Top Biden administration officials huddled with Mexico’s president in urgent talks Wednesday to slow the record pace of illegal crossings at the U.S. southern border, just as congressional negotiators raced to reach a deal to tighten America’s immigration laws.

US Secretary of State Antony Blinken in Mexico to address migrant surge | World News | WION

US Secretary of State Antony Blinken held talks Wednesday in Mexico in hopes of tackling surging migration, which has become a major political headache for President Joe Biden as he enters an election year.

The unusual Christmas week trip by the top American diplomat was abruptly scheduled as the rival Republican Party presses Biden to crack down on migration as a condition for providing the votes in Congress for one of his key priorities -- support for Ukraine.

Blinken held just over two hours of closed-door talks with President Andres Manuel Lopez Obrador and other top Mexican officials during the one-day visit.

Lopez Obrador, who spoke to Biden by telephone last week, said before the meeting that Mexico was "helping a lot" in addressing migration and would continue to do so.

"People leave their towns out of necessity and there's a lot of economic and social crisis in the world. It's necessary to further promote productive activities and job creation," he said.

Around 10,000 people without authorisation are trying to cross the southern US border each day, nearly double the number before the pandemic, with a new caravan of hundreds if not thousands of people heading by foot since the past weekend.

"Nobody's going to stop migration," activist and caravan organizer Luis Garcia Villagran said, complaining that migrants were being treated as "currency" by the US and Mexican governments.

"A budget of billions of dollars is being settled right now to mitigate migration. With all the gold and money in the world, they cannot stop people seeking better living conditions," he told reporters in southern Mexico.

<h2>Legal crossings affected</h2>

US border authorities have been so overwhelmed that they have suspended several legal crossings to focus on processing undocumented migrants.

Reopening those crossings "is a priority for us" given the close trade links between the two countries, Mexican Foreign Minister Alicia Barcena told reporters after the talks, which she described as "excellent."

Blinken, whose trip is a break from months of focus on the Middle East crisis, was accompanied by Secretary of Homeland Security Alejandro Mayorkas along with White House homeland security advisor Liz Sherwood-Randall.

Mexico, under agreements with both Biden and his predecessor Donald Trump, has agreed at least temporarily to take in migrants seeking to cross into the United States.

The package proposed by Biden to Congress would also fund 1,300 additional Border Patrol agents to help address migration.

The Biden administration has warned that without a deal, Ukraine will soon run out of weapons needed to repel the nearly two-year-old Russian invasion.

On Wednesday, the US State Department announced what it said was the last remaining package of weapons available for Ukraine under existing authorisation and urged Congress to "act swiftly" to renew the flow.&nbsp;

However, Republican hardliners have shown little sign of compromise.

Trump, the frontrunner for the Republican nomination to challenge Biden next November, is again campaigning on stridently anti-immigrant rhetoric, accusing foreigners of "poisoning the blood of our country," language that critics pointed out was similar to that of Adolf Hitler.

<h2>'No magic wand'</h2>

Andrew Rudman, director of the Mexico Institute at the Wilson Center in Washington, expected Blinken to seek additional support from Mexico to keep migrants within its borders, such as temporary work permits.

"The Biden administration wants to show for its own domestic political reasons that they're doing everything they possibly can," he said.

"One of the challenges is that everybody wants a short-term solution to a global, long-standing problem," Rudman said of migration. "There is no magic wand."

Migrants have been fleeing Central American countries ravaged by poverty, violence, and disasters worsened by climate change.

In recent months there has also been an uptick in migrants heading through Mexico from Haiti, which has been devastated by gang violence and a lack of a functioning government, and from Venezuela, where basic goods have fallen in short supply after years of economic chaos.

Maria Alicia Ulloa, a Honduran who is part of the latest caravan, voiced fears that tougher US-Mexican immigration measures would mean returning to a country beset by crime and unemployment.

"We emigrate with the hope of giving a better life to our children, and a better life to the relatives who remain behind," she said.

The United States on Wednesday formally determined that warring parties in Sudan committed war crimes, Secretary of State Antony Blinken said, as Washington increases pressure on the army and paramilitary Rapid Support Forces (RSF) to end fighting that has caused a humanitarian crisis.

