The US President Donald Trump will soon be announcing the withdrawal of American troops from Iraq and Afghanistan.

An official has said that an official announcement for Iraq is expected by the end of Wednesday, and the news for Afghanistan will follow soon after.

The decision has been taken after Trump met with the Iraqi Prime Minister Mustafa al-Kadhemi in August and decided to pull back troops from Iraq. However, Trump had not issued a timeline for the same to the Iraqi Prime Minister.

The meeting's main agenda and the reason behind this pull back of the American troops was an increase in the attacks aimed at American targets by pro-Iranian fighters. The Iraqi government was also facing pressure domestically to ask the American troops to leave the country.

The US military withdrew from Iraq in late 2011, leaving a small mission attached to the US embassy. However, an additional unit was deployed a few years later to provide aid to the Iraqi forces in their war against Islamic State

In Afghanistan, the US currently has 8,600 soldiers in accordance with a bilateral agreement signed in February between Washington and the Taliban.

As per the initial plans drawn in August this year, Trump plans to bring down the number of US troops in Afgahnistan to less than 5,000. The decision is being seen as a huge help in promoting the inter-Afghan peace talks.

Trump had earlier, in an interview, suggested that he plans to bring down the number of American troops to nearly 4,000 in time for the US Presidential elections scheduled on November 03, in which Trump will be running against Joe Biden.

Under the US-Taliban deal, all foreign troops must leave the country by the spring of 2021, in exchange for security commitments from the militants.

The Taliban's negotiating team has arrived in Qatar, a spokesman said Saturday, in a sign that long-delayed peace talks with the Afghan government are inching closer to starting.

A date for the talks, to be hosted in Doha, has not been set but the warring sides have this week made signals that negotiations could launch soon, including efforts to wrap up a drawn out prisoner exchange.

"All members of our negotiating team have arrived in Doha. The talks will begin once some small technical issues are resolved," Taliban spokesman Suhail Shaheen told AFP.

The Taliban team had recently been in Pakistan discussing the peace process with the government in Islamabad.

Qatar authorities have been imposing a seven day quarantine period on all arrivals to the country, but have made exemptions for some delegations who undergo regular testing.

The Afghan government's negotiating team remained in Kabul on Saturday, but a logistics team landed in Doha earlier this week.

Faraidoon Khawzoon, a spokesman for the Afghan government's reconciliation council, said its negotiating team was ready for talks.

"The release of the prisoners is completed and there is no excuse for delaying the talks," he tweeted.

"But the Taliban don't seem to be ready for the talks. We expect the Taliban to get ready and start the negotiations."

The talks were initially due to begin in March as set out in a deal between the United States and the Taliban in February, from which Kabul was excluded.

But disagreements over ongoing violence and the prisoner swap have seen the start repeatedly pushed back.

Near-record violence in Afghanistan in the last few weeks creates an atmosphere of mistrust and risks derailing the peace negotiations set to begin soon between the Afghan government and the Taliban, according to a top UN official in the war-ravaged country.

The planned negotiations stem from a landmark pact the US signed with the Taliban in February to promote a peaceful settlement to the Afghan war, the longest overseas military intervention by the American military.

"As I speak, Afghans representing the Islamic Republic of Afghanistan are preparing to sit with other Afghans representing the Taliban to discuss, at long last, a political settlement to the conflict. This is truly a historic moment," Deborah Lyons, the UN Secretary-General's Special Representative for Afghanistan, said in a briefing to the UN Security Council on Thursday.

"After four decades of war, the people of Afghanistan have more reason than ever to hope that this devastating conflict, which has brought so much suffering, may finally come to an end,? Lyons, also the Head of the UN Assistance Mission in Afghanistan (UNAMA), said.

She, however, warned that this will be a long and challenging process and already, the pre-talks phase has raised difficult issues related to prisoner releases, which have taken five months to resolve.

Eventually the negotiations will have to tackle a range of profound questions about the kind of country Afghans want. These can only be addressed by Afghans talking with other Afghans. Solutions will not be found on the battlefield, we know this, nor can they be imposed from the outside,? she said.

