India Votes: Cong old guard fights back; BJP falls short of majority in Haryana

The results of Assembly elections in Maharashtra and Haryana should set the BJP leadership rethink about their ‘winning’ formula. Do they need to reinvent this formula as it doesn’t seem to be working as effectively in the state assembly polls as it has worked in the national elections.

A key takeaway from these poll results is that people in India vote differently for the assembly and the parliamentary polls. While at the national level, the national leadership and the ideology of a party have a decisive impact on the poll outcome, in Assembly polls there are multiple factors that influence the poll outcome such as local leadership, ticket distribution, caste, number of parties that are contesting, profile of individual candidates and tactical understanding between different players in multi-cornered contest. But most importantly, it is the anti-incumbency that plays a significant role in assembly polls.

On all the above parameters, the performance of the BJP has been credible. It has turned upside down the key political dictum of Indian politics i.e. most governments have to be voted out of power after one term. In most of the states where the BJP has captured power, it has been able to make a comeback, even if with reduced numbers. It is a significant achievement and it underlines the fact that people believe that the BJP tries to provide good governance. In some spheres, it is able to deliver and in some spheres it is not.

But overall, the BJP has been able to build an image of a party that is concerned more with governance and less with the self-interest of the individuals. If one looks at the Assembly results of both Haryana and Maharashtra from this perspective, one would be able to understand that how the BJP lost some seats in both the states but still remains the most preferred party.

Another important takeaway from these poll results is that the Congress Party needs to shun Rahul Gandhi completely if it is interested in revival. It is clear from these poll results that Congress has performed much better than even its own expectation. One of the primary reasons for this performance is the stepping down of Rahul Gandhi. It is a well-known fact that Rahul Gandhi had backed Ashok Tanwar in Haryana and not BS Hooda.

The latter was backed by Sonia Gandhi after she again took over the reins of the Congress recently leading to exit of Rahul loyalist Ashok Tanwar. And it is former Chief Minister BS Hooda who has spearheaded the revival of Congress in Haryana.

The Assembly poll results would surely lead to the next round of power struggle within the Congress as the old guard is likely to strike back with greater confidence after the party has performed well without Rahul Gandhi. One of the possible outcomes of this revival of the old guard could be the comeback of Rahul as the Party President much sooner than expected as he is likely to feel more and more insecure in days to come. It would be interesting to see how long Sonia can protect him from this power struggle.

Meanwhile, the BJP also needs to go back and rethink about the gap between expectations and actual performance on the ground. The party needs to review where did it go wrong in Haryana and how it could have improved its tally further in Maharashtra. The formidable organisational network of the BJP has become probably vulnerable at the local level in certain places and the party need not overlook that.

The party also needs to rethink about the utility of high decibel campaigns. Such campaigns are effective only when they are backed by organisational outreach at the grassroots level. It seems that many ‘members’ or ‘party workers’ didn’t do the task assigned to them at the grassroots level.

There was intense infighting in the party units in both the states. The same situation prevails in the state of Jharkhand and Delhi also which are going to go to polls soon.

It remains to be seen now, which of the party’s learn from these polls and do not repeat its past mistakes. If the Congress wants to revive and challenge the BJP, it needs to keep Rahul Gandhi far away, if the BJP wants to win back Delhi and retain Jharkhand, it needs to review its organisational outreach at the grassroots level and control infighting within its state units.

It also needs to look at some of the distress signals in the economic sphere that affect day to day lives of the common people. The BJP must not forget amidst its high decibel campaign that ‘for a hungry man, utopia is a world full of food.

Prime Minister Narendra Modi on Saturday targeted the Congress over India not having a corridor connecting Kartarpur Sahib Gurdwara in Pakistan for seven decades and also over the key pilgrimage centre linked to Guru Nanak Dev being allowed to be in the neighbouring country during partition though it was only about four kilometres away from the international border.

Addressing an election rally at Ellenabad in Sirsa district, Modi said the distance between the holy place and the pilgrims will end through the corridor to be inaugurated next month and it had taken 70 years to do so.

"The distance between us and the holy place of our guru Kartarpur Sahib is going to end. The opportunity has come after seven decades. Seventy years have gone. What can be a bigger misfortune that we had to see the big centre of our faith through binoculars for seven decades," he said.

"Those responsible for deciding the boundary in 1947, did they not think that the devotees and the Guru should not be separated by four kilometres. After this, should Congress not have tried to remove the distance in the last 70 years?" Modi asked.

The Prime Minister stated that the Central government is planning to celebrate this event around the world and a national highway will now be known as Guru Nanak Dev Marg.

"The BJP government is making efforts to familiarise the world with the historic occasion of 550th Prakash Parv. The national highway constructed between Kapurthala and Goindwal Sahib near Tarn Taran will now be known as Guru Nanak Devji Marg," Modi said.

He alleged that the Congress and its allies had not given respect to India`s traditions.

"Congress and its allies have never given respect to the faith, traditions and culture of the Indians. The approach of Congress towards our places of worship, it is their same approach with Jammu-Kashmir. They kept on complicating the problems and did not make an honest attempt to solve them," Modi said.

Senior Congress leader P Chidambaram will be produced before a Delhi Court in connection with INX media money laundering case on Monday.

