Pro-regime forces were locked in heavy fighting with insurgents Sunday near a jihadist-run town in northwestern Syria, leaving dozens of combatants dead, a war monitor said.

The Syrian Observatory for Human Rights said<a href="https://www.wionews.com/.../clashes-kill-70-combatants-in-northwest-syria- report-242094"> "fierce clashes"</a> between loyalist forces, jihadists and allied rebels were taking place one kilometre (0.6 miles) west of Khan Sheikhun in Idlib province.

The latest fighting broke out overnight Saturday to Sunday and has already<a href="https://www.wionews.com/.../syria-at-least-17-killed-in-airstrikes-in-idlib- 243724"> killed</a> at least 45 jihadists and allied rebels as well as 17 members of the pro-regime forces, the Britain-based monitor said.

The town of Khan Sheikhun lies on a key highway coveted by the regime.

The road runs through <a href="https://www.wionews.com/.../syria-regime-gains-ground-in-deadly-idlib-push -monitor-242164">Idlib</a>, connecting government-held Damascus with the northern city of Aleppo, which was retaken by loyalists from rebels in December 2016.

Pro-regime forces are deployed around three kilometres from the road and have been advancing over the past few days in a bid to encircle Khan Sheikhun from the north and the west and seize the highway.

On Sunday they retook the village of Tel al-Nar and nearby farmland northwest of Khan Sheikhun "and were moving close to the highway," Observatory head Rami Abdel Rahman said.

But their advance from the east was being slowed down due to "a ferocious resistance" from jihadists and allied rebels.

Syria's former Al-Qaeda affiliate Hayat Tahrir al-Sham (HTS) controls most of Idlib province as well as parts of the neighbouring provinces of Hama, Aleppo and Latakia.

A buffer zone deal brokered by Russia and Turkey last year was supposed to protect the Idlib region's three million inhabitants from an all-out regime offensive, but it was never fully implemented.

Regime and Russian airstrikes and shelling since late April have killed more than 860 civilians, according to the Observatory, which relies on sources inside Syria for its information.&nbsp;

On Sunday air strikes by the <a href="https://www.wionews.com/.../syrian-army-takes-strategic-town-from-rebels-in -new-advance-242227">Syrian regime</a> and its ally Russia killed two people, including a child, in the south of Idlib, the Observatory said.

More than 1,400 insurgents and over 1,200 pro-regime forces have been killed since April, according to the monitor.

The violence has displaced more than 400,000 people, the United Nations says.

Khan Sheikhun was hit by a chemical attack that killed more than 80 people in April 2017, attributed to the Syrian regime by the UN and international experts.&nbsp;

In response, US President Donald Trump ordered strikes on the regime's key Shayrat airbase.&nbsp;

Now almost emptied of inhabitants, Khan Sheikhun sheltered almost 100,000 people before the start of the current military escalation, the majority displaced from Hama province.

"Many of these people have been displaced up to five times," the UN's regional spokesman for the Syria crisis, David Swanson, told AFP on Saturday.

'Dozens killed' as Syria regime forces battle jihadists

Floods and landslides have killed more than 270 people in India this month, displaced one million and inundated thousands of homes across six states, authorities said on Wednesday after two weeks of heavy monsoon rains.

The rains from June to September are a lifeline for rural India, delivering some 70% of the country's rainfall, but they also cause death and destruction each year.

The southern states of Kerala and <a href="https://www.wionews.com/india-news/40-dead-14-missing-in-flood-hit-karnataka-since-august-1-242332">Karnataka</a>, and Maharashtra and Gujarat in the west, were among the hardest hit by floods that washed away thousands of hectares of summer-sown crops and damaged roads and rail lines.

At least <a href="https://www.wionews.com/india-news/death-toll-reaches-91-with-59-missing-as-rains-wreak-havoc-in-kerala-242809">95 people were killed</a> and more than 50 are missing in Kerala, where heavy rainfall triggered dozens of landslides last week and trapped more than 100 people.

About 190,000 people are still living in relief camps in the state, said Chief Minister Pinarayi Vijayan, but he added some people are returning home as floodwaters recede.

