The Congress was in power when the Mumbai attacks took place but questioned the BJP government’s surgical strikes in Pakistan, Prime Minister Narendra Modi said here on Monday, hitting out at the opposition party on the issues of terrorism and Naxalism.

"Congress calls Naxals revolutionaries, issues the certificates. But have replied to terrorists, Naxals in their own language," said Modi.

The prime minister was addressing an election rally here on the tenth anniversary of the 26/11 terror strike when 10 Pakistani terrorists sneaked into Mumbai, killing 166 people over 60 hours.

In a broadside against former Congress president and UPA chairperson Sonia Gandhi, he said New Delhi was at the time being governed by “madam” through remote control. “I remember the slightest criticism over the attacks used to rile the then ruling party,” Modi told the gathering in this textile city ahead of elections in the state on December 7.

The Congress, he added, taught the lesson of patriotism. But when the Army carried out a surgical strike by crossing over the border, the party questioned it and asked for video proof. “The soldiers have their lives in hands and not a camera,” Modi said.

India, he said, will never forget the 26/11 terror attack or its perpetrators. “Justice will surely be done, I want to assure the country,” he added while expressing solidarity with the families of those who lost their lives.

“A grateful nation bows to our brave police and security forces who valiantly fought the terrorists during the Mumbai attacks,” Modi said.

The prime minister said his government had responded to terrorists and Naxals in their own language.

Claiming that terror strikes had come down under BJP rule, the prime minister said terrorists now find it difficult to go beyond Kashmir.

“On the one hand, there is terrorism and, on the other, Maoism and Naxalism. They are giving guns in the hands of children and killing innocent people but Congress leaders and close aides of ‘naamdaar’ are calling Naxals revolutionaries and giving them certificates,” he said.

Modi has frequently referred to Congress president Rahul Gandhi as “naamdar” (dynast). He also attacked the Congress for its alleged casteist remarks and said issues relating to the people do not bother the party.

“As the elections are approaching, Congress asks for my caste and are curious about my father,” he said. When the Indian prime minister visits America and meets the president, they talk about welfare, Modi said.

“Does the president ask him his caste before any discussion? The prime minister represents the caste of 125 crore people of India,” he said.

Congress calls Naxals revolutionaries, issues them certificates: PM Modi at poll rally in Rajasthan

Madhya Pradesh chief minister Shivraj Singh Chouhan on Sunday launched a scathing attack on Congress party and said that it is the Congress which is responsible for the destruction of Madhya Pradesh and is now furious at him because he developed the state.

Addressing an election campaign rally, Chouhan said, "It is Congress party which is responsible for the destruction of Madhya Pradesh. Congress is now running a campaign that there is anger. I want to ask people if they are angry with me. It is not people but the Congress which is furious at me."

"They are furious because they gave me potholed filled state and I constructed 1.5 lakh kilometres of excellent roads and gave it to the public. Congress is furious because they had made Madhya Pradesh a state of darkness and we provided excellent power supply to the public. They are worried hence making allegations," he added.

Later addressing a public rally at Dewas, he made promises of bearing the higher education expenses of students and providing two-wheelers to the girls achieving good marks, "My government is resolved to bear the higher education expenses of students of the state who score good marks. The daughters of this state who get 75% marks in the 12th standard will be provided with a scooty by the government."

He also invoked his humble background during the rally and said that the Congress is not able to tolerate that the son of a farmer is sitting on the chair of the chief minister for last many years.

Chouhan also addressed another political rally in Ujjain district and said, "Congress since the time of Indira Gandhi has been saying that they will remove poverty but did not do anything in this regard. However I assure you by the year 2022, no poor person will live in a mud house and we will provide affordable housing for all."

Intensifying his poll campaign, Shivraj also addressed different political rallies in Khargone, Agar Malwa and Jaora and asserted that he will continue to work for public welfare and development of the state, without any discrimination.

The state will go to polls to elect legislators for its 230 constituencies on November 28. Results will be declared on December 11. While the Bharatiya Janata Party (BJP) will look to extend its 15-year rule in the state, the Congress is in a bid to regain power in Madhya Pradesh.

Today is a historic day, said Vice President M Venkaiah Naidu as he along with Punjab Chief Minister Amarinder Singh unveiled a foundation stone on Monday for a six-km route leading from Dera Baba Nanak in Punjab to Kartarpur in Pakistan’s Punjab.

Now, instead of taking the long and arduous route through Attari border, people would be able to visit the holy Kartarpur site directly. He expressed happiness that Pakistan had accepted the long-pending demand of India.