Lyons cautioned that despite the air of cautious optimism, the level of violence on the battlefield remains deeply worrying and the last few weeks have seen near-record numbers of security incidents, including egregious attacks by spoilers targeting civilians involved in the peace process.

"We must keep in mind the terrible consequences of this violence. The conflict continues to kill and injure hundreds of Afghans every week. And as we look towards the peace talks this violence also creates an atmosphere of mistrust that risks derailing negotiations," she said.

With the negotiations, hosted by Qatar, set to launch soon, she exhorted parties to place a humanitarian ceasefire atop the agenda, and pressed all countries to amplify this call.

"The coming days will hopefully bring the formal launch of intra-Afghan negotiations. I said the coming days, not the coming weeks," she said thanking member states, including Qatar and the United States as well as many others who have engaged in intensive diplomatic efforts to get us to this point.

For our part, the UN will be working with international partners to support both parties and the host countries throughout the process.

She added that a peace process, and even a peace agreement, does not peace make.

All of us must do our part to create a conducive environment for peace talks. In parallel, we must ensure that the ground is prepared for peace to flourish once an agreement is reached, she said.

"Women's rights are also emerging as among the most difficult issues confronting the parties as they enter negotiations and one around which any compromises will pose a difficult dilemma for member states," she said.

This issue will be more central in the Afghan peace process than we have ever seen in any other peace negotiation in recent memory, she added.

Lyons said she has initiated a series of meetings with a countrywide network of Afghan women on the peace process, which is giving the UN important insights into their concerns, as well as possible avenues for greater engagement.

But we all know that it is women's representation at the peace table that offers the best opportunity to ensure that their own rights are upheld, and that their vision for elements of a peaceful Afghanistan is reflected in all aspects of the talks, she said.

Lyons commended the women members of the Afghan negotiating team and other peace structures for their energetic outreach and substantive preparations for intra-Afghan talks.

"As of this moment, we are not yet aware of any women's representation on the Taliban side, but we remain hopeful that they, too, will find a way of meaningfully including women, the other 50 per cent of the population, in their negotiation team," she said.

Near-record violence risks derailing peace negotiations between Afghan govt, Taliban: top UN official

Afghanistan has been living under the shadow of war for 18 years now. For the women of Afghanistan, these 18 years have been a nightmare. Their plight has been largely hidden away due to the repressive social norms.

While no one knows when peace will return to Afghanistan, the women have secured a major victory as the Afghan government has announced that the name of the mother will now be printed on every identity card in Afghanistan.

In most countries around the world, one's mother's name will be part of the government records, and any form without mother's name is considered incomplete. However, in Afghanistan, sharing your mother's name is considered a matter of shame.

After a relentless campaign, the women in Afghanistan have registered a small victory. Afghan citizens will soon have the names of their mother printed along with their father. It will appear on Afghanistan's national identification card.

For three years now, #WhereIsMyName has been amplifying the voices of women. It's a significant effort in a country like Afghanistan where even using a woman's name in public is frowned upon. So much so, many consider it an insult — enough to trigger violence.

Afghanistan wasn't always so misogynistic. In the 1960s and early 70s, it had a very progressive outlook. Women could pursue an education, get a job and even vote in an election. However, all of this changed with the rise of the Taliban.

However, the threat from the Taliban is persistent. By November 2019, nearly 6,500 cases of violence against women were recorded.

With the United States chasing a peace deal in Afghanistan, women fear that their voices will be left out. At this time of uncertainty, the decision to add names of mothers on government identification is a boost for women rights.

Taliban's defeat: Mother's name to be added in Afghanistan's nation ID cards

Afghanistan government's cabinet committee okayed inclusion of mother's name on national identity cards of the country that is battling the deep-rooted misogyny in its society. Afghan cabinet's legal committee has made a proposal to amend the census law so that mother's name can be included in the national identity card of a person.

The proposal needs approval from the Afghan Parliament and assent of Afghan President, it is expected that these steps will not take much time.

