Security forces in the state of Jammu and Kashmir have suffered 10 casualties in the last seven days while eliminating four terrorists in two districts of Anantnag and Pulwama.

The latest casualty came in Anantnag where security forces gunned down Sajjad Maqbool Bhat and Tawseef Ahmad Bhat, both affiliated with Jaish-e-Mohammed terror outfit. Rifleman Anil Kumar Jaswal also lost his life in the exchange of fire. Two army men were also injured in the gunbattle.

Army's Srinagar-based spokesperson, while confirming the killing of two terrorists, said, "Sajjad was the one who managed the vehicle for Pulwama attack on February 14," adding that Tauseef was his handler.

Jammu and Kashmir Police, while giving details about the slain, said that "as per the material evidence collected during the course of the investigation, it was learned that Maruti Eco vehicle used for carrying out the blast in Lethpora was owned by one Sajad Bhat of Marhama. As the news of Sajad’s involvement spread, he escaped and joined the proscribed terror outfit JeM."

In the morning, two Indian army soldiers succumbed to death at Army's 92 base hospital in Srinagar. They were injured in a Vehicle-Borne Improvised Explosive Device (VBIED) attack on a Hardened ALS vehicle carrying army men in Arihal area of Pulwama district. Although the police said 6 army men were hurt, sources say at least 9 of them suffered injuries.

Sources in the police said that Sajad was also involved in Monday's IED attack in Pulwama.

On the same day, Major Ketan Sharma died fighting terrorists in Anantnag while another Major rank officer and two other jawans suffered injuries, they are undergoing treatment. One foreign terrorist was also eliminated in the encounter.

On June 12, terrorists carried out a suicide attack on security forces deployed at KP road in Anantnag district, killing 5 CRPF personnel and injuring four others including a police Inspector Arshad Khan, who later succumbed to his injuries at AIIMS New Delhi. One foreign terrorist was also shot dead while he was firing at the security forces.

VBIED attacks

Monday's Vehicle-Borne Improvised Explosive Device (VBIED) attack in Pulwama was third of such nature. First, on February 14, a Maruti ECO car was used by a local Jaish terrorist to target security forces convoy which resulted in the killing of over 40 CRPF men. The incident triggered tension in the sub-continent as both India and Pakistan indulged in a dogfight.

After Pulwama, yet another suicide attack was attempted in Banihal area in Ramban district on a CRPF convoy which was moving towards Jammu. According to sources, the attacker, at the final moment, changed his mind and left the car. The vehicle blasted without causing any major damage. Police later arrested the terrorist and his other associates in Kashmir.

Arihal VBIED attack was the third such incident in J&K. This has raised an alarm in the security establishment, who were successful in minimizing collateral damage in the encounters.

Jammu and Kashmir: 4 terrorists, 10 security personnel killed in 7 days

Opposition Tuesday staged a walk-out in both Houses of Maharashtra legislature, alleging that the state's budget for 2019-20 was "leaked" on the Twitter handle of Finance Minister Sudhir Mungantiwar before he presented it in the Assembly.

This was an "insult" of legislators, the opposition members said and demanded an apology from Mungantiwar and Chief Minister Devendra Fadnavis over it.

"We were in power for 15 years, but the budget never got leaked. Now the budget provisions were being put out on the finance minister's Twitter account along with advertisement even before he read out those to us," NCP MLA Ajit Pawar told reporters.

"That means the team handling the minister's Twitter account had the details. This means the budget got leaked to them first. This is an insult of the members. Both Mungantiwar and Fadnavis should apologise," the former state finance minister said.

Congress MLA and former chief minister Prithviraj Chavan seconded Pawar. "In other countries, the finance minister would have resigned had the budget got leaked," he said.

Leader of Opposition in the Council Dhananjay Munde (NCP) said both Mungantiwar and Minister of State for Finance Deepak Kesarkar should resign.

Opposition legislators from both Houses staged a protest against the "leak" on the premises of the legislature complex.

The budget was presented simultaneously by Mungantiwar and Kesarkar in the Assembly and Council, respectively.

When Kesarkar rose to present the budget in the Upper House, Munde waved his mobile phone and read out from it some budget details which he claimed were posted on Mungantiwar's Twitter account.

Following a ruckus over the issue, Council Chairman Ramraje Naik Nimbalkar adjourned the House for 10 minutes.

When the proceedings resumed, revenue minister Chandrakant Patil of the BJP, who is the leader of the House, said he would move a no-confidence motion against Nimbalkar, saying "we have come to the conclusion that the House chairman cannot protect our rights".

Speaking to reporters outside, Ajit Pawar said the opposition expected the government to shower promises in the budget as the state Assembly polls are around the corner.

"But when it comes to implementing the promises, they will cite the election code of conduct," he said.

When the Kesharwanis decided to branch out and expand their family home, they came up with a novel way of dealing with an ancient giant fig tree in their garden - they built the house around it.

Now the thick trunk of the 150-year-old tree is the central feature of their residence, growing through the middle of the building in the city of Jabalpur.

"We are nature lovers and my father insisted that we keep the tree," said Yogesh Kesharwani, whose parent built the house in 1994 with the help of an engineer friend.

"The tree is some 150 years old. We knew it was easy to cut the tree but difficult to grow one like it," he told AFP.

