Imran Khan struggles to get CPEC projects on track

And China can very well succeed here as Pakistan's railway network is in shambles. It badly needs the project to succeed. Pakistan's Railway Minister claims this initiative will create 1,50,000 jobs. This estimate is unrealistic but Main Line 1 is expected to boost transport. Particularly cargo transport.

Constriction was slated to start from January 2021. But as China is disagreeing to Pakistan's proposal, phase-1 is expected to be delayed. Reeling under the pressure from borrowers Pakistan has approached the G-20. It has secured a relief of 3.2 billion dollars. It offers Islamabad some room to negotiate with Beijing.

But if China refuses to budge, can Pakistan secure more loans? Western countries are hesitant to lend to Pakistan They are worries that their money will be used to repay Chinese loans. So there are chances that Pakistan would agree to Beijing unfavourable deal. This is a step one of what is called a debt trap.

But China can lay this trap without worry because Pakistan's Prime Minister has already tipped his hand. Imran Khan admitted this year, that his country' s fortunes are linked to China's growth.

2020 marks 5 years of China-Pakistan economic corridor. Less than 30 per cent of the projects have been completed. 40 per cent of all energy projects run on coal turning Pakistan into a pollution hub. CPEC was supposed to industrialise Pakistan, turn it into a manufacturing hub.

Instead, economic zones lie vacant. Only one Special Economic Zone in Gwadar is operational.

This episode is a lesson for all countries vying for Chinese funds. These funds have one objective, to lay a debt trap.

The overhead Lahore Orange Line Metro Train will operate between Lahore's Dera Gujjran to Ali Town on 27Km stretch from Monday.

As many as 250,000 people will be able to commute daily using the Orange Line trains.

China said Orange Line Train is also a symbol of Pakistan-China friendship and a gift for the people of Lahore.

Experts from China have trained Pakistani drivers on how to operate the train.

The current civil war-like situation in Pakistan may deal a blow to the execution of the ongoing China Pakistan Economic Corridor (CPEC), a collection of mega infrastructure projects, and thereby dent its economic revival process.

Opposition parties in the country led a joint rally protesting against Prime Minister Imran Khan's "puppet" government and the Army. Besides, the Financial Action Task Force (FATF) has also ruled against taking Pakistan off the 'grey list' and gave Islamabad time till February 2021 to comply with its 27-point action plan.

The move will further impact its already battered economy, even as the spread of the coronavirus pandemic was contained. Khan has repeatedly highlighted the need to complete the $60-billion CPEC saying that it would push socio-economic development.

Pakistan's GDP growth crashed to below 1 per cent in 2019. This year, the country's growth could even witness a contraction. Former Indian envoy to Pakistan, T.C.A. Raghavan told IndiaNarrative.com that the current political turmoil is likely to continue "for some time".

"It is true that the country is currently heading towards a political crisis and it seems that it will continue for some time," he said, adding that political turmoil would invariably impact economic growth though not immediately.

"Pakistan's economy has been in a critical state and this will further dent the situation, including the execution of CPEC. The CPEC has been slowing down for various reasons and the existing crisis will have its own implications on the projects," Raghavan said.

According to the US Institute of Peace, "political upheaval, a violent insurgency fed by the war in Afghanistan, and the inability of successive governments to carry out reforms are to blame for this decline".

"Today, a polarized political environment and elite intrigue among civilian, judicial, and military institutions has made sustainable economic growth and reforms that much more unlikely."

It further said that the global outbreak of the coronavirus pandemic has further made it challenging. Pakistan's headline inflation in September stood as 9 per cent.

"The current political turmoil will definitely dent the countries the economy. For any economy to grow, political stability is critical and there seems to be no solution in sight," Shakti Sinha, director at the Atal Bihari Vajpayee Institute of Policy Research and International Studies.

The Securities and Exchange Commission of Pakistan (SECP), the country's financial regulatory agency, has deleted the records of five of six companies owned by China Pakistan Economic Corridor (CPEC) Chairman Lt Gen (retd) Asim Saleem Bajwa's family members, FactFocus reported.

Investigations by FactFocus began recently into the assets accumulated by Bajwa`s family during the military career of the retired general.

The five firms whose data was removed belonged to Bajwa's son while one company, whose data remained throughout on the website belonged to his brothers.The development was reported by FactFocus on August 27.