Patriarchal set up still defines Afghan society and women are almost always represented with respect to men in thge family. The thought runs so deep that even graves of women has her identity described in relation with men in the family.

Although nod by Afghan cabinet committee is a small step in the right direction, fate of women's rights is coming in question as power sharing deals go on between the Afghan Government and Taliban.

During Taliban rule, unimaginable limitations were imposed on women in all areas of life, Be it personal, social, marital or any conduct, women in Afghanistan were forced to adhere to draconian edicts defined by teh Taliban. Those found 'flouting' rules were subjeted to horrific punishments that even included public executions.

Afghan negotiators and senior officials were set to fly to Doha on Thursday ahead of planned peace talks with the Taliban, after coming to a compromise over the release of prisoners that was holding up the talks, diplomatic and government sources said.

All but seven of the 5,000 prisoners whose release the Taliban demanded have been freed, a source in the government-appointed peace council and a diplomatic source in Kabul said. Both the government and the Taliban declined comment.

It was not immediately clear when the talks would start, but a government source said they could begin as soon as Saturday.

Mohammad Masoom Stanekzai, the chief of the government-mandated negotiation team, said in a tweet that his group would "soon" start peace talks.

The United States-brokered negotiations have been stalled for months as the Taliban demanded the release of 5,000 of its prisoners as a pre-condition.

The release of the final batch of 400 prisoners has been debated for weeks since the government blamed them for some of the worst violence in the country. They included a small number of prisoners whose release was objected to by Western powers, including France and Australia, due to their involvement in attacks on foreign forces.

The plan was for the seven remaining prisoners to be transferred to Doha where they would be kept under supervision, five sources told Reuters.

"These seven prisoners were members of the Afghan National Security Forces who were arrested on charges of `green on blue` attacks. They will be shifted to Doha," said an Afghan official.

The United States has been trying to broker peace talks between the Afghan government and the Taliban to end 19 years of war since Washington signed a troop withdrawal deal with the insurgent group in February.

Taliban insurgents launched a complex attack on Tuesday morning against a military base in eastern Afghanistan, killing at least three public protection forces, an official said.

Five other forces were wounded in the attack, said Abdul Rahman Mangal, a spokesman for the governor in Paktia province.

A suicide car bomber targeted the entrance gate of the base in the provincial capital Gardez then two gunmen started shooting at the Afghan security forces, Mangal said.

Security forces killed both attackers in a gunbattle lasting almost 10 minutes and the area is now under control, he added.

A Taliban spokesman, Zabihullah Mujahid, said the group claimed responsibility for the attack in Gardez.

The attack comes after Afghanistan's president appointed 46 members to a council for national reconciliation, which will have final say on whether the government will sign a peace deal with the Taliban after what are expected to be protracted and uncertain negotiations with the insurgents.

The negotiations were envisaged under a US-Taliban peace agreement signed in February as intra-Afghan talks to decide the country's future. A series of delays have hampered the start of the negotiations, which some had expected to begin late last month.

There are also other obstacles in the way of the negotiations. The Afghan government has reversed a decision to release the last 320 Taliban prisoners it is holding until the insurgents free more captured soldiers.

The US-Taliban deal called on the Taliban to free 1,000 government and military personnel they hold captive while the government was to free 5,000 Taliban prisoners, in an exchange meant as a goodwill gesture ahead of the intra-Afghan negotiations.

Taliban, coronavirus, crippling economy, floods, rising unemplyment and limited resources: Afghanistan has been one of the worst-hit countries this year.

As the pandemic and the floods hit the country, locals lost their paid and season jobs, and had to turn to the next best solution. Sadly, the next best solution for majority locals was heading towards the poppy fields.

Afghanistan is one of the highest producer of opium as it produces nearly 80 per cent of the global supply and also provides thousands of jobs.

Also read: Taliban kill four survivors of Afghanistan flash floods

When coronavirus hit the country, lots of locals lost their jobs to the pandemic. So, majority of them turned towards the poppy fields to provide for their families.

"Because of the coronavirus I lost my job. I have a family of 12 members, I am the breadwinner," said Fazily, 42, a mechanic in the central province of Uruzgan who, like many Afghans, goes by one name.

