The US could reduce troops station by 8-9 thousand in Afghanistan. Sources in Pakistan have told WION that proposal was discussed by the special representative for Afghanistan, Zalmay Khalilzad.

US could reduce troops by 8-9 thousand in Afghanistan

<a href="https://www.wionews.com/world/sri-lanka-president-vetoes-military-deal-with-washington-that-allows-us-troops-free-access-to-islands-ports-233571">Washington</a> is hoping for a breakthrough as talks between the US and the Taliban resumed in Doha on Saturday in a bid to end 18 years of war in Afghanistan.

The US, which invaded Afghanistan and toppled the Taliban in 2001, wants to withdraw thousands of troops but only in return for the insurgent group renouncing Al-Qaeda and curbing attacks.&nbsp;

Washington is hoping to strike a peace deal with the Taliban by September 1 ahead of Afghan polls due the same month, and US presidential polls due in 2020.

US President Donald Trump told reporters at the White House on Friday that "we've made a lot of progress. We're talking".&nbsp;

A coalition led by Washington ousted the Taliban accusing it of harboring <a href="https://www.wionews.com/world/al-qaeda-attack-kills-19-soldiers-in-south-yemen-security-officials-240119">Al-Qaeda </a>jihadists who claimed the September 11, 2001 attacks against the US that killed almost 3,000 people.

"We are pursuing a peace agreement not a withdrawal agreement, a peace agreement that enables withdrawal," US envoy for Afghanistan Zalmay Khalilzad tweeted on Friday as he arrived in Doha after talks with Pakistani Prime Minister Imran Khan in Islamabad.

"Our presence in Afghanistan is conditions-based, and any withdrawal will be conditions based."

In another sign of progress, the Afghan government has formed a negotiating team for separate peace talks with the Taliban, that diplomats hope could be held as early as later this month.

The Washington Post reported Thursday that an initial deal to end the war would see the US forces in Afghanistan reduced to as low as 8,000 from the current level of around 14,000.

In exchange, the Taliban would abide by a ceasefire and renounce Al-Qaeda, the Post reported, citing US officials.

The proposed agreement would also require the Taliban to broker a separate peace deal with the Afghan government, with which it has so far refused to speak, Fox News reported.

However, an Afghan official hinted last week that the government of President Ashraf Ghani was preparing for direct talks with the Taliban, the details of which have yet to be announced.

Council on Foreign Relations counter terrorism expert Bruce Hoffman said that he doubted the Taliban would ever renounce Al-Qaeda potentially hindering any deal.

- 'Cruel and oppressive' -
"I believe that the Taliban and Al-Qaeda will remain joined at the hip," he told AFP, questioning the sense of "believing the word of terrorist organizations".

"The Taliban can negotiate with the United States," he added but suggested that the Taliban would be unlikely to break their personal pledges to Al-Qaeda.

"It means that Al-Qaeda was going to continue fighting, counting on that once the US left Afghanistan it (the US) wasn't going to come back.&nbsp;

"Al-Qaeda and the Taliban would have free rein. It's not a far fetched assumption."

The thorny issues of power-sharing with the Taliban, the role of regional powers including Pakistan and India, and the fate of Ghani's administration also remain unresolved.

The latest US Taliban encounter follows last month's talks between influential Afghans and the Taliban which agreed a "roadmap for peace" but stopped short of calling for a ceasefire.

That gathering, also in Doha, called for a monitored peace process, the return of internally displaced people to their homes and non-interference by regional powers in Afghanistan.

"Assuring women rights in political, social, economic, educational, cultural affairs as per (and) within the Islamic framework of Islamic values," also featured in the joint text.

Younger Afghans, whose lives have been overshadowed by almost two decades of war, are skeptical any deal will bring peace.

"We cannot trust the Taliban and their commitments because they were cruel and oppressive in their regime," said Abdul Jamil Qureshi, a 23 year old psychology student at Kabul University.

Apparently believing they have the upper hand in the war, the Taliban have kept up attacks even while talking to the United States and agreeing to the Afghan dialogue.

The United Nations said Saturday that civilian casualty rates across Afghanistan jumped back to record levels last month, following a dip earlier in the year.