Speaking after the foundation stone ceremony for the Kartarpur corridor, which will facilitate easy passage to Sikh pilgrims to the historic Gurdwara Darbar Sahib in Pakistan, he said the corridor is the corridor to the shrine of peace, harmony and humanism, to the universal vision of a world as one family, to the service to humanity, he said.

"We want good relationships with all our neighbours," Naidu said by citing PM Modi's Lahore visit as his desire for peace but, he said, India will never accept terrorism, it will not help those who send terrorists here," he added.

''We can't allow innocents die. We can't allow terrorism. Let this foundation stone ceremony be the beginning,'' Naidu said.

Meanwhile, BJP leader Subramanian Swamy described Kartarpur corridor as a dangerous move and can be misused as there are no proper checks.

Just showing passport not enough, he said and added one can get a passport in Chandni Chowk for Rs 250. People should register six months in advance, and we should not allow people from Pakistan to come here.

The United States Monday announced a USD5 million reward for information leading to the arrest or conviction in any country of any individual who committed, conspired, aided or abetted the 2008 Mumbai attack.

The Trump Administration announced this major reward (of more than Rs 35 crore) on the 10th anniversary of the terror attack in which 10-Pakistan based LeT terrorists went on a shooting rampage in India's financial hub killing 166 people, including six Americans.

The move comes less than a fortnight after Vice President Mike Pence had a meeting with Prime Minister Narendra Modi in Singapore, during which he is believed to have himself raised this issue and rued that even 10 years after the Mumbai terrorist attack its perpetrators have not been brought to justice.

State Department's Rewards for Justice (RFJ) Program Monday said it is offering a reward of up to USD5 million for information leading to the arrest or conviction in any country of any individual who committed, conspired to commit, or aided or abetted the execution of the 2008 Mumbai attack.

From November 26 to 29, 2008, 10 terrorist associated with the LeT carried out a series of coordinated assaults against multiple targets in Mumbai, it said. "The United States is committed to working with our international partners to identify and bring to justice those responsible for the 2008 Mumbai attack," it said.

Today's announcement marks the third RFJ reward offer seeking information on the perpetrators of the Mumbai attack.

In April 2012, the Department of State announced reward offers for information that brings to justice LeT founder Hafiz Mohammad Saeed and Hafiz Abdul Rahman Makki, another senior LeT leader.

In December 2001, the Department of State designated LeT as a Foreign Terrorist Organization. This designation plays a critical role in the fight against terrorism and is an effective means of curtailing support for terrorist activities and pressuring groups to get out of the terrorism business, the State Department said.

In May 2005, the United Nations (UN) 1267 Sanctions Committee added LeT to the Consolidated UN Security Council Sanctions List.

The State Department said that anyone with information on this incident can contact the Rewards for Justice office via the website, e-mail (info@rewardsforjustice.Net), phone (800-877-3927 in North America), or mail (Rewards for Justice, Washington, D.C., 20520-0303, USA).

Individuals may also contact the Regional Security Officer at the nearest U.S. Embassy or consulate. "All information will be kept strictly confidential," it said.
The Rewards for Justice program is administered by the U.S. Department of State's Diplomatic Security Service. Since its inception in 1984, the program has paid in excess of USD150 million to more than 100 people who provided actionable information that helped bring terrorists to justice or prevented acts of international terrorism worldwide.

26/11 attacks: US announces $5 million reward for information on perpetrators

It is in “our best interest” to heed the advice of the Constitution, Chief Justice of India Ranjan Gogoi said on Monday and asserted that not doing so would result in “sharp descent into chaos”.

The Constitution is the voice of the marginalised as well as the prudence of the majority and continues to be a guide in moments of crisis and uncertainty, the CJI said at the inaugural function of Constitution Day Celebrations here.

“It is in our best interest to heed the advice of the constitution. If we do not, our hubris will result in sharp descent into chaos,” he said.
Constitution Day, also known as Samvidhan Divas, is celebrated on November 26 to commemorate the Constitution being adopted.

The Constituent Assembly adopted the Constitution of India on November 26, 1949. It came into effect on January 26, 1950. “The constitution has become an integral part of the lives of the Indian people. This is not an exaggeration, one need only to look at the astounding variety of issues that the courts hear daily,” Gogoi said.

“Our Constitution is the voice of the marginalised as well as the prudence of the majority. Its wisdom continues to guide us in the moment of crisis and uncertainty,” he said.

When the Constitution was brought into force, it was “widely criticised”, the CJI noted. But time has weakened the criticism and it is a matter of great pride that it has been referred to with great vigour in the last several decades, he stated. He said the Constitution is “not a document frozen in time” and today is not an occasion to celebrate but to test constitutional promises.