"I have no other way but to work in poppy fields to make some money."

The poppy fields are usually taken care of by seasonal labourers in spring and summer. However, the pandemic scared a lot of them and the labourers were hesitant to participate this season. This caused a shortage of workers too, especially as the borders with Pakistan, too, are now closed.

The lack of seasonal labourers and lack of jobs helped the farmers and the unemployed meet each other halfway.

Sadly, it is not just the unemployed labourers laid off from work who are attending to the crops. Students, too, have started working at the field to earn some quick cash in their unexpected free time.

Since the pandemic began, schools in Afghanistan have been closed to contain the spread of the novel coronavirus. This has led to children going out with their parents to earn extra money, instead of opting for home-schooling — which is a vague concept in the country.

"Our school is closed and I have enough time to go work in a poppy field and make some money," said Nazir Ahmad, an 18-year-old student in Kandahar.

"About 20 of my classmates are also working here."

While it has been portrayed that poppy cultivation is not encouraged and is, in some ways, illegal — especially when children are involved — the poppy cultivation has increased this year due to the lockdown. The reality underneath is that Taliban, and to some extent the local government, do encourage poppy cultivation as the Taliban profits from taxing farmers and traffickers, and running its own drug-making factories that turn raw opium into morphine or heroin for export, with drugs then trafficked through neighbouring Pakistan and Iran.

With the economy slowly reopening, there is still some hope for children to head back to schools. However, till now more than 38,000 cases of coronavirus have been declared in Afghanistan and more than 1,400 deaths, and the government believes that a third of the population has likely contracted the disease.

At least 13 people were killed on Friday when their vehicle set off a landmine in Afghanistan`s southern Kandahar province, local officials said, blaming Taliban fighters for the attack.

The blast happened in the Spin Boldak district of Kandahar province when people were travelling to an open-air market, where hundreds of villagers gather for weekend sales.

Bahir Ahmad Ahmadi, a spokesman for Kandahar provincial governor said the villagers were blown to pieces, and could not be identified.

No group immediately claimed responsibility for the landmine blast. Taliban fighters say they use roadside bombs and landmines to attack security forces, but civilians are frequently hurt or killed.

Taliban fighters killed four civilians on Thursday during clashes with Afghan forces in the central province of Parwan, amid rescue work after flash floods claimed more than 150 lives, officials said.

It was the latest violence amid peace talks between the warring sides that have been delayed over the issue of prisoner releases, as part of efforts to end the US-led war in Afghanistan, which has spanned nearly two decades.

“Taliban fighters opened fire on civilians fleeing areas worst hit by the flash floods,” said Abdul Shukoor Qudoosi, a district official in Bagram, home to the country’s biggest U.S. military base and the site of the clashes.

“Taliban were clashing with Afghan forces and they killed civilians who were in an autorickshaw near an army checkpoint,” Qudoosi said, adding that it appeared as if the Islamist militants mistook the passengers for Afghan soldiers.

One Afghan soldier was killed and two were injured.

A Taliban spokesmen was not immediately available to comment.

The death toll from the floods rose to 150, with at least 250 people injured, as survivors and rescue workers sifted the debris of more than 1,500 homes destroyed to the north of the capital, Kabul.

Authorities moved more than 900 families out of parts of the mountainous province that had been devastated by the floods, which were triggered by exceptionally heavy rain this week.

“The search is still on, as many people, we fear, are still buried under the rocks and rubble,” said Tamim Azimi, a spokesman for the ministry of disaster management.

“The situation is very grim, the scale of loss is intense.”

Security forces, officials and survivors have trudged through deep mud in the search for survivors while the effort to clear the disaster area has stretched more than 28 hours, hampered by blocked and damaged roads.

The dead included many children, survivors said. The death toll was expected to rise as families prepared for mass burials, while mounds of rubble remain to be cleared.

The monsoon floods in Afghanistan have taken more than 150 lives and has affected thousands of families, who have lost their family members and livelihood.

In the city of Charikar, overnight flooding took more than 100 lives as hundreds of buildings collapsed due to the heavy flow of the rains.

