Taking a dig at Congress on Sunday, Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya said that during the current regime the entire one rupee provided by the government reaches the beneficiary.

He further added that the Modi government keeps a check on the corrupt elements and forces the shops of the intermediaries and corrupts to shut down.

Addressing a 'Samajik Pratinidhi Baithak' organised by UP BJP's Backward Cell, Maurya said, "During the Congress government's stint, only 15 paise out of one rupee used to reach the beneficiary. But, under the leadership of Prime Minister Narendra Modi, the shops of the intermediaries and corrupt elements have shut down, and the entire one rupee reaches the beneficiary."

Prime Minister Modi has ended the gap between India and 'Bharat' with the launch of India Post Payments Bank, he said. The bank will reach the homes of villagers, poor, farmers and labourers, Maurya said.

The Congress in Kerala came out Monday against the CPI-M led LDF government’s decision to mobilise resources to rebuild the flood-ravaged state, from non-resident Keralites, by deputing ministers to collect funds.

Attacking the government over its decision, Congress leader K V Thomas said Monday, “The state government should not humiliate the people of Kerala by going abroad seeking aid with a begging bowl.”

Urging Chief Minister Pinarayi Vijayan to drop the plan, Thomas said, “Do not send ministers and officials with begging bowls to foreign countries. This will dent the self-respect and prestige of Keralites.” “Do not humiliate Indians and Keralites who live abroad with dignity,” he added.

He also put forward suggestions for rebuilding the infrastructure destroyed in the floods.

KPCC President M M Hassan said with ministers and officials going on foreign tours, the rehabilitation in the flood-hit districts would be affected badly. “It is better for ministers to give up their tour plan,” he said.

Congress leader and former Chief Minister Oommen Chandy also wanted the state government to put off the foreign tour plan and said instead the ministers should take charge of districts and coordinate the rehabilitation efforts. “It is not the time for foreign trips,” he added.

The state cabinet had last week decided to seek financial aid from abroad through non-resident Keralites and from major cities in the country. It also decided to depute a special team comprising a minister and officials to mobilise funds from abroad.

As many as 483 people have lost lives in the state since the onset of the monsoon on May 28 and 14 were still missing.

As many as 483 people have lost lives in the state since the onset of the monsoon on May 28 and 14 were still missing.

Social activist Anna Hazare will sit on a hunger strike here from October 2 over issues like appointment of Lokpal and welfare measures for the agrarian sector, including Rs 5,000 monthly pension for farmers.

According to a statement here on Monday, Hazare also sought implementation of the Swaminathan Commission recommendations to alleviate the plight of farmers, who have been facing a serious economic crisis for the last few years.

The government has not acted on these demands despite repeated requests, it said.

Hazare has also sought that each farmer in the country gets Rs 5,000 pension per month, an aide of the social activist said.

The 80-year-old anti-graft activist will launch the protest at his native village, on the birth anniversary of Mahatma Gandhi.

Hazare sat on a hunger strike in Delhi in March this year raising the demands but had called it off after assurance from the government that necessary steps would be taken in this regard.

He had then warned the government about launching the agitation again within six months if his demands go unattended.

"The demand of appointments of Lokpal and Lokayukta for ensuring speedy justice to people combating corruption and assuring transparency in governance and another demand for implementing the (Swaminathan) Commission report have not been fulfilled despite repeated requests to the government," the statement said.

"As a result, Hazare is firm on launching his protest in Ralegan Siddhi," it said.

After the activist's protest at Delhi's Ramlila Maidan in March, Maharashtra Chief Minister Devendra Fadnavis had acted as an emissary of the Centre and had said that the NDA government had taken "positive decisions" in response to the demands.

The Swaminathan Commission was formed in 2004 to identify and suggest solutions to problems farmers in the country face. It submitted five reports between December 2004 and October 2006, suggesting various steps to improve the agrarian situation.

Hazare, who has been the face of the Lokpal movement, had first gone on a 12-day hunger strike in 2011 over the Lokpal issue.

Congress party on Monday emerged as winners in Karnataka civic polls with 982 seats out of 2662 seats across the state.

