Brigadier Harbir Singh, who was injured in an operation against Jaish-e-Mohammad terrorists on Monday in Pulwama district of Jammu and Kashmir, had cut short his leave to lead his soldiers from the front, a senior army officer said Tuesday.

"Brigadier Harbir Singh, who is among the injured, was on leave at home. When he realised at midnight that the operation has started, he cut short his leave voluntarily and rejoined," General Officer Commanding of Army's 15 Corps Lt Gen KJS Dhillon told reporters.

Lt Gen Dhillon was briefing reporters about the operation that led to elimination of three Jaish terrorists who were responsible for the suicide car bomb attack on CRPF on February 14 in which 40 security personnel were killed.

"He (Brigadier Singh) came back to Kashmir and went straight to the operational site. He was leading his men from the front. DIG Amit Kumar (who was also injured) again was leading his men from the front and you would see from the injuries to our officers, it shows our commanders were leading the operation from the front and we were able to achieve nil civilian casualties," Lt Gen Dhillon said.

He said the Army officers will continue to lead from the front during operations in future as well.

Major VS Dhoundiyal, three Army soldiers and a policeman were killed in the gun battle at Pinglan in Pulwama district on Monday. Several other personnel including DIG Kumar, Brigadier Singh, a Lt Colonel and a captain were among the injured.

He said all the personnel, who sustained injuries during Monday's operation as well as those injured in the car bomb attack last week, were now stable and undergoing treatment.

Asked about the high number of casualties in the operation, Lt Gen Dhillon said the security forces wanted to avoid any civilian casualties.

"There were two to three main reasons for it. We did not want civilian casualties. As you are aware, other than one civilian casualty, which happened due to terrorist fire in the initial stages itself, not a single civilian has been injured in this operation that lasted 17 hours. That is the risk we took, we took it on our chin," he added.

Lt Gen Dhillon asked people to not go near the encounter sites.

"At the same time, I would like to convey to people to please stay away from the encounter site during the encounter and after the encounter for your own safety. During the encounter crossfire, something can go wrong and after the encounter because of the leftover explosives, it can cause injury or death," he said.

Indian Prime Minister Narendra Modi on Wednesday discussed terror and trade with Saudi Arabia's crown prince who is on a two-day India visit.&nbsp;The complicity of Pakistan in Pulwama attack was also underlined by both sides when Indian PM sat with Saudi Prince at Hyderabad House. Both the leaders condemned the Pulwama terror attack in strongest term and called on states to reject the use of terrorism against other countries.

Speaking at the joint press conference, PM Modi called for countries who support terror to be put under pressure. Recalling the last week's Pulwama terror attack, PM said, "attack shows the inhumane face of this scourge and threat to the world. Need a common action plan against extremism."

This is the second&nbsp;meeting between the Indian Prime minister and Saudi Prince in the last 3 months. The last met on the sidelines of G20 summit in Argentina on 30th November.

The Saudi Arabia's crown Mohammed bin Salman, known famously by his initials MBS arrived in India on Tuesday and was received by Prime Minister Narendra Modi who broke the protocol to receive him. This was his 1st state visit to India as the Crown Prince.

MBS came to India, a day after his 2-day visit to Pakistan. It is interesting to note that the Saudi prince went back to Riyadh after his Pakistan visit, and came back again to New Delhi, a development which many will see de-hyphenation by Saudi Arabia between Pakistan and India and something which New Delhi will prefer in the aftermath of Pulwama terror attack.&nbsp;

India is one of the eight strategic partners of Saudi Arabia with which the West Asian country intends to deepen partnership in areas of political, security, trade and investment and culture. Both countries are finalizing the setting up of ‘Strategic PartnershipCouncil’ at the Ministerial level. Bilateral trade between both the countries stood at US$ 27.48billion in the financial year 2017-18. The Supreme Court on Tuesday said years of apathy by various state governments has resulted in a situation that the subordinate judiciary has to function in a hard-pressed manner with an inadequate number of judges and crumbling infrastructure.

"There have been years of apathy towards judiciary. Suitable conditions are not provided but it is working," a bench headed by Chief Justice Ranjan Gogoi observed.

