Amid the crisis situation, Carlos Fernando Galán, who is the mayor of Bogotá said,&nbsp;"Shower as a couple. This is an educational exercise in saving water, nothing else. That kind of thing is going to help us a lot. Those behavioural changes are key."&nbsp;

As local reports highlighted that the reservoirs were at "historic lows", the mayor also requested the residents to consider abandoning their daily hygiene practices entirely.&nbsp;

Ahead of the water cuts, the mayor said, "If you are not going to leave your house on Sunday or any other day of the week, take advantage of it and do not take a bath."&nbsp;

The El Nino phenomenon arrived in Colombia at the end of 2023. It led to a rise in temperatures and droughts that caused forest fires throughout the Andean country and pushed reservoirs to their lowest levels in decades.&nbsp;

Earlier this week on Monday, Galan announced that the restrictions will also apply to 11 municipalities close to the capital, affecting at least nine million people.&nbsp;

Three reservoirs that make up the Chingaza water system, which supplies Bogota with 70 per cent of its water needs, are at just 16.9 per cent capacity, Galan said, their lowest level in 40 years.&nbsp;

Colombia's government on Friday (Feb 23) announced that it would launch an underwater exploration effort in order to investigate and recover artefacts that were discovered on a Spanish galleon that sank in the Colombian Caribbean over 300 years ago.

The officials said that for the exploration mission, they would use an underwater robot guided by the multi-purpose vessel that would gather information about the sunken ship.

The robot would extract items from the outside of the galleon so as to see "how they materialize when they come out (of the water) and to understand what we can do" to recover the rest of the treasures, said Culture Minister Juan David Correa.

The ship called San Jose, which historians believe carried one of the largest unsalvaged maritime treasures, sank in the year 1708 near the historical Caribbean port of Cartagena. The wreckage of the sunken ship was located in 2015.

Colombia is set to invest about $4.5 million in the scientific mission which is set to begin in the second half of 2024.

So far, sonar pictures have revealed weaponry, ceramics, artefacts, and bronze cannons specifically designed for the ship.

The Columbian government on Friday (Feb 23) also said that it had legally started arbitration proceedings with the US company Sea Search Armada, LLC over the patrimonial rights of the ship.

The firm is claiming $10 billion, corresponding to what it alleges is worth 50 per cent of the ship's treasure&nbsp;discovered in 1982.

Correa said that the scientific mission will enable them to perform inter-institutional work that will help train new generations in the social appropriation of knowledge through scientific research. &nbsp;&nbsp;

"We want to tell the world that this government means to leave behind a legacy for Colombian children and young people to do research in underwater heritage, a science or an area of knowledge that has not been specifically developed around the world," Correa said.

"According to the Tourism Observatory of the District Personnel of Medellin, the number of thefts committed against foreign visitors (excluding Venezuelans) increased 200 per cent in the third trimester of 2023 compared to the previous year and violent deaths of foreign visitors increased 29 per cent. Most of the 2023 violent death victims were US citizens," it added.

The embassy said that criminals use dating apps to lure victims to meet in public places including hotels, and bars and then later assault and rob them. Numerous Americans in the country have been drugged, robbed and even killed by their Colombian dates.

Colombia said Friday the ELN guerrilla group will release the father of Liverpool footballer Luis Diaz, whom it abducted five days ago as it engaged in peace talks with Bogota.&nbsp;Interior Minister Luis Fernando Velasco told reporters that ELN representatives at the negotiations had indicated to government counterparts "that he will be released."

He added that "a safe area will have to be agreed" upon for the handover to happen. The Liverpool striker's mother, Cilenis Marulanda, was rescued hours after the pair were abducted in their home town of Barrancas near the Venezuelan border on Saturday, but his father, Luis Manuel Diaz, has been missing ever since, sparking a massive search.

On Thursday, the government said a unit of the ELN, or National Liberation Army, had taken the older Diaz, and demanded his immediate release. The ELN and the government of leftist President Gustavo Petro are in the midst of peace negotiations and a six-month ceasefire, which entered into force in August.