“Are we Indians existing in conditions of freedom, equality and dignity? These are questions that I ask myself. Undoubtedly, great advances have been made but there is a lot left to be done. Today, we need just not a celebration but also to chalk out a roadmap for the future,” Justice Gogoi said.

Constitution Day: It’s in our best interest to heed advice under Constitution, says CJI Ranjan Gogoi

Monday is usually a busy day as offices and establishments open after the weekend and the increased traffic flow results in Monday morning blues. But in the Kashmir valley, it's a different story.

The Valley is shut today due to a strike called by separatists to protest the recent killings.

The main business centres in the Valley are closed and life has come to a grinding halt. People are mostly staying indoors in the volatile areas where spools of concertina wires are dominating the scene.

The tensions are in the air and hit your face as soon as you leave your residence. Though this is a usual site for the locals, it results in loss to the business and tourism sectors.

Restrictions and shutdown also mean several problems for the common people who face difficulties in buying daily essentials like milk and vegetables.

"Whenever there is a shutdown call given, we get confined to our rooms. Security forces don't let us out and later during clashes, tear gas and pepper gas makes our life miserable," said a local from the Old city of Srinagar over the phone.

Schools and educational institutions have also been closed by the authorities as a precationary measure to avoid students' particiation in the protests - a trend which has gained prominence in the Valley over the last the few years. Men in camouflage with guns and sticks are ready and alert in the downtown area of Srinagar. The area has witnessed frequent protests and stone pelting leading to injuries and death of many.

People in the villages face difficulty in commuting as most of the bus services- which are limited- remain off-road. Emergency services are too hit when the authorities impose a strict curfew to avoid civilian casualties in protest.

Small shops - which are away from the public light - remain open in uptown Srinagar where the effect of the shutdown is partial. Mobile internet has also been suspended in parts of rural areas to stop spread of fake information.

According to the International Council for Research on International Economic Relations, Kashmir's economy lost Rs 4000 crore between 2012 and 2017 due to internet shutdown.

The shutdowns and restrictions have now paralysed life for too long that even separatists are rethinking about this strategy.

Ten years ago on this day, India's financial capital Mumbai faced its worst terror attack after 10 heavily-armed terrorists sailed into the city.

26/11, as these attacks are often referred to, saw 10 Lashkar-e-Taiba terrorists coming to Mumbai from Pakistan via the sea route and carrying out a series of coordinated shooting and bombing attacks across the city.

The ghastly attacks lasted for four days killing 166 people and injuring over 300. After sailing to the city under the cover of darkness, the terrorists targeted major landmarks of Mumbai with first attack taking place at the crowded Chhatrapati Shivaji Terminus (CST) railway station.

Ajmal Amir Kasab and Ismail Khan carried out the attack at this station, killing as many as 58 people and injuring over 100.

Kasab and Khan later entered to attack Cama Hospital, but the same was thwarted with the alertness of the hospital staff. They, however, killed 6 police officials, including city's Anti-Terrorism Squad Hemant Karkare in an ambush after leaving the hospital.

The second site of the attack was Nariman House business and residential complex where a Rabbi, his wife, and six others, including five Israeli citizens, were killed by the terrorists who first held them as hostage.

The two-year-old child of the Rabbi couple, Moshe, survived in the attack. Then 'Baby Moshe' became a face of the innocent victims of ruthless terrorism.

In July 2017, Prime Minister Narendra Modi met Moshe during his visit to Israel. Later, in January 2018 the Israeli Prime Minister Benjamin Netanyahu on also met the survivor of 26/11, Moshe Holtzberg at Nariman House in Mumbai.

The third site to come under attack on 26/11 was the Leopold Cafe followed by Taj Mahal Hotel and Tower. Four terrorists carried out the attack at the famous cafe before entering the iconic Taj hotel, where they killed as many as 31 people after laying a three-day siege at the hotel.

The other site to come under attack during the 26/11 was Oberoi-Trident hotel where another group of two terrorists entered at almost the same time, as other four had entered Taj.

At Oberoi-Trident hotel the siege officially ended on the evening of November 28 with as many as 30 being killed in the horrific attack.

The attack and seize finally culminated on the morning of 29th November 2008, after the National Security Guards (NSG) secured the Taj Mahal Palace Hotel.

By the time commandos of the National Security Guards (NSG) gunned down the last terrorists who had been holed up in south Mumbai's Taj Mahal Palace hotel, over 160 people were killed and hundreds were left injured.

After the attack, it was established that the 10 terrorists had sailed to Mumbai from Pakistan's port city, Karachi. Their voyage to Mumbai involved hijacking a fishing dingy and killing four of the five men crew, leaving one occupant to ferry them to Mumbai coast.