The top court, which has been monitoring the steps taken for developing the infrastructure in subordinate judiciary and filling up the vacancies of judicial officers and supporting staff, on Tuesday examined the progress made by the states of Karnataka, Kerala, Rajasthan, Sikkim, Telangana, Tripura and Uttarakhand.

The remarks relating to the apathy towards judiciary were made while dealing with the steps taken by the Rajasthan government.

"Have you visited the courts? It is unimaginable under what conditions the judicial work is going on," the bench, also comprising Justices L N Rao and Sanjiv Khanna, said when advocate Gaurav Agrawal was assisting it as an amicus curiae.

In its order relating to Rajasthan, the bench said that the state of infrastructure as indicated is grossly unsatisfactory.

The bench asked the Rajasthan government to apprise it within three months further progress made on the issue of appointment of judicial officers and development of infrastructure of the courts.

While dealing with the issue of Uttarakhand the bench was surprised that the state government was hesitant in supplying information about the utilisation of funds from the Centre.

The bench asked the deputy chief secretary, who was present in the court, to submit the utilisation certificate of the central funds to the competent authority so that additional central funds required for the purpose could be disposed.

The top court took on record the information provided by other states on the issue.

The top court on its own had taken note of over 5,000 vacancies for judicial officers across the country and had directed all the 24 high courts and 36 states and UTs to apprise it of remedial measures.

It is also monitoring the steps taken for developing the infrastructure in subordinate judiciary.

The top court had appointed senior advocates Shyam Divan, K V Vishwanathan, Vijay Hansaria and lawyer Gaurav Agrawal as amicus curiae and asked them to assist it in dealing with the case.

Divan would deal with the vacancies and the processes needed to fill them up in Uttar Pradesh, Maharashtra, West Bengal, Chhattisgarh, Delhi and the Northeast states.

While Vishwanathan would assist the top court in dealing with the vacancies in Gujarat, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka and Kerala, Hansaria would deal with Madhya Pradesh, Madras, Odisha, Patna and Punjab and Haryana.

Agrawal would render assistance to the top court in dealing with the issue of vacancies in states of Rajasthan, Sikkim, Telangana, Andhra Pradesh, Tripura and Uttarakhand.&nbsp;

The Supreme Court on Tuesday said years of apathy by various state governments has resulted in a situation that the subordinate judiciary has to function in a hard-pressed manner with an inadequate number of judges and crumbling infrastructure.

US President Donald Trump on Tuesday described as a "<a href="http://www.wionews.com/india-news/awantipora-crpf-convoy-hit-by-explosives-laden-vehicle-several-jawans-killed-197418">horrible situation</a>" the Pulwama terrorist attack by the Jaish-e-Mohammed group, in which 40 Indian paramilitary personnel were killed, saying he was getting reports on it and would issue a statement.

Separately, State Department Deputy Spokesperson Robert Palladino expressed "strong support" for India and asked Pakistan to "punish anyone responsible" for the February 14 attack.&nbsp;

The suicide attack has led to an&nbsp;escalation of tensions between India and Pakistan and Trump told reporters at the Oval Office that it would be "<a href="http://www.wionews.com/india-news/pulwama-attack-india-blaming-pakistan-without-evidence-says-imran-khan-198266">wonderful</a>" if the two South Asian neighbours get along.

"I have watched. I have got a lot of reports on it. We will have comment (on it) at an appropriate time. It would be wonderful if they (India and Pakistan) get along," Trump said in response to a question.

"That (the terrorist attack) was a horrible situation. We are getting reports. We will have a statement to put out," Trump said.

At a separate news conference, the State Department Deputy Spokesperson said the US has been in close communication with the Indian government "to express not only our condolences but our strong support".