However, the five companies' records were restored on the SECP website after a few weeks. This is a significant yet bizarre incident where a government agency is responsible for regulating all firms in Pakistan and its nature of work should not meddle with politics.

Even SECP Chairman Amir Khan refused to comment when asked if he knew that the records were deleted and whether the person was ordered to do so.

"You better contact the chief spokesperson of the SECP and this is the protocol that we follow," Amir Khan said.

When reminded that he was also the SECP's chief spokesperson along with the chairman of the commission, Amir Khan instead said the media section of SECP should be contacted.

FactFocus had made photographic copies of the SECP website on July 21, which included the records of companies owned by Bajwa's sons in Pakistan and other countries. Original photographs of some of the records were to be used as attachments so that readers will be able to view the details and verify the dates of capturing digital evidence by checking the files' properties.

However, during the Eid-ul-Zuha festival, the SECP removed the records of the companies owned by Bajwa`s sons — Muhammad Saleem Bajwa, Eusha Saleem Bajwa and Azib Saleem Bajwa.

On August 3, the first working day after Eid, FactFocus noticed the deletion of records from the site and continued checking it from different computers and places across the world. The result was the same — all the records of these companies disappeared.

Despite repeated reminders to the SECP chairman, no response has been received so far.Silkline Enterprises (Pvt) Ltd is the sixth company of the Bajwa family, which was listed on the SECP website but its data remained on the site throughout. This was the only company that belonged to Bajwa's brothers.

Earlier this month, Bajwa announced that he will step down as the Special Assistant to the Prime Minister (SAPM) Imran Khan on information and broadcasting following corruption allegations against him.

China uses its banks routinely to bankroll the&nbsp;Belt and Road projects.&nbsp;

The country's biggest and most powerful banks are state-run and so money is usually not a problem for China. This raises the question of why, then,&nbsp;are Chinese financiers looking away from CPEC.

The reason behind this is simple: it’s a loss-making enterprise.

The reports about this started coming last year. The first one was published in Wall Street Journal which stated that the Chinese projects for CPEC will run up to $62 billion and&nbsp;less than half of these are in progress. That's because&nbsp;Pakistan faces massive debt and Chinese stakeholders want Islamabad to guarantee repayments.

As the facts are laid out, the fears of these Chinese lenders are legitimate. You only extend a loan to those who can repay and Pakistan is in no condition to repay.

In July this year, Pakistan received $1.8 billion in gross foreign loans. This is a jump of 263 per cent compared to the same month the last year.

In the last fiscal year, Pakistan received $13 billion dollars in foreign loans and a&nbsp;little more than $10 billion was utilized to repay maturing loans.

Pakistan is a country that’s surviving on loans as it borrows from one source to repay another lender. By now, any bank would have declared pakistan a non-performing asset. However, China seems to be holding on to its friendship.

Now Chinese banks want nothing to do with Pakistan and it only hints towards the fact that they, too, are running short of cash.

A Bloomberg report claimed that&nbsp;China’s biggest banks will face a capital shortage of well over $900 billion&nbsp;by 2024.

China’s four largest lenders are facing a funding gap, namely&nbsp;The Industrial and Commercial bank of China, The Bank of China, The China Construction Bank, and The Agricultural Bank of China. All of these banks are important, not just for CHina but also for the global economy because if they fail, it could trigger a financial crisis.

According to a report, these four banks had a total shortage of $323 billion&nbsp;last year and&nbsp;this shortage can grow up to $940 billion by 2024.

It is not the just the lenders who are suffering. The combined earnings of more than 1,000 commercial Chinese banks has slumped&nbsp;by 24 per cent, according to one claim, and the reason is the same - bad loans.

China’s big state-owned banks are the hardest hit. Beijing has used these banks to salvage the economy and write cheques to buy heft. However, the Chinese banks and lenders can’t afford any more bad debts.

This is a jump of 263 per cent compared to the same month the last year. Pakistan is a country that’s surviving on loans as it borrows from one source to repay another lender. By now, any bank would have declared pakistan a non-performing asset. A Bloomberg report claimed that China’s biggest banks will face a capital shortage of well over $900 billion by 2024. China’s four largest lenders are facing a funding gap, namely The Industrial and Commercial bank of China, The Bank of China, The China Construction Bank, and The Agricultural Bank of China. All of these banks are important, not just for CHina but also for the global economy because if they fail, it could trigger a financial crisis. According to a report, these four banks had a total shortage of $323 billion last year and this shortage can grow up to $940 billion by 2024. It is not the just the lenders who are suffering. The combined earnings of more than 1,000 commercial Chinese banks has slumped by 24 per cent, according to one claim, and the reason is the same - bad loans. China’s big state-owned banks are the hardest hit. Beijing has used these banks to salvage the economy and write cheques to buy heft. However, the Chinese banks and lenders can’t afford any more bad debts.

