<p>The political career of Manjhi soared to new heights when he became Bihar's chief minister between 2014 to 2015. The Dalit leader became the first chief minister of the state who belonged to the Musahar community.&nbsp;</p>

<p>Through the years, Manjhi remained affiliated with different parties which included close ally Nitish Kumar's Janata Dal (United).</p>

<p>In 1980, Manjhi stepped into the world of politics as a Congress candidate.&nbsp;He was part of three consecutive cabinets, which were headed by Congress in Bihar, between 1980 and 1990.</p>

<p>The Dalit leader joined the Lalu Prasad Yadav's Rashtriya Janata Dal in 1990 after splitting from the Janata Dal.&nbsp;</p>

<p>Manjhi was made a minister in the RJD-led&nbsp;government from 1996 to 2005 before he switched sides and joined Nitish Kumar's JD (U).</p>

<p>Japanese Prime Minister Fumio Kishida set about replacing key cabinet members on Thursday as he battled to control the damage from one of the biggest scandals his ruling party has faced in decades.</p>

<p>Chief cabinet secretary Hirokazu Matsuno and industry minister Yasutoshi Nishimura were among those who announced their resignations on Thursday after Kishida said he was finalising his third cabinet shake-up in 16 months.</p>

<p>Four ministers - all hailing from the biggest and most powerful faction within the ruling Liberal Democratic Party (LDP) that is being investigated by prosecutors - and several deputy ministers are set to be replaced.</p>

<p>Ex-foreign minister Yoshimasa Hayashi confirmed he had been tapped to replace Matsuno in the critical post responsible for coordinating policy across government on the premier's behalf.</p>

<p>China's cabinet has restricted the ability of local governments in 12 heavily indebted regions to take on new debt and placed limits on what new state-funded projects they can launch, three sources with knowledge of the matter said.</p>

<p>The 12 regions, which cover a wide swathe of the nation, will only be allowed to take on specified projects, such as those approved by the central government, the sources said. Other projects, such new railway stations and power plants, will not be permitted.</p>

<p>The sources were citing a cabinet document dated late September that was delivered to local governments and state lenders this month.</p>

<p>The order also specifies that debt growth of local government financing vehicles (LGFVs) should not be higher than average loan growth rates of the corporate sector in the province where the LGFVs are located, two of the sources said.</p>

<p>The move by China's cabinet, or the State Council, to contain local government debt has not been previously reported.</p>

<p>The State Council did not reply to a Reuters' request for comment.</p>

<p>The measures reflect an effort by China's government to balance the need to defuse local government debt risks while pumping money into major infrastructure projects to stimulate the country's flagging economy.</p>

<p>In practice, that means increasing debt at the national level while attempting to lower debt at the local level. On Tuesday, China approved an additional 1 trillion yuan ($137 billion) sovereign bond issue to support the economy.</p>

A recent report has revealed that a staggering 75 per cent of the ministers in the newly appointed cabinet in India's southern state of Karnataka have unresolved criminal cases pending against them and that a whopping 97 per cent of them are as rich as Richie Rich. The news comes after the&nbsp;Indian National Congress won the election in a landslide earlier this month.</p>

<p>In its analysis of the self-sworn affidavits of 32 of the 34 ministers including the chief minister, the Association for Democratic Reforms (ADR) found that 24 of the ministers have pending criminal cases against them out of which 22 per cent, or seven, have serious criminal cases.</p>

<p>The charges these ministers face, among various others, include offences such as participating in riots, wielding dangerous weapons, engaging in criminal intimidation, tampering with or destroying documents or electronic records to obstruct their use as evidence, and endangering the lives or safety of others.</p>

<h2><strong>Millionaires all around</strong></h2>

<p>A thorough examination of the minister's self-declared assets and liabilities revealed that an overwhelming majority (97 per cent) of them are millionaires. The average assets of the 32 ministers analysed are 1.19 billion rupees or USD 14.4 million.</p>

<p>The deputy chief minister of Karnataka, DK Shivakumar, holds the highest declared assets, valued at INR 14.13 billion or around USD 171 million.</p>

<p>In comparison, on the other end of the spectrum, with the lowest declared assets is Timmapur Ramappa Balappa from the Mudhol (SC) constituency who by his own declaration possesses assets amounting to INR 5.8 million or around USD 70,880.</p>

<p>The report also went through the millionaire ministers' educational qualifications. Six ministers, or about 19 per cent of the newly appointed cabinet, don't even have an undergraduate degree and have stated their educational qualification as being between 8th and 12th grade.</p>

<p>24 ministers, or 75 per cent, said they possess a graduate degree or higher. Additionally, two ministers declared that they are diploma holders.</p>

<h2><strong>An inclusive cabinet?</strong></h2>

<p>Interestingly, the new cabinet consists of only one woman, Laxmi R. Hebbalkar from the Belgaum constituency. She has declared assets worth over INR 130 million or USD 1.57 million and liabilities exceeding INR 50 million or USD 70,000, according to the ADR report.</p>

