China unveiled draft guidelines on Thursday seeking to limit the scope of mobile apps' collection of personal data in the latest attempt to curb the sprawling technology sector.

The set of draft rules published by the Cyberspace Administration of China covers 38 types of apps from online shopping and instant messaging to ride-hailing and bike-sharing.

China has increased scrutiny of its technology sector in recent weeks, last month drafting anti-monopoly rules for tech firms.

It has also expressed concerns about data protection and consumer rights, while authorities have on a number of occasions ordered apps to be suspended for mishandling user information.

"In recent years, mobile internet applications have been widely used and have played an important role in promoting economic and social development and serving people's livelihoods," the cyber administration said in a statement.

"At the same time, it is common for apps to collect ... personal information beyond their scope, and users cannot install and use them if they refuse to agree."

For ride-hailing apps, the draft rules regard a user's phone number, or other personal identity information, as well as their location and destination, as falling within the scope of the required information.

Online payment apps, meanwhile, need the registered user's phone number or other ID information, as well as the bank card numbers of both payer and payee, according to the draft rules, which are open to public feedback until December 16.

Alibaba, Tencent and other Chinese tech giants took a heavy hit as their shares tumbled for a second day on Wednesday. The companies lost billions as Beijing's market regulator released draft antitrust rules that gave signals of crackdown on high-flying internet giants. The rules, released on Tuesday (October 10, 2020) outlined steps to prevent 'monopolistic behaviour' in internet companies. This is a marked departure from China's previous approach on antitrust issues. The announcement came on the eve of Singles' Day, the world's biggest shopping festival propelled by Alibaba.

Alibaba shares dropped 9.8 per cent in Hong Kong -- just week after regulator halted a huge IPO for Ant Group, the financial arm of Alibaba. Tencent shares slipped more than seven per cent.

Meanwhile, online shopping platform JD.com plunged more than nine percent, smartphone maker Xiaomi dived more than eight percent and food delivery firm Meituan was 9.7 percent lower.

The losses followed massive drops for the firms on Tuesday.

The UK government has published guidance it says will help UK firms negotiate the "ethical, legal and commercial" questions they may encounter in China, or when working with Chinese businesses, and safeguard national security concerns.

The guidance released by the Department for Digital, Culture, Media and Sport (DCMS) on Friday sets out key issues digital and tech small and medium enterprises (SMEs) should consider as they weigh the benefits and risks of commercial ventures, as well as signposting specialist sources of advice.

The DCMS notes that China is the UK's third-largest export market and the world's second-largest and fastest-growing major economy. But warns that accessing the market should be done 'safely' and in a way that reflects the UK's values and takes account of national security concerns.

"The latest statistics show UK-China bilateral trade has exceeded the 76 billion pound mark for the first time and our digital tech sector is the fifth biggest exporter of services in the world. But we recognise the ethical, legal and commercial questions businesses face when they work in China or with Chinese businesses, said UK Minister for Digital and Culture Caroline Dinenage.

"The UK is determined to support our businesses to engage with China in a way that reflects the UK's values and takes account of national security concerns," she said.

A new online hub, which the DCMS said has been developed in response to demand from the tech sector, will support "safe and appropriate" UK-China collaboration in digital and tech. The guidance will help SMEs to make a success of business ventures linked to China, to choose the right partners and to manage risk by taking appropriate steps.

"We welcome the government's launch of the bespoke guidance to SMEs and we look forward to working together to help digital and tech SMEs to grow safely and successfully in China," said Julian David, CEO of tech UK.

"At techUK, we recognise the massive opportunity that China presents for the UK's digital and tech businesses as well as challenges that firms face when navigating each other's unique marketplaces. To be successful and protect their operations, digital and tech businesses need to know the challenges and take the right steps to navigate them," he said.

The DCMS said that the new hub complements measures announced earlier in the year to support UK tech companies to seize trade and investment opportunities overseas.

These included a new Digital Trade Network for Asia-Pacific, which will support UK SMEs to break into the Asian market, and a new Tech Exporting Academy to provide expert advice to UK scaleups on subject areas essential to expansion, including regulation, intellectual property, and compliance.

