<p>According to news reports, the family -- mother, father and the daughter -- was passing by Sondiha area while they were heading home on a motorcycle they were stopped by twenty miscreants who reportedly were carrying firearms.</p>

<p>Media reports say that they were surrounded by the group of twenty people who then got involved in a brawl with the father, after which the group tied the man to the tree.</p>

<p>The miscreants then allegedly gang-raped the mother and the daughter.</p>

<p>The local police immediately launched&nbsp;an investigation after which the officer-in-charge of Konch police station has been suspended for negligence.&nbsp;</p>

<p>The police have also detained all twenty men who were involved in the case.</p>

<p>Eleven of the miscreants were arrested on Thursday night and the rest were taken into custody on Friday morning with the help of locals.</p>

<p>The further probe of the case is still underway.</p>

Bihar: Doctor tied to tree, wife & daughter gang-raped by 20 men

<p>English newspaper 'Rising Kashmir' published its daily edition today even after losing its editor-in-chief Shujaat Bukhari yesterday in an assassination which also left two of his two personal security officers (PSOs) dead.</p>

<p>Bukhari and his two PSOs were shot dead by unidentified gunmen outside Rising Kashmir office in Press Enclave near the city centre Lal Chowk here in Srinagar shortly before the 'Iftaar' yesterday evening.</p>

<p>Bukhari is survived by his wife and one son and a daughter.</p>

<p>Rising Kashmir hit the stands this morning with its front page carrying the full-page photograph of its late editor-in-chief in black background.</p>

<p>The page also carried the message that the paper would not be cowed down.</p>

<p>"You left all too sudden but you will always be our leading light with your professional conviction and exemplary courage. We won't be cowed down by the cowards who snatched you from us. We will uphold your principle of telling the truth howsoever unpleasant it may be...Rest in peace!" the paper said.&nbsp;</p>

<p>Former Jammu and Kashmir chief minister Omar Abdullah said publishing the daily despite Bukhari's killing is the most fitting tribute to him as it was what the late journalist would have wanted to.&nbsp;</p>

<p>Bukhari's killing has evoked widespread condemnations in Jammu and Kashmir and from across the country.</p>

<p>Jammu and Kashmir Governor NN Vohra has conveyed shock and grief on the gruesome killing of Bukhari. Recalling Bukhari's standing as a veteran journalist, the governor described his murder as a big loss to the media fraternity.</p>

<p>In a message, Vohra has prayed for peace to the departed soul and strength to the bereaved family to bear this irreparable loss. The governor also called Bukhari's brother and Cabinet Minister Basharat Ahmed Bukhari to convey his heartfelt sympathy.&nbsp;</p>

<p>Chief Minister Mehbooba Mufti has also strongly condemned the killing of the veteran journalist. In a condolence message, the chief minister described the killing of Bukhari as highly barbaric, deplorable and condemnable.</p>

<p>"His killing has only established that violence cannot stand the scrutiny of logic and rationality. The whole state stands in unanimity in condemning this inhuman act of savagery," Mehbooba said in the statement.</p>

<p>She said the role and contribution rendered by Bukhari in institutionalisation of the media here has become part of the journalistic history of the state.</p>

<p>"One would always see him raising issues of common cause concerning people. He would often fight for the issues of people through his columns and various discussions but alas this voice of people stands silenced today brutally," Mehbooba said.</p>

<p>The chief minister visited the hospital where Bukhari was taken after the attack and paid her respects to the departed soul. She also conveyed her heartfelt sympathies with the bereaved family particularly his parents, wife and two kids.</p>

<p>The separatists have also condemned his killing terming it barbaric and unpardonable.</p>

<p>Bukhari will be laid to rest in his ancestral village in Kreeri in north Kashmir's Baramulla district today. His funeral prayers will be held at 11 am.&nbsp;</p>

<p>Bukhari is the fourth journalist to be killed by militants in the nearly three-decade-long violence in Kashmir. In 1991, the editor of 'Alsafa', Mohammed Shaban Vakil, was killed by militants of Hizbul Muahideen.</p>

<p>Former BBC correspondent Yussuf Jameel escaped with injuries when a bomb exploded in his office in 1995, but ANI cameramen Mushtaq Ali lost his life in the incident.</p>