Washington also determined that the RSF and allied militias committed crimes against humanity and ethnic cleansing, Blinken said in a statement.

The fighting, which broke out in mid-April, has displaced more than 6.5 million inside and outside Sudan, killed more than 10,000 and decimated the economy.

"The expansion of the needless conflict between RSF and the SAF has caused grievous human suffering," Blinken said, referring to the Sudanese Armed Forces (SAF).

He called on the parties to "stop this conflict now, comply with their obligations under international humanitarian and human rights law, and hold accountable those responsible for atrocities."

The RSF has been accused of leading an ethnic massacre in West Darfur, and in the capital Khartoum residents have accused the paramilitary force of looting, rape and imprisoning civilians.

"Masalit civilians have been hunted down and left for dead in the streets, their homes set on fire, and told that there is no place in Sudan for them," Blinken said. The Masalit are a non-Arab tribe.

Meanwhile, the army has carried out an intense campaign of air and artillery strikes on residential neighbourhoods, where the RSF has occupied, which experts say could be violations of international law.

"Detainees have been abused and some killed at SAF and RSF detention sites," Blinken added.

The official determination follows a detailed legal process and analysis led by the US&nbsp;State Department but does not automatically come with punitive actions and therefore has no immediate consequences for the parties.

The decision comes after Saudi and U.S.-brokered talks aimed at halting fighting between Sudan's warring parties faltered again, and the country's army and the RSF have pressed on with military campaigns.

Reuters has chronicled the ethnically targeted violence committed this year by the RSF and its allied Arab militias in West Darfur, in particular in the city of El Geneina.

A September special report revealed how the RSF and its allies carried out a weeks-long killing campaign against the Masalit tribe, including the shooting of children, the burning of people in their homes, and the rape of women and girls.

In early November, the RSF and Arab militias carried out another round of ethnic killings in El Geneina, in which survivors told Reuters that Masalit men were rounded up and shot, while some were hacked to death with axes and machetes.

<h2>US PRESSURE ON WARRING PARTIES</h2>

The United States has imposed several rounds of sanctions after war between the army and the RSF broke out in April over plans for a political transition and the integration of the RSF into the army, four years after long-time ruler Omar al-Bashir was overthrown in a popular uprising.

Among those targeted have been the deputy leader of the RSF, former Sudanese officials and companies Washington has accused of fueling the conflict.

But Washington has so far not targeted the army and RSF directly with sanctions, despite calls from human rights activists for it to designate the parties and determine genocide has been committed in Darfur.

But Blinken warned that Wednesday's determination does not rule out the possibility of other determinations in future as more information becomes available.

"The United States is committed to building on this determination and using available tools to end this conflict and cease committing the atrocities and other abuses that are depriving the Sudanese people of freedom, peace, and justice," Blinken said.

US Secretary of State Antony Blinken on Thursday (Nov 30) told Israeli Prime Minister Benjamin Netanyahu that his country should avoid massive civilian losses in southern Gaza. Addressing a press conference in Tel Aviv, Blinken laid out steps for Israel to minimise civilian casualties but did not say if he was assured the steps would be taken. "We discussed the details of Israel's ongoing planning and I underscored the imperative for the United States that the massive loss of civilian life and displacement of the scale that we saw in northern Gaza not be repeated in the South," Blinken said. "Israel understands the imperative of protecting civilians, the imperative of the humanitarian assistance, and will continue to work to ensure that that carries forward in practice," he added. Israel-Hamas war: Blinken urges Israel to avoid massive civilian deaths in southern Gaza

Israeli Prime Minister Benjamin Netanyahu conveyed to US Secretary of State Antony Blinken that Jerusalem had sworn to 'destroy Hamas' even though a temporary ceasefire was in place. The US official is in the Middle East, his third visit since the crisis began in October, to oversee a truce deal between the two parties.&nbsp;&nbsp;

During the meeting at the prime minister's office in Jerusalem, Netanyahu made his intentions clear to Blinken.&nbsp;

"I told him we have sworn, and I have sworn, to destroy Hamas. Nothing will stop us," Netanyahu was quoted as saying by news site the Times of Israel.