In June, the UK government had stipulated that Chinese giant Huawei will be completely removed from the UK's 5G networks by the end of 2027 in the wake of US sanctions on the company over data privacy concerns.

Restrictions on Huawei operating in the 'sensitive' and critical parts of the UK network have also been in place.

At a time, nations are still clueless about their economic future, china’s policymakers are close to setting an average annual economic growth target of around 5 per cent for the next five years.

A Reuters report says a blueprint for china’s five-year plan including key objectives for the next 15 years has already been laid out at last week’s meeting.

The plans include a goal to turn China into a "high income" nation by 2025 and advance it to a moderately developed nation by 2035.

This implies Chinese citizens will be earning more than $20,000 per person in the next 15 years.

China's top cyber authority said on Monday it would carry out a "rectification" of Chinese mobile internet browsers to address what it called social concerns over the "chaos" of information being published online.

China's strict internet censorship rules have been tightened numerous times in recent years and in the latest crackdown, the Cyberspace Administration of China (CAC) has told firms operating mobile browsers that they have until November 9 to conduct a "self-examination" and rectify problems.

The problems include the spreading of rumours, the use of sensationalist headlines, and the publishing of content that violates the core values of socialism, it said in a statement.

"For some time, mobile browsers have grown in an uncivilised way ... and have become a gathering place and amplifier for the dissemination of chaos by 'self-media'," the CAC said, referring to independently operated social media accounts, many of which publish news.

"After the rectification, mobile browsers that still have outstanding problems will be dealt with strictly according to laws and regulations until related businesses are banned."

The campaign will initially focus on eight of the most influential mobile browsers in China, including those operated by Huawei Technologies Co Ltd, Alibaba Group Holding's UCWeb, and Xiaomi Corp, it said.

Others include the QQ platform owned by Tencent, Qihoo-owned 360, Oppo, and Sogou.

Huawei's browser unit said in a statement on Tuesday it would conduct a comprehensive self-examination and clean-up in line with the regulator's requests, and would also place strict controls over 'self-media' accounts.

Xiaomi and UCWeb declined to comment, while Tencent, Oppo, Sogou and 360 did not immediately respond to requests for comment.

Legislation introduced in recent years by China include measures to restrict media outlets, surveillance measures for media sites and rolling campaigns to remove content deemed unacceptable.

China has warned USA that it may detain American citizens in China as a response to USA's prosecution of Chinese scholars that have links with Chinese army, Wall Street Journal reported.

The report said that Chinese officials have been conveying this to their US counterparts from summer this year. US Justice Department began arresting and prosecuting Chinese scholars conducting research in US institutions. They were accused of hiding their links with People's Liberation Army (PLA) of China.

Wall Street Journal said that China's message was that the United States should end prosecutions of Chinese scholars in U.S. courts, or Americans in China could find themselves in violation of Chinese law.

The Trump administration has increasingly accused China of suing cyber operations and espionage to steal U.S. technological, military and other know-how in a strategy to supplant the United States as the world's leading financial and military power. Beijing denies the allegations.

In July, the Justice Department said the FBI had arrested three Chinese nationals for allegedly concealing memberships in the Peoples Liberation Army when applying for visas to conduct research at U.S. academic institutions.

Last month, the United States said it had revoked visas for more than 1,000 Chinese nationals under a presidential measure denying entry to students and researchers deemed security risks, a move China called a violation of human rights.

At the time, a State Department spokeswoman said the United States continued to welcome "legitimate students and scholars from China who do not further the Chinese Communist Party's goals of military dominance."

Ever since the end of Second World War, Japan has adopted a determined policy of not having conflict and confrontation with any nation. People of Japan today certainly regret Japan’s participation in Second world War and consider it as a historical mistake.

The defense expenditure in Japan has since been kept to a minimum and its entire focus is on scientific, technological and industrial advancement. With such proactive pursuits, Japan has achieved spectacular growth and now remains one of the most respected and admired countries in the world.

Unfortunately, it appears that China would not allow Japan to live in peace.

The Senkaku island dispute has been dug up by China. It claims ownership and in doing so, ends up provoking Japan. To what extent will Japan be able to resist China's moves?

