also shared their views on policy measures that are required to boost the partnership in the defence realm, an official statement said.

"In his remarks, the Defence Minister highlighted the measures taken by the Indian government liberalise the defence sector and adopt policy measures to boost the 'Make in India'&nbsp;initiative in the defence sector. He encouraged Indian and South Korean companies to actively collaborate with each other and assured them of complete support from the government," it said.

Representatives from Uttar Pradesh and Tamil Nadu governments made presentations on defence corridors.

The Defence Minister invited South Korean companies to participate in the DefExpo event in Uttar Pradesh in February 2020, the statement said.

"Wang Jung-hong, Minister, Defence Acquisition and Program Administration, South Korea assured that he would encourage Korean companies to actively explore Indian opportunities," it stated.

Wang later joined Rajnath and General Park Han-ki, Chairman, Joint Chiefs of Staff, at a banquet hosted in honour of the visiting dignitary.

During the visit, two MoUs were signed between Hanwha Defence International and Larsen and Toubro (L&amp;T), and between Society of Indian Defence Manufacturers (SIDM) and Korea Defence Industries Association (KDIA).&nbsp;

The officials said the Indian Rafale is far more advanced than the ones operating with the French Air Force and that is why the plane would continue to be used for training Indian pilots till May next year.

The Indian planes have been equipped with a lot of India specific enhancements, which have been fitted at a cost of around one billion euros.

Though small batches of Indian pilots have already trained on the French Air Force planes, the Indian Air Force would train 24 pilots in three different batches till next year May for flying the Indian Rafales.

The Indian Air Force will deploy one each squadron of the Rafale combat aircraft at its airbases in Ambala in Haryana and Hashimara in Bengal.

In September 2016, India signed a deal with the French government and Dassault Aviation to acquire 36 Rafale fighter jets for over Euro 7.8 billion to arrest the fall of combat squadrons and meet urgent requirements on the eastern and western fronts.

The plan to deploy one squadron of the planes at the Saraswat air base in Uttar Pradesh did not work out due to land acquisition issues.

Ambala base has been housing Jaguar aircraft squadrons mainly looking after the Pakistan front but due to rapid deployment capabilities, the planes can be utilised on both the fronts in case of requirement.&nbsp;

"I am looking forward to new missile technology as you know that missile technology had grown rapidly. Several countries have even prepared air defence missile systems. It is necessary to develop Hypersonic missile technologies in the country for the defence capabilities of the Indian Armed Forces," he said.

The Defence Minister made the remarks during the Golden Jubilee Celebrations of Bharat Dynamic Limited here.India had tested a Technology Demonstrator Vehicle in June this year.

Doubts were raised on the success of its test though the DRDO had stressed that the "missile was launched successfully."

Several nations in the world are said to be developing Hypersonic weapons. India's Brahmos-II missile which is said to be under development will also be a Hypersonic weapon.

The Defence Minister while speaking at the ceremony also took a swipe at Pakistan for naming its missiles after "attackers."

"When it comes to missile technology, sometimes people want to see the country's aggression in missile technology's development. Our neighbour names their missiles after attackers-Babur, Ghori, Ghaznavi missiles. Such names are kept so that Pakistan can project aggression," he said.

"In India, defence forces are not maintained to attack other nations. Our defence forces work for peace and stability at regional, continental, global levels...Missiles here are named Prithvi, Akash, Agni, Nag, Trishul, BrahMos. They invoke balance, patience and destruction if needed," he added.

The Defence Minister said that the government wants to take India's defence exports to a respectable position in 2025.

"Modernisation of Armed Forces is our priority. We want to fulfill all the requirements of Armed Forces through indigenous means," he said.

"DRDO is working on Akash-1s, Akash-NG, Astra, NPATGM, QRSAM and several other missile systems. All these missiles are being developed indigenously. I can say that it is because of BDL that India has the capability to face all the challenges coming from land, air and water. DRDO has successfully completed the trial of NAG anti-tank missile. Now, these missiles are moving to the production stage," the Defence Minister said.&nbsp;

The Minister in his reply to a question by BJP leader Vijay Pal Singh Tomar also informed that four Army jawans were killed in these ceasefire violations (CFVs) by Pakistan.

Appropriate retaliation to the ceasefire violations, as required has been carried out by Indian Army, the Defence Minister said.

"All violations of ceasefire and infiltration are taken up with Pakistan authorities at the appropriate level through the established mechanism of hotlines, flag meeting, Directorate Generals of Military Operations talks as well as diplomatic channels between the two countries," he added.

In the month of March, 267 ceasefire violations took place. In the same month, a total of three Army jawans were killed. Another jawan was killed in the month of January.

The first three months of the year saw a spike in ceasefire violations. However, during the next three months, the number of ceasefire violations dropped.