In neighbouring Karnataka, home to the technology hub Bengaluru, 54 people died and 15 are missing after rivers burst their banks when authorities released water from dams.

Nearly 700,000 people have been evacuated in the state.

Heavy rainfall is expected in parts of Karnataka, Maharashtra and Gujarat, as well as the central state of Madhya Pradesh, in the next two days, weather officials said.

In Maharashtra, which includes the financial capital Mumbai, 48 people died but floodwaters are receding, said a state official.

"We are now trying to restore electricity and drinking water supplies," he said.

In Madhya Pradesh, the biggest producer of soybeans, heavy rains killed 32 people and damaged crops, authorities said.

In Gujarat, 31 people died in rain-related incidents, while landslides killed nearly a dozen people in the northern hilly state of Uttarakhand.

Death toll rises to 270 due to floods in India, over one million displaced

Myanmar troops deployed to flood-hit parts of the country on Sunday to help with relief efforts after rising waters left thousands stranded and the <a href="https://www.wionews.com/south-asia/myanmar-landslide-kills-41-many-more-feared-missing-242080">death toll from a landslide </a>jumped to 51.&nbsp;

Every year monsoon rains hammer Myanmar and other countries across Southeast Asia, submerging homes, displacing residents and triggering landslides.

But this year's deluge has tested the government's ability to respond after a fatal landslide on Friday in southeastern Mon state was followed by heavy flooding that reached the roofs of houses and the tops of street signs in nearby towns.

Hundreds of emergency response workers were still pulling victims out of the muddy wreckage in Paung township on Sunday.

"Three more dead bodies were found at 11:50 am. The total death toll has reached 51 people," the Myanmar fire services department said on its Facebook page.

Heavy rains pounded other parts of Mon, Karen and Kachin states, flooding roads, destroying bridges and forcing people to flee by boat.

As the rainy season reaches its peak, the country's armed forces are pitching in.

"Our regional military commands are working to help with the search and rescue process in disaster areas," Brigadier General Zaw Min Tun told AFP.&nbsp;

"Helicopters will be used to supply food."

The bulk of the effort is focused on hard-hit Mon state, which sits on the coast of the Andaman sea.

"This year is the worst," a resident of Ye township told AFP.

"There are some casualties at nearby villages. But we can't reach those villages yet."

Pictures from the area show residents swimming away or bundling their possessions onto small boats and rowing to higher ground.

Floodwaters have submerged more than 4,000 houses in the state and displaced more than 25,000 residents who have sought shelter in monasteries and pagodas, according to state-owned Global New Light of Myanmar.

Vice President Henry Van Thio visited landslide survivors in a Paung township village on Saturday and "spoke of his sorrow" while promising relief assistance, the paper reported.

US President Donald Trump will visit El Paso, Texas, on Wednesday following a mass shooting in the southern border town that killed 22 people, the local mayor said.

"President Trump called me yesterday. He was very gracious in the call... (and) offered to help in any way he could," Dee Margo told a news conference on Monday.

"He is coming out here on Wednesday."

Trump has been accused by his opponents of helping to stir up resentment against ethnic minority groups with his divisive rhetoric, and some locals in El Paso- which has a mainly Hispanic population- have said that the president would not be welcome.

But Margo, who is a member of Trump's Republican party and has been a vocal supporter of the president, defended the prospect of his visit.

"This is the office of the mayor of El Paso in an official capacity welcoming the office of the president of United States, which I consider is my formal duty," he told reporters.

"I will ask President Trump to support our efforts with any and all federal resources that are available."

A midnight explosion following a car crash outside a hospital in central Cairo has left 20 people dead and 47 injured, the health and interior ministries said on Monday.

The intensity of the blast at the city's main cancer hospital raised fears of an attack, but officials said it was the result of a car accident.

Reuters video of the aftermath showed considerable damage to the front of the hospital, with an entrance wrecked and rubble-strewn over the pavement. Victims' belongings were scattered among the debris.

The blast occurred when a car driving against traffic on Cairo's Nile corniche road collided with three other cars, the interior ministry said in a statement.