Apart from Japan’s commitment to the cause of peace, the problem for Japan in dealing with China is huge level of Japanese investment in China and the high volume of trade.

Almost every large company in Japan has deep involvement in China. Japan cannot ignore this while tackling China

Japan would certainly like to avoid friction with China but there needs to be reciprocity from China in this approach.

In recent years, China has constantly given signals that it wants to dominate in every way. Though US President Donald Trump declared a trade war with China to check its aggressive plans, no country including Japan has extended active support to the US in this effort.

Attracted by the large Chinese market and wary about safety of its investment in China, every nation wants to avoid confrontation with China. While President Trump has taken the bull by the horn, no one knows whether the next President of the USA, (if President Trump was to lose the election) would adopt the same policy of tough measures with China.

In such a situation, Japanese government is in a spot as to how to go ahead with China. At the same time, Japan cannot surrender its sovereignty over Senkaku islands to China.

China certainly knows the Japanese government’s predicament. It would certainly not mind conducting a limited war with Japan, knowing fully well that the USA and other West European countries will not go to Japan’s defense beyond a certain point.

With what appears to be a reckless government in China, Japan has now entered in the QUAD alliance. However, it is still not known to what extent the QUAD alliance would help Japan in the event of military conflict.

Certainly, Japan now has to take measures to defend itself against China’s aggression. It faces the most serious challenge to its policy of confrontation with none.

Will Senkaku Island dispute lead to China-Japan war?

Political scientists Alan Chong and Quang Min Pham bring with their edited volume, Critical Reflections on China’s Belt and Road Initiative (Palgrave MacMillan, 2020), originality as well as dimensions and perspectives to the discussion about the Belt and Road that are highly relevant but often either unrecognized or underemphasized.

The book is about much more than the material aspects of China’s Belt and Road Initiative. In fact, various chapter authors use the Belt and Road to look at perhaps the most fundamental issue of our times: how does one build a global world order and societies that are inclusive, cohesive and capable of managing interests of all stakeholders as well as political, cultural, ethnic and religious differences in ways that all are recognized without prejudice and/or discrimination?

In doing so, the book introduces a moral category into policy and policy analysis. That is an important and commendable effort even if it may be a hard sell in an increasingly polarized world in which prejudice and bias and policies that flow from it have gained new legitimacy and become mainstream in various parts of the world.

Nonetheless, it allows for the introduction of considerations that are fundamental to managing multiple current crises.

One just has to look at the pandemic the world is trying to come to grips with, the need for a global health care governance that can confront future pandemics, and the world’s environmental crisis to realize the relevance of former Singaporean diplomat and public intellectual Kishore Mahbubani’s description of the nation state system as a boat with 193 cabins and cabin administrators but no captain at the helm.

In his contributions to the book, Chong looks for answers in the experience of ancient Silk Road travellers. That may be a standard that a Belt and Road managed by an autocratic Chinese leadership that is anything but inclusive would at best struggle to meet.

That does not detract from the book being an invaluable and unique contribution to a vast literature on the Belt and Road.

Critical reflections on China’s Belt and Road Initiative

As the US tries to build an alliance to counter China, Beijing has dispatched its Foreign Minister on a tour of Southeast Asia. Palki Sharma Upadhyay how China is losing friends due to its aggressive moves in the South China Sea.

Gravitas: Why China's Foreign Minister is on a tour of Southeast Asia

China's wolf-warrior diplomats have dented the country's global imagewith their pungent tone.

Now, China's foreign minister Wang Yi is is doing damage control after the country lost its friends due to their aggressive strategy.

The Chinese government's top diplomat is on an official a five-nation tour in Southeast Asia. These include: Cambodia, Malaysia, Singapore, Laos, and Thailand

This is a diplomatic mission as the United States has been trying to reach out to these countries.

Wang Yi urged Asian countries to remain "vigilant" over the risk of US strategy stoking geopolitical competition in the South China Sea and other parts of the region.

Beijing and members of the Association of South East Asian Nations (ASEAN) should work together to remove "external disruption" in the South China Sea, Wang said during a joint news conference with Malaysia's foreign minister.