The president Friday expressed his "deepest rejection not only of the kidnapping of Luis' father, but also... that it (the ELN) has not yet been able to release him." Petro was in Washington attending an Americas economy summit.

It is believed that when the ship had sunk, it was filled with a huge amount of treasure aboard, which included 200 tonnes of emeralds, silver and 11 million gold coins.

In November 2015, when the shipwreck was found, Colombian President Juan Manuel Santos stated that the treasure was “the most valuable that has been found in the history of humanity.”

A team of navy divers had discovered the San Jose in 2015, which was found lying nearly 3,100 feet below the surface of the ocean.

In the pictures of the shipwreck taken by the navy divers, the ship was seen perfectly preserved even though it had been lying on the floor of the ocean for more than three centuries.

The Colombian government stated that they plan to retrieve the ship before President Gustavo Petro’s office term ends in 2026.

After the officials recover the shipwreck, there will likely be a dispute over who will have a claim on the bounty.

It has been claimed by a US salvage consortium, named Glocca Morra, that they had discovered the shipwreck in 1981, however, this was disputed by the Colombian government who claimed that they had found the galleon independently with a team of divers in 2015 at another location, which they refused to reveal.

Glocca Morra has stated that the Colombian government owes them $10 billion and added that the shipwreck’s co-ordinates were handed over by them to the Colombian authorities.

Kidnappers of&nbsp;Luis Diaz's father have issued a new statement, a day after the&nbsp;Liverpool player made an impassioned appeal for his release. The kidnappers, belonging to the&nbsp;left-wing ELN guerrilla organisation in Colombia said they were in the process of releasing Luis Manuel Díaz.&nbsp;

Commander Jose Manuel Martinez Quiroz, one of the group's unit leaders released a statement under his signature and requested the authorities to suspend security operations to prevent any further delays.&nbsp;

“On November 2, we informed the country of the decision to release Mr. Luis Manuel Díaz, father of the player Luis Díaz. From that date, we began the process to accomplish this as soon as possible. We are making efforts to avoid incidents with government forces," read the statement.

"The area is still militarised, they are carrying out flyovers, disembarking troops, broadcasting and offering rewards as part of an intense search operation. This situation is not allowing for the execution of the release plan quickly and safely, where Mr Luis Manuel Díaz is not at risk."

The Gureilla group added that if the operations continued in the area they would have to delay the release due to the increased risks.&nbsp;

"We understand the anguish of the Díaz Marulanda family, to whom we say that we will keep our word to release him unilaterally, as soon as we have security guarantees for the development of the liberation operation.”

On Sunday (Nov 5), Diaz came at the death during Liverpool's Premier League encounter against Luton Town at Kenilworth Road to score a 95th-minute goal and secure a draw.&nbsp;

After the goal, Diaz lifted his shirt to reveal a message in Spanish, "Freedom for papa". A few hours after the match, he also released a statement on his social media handles, pleading for the release of his father.&nbsp;

The initial step of the plan involves the surgical sterilisation of 40 hippos annually, commencing the following week. However, this procedure is both costly, at approximately $9,800 per sterilisation, and presents risks for both the hippos, including allergic reactions to anesthesia or death, and the animal health personnel.

Hippos are dispersed across a vast area, are territorial, and often exhibit aggressive behaviour.

In the capital of Bogota, the ruling coalition's candidate, Gustavo Bolivar, came in third place for mayor, one of the top government positions after the presidency.

In accepting the loss, Bolivar called the result a "punishment vote" over disappointment with Petro's government.

Political analyst Sergio Guzman, director of Colombia Risk Analysis, said Bolivar's loss sends "a very strong message," in spite of insistence from Petro's government that the vote is not a reflection on the president.

Carlos Fernando Galan, of the New Liberalism Party, won the Bogota mayoral election with nearly half the vote.

Petro congratulated the winning candidates and said he planned to work together.