“This is the same Hamas. It’s the same Hamas that committed the terrible massacre on October 7, the same Hamas that is trying to murder us everywhere," he added.&nbsp;

Notably, Bibi's charged statement came shortly after three Israelis were murdered in a Palestinian terror attack&nbsp;in Jerusalem, claimed by Hamas.

The terror group, in a statement, said the “operation came as a natural response to unprecedented crimes conducted by the occupation”.

A day earlier, Netanyahu in a lengthy post on X (formerly known as Twitter) made it clear that Israel will soon return to eradicate Hamas once the hostage exchange is complete.&nbsp;&nbsp;&nbsp;

G7 meet in Tokyo: US Secretary of State Antony Blinken in Japan after West Asia tour

US Secretary of State Antony Blinken wrapped up his West Asia visit on Monday (Nov 6) and rushed to Japan to attend the G7 summit after admitting he failed to generate a consensus on sustained ‘humanitarian pauses’ in Gaza.

Blinken spent the last four days talking and touring throughout the region, holding discussions with the leaders of Palestine, Israel, Iraq and Jordan. On Monday, in the last leg of his trip to West Asia, he landed in Ankara to talk to his Turkish counterpart Hakan Fidan.&nbsp;

After this meeting, Blinken admitted that his efforts to secure a greater constraint in Israel’s assault on Gaza were still “a work in progress”.

<h2>Blinken walking a fine line</h2>

Blinken in his statement tried to strike a balance while talking about humanitarian pauses in the Gaza conflict.

“We know the deep concern here for the terrible toll on Palestinians – on men, women, and children in Gaza, innocent civilians – a concern that we share and that we’re working on every single day. We’ve engaged the Israelis on steps that they can take to minimise civilian casualties. We’re working very aggressively on getting more humanitarian assistance into Gaza,” Blinken said.

Meanwhile, even as Blinken was yet to forge a regional consensus to calm things down, further escalation erupted on the volatile Lebanon-Israel border between IDF and Hezbollah.

Also, Turkey withdrew its ambassador from Israel on Saturday morning, a move welcomed by the West Bank-based Palestinian Authority. The Turkish president, Recep Tayyip Erdoğan, said: “Netanyahu is no longer someone we can talk to. We have written him off.”

US secretary of state Antony Blinken admits 'failure' of West Asia tour before rushing to Japan

Police in Turkey on Sunday (Nov 5) &nbsp;fired tear gas to disperse a pro-Palestinian protest outside a military base housing US forces just hours before US Secretary of State Antony Blinken was set to arrive in Ankara. This is Blinken's first visit to Turkey since the Israel-Hamas war started after the militant group launched a terror attack on Israelis on October 7.

The protest was organised by the IHH humanitarian relief fund outside the Incirlik Air Base in southeastern Turkey, AFP news agency reported.

The police intervened when protesters began to walk toward the base after holding a peaceful rally in Incirlik. Several images on social media showed hundreds of protesters waving Palestinian flags and running across a field chased by the police.&nbsp;

Police were seen firing tear gas and smoke bombs, and using water cannons to disperse crowds waving Turkish and Palestinian flags. The protesters toppled barricades and clashed with police. They were also seen hurling plastic chairs, rocks, and other items at police.&nbsp;

There were no injuries or arrests. IHH President Bulent Yildirim addressed crowds in Adana and urged them to refrain from attacking police.

On Friday too, demonstrations were held in Turkey where protesters defaced posters of Blinken and Israeli Prime Minister Benjamin Netanyahu, a report by the news agency Reuters said.

In Ankara later on Sunday, Blinken will hold talks with his &nbsp;Turkish counterpart Hakan Fidan. Turkish President Recep Tayyip Erdogan is unlikely to meet Blinken as he would be on a planned tour.