People rushed back to the city to find their family members, but sadly returned to debris and lists of missing and dead people.

While the rescue teams reached on the spot of destruction few hours later, the local residents of the city took shovels and spades and started helping the rescue teams in saving people trapped under the debris of the fallen buildings.

As per the initial search and rescue missions, around 200 houses have been turned into debris and 600 livestock have been killed due to the heavy floods in the Parwan province alone.

The local authorities are now urging international organisations to step in and help the country which was already merely making ends meet due to a huge blow to the economy due to the coronavirus pandemic. As of now, the local authorities have managed to provide food and first aid to around 1,000 families.

The floods had also reached Pakistan, which is conducting its own rescue missions after cities drowned over the week-long heavy rains.

A wave of attacks across Afghanistan on Tuesday left at least 12 dead and wounded scores, officials said, including a Taliban truck bombing in the country's north that targeted a commando base for Afghan forces.

The violence comes as expectations had been rising that negotiations could soon get underway between the Afghan government and the insurgents.

The truck suicide bomber struck in northern Balkh province, killing three people, including two Afghan commandos and a civilian, according to Munir Ahmad Farhad, the spokesman for the provincial governor.

According to Hanif Rezaie, the spokesman for the Afghan army corps in the north, initial military report said at least six commandos and around 35 civilians were wounded in that explosion, which also destroyed or damaged dozens of nearby civilians houses.

"Most of the wounded civilians are women and children," said Rezaie.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the Balkh attack in a tweet, claiming that ?tens" of military personnel were killed. The Taliban often exaggerate their battlefield claims.

Afghan civilians continue to bear the brunt of the war across the country, despite efforts to launch peace talks between the Kabul government and the Taliban, and find a road map for post-war Afghanistan. The talks were envisaged under a U.S.-Taliban peace agreement signed in February, but their start has been hampered by a series of delays that have frustrated Washington. Some had expected the negotiations to begin earlier this month.

According to a U.N. Report released in July, 1,282 people were killed in violence in Afghanistan in the first six months of 2020.

Also Tuesday, an attack on a checkpoint of pro-government forces in western Ghor province killed eight troops and wounded five, said Arif Aber, spokesman for the provincial governor. The attack in Shahrak district set off five hours of gun battle.

No one immediately claimed responsibility for that attack, but authorities blamed the Taliban, who have claimed numerous past attacks on security checkpoints in Ghor.

In the capital of Kabul, a roadside bombing killed a police officer while a policewoman and her driver were wounded when unknown attackers opened fire on them, said Ferdaws Faramarz, spokesman for the Kabul police chief.

The policewomen, Saba Saher, is also a well-known actress, and she was said to be in stable condition following the shooting.

No one claimed the attacks in Kabul, but both the Taliban and the Islamic State group are active in the capital, though IS has claimed the bulk of the attacks in the city in recent months.

Separately, the Ministry of Defense released a statement late on Monday, saying 91 Taliban fighters were killed during an air and ground operation by Afghan army troops trying to open the highway between northern Kunduz to Khanabad districts. The statement said 50 other Taliban were wounded in the fighting and that the highway was later reopened for traffic.

The Taliban are at their strongest since the 2001 U.S.-led invasion toppled their regime, which had harbored al-Qaida leader Osama bin Laden. The insurgents now control or hold sway over about half of Afghanistan.

A wave of attacks across Afghanistan on Tuesday left at least 12 dead and wounded scores, officials said, including a Taliban truck bombing in the country's north that targeted a commando base for Afghan forces.

Afghan officials: Taliban truck bomb, other attacks kill 12

Almost every morning, before rush hour clogs up the streets of Kabul, professional athlete Rukhsar Habibzai puts on her helmet, goggles and cycling shoes and rides door-to-door picking up women for a training session around Afghanistan's capital.

Many in the conservative country see cycling as a sport reserved for men, so for Habibzai and the dozens of other cyclists on the national women's team riding is about fighting the taboo and claiming equal space on the city's streets.