In these gruesome attacks, 9 terrorists were killed and the lone survivor, Ajmal Amir Kasab, was caught and was sentenced to death at Yerwada Central Jail in Pune in 2012.

The Jamaat-ud-Dawah (JuD) was believed to have plotted the 26/11 attacks. Its mastermind, Hafiz Saeed, has however been roaming freely in Pakistan.

New Delhi has, time and again, protested against Islamabad for harbouring Saeed, who is wanted for allegedly plotting the 2008 attack. India's stand on Hafiz has been supported by many International personalities including a former Central Intelligence Agency ( CIA) director and former Afghanistan President.

Former CIA Director David Howell Petraeus in January this year said that there is substantial evidence against Jamaat-ud-Dawah (JuD) chief and UN-designated global terrorist Hafiz Saeed for his role in 26/11 Mumbai terror attack.

A day after in the same month, former Afghanistan President Hamid Karzai also remarked that there is plenty of evidence against Saeed for his role in 26/11 Mumbai terror attack and everyone knows about it.

In May 2018 Former Pakistan Prime Minister Nawaz Sharif also asserted that terrorists sent by Pakistan were responsible for the deadly 26/11 Mumbai terror attacks that claimed over 160 lives.

"Militant organisations are active. Call them non-state actors, should we allow them to cross the border and kill 150 people in Mumbai? Explain it to me. Why can't we complete the trial?"

Nawaz noted in an interview to Pakistan's Dawn newspaper in a reference to the Mumbai attacks-related trials which have stalled in a Rawalpindi anti-terrorism court. Days after Nawaj's not so subtle confessions about Pakistan`s involvement in Mumbai attacks, the United States State Department said that Lashkar-e-Taiba (LeT) founder Hafiz Saeed and 26/11 Mumbai terror attack mastermind is a tremendous concern to Washington.

"We are concerned about the mastermind behind the 2008 Mumbai attacks. And he's a Lashkar-e-Taiba guy who was being held in Pakistan, and he was eventually let out on house arrest, and we have a reward out for," said spokesperson Heather Nauert while responding to Sharif's remark.

Pakistan has so far not completed trial in the 26/11 case. Ties between India and Pakistan have remained tense since the 2008 Mumbai terror attack and nosedived after the Uri terror attack by Pakistan-based terrorists in September 2016, that claimed lives of 19 Indian soldiers.

As India remembers the victims of 26/11 Mumbai terror attacks on its tenth anniversary today, various events will be organised across the nation, especially in Mumbai, to pay tribute to those who lost their lives in the horrific attacks.

The first phase of a memorial dedicated to the victims of the 26/11 terror attack will be inaugurated Monday at the Nariman House in south Mumbai's Colaba area. The attack did rattle the country but failed to touch the spirit of the nation, which in the coming years strengthened all the more.

After combating the attack several policy decisions were taken to strengthen nations anti-terrorism framework.

One of the immediate decisions the then government took after the attacks was to deploy the NSG commandos in few metropolitan cities. Later on, several NSG hubs were set up for faster response to terror attacks.

Asking Islamabad to act on Lashkar e-Taiba, the United States on the 10th anniversary of 26/11 terror attacks has announced a reward of up to $5 million for information leading to the arrest or conviction of any individual who committed, conspired to commit, aided or abetted in the execution of the 2008 Mumbai attack.

US announced the reward under its Rewards for Justice (RFJ) Program.

10 years ago, on 26th November in 2008, Pakistan-based terrorist organisation Lashkar e-Taiba (LeT) carried out a series of coordinated terror attacks against multiple targets in Mumbai. The attack resulted in the deaths of 166 people, including six Americans.

In a release by the state department, US said it is "committed to working with our international partners to identify and bring to justice those responsible for the 2008 Mumbai attack."

Anyone with information can contact the Rewards for Justice office via the website, e-mail (info@rewardsforjustice.net), call on (800-877-3927 in North America), or mail (Rewards for Justice, Washington, D.C., 20520-0303, USA). Individuals can also contact the Regional Security Officer at the nearest US embassy or consulate.

All information under the reward is kept confidential. The Rewards for Justice program is administered by the US Department of State's Diplomatic Security Service. Since its inception in 1984, the program has paid in excess of $150 million to more than 100 people who provided actionable information that helped bring terrorists to justice or prevented acts of international terrorism worldwide.

Meanwhile, remembering the 26/11 attacks and expressing solidarity with India, US secretary of state Mike Pompeo in a statement on Monday said, "On behalf of the Government of the United States of America and all Americans, I express my solidarity with the people of India and the city of Mumbai on the 10th anniversary of the Mumbai terrorist attack. We stand with the families and friends of the victims, whose loved ones were lost in this act of barbarism, including six American citizens. The barbarity of 26/11 shocked the entire world."