According to the state election commission, BJP secured 929 seats while JD(S) won 375 seats in the elections which were held on August 31.

The remaining seats were bagged by the independent candidates and others.

After the BJP came second in the ULB polls, Chief Minister HD Kumaraswamy told reporters that "normally" city voters used to vote for BJP.

"But with the outcome of this result, even the city voters have shown full support for the coalition government led by Congress and JDS," he said.

At the post-victory press conference, Karnataka Congress president Dinesh Gundu Rao said, “The election results are indication that Congress has good connection with the people, and has conveyed a message to the Opposition party (BJP) which had been stating that the Congress has been weakened after forming an alliance with the JD(S)."

A total of 8,340 candidates, including 2,306 from the Congress, 2,203 from the BJP and 1,397 from the JD-S had contested in the urban local body elections. The polls had registered a record turnout of 68 per cent for elections to the 2,709 civic wards spanning 29 city municipalities, 53 town municipalities, 23 town panchayats and 135 wards at Mysuru, Shivamogga and Tumakuru city corporations.

In the 2013 urban local bodies elections held in 4,976 seats, the Congress had won 1,960 seats, while the BJP and the JD-S had won 905 seats each, and Independents had bagged the remaining 1,206 seats.

The August 31 elections were considered a popular test of the coalition government which was formed post-May assembly polls which had yielded a hung verdict and also was indicative of the voters’ mood before the Lok Sabha elections.

The BJP had ended up as the single largest party in the assembly polls but had failed to gather numbers to form the government, which paved the way for the Congress and JD(S) to stitch an alliance and take over the reins of administration.

Speaking on the results, Chief Minister HD Kumaraswamy said that this clearly indicated that people of the state fully support the coalition government and reject BJP's allegations against the government.

A study by a two-member team of the Indian Institute of Technology-Bombay has found the presence of microplastic in several table salt brands in the country.

Microplastics are small pieces of plastic usually measuring less than 5 millimetre in diameter formed by the product's gradual degradation in the environment, especially the sea.

The team from IIT-B's Centre for Environmental Science and Engineering found 626 microplastic particles in the tested samples.

The study stated that 63 per cent of the microplastic particles was in the form of fragments and 37 per cent were fibres.

The study found that 63.76 micrograms (or 0.063 milligrams) of microplastic was found per kilogram of salt tested.

It further revealed that Indians were consuming about 117 micrograms (0.117 milligrams) of microplastic annually if the average person has a daily salt intake of 5 grams.

The study, titled "Contamination of Indian Sea Salts with Microplastics and a Potential Prevention Strategy" was co-authored by Professor Amritanshu Shriwastav and Chandan Krishna Seth of the CESE.

It was published on August 25 in the Environmental Science and Pollution Research, an international peer-reviewed journal.

"India is among three largest producers of salt for domestic consumption as well as industrial purposes. Hence a study was needed and it has now backed the global discourse on rising presence of microplastics in our food chain," said Professor Shriwastav.

"This is a comparatively recent development where scientists have started to find the presence of plastic. This is because there are no checks on how and what is being dumped into the sea," an IIT-B official said.

The official, however, added that there was no study available to link the increased consumption of microplastic to health-related issues.

Professor Shriwastav claimed that around 85 per cent of microplastic, by weight, can be eliminated by employing the simple sand filtration technique.

India has made rapid progress in increasing access to sanitation in schools, the United Nations said in a report, noting that the proportion of schools without any sanitation facility has decreased at a fast pace in the country.

A new joint UN agency study, ‘Drinking Water, Sanitation and Hygiene in Schools: 2018 Global Baseline Report,’ says that good hygiene facilities in schools provide the basis of a healthy learning environment and that girls are more likely to attend when they are on their period.

The annual report is produced by the World Health Organization/UN Children’s Fund Joint Monitoring Programme, or JMP, which has been monitoring global progress on drinking water, sanitation and hygiene (WASH) since 1990.