Giving details of the CFVs, the minister said - 203 ceasefire violations took place in January, 215 in February, 267 in March, 234 in April, 221 in May and 108 in June.&nbsp;

The government has been focusing on domestic defence production and Singh will have to carry forward a number of big-ticket reform initiatives, including implementing the ambitious "strategic partnership" model.

Under the new model, select Indian private firms will be roped in to build military platforms like submarines and fighter jets in India in partnership with foreign defence majors.

Singh also faces the challenge of modernising the defence research organisations and various other defence public sector undertakings so that they can produce state-of-the-art military hardware to match the requirement of the forces.

He will also have to oversee the implementation of major reforms in the 12-lakh strong Army. The Army has already finalised a blueprint for its reform including right-sizing of the force.&nbsp;

His predecessor Nirmala Sitharaman had taken on the opposition head-on with her fiery defence of the Rafale fighter jet deal and it will be interesting to see how Singh deals with the issue.&nbsp;

Defence Minister Nirmala Sitharaman left for Kyrgyz capital Bishkek on Sunday on a three-day visit to attend a key meeting of the Shanghai Cooperation Organisation (SCO).

Sitharaman will attend the SCO Defence Ministers' conclave on Monday during which she is likely to press for concerted efforts by the powerful bloc to deal with terrorism and extremism, officials said.

She is also likely to hold bilateral meetings with a number of counterparts from the SCO member countries on the sidelines of the conclave, they said.

The SCO defence ministers will explore ways to further boost defence and security cooperation among the member countries in the wake of evolving security challenges in the region.

India became a full member of the China-dominated grouping in 2017 and New Delhi's entry into it increased the bloc's heft in regional geopolitics, besides giving it a pan-Asian hue.

India is also keen on deepening its security-related cooperation with the SCO and its Regional Anti-Terrorism Structure (RATS) which specifically deals with issues relating to security and defence.

India was an observer at the SCO since 2005 and has generally participated in the ministerial-level meetings of the grouping which focus mainly on security and economic cooperation in the Eurasian region.

Along with India, Pakistan was also granted membership of SCO in 2017.

The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan. India and Pakistan became its members last year.

Sitharaman will return to India on Tuesday, the officials said.&nbsp;

The commanders will extensively deliberate on emerging challenges facing the country in the maritime domain at a three-day conference which began Monday.

In her address, Sitharaman touched upon various operational issues and said the primacy of the Carrier Battle Group (CBG) in maritime operations and its ability to shape the battlespace was very evident.

CBGs are the large formation of battleships, which comprise aircraft carrier, anti-submarine vessels, destroyers, frigates, submarines and tankers.&nbsp;

The defence minister also complimented the Navy for its quick transition from "exercise mode to battle mode" following the Pulwama attack.

Aircraft carrier INS Vikramaditya, nuclear submarine Chakra, 60 ships and nearly 80 aircraft were put on operational deployment in the North Arabian sea in the wake of escalating tension between India and Pakistan following the Pulwama attack.

The naval assets were&nbsp;part of the theatre level operational readiness exercise (TROPEX 19) but were redeployed in North Arabian sea following the strain in Indo-Pak ties.

Sources said the commanders will explore ways to bolster the Navy's operational capabilities in the wake of China's growing naval presence in the Indian Ocean Region.

"A strong Navy remains a necessary guarantor of India's security and prosperity," Sitharaman said, in her address.

Navy officials said the commanders' conference is expected to fine-tune the force's strategy for responding to any possible threats and added it will discuss overall security challenges in the backdrop of the Pulwama attack and developments thereafter.&nbsp;

It is always easy to hit at a woman when you talk about other things which don't become part of the conversation or which are not germane to the discussion. You easily pick up on things which are very personal or are gender specific and not called for at all. I find that coming very easily without a thought."

On Sunday, Samajwadi Party (SP) leader Azam Khan had said in a public rally that "I brought her (Jaya Prada) to Rampur. You are a witness that I did not allow anyone to touch her body. It took you 17 years to identify her real face but I got to know in 17 days that she wears khaki underwear."

The Defence Minister asserted that politicians should respect one another.

"We have to draw a line. Irrespective of the party line I think we have all learnt from good public discourse. It should be in the back of our minds what we talk about in politics as that is the legacy we leave behind for the next generation and we have a responsibility towards it," Sitharaman said.

An FIR was registered against Khan for making an objectionable comment against the actor-turned-politician. The SP leader has, however, clarified that he did not name anyone.

Questioned about her meeting Congress MP Shashi Tharoor in a hospital in Thiruvananthapuram, the Defence Minister said she had gone to meet the ailing leader during election campaign there as he had suffered an injury while performing a ritual at a temple.

"So, I thought that it was right that I go to the hospital and wish him well. I had not informed anybody including people in my party circles. On my way back to the airport, I thought I should visit him in the hospital and that is it," the Defence Minister said.