US has been asking Pakistan to do more to rein in terror groups. Pompeo nudged Islamabad to do more and said, "We call upon all countries, particularly Pakistan, to uphold their UN Security Council obligations to implement sanctions against the terrorists responsible for this atrocity, including Lashkar e-Taiba and its affiliates."

Washington's announcement marks the third RFJ reward offer seeking information on the perpetrators of the Mumbai attack.

In April 2012, the Department of State announced reward offers for information that brings to justice LeT founder Hafiz Mohammad Saeed and Hafiz Abdul Rahman Makki, another senior LeT leader. For the last 10 years, US has been putting pressure on Pakistan.

In May 2005, the United Nations (UN) 1267 Sanctions Committee added LeT to the Consolidated UN Security Council Sanctions List.

The development comes days after PM Modi met US vice president Mike Pence on the sidelines of 13th East Asia Summit in Singapore and an expected meet between PM Modi and US president Donald Trump on the sidelines of G20 in Argentina.

Earlier last week, US President Donald Trump also lashed out at Pakistan for providing 'safe haven' to 9/11 mastermind Osama Bin Laden. He justified the aid cut to the country saying they do not do anything.

On Saturday, in a response to WION's questions, Pentagon spokesperson Lieutenant Colonel Koné Faulkner said, "We continue to press Pakistan to indiscriminately target all terrorist groups, including the Haqqani Network and LET."

26/11 attacks: US announces $5 million reward for info on perpetrators

The VHP has organised a Dharam Sabha in the town to push for the temple. It says 3 lakh people will attend.

Ayodhya live: If Ram temple matter has to go to court, then say this was another jumla, says Uddhav Thackeray

Over one lakh farmers from across the country plan to assemble in the national capital on November 29 and 30 to participate in a mega march to protest against, what they have termed, the Centre's "failure" to address their issues.

Hannan Mollah, convenor of All India Kisan Sangharsh Coordination Committee (AIKSCC), an umbrella body of 208 farmers' and agricultural workers' organisations, said on November 29, the farmers would start the Kisan Mukti March from different corners of Delhi - Bijwasan, Majnu Ka Tila, Nizamuddin and Anand Vihar - to Ramlila ground.

A cultural programme 'Ek Sham Kisan Ke Naam' dedicated to farmers would be held at the Ramlila ground on the first day of the congregation, where prominent singers and poets would perform.

"On November 30, the farmers will start their march from Ramlila ground to Parliament. At Parliament Street, farmer leaders will speak on agrarian issues and also, leaders of different political parties barring the BJP will address the gathering," said Mollah, who is a senior leader of the CPI-M.

The rally has been organised to protest against the Centre's failure to address farmers' issues, he said, adding the government must come out clean on measures for them.

Atul Anjaan, national secretary of All India Kisan Sabha (AIKS) said all top leaders of opposition parties including Congress chief Rahul Gandhi and chief ministers of Andhra Pradesh, Kerala, West Bengal have been invited for two-day meet.

AIKSCC was formed under the aegis of AIKS and other left-affiliated farmers' bodies in June 2017, after struggles of farmers in different states like Maharashtra and Madhya Pradesh, for debt relief and remunerative prices.

It had formulated two private members bills - The Farmers Freedom from Indebtedness Bill 2018 and Farmers' Right to Guaranteed Remunerative Minimum Support Price for Agricultural Commodities Bill 2018.

"The bills were prepared after a series of discussion on farmers issues during the Kisan Mukti Sansad, which was held in November last year," said Mollah.

He added that CPI-M MP KK Ragesh, who is also the national joint secretary of AIKS, has introduced the bills in Rajya Sabha. Raju Shetty of Swabhimani Shetkari Saghtana presented these in Lok Sabha.

AIKSCC has demanded a special session of Parliament to adopt the two key bills of liberation from farm debt and fair assured prices to farmers and also to discuss the agrarian crisis and its related aspects.

It has also sought President Ram Nath Kovind's intervention on holding the special session.

Anjaan said rural India has been reeling under agrarian distress and for solving it, left parties and left-leaning organisations have been raising "democratic voices" across the country.

"To counter the agrarian distress, the first step of the government should be waiving farmers' loans. A National Debt Relief Commission for farmers has also to be set up," he said.

He added that the government should implement the recommendations of the Swaminathan Commission so as to provide the farming community a "big relief".

100,000 farmers to march on Parliament this week, protest govt's 'failure': Farmers' body

The ruling TRS Saturday slammed the Congress over UPA chairperson Sonia Gandhi and Rahul Gandhi's attack on it for allegedly failing to meet people's aspirations.