Meanwhile, Saudi Arabia has turned off the oil tap for Pakistan. Riyadh has halted the provision of "oil on loan" for Islamabad. In 2018, Pakistan had borrowed $6.2 billion in loan from Saudi Arabia out of this $3 billion was debt relief in the form of cash and the remaining $3.2 billion was the worth of oil Riyadh had decided to provide Islamabad annually.

The provision expired two months ago and Saudi Arabia hasn't renewed it, instead, it has forced Pakistan to pay $1 billion from the cash loan it had secured.

Both Chinese plants showed excess set-up costs for extra profits. They were earning annual profits of up to 50 to 70 per cent. The cost was borne by the consumers of Pakistan.

On the other hand, Most of the CPEC workers based in Pakistan belong to the Chinese military in one way or the other. They are trained in martial arts and weapon handling.

That’s why they get involved in clashes with Pakistani locals and thrash them now and then.

Last year there were reports of trafficking of Pakistani women to China, who were lured with fake marriages.

Chinese banks looking to curtail investments in CPEC due to instability in Pakistan

Balochistan is Pakistan's biggest and most neglected province. The region has been torn between insurgency and state-sponsored crimes.

Pakistan's military is guilty of enforced disappearances, mass murder, arbitrary arrests and extra-judicial killings in Balochistan, making the province a text book example of human rights abuse.

China's entry into the region, through CPEC, has made matters worse. Those living in Balochistan do not want to be a part of Pakistan, but speaking up for independence results in disappearance or death.

On August 26, 2006, former Governor of Balochistan,&nbsp;and the tallest leader of the region, Akbar Bugti was assassinated by Pakistan's military. After 14 years of that incident, not much has changed. Pakistan's military continues to violate the Baloch, and their independence is not in sight.

In an exclusive interview with WION's Executive Editor Palki Sharma,&nbsp;Brahmdagh Bugti, the grandson of&nbsp;Akbar Bugti and the President of the Baloch Republican Party, talked about the&nbsp;independence movement of Balochistan.

Fourteen years after the assassination of Akbar Bugti, the movement is on a larger scale now. "If you compare the independence movement with what was there 14 years ago, you will see that it was not this widely known on an international level. People are talking about it now, including the United Nations and various Human Rights activists, and a lot of other international platforms are highlighting the human rights violation in Balochistan,"&nbsp;Brahmdagh Bugti said.

When asked about why isn't any action taken even after the awareness on an international level, he replied, "Each nation has its own interest. The people from the UN, in my experience, only come to speak and listen about what is going on, and promote their own interests and issues. They do help the countries that have human rights violations, but it is very less."

Bugti had also, in the past, sought help from India. However, the Indian government has not provided any help so far. "So far, we have not received any help from India except from the India media. However, I think there is nothing wrong in India helping if Pakistan requests it. People are dying (in Balochistan) and extreme physical force is being used on locals. Resources are being grabbed from one set of the community to benefit another. So, why cannot India help. In 1970s, India helped Bangladesh, so I don't see why India cannot help Balochistan. India can put pressure on Pakistan to stop it, and stop the bloodshed, torture and the violence," he said.

Brahmdagh Bugti has claimed that he is ready to have a dialogue with the Pakistan government on some conditions, but the government has not acknowledged the same. "Dialogue is a political thing. In no political situation can anyone reject a dialogue. I am ready for it, but the Pakistan government has not&nbsp;reached out to me recently. There have been few messages but nothing major."

The entry of China in Pakistan through the CPEC project, Bugti believes, is a destructive policy for the people of Baloch. "What we want for our future is on us to decide. Whether we want schools, universities, roads, port, or not is for us to decide. We should get to decide what happens on our land, and not someone else&nbsp;sitting in Islamabad or Beijing," he expressed. He also added that people who disagree with these decisions are labelled as terrorists, traitors, and criminals.

Bugti also claimed that the locals have no idea about what is being built there, and the locals are moved from one place to another on gunpoint for the project.