It triggered a blaze that forced the partial evacuation of the National Cancer Institute, the health ministry said.

One local resident, who gave her name as Salwa, said bodies had been fused together by the explosion and it was hard to believe it was the result of a car crash.

"There was a sound of an extremely loud blast. It was no way two cars crashing. The car must have been rigged with explosives," she told Reuters Television.

Another witness, who declined to give his name, said the car's driver ran away before it exploded.

Later in the morning, investigators scoured the scene amid a heavy police presence.

Egypt's public prosecutor is investigating the incident, sources told Reuters.

Egyptian security forces are waging a counterinsurgency campaign against Islamist militants, some with links to Islamic State, that is focused in the north of the Sinai Peninsula.

Attacks outside Sinai have become relatively rare, although there have been several security incidents in recent months in Giza, across the Nile from central Cairo.

In May, an explosion targeting a tourist bus injured at least 12 people, mostly South African tourists, near the Giza pyramids. In December, three Vietnamese tourists and an Egyptian guide were killed, and at least 10 others injured when a roadside bomb hit their tour bus near the pyramids.

The death toll from three boats sinking surged to 25 as rescuers retrieved more bodies from the sea off the central Philippines, officials said Sunday.

Squalls tipped over the three wooden-hulled outriggers in the Guimaras Strait on Saturday as the rest of the country was battered by rains induced by seasonal southwest monsoon winds, the coastguard said.

The bodies of 14 passengers and crew were recovered, civil defence official Franco Agudo told AFP, taking the toll to 25.

Regional police chief Rene Pamuspusan also confirmed Sunday that 25 people had died, with six others still missing.

He said 55 individuals were rescued.

On Sunday the state-run Philippine News Agency (PNA) released a dramatic photo of rescue divers placing two corpses, one still wearing a red life vest, on top of the only parts of one boat left above water.

The Southeast Asian archipelago nation has a poor shipping safety record, with scores dying in maritime mishaps every year, usually aboard boats that move people from one small island to another.

Sea accidents historically spike during the middle of the year, when the country is frequently hit by storms and typhoons.

Sudan's military council spokesman said on Friday that nine soldiers from the Rapid Support Forces (RSF), the country's most powerful paramilitary group, have been dismissed and detained in connection with the<a href="https://www.wionews.com/world/four-school-children-shot-dead-at-sudan-protest-opposition-campaigners-239439"> killing of protestors</a> this week.

Lieutenant General Shams El-Din Kabbashi added that the governor of North Kordofan state and its security council would also be held accountable for the killing of six people, including four schoolchildren, in the state capital El-Obeid on Monday.

Formerly known as the Janjaweed, the RSF fighters armed with assault rifles, machine guns mounted on trucks and rocket-propelled grenades are widely feared. They were hardened by the war in Darfur against rebels who rose up against the government.

Opposition groups have accused the RSF, led by the deputy head of Sudan's Transitional Military Council, of killing scores of protesters demanding a return to civilian rule since President Omar al-Bashir was ousted in April.

The RSF's commander, General Mohamed Hamdan Dagalo, known as Hemedti, has previously denied these claims and blamed "infiltrators" instead.

The main opposition coalition, the Forces of Freedom and Change (FFC), welcomed the action against the RSF members, saying it would prevent further violence.

Hundreds of thousands of Sudanese took to the streets on Thursday in response to the killings in El-Obeid, and opposition medics said four more protesters were killed and many injured by gunfire in Omdurman. Kabbashi said authorities were pursuing those suspected of involvement in the deaths in Omdurman.

His remarks came at a press conference after a night of negotiations with opposition groups over a constitutional declaration, a document that would pave the way for a transitional government.

The two sides had signed a political deal in July setting a three-year transition period and a joint sovereign council. Talks over the constitutional declaration were called into question by the violence this week before being reconvened.

"The agreement is really now just around the corner," Satea al-Hajj of the FFC said on Thursday as talks got underway.

African Union mediator for Sudan Mohamed Hassan Lebatt told the Friday news conference that talks were set to continue in the evening.

