Union Home Minister&nbsp;Amit Shah&nbsp;met security officials at North Block on Monday (Nov. 18) and directed the paramilitary forces to focus on restoring peace and order in the Indian state of Manipur.

The step was taken a day after Shah cancelled his political rallies in the Indian state of Maharastra to look into Manipur's security situation.

Later, the minister held a review meeting with senior security officials at his home, which continued for around four to five hours.&nbsp;

Shah also sent CRPF DG Anish Dayal Singh, who is from the Manipur cadre, to Imphal. He has&nbsp;been asked to coordinate with all the forces and send a ground assessment report.

Last week, the Centre in a statement said that Manipur's security scenario has been fragile for the past few days.

“Armed miscreants from both communities in conflict have been indulging in violence, leading to the unfortunate loss of lives and disruption in public order. Strict action will be initiated against anyone trying to indulge in violent and disruptive activities,” it said in a statement.&nbsp;

As many as 108 personnel from three Central Armed Police Forces (CAPFs) of the BSF, the ITBP and the CRPF tested positive for COVID-19 on Sunday, officials said.

The Border Security Force, the about 2.5-lakh personnel strong force, reported 36 fresh cases and 33 recoveries over the last 24 hours, officials said quoting the latest data.

The force has 1,348 coronavirus cases in total, out of which 526 personnel are under treatment while 816 have recovered.

There have been five deaths from the disease in the force, tasked to guard Indian fronts with Pakistan and Bangladesh, including the death of a personnel who was killed in a road accident and his COVID-19 positive report came later.

The Indo Tibetan Border Police (ITBP), tasked to guard the 3,488-km-long Line of Actual Control (LAC) with China, reported 18 new infections while one personnel recovered in the last 24 hours, the officials said.

It has a total of 421 COVID-19 cases, out of which 151 personnel are under treatment while 270 have recovered from the disease.

The 90,000 personnel strength mountain-warfare trained force has had three deaths from the pandemic.

A total of 54 Central Reserve Police Force (CRPF) personnel also tested positive for coronavirus on Sunday, while nine personnel were discharged after recovery, the officials said.

Out of the total 1,564 cases in the country's largest paramilitary force, 808 personnel are under treatment while 747 have recovered.

The about 3.25-lakh personnel strength force has reported nine deaths from the pandemic.

The maximum number of fresh COVID-19 cases in the three forces are of that personnel who are joining their units back and are put under mandatory quarantine of 14 days before they resume active duty, a senior official said.

A total of 22 CRPF personnel tested coronavirus positive on Sunday in Maharashtra's Gadchiroli district, around 170 kms from here, an official said.

These men had rejoined duty a few days ago and were placed under institutional quarantine, where they were detected with the infection, he said.

Around 350-400 CRPF troopers were on leave and began returning to their reporting stations in the last 20-25 days, Gadchiroli Superintendent of Police Shailesh Balkawde told PTI.

"Personnel who return are kept in 14-day institutional quarantine and tested for coronavirus after seven to eight days from the date of their return. A total of 22 CRPF personnel tested positive on Sunday," he said.

Sources in the security establishment told PTI that with the central government notifying the Transgender Persons (Protection of Rights) Act in December last year it is now essential to provide transgenders with a "level playing field" in all avenues and services including combat policing.

A senior CAPF commander privy to the development said the forces have discussed the "challenges and opportunities" that can come with transgenders in the officer ranks. 
"What we have found after the preliminary analysis is that this is a watershed moment for the CAPFs like a few years ago when women were recruited for the first time in the constabulary and officer ranks."

"The transgenders will add to the rich profile of these forces. Also, if uniformed forces will not lead by example how can we expect other sections of the society to shed old inhibitions?" he said.

According to the CAPF commander, accepting the transgenders could be difficult for the troops initially but like women, they can connect well with colleagues and commanders in these forces.&nbsp;

He went on to say that the force would not have to build the additional infrastructure of the third gender as all existing living units and toilets are gender-neutral.