Talking about attacks on the Chinese workers in Balochistan, Bugti stressed that the incidents were not attacks but defense. "They are defensive actions. Attacking is going to someone's land and attacking, but they are only doing this in Balochistan," he said.

"These are not justified because we are against violence, but these are normal reactions," he added.

WION&nbsp;did extensive group reports from Balochistan focusing on the military role in forced disappearances from 2017. Bugti claims the situation has worsened since then.&nbsp;

While the&nbsp;Uighur Muslim group in China and the Tibet group are getting global support, Balochistan has not yet got as much support. "We are trying our best, and we have hope. A lot of people claim but in reality, there is nothing. If India supports us now, things will be different."

Talking about the Pakistan Prime Minister Imran Khan, Bugti alleged Khan of changing his words every day. "People are making jokes&nbsp;and laughing. If you see social media and even the local media, things are in a mess. Everybody is laughing at the situation," Bugti laughed.

"It is not Imran Khan, but the people behind him. It points towards their stupidity that they chose (Imran Khan) for such a position," he added.

The foreign ministers of China and Pakistan held their 2nd annual strategic dialogue on Friday during which they discussed ways to enhance their all-weather bilateral ties, the Kashmir issue, progress on the China-Pakistan Economic Corridor and the Afghan peace process.

Billed as "highly relevant"&nbsp;and "very important" by both the countries ahead of the meeting held in the southern Chinese island resort of Hainan, Chinese Foreign Minister Wang Yi and his Pakistani counterpart Shah Mahmood Qureshi discussed a host of bilateral, regional and international issues.

A joint statement issued at the end of the meeting said that "both sides underlined that a peaceful, stable, cooperative and prosperous South Asia was in common interest of all parties. Parties need to settle disputes and issues in the region through dialogue on the basis of equality and mutual respect".

"The Pakistani side briefed the Chinese side on the situation in Jammu &amp; Kashmir, including its concerns, position and current urgent issues", it said.

"The Chinese side reiterated that the Kashmir issue is a dispute left over from history between India and Pakistan, which is an objective fact, and that the dispute should be resolved peacefully and properly through the UN Charter, relevant Security Council resolutions and bilateral agreements. China opposes any unilateral actions that complicate the situation", the joint press release said.

India has been maintaining that China has no locus standi in commenting on Jammu and Kashmir.

New Delhi has previously told "Beijing that the Union Territory of Jammu &amp; Kashmir "has been, is and shall continue to be an integral part of India."

Earlier this month, the Ministry of External Affairs said that the issues pertaining to the Indian Union Territory of Jammu and Kashmir were solely an internal matter of India.

"As on such previous occasions, this attempt too met with little support from the international community. We firmly reject China's interference in our internal affairs and urge it to draw proper conclusions from such infructuous attempts," the MEA said in a statement in New Delhi after China initiated a discussion in the UN Security Council on Jammu and Kashmir.

Ahead of the meeting between Wang and Qureshi, Chinese foreign ministry spokesman, Zhao Lijian told the media here on Thursday that "this time the strategic dialogue is highly relevant and the two sides will take the opportunity to discuss anti-epidemic cooperation, bilateral ties and the regional and international issues of mutual interest".

Before leaving for Hainan, Qureshi told the media in Islamabad that "I am leaving on a very important visit to China. I had a discussion with the prime minister regarding this visit yesterday. My delegation will represent the stance of the political and military leadership of the country".

The meeting took place amid reports of crisis in Pakistan-Saudi Arabia relations which were regarded as the bedrock of Islamabad's foreign policy for decades.

Qureshi left for Hainan after the return of Pakistan Army chief, General Qamar Javed Bajwa from Saudi Arabia, where he held talks with senior officials on the state of relations between Riyadh and Islamabad.

Prime Minister Imran Khan said in an interview on Wednesday that Pakistan's future was linked to China as Beijing defended Pakistan in all difficult times. He said Chinese President Xi Jinping would visit Pakistan in the winter.

Wang and Qureshi reiterated that the enduring China-Pakistan all-weather Strategic Cooperative Partnership is beneficial to international and regional peace and stability, and serves the mutual security and development interests of both countries as well as of international community and regional countries.

On Afghanistan, the joint statement said both sides agreed to strengthen cooperation on the Afghan issue and appreciated the efforts made by Afghan government and the Taliban to initiate the Intra-Afghan Negotiations.