The fig tree, known as peepal in Hindi, is considered sacred by many in India and cutting one down is considered inauspicious.

A day after a Trinamool Congress legislator and 15 councillors of the party in West Bengal joined the BJP, chief minister Mamata Banerjee on Tuesday said she doesn't want thieves in the party.

Furthermore, she also wrote a letter to Parliamentary Affairs Minister Pralhad Joshi and informed him that she will be unable to attend the meeting of Presidents of all political parties, called by the Prime Minister, tomorrow.

"TMC is not a weak party. I don't care if 15-20 councillors leave the party after accepting cash. If party MLAs want to leave they can. We don't want thieves in our party. If one person leaves I will prepare 500 more," said Mamata.

Last month, three MLAs from West Bengal, including Trinamool Congress-turned-BJP leader Mukul Roy's son Subhrangshu Roy, along with more than 50 councillors had joined the Saffron party.

In Lok Sabha polls 2019, BJP inflicted a massive blow to the ruling TMC by winning 18 of the 42 parliamentary constituencies, in contrast with the figure of 2 seats in the 2014 general elections.

Cyclone Vayu has weakened and crossed Gujarat's Kutch district on Tuesday morning, causing rainfall at some places in the state, a MeT official said.

Rains are likely to continue till Wednesday in Kutch, Saurashtra and north Gujarat regions because of its impact, she said.

"Cyclone Vayu converted into a low-pressure area when it crossed over Kutch in the morning. This will cause rainfall in the region," said Manorama Mohanty, scientist at the India Meteorological Department's (IMD) Ahmedabad centre.

"Warning for ports has been lowered, but the advisory for fishermen will continue till Wednesday morning. The low-pressure system is going to further weaken," she said.

The low-pressure system will cause strong winds over northeast Arabian Sea and adjoining Saurashtra and Kutch regions with a speed of 30-40 kmph gusting to 50 kmph till Tuesday evening, the IMD said in a release. Public grief gave way to outrage here Tuesday when angry people raised slogans as Bihar Chief Minister Nitish Kumar held a meeting with officials to take stock of the Acute Encephalitis Syndrome outbreak, which has claimed the lives of over 100 children.

The death toll has climbed to 107 with both the SKMCH hospital and the privately owned Kejriwal hospital reporting one casualty during the night, the district administration said.

Kumar, who had been away in New Delhi since Saturday, returned to the state capital Monday evening and held an emergency review meeting on the AES situation with officials.

After the meeting the government swung into action, declaring it would bear the expense for treatment of those found with the syndrome even if it took place at private hospitals.

Instructions were also issued for equipping primary health centres with necessary facilities so that children with symptoms of AES in remote areas could be provided with medical attention closer home since, in several cases, the time involved in travelling to the district headquarters and seeking admission to hospitals had led to worsening of the condition of patients.

On Tuesday morning, Kumar rushed to the SKMCH hospital in Muzaffarpur, where more than 300 children have been admitted with complaints of AES since June 1. Close to 90 of them have died.

The chief minister, who was flanked by his deputy Sushil Kumar Modi and cabinet colleague and local MLA Suresh Sharma, went to the ICU inside the hospital to take stock of the situation before holding an impromptu review meeting with hospital authorities and other health department officials.

In the meantime, hordes of people gathered outside the hospital and started shouting slogans like "Nitish Kumar go back", angry over the chief minister choosing to visit the city only after the number of casualties had crossed the three-digit mark.

Speaking to journalists, they pointed out to a water tanker.

"This is today's development. Things are being spruced up so that it makes a favourable impression on the chief minister. Had the CM visited earlier, it would have made the concerned people pull up their socks and many lives could have been saved," one of them said.

A team of Union health department officials visited the district over the weekend and clarified that AES was an umbrella of symptoms, unlike Japanese Encephalitis which was a viral infection.

The symptoms include high fever, convulsions and extremely low level of sugar in the blood. Among the factors said to trigger the syndrome are malnutrition.

Moreover, the litchi grown in Muzaffarpur is said to contain a toxin which can cause a drop in blood sugar levels if consumed by a malnourished child.

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation or BIMSTEC is a priority for the Modi government in its second term. This was underlined by the presence of BIMSTEC leaders at the swearing-in ceremony of Prime Minister Narendra Modi last month.

Stressing the need for focussing on the Bay of Bengal region, Senior Fellow with the Observer Research Foundation (ORF) Joyeeta Bhattacharjee said, "BIMSTEC provides an opportunity for the countries in the Bay of Bengal region to work for peace and prosperity of the region."

Bhattacharjee will take part in the panel discussion on WION World Order, our new platform for a dialogue on foreign policy and politics. The panel will discuss creating shared value and consolidating economic integration of BIMSTEC countries.

Founded in 1997, BIMSTEC currently represents over 1.5 billion people and having a combined gross domestic product of US $2.7 trillion.

WION World Order, the monthly event, will look at various groupings like ASEAN, G-20, SCO, and the impact they have created over the years. The focus will, of course, be on India's position in these groups and how much they have been able to create shared prosperity.

Given the geo-strategic importance of the South Asian region and relationships amongst the countries in the region, the event will showcase India's commitment and push for strong relations with member countries of the group.
