Delhi Commission for Women’s (DCW) chairperson Swati Maliwal&nbsp;issued a notice&nbsp;to the Delhi Police and principal of Kendriya Vidyalaya on Thursday (October 6) over an alleged gang rape of a minor student within the school premises in New Delhi.&nbsp;

As quoted by news agencies, police officials said that an 11-year-old student was allegedly raped by two seniors studying in Class 11 and 12. The horrible incident happened in the school's washroom. A case has been registered.

The alleged incident had taken place in July, but has been highlighted as a "serious matter" by DCW only after the victim approached police on Tuesday.&nbsp;

Demanding strict action, DCW chairperson Swati Maliwal said: "We have received a very serious case of gang rape with an 11-year-old student inside a school in Delhi."

She added, "The girl has alleged that her school teacher tried to hush up the matter. It is very unfortunate that even schools are unsafe for children in the capital. Also, an enquiry into the role of school authorities must be conducted on the issue."&nbsp;

DCW said that the incident happened when the minor girl was going to her classroom. She collided with the boys which apparently led to the alleged rape.&nbsp;

A DCW statement read: "She said that she apologised to the boys but they started abusing her and took her inside a toilet. She alleged that the boys locked the toilet door from inside and raped her. She stated that when she informed the incident to a teacher, she was told that the boys have been expelled and the matter was allegedly hushed up."&nbsp;

Kendriya Vidyalaya Sangathan (KVS) officials said that the victim or her parents never reported the incident to the principal. They got to know about it when police started the investigation.&nbsp;

It is understood that the school authorities were asked why the incident was not reported to the police.&nbsp;

For the unversed, KVS is an autonomous body under India's ministry of education and oversees over 1,200 institutions across 25 regions in the country.&nbsp;

KVS officials said no complaint regarding the matter was received by the school authorities. "The regional office of KVS is investigating the issue. The girl or her parents did not report the incident to the principal. The issue was also not raised at the parent-teacher meeting held after the incident," a senior KVS official said.

Police said that the teaching staff and suspected students are being interrogated on the basis of&nbsp;the victim's&nbsp;statement.

Preparations are in full swing in India's spaceport at Satish Dhawan Space Centre(SDSC), as the country gears up for the maiden commercial launch of the GSLV Mark3 rocket. Standing 44-nearly metres tall and weighing 640 tonnes, the GSLV Mark 3 is India's heaviest operational rocket. In a significant step-up for India in the global commercial rocket launch market, the GSLV Mark 3 will be making its maiden commercial flight by October-end, to orbit satellites from UK-based OneWeb.

The three-stage GSLV Mark3 rocket is powered by a solid-fueled first stage that is comprised of two strap-on boosters, followed by a liquid-fueled core stage and the final cryogenic stage. While the first two stages are responsible for lift-off and propelling the rocket out of the earth's atmosphere and into space, the final cryogenic stage provides it with high velocity and injects the satellites into the desired orbit.

So far, the rocket has had flights in 2014, 2017, 2018, and 2019. The high-profile Chandrayaan-2 lunar mission was also carried out on the Mk3 rocket in 2019. This is also a vehicle that ISRO has pinned high hopes on for the Gaganyaan human spaceflight mission, as this rocket is being modified to carry Indian astronauts to space.

At present, the two solid strap-on boosters and the liquid core stage of the rocket have been fully integrated at the second launch pad at the Satish Dhawan Space Centre, Sriharikota. The mission update added that the 36 satellites from OneWeb have successfully undergone health checks and have been assembled with the dispenser unit. In the coming days, the integration of the cryogenic upper stage (the final stage) of the rocket and the integration of the payload fairing( protective shield that houses the satellites) with 36 satellites will take place.

NewSpace India Limited(NSIL), the commercial arm of ISRO, has signed two launch service contracts with Network Access Associated Limited(OneWeb), UK for launching OneWeb LEO Broadband Communication Satellites on board ISRO's heaviest launcher GSLV Mark 3. This is a historic milestone for India as it will mean the foray of GSLV Mark3 into the global commercial launch service market.

OneWeb is a global communications network powered by space, enabling connectivity for governments, businesses, and communities. It is implementing a constellation of Low Earth Orbit satellites. India's Bharti serves as a major investor and shareholder in OneWeb. Recently, WION reported about the OneWeb passenger satellites having arrived at the Chennai airport in India, from the US.

The incident occurred around 8:30 on Wednesday (October 5) when hundreds of people went near the river during idol immersion on Vijayadashami.&nbsp; The NDRF, SDRF, and police, along with local authorities, are still searching for missing people.

Taking it to Twitter, the Prime Minister of India, Narendra Modi expressed his condolences for the incident.&nbsp;

In North Uttar Pradesh, three people, including a 15-year-old boy, drowned in the Yamuna River during the idol immersion, and no one was recovered during the search operation, ANI reported.&nbsp;

In the west, Rajasthan's Ajmer reported a similar instance that occurred on Wednesday (October 6), where a ditch filled with rain water claimed the lives of six people during the idol immersion of an idol. All six bodies have been recovered by the authorities, and all of them will be handed over to their respective families later.