"China appreciated Pakistan's positive contribution to the Afghan peace process and efforts for promoting peace and stability in the region and beyond", it said.

Both sides agreed on continuing their firm support on issues concerning each other's core national interests.

"The Chinese side reiterated that Pakistan and China are iron brothers and Pakistan remains China's staunchest partner in the region and that China firmly supports Pakistan in safeguarding its territorial integrity, sovereignty and independence."

Beijing also said it supported Islamabad independently choosing a development path based on its national conditions, striving for a better external security environment and playing a more constructive role on international and regional affairs, the release said.

"The Pakistani side appreciated China for standing together with Pakistan in safeguarding its national security and sovereignty, and reaffirmed its firm support to China on affairs concerning China's core interests and issues of major concern, such as those related to Taiwan, Xinjiang, Tibet and Hong Kong", it said.

On the USD 60 billion China-Pakistan Economic Corridor (CPEC) both sides have underscored that it has entered the new phase of "high-quality development, and has played and will continue to play an important role in supporting Pakistan to overcome the impact of COVID-19 and achieve greater development."

The two sides will continue to firmly advance the construction of the CPEC, ensure in-time completion of those projects under construction, focus on economic and social development, job creation and improvement of people's livelihood, and further strengthen cooperation in Specialised Economic Zones, industrial relocation, science and technology, medical and health, human resources training, poverty alleviation, and agriculture etc, it said.

"The Pakistani side appreciated China for standing together with Pakistan in safeguarding its national security and sovereignty, and reaffirmed its firm support to China on affairs concerning China's core interests and issues of major concern, such as those related to Taiwan, Xinjiang, Tibet and Hong Kong", it said. On the USD 60 billion China-Pakistan Economic Corridor (CPEC) both sides have underscored that it has entered the new phase of "high-quality development, and has played and will continue to play an important role in supporting Pakistan to overcome the impact of COVID-19 and achieve greater development." The two sides will continue to firmly advance the construction of the CPEC, ensure in-time completion of those projects under construction, focus on economic and social development, job creation and improvement of people's livelihood, and further strengthen cooperation in Specialised Economic Zones, industrial relocation, science and technology, medical and health, human resources training, poverty alleviation, and agriculture etc, it said. India has protested to China over the CPEC as it is being laid through Pakistan occupied Kashmir.

The mega Chinese infrastructure project - China Pakistan Economic Corridor (CPEC) that passes through the length of Pakistan, other than saddling Islamabad with debt has other issues now--corruption and scuffles between Chinese labourers and Pakistani soldiers.

One such incident which occurred on July 21 has come to light in which physical altercation took place between Chinese labourers and Pakistan protection party working on CPEC's Main Line -1 (ML-1) Karachi-Peshawar project.

The incident took place in Pakistan's most populated Punjab Province's Bahawalpur District between 6.30 am to 6.45 am. Details of the incident have been mentioned in a letter from Lt Col Imran Qasim, commanding officer 27 Wing of Special Security Division (SSD) based at Bahawalpur to HQ 341 Light Commando Brigade.

To provide protection to Chinese workers, Pakistan has been providing "protection party" and in this case six Pak army personnel from 341 Light Commando Brigade led by Havaldar Asad Ullah were provided to protect four Chinese labourers namely Li Yuyun, Li Yujun, Li Guoying and Bu Lei. In all the group had twelve people, including two Chinese civilians and one Pakistani army vehicle.

The work was to be done at two sites: Tower G-1526 &amp; Tower G-1523. The Chinese group was led by Li Yuyun who insisted on moving to G-1523 with the entire group, leaving only one Chinese labourer at G-1526.&nbsp;

Havaldar Asad Ullah suggested an additional soldier and a Chinese vehicle should be left with the one Chinese labourer. While Asad wanted to clarify the issue with his seniors due to language problem, he was assaulted by Li Yuyun by hitting on his head twice. This made other Pakistani soldiers angry with Sapper Fazal ur Rehman come to the rescue of Asad before he was also attacked by other Chinese workers.

When the matter was reported to Camp commandant Maj Shehzad, who asked his soldiers to not confront with Chinese and the matter was quietly hushed up.&nbsp;

In the current incident, Lt Col Imran Qasim, Commanding officer of 27 Special Security Division has been involved in making money, by providing local labourers to Chinese contractors via proxy. The officer is involved in the embezzlement of tens of lakhs Pakistani rupees. &nbsp;Maj Shehzad's lack of proactive action against the Chinese is believed to be under the direction of Lt Col Imran Qasim who is part of money-making in the project.

