Andhra Pradesh Chief Minister YS Jagan Mohan Reddy has announced 50 per cent reservation for women in the market chairperson posts and said that a committee would look into the losses in district co-operative banks.

"Framers should strongly believe that we have given hope... Farmers should not forcefully sell the crops to middlemen," Reddy said.

The Chief Minister has directed the officials to do away with middlemen system.

He also ordered to establish a board for millets by the end of October.

Government is planning to announce price for the crops that have no minimum support price.

The government will start purchasing dryland crops on October 15.

The officials have asked the farmers to start for online enrolment from October 10.

"Rayalaseema should be transformed as millets hub," the Chief Minister said and asked the officials to keep green cover for nine months.

The millets board experts should be given utmost priority. Agriculture practices, marketing, and processing should be under the control of the board. The board should be set up by the end of October.

Amidst the onion crisis in the country, Andhra Pradesh supports its citizens by selling the onions for Rs 25 per kg.

Chief Minister has enquired about the stock of onions in the state. So far, 660 metric tons of onions have been imported from other states.

The Chief Minister has asked the officials to conduct a comprehensive observation on storage of agro-products, fishes, prawns, and other ocean products in godowns and cold storage.

He ordered for a committee to work on losses in district co-operative banks and asked to re-organise it for strengthening the system.

He also asked to digitalise the primary agriculture co-operative committees.

"During the review meeting on boat tragedy, Reddy announced Rs 10 lakh for deceased`s families, Rs 3 lakh for the injured and Rs 1 lakh for survivors," a statement from Chief Minister Office said.&nbsp;

Reddy has instructed the officials to take corrective measures and set up a committee to look into all aspects of the boat mishap.

The Chief Minister said that if necessary, the government should press Navy and other expert divers into service.&nbsp;

"The control room should be functional and all concerned departments should take steps to ensure the safety of tourists and their hassle-free navigation," he said.&nbsp;

On Monday, Reddy conducted an aerial survey of the Godavari where the boat capsized and visited the government hospital where he met with the survivors and assured them of all help.

Expressing unhappiness over the way the licences were allotted for private boats for ferrying tourists, Reddy enquired about the incident and rescue operations being carried out.&nbsp;

Chief Minister has instructed the officials to set up a special committee to investigate the accident.&nbsp;

Nine bodies have been retrieved so far in the Sunday afternoon boat capsize incident in Godavari River, in which 24 people are still reported missing, the Integrated Tribal Development Agency (ITDA) APO and Tahsildar Devipatnam had said on Monday.

NITI Aayog Vice-Chairman Rajiv Kumar met chief minister YS Jagan Mohan Reddy here on Friday to discuss funds for the development of the state from Centre.

Senior officials of the state gave a presentation to Kumar explaining the department wise situation of the state.

"NITI Aayog alone can cooperate Andhra Pradesh which is suffering losses after bifurcation. 15th Finance Commission and NITI Aayog should liberally help the state. The Centre is planning to achieve a $5 trillion economy. The state will also be a part of achieving that target if the Centre gives a helping hand," said LV Subrahmanyam, Andhra Pradesh Chief Secretary.

Highlighting the works of the state government, Subrahmanyam stated that the state is implementing transparent policies in governance. They brought the Judicial Preview Act for the first time in India; under which tenders will be reviewed by a Judge. Clusters in Visakhapatnam - Chennai, Chennai - Bangalore corridors are being developed.

The state government has also selected 25 engineering colleges for skill development.

"The Centre should constitute Kadapa steel plant, as assured in the bifurcation act. The state government brought village secretariat concept for decentralisation of governance. We are developing the state as an investment hub, for which we need the Centre's cooperation. Moreover, they are going to introduce electric buses to prevent pollution. The government is also going to launch a new scheme 'Amma Odi' (Mother's lap) for the eradication of illiteracy, for which we need cooperation from HRD ministry," he said.

The Niti Ayog vice-chairman said that they will provide maximum help to the state as the vision and plans are good of the Chief Minister YS Jaganmohan Reddy.

"The state should take initiative on banning single-use plastic. We are in favour of encouraging zero budget natural farming. What I observe is that the revenue deficit of the state is a matter of concern. Non-budget expenses are high. The state government should focus on investments and public debts. We are ready to work with the state government," he said.