"We urge Pakistan to fully cooperate with the investigation into the attack and to punish anyone responsible," Palladino said. In the aftermath of the Pulwama attack, the US has also been in contact with Pakistan, he said.&nbsp;

Following the terrorist attack, Trump's National Security Advisor, John Bolton, has supported India's right to self-defense.&nbsp;

Secretary of State, Mike Pompeo, Bolton, and the White House Press Secretary Sarah Sanders in separate statements have asked Pakistan to immediately take action against the JeM and its leaders and end support to terrorist safe havens.&nbsp;

Trump says Pulwama attack a 'horrible situation'

Saudi Arabia's Crown Prince <a href="http://www.wionews.com/india-news/saudi-arabias-crown-prince-mohammed-bin-salman-arrives-in-india-on-a-two-day-visit-198375">Mohammed bin Salman arrived in New Delhi</a> on Tuesday, with his business mission under threat of being overshadowed by soaring tensions between India and Pakistan.

The crown prince, who wants to persuade the world's fastest-growing major economy to consume more Saudi oil, was greeted at the airport by Prime Minister Narendra Modi, who gave his traditional bear hug for honoured guests.&nbsp;

The prince arrived from a two-day stay in Pakistan as it clashed with its giant neighbour over responsibility for a suicide attack in Kashmir last Thursday that left at least 40 members of Indian security forces dead.

The attack was claimed by Pakistan-based Islamist group Jaish-e-Mohammed (JeM) and has sparked calls in India for a firm response.

The latest showdown between the nuclear-armed neighbours, which is causing mounting international concern, is expected to figure prominently in Prince Mohammed's talks with Modi on Wednesday.

"Our objective is to try to de-escalate tensions between the two countries, neighbouring countries, and to see if there is a path forward to resolving those differences peacefully," Saudi minister of state Adel al-Jubeir said in Islamabad on Monday.

Pakistan's Prime Minister Imran Khan offered Tuesday to investigate the attack if India provided proof of its involvement -- but said his country would retaliate if attacked.

India rebuffed Khan's comments and called in turn for "credible and visible action" to rein in militants.

Washington threw its weight behind India Tuesday, pressing Pakistan to punish those behind the Kashmir attack.&nbsp;

"We have been in close communication with the government of India to express not only our condolences but our strong support for India as it confronts this terrorism," deputy US State Department spokesman Robert Palladino told reporters.

"We urge Pakistan to fully cooperate with the investigation into the attack and to punish anyone responsible."

Before the attack, the agenda for the crown prince's visit had been dominated by oil and other key investment decisions.

Saudi oil rivalry with Iran&nbsp;
Saudi Arabia currently supplies about 20 per cent of India's crude oil and wants to definitively push aside arch-rival Iran as a source.

Iran at one stage last year overtook Saudi Arabia among India's suppliers but US sanctions since have severely hit the Islamic Republic's oil business. &nbsp;

Modi has also wooed Saudi investment in recent years for flagship infrastructure programmes. &nbsp;

"I think even in the backdrop of this attack, the economic ties -- which are beneficial to both the countries -- will remain the focus of the meetings," Kabir Taneja, an associate fellow with Observer Research Foundation, a New Delhi-based think tank, told AFP.

"India and Saudi Arabia know what they want from each other: India will be looking for leverage on oil pricing while Saudi Arabia, which is trying to diversify its economy, is looking at access to rising India's market," he added.

Taneja said India would aim to use these closer economic ties to push for Saudi Arabia's "unconditional support" regarding Pakistan.

The crown prince is on a three-country Asian tour as the kingdom seeks to recover its reputation after last year's murder of journalist Jamal Khashoggi.&nbsp;

Prince Mohammed was treated to a colourful welcome, including Punjabi drumming, at the airport with Modi before the two leaders sped off in a convoy.&nbsp;

The crown prince and the prime minister will lead bilateral talks Wednesday before they are due to issue a statement and announce agreements.&nbsp;

Prince Mohammed is to leave India late Wednesday and is expected to spend two days in China.

Analysts have said the tour is part of a pivot to rising Asia as a growing oil market and a retort to the West where the crown prince has faced harsh criticism over the Khashoggi affair.