Such incidents have become symptomatic of the CPEC, with kickbacks helping Pakistani officers to be quite of any trouble being faced by the rank and file. A committee announced by Pakistani govt to look into the country's power sector where Chinese companies are heavily involved showed how the number of officials in the country are benefiting from it. The Chinese companies providing supplies at inflated prices was one of the key focus areas of the report. The report has been kept away from public scrutiny.

Islamabad secured a $3 billion loan from Riyadh in October 2018, assuming that they would not be asked to pay back.&nbsp;

The Pakistani PM tried hard to ensure this and even played chauffeur for the Saudi crown prince.&nbsp;

Earlier today, it was announced in Pakistani media that Islamabad has paid back $1 billion.&nbsp;

However, the Pakistani media has not put it correctly, and, in fact, Riyadh has forced it to pay.

This payback was due for a long time and let's just look at what really happened.

Ever since he came to power, Khan has been obsessed with Kashmir. Repeatedly, Khan has allowed this obsession to dominate Pakistan's foreign policy.&nbsp;

In February, Khan consistently pushed Saudi Arabia for the Organisation of Islamic Countries' (OIC) meeting on Kashmir. Saudi Arabia is the de facto leader of OIC and it refused to slam India on Kashmir.&nbsp;

The prime minister went all the way to Malaysia and said: "OIC can't come together on Kashmir, we are divided, we have no voice".&nbsp;

This tone of Imran was not appreciated by Saudi Arabia. Riyadh's message was clear: Domestic political narratives cannot drive foreign policy.&nbsp;

It has been a while since this episode and the world faced the pandemic in between.&nbsp;

But it seems that the Pakistani PM has not moved on and is once again asking Saudis to convene a meeting of Islamic countries on Kashmir.&nbsp;

Recently, Pakistan Foreign Minister Shah Mehmood Qureshi said: "OIC's leadership should stay away from this attitude of being careful and if they can't do this, then our prime minister will call the meeting".

These are strong words spoken by a country that is surviving on loans from Saudi Arabia.

Another question that remains is how did Pakistan afford to pay back a billion dollars, during a pandemic and when its economy is on a downfall.&nbsp;

The answer is China.

A Pakistani newspaper said, "Pakistan's time-tested friend, China, has immediately come forward and extended $1 billion in loan to help Islamabad avoid any adverse impact of the partial withdrawal of the Saudi lifeline."

China's modus operandi is this policy, give with one hand and take away with the other.&nbsp;

And once again China managed to do this.&nbsp;

At least 24 hours before China helped Pakistan with this aid, Pakistan's top economic body approved its costliest project ever: CPEC, a $6.8 billion project to upgrade Pakistan's railway lines.&nbsp;

Interestingly, Pakistan's entire developmental budget this financial year was $7.9 billion.

China's time-tested friendship has been a costly affair for Pakistan.

The harsh reality for Pakistan is that its obsession with Kashmir and attempts to please China has impacted its support from the Islamic world.&nbsp;

Imran Khan can drive all he likes, but he can't take the world for a ride.&nbsp;

Pakistan`s top economic body on Wednesday approved its costliest project to date as part of the multibillion-dollar China-Pakistan Economic Corridor (CPEC) agreement, giving the go-ahead for a $6.8 billion project to upgrade its railway lines, the government said.

CPEC has seen Beijing pledge over $60 billion for infrastructure projects in Pakistan, central to China’s wider Belt and Road Initiative (BRI) to develop land and sea trade routes in Asia and beyond.

The Executive Committee of the National Economic Council (ECNEC) approved the railway project, known as Mainline-1 (ML-1), on a cost-sharing basis between Islamabad and Beijing, Pakistan`s finance division said in a statement.

Under the project, Pakistan`s existing 2,655km railway tracks will be upgraded to allow trains to move up to 165km per hour - twice as fast as they currently do - while the line capacity will increase from 34 to over 150 trains each way per day.

"The execution of the project shall be in 3 packages and in order to avoid commitment charges, the loan amount for each package will be separately contracted."

CPEC has come in for criticism from some western countries, particularly the United States, which says that the projects under it are not sufficiently transparent and will saddle Pakistan with the burden of expensive Chinese loans.