<p>India's monsoons, which hit the southern coast late last month, are expected to make slow progress over the next two weeks and delay the onset of crucial rains over north-western parts of the country, a private US-based weather forecaster said.</p>

<p>Monsoon rains, vital for Asia's third-largest economy, hit Kerala at the end of May, a few days earlier than normal, brightening the outlook for agricultural and economic output.</p>

<p>"Indian monsoon got off to a pretty good start across much of southern India. But, we see a change in the situation, we are going to see mostly dry weather over the next 10 days," said Kyle Tapley, a senior agricultural meteorologist at Radiant Solutions, formerly MDA Earthsat.&nbsp;</p>

<p>"North-western areas have yet to see the monsoon and it looks like it's going to be dry over the next couple of weeks. Northern and western India is going to see monsoon behind schedule."</p>

<p>The Monsoon delivers about 70 per cent of India's annual rainfall and is the lifeblood of its $2.5 trillion economies, spurring farm output and boosting spending on items ranging from gold to tractors and refrigerators.</p>

<p>Tapley said rains are forecast to return after a 10-day dry spell.&nbsp;</p>

<p>"All of India looks below normal over the next 10 days, once you get past that period, it looks like rains begin to return to southern and central India."</p>

<p>For the entire four-month monsoon season, rains are expected to be marginally below normal, he said by phone from the company's headquarters in Washington.</p>

<p>India Meteorological Department (IMD) retained its monsoon forecast at 97 per cent of a long-term average&nbsp;on Wednesday.</p>

<p>"The southern and western wheat growing areas in Australia have seen some improvement, but it is quite dry in Queensland and New South Wales," Tapley said.</p>

Kejriwal, AAP ministers continue sit-in, say no reply from PM Modi, L-G

<p>Shujaat Bukhari's suspected killers have been caught on CCTV. Bukhari, editor of the <em>Rising Kashmir</em> newspaper, was shot outside his office in Srinagar's Press Enclave on Thursday evening.&nbsp;</p>

<p>Police said the attack was planned and that his killers had been waiting for Bukhari to walk out of his office in Srinagar's Press Enclave.&nbsp;</p>

<p>Bukhari <a href="http://www.wionews.com/india-news/rising-kashmir-editor-shujaat-bukhari-shot-dead-in-jammu-and-kashmir-144397">was shot</a> after he got into his car. Two PSOs (personal security officers) were also killed in the attack.&nbsp;</p>

<p>Bukhari had been on his way to an iftar party.&nbsp;</p>

Suspected killers of Kashmir newspaper editor Shujaat Bukhari caught on CCTV

<p>Patidar leader Hardik Patel has claimed Gujarat Chief Minister Vijay Rupani has been asked to resign.&nbsp;</p>

<p>"The way Anandiben Patel was asked to resign, similarly Vijay Rupani was asked to resign in cabinet meeting yesterday," Patel told reporters in Rajkot.&nbsp;</p>

<p>Patel added Rupani's resignation would be accepted in 10 days and that someone from the Kshatriya or Patidar community would be made the next chief minister.&nbsp;</p>

<p>Rupani however dismissed the rumours.&nbsp;</p>

<p>"I have not resigned and there is no point of resigning," news reports quoted Rupani as saying.&nbsp;</p>

<p>Rupani added that Hardik had been trying to grab the media's attention since he was "losing steam." And that he (Hardik) "does not have enough knowledge that CM has to tender resignation to the governor and not to the cabinet".&nbsp;</p>

<p>Rupani's deputy Nitin Patel also rubbished the rumours saying the party was "happy with his (Rupani's) performance".&nbsp;</p>

<p>News reports quoted other Gujarat BJP leaders as alleging the Congress was trying to create trouble for the BJP by spreading such rumours.&nbsp;</p>

<p>The JD(S) entered into an alliance with the Congress after the May 12 result of Karnataka elections threw a hung assembly. The two parties who have had bitterly fought each other and also had an unsuccessful coalition government in the past United to keep the BJP out of power in the state.</p>

<p>In his address, Kumaraswamy also spoke about waiving the farm loans of the farmers in the state.&nbsp;</p>

<p>He said, "Dear farmers, Let there be no confusion on farm loan waiver. I am fully committed to the loan waiver. I want to ensure it is done scientifically benefiting maximum number of farmers. I am working on the the modalities and will announce it shortly," Kumaraswamy said in a tweet on his official twitter handle @CMofKarnataka.</p>