However, Wang Yi is facing a hostile crowd on his tour. Four out of five countries that he visited recently signed up to join a new 'Mekong' partnership led by the United States.

With his visit, Yi is trying to keep to keep some neighbours within China's fold. But it will not be easy as Southeast Asian countries haven't been fans of China. Especially those countries that stake a claim to the South China Sea, a region where the Chinese navy has stepped up its aggressive activities.

Wang Yi's first challenge, is to contain the fallout of China's military actions. So, the Chinese foreign minister is turning up the charm offensive.

He met Thai prime minister Prayuth Chan-ocha on Thursday and removed his mask for a photo-op.

During his Cambodia visit, he signed a trade deal that will allow Cambodia to export 340 mostly agricultural products without tariffs.

Wang contrasted China's pledges to uphold multilateralism and contribution as a responsible global player with "some countries" which turned the UN General Assembly into a "theatre for self serving political shows and an arena to provoke conflict and confrontation and to divide the whole world."

In Malaysia, he targetted Quad, which is an alliance between India, Australia, Japan and the United States.

The Chinese foreign minister said America wants to maintain its hegemony through the Quad.

With his visit to southeast Asia, Wang Yi wants the world to forget about China's expansionist drive. But with each military drill, China finds its list of friends in southeast Asia shrinking fast.

Chinese President Xi Jinping on Wednesday directed China’s armed forces to strengthen training of troops and to be ready for war.

How China is trying repair the damage done by its wolf warriors

China, Russia, Pakistan, Saudi Arabia, Cuba, Nepal and Uzbekistan are among the candidates vying for four seats on the UN human rights council on Tuesday.

If the countries get elected, the move is bound to leave human right campaigners in the countries aghast and they might plead to European Union States as a last resort.

''The situation is equivalent of allowing five convicted arsonists to join the fire brigade,'' said NGO UN Watch.

With the seats grouped into five regions, the UN has 15 three-year term vacancies. However, due to secretive back room deals, the only regional group in which the seats are being contested are in the Pacific and Asia.

A country gets defeated if it gets the votes of less than 97 countries in a secret ballot at the UN general assembly in New York.

A briefing was organised by UN Watch before the voting took place. Human right campaigners of the candidates spoke out against the atrocities they have been subjected to.

“China was involved in the annihilation of political freedom in Hong Kong. By any standards China has grossly abused the UN human rights founding principles,'' said Yang Jianli, the president of Citizen Power Initiatives for China and a former political prisoner.

''If this were an election for a UN human rights abusers council, it would be more than proper to vote for China, since it leads the world in violating human rights.”

''Regimes in Libya, Sudan and in Saddam Hussein’s Iraq had in the past been elected to the council,'' said Vladimir Kara-Murza, a Russian dissident who was twice poisoned.

“Yet we still find it astonishing that Russia is considered a legitimate candidate let alone that it is likely to be elected,” he said.

He also pointed out that “It has … been confirmed … that [the Russian opposition leader] Alexei Navalny has been poisoned by a highly controlled military grade nerve agent produced by the Russian state that has been used for years by the Russian security services, leaving no doubt who was behind this attack.”

US President Donald Trump had withdrawn from the council two years ago. Campaigners believe that it has strengthened the authoritarian view that human rights should be measured not only on the criteria on economics but also on the grounds of personal freedom.

China on Tuesday announced new rules for Muslims embarking upon the annual Haj pilgrimmage to Saudi Arabia.

Stipulating that the pilgrimage should be organised only by the country's Islamic Association, Bejing has ordered Chinese Muslims not to oppose the regulations.

China has a Muslim population of around 20 million which includes Uyghur Turks who hails from East Turkestan and Hui Muslims, who are of Chinese ethnic origin.

This year, about 11,500 Chinese Muslims are expected to head to Saudi Arabia for Hajj, a slow decline from 14,500 in 2016 and 12,800 last year.

The new regulation issued for Haj pilgrimage has a total of 42 articles, including one that stipulates that Chinese Muslims' pilgrimage should be organised in accordance with laws, and the Chinese Islamic Association is the only organisation that is authorised to arrange for Chinese Muslims to go to Mecca in Saudi Arabia to perform Haj.