More than 1,500 civilians were killed or wounded in the conflict in July, the highest monthly toll so far in 2019 and the deadliest single month since May 2017.

On Wednesday, at least 34 people were killed in western Afghanistan when their bus hit a roadside bomb blamed by officials on the Taliban.

Most of the dead were women and children.

US eyes breakthrough in the push for peace with Taliban

The <a href="https://www.wionews.com/opinions/us-taliban-peace-talks-the-only-losers-in-the-settlement-will-be-afghans-236552">Taliban</a> have indicated that they are willing to sign the peace agreement, US Special Representative for Peace in Afghanistan <a href="https://www.wionews.com/south-asia/zalmay-khalilzad-to-visit-afghanistan-to-finalise-us-taliban-peace-deal-possibly-by-september-1-237275">Zalmay Khalilzad</a> said on Friday.

"The Taliban are signaling they would like to conclude an agreement. We are ready for a good agreement", Khalilzad wrote on Twitter.

The Ambassador arrived in Qatar`s capital city of Doha earlier in the day for a crucial round of peace negotiations between the US and the Taliban aimed at ending the 18 year long war in Afghanistan.

The two sides are getting closer to a deal centered around the latter`s promise to withdraw its troops from the war torn country, in exchange for the guarantee by the former that the Afghan soil, particularly the areas under the Taliban`s control, would not become a platform for transnational terrorism.

In a separate tweet, Khalilzad said that the US sees the deal as a "peace agreement" and the withdrawal of its troops would be "conditions based".

"Just got to #Doha to resume talks with the Taliban. We are pursuing a #peace agreement not a withdrawal agreement; a peace agreement that enables withdrawal. Our presence in #Afghanistan is conditions-based, and any withdrawal will be conditions-based," Khalilzad wrote.

Suhail Shaheen, the spokesperson for the Taliban's political office in Qatar, had recently told the Voice of America that they are hopeful of reaching an agreement with the United States during the upcoming talks.

Shaheen added that the Taliban negotiators have done their part and it is now up to the American side whether they have "made up their mind" and take the next step of winding up the dialogue process.

Understandably, once the agreement between the US and the Taliban is inked, it will require the latter to immediately enter into negotiations with Afghan stakeholders.

It may be noted that the Taliban, so far, have consistently refused to hold direct talks with President Ashraf Ghani's government, denouncing it as a puppet administration.&nbsp;

Taliban indicated a willingness to strike a peace deal: Zalmay Khalilzad

Time and again the world seemed divided on the Kashmir issue. <a href="https://www.wionews.com/world/pm-modi-imran-are-fantastic-people-if-they-want-i-can-intervene-in-kashmir-issue-trump-240059">While some world leaders delved into the matter</a>, many steered clear of the issue. &nbsp;

Trump spoke on the issue and so did his predecessor Obama. But each time India responded predictably, maintaining that <a href="https://www.wionews.com/india-news/conveyed-to-america-in-clear-terms-that-discussion-on-kashmir-only-with-pakistan-s-jaishankar-240082">Kashmir is a bilateral issue</a> with Pakistan which requires no mediation from any third party and that the Simla and the Lahore pacts with the neighbouring South Asian nation are in place for bilateral talks. &nbsp;

Like Trump, Obama too could not resist wading into the <a href="https://www.wionews.com/india-news/pakistans-attempts-are-being-thwarted-no-one-will-be-allowed-to-disrupt-peace-in-jammu-and-kashmir-indian-army-240171">Kashmir controversy</a>. And again like Trump, Obama too linked the situation in Afghanistan to the resolution of the Kashmir issue.

In an interview, almost a decade back in 2008, former US President Barack Obama had said that “the most important thing we’re going to have to do with respect to Afghanistan is actually a deal with Pakistan... We should probably try to facilitate a better understanding between Pakistan and India and try to resolve the Kashmir crisis so that they can stay focused not on India but on the situation with those militants."

After Obama became the US president, he once again invoked the Kashmir issue.&nbsp;

At a joint news conference with then Indian Prime Minister Manmohan Singh in November 2010, Obama said that Washington would be happy to play a role to improve India-Pakistan relations.

Obama qualified it by saying that the US cannot impose a solution.