With Kabul's air cleaner than usual following the coronavirus lockdown and the city announcing it will soon create its first cycle lanes, Habibzai and her teammates are zipping around town to encourage more young women to get on their bikes.

Fazli Ahmad Fazli, president of the Afghan Cycling Federation is very proud of Rukhsar Habibzai, the 24-year-old captain of the team, WION spoke to Habibzai in an exclusive chat and got to know more about her journey.

Here are the excerpts from the interview:

WION: Tell us something about yourself and about your life in Afghanistan.

Rukhsar: Hi This is Rukhsaar Habibzai from Afghanistan women's cycling team and right now I'm studying dentistry and I want to become a maxillofacial surgeon which is one of my dreams to serve my people. It is very important for me to complete my education. Since I'm a cyclist too, it's not so easy to handle everything together.

My only wish is peace and security in our country and that every girl or woman can continue her education. I wish a day comes when there is no girl or woman illiterate. I was very young when I rode the bicycle when I began it as a hobby with my friends and then we moved to Kabul.

WION: How was your experience as a female cyclist who was passionate about the sport in a country like Afghanistan?

Rukhsar: I used to ride a bicycle in Kabul and one day a man shouted at me that the bicycle was not for me, a woman, it is only for a man. I got scared and left cycling for a while.

One day me and my friend, who is now in France, we decided to join a team. Then we joined a national cycling team but my family did not allow me to ride a bicycle because our culture doesn't allow that.

Somehow, I convinced my family and my brothers and then I participated in the team. In 2016, our team was nominated for the Nobel Peace Prize for the first time. Afghanistan was nominated for this precious prize.

WION: How were your international encounters as a team and what do you plan for the future?

Rukhsar: In 2016 my teammates Masooma Alizadeh and Zahira Alizadeh participated and achieved second and third position. It was a big achievement for the federation and our country.

Right now they are in France, they got a scholarship from the International Olympics Committee for Olympic Games. About 50 female cyclists are registered in our federation from different provinces while only 12 of them are members of the national team. Out future plan for the federation is to develop the female team so they can participate in any competition.

WION: Afghanistan is mostly related with incidents of violence and terror. Is there a different face of the country that you see and would like to show the world?

Rukhsar: Afghanistan is a war-torn country where people have gone through wars for a very long time. Our country is known for violence, however, there are some positive and beautiful other versions of Afghanistan too.

Afghanistan is under development. People are getting educated, women have become stronger than before by participating in sports and working in great organizations.

Our men are growing with a broader-mindset and allowing their daughters and sisters to play their part in the country's progress. The young generation is taking over government as we see younger lawmakers and politicians in Afghanistan. Men and women have slowly and gradually become started sharing equal rights.

Afghanistan is becoming more beautiful since our historical places are preserved well for tourism, to name a few spots for instance Buddha of Bamyan province and Darul Aman Palace in Kabul. Things are changing in Afghanistan and I am sure one day, by God’s grace, Afghanistan will be among all other developed countries of the World.

WION: What are your personal views on the ongoing peace talks in Afghanistan especially in the light of the recent murderous attack on Women’s Rights activist Fawzia Koofi?

Rukhsar: The role of women in Afghanistan was limited in the past but now in the new era, girls are becoming more about their rights. We see a number of girls graduating from high schools and universities from all across the country. I belong to Ghazni province and it makes me happy to see a number of girls graduating from universities in Ghazni and the same are happening in other provinces of Afghanistan.

Our girls from different parts of the country are taking part in peace negotiations, in politics, sports, and working in well-known organizations of Afghanistan.

We see a great number of women in the cabinet as ministers. We have many women parliamentarians in Afghanistan who are actively taking part in law-making as well as reaching out to the people of Afghanistan. By God’s grace, soon all the rights of men and women in Afghanistan will be just and equal.

A delegation from the Afghan Taliban is arriving in Pakistan to discuss the ongoing peace process with the Pakistani leadership

Afghan Taliban visit Pakistan to discuss peace process

The Taliban's chief has zeroed in on a negotiating team that is to have sweeping decision-making powers in upcoming intra-Afghan negotiations.