No other organisation or individual should organise the trips, and Chinese citizens should meet basic requirements when applying for the Haj, the regulation, which would be implemented from December 1, stipulates, state-run Global Times reported.

People who go overseas to perform Haj should abide by China's and the destination country's laws and regulations, and oppose religious extremism, according to the regulations.

The related government departments are requested to fulfil their responsibilities and ban illegal Haj activities, the report said.

The Haj is one of the five pillars of Islam which every Muslim is required to complete at least once in their lifetime if they are healthy enough and have the means to do so.

China since last year faced severe international criticism, including from the UN and western countries, over allegations that it is holding over a million people, mostly ethnic Uyghurs, in internment camps in Muslim-majority Xinjiang province in a bid to wean them away from religious extremism.

Resource-rich Xinjiang province is home to over 10 million Turkic speaking Uighur Muslims. The province is restive for several years over settlements of Han Chinese in the region.

China defends the camps, describing the facilities as re-education centres aimed at de-radicalising sections of the Uyghur Muslim population from extremism and separatism.

Malaysia's maritime authorities said on Saturday they had detained 60 Chinese nationals and six Chinese-registered fishing vessels they said were trespassing into the Southeast Asian country's waters.

Malaysia reported 89 intrusions by Chinese coastguard and navy ships between 2016 and 2019, amid escalating tensions between the United States and China over Beijing's claims to most of the resource-rich South China Sea, which is also a major trade route.

The Malaysian Maritime Enforcement Agency (MMEA) said the fishing vessels and crew were detained in an operation off the coast of the southern state of Johor on Friday.

"Further checks found that all the vessels registered in Qinhuangdao, China, were manned by six captains and 54 crew who are Chinese nationals aged between 31 and 60 years," MMEA regional director Mohd Zulfadli Nayan said in a statement.

The MMEA said the vessels, which had no cargo when detained, were believed to have been en route to Mauritania but had to stop due to some malfunction.

Another Uyghur has fallen victim to the Chinese regime`s persistent actions to imprison prominent Uyghurs on false charges, Campaign for Uyghurs has reported. On September 4, Hursan Hassan, 50-year-old Uyghur, was sentenced to 15 years in prison for separatism. He was earlier detained for more than 20 months.

According to Campaign for Uyghurs, the Beijing authorities level the charge of separatism against Uyghurs in the same way that corruption charges are leveled at Han Chinese officials who express any dissent with Xi Jinping`s administration.

Addressing the United Nations General Assembly, President Xi Jinping on September 22 said, "We should respect a country`s independent choice of development path and model. The world is diverse in nature, and we should turn this diversity into a constant source of inspiration driving human advancement. This will ensure that human civilisations remain colorful and diversified."

Questioning President Xi`s statement, Campaign for Uyghurs said, "We are left to ask the very rhetorical question: how does one define civilization? If the way his authoritarian regime defines civilization is as China is at present, the world should seek no part of it. The Chinese Communist Party has turned China into the least civilized place in the world. The mass detainment of Uyghurs and the sentencing of people like Hursan Hassan should never occur in a "civilised" nation."

Demanding an unconditional and immediate release of Hassan, the activist group said that the family was horrified to learn that just a few days after his wrongful arrest, he was treated at the emergency room despite being very healthy before his detention.Xinjiang region is home to around 10 million Uyghurs.

The Turkic Muslim group, which makes up around 45 per cent of Xinjiang`s population, has long accused China`s authorities of cultural, religious and economic discrimination.

About 7 per cent of the Muslim population in Xinjiang, has been incarcerated in an expanding network of "political re-education" camps, according to US officials and UN experts.

Classified documents known as the China Cables, accessed last year by the International Consortium of Investigative Journalists, threw light on how the Chinese government uses technology to control Uyghur Muslims worldwide.

However, China regularly denies such mistreatment and says the camps provide vocational training.People in the internment camps have described being subjected to forced political indoctrination, torture, beatings, and denial of food and medicine, and say they have been prohibited from practising their religion or speaking their language. Now, as Beijing denies these accounts, it also refuses to allow independent inspections into the regions, at the same time, which further fuels reports related to China`s atrocities on the minority Muslims.