In his address, Kumaraswamy also spoke about waiving the farm loans of the farmers in the state. He said, "Dear farmers, Let there be no confusion on farm loan waiver. I am fully committed to the loan waiver. I want to ensure it is done scientifically benefiting maximum number of farmers. <p>Bollywood’s royal couple Saif Ali Khan and his begum Kareena Kapoor are back at raising the temperatures with photos of the two romancing each other are doing the social media rounds. Before you start thinking otherwise, the couple just shot for an ad commercial in London and they look adorable together.&nbsp;</p>

<p>Playing a couple in the commercial, Saif and Kareena’s chemistry is unmatched as they make “happily ever after” a reality. Featuring together for the first time since Taimur Ali Khan (their son) was born, Saif and Kareena are here to give you some Friday feels with romance on top.&nbsp;</p>

<p>The last time they came together was for a magazine shoot when Kareena was pregnant with baby Taimur as the couple gave a royal shoot. On screen, Kareena did a cameo for Saif’s Happy Ending.&nbsp;</p>

<p>A University of California-Santa Cruz study found that both&nbsp;Hindu&nbsp;and&nbsp;Muslim&nbsp;children in&nbsp;India&nbsp;thought that&nbsp;Hindu&nbsp;children should follow&nbsp;Hindu&nbsp;norms and&nbsp;Muslim&nbsp;children should follow&nbsp;Muslim&nbsp;norms.</p>

<p>"Even in a region with a long history of high religious&nbsp;tension, we see impressive levels of&nbsp;religious tolerance&nbsp;among children," said co-author&nbsp;Audun Dahl. "Children&nbsp;think that people in different&nbsp;religions should follow their own norms--and that's a starting point, a reason for optimism."</p>

<p>Very little research has been done on how children reason about religious norms, despite the fact that differences between religious norms underpin conflicts around the globe, including Catholic/Protestant clashes in Europe and differences among Sunni and Shia&nbsp;Muslims, noted Dahl. Religious norms dictate&nbsp;practices&nbsp;from clothing and land ownership to reproduction, he said, with adult adherents frequently wanting others to adhere to their norms.</p>

<p>"Children&nbsp;expressed preferences for their own&nbsp;religion, but we found no evidence of children rejecting the norms of the other&nbsp;religion," said Dahl, adding that such tolerance is the first step toward greater harmony.</p>

<p>The study took place in Gujarat,&nbsp;India, a region with a history of&nbsp;Hindu-Muslim&nbsp;violence. Investigators worked with 100 children ages 9 to 15, focusing on different&nbsp;Hindu&nbsp;norms, such as the prohibition against eating beef, and&nbsp;Muslim&nbsp;norms, such as the prohibition against worshipping an idol. They also asked the children about hitting people to explore the youngsters' reasoning around moral norms.</p>

<p>These findings offered hope that exposure to conflicts over religious differences, like those experienced by children in many regions of the world, need not lead children to develop negative attitudes toward the religious&nbsp;practices&nbsp;of other groups. "Rather, perhaps these levels of understanding will play a role in reducing conflict over time," said Dahl.</p>

<p>The Delhi High Court today gave an urgent hearing on a plea which dubbed the air pollution in the national capital as "emergency-like situation" and sought answers from the Delhi government and state pollution control committee on the measures taken to curb it.</p>

<p>The high court said that the matter brought before it was a "very larger issue" which has to be deliberated upon in detail and no interim relief could be granted on the petition by a vacation bench.</p>

<p>"What is the urgency? It is a PIL. What is so threatening in the evening? This is a very larger issue. How can we take it up in the vacation," asked a vacation bench comprising justices Sangeeta Dhingra Sehgal and C Hari Shankar which heard the petition late in the evening.</p>

<p>The bench had assembled at 8.14 PM to began hearing the matter at 8.17 PM which was concluded at 8.25 PM.</p>

<p>During the hearing, the bench observed that since the petitioners have not filed any application seeking interim relief, it cannot "do anything more except issuing a notice" and sought the replies of the Delhi government and Delhi Pollution Control Committee (DPCC) by July 25, the next date of hearing.</p>

<p>The petition, filed by students Mihir Garg and Rashi Jain in wake of the prevailing severe air pollution that has engulfed the national capital for the last couple of days, was responded to by the Delhi government which said that pollution was "not man-made" as the dust storm from Rajasthan was "very strong".</p>

