Difference of opinions among <a href="https://www.wionews.com/india-general-elections-2019/wont-stake-claim-in-lok-sabha-for-leader-of-opposition-congress-223378">Congress</a> leaders have started coming to fore over the implementation of the Citizenship (Amendment) Act, 2019 in States of the country following the passing of resolution against the new legislation by the Assemblies of Kerala and Punjab.

After Congress leader <a href="https://www.wionews.com/india-news/after-kerala-punjab-now-maharashtra-mulls-resolution-against-citizenship-amendment-act-275185">Kapil Sibal</a>, party colleague and former Haryana chief minister <a href="https://www.wionews.com/india-news/bs-hooda-appointed-as-haryana-congress-legislature-party-leader-259457">Bhupinder Singh Hooda</a> also said that a State cannot refuse to implement a law passed by Parliament.

"Once a law or act is passed by the Parliament, I think that the constitutional view is that, any state can't and should not say no but this has to be legally examined," Hooda told ANI on Sunday.

Congress leader Kapil Sibal, who is also a renowned lawyer, had said that no State can say that it will not implement the Citizenship Amendment Act, as doing so will be unconstitutional.

Former union minister and party leader Salman Khurshid also backed Sibal and said 'if something is on the statute book, you have to obey the law'.

"If the SC doesn't interfere, it'll remain on the statute book. If something is on the statute book, you have to obey the law, else there are consequences. It is a matter where the state governments have a very serious difference of opinion with the Centre as far as this (CAA) law is concerned. So, we would wait for the final pronouncement made by the SC. Ultimately, the SC will decide and till then everything said, done, not done is provisional and tentative," he said.

However, senior Congress leader Ahmed Patel said that that his party is thinking about bringing a resolution against the CAA in Congress-ruled states.

"After Punjab, we are thinking about bringing a resolution against the <a href="https://www.wionews.com/india-news/states-have-to-implement-caa-under-article-254-kerala-governor-275122">Citizenship Amendment Act</a> in states like Rajasthan, Madhya Pradesh, and Chhattisgarh. It would be a clear message to the Central Government to reconsider the Act," he said.

Several Opposition parties including Congress are opposing the CAA grants citizenship to the non-Muslim refugees from Pakistan, Afghanistan, and Bangladesh, who came to India on or before December 31, 2014. Several petitions have also been filed against the new Act in the Supreme Court.

Punjab Chief Minister Amarinder Singh also announced that his government will be joining the Kerala government in the Apex Court against CAA.

Republicans are prepared to press ahead with rules for US President <a href="https://www.wionews.com/business-economy/global-stocks-rattled-after-donald-trump-says-no-deadline-on-us-china-trade-deal-266025">Donald Trump</a>'s impeachment trial, the Senate leader said Tuesday, ignoring opposition Democrats who want assurances that witnesses can be called.

Mitch McConnell said he has the backing in his majority caucus to pass a set of rules for the trial unilaterally leaving the issue of witnesses and documents until after the historic proceedings have begun.

"We have the votes, once the impeachment trial has begun, to pass a resolution (setting up) what could best be described as a phase one," that lays out arguments of the prosecution and defense, and a period of written questions by senators, McConnell said.

No action can be taken, though, until House Speaker Nancy Pelosi transmits the articles of impeachment&nbsp;one for abuse of power, the other for obstruction of Congress to the Senate.

Pelosi has withheld the articles since the House impeachment vote in December, in a bid to press Republicans for fair trial rules.

"They sat on the papers now for three weeks," he said, following the first party lunch since a holiday break. "I hope that'll end this week."

The Democratic-controlled <a href="https://www.wionews.com/world/us-house-panel-launches-probe-into-possible-obstruction-by-trump-200941">House of Representatives</a> has accused Trump of using military aid and other incentives as leverage to get Ukraine to investigate Democrat Joe Biden, his potential November presidential opponent, and then preventing Congress from fully investigating.