India-Pakistan tensions threaten to derail Saudi crown prince's Delhi trip

In a veiled attack on Pakistan, Prime Minister Narendra Modi has said India was a victim of terrorism “sheltered and supported” from across the border, as he demanded that all nations reject the use of terrorism against others, dismantle the terror infrastructure and stop its financing. In an interview published in Wednesday’s editions of Arabic-language newspaper ‘Okaz’ and the English newspaper ‘Saudi Gazette’, Modi said India strongly condemns extremism and terrorism in all its forms and manifestations. The interview coincided with the maiden state visit of Saudi Crown Prince Mohammed bin Salman to India, days after the Pulwama terror attack carried out by Pakistan-based Jaish-e-Mohammed terror group.

The attack, one of the worst in Jammu and Kashmir, killed 40 CRPF soldiers. “India has been a victim of terrorism sheltered and supported from across the border for over decades, claiming thousands of innocent lives,” the prime minister said, without mentioning Pakistan, a close ally of Saudi Arabia, by name. Modi said the menace of extremism and terrorism threatens all nations and societies, and reject any attempt to link this universal phenomenon to any particular race, religion or culture.

“We also call on all states to reject the use of terrorism against other countries; dismantle terrorism infrastructures and stop its financing,” he said, adding that India strongly condemns extremism and terrorism in all its forms and manifestations, regardless of its motivations whenever, wherever and by whosoever committed. Asked about the possibility of India-Saudi Arabia cooperation in the area of counter-terrorism and in ensuring safety and security of sea-lanes of communications and freedom of navigation, Modi said bilateral cooperation in areas of counter-terrorism, security and defence has intensified over the years.

The two countries have close cooperation on a range of security issues, particularly on maritime security, law enforcement, anti-money laundering, drug trafficking, human trafficking, illegal migration and other transnational organised crimes. To further enhance our bilateral cooperation in the counter-terrorism efforts, the two countries could initiate comprehensive security dialogue mechanism at the level of the National Security Advisors who will interact at regular intervals, the prime minister suggested.

“We also share the vision of peace and security in the Indian Ocean region,” Modi said on the need to ensure safety and security of sea-lanes of communications, safety and freedom of navigation in the shipping lanes and trade routes. Commenting on the Indo-Saudi strategic ties, the prime minister said, “We attach high priority to our friendly relations with the Kingdom of Saudi Arabia.” He said the traditionally close ties are anchored in the shared interests based on centuries-old economic and socio-cultural ties and vibrant people-to-people contacts.

“Our leadership has been working closely with the Saudi leadership towards further deepening our multifaceted ties for the common benefit of our two countries. The political commitment at the leadership level has been reflected by the fact that India has been identified as one of the eight strategic partners by Saudi Arabia,” he said.

Modi noted that the two countries were also progressing towards establishing the India–Saudi Arabia ‘Strategic Partnership Council’ which focuses on consolidating bilateral cooperation in specific areas under the Kingdom’s newly constituted Saudi Centre for International Strategic Partnership (SCISP). “India and Saudi Arabia ties will be a factor for stability, peace and security in our region and the world,” the prime minister said. Highlighting the areas of cooperation Modi said energy security remains a key pillar of strategic partnership. Through the established bilateral mechanism, India and Saudi Arabia have been holding energy consultations for past few years to explore the joint investment opportunities and cooperation between the two countries and also to encourage the Saudi private sector companies to invest in oil and gas sectors in India.

“We welcome the Saudi Aramco’s committed 50 per cent partnership in the USD 44 billion Ratnagiri Refinery project as an enhancing factor to our strategic partnership. We also welcome the interest of the Saudi Basic Industries Corp to invest in India,” he said. “During my visit to Riyadh in 2016, the two countries concluded the Framework Cooperation Agreement between Saudi Arabian General Investment Authority (SAGIA) and Invest India. We welcome greater investment of Saudi Arabia in our infrastructure and other areas including NIIF (National Investment and Infrastructure Fund, India’s first sovereign wealth fund),” Modi said.

India a victim of terrorism ‘sheltered and supported’ from across the border: PM Modi’s veiled attack on Pakistan

The National Investigation Agency (NIA) on Wednesday took over the probe into the February 14 terror attack in Pulwama from the Jammu and Kashmir police, officials said.