Telangana became a reality not because somebody gave it, Telangana Rashtra Samithi MP B Vinod Kumar said.

"When KCR (TRS chief K Chandrasekhar Rao) undertook fast unto death, (then UPA government) announced on December 9, 2009 (about the formation of Telangana). It would have been better had you implemented properly. But, you withdrew due to pressure from Seemandhra and some influential people. Because of that, hundreds of youths committed suicide in the state (in support of Telangana)," he told reporters.

The congress party would realise on December 11 (the day of counting in the coming Assembly polls) what Telangana people are thinking, he said.

TRS leader and minister in the caretaker government T Harish Rao asked why Sonia Gandhi made no mention of industrial incentives that were reportedly promised (at the time of bifurcation of Andhra Pradesh) to Telangana on par with Andhra Pradesh.

Meanwhile, BJP state unit president K Laxman alleged that Sonia Gandhi's visit lacked sincerity towards Telangana.

"Is Congress not responsible for the death of 1400 people (in support of separate Telangana)," he told reporters.

UPA chairperson Sonia Gandhi and Congress president Rahul Gandhi Friday attacked TRS chief and caretaker Chief Minister K Chandrasekhar Rao for running a "family rule" in Telangana and "failing" to respond to the aspirations of people of the state.

Sonia Gandhi, on her maiden visit to Telangana after the formation of the state in June 2014, recalled the problems the Congress party faced due to its decision to bifurcate Andhra Pradesh.

She said despite being aware of adverse political consequences, the Congress went ahead and created Telangana, and paid the price in the elections that followed.

"It (carving out Telangana) was not an easy task. It was no small decision. But former prime minister Manmohan Singh and Rahul Gandhi and the Congress party decided to form Telangana state," she told the rally.

India has decided to fast-track three projects, including construction of two dams, to arrest the unutilised water of its share under the bilateral Indus Waters Treaty with Pakistan, government officials said.

The three projects include the Shahpur Kandi dam project, a second Sutlej-Beas link in Punjab and the Ujh Dam project in Jammu and Kashmir, they said.

"These (three) projects were stuck in red tape and inter-state disputes. But it has been decided to expedite the execution of these projects," one of them added.

Under the Indus Waters Treaty, waters flowing in three of Indus tributaries -- the Sutlej, Beas and Ravi -- have been allotted to India; while the Chenab, Jhelum and Indus waters have been allotted to Pakistan.

Of the total 168 million acre-feet, India's share of water from the three allotted rivers is 33 million acre-feet, which constitutes nearly 20 per cent.

"India uses nearly 93-94 per cent of its share under the Indus Waters Treaty. The rest of the water remains unutilised and goes to Pakistan," an official added.

The Ujh dam is a proposed hydroelectricity and irrigation multipurpose project in the Kathua district of Jammu over the Ravi river with a capacity to generate 196 MW of electricity.

The total water utilisation from this project is 172.8 million cusec metre (mc), but it has the capacity to store 925 mcm of water, the officials said. The estimated cost of the project is Rs 5,950 crore.

The Jammu and Kashmir government has forwarded the Detailed Project Report (DPR) to the Centre for its appraisal, which is expected to be okayed by the Advisory Committee of the Ministry of Water Resources for clearance, they said.

After the Uri attack in Kashmir in September 2016, the government had sought to use the Indus Waters Treaty to put pressure on Pakistan. The measures included effectively using India's share of waters that flow into Pakistan. This also included fast-tracking irrigation and hydropower projects by resolving the inter-state disputes.

The Centre has also asked the Punjab government to prepare a feasibility report of the second Ravi-Beas link that is expected to further help in increasing utilisation of India's share of water under the treaty.

In September, the Punjab and the Jammu and Kashmir governments signed an agreement to resume works on the Rs 2,793-crore Shahpur Kandi project.

Though the work on the project began in 2013, it was halted due to certain issues raised by the J&K.

The Punjab government also submitted a revised cost estimate of Rs 2,793.54 crore and requested the Centre to include the project in the prioritised list of the Pradhan Mantri Krishi Sinchai Yojana (PMKSY)/Accelerated Irrigation Benefit Programme (AIBP) projects.

The project, when implemented, will enable the up-stream Ranjit Sagar Dam project power station to act as a peaking station, besides having its own generation capacity of 206 MW and irrigation benefit of 37,173-hectare to Punjab and J&K.

Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya Sunday disapproved of the Shiv Sena's push for constructing a Ram temple here, saying the party had no role in the temple movement.

Maurya's remarks came a day after Shiv Sena chief Uddhav Thackeray asked the BJP-led NDA government to declare a date for the construction of the Ram temple.