<p>Unsurprisingly, if we talk of age distribution, almost half (44 per cent) or 14 ministers of the Karnataka cabinet are aged between 61 and 80. The remaining 18 ministers, or 56 per cent, fall between the ages of 41 and 60.</p>

<p>In India, where about 65 per cent of the population is young, aged 35 or less, the mean age of Lok Sabha MPs for the last 20 years as per India Today's Data Intelligence Unit (DIU) has remained above 50.</p>

Old, criminal, rich: Cabinet in India's Karnataka full of millionaire lawbreakers, reveals report

<p>A total number of 24 MLA's were sworn in as ministers in the cabinet &nbsp;expansion in Indian state of Karnataka on Saturday. This comes a week after chief minister Siddaramaiah, deputy chief minister DK Shivakumar and eight other ministers took the oath of office.</p>

<p>The overall strength of the cabinet now stands at 34, which is the maximum number permitted by law.&nbsp; Among those who were sworn in by Governor Thawar Chand Gehlot were N. Rajanna, Dinesh Gundu Rao, Sharanabasappa Darshanapur, Shivanand Patil, HK Patil, Krishna Byregowda, N Chaluvarayaswamy, K Venkateshtake, Dr HC Mahadevappa, and Eshwar Khandre.</p>

<p>The list of these 24 lawmakers was released on Friday. In attendance at the oath-taking ceremony were Chief Minister Siddaramaiah and his deputy DK Shivakumar. Meanwhile, the supporters of Karnataka Congress leader Rudrappa Lamani's held demonstrations outside the Karnataka Pradesh Congress Committee (KPCC) office. They were demanding that Lamani must be given a ministerial post in the cabinet.</p>

<p>The sole female minister in Siddaramaiah's cabinet, Lakshmi Hebbalkar, took the oath of office today. The Belagavi Rural MP is new to the cabinet&nbsp;but is a close aide&nbsp;of DK Shivakumar.</p>

<p>Santhosh Lad, a former minister for Information and Infrastructure Development, and Rahim Khan, the Congress' winning candidate&nbsp;from Bidar and the only other Muslim in Siddaramaiah's cabinet, were also sworn in today.</p>

<p>Mankal Vaidya&nbsp;too took his oath of office as a first-time&nbsp;cabinet minister. He had won in the elections from the Bhatkal constituency. He was accompanied by D Sudhakar, whose followers have staged many rallies recently calling for their leader to be appointed to a ministerial&nbsp;position.&nbsp;</p>

<p>Siddaramaiah reinstated Shivaraj Sangappa Tangadagi, who had previously been dismissed in 2016 along with 13 other individuals.&nbsp;Tangadagi had&nbsp;won&nbsp;the Kanakagiri assembly seat.&nbsp;</p>

<p>Dinesh Gundu Rao of the Congress was sworn in as a minister today in Raj Bhavan. He is the lone brahmin politician in Siddaramaiah's cabinet. He is a prominent figure and a former head of the state Congress. He narrowly defeated Sapthagiri Gowda of the BJP to keep his Gandhi Nagar Assembly constituency seat. Rao had won by a razor-thin margin of only 105 votes.</p>

<p>The president swore in the 17 cabinet ministers, which included a pro-market finance minister, amid intensifying protests across the nation calling for fresh elections after the ouster of former president Pedro Castillo.</p>

<p>Boluarte took the president's office on Wednesday after Congress sacked Castillo, who was later arrested on conspiracy and rebellion charges for making attempts to dissolve the legislature, hours before the former president was set to face an impeachment vote.&nbsp;</p>

<p>The first female president of Peru, Boluarte, assigned the post of economy minister to former Deputy Finance Minister Alex Contreras, who is known to have a pro-market stance and is a career civil servant.&nbsp;</p>

<p>Chemical engineer Oscar Vera was given the post of energy and mines minister, which is an important post in copper-producing Peru.</p>

<p>In a televised address, President Boluarte said, "I have worked hard to form a cabinet for unity and democratic consolidation that meets the needs of the country. I call for calm, tranquility and peace. Let us avoid conflicts that put our brotherhood as Peruvians at risk."</p>

<p>Former state prosecutor Pedro Angulo was named as the prime minister by the president and diplomat Ana Cecilia Gervasi was given the portfolio of foreign minister.</p>

<p>The 60-year-old lawyer, President Boluarte, earlier served as vice president of Castillo. If no new elections are held in the country, the Boluarte will remain in office till 2026.</p>

<p>Castillo's lawyer has denied the charges levied against him and said that the detention of the former president is arbitrary and illegal.&nbsp;</p>

<p>A request has been made for the former president's asylum in Mexico and the government authorities in Mexico and Peru are holding consultations over the request, the foreign minister of Mexico said on Thursday.&nbsp;</p>

<p>Meanwhile, protesters across the country are demanding Congress' closure and holding fresh democratic elections to elect a new leader and not let Boluarte finish Castillo's term. The protesters are also raising demands for a new Constitution to be drafted.&nbsp;</p>