Both China and Pakistan have continuously downplayed such concerns over the years. The move ahead on ML-1, which has been on hold for years, will dispel notions that the government of Prime Minister Imran Khan is seeking to roll back some of the mega projects that he himself had questioned when in opposition.

Pakistan approves most expensive China-aided project to date

China has urged Pakistan to take action against two groups and declare them terrorists. This has put Imran Khan in a bit of a bother.

In 2018, it attacked the Chinese consulate in Karachi.

A year later, a hotel backed by Chinese cash was targeted in Gwadar.

The attack on the stock exchange in Karachi was a direct hit on Chinese interests.

In January 2017, a consortium of Chinese firms acquired 40 per cent stake in the Pakistan Stock Exchange. Two years later, the Pakistanis side signed a contract with the Shenzhen Stock Exchange.

This was for a new trading and surveillance program. A program that allows the stock exchange in Pakistan to link up with China's international stock markets.

The Balochistan Liberation Army is hitting China where it hurts the most. It is gaining momentum. New groups joined it last year. Creating a larger Baloch alliance.

Now, this resistance movement is getting bigger. So, China wants it banned.

According to reports, Beijing wants Islamabad to move the UN Security Council.

It wants the B.L.A. to be listed as a global terrorist organisation.

In the same year, the pearl continental was attacked. Chinese investment is under threat in Gwadar.

Beijing came down hard on Islamabad demanding security for its citizens and assets. The centrepiece of the China-Pakistan Economic Corridor has now become a military cantonment.

According to reports, more than 17,000 Pakistani soldiers have been deployed in Gwadar.

They protect the Chinese and fight their citizens. Reportedly, locals travelling around Gwadar are routinely harassed at checkpoints.

While the Chinese continue to bully their way in across Pakistan.

This video had gone viral in 2018. Chinese nationals had launched a fistfight against Pakistani policemen in Punjab.

These are engineers working who were building a section of CPEC.

Trouble looms in restive Balochistan as Pakistan rolls out red carpet for China's CPEC

Is China trying to revive a terrorist group in Pakistan occupied Kashmir?

History is full of examples whenever the ambition of any autocrat grew beyond global tolerance, he became responsible for the collapse of his regime.&nbsp;Today, despite facing unprecedented global anger for being the originator of novel coronavirus, the aggressiveness of Chinese leadership on multiple fronts to suppress internal and external dissent has pushed the world against itself. Xi Jinping’s unfair adventurism for incremental encroachment, in the continental and maritime domain, at a time when other countries are fighting against the most dangerous pandemic of the century, is amounting to inhuman aggression, junking all morals, international conventions, rules, treaties and forcing the world to reluctantly react against his regime. &nbsp; &nbsp;

Xi started his term by dream-selling that all Chinese living below the poverty line would no more be poor by 2020. Internationally he projected himself as the crusader for world peace and climate change, with a resolve to push through Belt and Road Initiative (BRI) to fulfil Chinese dream of rejuvenation. As ‘Chairman of Everything’, he indirectly declared himself as the tallest leader on the planet, in the manner he got himself re-elected for the second term and did everything possible to make himself great, under the banner of ‘Making China Great’. His anti-corruption drive was most popular amongst masses witnessing powerful people in jail, besides systematically eliminating the entire dissenting elements and all his possible competitors, through this drive. &nbsp;

The Boiling Pot&nbsp;

Xi took over in 2012 as President with 7.9 per cent GDP growth and led China to economic downslide thereafter. With failing BRI, mishandling of COVID-19, there is no worthwhile achievement to his credit except that he managed to eliminate dissenting elements better than others. Disagreeing with Xi ‘The Core’ is anti-national and leads to jail. Xi has indicated that in “Socialism with Chinese Characteristics for a New Era” and adequate ‘Revolutionary Tampering’ will be resorted to quell dissent.&nbsp;

As his regime stops delivering economically, the democratic winds will start flowing from Hong Kong and Taiwan, and the educated youth may not tolerate the autocratic system of Xi Jinping, having no worthwhile grievance redressal mechanism. After all, China is the third most popular educational hub, with the largest number of PhD’s in the world, where the population understands the entire power play; hence cannot be assumed to be quiet forever. The legal system stands hostage to party leadership justifies the boiling pot theory; hence the biggest threat to China comes from within. &nbsp;