The vice-chairman also suggested the state to focus on housing in rural and urban areas. He said that they are trying to provide support price to promote the cultivation of legumes and oilseeds in the state.

"In Andhra Pradesh, anaemia in women is very high. The state should focus much on women and child welfare. Proper care should be taken so that minerals and vitamins be available in food. The state should focus on food processing and agro products exports," he said.

Addressing Kumar, Chief Minister Jaganmohan Reddy said: "The state government is implementing plans to overcome illiteracy. We are developing 44000 plus schools in the state in a phased manner. In the first phase, we are providing at least 9 minimum facilities in 15,000 schools. English medium is being introduced in Class 1 to 8 from next academic year. That will be extended to 9th and 10th classes in the later year."

He further informed that under "Amma Odi" scheme, every mother sending her children to school would be given Rs 15,000. This scheme will be started on January 26. Quality education with all facilities will be provided in government schools. "Our aim is to bring illiteracy to zero levels. The Amma Odi scheme can be a role model for the entire nation if Ministry of Human Resource sponsors the scheme," he said.

The government is taking steps to eradicate malnutrition in children and to maintain sanitation, cleanliness of drinking water and prevent unhealthy atmosphere. Also, the government is going to bring a water grid to provide clean water to every household.

The government has increased the quality of food being provided under mid-day meal in schools and to Anganwadi centres so that the level of anaemia which is prevalent in tribal areas and remote areas can decrease.

The government is soon going to launch the Arogyasri scheme under which all families which are below the poverty line can get treatment in corporate hospitals on the expense of government fund.

"In particular, Dengue and Malaria are being brought into the ambit of Arogyasri. This scheme will be launched from December as a pilot project in West Godavari district. We are developing all government hospitals to meet national standards," he said.

Reddy further stated that the state is suffering from some problems that are inherited from the previous government.

"The earlier government had introduced Rs 2.27 lakh crores budget, though it was voted on account only. We kept the budget at the same level but made some internal changes. The state government gets income from state revenue and Central taxes. There are the Fiscal Responsibility and Budget Management Act (FRBM) limitations on debts. In this wake the central government should not reduce the grants to the state," he added.

Speaking at the meeting, Jagan welcomed the USIBC to work with his government to identify '5 big ideas' to catalyze the US-Andhra Pradesh Economic Partnership.

"Andhra Pradesh is poised to catalyze investments, capital and partnerships owing to robust infrastructure for connectivity, enabling policies, integration with global value chains, shifting demographic dividend and a ready workforce," he said.

This notice is in the interest of the public and to avoid any human loss," reads the notice.

This is the second time that the authorities have issued notices to Naidu's residence. When the YSRCP won recently held Assembly elections and Chief Minister YS Jagan Mohan Reddy came to power, Naidu was served notices to vacate the building citing illegal construction as it was built on the river embankment area of Krishna, below the permissible limits.

Immediately after that, one building - Praja Vedika - adjacent to Naidu's residence was demolished.

'Praja Vedika'&nbsp;was constructed by the then TDP government and was used for the government as well as party needs.

Jagan, after becoming the Chief Minister, held his first collectors'&nbsp;conference and ordered its demolition by stating that he is correcting the previous government's mistake as it is an illegal construction.

Moreover, the authorities have served notice to residents of the embankment area of the Krishna river to vacate from their houses.

Reportedly, most of the houses are vacated and those still living there are being shifted to safer places.

"After a notice was issued last night, many people have vacated their houses. We have come to this house which is situated in upper area. We will see after some time whether to go out from here or we can go back to our house," Vimala, a resident, told ANI.

The items for distribution are -- rice, kerosene and P oil at Rs 25, Rs 2 ltr, Rs 1 ltr/per family, respectively and red gram dal, onions and potatoes at Rs 1 Kg.

The Commissioner of Civil Supplies and Managing Director of Andhra Pradesh State Civil Supplies Corporation Limited, Vijayawada have been urged to take necessary action for distribution of commodities to the eligible families without any delay.

Meanwhile, the collectors of East Godavari and West Godavari districts have been directed to ensure distribution of essential commodities to the eligible families with adequate publicity about the free distribution scheme.