US entirely responsible for Israel-Hamas war: Hezbollah chief Meanwhile, in his first speech since the Israel-Hamas war started, Hezbollah Chief Hassan Nasrallah said on Friday that the US was entirely responsible for the conflict. "America is entirely responsible for the ongoing war on Gaza and its people, and Israel is simply a tool of execution," Nasrallah said in a televised broadcast. Israel-Hamas war: We must do more to protect Palestinians, says visiting US Secy of State Blinken

The US Secretary of State Antony Blinken landed in Israel's Tel Aviv on Friday (Nov 3) in what is his second trip to West Asia this week, days after his much-criticised&nbsp;<a href="https://www.wionews.com/world/shuttle-diplomacy-blinken-meets-jordanian-king-palestinian-president-abbas-in-amman-646310">shuttle diplomacy</a>&nbsp;in the region failed to yield geopolitical results aimed towards a purported&nbsp;de-escalation of Israel-Hamas war and access to&nbsp;humanitarian aid into Gaza Strip.

Blinken&nbsp;is expected to push the Israeli government for "humanitarian pauses" in its assault on Gaza amid Biden administration's purported efforts for the release of Hamas-held hostages.

While attack by the Hamas terrorists led to the brutal killings of more than 1,400 Israelis, mostly civilians, the retaliatory action by Israel has killed&nbsp;more than 8,500 people, two-thirds of them women and children, according to the Hamas-run Gaza health ministry.

<h2>Antony Blinken's second West Asia visit in less than three weeks</h2>

Blinken's second wartime visit to West Asia is aimed at seeking&nbsp;"urgent mechanisms" to reduce regional tensions over the Israel-Hamas war.

"Secretary Blinken will travel to Israel on Friday for meetings with members of the Israeli government, and then will make other stops in the region," State Department spokesperson Matthew Miller said.

Antony Blinken's previous visit to the region concluded on October 15, in what came to be known as "shuttle diplomacy" for the sheer number of&nbsp;trips and meetings the US Secretary of State had with the leaders of a host of countries, including Saudi Arabia, Jordan and Egypt.&nbsp;

The US diplomat made&nbsp;over a dozen stops in Jordan, Saudi Arabia, the UAE, Egypt and back in Israel.

Blinken's visits were targeted towards&nbsp;an immediate de-escalation of violence in the region as well as a humanitarian corridor via Egypt's Rafah crossing to ensure the access of humanitarian aid into Gaza Strip. They also aimed at laying the groundwork for a leaders' summit in Jordan where the US President Joe Biden was supposed to meet Jordan's King Abdullah II, Egypt's President Abdel Fattah El-Sisi and Palestine Authority President Mahmoud Abbas.&nbsp;

Blinken's shuttle diplomacy failed to claim even partial success.

While the war between Israel and Hamas continues to rage, leading to multiple crises in the blockaded Palestinian region, the humanitarian aid inside Gaza via Egypt's Rafah crossing went over two weeks after the conflict first began in the region.&nbsp;

But the biggest diplomatic setback for the Biden administration came when US President Joe Biden's West Asia visit was forced to be cut down to only Israel. The development occurred after Jordan unilaterally called off&nbsp;a four-way summit between Joe Biden and the&nbsp;leaders of&nbsp;Amman, Cairo and Ramallah—the de-facto administrative capital of Palestine Authority.

Jordan called off the summit immediately after Israel was blamed for an attack on an hospital in Gaza but Tel Aviv&nbsp;denied any role and blamed a 'misfired' rocket by Islamic Jehad for the hundreds of casualties in the incident.&nbsp;

The death toll at the hospital was also described as "exaggerated" by the Western intelligence agencies. However, the four-way leaders' summit was called off despite Biden administration's&nbsp;deployment of its Secretary of State Antony Blinken for diplomatic engagements in the region in the immediate days following the beginning of the war between Israel and Hamas.

The development was described as a sign of Washington's waning political capital in the region.&nbsp;

The White House said later that Biden had spoken on Tuesday (Oct 31) with&nbsp;Jordan's King Abdullah, where Blinken visited multiple times during his first leg to West Asia visit.&nbsp;

Hamas ousted the Palestinian Authority&nbsp;from Gaza in 2007 following bloody fighting, a year after winning the elections&nbsp;in Palestinian legislative elections.

Blinken has called upon a&nbsp;potentially "revitalised" Palestinian Authority to retake the control of Gaza if Israel succeeds in its goal of toppling Hamas. But for that, regional partners&nbsp;— including Qatar which hosts a number of Hamas leaders designated as terrorists by the West&nbsp;— must come on-board.