The agency has re-registered the case and formed a team to investigate the terror strike in which 40 CRPF personnel were killed, an NIA spokesperson here said.&nbsp;

The state police had registered a case at the Awantipora police station on February 14 after a suicide bomber blew himself up next to a CRPF bus, which was part of a 78-vehicle convoy carrying over 2,500 personnel on their way from Jammu to Srinagar.

The NIA has already gathered explosive material from the blast site in Lethpora in Pulwama district of south Kashmir and has been involved in the questioning of around a dozen people detained by police following the bombing, officials said.

The agency has also met senior police, intelligence and army officers to gather whatever evidence they have, they said.

The NIA will probe the planning and execution of the terror attack, the second such in three decades of militancy in the state. In 2000, a 17-year-old Kashmiri boy had blown himself outside the Srinagar-based army cantonment in the year 2000, killing two Army men.

On Monday, three Jaish terrorists were killed in a 16-hour operation in Pulwama's Pinglan area, 12 km from the spot of the February 14 attack. An Army major and four security personnel also lost their lives.&nbsp;

Police and the Army announced Tuesday that these terrorists were responsible for last Thursday's attack.&nbsp;

News brief: Big stories of the day

Indian Prime Minister Narendra Modi on Wednesday discussed terror and trade ties with Saudi Arabia Crown Prince Mohammed bin Salman who is on a two-day India visit.

Addressing a joint press conference, PM Modi called for countries who support terror to be put under pressure.

Recalling the last week's Pulwama terror attack, PM said, "attack shows the inhumane face of this scourge and threat to the world. To act effectively against terror, both agreed, pressure needs to be put on countries who support terror. &nbsp;Need to destroy the infrastructure of terror, those who support terror. Need a common action plan against extremism."

This is the second meeting between the Indian PM and the Saudi prince in the last three months. They last met on the sidelines of G20 summit in Argentina on November 30.

Speaking about the common concerns on terror and extremism, the Saudi prince said, "We would like every kind of cooperation with India, especially on intelligence sharing. Not only India, but we will also work with countries in the region to act against the scourge to have a better future."

Both countries signed five MoUs on India's National Investment and Infrastructure, tourism, housing, Framework Cooperation Program between Invest India and Saudi Arabian General Investment Authority and public broadcaster of both the countries.&nbsp;

Saudi Arabia has also joined the International solar alliance, becoming the 73rd country to do so. India's E visa programme for Saudi Citizens is also being expanded.&nbsp;

Earlier in the day, he was given a ceremonial reception at the forecourt of Rashtrapati Bhawan. He also lauded role by played by Indians in building the kingdom.

"Since we remember ourselves, Indian people are friends and part of building Saudi Arabia in the past 70 years. A lot of Saudis work and develop a lot of things in India for hundreds of years," Modi said.

PM Modi also lauded the positive role played by the Indian community in the country. The country hosts 2.7 million strong Indian community, one of the largest in west Asia, sending remittance of over US$ 11 billion annually.&nbsp;

Last year, Saudi Arabia increased the Indian Haj quota by 5,000, enabling 1,75,025 Indians to undertake the pilgrimage last year.

Both Riyadh and New Delhi have agreed on a two yearly summit-level meet and establishment of strategic partnership council at ministerial level between both the countries.

Crown prince arrived in India on Tuesday and was received by Prime Minister Narendra Modi.&nbsp;

MBS arrived in India a day after his two-day visit to Pakistan. It is interesting to note that the Saudi prince went back to Riyadh after his Pakistan visit, and came back again to New Delhi, a development which many will see de-hyphenation by Saudi Arabia between Pakistan and India and something which New Delhi will prefer in the aftermath of Pulwama terror attack.&nbsp;

India is one of the eight strategic partners of Saudi Arabia with which the West Asian country intends to deepen partnership in areas of political, security, trade and investment and culture. Bilateral trade between both the countries stood at US$ 27.48billion in the financial year 2017-18. Saudi Arabia is India's fourth largest trading partner with New Delhi getting 17 per cent of its oil imports from the country.&nbsp;

Modi had visited Riyadh in April 2016. Saudi Arabia's King Salman had honoured him then with the "Sash of King Abdulaziz", the highest civilian decoration awarded by the West Asian country.&nbsp;

Salman is Saudi Arabia's second-most important person after the king and his designated successor.&nbsp;

It will be heard by a five-judge Constitution Bench headed by Chief Justice Ranjan Gogoi.