Some of his actions like unfair treatment&nbsp;of Uighurs in Xinjiang province,&nbsp;the use of force in implementing draconian National Security Law in Hongkong are risky. The strict censorship of media and internet, electronic isolation, social engineering to bring societal changes are unpopular steps to minimize unrests. The viability of “Implosion theory” is feared to be a reality by a totalitarian regime; hence a dose of nationalism to be nurtured through external aggression suits Xi Jinping’s hold on power, besides making the best use of early recovery from COVID-19 in comparison to his competitors.&nbsp;

This is a sequel to Chinese adventurism in Indo-Pacific at multiple places in the South and the East China Sea with greater assertion against other claimants like Vietnam, Indonesia and the Philippines. Besides the coercion of Taiwan, it has also taken away the autonomy of Hong Kong by passing the draconian National Security Act unilaterally. The rationale of China being over assertive at the time of pandemic comes from Sun Tzu’s thoughts of ‘Strike adversary when it's weak and preserve yourself when it is strong’. China is, therefore, speeding up its Incremental Encroachment Strategy in the South China Sea as well as LAC. &nbsp; &nbsp; &nbsp;&nbsp;

The strategic calculations seem to be ambitious as in the authoritarian state, the sycophancy sometimes prevents leaders from getting objective advice from subordinate strategists. When Hitler launched an offensive in Russia in World War II, beyond its logistics limit for sustaining in winters, he overruled the advice of subordinates and brought Germany to disaster. &nbsp;

Xi Jinping’s Chinese dream of ‘Rejuvenation’ and his aim of ‘Prosperous Developed Society’ with a ‘War Winning Modern PLA’ by 2050 was achievable, had he not harboured dictatorial overambition to achieve these aims by making unfair use of pandemic. With the kind of global anger he has generated against his regime, the lesson of diversification of global factory for the world along with the need for economic distancing from China has become evident. Xi has thus pushed his country on a path of disaster.

History is full of examples whenever the ambition of any autocrat grew beyond global tolerance, he became responsible for the collapse of his regime. Today, despite facing unprecedented global anger for being the originator of novel coronavirus, the aggressiveness of Chinese leadership on multiple fronts to suppress internal and external dissent has pushed the world against itself. Xi Jinping’s unfair adventurism for incremental encroachment, in the continental and maritime domain, at a time when other countries are fighting against the most dangerous pandemic of the century, is amounting to inhuman aggression, junking all morals, international conventions, rules, treaties and forcing the world to reluctantly react against his regime. Xi Jinping’s Overambition Xi started his term by dream-selling that all Chinese living below the poverty line would no more be poor by 2020. Internationally he projected himself as the crusader for world peace and climate change, with a resolve to push through Belt and Road Initiative (BRI) to fulfil Chinese dream of rejuvenation. As ‘Chairman of Everything’, he indirectly declared himself as the tallest leader on the planet, in the manner he got himself re-elected for the second term and did everything possible to make himself great, under the banner of ‘Making China Great’. His anti-corruption drive was most popular amongst masses witnessing powerful people in jail, besides systematically eliminating the entire dissenting elements and all his possible competitors, through this drive. The Boiling Pot Xi took over in 2012 as President with 7.9 per cent GDP growth and led China to economic downslide thereafter. With failing BRI, mishandling of COVID-19, there is no worthwhile achievement to his credit except that he managed to eliminate dissenting elements better than others. Disagreeing with Xi ‘The Core’ is anti-national and leads to jail. Xi has indicated that in “Socialism with Chinese Characteristics for a New Era” and adequate ‘Revolutionary Tampering’ will be resorted to quell dissent. As his regime stops delivering economically, the democratic winds will start flowing from Hong Kong and Taiwan, and the educated youth may not tolerate the autocratic system of Xi Jinping, having no worthwhile grievance redressal mechanism. After all, China is the third most popular educational hub, with the largest number of PhD’s in the world, where the population understands the entire power play; hence cannot be assumed to be quiet forever. The legal system stands hostage to party leadership justifies the boiling pot theory; hence the biggest threat to China comes from within. Some of his actions like unfair treatment of Uighurs in Xinjiang province, the use of force in implementing draconian National Security Law in Hongkong are risky. The strict censorship of media and internet, electronic isolation, social engineering to bring societal changes are unpopular steps to minimize unrests. This is a sequel to Chinese adventurism in Indo-Pacific at multiple places in the South and the East China Sea with greater assertion against other claimants like Vietnam, Indonesia and the Philippines.