"At some point, what would make the most sense would be for an effective and revitalised Palestinian Authority to have governance and ultimately security responsibility for Gaza," Blinken told a Senate hearing on October 31.

"Whether you can get there in one step is a big question that we have to look at. And if you can’t, then there are other temporary arrangements that may involve a number of other countries in the region," Blinken said. "It may involve international agencies that would help provide for both security and governance."

US Defense Secretary Lloyd Austin said on Tuesday (Oct 31) that Russian President Vladimir Putin would succeed in his war against Ukraine if the United States halted support for Kyiv.

US Defense Secretary Lloyd Austin said on Tuesday (Oct 31) that Russian President Vladimir Putin would succeed in his war against Ukraine if the United States halted support for Kyiv. Addressing a Senate hearing on supplemental funding for national security priorities including Ukraine, Austin said, "I can guarantee you that without our support, Putin will be successful." "If we pull the rug out from under them now, Putin will only get stronger and he will be successful in doing what he wants to do in acquiring his neighbour's sovereign territory," he added. However, several Republicans have opposed this 'Putin taking advantage of Israel-Hamas war to distract US' US Secretary of State Antony Blinken, who was a part of the Senate hearing, said on Tuesday that Putin was very much trying to take advantage of the Israel-Hamas war "in the hopes that it will distract us... and that it will result in the United States pulling back its resources from Ukraine." Blinken said a halt to US aid for Ukraine could encourage other countries to follow suit. "This is an instance where we've seen very significant burden-sharing that would almost certainly go away if we go away," he said. "The message it would send... to each and every one of these countries is that the United States is abandoning ship -- well, we may as well do, too," the secretary of state added. Israel's retaliatory offensive following an unprecedented attack by Hamas on October 7 has killed more than 8,500 people in the Gaza Strip. On the Israeli side, over 1,400 people have been killed by Hamas. Russia's Putin will succeed in Ukraine if US halts support to Kyiv: Austin

China’s top diplomat is on a high-stakes visit to Washington DC amid persistent diplomatic and security tensions between the world’s two largest economies. Foreign Minister Wang Yi on Thursday (Oct 26) made it clear that China wanted “constructive conversations," while talking to his counterpart Secretary of State Antony Blinken.

The key visit comes ahead of a potential visit by Chinese leader Xi Jinping to the US to participate in the Asia-Pacific Economic Cooperation (APEC) summit.

"China and the United States need to have dialogue. Not only should we resume dialogue, the dialogue should be in-depth and comprehensive," Wang said, speaking through an interpreter.

Blinken responded: "I agree with what the foreign minister said."

The high-profile visit is the first between Chinese and US officials since the war broke out between Hamas and Israel. The US is hoping that Beijing can use its influence over Iran to prevent an escalation.

On Friday (Oct 27), Wang Yi will speak at the White House with National Security Advisor Jake Sullivan. He is also expected to meet President Joe Biden, although no official announcement has been made.

Wang's trip to Washington follows recent visits by several prominent US officials, including Blinken, to Beijing over the past few months.

Analysts anticipate that Wang's discussions will primarily revolve around the preparations for the expected meeting between President Biden and President Xi during the Asia Pacific Economic Cooperation (APEC) summit in San Francisco from November 11 to 17. This would mark the first in-person encounter between Biden and Xi since their summit in Bali last November.

‘Need to have dialogue,’ China’s Wang Yi tells US as he lays groundwork for Xi-Biden meet

US Secretary of State Antony Blinken warned Iran on Tuesday (Oct 24) that Washington does not seek a conflict with Tehran, but would act swiftly and decisively if Iran or its proxies attack American personnel anywhere.