Transgenders may soon be recruited as CAPF combat officers: Ministry of Home Affairs

Over 1,600 personnel of the Central Armed Police Forces (CAPFs) and two other forces have been infected with COVID-19 till now and these combat organizations have registered an overall recovery rate of about 70 per cent, an official data said on Monday.

As per data accessed by PTI, updated till June 6, the recovery tally is led by the Indo-Tibetan Border Police (ITBP), then about 90,000 personnel strong force tasked to guard the Line of Actual Control (LAC) with China, at 87.89 per cent.

This is followed by the Border Security Force (BSF), with a strength of about 2.5 lakh personnel, with a recovery rate of about 82.94 per cent.

The report said a total of 1,668 personnel of the five CAPFs and the National Security Guard (NSG) and the National Disaster Response Force (NDRF) have been infected with the pandemic till now after the first case among these forces was detected on March 28.

"Data available till June 6 on coronavirus infections in the CAPFs and two other forces shows that recovery rate among these forces is about 70 per cent."

&nbsp;"The ITBP tops the recovery tally with 87.89 per cent followed by the BSF," an official said quoting the data. The Central Reserve Police Force (CRPF) has recorded a recovery rate of 68. 86 per cent while the Central Industrial Security Force (CISF) has registered a recovery rate of 58.92 per cent," the data said.

Out of the total 1,668 personnel, 1157 have recovered till June 6, it said.

A total of 511 personnel are admitted to COVID-19 designated hospitals, the data said.

Out of these active cases, 149 are in the CRPF, 82 in BSF, 26 in ITBP, 134 in CISF, 63 in SSB, 22 in NSG, and 25 in NDRF.

The data said with 10 casualties reported till June 6, the death rate in these forces is 0.59 per cent. However, deaths from coronavirus in these forces stand at 12 with two CRPF personnel succumbing to the disease since June 6, one of which was reported on Monday.

These central forces, with a combined strength of about 10 lakh personnel, render a variety of security duties, law and order management, border guarding, counter-insurgency and counter-terrorist operations, and disaster rescue and relief.

All of them function under the command of the Ministry of Home Affairs.

Union Home Minister Amit Shah on Wednesday said that all canteens of the Central Armed Police Forces (CAPFs) like the CRPF and the BSF will sell only indigenous products from June 1 to 50 lakh family members of about 10 lakh personnel.

In a series of tweets in Hindi, Shah said the decision has been taken by the Ministry of Home Affairs after Prime Minister Narendra Modi's appeal for opting local products and being self-reliant.

The Home Minister also appealed to the people of the country to make maximum use of the products made in the country and encourage others to do the same.

"The Ministry of Home Affairs has decided that all Central Armed Police Forces (CAPF) canteens will now sell only indigenous products. This will be applicable to all CAPF canteens across the country from 1 June 2020. With this, 50 lakh family members of about 10 lakh CAPF personnel will use indigenous products," he said.

The CAPFs -- CRPF, BSF, CISF, ITBP, SSB, NSG and Assam Rifles -- canteens together sell products worth about Rs 2,800 crore annually.

Referring to Modi's appeal on Tuesday, during his address to the nation, to make the country self-reliant and use products made in India, Shah said this will surely pave the way for India to lead the world in future.

"If every Indian pledges to use products made in India (Swadeshi), the country can become self-sufficient in five years," he said.&nbsp;

For the first time a paramilitary force is planning to hire approximately 1.2 lakh retired defence and ex-Central Armed Police Forces (CAPFs) personnel.

Central Industrial Security Force (CISF), which comes under the Ministry of Home Affairs, has prepared a blueprint for hiring these personnel for the force.

Their hiring would be done for five years, a letter accessed by ANI says.