It looks at the progress made towards reaching the targets of two of the Sustainable Development Goals (SDGs): Goal 6 (Clean water and sanitation), and Goal 4 (Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all).

WASH in schools programmes provide an entry point for the education, awareness-raising and behaviour change required to achieve the SDG6 target of ending open defecation by 2030, the report said.

It said India “has made rapid progress in increasing access to sanitation facilities in schools.”

Between 2000 and 2016, the proportion of schools in India without any sanitation facility decreased even faster than the proportion of the population practising open defecation, it said.

Based on these trends, the JMP estimates that almost all schools in India had some type of sanitation facility in 2016, while 10 years earlier half the schools in India reported having no sanitation facility at all. Between 2000 and 2016, the number of school-age children in India increased from 352 million to 378 million.

The report said that a recent survey in India also collected information on the availability of facilities for menstrual hygiene management. The proportion of schools with bins with lids for the disposal of sanitary materials varies widely across states in India, from 98 per cent in Chandigarh to 36 per cent in Chhattisgarh. Mizoram is the only state where more than 50 per cent of schools have a functional incinerator for the disposal of sanitary waste.

It said the Government of India issued national guidelines on menstrual hygiene management in 2015 but a survey in 2016-2017 showed that only two thirds of schools in India provide menstrual hygiene education with wide variations between states.

The repot further said that millions of children globally are going to school without basic hygiene facilities, and the goal of universal access to basic water, sanitation and hygiene remains “a huge challenge”.

Over 30 per cent of schools worldwide do not provide safe drinking water a third of schools do not provide the most basic of toilet facilities (such as septic tank, pit latrines or composting toilets) and nearly 900 million children go to schools with no handwashing facilities with soap and water.

It said children who pick up good hygiene habits at school can reinforce positive life-long behaviours in their homes and communities, says the report.

Global Chief of Water, Sanitation and Hygiene at UNICEF Kelly Ann Naylor said that if education is the key to helping children escape poverty, access to water and sanitation is key to helping children safely maximize their education. “To neglect this is to be careless with the well-being and health of children,” Naylor said.

Universal access to basic water, sanitation and hygiene in schools is part of the 2030 Agenda for Sustainable Development, but achieving this ambitious target presents a huge challenge. The JMP has designed tools to make it easier to track progress across countries, towards a basic level of drinking water, sanitation and hygiene service.

India made rapid progress in increasing access to sanitation in schools: UN report

The Law Commission has said over Rs 4,500 crore will be needed to buy new EVMs and paper trail machines for “imminent” simultaneous elections to the Lok Sabha and state assemblies. In its draft report on simultaneous polls issued last week, the law panel quoted the Election Commission as saying that around 10,60,000 polling stations will be set up for the 2019 general elections. “It (EC) further informed that as of now there is a shortfall of about 12.9 lakh ballot units, 9.4 lakh control units and about 12.3 lakh VVPATs (voter-verifiable paper audit trail machines or paper trail machines) if simultaneous elections are to be held,” the report read.

According to it, an electronic voting machine (EVM), which includes a control unit (CU), a ballot unit (BU) and a VVPAT, costs about Rs 33,200. “Thus, the EC has informed that an expenditure of about Rs 4,555 crore will be incurred on the procurement of EVMs for an imminent simultaneous election,” the draft report read.

Keeping in mind the average shelf life of 15 years of an EVM, the Law Commission said that at the prevailing rates, Rs 1751.17 crore for the conduct of the second simultaneous elections in 2024 and Rs 2017.93 crore for the third simultaneous elections in 2029 will be required for procuring EVMs.

“Thereafter, Rs 13,981.58 crore will be required for procuring new EVMs for the proposed simultaneous elections in 2034,” it said. The EC said that the expenditure has been calculated on the basis of the prevailing rates. If the Lok Sabha and assembly polls are held together, no extra expenditure will be involved, except for an additional EVM for each polling station and additional election material such as stationary. At larger polling stations, additional polling staff may be required in view of an additional EVM, the draft report said.

The Law Commission has said over Rs 4,500 crore will be needed to buy new EVMs and paper trail machines for "imminent" simultaneous elections to the Lok Sabha and state assemblies.