This comes two days after it was reported by media that the probe agency is likely to arrest Chidambaram on October 14 as a special court in Delhi had directed to produce the former union minister in connection with the case.

Judge Ajay Kumar Kuhar has ordered to produce Chidambaram in the court today at 3 pm.

During the proceedings on October 12, Solicitor General Tushar Mehta, representing Enforcement Directorate (ED) in the matter, had told the court that Chidambaram's custodial interrogation is required as the agency wants to seek information related to the shell company in abroad and 17 bank accounts highlighted in the case.

Even the Supreme Court had observed that his custodial interrogation is required in the case, Mehta had asserted.

Chidambaram is currently in judicial custody in Tihar jail in a corruption case related to the alleged scam being probed by the Central Bureau of Investigation (CBI).

The case pertains to an FIR registered by the CBI for alleged irregularities in the Foreign Investment Promotion Board (FIPB) clearance given to INX Media to the tune of Rs 305 crore in 2007 by Chidambaram when he was the Union finance minister.

Ecuadoran protesters broke into the country's Congress building on Monday as demonstrations over a fuel hike introduced by President Lenin Moreno's government intensified.

Demonstrators, many of them indigenous men armed with sticks and whips, surged through a security cordon.

They rushed into the meeting room and occupied the podium, but were soon evicted by security forces.

Moreno subsequently ordered an overnight curfew to protect public buildings.

Clashes between security forces and protesters outside Congress erupted as thousands of demonstrators converge on the capital Quito to protest soaring fuel prices at a mass demonstration planned for Wednesday.

Demonstrators made a previous attempt to storm the building on Monday. Moreno, who declared a state of emergency over the nationwide protests last week, has moved government headquarters to the coastal city of Guayaquil.

Several days of protests against the fuel price hike have slashed the South American country's oil output by a third.

Oil production fell 31 per cent after the seizure of three oil facilities in the Amazon, the energy ministry said Tuesday.

Production losses at the state-owned Petroamazonas "will reach 165,000 barrels per day," the ministry said in a statement. Ecuador, which exited the OPEC international oil cartel last week citing economic constraints, normally produces 531,000 barrels per day.

Moreno's declaration of a state of emergency failed to deter the advance of indigenous protesters who have repeatedly clashed with security forces on their journey to the capital from around the country.

The president on Tuesday tried to head off Wednesday's planned protest by offering to hold talks with "the indigenous brothers."

He added that income from the elimination of fuel subsidies would be spent "on the poorest."

The United Nations and the Catholic Church have offered to mediate in the crisis, Interior Minister Maria Paula Romo said.

Moreno had accused his predecessor and ex-ally Rafael Correa along with Venezuelan President Nicolas Maduro of an "attempted coup d'etat."

He said they were using "indigenous groups, taking advantage of their mobilization to plunder and destroy."

Maduro hit back on Tuesday, saying that Moreno's accusations were absurd.

But Moreno's accusation drew support from seven Latin American countries, rejecting any effort by Maduro and his allies to "destabilize" Ecuador.

"The governments of Argentina, Brazil, Colombia, El Salvador, Guatemala, Peru and Paraguay, express their resounding rejection of any destabilizing attempt of legitimately constituted democratic regimes and express their strong support for the actions undertaken" by Moreno, according to a joint statement.

All seven countries have right-wing governments that see Moreno's moderate socialist administration as an important regional ally against Venezuela.

Call for early election

Correa meanwhile called for early elections, citing "serious social upheaval," while denying Moreno's accusations that he was fomenting a coup.

"There's no coup here. Conflicts in a democracy are resolved at the polls," the Belgium-based Correa said in a video published on social media.

Correa, who was president of the Andean nation from 2007-17, is wanted in his homeland on suspicion of ordering the kidnapping of a political opponent while he was president.

Some 20,000 protesters were due to arrive in the capital by Wednesday, according to indigenous umbrella organization CONAIE.

Thousands have already reached the capital and camped in parks or occupied buildings.

The country has been rocked by demonstrations after increases of up to 120 per cent in fuel prices came into force on October 3.

They have so far left one civilian dead and 77 people injured, the majority of them security forces, the government said. A total of 477 people have been detained.

Moreno scrapped fuel subsidies as part of an agreement with the International Monetary Fund to obtain loans despite Ecuador's high public debt.

The subsidies were costing the government $1.3 billion a year.

The IMF agreement, signed in March, allowed Ecuador to borrow $4.2 billion.

The president on Tuesday tried to head off Wednesday's planned protest by offering to hold talks with "the indigenous brothers." He added that income from the elimination of fuel subsidies would be spent "on the poorest." The United Nations and the Catholic Church have offered to mediate in the crisis, Interior Minister Maria Paula Romo said. Moreno had accused his predecessor and ex-ally Rafael Correa along with Venezuelan President Nicolas Maduro of an "attempted coup d'etat." He said they were using "indigenous groups, taking advantage of their mobilization to plunder and destroy." Maduro hit back on Tuesday, saying that Moreno's accusations were absurd. Call for early election Correa meanwhile called for early elections, citing "serious social upheaval," while denying Moreno's accusations that he was fomenting a coup.