"Please refer to the discussions held during video conferencing on 18.11.2019 under the chairmanship of DG, CISF, on the above subject. It is mentioned that a proposal for raising of ceiling limit from 1,80,000 to 2,15,000 posts as well as raising of 04 Reserve Battalions was submitted to MHA on 27.05.2019. MHA has advised resubmitting the proposal for raising the ceiling of CISF from 1,80,000 to 3,00,000 posts," says the CISF letter, issued from by DG office.

"Further, it was also directed to undertake marketing of CISF security to big private industrial establishments and for this purpose, a Unit within CISF may be created within the available resources and manpower," the letter written on Tuesday adds.

DG, CISF, has asked all Inspectors General (IGs) to identify large industrial establishments in the private sector where CISF can be deployed and forward their report.

Accordingly, a revised proposal for raising the ceiling of CISF from 1,80,000 to 3,00,000 posts as well as raising 16 additional Reserve Battalions was sent to the MHA on November 5.

CISF to appoint 1.2 lakh retired defence, CAPF jawans on 5-year contract to be 3 lakh strong force

In order to maintain the law and order situation in Uttar Pradesh during and after the <a href="https://www.wionews.com/videos/supreme-court-reserves-ayodhya-verdict-after-40-days-of-hearing-256283">pronouncement of judgement</a> on the Ram Janambhoomi- Babri masjid case, the Centre has given Uttar Pradesh almost 4000 extra Paramilitary personnel.

A decision was made on Monday where the Ministry of Home Affairs (MHA) has granted 15 companies of paramilitary forces to Uttar Pradesh immediately which will stay in the state till November 18.

According to a document exclusively accessed by ANI, the 15 companies of paramilitary forces include three companies each of BSF, RAF, CISF, ITBP and SSB.

The official communication also says that 15 more companies of Central Armed Police Force (CAPF) will reach Uttar Pradesh on November 11 to stay till November 18.

The central government has also granted an extension of stay till November 18 to ten companies of Rapid Action Force (RAF) which are already deployed in Uttar Pradesh.

"Total 40 companies which include 16 companies of RAF and six companies each of CISF, ITBP, SSB and BSF will be deployed in Uttar Pradesh till November 18," an official communication said.

These paramilitary companies will be deployed in 12 most sensitive districts and cities of the state.

Apart from Varanasi and Ayodhya paramilitary forces will be deployed in Kanpur, Aligarh, Lucknow, Azamgarh etc to maintain law and order situation and ensure normalcy during and after the Ayodhya verdict.

The local administration has been asked to make arrangements for the deployment of security force personnel.

The central government is aware that even the smallest of security-related incidents could spark reactions in other states hence there is close coordination between top security departments of both the centre and UP.

Strict instructions have been given right down to the police station level that no breach of government directives on security must be tolerated.

A decision was made on Monday where the Ministry of Home Affairs (MHA) has granted 15 companies of paramilitary forces to Uttar Pradesh immediately which will stay in the state till November 18. According to a document exclusively accessed by ANI, the 15 companies of paramilitary forces include three companies each of BSF, RAF, CISF, ITBP and SSB. The official communication also says that 15 more companies of Central Armed Police Force (CAPF) will reach Uttar Pradesh on November 11 to stay till November 18. The central government has also granted an extension of stay till November 18 to ten companies of Rapid Action Force (RAF) which are already deployed in Uttar Pradesh. "Total 40 companies which include 16 companies of RAF and six companies each of CISF, ITBP, SSB and BSF will be deployed in Uttar Pradesh till November 18," an official communication said. These paramilitary companies will be deployed in 12 most sensitive districts and cities of the state. Apart from Varanasi and Ayodhya paramilitary forces will be deployed in Kanpur, Aligarh, Lucknow, Azamgarh etc to maintain law and order situation and ensure normalcy during and after the Ayodhya verdict. The local administration has been asked to make arrangements for the deployment of security force personnel. The central government is aware that even the smallest of security-related incidents could spark reactions in other states hence there is close coordination between top security departments of both the centre and UP. Strict instructions have been given right down to the police station level that no breach of government directives on security must be tolerated. The Supreme Court is expected to pronounce its judgement in the decades-old Ram Janmabhoomi-Babri Masjid land dispute case before November 17 when Chief Justice of India Ranjan Gogoi demits office.