Most candidates are backed by coalitions involving several parties or by signatures from citizens which allow them to run as independents.

Voters in Colombia's other two biggest cities, Medellin and Cali, elected as mayor politicians who are strong critics of Petro.

Many of the winning candidates had vowed to improve security and promote projects that will create jobs with private sector support.

Almost 39 million Colombians were eligible to vote, and the ballots included more than 125,000 candidates.

Although campaigning was marked by deteriorating security and threats to candidates, voting largely proceeded without incident.

The National Registrar's Office reported two municipalities where voting was suspended due to incidents of violence.

According to Colombian media reports, the parents of the 26-year-old winger were kidnapped as they were driving to their home. Armed men travelling on motorbikes approached them and later kidnapped them.&nbsp;

Colombian&nbsp;President Gustavo Petro taking stock of the situation said Diaz's mother,&nbsp;Cilenis Marulanda was rescued by police in the city of Barrancas.&nbsp;

"In a padlock operation in Barrancas, Luis Diaz's mother has been rescued, we continue the search for the father," the president posted on X, formerly known as Twitter.

"She is in good health, scared, but she is fine. They took the father away on a motorcycle, they took him out of the car and took him along the trails there."

General William Salamanca, the South American country's police director said he was using every agent to find Diaz's father.&nbsp;

Colombia's football federation said the kidnapping was regrettable - and urged authorities to rescue the father.

"The Colombian Football Federation rejects the security situation that the parents of our player Luis Díaz are going through," a statement said.

"From the FCF, we express our solidarity with him and his entire family, and we call for the relevant authorities to act as quickly as possible to resolve the situation."

This comes after Petro compared Israeli attacks on Gaza with the Nazi persecution of the Jews.

On October 7, Hamas launched a surprise attack targeting Israeli towns, settlements and army bases which has led to the death of over 1,400 people. Israel has since retaliated with bombardment in Gaza which has killed at least 2,750, mostly civilians.&nbsp;

<h2>‘Apologise and leave’</h2>

Colombian Foreign Minister Alvaro Leyva said that Dagan should “at a minimum, apologise and leave” after the country’s first leftist president and the Israeli envoy engaged in a war of words on social media.

In one of the posts on X, Petro accused Israeli Defence Minister Yoav Gallant of using language about the people of Gaza similar to what the “Nazis said of the Jews.”&nbsp;

The Colombian president’s remarks came after Dagan urged the president to condemn a “terrorist attack against innocent civilians.” Petro in his response&nbsp;said, “Terrorism is to kill innocent children, whether it be in Colombia or in Palestine.”

Subsequently, the Israeli envoy invited Petro to visit the Holocaust memorial in Jerusalem and the Auschwitz-Birkenau death camp – run by Nazi guards during World War II – to which he retorted he saw being “copied in Gaza,” adding that “No democrat in the world can accept Gaza being turned into a concentration camp.”&nbsp;

The remarks have since prompted Israel to summon Colombia’s ambassador, Margarita Manjarrez for what the Israeli foreign ministry spokesman Lior Haiat described as “hostile and anti-Semitic statements.” Petro’s remarks were received with “astonishment,” he added.&nbsp;

He also accused the Colombian president of “expressing support for the atrocities committed by Hamas terrorists, fuelling anti-Semitism, affecting the representatives of the State of Israel and threatening the peace of the Jewish community in Colombia.”&nbsp;

In response to Haitai’s statement, Petro said his country does not support “genocide,” adding that if they had to, Colombia would “suspend foreign relations with Israel.”

Israel, one of the main providers of arms to Colombia’s military, over the weekend, said they are “halting security exports” to Bogota as the diplomatic feud escalated.&nbsp;

Notably, the two countries have shared a history of strong diplomatic and military relations as well as with the United States.&nbsp;

According to AFP, after Hamas’ attack, Colombia’s foreign ministry issued a statement to “vehemently condemn the terrorism and attacks against civilians that have occurred in Israel,” and expressed solidarity with Israel. The link has since been disabled.&nbsp;