McConnell said he wants the ground rules for the upcoming trial to mirror those from 1999 when president <a href="https://www.wionews.com/photos/bill-clinton-to-george-w-bush-us-presidents-who-toured-dmz-between-north-and-south-korea-510">Bill Clinton</a> faced his impeachment trial.

Senators at the time voted unanimously to approve the first set of rules, only afterward debating the relevance of calling witnesses.

"All we're doing here is saying we're going to get started in exactly the same way that 100 senators agreed to 20 years ago," McConnell said.

"We'll get around to the discussion of witnesses."

Top Senate Democrat Chuck Schumer cried foul, insisting "there will be votes" on whether to subpoena key documents and four witnesses whom Democrats want to testify.

They include Secretary of State <a href="https://www.wionews.com/opinions/mike-pompeo-attempts-us-reset-in-the-middle-east-191020">Mike Pompeo</a> and <a href="https://www.wionews.com/world/north-korea-calls-us-national-security-advisor-john-bolton-human-defect-221893">John Bolton</a>, Trump's former national security advisor who said Monday he would testify if subpoenaed.

Bolton could be a critical witness as he is known to have spoken directly with Trump about the freeze on aid to Ukraine.

Schumer issued a challenge to Republicans, mindful that he needs just four defectors to pass a rule allowing witnesses.

"Will they stand for bringing evidence forward?" he asked. "Or will they be engaging in a cover-up?"

Trump said he was ready for the trial, come what may.

"Whatever it is, it's a hoax," he told reporters at the White House.

Meanwhile, the Government sources to WION said that the body's views hold no relevance and their observations are totally unfounded.

WION Dispatch: US Commission opposes Citizenship Amendment Bill

The crucial by-poll results are out in Karnataka and Bharatiya Janta Party (BJP) is rejoicing after bagging 12 out of the 15 constituencies that went into polls. But is it really the victory of BJP, or the re-emergence of BS Yediyurappa, the tallest leader that the party has seen in the state?&nbsp;&nbsp;

Yediyurappa's political career has braved quite a few storms - right from never completing a full term as CM despite swearing-in four&nbsp;times, to being jailed on corruption charges, to walking out and forming his own party.&nbsp;

So while Yediyurappa is elated with the victory, is the BJP really happy with the southern power centre getting stronger? Highly unlikely. Senior BJP leaders, who have been party loyalists have expressed displeasure over the involvement of Yediyurappa's son Vijayendra in the functioning of the government.

The party high command was reportedly upset with the Chief Minister after an activist highlighted the rampant involvement of Vijayendra in bureaucratic transfers in the state. Now with the Vijayendra largely being credited for the party's first victory in the Vokkaliga belt of Mandya, the reins have further loosened.&nbsp;

Added to that there is now the issue of defectors being inducted into the 34-member cabinet that already has 18 members. With Yediyurappa saying he sees no problems in all 11 defectors, who won the elections, getting cabinet berths, the loyalists are further perturbed.

The victory has also strengthened the bargaining power of the ageing leader, who plans to finalise the cabinet allotments with the high command in the coming few days. With age not on his side, Yediyurappa is evidently grooming his son to take over the party after proving his ability to consolidate the crucial Lingayat votes. Can other powerful camps within the BJP fight the Yediyurappa power, when he has successfully secured people's mandate?&nbsp;

Let's now turn our eyes to the second biggest party in the house. Congress has shrunk from 78 seats in 2018 to 68 now. The one state that was offering hope to the beaten-down party in 2018, has fallen as well. Siddaramaiah, the Leader of Opposition and Legislature Party Chief has resigned from the position. Dinesh Gundurao, KPCC President, has also taken responsibility for the sad showing and has tendered his resignation. Who will fill Congress' leadership vacuum now?

DK Shivakumar has often positioned himself as the next leader of the Karnataka Congress, but with the ED baggage and multiple failures in the Vokkaliga strong belt, it is unlikely the party will let him take the lead. ''Congress needs an alternative narrative. They left it to Siddaramaiah this time too, and he was functioning with a rather old-style narrative. He did get what he wanted in the two constituencies that they won. He showed his dominance in the Kuruba community, but that is not enough to win a state election'', says Narendar Pani, a political analyst.&nbsp;

Then there is the biggest loser of the lot - Janata Dal (Secular). It was only a few months back that HD Kumaraswamy of the JD(S) held the position of the Chief Minister. Today the party has not won a single seat in the by-poll and has also conceded seats to the BJP in its backyard, Mandya.