The Rashtriya Janata Dal (RJD) on Wednesday protested at the Legislative Assembly against Bihar Health Minister Mangal Pandey and demanded his resignation following the outbreak of AES. On June 24, the Supreme Court had expressed "serious concerns" over the rising number of deaths due to the disease. The apex court had reprimanded the Bihar government over the deaths of children across the state. The top court had also asked the state government to file an affidavit on the concerns raised regarding the nutrition, hygiene and adequacy in the hospitals.

The death toll of children due to suspected Acute Encephalitis Syndrome (AES) in Bihar on Sunday has reached 100.&nbsp;

Earlier on Saturday, the death toll was at 84 and in the wake of the fatalities, Bihar Chief Minister Nitish Kumar announced an ex gratia of Rs 4 lakh each to families of the children who died due to AES in Muzaffarpur.&nbsp;

Doctors claim that the deaths, due to AES, are being caused due to excessive heat and humidity. Scorching heat on Saturday claimed the lives of least 25 people from various districts of the state on Saturday.

Union Health Minister Harsh Vardhan arrived in the state capital today to review public health measures for containment and management of the AES.

Vardhan had previously said that the Centre was constantly monitoring the situation and supporting state health authorities to manage the encephalitis cases.

The minister was greeted here with black flags displayed by workers of the Jan Adhikar Party Loktantrik (LJP) who shouted slogans against him.

Meanwhile, on Sunday attendants of patients admitted to the SKMCH alleged that there were no doctors on call during the night.

"My daughter is in the ICU room of SKMCH. The death toll is increasing day by day. There were no doctors after 12 in the night and only nurses are here. There are four bodies inside ICU," Mohammad Aftab told ANI.

Another attendant, Sunil Ram said, "My four-year-old daughter was admitted to hospital on Saturday. She was declared dead today. There is no facility in SKMCH."

In the wake of the fatalities, Bihar Chief Minister Nitish Kumar&nbsp;gave directions to the health department, district administration and doctors to take necessary measures to fight the disease.

Earlier, Bihar Health Minister Mangal Pandey said the state government is doing its best to save children.

"We are trying everything and anything that can save children's lives. Everything is being made available from medicines to doctors. We have even called doctors and nurses from AIIMS in Patna," he said.

"There is a protocol regarding what kind of medicines and facilities should be given and we are doing the same. We are monitoring things regularly and trying to save our children," Pandey said.

Recalling the situation that prevailed five years ago, Pandey said a team that was formed to ascertain the cause of this disease concluded that sleeping empty stomach at night, dehydration due to humidity and eating lychee on empty stomach were some of the causes of Encephalitis.

"Our government has tried to spread awareness which will be beneficial as well. Advertisement in newspapers, radio jingles, pamphlets and mic announcements are going to spread awareness regarding the disease. Health ministry is also working on it," he said.

A British climber too weak to descend from Mount Everest died on Saturday, officials said, the eighth climber to die on the world’s tallest mountain and the 18th in Nepal`s Himalayas during the current climbing season.

Hiking officials attributed most of the deaths to weakness, exhaustion and delays on the crowded route to the 8,850-metre (29,035 feet) summit.

Robin Haynes Fisher, 44, died in the so-called "death zone" known for low levels of oxygen on the descent from the summit, Mira Acharya, a tourism department official, said.

He is the eighth fatality on Everest in the current climbing season that ends this month.

“He died because of weakness after a long ascent and difficult descent,” Murari Sharma of the Everest Parivar Treks company that arranged his logistics told Reuters. “He was descending with his Sherpa guides from the summit when he suddenly fainted."

Fellow guides changed Fisher's oxygen bottle and offered him water, but could not save him, Sharma said.

Garrett Madison of the U.S. based Madison Mountaineering company that sponsors climbers to Mount Everest said many were not "well qualified or prepared climbers" and were without the support necessary to ascend and descend safely.

"If they were with a strong and experienced team they would have likely been fine, but with minimal support, once something goes wrong it`s tough to get back on course," Madison told Reuters.

Mount Everest can also be climbed from Tibet and casualties have been reported from there this season too.