<p>The counsel appearing for the petitioners shared the photographs of construction activities at the Patiala House district courts complex here and claimed that it was going in violation of the order passed by the Lieutenant Governor (LG) banning all civil construction works here.</p>

<p>He said that if the construction work would go on, the pollution level would not come down.</p>

<p>Advocate Naushad A Khan, appearing for Delhi government, said that the petitioners have raised a valid point and the LG had ordered that construction activities be stopped immediately and all major stakeholders were informed that they should not be any construction in the national capital.</p>

<p>"The pollution was natural and it was not manmade as dust storm from Rajasthan was very strong," he said, adding, "till yesterday, the condition was severe but it has receded now. By tomorrow, it (pollution) will reduce further".</p>

<p>When the petitioners raised the issue of construction works at Patiala House courts complex, the bench observed, "you are pointing out that construction was going on in the Patiala House courts but you have not made them a party". "Suppose we pass order against the Patiala House courts authority, are they a party here? Can we pass orders against them like this," the bench said.</p>

<p>The plea has sought implementation of the odd-even scheme of using vehicles along with several other directions to the authorities, including using vacuum cleaners to suck dust from the roads.</p>

<p>It has also sought directions to stop the functioning of heavy industries, brick kilns, Bardarpur Thermal power plant and all the coal-based tandoors in the city and using water cannons to bring down the pollution level.</p>

<p>The petition has urged the high court to issue directions to the AAP government and the DPCC to ban transportation of construction materials in the city until the situation becomes normal and install dust and air purifiers.</p>

<p>"Direct the respondents (Delhi government and DPCC) to use water cannon so as to tackle the air pollution... Direct the respondents to adopt odd/even policy without any exemptions till the situation comes under control," the petition has said.&nbsp</p>

<p>"It has become impossible for any person in Delhi to breathe properly and walk over the streets without having an apprehension of death due to air pollution or inheriting serious diseases like cancer," the plea has said.</p>

<p>"Living atmosphere in Delhi similar to a gas chamber because of failure on the part of respondents to perform necessary functions so as to carry out essential functions during the course of emergency situations like this," it said, adding that the petitioners had waited for two days for the authorities to take adequate steps to combat the situation.</p>

'Emergency-like' pollution in Delhi: High Court seeks answers from Delhi govt

<p>The flood situation in the Northeast deteriorated on Friday, with four more people in Manipur and one in Tripura losing their lives, taking the death toll in the region to 12.</p>

<p>The situation worsened in Assam, Tripura and Manipur as train services remained suspended on some routes and roads were washed away.</p>

<p>Nearly four lakh people have been affected across seven districts of Assam.</p>

<p>According to the Assam State Disaster Management Authority (ASDMA), 3.87 lakh people have been affected in Hojai, Karbi Anglong East, Karbi Anglong West, Golaghat, Karimganj, Hailakandi and Cachar districts in the first wave of floods to have hit the state this year.</p>

<p>So far, three persons have lost their lives in landslides and flood-related incidents in different parts of the state.</p>

<p>According to the report issued today, Hailakandi has been the worst-hit with nearly 2.06 lakh people affected, followed by Karimganj with almost 1.33 lakh people.</p>

<p>Due to fresh landslips between the Bandarkhal and Damchara stations, rail movement continues to remain suspended on the Lumding-Badarpur section.</p>

<p>Currently, Dhansiri river at Numaligarh in Golaghat, Jia Bharali at NT Road crossing in Sonitpur, Kopili at Kampur in Nagaon, Barak at AP Ghat in Cachar and Badarpurghat in Karimganj, Katakhal at Matizuri in Hailakandi and Kushiyara at Karimganj town are flowing above the danger mark.</p>

<p>In Manipur, over 1.5 lakh people were marooned in two flood-hit districts as the situation in the Imphal Valley worsened with the death toll rising to six.</p>

<p>The Relief and Disaster Management in a report said the intensity of flooding has been increasing at Thoubal and Imphal West districts with 1.5 lakh people being marooned.</p>

<p>About 12,500 houses have been damaged and 5,200 people moved out of the area, according to latest reports.</p>

<p>Concerned over the devastating flood situation in the state, Manipur Governor Najma Heptulla today said she would donate a day's salary to the Governor's Relief Fund for the flood-affected people.</p>