Singh, however, was quick to point out that the US cannot simultaneously be talking and at the same time the terror machine in Pakistan remains as active as ever.

Other world leaders too had attempted to intervene in the South Asian situation, only to eventually fall in line.&nbsp;

For instance, the United Kingdom had acknowledged that the bilateral dialogue, in accordance with the Simla agreement and reiterated in the Lahore declaration, is the only way to address all bilateral issues between India and Pakistan, including the issue of Kashmir.&nbsp;

In January 2018, United Nations chief Antonio Guterres ruled out mediation to resolve the Kashmir issue, unless all parties agree to it.

Guterres asked India and Pakistan to address their outstanding issues through talks amidst heightened tensions along the border.

From Trump to Obama, world leaders and their stance on Kashmir issue

With momentum apparently building for a breakthrough in talks between Washington and the Taliban, younger Afghans whose lives have been overshadowed by nearly 18 years of war are sceptical any deal will bring them peace.

Instead many fear that the US, in its haste to exit its longest war, is pushing for a deal that will see the insurgents regaining some level of power in Kabul.&nbsp;

"We cannot trust the Taliban and their commitments because they were cruel and oppressive in their regime," said Abdul Jamil Qureshi, a 23-year-old psychology student at Kabul University.

"We are worried for the lives of women and girls who have fought hard for their rights following the fall of the Taliban."

Zalmay Khalilzad, the US special envoy leading America's push for peace with its longtime adversary, is expected to meet the Taliban in Doha this weekend for the latest in a months-long series of talks, with expectations high.

A peace deal between the US and the Taliban would be built around the premise that America and other foreign forces would slash their Afghanistan presence.

No numbers have been announced, but The Washington Post reported Thursday that an initial deal to end the war could see US troop numbers fall to as low as 8,000 from their current level of around 14,000.

In return, the Taliban would vow to prevent Afghanistan being used as a safe haven for various terror groups including Al-Qaeda, which conducted the September 11, 2001 attacks that triggered the US-led invasion.

Abdul Hadi, 32, who runs a stall selling energy drinks and cigarettes in the capital, worried what would happen to the Afghan army if their American benefactors and trainers leave.&nbsp;

"The withdrawal of US troops from Afghanistan is not the solution, because the Afghan forces are not prepared to tackle Taliban and Daesh fighters in the country," he said, using an alternate name for the Islamic State group.

'Want to be free'&nbsp;

Afghan forces have suffered devastating casualties -- in the tens of thousands -- since they assumed responsibility for their country's security at the end of 2014.&nbsp;

Even after years of training and equipping by foreign experts, many units remain beset with corruption and desertions.

Ahmad Jawed, 25, another Kabul University student, said he saw America as "running away" and ceding Afghanistan to the Taliban, throwing into doubt any number of hard-won gains for ordinary Afghans.

"They are seeking a monopoly of power that is unacceptable for us," Jawed said.&nbsp;

"This is not Afghanistan of the '90s. We live in the 21st century. We do not trust the Taliban and their commitments."

But Abdullah, a 20-year-old who like many Afghans uses only one name, said he would welcome a deal if it leads to durable peace.

"We&nbsp;do not have a military solution for our country, the talks are the only way we can resolve the issues in Afghanistan," said Abdullah, who works for a private firm in Kabul.

We want to be "free from foreign countries' interference. If the Taliban do not oppose women working and the education of girls and leave them to be the way they are now, we will be happy to have them in Afghan society."

Mohammad Ashraf, 27, a Kabul taxi driver said all he wanted was an end to Afghanistan's raging violence.

"We don't care if the Taliban comes or not, we only want peace and security. That is all we want," Ashraf said.

There has been a sharp drop in the size of <a href="https://www.wionews.com/south-asia/us-peace-envoy-for-afghanistan-set-to-resume-talks-with-taliban-sources-239765">Afghanistan</a>`s National Defense Security Forces in the past few months due to changes in the way<a href="https://www.wionews.com/south-asia/us-soldier-killed-in-action-in-afghanistan-169758"> troops </a>are counted and an effort to reduce the number of so-called "ghost" soldiers, a US government watchdog said on Thursday.&nbsp;

The Special Inspector General for Afghanistan Reconstruction (SIGAR) said in a report that ANDSF personnel size had gone down by nearly 10 percentage points in the most recent quarter compared to the previous trimester.&nbsp;

The number of ANDSF troops fell by nearly 42,000 compared to roughly the same period, between April and the end of June last year, the report said.