"There is no problem in Uddhav Thackeray catching a glimpse of Ram Lalla... But, had Balasaheb Thackeray been alive, he would have prevented Uddhav from doing whatever he is doing,? Maurya told PTI on the phone.

"The Shiv Sena had no role in the temple movement or even in the Dharam Sabha, though Balasaheb Thackeray would support the Vishwa Hindu Parishad,? he said.
He said Uddhav Thackeray should take the VHP, "which is leading such a large-scale movement, along with his party. There is no point creating a divide".

The deputy chief minister, who was part of the VHP during the Ram temple movement, said, "The devotees of Lord Ram know who can actually make a sacrifice now and who had made a sacrifice earlier."

Maurya also denounced Akhilesh Yadav's statement that the Army must be deployed for the Dharam Sabha, saying the remarks showed the Samajwadi Party chief's frustration.
Referring to the firing on the Kar Sevaks in Ayodhya in 1990, he said, "If Akhilesh Yadav is thinking that a 1990-like situation will prevail, then this will not happen under the government headed by Yogi Adityanath. We will provide adequate security to all and take necessary action."

"This is a Dharam Sabha, and there is no need to deploy the Army, and Akhilesh Yadav must understand this," the UP deputy chief minister said.

Asked about a section of the Muslim community feeling apprehensive about the event, he said, "No one needs to fear (anything). There is peace in Uttar Pradesh. The government has made elaborate security arrangements to ensure that no untoward incident takes place."
Maurya said, "A large section of the Muslim community wants a temple at the Ram Janmabhoomi. However, some political parties that indulge in appeasement politics are trying their best to create hindrances."

"The BJP supports the construction of a grand Ram temple in Ayodhya, and it has assumed the shape of a national movement. For the BJP, Ram temple has never been an election issue, but has been a matter of faith and devotion. There is no point in deriving any electoral mileage from this issue," he added.

The UP's deputy chief minister also made it clear that no mosque, memorial or tomb (maqbara) in the name of Babar will be allowed to come up at Ram Janmabhoomi.

Asked about a date for the construction of Ram temple, Maurya said, "Till the time the matter is pending in the Supreme Court, neither the BJP nor other organizations associated with the temple movement can tell the dates. This is the job of the VHP, the Ram Janmabhoomi Nyas and the seers. The BJP will lend its moral support to this movement."

Prime Minister Narendra Modi said on Sunday that "neither Darbari nor Maharaj, Madhya Pradesh would vote for Shivraj" again. Urging the people to vote for the BJP in the Assembly polls, he said, "Na Darbari, Na Raja, Na Maharaj, Is Baar Fir Se Shivraj."

Addressing an election rally here, Prime Minister Modi said that the Congress misruled Madhya Pradesh for more than 55 years while the Bharatiya Janata Party (BJP) has given good governance to the state in the last 15 years.

"Now you tell me whom you should vote for-Cong`s misrule or the BJP`s good governance," he asked the gathering.

Lauding Chief Minister Shivraj Singh Chouhan for various schemes and policies for the benefit of the people of the state, Prime Minister Modi said, "People of Madhya Pradesh are determined to bring back Shivraj led BJP government in the state."

From the Panchayat to the Parliament, each and every state was once ruled by the Congress party. But today people across the country are rejecting the Congress.

The reason is corruption and their policy of dividing people on the basis of caste," he said.

Further sharpening his attack on Rahul Gandhi led Congress party, PM Modi asserted that the party does not trust the people of the state and therefore has not revealed the name of its chief ministerial candidate.

"Shouldn`t the Congress tell you who their Chief Ministerial candidate is? When they don`t trust you, should you trust them and cast vote for them on November 28," asked Prime Minister Modi.

He also claimed that the Congress party has become a burden on the country while his government both in states and center is working for the welfare of the country.

"We are ensuring affordable and quality healthcare for all, through Jan Aushadhi Kendras. The poor and middle-class people have been immensely benefited by our schemes. Rahul Gandhi talks about Made in Mandsaur, Made in Jabalpur, Made in Indore mobile phones, but he does not know that today India exports mobile phones," he said.

Madhya Pradesh will go to polls to elect legislators for its 230 constituencies on November 28. The results will be declared on December 11.

Na darbari, na maharaj, is baar fir se shivraj: PM Modi

In north-west Rajasthan's Alwar, the BJP would go to the people banking on the developmental works, it claims, its government did in the last five years, amid the Congress' assertion of no growth and progress at all in the area.

The Congress accused the BJP of failing in providing drinking water and roads besides inducing an all out developmental lag in the district, notified as part of the National Capital Region.