Necessary disciplinary action against corrupt government employees can be taken along with criminal proceedings, the Central Vigilance Commission (CVC) has said.&nbsp

The Commission while examining some disciplinary cases has noticed that simultaneous action of prosecution and initiation of departmental proceedings are unduly delayed by departments/organisations by keeping them in abeyance on the ground that the matter is under trial in court.

“Such an approach in finalising disciplinary matters is a matter of serious concern and is also not a correct approach,” it said in a recent directive to banks, insurance companies and all other central government organisations.&nbsp

The CVC said that disciplinary authority of an organisation needs to ensure that the simultaneous departmental proceedings are undertaken against employees facing a criminal trial.

Citing a verdict by Supreme Court, the probity watchdog said, “There is no bar in conducting simultaneous criminal and departmental proceedings.” It said a view as to whether simultaneous disciplinary proceedings are to be initiated need to be invariably taken by the competent authorities at the time of considering the request for grant of sanction for prosecution itself.

“The Commission would, therefore, advise all concerned administrative authorities that in cases where it is appropriate to initiate disciplinary proceedings along with criminal prosecution, the disciplinary proceedings must be initiated simultaneously,” the CVC said. The probity watchdog has recommended probe on various high-profile corruption cases involving officials of public sector banks and central government departments among others.

The Confederation of All India Traders (CAIT) has urged Union Finance Minister Arun Jaitley to order “a larger investigation” to assess the possibilities of a spread of diseases by currency notes, observing that various reports have indicated so.

The trader's body in a letter to the finance minister on Sunday noted that various scientific journals have been publishing “alarming facts” about the possibility of the spread of communicable diseases through currency notes “almost every year.”

CAIT also mentioned studies conducted on the matter by the Institute of Genomics and Integrative Biology (IGIB) under Council of Scientific and Industrial Research (CSIR), which found traces of DNA footprints of at least 78 disease-causing micro-organisms on these notes, though not all of them on a single one. Most of them were fungi, but there were also bacteria that can cause dysentery, tuberculosis and ulcers. The study implies that currency notes often act as carriers of micro-organisms and can spread microbial diseases.

CAIT Secretary General Praveen Khandelwal said that although science journals have been publishing these alarming facts almost every year, sadly no cognizance has been taken of this serious public health issue. He said the trading community is the largest user of currency notes and if the reports are valid, the said currency notes are vulnerable to the health of not only the traders but even the consumers as well.

He said that besides the government, the Medical Council of India and Indian Medical Association should come forward to investigate whether and to what extent notes are contaminated.

The Mumbai PMLA court has refused to give more time to fugitive economic offender Vijay Mallya for responding on the Enforcement Directorate's application.

In its hearing in the case on Monday, the PMLA court said that the Court is powerless to give time beyond one week as mandated by Fugitive Offenders law.

The court's judgement had come in response to the request of Vijay Mallya's lawyer.

The lawyer had sought more time to file his reply on the Enforcement Directorate's notice saying that some of the notices have not been received by him although he has shared his Mauritius address.

Responding to Mallya, the Enforcement Directorate has said that as per law, no more time can be given to Vijay Mallya to respond on the application and even the Court is powerless to give time beyond one week as mandated by Fugitive Offenders law.

A special court had earlier fixed September 3 as the date of hearing in the Vijay Mallya fugitive economic offender declaration case.

The same court, on June 30, had issued a notice to Mallya to appear before it on August 27 after the Enforcement Directorate (ED) charged the liquor baron under the new law as it enlarged its money laundering probe against him and others in a Rs 9,000 alleged bank fraud case.

The central probe agency had also sought immediate confiscation of assets worth about Rs 12,500 crore of Mallya as part of this latest action.

The court had earlier issued non-bailable warrants against the businessman in two cases filed by the ED.

Mallya, his now-defunct venture Kingfisher Airlines Limited and others availed loans from various banks and the outstanding amount, including interest, against him, is Rs 9,990.07 crore at present, the officials had said while filing the plea under the new law.