US Secretary of State Antony Blinken warned Iran on Tuesday (Oct 24) that Washington does not seek a conflict with Tehran, but would act swiftly and decisively if Iran or its proxies attack American personnel anywhere. Addressing the United Nations Security Council (UNSC), Blinken said, "The United States does not seek conflict with Iran. We do not want this war to widen. But if Iran or its proxies attack U.S. personnel anywhere, make no mistake: we will defend our people, we will defend our security - swiftly and decisively." His comments came amid international fears that the ongoing war between Israel and Hamas could become a larger conflict, drawing in the Lebanese militant group Hezbollah which is supported by Iran. 'Don't throw fuel on fire' Iran has so far not responded to Blinken's remarks and is due to address the Security Council meeting on the Middle East later in the day. "We call on all member states to send a firm, united message to any state or non-state actor that is considering opening another front in this conflict against Israel or who may target Israel's partners, including the United States: don't. Don't throw fuel on the fire," Blinken said. Also read: Israel-Hamas war | Pentagon sends military advisers to aid Israel He also urged that Palestinian civilians must be protected. "We continue to coordinate closely with Egypt, Israel and partners across the region, as well as with the United Nations, to build mechanisms that will enable sustained humanitarian assistance to flow to civilians in Gaza without benefiting Hamas or any other terrorist group," Blinken added. US military steps up surveillance in Middle East The US has been taking new steps to protect its troops in the Middle East as concerns mount about attacks by Iran-backed groups, the news agency Reuters reported on Tuesday citing officials. Some of these measures include increasing American military patrols, restricting access to base facilities and hiking intelligence collection, including through drone and other surveillance operations, the officials told the news agency. They added that the military was also beefing up monitoring from guard towers on military facilities, hiking security at base access points and increasing operations to counter potential incoming drones, rockets, and missiles. 'US does not seek war with Iran, but...': Blinken warns Tehran

The US will host Chinese Foreign Minister Wang Yi for a three-day visit on October 26–28. He would meet with Secretary of State Antony Blinken while in town as part of the Biden administration's attempts to keep lines of communication open with Beijing.

China's top diplomat, Wang Yi is US this week

China’s top diplomat Wang Yi will travel to Washington later this week, officials in the United States announced on Monday (Oct 23). The long-anticipated and rare visit comes amid soaring tensions in the Middle East among other issues related to trade, the Ukraine war, Taiwan, and Beijing’s actions at the sea near the Philippines.&nbsp;

Wang will visit Washington from October 26 to 28 and will meet with his American counterpart Secretary of State Antony Blinken and President Joe Biden’s national security advisor Jake Sullivan. It was not immediately clear if the Chinese official would meet the US president or not.&nbsp;

Wang will be the highest-ranking Chinese official in the US capital in nearly five years or so. The long-awaited trip follows visits by several high-level American lawmakers, including Blinken,&nbsp;to Beijing over the summer.&nbsp;

The visit also comes ahead of an expected meeting between Biden and his Chinese counterpart Xi Jinping in San Francisco, California, in November.&nbsp;

<h2>What’s on the agenda?</h2>

A senior US official who briefed reporters on the trip on customary condition of anonymity said that Washington’s top priority has been to ensure the intense competition between the world’s two largest economies and their disagreements over a host of issues do not veer into conflict, reported Reuters.&nbsp;

“We continue to believe that direct face-to-face diplomacy is the best way to raise challenging issues, address misperception and miscommunication, and explore working with the Chinese where our interests intersect,” said the US official, as quoted by AFP.&nbsp;

The visit also comes as Israel continues to bombard Gaza in retaliation for Palestinian militant group Hamas’ attacks, while Russia’s war in Ukraine grinds on. Washington has repeatedly reiterated support for both Tel Aviv and Kyiv.&nbsp;

The Israel-Hamas war and the Ukraine war would both be discussed, said a second US official, as per Reuters, adding that the US would “push the Chinese to take a more constructive approach on both.”&nbsp;

Speaking about territorial disputes in the South and East China Seas, US officials said Washington was deeply concerned by China’s “destabilizing and dangerous actions” in the South China Sea and this would also be on the agenda during Wang’s visit to Washington.&nbsp;

The US will also prioritise efforts to re-establish military-to-military ties with China, said the US officials.&nbsp;

Recently, both Beijing and Washington have sought diplomatic advantage against each other over the ongoing violence in the Middle East. During his multi-nation visit to the region, Blinken spoke to Wang asking Beijing to exert pressure on Iran, which supposedly backs Hamas.&nbsp;

Meanwhile, China has since criticised the US for its staunch support for Israel after it vetoed the United Nations Security Council resolution, which Washington rejected after it did not call for Israel’s right to defend itself.