The saffron party, however, has countered the Congress' claim citing benefits of the Centre's Ujjwala scheme and state's Bhamashah scheme.

Alwar with its 11 assembly seats, spread across 8,380 sq kms, has a population of 36.74 lakh with females constituting over 17.35 lakh, according to the 2011 census. About 30.17 lakh of them reside in rural areas.

As per the 2013 assembly polls figures, Alwar's eleven assembly segments together had a total of 20,62,966 voters, including 11,08,086 males, 9,54,880 females and 13,572 service voters.

Alwar's total population includes around 9 lakh scheduled castes and scheduled tribes with Mevs of Muslim community having a sizeable presence in constituencies like Tijara and Ramgarh, infamous for mob lynchings by cow vigilantes.

In the 2013 assembly elections, the BJP had won nine out of 11 seats in Alwar but the election figures thrown up after a 2018 Lok Sabha bypolls, necessitated due to the death of Alwar's BJP MP Mahant Chandnath Yogi show that the electoral winds that blew in the favour BJP during the 2013 assembly elections, might have reversed in the favour of the Congress.

The Alwar Lok Sabha seat falling vacant by Yogi's death was grabbed by Karan Singh Yadav of the Congress with a huge margin of over 1.96 lakh votes and he had demonstrated an edge over the BJP in most of the 11 assembly seats within the Alwar Lok Sabha constituency.

Yadav now is contesting the upcoming assembly polls from Alwar, imparting the requisite impetus to the Congress in all assembly segments across Alwar, where it had established a clear lead over the BJP.

"Our only agenda is development, the usual one since beginning. We want to fight the polls on basis of developmental works done in Rajasthan by Prime Minister Narendra Modi and Chief Minister Vasundhara Raje," BJP's Alwar unit chief Sanjay Singh Narooka told PTI.

He said the BJP government has worked for upliftment of the poor, who have been largely benefitted from the healthcare schemes like Bhamashah and government's initiatives on education.

The BJP has provided LPG gas connections to the households and a Rs 1,000 crore worth Amrit scheme was being implemented to resolve the drinking water problem in Alwar, which falls in 'dark zone', he added.

"The Congress only used to talk about working for the poor, but the BJP has positively worked for it," Narooka asserted.

On the issue of civic amenities, he said the focus has been on developing the rural areas with "Gaurav Paths", as well as the urban streets, which had been in bad shape due to improper sewer lines in the city.

The Congress' Alwar unit chief Tikaram Jully, however, sought to enlist a slew of shortcomings in the BJP's governance and developmental works in Alwar district.

He said the previous Congress government in the state had secured the Centre's approval for several projects, including one for the establishment of an ESIC medical college and hospital in Alwar, but the BJP failed to pursue it.

He claimed the medical college plan was cancelled because the BJP could not identify the site for the medical college in five years.

He said the work on a university and 12 paramilitary recruitment and training centres that were brought to Alwar by the previous Congress regime have been going on at a snail's pace for the last five years during the present regime.

Even the height of a mini secretariat which had been proposed to be a five-storey structure has been reduced to a three-storey one by the Raje government, he said.

"These works could have emerged as milestones in the development of Alwar," said Jully, who will be contesting the assembly polls from one of the assembly seats in the Alwar district.

On the national level, he said, the BJP talked of building Ram temple, cleaning the Ganga and making smart cities, but it was the Congress which introduced the schemes like MNREGA, the Food Security Act, Indira Awas Yojna and the Right to Information Act among others.

Additionally, Jully said, former Chief Minister Ashok Gehlot's had distributed laptops to youths under the Digital Education scheme in the state.

"The BJP government has only reduced the number of beneficiaries in various public welfare schemes like the pension schemes and the food security programme.

"Promises of jobs to the youths and doubling the farmers' income have so far remained unfulfilled. They neither waived the farmers' loan nor bought their crops at the enhanced 'minimum support price as promised," he alleged.

Jully said the Congress was now focussing on farmers, youths, middle class and small traders and exuded confidence of adding to the momentum established during its victory in the Alwar Lok Sabha bypoll.

The elections to the 200 assembly seats in Rajasthan would be held on December 7 and its results will be declared on December 11.

In 2013,the BJP had won 8 out of 11 seats in Alwar with a vote share of 41.6 per cent. The Congress had been able to manage victory on a single seat with its vote share being just 26.8 per cent.

Eleven assembly segments of Alwar are Alwar urban, Alwar rural, Tijara, Ramgarh, Behror, Bansur, Kishangarh-Bas, Thanagazi, Kathumar, Mundawar and Rajgarh-Laxmangarh. Two of these assembly seats are reserved