''It is clear that they are out of touch even with the Vokkaliga community. They are still functioning in the old farmer-based approach. But many in Mandya are moving out of agriculture'', says Pani. Despite Kumaraswamy directly appealing to the caste in his election campaign, and not to mention the contentious farm loan waiver, JD(S) drew a blank these elections and has its numbers at 34 in the 223 member house. The party which rose to power on the Cauvery dispute bandwagon and promised to champion the cause of farmers has lost its steam. What they need now is a new approach to new issues that the electorate faces.&nbsp;&nbsp;

Can other powerful camps within the BJP fight the Yediyurappa power, when he has successfully secured people's mandate? Let's now turn our eyes to the second biggest party in the house. Congress has shrunk from 78 seats in 2018 to 68 now. The one state that was offering hope to the beaten-down party in 2018, has fallen as well. Siddaramaiah, the Leader of Opposition and Legislature Party Chief has resigned from the position. Dinesh Gundurao, KPCC President, has also taken responsibility for the sad showing and has tendered his resignation. Who will fill Congress' leadership vacuum now? DK Shivakumar has often positioned himself as the next leader of the Karnataka Congress, but with the ED baggage and multiple failures in the Vokkaliga strong belt, it is unlikely the party will let him take the lead. ''Congress needs an alternative narrative. They left it to Siddaramaiah this time too, and he was functioning with a rather old-style narrative. He did get what he wanted in the two constituencies that they won. He showed his dominance in the Kuruba community, but that is not enough to win a state election'', says Narendar Pani, a political analyst. ''It is clear that they are out of touch even with the Vokkaliga community. They are still functioning in the old farmer-based approach. But many in Mandya are moving out of agriculture'', says Pani. Despite Kumaraswamy directly appealing to the caste in his election campaign, and not to mention the contentious farm loan waiver, JD(S) drew a blank these elections and has its numbers at 34 in the 223 member house. The party which rose to power on the Cauvery dispute bandwagon and promised to champion the cause of farmers has lost its steam. What they need now is a new approach to new issues that the electorate faces.

On Friday, Goa Forward Party president Vijay Sardesai urged the Opposition in Goa to come together as they did in Maharashtra. Sardesai's statements came after Shiv Sena's Sanjay Raut earlier claimed that Sardesai along with three other MLAs has agreed to form an alliance with Shiv Sena.

"A new political front is taking shape in Goa, as it was formed in Maharashtra. Soon, you will see some magic in Goa," Raut said.&nbsp;

Raut also said that the party intends to form a non-BJP political front in the country. "It will happen across the country. After Maharashtra, it is Goa, then we will go to other states. We want to make a non-BJP political front in this country," Raut added.

It should be noted that Congress won the maximum number of seats in Goa in the Assembly elections in February 2017. But BJP came to power as it was supported by three MLAs each of Goa Forward Party, Maharashtrawadi Gomantak Party (MGP) and an independent MLA.&nbsp;

Congress had originally claimed 17 seats, while BJP ended up with 13 seats in the Assembly elections. However, 12 Congress MLAs later joined BJP, including 10 that joined in July this year led by Leader of Opposition Chandrakant Kavlekar.&nbsp;

After 12 Congress detractors joined BJP, Goa Forward Party decided to take back its support from the government as three party leaders were stripped from the cabinet including Sardesai from the post of deputy CM.

Earlier on Thursday, Shiv Sena chief Uddhav took oath as Maharashtra CM as the party stitched an alliance with foe-turned-friends NCP and Congress. Uddhav Thackeray's oath came after BJP's Devendra Fadnavis resigned as CM three days after swearing as his party failed to get majority
support in order to form government in the state.&nbsp;&nbsp;