The disclosure comes as Washington attempts to clinch a framework peace agreement with Taliban insurgents that is expected to include a timeline for withdrawing US troops, which now number about 14,000 in Afghanistan.&nbsp;

Some 9,000 of those forces are involved with training, advising and assisting Afghan security forces. US officials have long expressed concerns about the strength and capability of the Afghan forces, especially without adequate international support.

SIGAR, citing information from the US-led coalition, said the decline in Afghan force levels owed to a move by the ANDSF to switch their reporting of personnel strength to the number of biometrically validated forces, rather than just the number reported on-hand by officials in the field.&nbsp;

"The change was part of an effort by the United States and its partners to reduce opportunities for corrupt ANDSF officials to report `ghost` (nonexistent) soldiers and police on personnel rolls in order to pocket the salaries," the report said.&nbsp;

Al-Qaeda's post-Osama strategy: Hamza bin Laden's 'voice' used to blunt Islamic State

The US media on Wednesday cited American officials and announced the <a href="https://www.wionews.com/photos/al-qaidas-post-osama-strategy-humza-bin-ladens-voice-used-to-blunt-islamic-state-239867">death of Osama bin Laden's son Hamza&nbsp;bin Laden</a>.

The fifteenth child of Osama bin Laden's 20 children, Hamza&nbsp;provided a younger voice for the group whose ageing leaders have struggled to "inspire" terrorists around the world galvanised by Islamic State, according to analysts.

Here's taking a look at the life and times of Hamza's father Osama bin Laden.

Born in a prosperous family

Osama bin Mohammed bin Awad bin Laden was born in Riyadh, Saudi Arabia in 1957 in a prosperous family.

He was the seventh of the 50 children born to Muhammad bin Laden and the only son born to his mother Alia Ghanem.

After her split with Mohammad Awad bin Laden, Osama's mother took him and lived with her new husband. Osama, therefore, spent most of his childhood with his step-siblings.
&nbsp;
He attended the most prestigious school of Jedda, Al Thagher Model School. At 14, he emerged as an outstanding student in his school.

Due to his brilliant performance in studies, Osama was invited to join a small Islamic study group. He attended the Islamic group along with several other boys from imminent Jedda family.

According to reports, it was this&nbsp;place&nbsp;which first sowed the seeds of violent jihad in Osama. During this period Laden grew untrimmed beards and imitated Prophet's dress.

US hailed Osama bin Laden, called him&nbsp;Freedom Fighter

Osama who laid the plot for the deadly 9/11 attack on the World Trade Centre was once referred to as "Freedom Fighter" by the United States in 1989.

The event traces back to the Soviet Union's invasion in Afghanistan. Osama who believed it was his duty as a Muslim to help the country, moved to Afghanistan from Saudi Arabia and joined the Afghan forces in 1979.

He also trained mujahideen, a group of Islamic jihadists here.

After the Soviets withdrew from the country in 1989, Osama returned to Saudi Arabia as a hero and the United States referred to him as "Freedom Fighters".

Stripped off his citizenship

The once-celebrated Osama bin Laden was sent out of his country in 1992.

During the Persian Gulf War, Osama&nbsp;was provoked by the US occupation of Saudi Arabia and entered into conflict with the government charging them of corruption. He also publicly denounced the Saudi government's reliance on American troops. Eventually, he ended up going to an exile in Sudan in 1992.

By 1993, Osama bin Laden had formed a secret group called Al-Qaeda. The group comprising of militant Muslims aimed at taking up jihadist cause across the world.

Over the years Al-Qaeda organised several global attacks. Due to his continuous involvement in extremist jihadist, Saudi Arabia stripped off his citizenship in 1994 and also confiscated his passport. Osama was also disowned by his family.&nbsp;

His war against the US increased over the years. In 1996, he detonated bombs against US-occupied forces in Saudi Arabia. The group continued to organise several attacks against the US in the next few years.&nbsp;

War against humanity

Due to the rising war against humanity, Sudan also exiled him in 1996. Thereafter Osama took refuge in Afghanistan where he received aid and protection from country's militant group Taliban. After his engagement with the Taliban, Osama declared a holy war against the US.