A leopard was spotted at a shopping mall and a hotel in Thane city of Maharashtra on Wednesday morning and later caught by forest officials after over six hours, an official said.

The big cat was initially thought to be a panther but it was later found to be a leopard.

The feline was caught from the basement of the hotel located on Pokhran Road around 11.50 am, a senior forest official said.

The carnivore was first seen at Korum Mall located in Samata Nagar around 5.30 am by some persons who alerted police and forest officials, he said.

The police and forest officials rushed to the mall but after searching the premises for around two to three hours, they concluded that the animal must have escaped from there by jumping off its compound wall, the official said.

The leopard was later spotted at a housing complex and then in the basement of the hotel near the mall, he said.

The forest officials finally managed to tranquilise the feline in the hotel basement before taking it away, he said, adding that the animal would be released in the Sanjay Gandhi National Park after an examination.

Lockheed Martin and Tata Advanced Systems would produce the F-21 in India, for India, it said in a statement.

The US Defence major, which had earlier offered its F-16 fighter to India, said the F-21 addresses the IAF's unique requirements and integrates India into the world's largest fighter aircraft ecosystem.

"The F-21 is different, inside and out," said Dr Vivek Lall, vice president of Strategy and Business Development for Lockheed Martin Aeronautics.

"The new [F-21] designation highlights our commitment to delivering an advanced, scalable fighter aircraft to the Indian Air Force that also provides unrivalled industrial opportunities and accelerates closer India-US cooperation on advanced technologies," he said.

This "unprecedented" Make in India opportunity combines the strength of the world's largest defence contractor with India's premier industrial house to deliver "a historic win-win" for India and the United States, the statement said.

Lockheed Martin is a global security and aerospace company that employs approximately 1,05,000 people worldwide.

It is principally engaged in the research, design, development, manufacture, integration and sustainment of advanced technology systems, products and services.

Our helpline has been helping Kashmiris across the country in wake of Pulwama attack: CRPF

The Indian Army said Tuesday that "anyone who has picked up a gun (in Jammu and Kashmir) will be killed". The statement was made by Kanwal Jeet Singh Dhillon, Corps Commander of the Chinar Corps.&nbsp;

"Our focus is clear on counter-terrorism operations. We are very clear that anyone who enters Kashmir valley will not go back alive," Dhillon said.&nbsp;

Dhillon was holding a press conference a day after the Pinglan encounter in which the authorities said <a href="http://www.wionews.com/india-news/jk-mastermind-of-pulwama-attack-killed-in-encounter-4-soldiers-dead-too-198057">the mastermind of the Pulwama attack had been killed</a>.

Over 40 CRPF personnel lost their lives in the <a href="http://www.wionews.com/india-news/pakistan-seeks-urgent-un-intervention-to-de-escalate-fresh-tensions-with-india-198228">Pulwama attack</a>&nbsp;after a local youth, Adil Ahmad Dar, rammed a car laden with explosives into a bus ferrying CRPF personnel. The bus had been part of a convoy of 78 vehicles transporting 2,500 CRPF personnel from Jammu to Srinagar.&nbsp;

The attack was later claimed by the terror group the Jaish-e-Mohammed.&nbsp;

On Tuesday, Dhillon said that the security forces had "eliminated" the JeM leadership in the valley in less than a 100 hours since the attack.&nbsp;

He added that "there is no doubt that Pakistan Army and ISI is involved. JeM is a child of the Pakistan Army."

Kashmir Inspector General of Police SP Pani, who was also present at the conference, said there had been a "significant dip" in recruitment to the terror ranks in recent months.&nbsp;

"We have not see any recruitment in the last three months. The families are playing a huge role in this. We would like to urge the families and the community in curtailing recruitment," Pani said.&nbsp;
