During the first reading last month, the bill sought to raise the lower age limit for men to be called up for compulsory military service from 18 to 21 years old. However, it was kept to 18 years after the second reading.&nbsp;

These new rules will come into effect on 1st January 2024 if the bill is enacted into law. Media reports quoting Kartapolov&nbsp;also said that the changes will not have any impact on new troops who will be called up this fall.

The bill, in its original shape, had proposed a phased increase in the compulsory conscription age bracket. As per that, the bill first sought to keep the bracket at 19-30 years old in 2024, then to 20-30 years old in 2025, and then to 21-30 years old in 2026.

Kartapolov, while speaking to media personnel, said that the time duration of compulsory military service in Russia will be kept at one year. He said there is no need for conscripts to serve for two years. "There is absolutely no need to serve for two years. Currently, in our country, a contemporary youth is capable of mastering any military specialization in six months maximum," he said.&nbsp;

At present, all men in Russia are obligated to serve in the military. Alternatively, they can undergo equivalent training while pursuing higher education.

"The key amendment is that the upper age ceiling [in the conscription age bracket] will be set at 30 years old, while the decision was made to leave the lower age limit at 18, as there are many young people who would like to enlist for military service at the age of 18, and that opportunity is currently available to them," the senior Russian lawmaker said during the second reading of the bill in the lower house of Russia’s parliament, reported Moscow Times. Though Russian officials maintain that there were currently no plans to compel more men to fight in Ukraine, Putin-led government is perfecting a system it has used to boost numbers of its military personnel in Ukraine. According to Western officials, Russian armed forces have suffered tens of thousands of casualties in the Ukraine conflict till now.

The new draft regime will close numerous loopholes exploited by draft dodgers and give Russia the organisational infrastructure to carry out a much more thorough and wider mobilisation campaign if and when it decides to do so.

Russia moves towards electronic system to crack down on conscription dodgers

Russian President Vladimir Putin on Thursday (March&nbsp;30) signed a decree on spring conscription, which will apparently begin on April 1 and last until July 15, Russian state-owned news agency RIA reported.&nbsp;

The official online portal of legal information of the Russian government published the document to divulge details. The call up is for those who are not in the reserve and meet the requirements of the law "On military duty and military service".&nbsp;

RIA also reported that the head of state has also instructed the government, regional authorities and draft commissions to make sure that the draft-related activities are implemented. &nbsp;

The news agency mentioned that using the same decree, Putin also decided to dismiss "from military service soldiers, sailors, sergeants and foremen whose term of military service has expired."&nbsp;

Russia plans to increase age range of conscription, Putin ‘supports’ idea

The first reading of a measure to reinstate military conscription in Iraq that was scheduled to take place on Sunday, has been postponed. From 1935 until 2003, when a US-led operation deposed previous tyrant Saddam Hussein, military service in Iraq was required. The parliament's press office said that the first reading of the measure, which was originally set for Sunday, has been moved to Tuesday. The press agency did not provide a justification for the postponement.

According to MP Yasser Iskander Watout, the measure would allow for the conscription of young males between the ages of 18 and 35 for durations ranging from three to eighteen months, depending on their degree of schooling.

Their compensation would be in the range of 600,000 to 700,000 Iraqi dinars (more than $400), noted Watout, a member of the defence committee of the assembly.

Watout stated that it would take two years after the law's passage for conscription to be completely reinstated and that only-sons and breadwinners would be exempt.

Since Saddam Hussein was removed from power, Iraq has seen sectarian strife that culminated in the Islamic State organisation taking vast tracts of land, before the jihadists were routed by Iraqi troops supported by a US-led military coalition in late 2017.

Up until last December, that anti-IS coalition fought in Iraq, but there are still about 2,500 American soldiers there to teach, advise, and support the local forces.

Under the administration of the then-prime minister Mustafa al-Kadhemi, the defence ministry first proposed the bill in August 2021.

Some reports also suggest that the length of mandatory military service for young men is expected to be increased from the current four months. Taiwan's military is a mix of volunteer force combined with male conscripts. But in March, the number of volunteers recruited reached only 85.3 per cent of its target.

Taiwan has one of the world’s lowest birth rates which is witnessing a further fall. In 2021, Taiwan witnessed a record low of 153,820 registered births. In 2011, there were 196,627.

The low scale of salary is also a major deterrent for youngsters, besides the fact that the policy ages people out of active duty at 45.&nbsp;

"An Estonian resident joining the Russian military in war against Ukraine will lose the residency permit and will be banned from the EU. There is no return for those who go,” he was quoted as saying.