After the attack, Osama went into hiding for over 10 years. A decade after the attack, the then US President Barack Obama announced on May 2, 2011, about the killing of Osama in Pakistan's Abbottabad.

The US media on Wednesday cited American officials and announced the death of Osama bin Laden's son Hamza bin Laden. The fifteenth child of Osama bin Laden's 20 children, Hamza provided a younger voice for the group whose ageing leaders have struggled to "inspire" terrorists around the world galvanised by Islamic State, according to analysts. Here's taking a look at the life and times of Hamza's father Osama bin Laden. Born in a prosperous family Osama bin Mohammed bin Awad bin Laden was born in Riyadh, Saudi Arabia in 1957 in a prosperous family. According to reports, it was this place which first sowed the seeds of violent jihad in Osama. During this period Laden grew untrimmed beards and imitated Prophet's dress. US hailed Osama bin Laden, called him Freedom Fighter Osama who laid the plot for the deadly 9/11 attack on the World Trade Centre was once referred to as "Freedom Fighter" by the United States in 1989. Stripped off his citizenship The once-celebrated Osama bin Laden was sent out of his country in 1992. During the Persian Gulf War, Osama was provoked by the US occupation of Saudi Arabia and entered into conflict with the government charging them of corruption. Over the years Al-Qaeda organised several global attacks. Due to his continuous involvement in extremist jihadist, Saudi Arabia stripped off his citizenship in 1994 and also confiscated his passport. Osama was also disowned by his family. His war against the US increased over the years. In 1996, he detonated bombs against US-occupied forces in Saudi Arabia. The group continued to organise several attacks against the US in the next few years. War against humanity Due to the rising war against humanity, Sudan also exiled him in 1996. Thereafter Osama took refuge in Afghanistan where he received aid and protection from country's militant group Taliban. After his engagement with the Taliban, Osama declared a holy war against the US. Osama bin Laden led group conducted one of the most deadly attacks on the US on September 11, 2001. An explosion on Wednesday hit a bus travelling on a highway between two key cities in western Afghanistan, killing at least 34 passengers, including children, and injuring 17, officials said.

Security has been deteriorating across Afghanistan, with the Taliban and Islamic State fighters mounting near-daily attacks on Afghan forces, government employees and civilians.

The blast on the highway linking the provincial capitals of Herat and Kandahar took place in the Ab Khorma area of Farah province, said provincial police spokesman Mohibullah Mohib.

"The bomb was freshly planted by the Taliban insurgents to target Afghan and foreign security forces," he said.

Taliban officials were not immediately available to comment on the statement and there was no immediate claim of responsibility for the attack.

Government and aid officials say the numbers of those being killed and maimed is rising because of explosives newly planted by the Taliban, who now control more territory than at any point since their ouster nearly 18 years ago.

Wednesday`s blast comes ahead of presidential elections next month, when US officials and Taliban representatives are also due to resume talks to agree a timetable for the withdrawal of foreign forces in exchange for security guarantees.

Bakistani was a highly trained Pakistani terrorist, who radicalised several Indian youths.

The news of Muhammad Muhasin`s death was communicated to his family in Kerala via a WhatsApp message from an unidentified number from Afghanistan.

The text in the Malayalam language said, "Your brother was seeking martyrdom. Allah has fulfilled his wish as per his aspiration. He was martyred 10 days ago in a drone attack by the American forces".

"Please do not reveal this to the police, otherwise they will come to your home and start bothering you. Your brother doesn`t want this", the message read.

Several people from the state, both men and women, have joined ISIS over the last few years. According to government data, accessed by ANI, the majority of people who have joined ISIS from Kerala are from the Kannur city of the state.

As on June 15, nearly 40 people including eight women, from Kannur, have joined the ISIS.

The data further reveals that over the last few years 98 people from Kerala joined the Islamic State, out of which 38 were killed and 60 are still alive and fighting for the terrorist organisation.