Many fear that the death toll might increase in West Bengal.&nbsp;

Similar incidents were reported last month in Maharashtra during Ganpati Visarjan on September 9, which claimed the lives of nearly 20 people all across the state, and eight were found dead in Haryana.&nbsp;

The World Health Organization (WHO) is yet to provide the exact "one to one causal&nbsp;relation of deaths," said sources at the Indian drugs standards body after the UN agency linked deaths of 66 children in Gambia to India-made cough syrups, media reports said.&nbsp;

"While all required steps will be taken, as a robust regulatory authority, WHO has been requested to share with CDSCO at the earliest the report on the establishment of a causal relation to the deaths with the medical products in question, photographs of labels/products, etc," PTI quoted an official source as saying.&nbsp;CDSCO stands for the Central Drugs Standard Control Organisation.

The WHO had issued a warning on Wednesday (October 6) against allegedly "contaminated" cough syrups manufactured in Haryana by Maiden Pharmaceuticals Limited as a possible cause of deaths in the West African nation.

The WHO earlier informed the Drugs Controller General of India that it is providing medical assistance to Gambia. After the deaths were reported, the health organisation suspected the use of medicines to be the prime reason for the deaths. It highlighted that medicines might have been contaminated with diethylene glycol or ethylene glycol and later confirmed the samples to be positive as well.&nbsp;

As per WHO's tentative result, four out of the 23 samples found diethylene glycol or ethylene glycol.

The CDSCO said that it responded to the WHO immediately and took up the matter with the authorities.&nbsp;

President Joe Biden has nominated US Surgeon General Dr Vivek Murthy to serve as the country's representative on the executive board of the World Health Organisation. 
Dr Murthy, 45, will serve in the new position alongside his continued duties as the US Surgeon General, the White House said in a statement.

He was confirmed by the US Senate in March 2021 to serve as the 21st Surgeon General of the country. He previously served as the 19th Surgeon General under President Barack Obama.

As the nation's doctor, the Surgeon General's mission is to help lay the foundation for a healthier country, relying on the best scientific information available to provide clear, consistent and equitable guidance and resources for the public.

"While serving as the 21st Surgeon General, Dr Murthy is focused on drawing attention to and working across government to address a number of critical public health issues, including the growing proliferation of health misinformation, the ongoing youth mental health crisis, well-being and burnout in the health worker community, and social isolation and loneliness," said the White House.

As the Vice Admiral of the US Public Health Service Commissioned Corps, Dr Murthy also commands a uniformed service of over 6,000 dedicated public health officers, serving the most underserved and vulnerable populations.

The first Surgeon General of Indian descent, Dr Murthy, was raised in Miami and is a graduate of Harvard, the Yale School of Medicine, and the Yale School of Management, the White House said.

A renowned physician, research scientist, entrepreneur and author, he lives in Washington, DC with his wife Dr Alice Chen, and their two children, it said.

In a meeting held last month, the Delhi Disaster Management Authority (DDMA) had emphasised not lowering guard against COVID due to upcoming festivals even as it decided to do away with wearing face masks after September 30.

According to the minutes of the meeting held on September 22, and accessed by PTI, a notification revoking the Rs 500 fine on not wearing masks is expected to be issued by the health department on Wednesday.

The decision to revoke the mask mandate was anything but unanimous and differences abound, as per the minutes of the meeting issued by Sushil Singh, special CEO, disaster management.

Chief Secretary of Delhi Naresh Kumar had in the meeting said that the current situation was comfortable but the guard against Coronavirus could not be lowered as the variants keep coming up.

The health ministry has advised caution in view of multiple festivals from September 26 to December 31 and likely mass gatherings across the country.

Niti Aayog member Dr V K Paul had in the meeting emphasised that surveillance was still needed as the virus is still present and its mutations and variants have emerged from time to time.

Dr Rajendra Singh, member NDMA, came up with a suggestion that wearing of masks be continued up to November 15 in view of coming festivals.

Delhi Police Commissioner sought clarity and complete set of instructions on the enforcement of mask mandate.

The Chief Secretary suggested that a 'self discipline mode'&nbsp;may be tried now as the public is well aware of its responsibilities and what constitutes a COVID-appropriate behaviour.

Revenue minister Kailash Gahlot in the same meeting reiterated that there were "practical difficulties" in the enforcement of the mask mandate, and stressed the need to relax the rule.

Kunal Satyarthi, joint secretary NDMA, agreed with him saying that wearing of masks may not be advisable in the present circumstances, the minutes said.

The meeting chaired by LG V K Saxena and Chief Minister Arvind Kejriwal in attendance, summarily agreed that though wearing of masks was useful in maintaining a Covid -appropriate behaviour, the order of compulsory wearing of masks under the Epidemic Act may not be extended beyond September 30.

The DDMA also agreed that the fine of Rs 500 for not wearing masks in public places will stand withdrawn after September 30, it added.