BJP and TDP on Friday lashed out at Chief Minister Y S Jagan Mohan Reddy over the Andhra Pradesh government incurring expenses over his security on his Jerusalem trip with his family.K Pattabhiram, TDP spokesperson said, "Why has the Andhra Pradesh Government released money for the security of Jagan at Jerusalem? The money of Rs 22.5 lakh paid to a private travel agency might be a cover-up which in fact might be paid for Jagan family's personal trip to Jerusalem."

"The CM speaks of transparency and austerity measures. The government is also not able to pay salaries for employees, yet Jagan used public money for his personal tour," he added.

He questioned Reddy saying that "what was the need for private security abroad, instead of using services of the Indian embassy."

V Satyamurty, Andhra BJP general secretary said, "BJP demands an explanation from YSRCP and Jagan himself. How can the government directly pay a private security agency?"

However, Andhra Pradesh government has claimed that Jagan's tour to Jerusalem was a personal trip and expenses were borne by him.

"General practice is that the salary payments are made through e-Kuber of RBI on 1st of every month. Following the same practice, all files related to salaries and pensions of all districts are sent to RBI by 31st July itself," read the statement.

"By the noon of 1st August all pensions and some salaries are paid. Later there are some technical snags. The certificates issued through e-Mudra did not function. That caused a delay in payment of salaries of some files," the state government said.

According to a press note released by the Chief Minister's office on Sunday, "The World Bank has given enough indications pointing at compensating the dropped $300 million loan for the capital city to other sectors and there is every possibility of an increase in the quantum of aid."

"The Washington-based bank is now not averse to extend the loan to Andhra Pradesh Government, with YS Jagan Mohan Reddy at the helm, should it mention its priorities," it added.

The statement from the Andhra Pradesh government came days after the World Bank dropped the multi-crore Amaravati infrastructure project citing non-compliance of its policies.

The Chief Minister's office also slammed the previous Chandrababu Naidu government for alleged corrupt practices which forced the World Bank to drop out of the Amaravati development project.

"The main reasons behind the World Bank backing out of the Amaravati Capital City project were considered to be rampant corruption besides flouting of various socio-economic norms. The TDP government has invited tenders for infrastructure development even before the World Bank loan details were finalised," the release noted.

It added that the World Bank team that toured the proposed city area region in 2017 found many irregularities in the tender process. Prime Minister Narendra Modi laid the foundation stone for the project in 2015, but he and Naidu fell out after Naidu's party broke from Modi's ruling coalition last year.&nbsp;

"The government of India has withdrawn its request to the World Bank for financing the proposed Amaravati Sustainable Infrastructure and Institutional Development Project," Sudip Mozumder, a New Delhi-based spokesman for the bank, told Reuters.&nbsp;

"The World Bank’s Board of Executive Directors has been informed that the proposed project is no longer under preparation following the government’s decision."&nbsp;

AIIB spokeswoman Laurel Ostfield told Reuters in Beijing that it was aware the World Bank has dropped the project from its investment pipeline.

"Our investment committee will be discussing our involvement in the project early next week," he said.&nbsp;

Dr P Lakshmi Narasimham, the commissioner of the Andhra Pradesh Capital Region Development Authority, the state body overseeing construction of the city, declined to comment on the implications of the funding withdrawal.&nbsp;

The Amaravati project, built on greenfield land on the banks of the sacred Krishna River, has been beset by accusations from activist groups of corruption and environmental damage. The state government has denied the accusations.

Andhra Pradesh was split in two in 2014, with the new state of Telangana containing the historic capital, Hyderabad, though both states agreed to share it for 10 years.

Andhra Pradesh Finance Minister Buggana Rajendranath Reddy has introduced the state Budget for 2019-20 with an outlay of Rs 227,975 crore with a focus on housing, agriculture, education, and human capital development.

While Reddy introduced the Budget in the state legislative assembly, Revenue Minister Pilli Subhash Chandra Bose introduced the same in the&nbsp; 
legislative council.

The Budget has allocated Rs 9,786 crore to the housing sector. While the PMAY (urban) will get Rs 5,000 crore, PMAY-YSR weaker sections housing scheme has been allocated Rs 1,280 crore and YSR urban housing scheme Rs 1,000 crore.

The Budget allocates Rs 8,750 crore for YSR Rytu Bharosa scheme, which will benefit 64.06 lakh farmers, including 15.36 lakh tenant farmers.

The Budget allocates an amount of Rs 15,000 crore for the welfare and development of Scheduled Castes (SCs) and Rs 4,988 crore for scheduled tribes (STs).