Besides Kannur, some misguided people from Kasaragod, Kozhikode, Malappuram, Palakkad, Eranakulam and Thrissur have joined ISIS.

A majority of them were influenced by ISIS through social media. According to sources, most of the pro-ISIS accounts of Malayalee groups are operated from the Gulf countries.&nbsp;

These groups specifically target Muslims from Kerala. The ISIS, which has made inroads in southern India, could potentially extend support to several radical groups like it did in Sri Lanka.

Afghanistan highway blast kills at least 35 on bus, injures 27

At least 3,812 Afghan civilians were killed or wounded in the first half of 2019 in the war against Islamist militant groups, including a large increase in the number of casualties caused by <a href="https://www.wionews.com/south-asia/donald-trump-wants-troop-withdrawal-in-afghan-before-2020-election-us-state-secretary-mike-pompeo-239310">government and NATO-led troops</a>, a UN&nbsp;report said on Tuesday.

The latest casualty figures were released as talks between the Taliban and U.S officials to end the 18-year Afghan war entered an important stage, with US&nbsp;negotiators aiming to reach a peace deal before Septemper&nbsp;1.

However, the war has raged on despite such diplomatic efforts, forcing civilians to live under the constant threat of being targeted by militants or being caught up in ground fighting, or becoming inadvertent victims of air strikes by Afghan government and NATO-led forces.

The UN Assistance Mission in Afghanistan (UNAMA) said in its latest report ground <a href="https://www.wionews.com/south-asia/afghanistan-death-toll-rises-to-20-in-kabul-suicide-attack-239144">raids and clashes </a>caused the most civilian casualties, followed by the use of homemade bombs and air strikes.

Taliban and Islamic State fighters killed 531 Afghans and wounded 1,437 between Jan. 1 and June 30. The hardline Islamist groups deliberately targeted 985 civilians, including government officials, tribal elders, aid workers, and religious scholars, the UNAMA report said.

It said pro-government forces killed 717 Afghans and wounded 680 in the six months to June 30, a 31 per cent&nbsp;increase from the corresponding period in 2018.

At least 144 women and 327 children were killed and more than 1,000 wounded across the country.

Air strikes caused 519 civilian casualties, 150 of whom were children.

"Parties to the conflict may give differing explanations for recent trends, each designed to justify their own military tactics," UNAMA human rights chief Richard Bennett said.

"The fact remains that only a determined effort to avoid civilian harm, not just by abiding by international humanitarian law but also by reducing the intensity of the fighting, will decrease the suffering of civilian Afghans," he said.

The United States and other NATO troops are stationed in Afghanistan as part of a mission to train, assist and advise Afghan forces and to carry out counter-terrorism operations.

"The government has not paid attention to the candidates' security," said Qadir Shah, the spokesman for Hanif Atmar, one of the top contenders looking to stop Ghani securing a second term at September 28 elections.

Shah told AFP that he and 12 other candidates had delayed plans to launch their campaigns, primarily over security concerns but also because they see Ghani as using his office for an unfair advantage.

Mohammad Hakim Torsan, considered a long-shot candidate, said his supporters worry about a repeat of the kind of violence that marred previous polls when insurgents launched frequent attacks.

"Most of the candidates are worried about the security, but they still have to campaign. The government must provide security for us and the people," Torsan said.

Interior ministry spokesman Nasrat Rahimi said security forces had been preparing for the elections for eight months and taken "serious measures" to protect candidates, including the provision of armoured vehicles.

No group has claimed responsibility for Sunday's attack.

Afghan presidential candidates fear for safety after Sunday attack

Afghanistan's President Ashraf Ghani formally launched his re-election campaign on Sunday (July 28), stressing peace and good governance as his top priorities. Addressing supporters at a large gathering in Kabul, Ghani outlined his aims to improve security, implement the rule of law, improve transport infrastructure, hospitals and mosques if he were to serve for another five years. Several former officials and politicians, including former warlord Gulbuddin Hekmatyar, are lining up to challenge Ghani who formed a unity government with his main rival Abdullah Abdullah after a bitterly disputed 2014 election marred by concerns over voter fraud. The presidential election, scheduled for September 28, has been postponed twice due to a lack of preparation and could be overshadowed by ongoing peace efforts with the Taliban.