<p>Heptulla told reporters that the entire Raj Bhavan staff would contribute a day's salary and appealed to others to chip in.</p>

<p>Acknowledging that the flood situation was bad, she said once the water recedes, there is a possibility of outbreak of fever and other diseases and she will discuss the matter with the health minister to take preventive measure.</p>

<p>Officials said the water level continued to rise in Nambol and Thoubal rivers in Bishnupur and Thoubal districts.</p>

<p>The situation in Tripura also deteriorated with the rain-fed Khowai river inundating fresh areas rendering thousands homeless and damaging roads and crops, officials said.</p>

<p>Three people have so far died in flood-related incidents in the state.</p>

<p>Around 2,000 flood-affected people have taken shelter in freshly opened relief camps this morning as water level of the Khowai has been swelling following continuous rain since last night, Additional District Magistrate (ADM) Uttam Mandal said.</p>

<p>Currently, 6,000 people are marooned in Khowai district, he said, adding it has caused extensive damage to road connectivity as well as crops.</p>

<p>The Kalilashshar sub-division of Unakoti district, which was badly affected by the flood, is yet to recover from the disaster with over 21,000 people still putting up in relief camps.</p>

<p>Chief Minister Biplab Kumar Deb today visited the Kalilashshar sub-division.</p>

<p>In Mizoram, at least 1,066 families have so far been evacuated to safer places due to floods, state disaster management and rehabilitation department officials today said.</p>

<p>The worst-hit villages were south Mizoram Lunglei district's Tlabung town and its surrounding villages as their homes were inundated by the flooding Chhimtuipui river along the Mizoram-Bangladesh border.</p>

<p>Heavy rainfall continued to lash the state again last night and this morning which triggered another massive landslide at Ramlaitui village in Lunglei district which blocked the Aizawl-Lunglei via Thenzawl highway.</p>

<p>Public Works Department's Chief Engineer K Lalsawmvela said excavators were used to clear the debris while the National Highway No 54, which was swept away by landslide near central Mizoram's Serchhip town on Thursday, was still not repaired.</p>

<p>Lalsawmvela said that it would take days, if not months, to restore the National Highway as the whole hillock collapsed pulling down around 100 metres of the highway.</p>

12 dead in North East flood; situation worsens in Assam, Manipur

<p>According to a study released by NITI Aayog on Thursday, India is facing the worst water crisis in its history. The study warned the demand of potable water to outrun the supply by the year 2030 in the absence of substantial remedial measures.&nbsp</p>

<p>As per the report, titled 'Composite Water Management Index', as many as 600 million Indians grapple with high-to-extreme water shortage while around two lakh people die annually because of the unavailability of potable water.&nbsp</p>

<p>The report estimates India's water crisis to get worse with the rapid increase in the country's water demand which is estimated to double by 2030.</p>

<p>Experts believe that while millions of Indians will face water scarcity, the country may a suffer a loss of up to 6 per cent of the GDP owing to water shortage and escalating demand.</p>

<p>Minister for Water Resources Nitin Gadkari stated that as many as 21 major Indian cities are likely to run out of groundwater by 2020.</p>

<p>The report ranked all Indian states on water management, conservation and restoration practices. The result yielded Gujarat at top of the list followed by Madhya Pradesh, Andhra Pradesh, Karnataka and Maharashtra. Heavily populated states like Uttar Pradesh, Haryana, Bihar and Rajasthan performed poorly on the index.&nbsp</p>

According to a study released by NITI Aayog on Thursday, India is facing the worst water crisis in its history. The study warned the demand of potable water to outrun the supply by the year 2030 in the absence of substantial remedial measures. Experts believe that while millions of Indians will face water scarcity, the country may a suffer a loss of up to 6 per cent of the GDP owing to water shortage and escalating demand. Minister for Water Resources Nitin Gadkari stated that as many as 21 major Indian cities are likely to run out of groundwater by 2020. The report ranked all Indian states on water management, conservation and restoration practices. The result yielded Gujarat at top of the list followed by Madhya Pradesh, Andhra Pradesh, Karnataka and Maharashtra. Heavily populated states like Uttar Pradesh, Haryana, Bihar and Rajasthan performed poorly on the index. The report also estimates nearly 70 per cent of the country's water as contaminated.