A sum of Rs 4,560 crore has been allocated for YSR Nine Hours Free Power Supply while the Market Stabilisation Fund has got Rs 3,000 crore.

The Jagan Anna Amma Odi scheme has been allocated Rs 6,456 crore, infrastructure development in schools Rs 1,500 crore, Natural Calamities Fund Rs 2,002 crore and YSR-PM Fasal Bima Yojana Rs 1,163 crore.

For the mid-day meal scheme, Rs 1,077 crore has been allocated while a sum of Rs 1,500 crore has been earmarked for infrastructure development in hospitals.

A sum of Rs 3,000 crore has been allocated for subsidising rice under the public distribution system. For the development of the capital city of Amaravati, the state government has proposed to allocate Rs 500 crore in the Budget.

The estimated revenue deficit is about Rs 1,778 crore and the fiscal deficit is estimated at Rs 35,260 crore.

Echoing similar concern, Patnaik urged Modi to intervene in the matter and give directions to "stop" the construction work of the project.&nbsp;

"I would earnestly request you to kindly intervene in the matter and give appropriate direction to stop the construction work of the Polavaram Project immediately until all the pending issues are resolved," the letter read.

&nbsp;Patnaik`s government has been opposing the project for its design which could pose danger for Odisha.&nbsp;

"Once the project is completed there will be impounding of the reservoir and it may not be possible to change the design and operating parameters of the project thereafter," he said.

Urging the centre to wait for a final resolution of the dispute, the Chief Minister wrote, "I would like to reiterate that if the construction work on Polavaram Project is not stopped forthwith, it will have immense adverse impacts on people living in the tribal district of Malkangiri in Odisha. The submergence of the large extent of forest area would be of irreversible consequences".

The Chief Minister also pointed out that Odisha's pleas were ignored on the matter and public hearing on the project has not been held till date.&nbsp;

Stating that the issue can be avoided if an opportunity is given for a final resolution pending before the Supreme Court, he said; "Polavaram project can be reformulated as per the Godavari Water Dispute Tribunal award without causing large scale submergence in Odisha, Telangana and Chhattisgarh".

Polavaram Project is an under-construction multi-purpose national project on the Godavari River in Andhra Pradesh. It is designed to overcome the deficit in water in the country. The project is entirely funded by the Centre and is also known as National River-Linking Project.

"We expect monsoon to enter Telangana after 16 June, the same for Andhra. It will enter this region after 2-3 days. In south coastal Andhra, we have given heatwave warning for 3 days and in Telangana for 2 days. Monsoon is expected to be normal," Mukund Rao, Meteorologist at IMD Hyderabad said on Friday.

The IMD had earlier predicted that the monsoon would arrive by June 12 but with Cyclone Vayu draining away all the moisture, the monsoon got delayed further resulting in a rise in temperature across the state (Hyderabad).

"On Friday, the temperature in most of the places was recorded between 37 to 42 degrees Celsius," he added.

The IMD on Sunday said that thunderstorm accompanied by hail and lightning (30-40 kmph) at isolated places are very likely over Coastal Andhra Pradesh, Vidarbha and Chhattisgarh today.

Reddy also said he would raise the demand in the first meeting of the governing council of the NITI Aayog, to be chaired by Prime Minister Narendra Modi, Saturday.

"I met Home Minister to try and prevail upon him and also soften PM's heart on special category status...," Reddy told reporters after an hour-long meeting with Shah.

The YSR Congress Party (YSRCP) chief also urged the Centre to fulfil all commitments made under the Andhra Pradesh Reorganisation Act.

Reddy, just before swearing in as chief minister, had met both Modi and Shah on the special category status issue. He had said his party could only request the BJP-led central government and not "demand or command".

"Today, we might not get it (special category status). We have to be at somebody's mercy but I will remind him (Modi) again and again and someday things will change," Reddy had told the media after his first meeting with Modi.

Asked if the post of deputy speaker in Lok Sabha was offered to YSRCP, Reddy said, "Please don't speculate on all these things. First of all, there is no offer... We have not asked and we have not spoken. And neither any such proposal has come from any quarter. As of now, there is no conversation or talk on that."

YSRCP won 22 parliamentary seats in the 17th Lok Sabha elections and also swept the assembly polls. The party's parliamentary board meeting is likely to be held on Saturday.&nbsp;