"However, if a Russian living in Estonia receives a mobilisation order from Russia and decides not to go, Estonia gives him all legal protection and will not let Russia to force anyone."

The official added that Russia does not have jurisdiction to prosecute anyone in Estonia who does not follow draft orders.

"All legal residents with Russian citizenship in Estonia have the constitutional protection and same rights as all other residents."

Meanwhile, there have been reports of Russian citizens from across the country fleeing to neighbouring nations in a bid to avoid the conscription order.

On Thursday, at Finland's eastern border with Russia, traffic intensified overnight, according to the Finnish border guard.

Earlier, Finland's Prime Minister Sanna Marin told Parliament that her government was ready to take action to put "an end" to Russian tourism and transit through Finland, according to Finnish public broadcaster Yle.

One woman told Guardian that her 52-year-old relative has&nbsp;been delivered a povestka just before the draft was announced the previous day.

Defence minister Sergei Shoigu said in a televised address that Russia would be targeting 300,000 draftees, mainly those with recent military experience. However, some people think the order signed by Putin is likely to have a much higher number. An independent Russian newspaper puts the number at one million.

Video and anecdotal evidence has shown large drafts taking place even in small towns. Most of these towns are in Russia’s ethnic minority republics that have also suffered a disproportionate number of deaths and casualties from the war.

Meanwhile, Kremlin spokesperson Dmitry Peskov has apparently confirmed that police were handing down draft notices to detainees. “It does not violate the law,” he said.

People have been protesting against the mobilisation call and several of those detained following the protests were immediately given the draft notice, reports say.

Top military sources said the Army is also considering to induct personnel from paramilitary forces and central armed police forces for a short duration of up to seven years following which they would be allowed to return to their parent organisations.

The "game-changing" proposal to allow civilians to work for three years is being examined by top commanders of the Army and its main aim is to bring people closer to the 1.3-million-strong force by giving them an opportunity to experience military life, they said.

"If approved it will be a voluntary engagement and there will be no dilution in selection criteria. Initially, 100 officers and 1,000 men are being considered for recruitment as part of test-bedding of the project," Spokesperson of the Army Col Aman Anand said when asked about it.

The sources said minute details of the proposal are being worked out, adding age and fitness level will be among the key criteria for recruitment under the 'Tour of Duty (ToD) or 'Three Years Short Service' scheme.

There is a "resurgence of nationalism and patriotism" in the country and the proposal attempts to tap the feelings of the youths who do not want to join the Army as a profession but wish to experience the military life for a temporary duration, a source said.

The proposal, which is a part of broad reforms envisaged for the force, is set to be discussed at a conference of top commanders of the Indian Army following which the process would be taken forward, the sources said, adding the scheme will benefit the Army financially.

At present, the Army recruits young people under short service commission for an initial tenure of 10 years which is extendable up to 14 years.

According to the proposal, the people to be recruited under the ToD will be eligible to be deployed as combatants in key forward locations and there will be no restrictions in their roles.

The sources quoting an internal study said the Army would gain significant financial benefit from the ToD scheme as it will save a huge amount of money on gratuity, severance packages, leave encashment and pension.

Young working professionals would be allowed to apply under ToD, they said.

The Army has also made a comparative study on whether the training costs on people to be recruited under ToD will be commensurate with their subsequent limited employment for only three years.

The initial approximate financial calculations show that the financial benefits accrued would be exponential.

Sources said the cumulative approximate cost of pre-commission training, salary and other expenses is nearly Rs 5.12 crore and Rs 6.83 crore on an officer if he or she is released after 10 and 14 years respectively.

However, the similar cost for those released after three years would be just Rs 80 lakh to Rs 85 lakh each.

Since approximately 50 per cent to 60 per cent of the Short Service Commissioned Officers are granted a permanent commission, the cost of their retention until attaining 54 years of age is too high.

Similarly, money saved on the cost incurred by the government for a sepoy with 17 years of service as compared with a ToD sepoy with three years of service for a 17-year period would be substantial.

The savings for only 1,000 jawans could be Rs 11,000 crore which could then be utilised for the much-needed modernisation of the Indian armed forces, the sources said.

They said a stint in the Army would also be helpful for young people in getting jobs incorporate as well as government sector.

An officer or soldier after completing one year of training and three years of ToD is likely to display visible improvement in self-confidence, teamwork, responsibility, initiative, stress management, innovation and social skills, according to a military officer.