Maulvi Hibatullah Akhunzada picked the 20-member team, 13 of whom come from the Taliban's leadership council. The negotiating team will have the authority to set agendas, decide strategy and even sign agreements with the political leadership of the Afghan government in Kabul.

Mullah Abdul Ghani Baradar will keep the powerful post as head of the Taliban's political office in the Gulf Arab state of Qatar. He had signed the peace deal with Washington on February 29 paving the way for America's troop withdrawal and the eventual intra-Afghan negotiations.

The critical intra-Afghan talks, which were laid out in the peace deal signed in February, were expected to begin August 20 but have been plagued by relentless delays.

The agenda of the talks will include a permanent cease-fire, the rights of minorities and women, constitutional changes and the fate of tens of thousands of armed Taliban and militias loyal to Kabul-allied warlords.

According to the deal Washington signed with the Taliban, the Afghan government was to release 5,000 Taliban prisoners, and the Taliban were to free 1,000 government and military men.

Since signing the agreement, the Taliban have held to a promise not to attack US and NATO troops, but have carried out regular attacks on Afghan security forces.

On Sunday, Baradar, head of the Taliban political office, was travelling to Pakistan from Doha, just days after Islamabad issued fresh orders implementing the 2015 UN sanctions against the Taliban as well as a number of other outlawed groups.

New Delhi, Kabul increase engagement as Afghan envoy says share values with India

At least 10 people, including 4 children have been injured after 14 rockets landed in Kabul's diplomatic area on Afghanistan's Independence day. Who is behind these attacks?

Gravitas: Afghanistan's Independence day marred by violence

After the recent release of over 80 hard core Taliban prisoners, after the Loya Jirga assembled in Kabul, gave a go ahead to release of the last of 400 Taliban prisoners, a temporary halt on release of remaining 320 prisoners is in effect, as few more countries (France and Australia) shared the apprehensions of Afghan Government and public, that the prisoners in question had conducted serious violent attacks on Afghans and foreigners. The release was part of a peace agreement signed between the Taliban and the United States on February 29, 2020, to clear the last hurdle for the beginning of Intra Afghan talks, to give peace a chance in Afghanistan. A quick announcement of US withdrawal of another 4000 troops, post Loya Jirga’s decision indicated US fulfilment of its obligations as per the deal. US may commend its Special Envoy for Afghanistan, Zalmay Khalilzad, the architect of the deal for allowing the US to withdraw its forces and end its longest-ever war, but the fact is that Taliban controls more territory in Afghanistan now, than at the time when US entered the war, and the terror groups like al Qaeda, Islamic State (IS), Haqqani Network co-exist with Taliban, with an opportunity to bounce back, if not adequately controlled. The peace deal does not guarantee success of Intra-Afghan dialogue; hence all stake holders have to wait and see its progress with hope, as well as apprehension.

Has US Created a Strategic Space for Others?

India, having made significant investments in Afghanistan, will always hope for an Afghan elected, Afghan led, Afghan owned peace and reconciliation process and a popular democratic government in Afghanistan, however Taliban continues to be a force to reckon with. US-led invasion ousted the Taliban post September 11, 2001 attacks. After losing 2,400 US soldiers, tens of thousands of Afghan troops, Taliban fighters and Afghan civilians and spending more than $1 trillion, a war fatigue of 19 years for peace of another country, is enough reason to pull out, besides election promise of President Trump to end the war. Taliban’s assurance of not to allow use of the Afghan soil for terrorism, however, seems too good to be true; hence US Defense Chief indicated that it will not hesitate to nullify the deal, if Taliban failed to hold its promises as per the deal.

Complete withdrawal of US forces will also amount to ceding the crucial strategic space to its competitors; hence US has made adequate promise to help Afghan Government in combating al-Qaeda/IS/Haqqani network to ensure that it does not become strong enough to strike its mainland again. Afghan Government had no choice, but to go along with the deal due to lack of any leverage, as Taliban refused to talk to them and the election results were not convincing enough to put them in driving seat; hence intra-Afghan dialogue through this route was the only workable option for them. Afghan National Security Forces still need much more capacity building to withstand inimical forces. It indirectly means that US is considering some support to Afghan Forces, may be little air support and some troops, albeit in reduced strength to continue. Another compulsion of US for such compromise could be to reduce some engagements of troops, as some more flash points are emerging for them in vibrant international scenario post COVID-19 Pandemic.