President Ram Nath Kovind Tuesday paid tributes to the police and paramilitary personnel killed in the line of duty, including the 40 CRPF men killed in the February 14 Pulwama terror attack, at the National Police Memorial here.

Kovind paid his respects to the slain security personnel and laid a wreath at the memorial during a remembrance service that marks the annual "Valour Day" event of the Central Reserve Police Force (CRPF).

The National Police Memorial, a 30-foot-tall and 238-tonne black granite structure, was unveiled by Prime Minister Narendra Modi on October 21 last year on the occasion of the police commemoration day.

It was for the first time that the President visited the memorial located in Chanakyapuri area of the national capital.

Kovind, the Supreme Commander of the Armed Forces, was accorded a "national salute" and presented a guard of honour by a joint column of troops from all the Central Armed Police Forces (CAPFs) such as the CRPF, BSF, ITBP, CISF and SSB.

Union Home Secretary Rajiv Gauba, Director of Intelligence Bureau Rajiv Jain, Director of CRPF Rajeev Rai Bhatnagar, other officials of paramilitary, police forces and the Union home ministry attended the event.

The day is celebrated to remember a gallant fight back by the CRPF men at the Sardar post in Gujarat's Rann of Kutch in 1965.

The troops were posted on border-guarding duties that time and the event is mentioned as one of the glorious chapters in the country's military history when only two companies (about 150 personnel) of the force stood their ground and repulsed a Pakistani brigade attack.

The force was tasked to secure the post seeing the aggressive posturing of the other side and the location was at a flat area, which was tactically disadvantageous.

On the intervening night of 8-9 April (1965), 3,500 men of the 51st Infantry Brigade of Pakistan, comprising the 18 Punjab Battalion, the 8 Frontier Rifles and the 6 Baluch Battalion, had stealthily launched a simultaneous assault on the Sardar and Tak posts under an operation code-named "Desert Hawk".

The combat lasted 12 hours, during which the Pakistanis made three attempts to overrun the Sardar post, but was repulsed with heavy casualties by some dare-devil action of the CRPF men.

The retaliation by the CRPF personnel saw the numerically superior and better-armed Pakistani side retreating the areas and leaving behind 34 bodies of their soldiers, including two officers. Four Pakistani soldiers were taken as hostages while six CRPF men made the supreme sacrifice and the post was saved.

The over three lakh personnel-strong force remembers all its slain men by observing "Valour Day" on April 9 every year.

In yet another instance which shows poor working conditions for our security forces, 200 Central Industrial Security Forces (CISF) personnel posted at the Kempegowda International Airport, Benagaluru, have taken legal recourse to get their grievances addressed.&nbsp;

The CISF personnel moved the Karnataka High Court alleging poor working conditions, bad quality of food, non-payment of allowances and harassment by seniors, according to a report in the Times of India.

The complaint raised by CISF personnel goes on to show that despite assurances from higher authorities, there is no change in the working conditions of security personnel.&nbsp;

The Times of India report quotes Ministry of Home Affairs statistics pointing out that 344 personnel from the Central Armed Police Forces have committed suicide in the last three years.

On Sunday, around 400 soldiers of Central Resreve Police Force were hospitalised after complaining of stomach ache and vomiting, Financial Express reported.

Earlier this year, a Border Security Force (BSF) soldier posted a video on Facebook complaining about poor quality of food. The video of the soldier had gone viral forcing authorities to take note of the incident.

The CISF comes under the Ministry of Home Affairs (MHA). It is tasked with protecting important industrial installations in the country.