The New Peace Spoilers

Taliban and Pakistan’s promise to renounce support to al-Qaeda and fighting ISIS is unrealistic, because ISKP, AQIS and Haqqani network are already active, with no visible disturbance from Taliban and continued support from Pakistan. Taliban will continue to use violence as a leverage for better bargaining position even in Intra-Afghan talks. The recent attack by ISKP on Afghan prison, housing Taliban prisoners amongst many others, earlier attack on Sikh Gurdwara resulting in heavy casualties, and the new Pakistani leader from Haqqani network joining ISKP, indicates close linkage of all the terrorist groups including Pakistan based terror groups. A weak Afghan Government has resulted in conglomeration of variety of terror groups in Afghanistan, who have their own agenda; hence can be spoilers of peace any time. Taliban will not sit quite unless it gains power. Even if their leaders put up a facade of giving reasonable governance if brought in power structure, its cadres are unlikely to settle down without sharia rule.

The Pakistan Afghanistan border clash earlier this month along Durand line, which is apparently being unilaterally fenced, in light of weak Afghan Government could be a quick gain for Pakistan, but will remain a friction point in the long run, as it divides Pashtuns. Strong Taliban suits Pakistan, as it helped in its survival and shrinks Indian space in Afghanistan. It may however have its own limitations as Taliban did not make any concessions to Pakistan on Durand Line, even when they were in power. The reconciliation of all factions within Afghanistan is also as difficult, as change of behaviour of Taliban.

New Concerns for India

Chinese are keen to extend its BRI to Afghanistan to get an alternate axis to warm water in Gulf, should CPEC face problems, besides exploiting mineral wealth of Afghanistan. China has been actively involved with Taliban during peace process. Iran is economically weak and needs Chinese support. The China Iran strategic partnership fructifying $400 billion deal may be an impediment for Indian entry routes into Afghanistan through Chahbahar and further connectivity to International North South Transportation Corridor (INSTC), although Iran has not given any signals of disruption of these projects. From Indian point of view, it may not a happy situation in light of its heavy investments. India is in touch with Russia, whose interests do converge with India in this region, being a stakeholder in INSTC for connectivity with CAR and Eurasia. INSTC through Afghanistan is the shortest route for CAR to warm water, hence they will prefer it over Sino-Pakistan offer of connectivity through CPEC. India has to be watchful of Iran - Pakistan- China axis developing in neighbourhood of Afghanistan, with tentacles in the form of terror groups inside it.

India has to be concerned of the growing strength and manoeuvring space of ISKP and AQIS, who have agenda to increase influence in Indian subcontinent, although Taliban has shown willingness to work with India and doesn't seem to harbour anti-India agenda, as of now. Since 2001, India has undertaken projects worth $3 billion in Afghanistan. Besides engaging with all stakeholders including Taliban, a watch on anti-India nexus of terror groups in Afghanistan is in Indian national interest. India needs to exercise some smart diplomacy to convince US that Indian engagement with Iran is as much essential to prevent loss of crucial strategic space of Afghanistan to China, as much as token presence of US troops there. US is committed to withdraw some troops, but it remains to be seen whether this Peace Deal will work, or US pull back will leave stronger Taliban, growing IS, emerging AQIS, suffering population of Afghanistan and new challenges for India.

The New Peace Spoilers Taliban and Pakistan’s promise to renounce support to al-Qaeda and fighting ISIS is unrealistic, because ISKP, AQIS and Haqqani network are already active, with no visible disturbance from Taliban and continued support from Pakistan. New Concerns for India Chinese are keen to extend its BRI to Afghanistan to get an alternate axis to warm water in Gulf, should CPEC face problems, besides exploiting mineral wealth of Afghanistan.
