She said that elections in any democracy can never be a problem "nor elections should be weighed from the point of view of expenditure and extravagance".

'One nation, one election' is not an issue before the country, she said. "Elections through ballot papers are actually the national issue and our party will continue its struggle for it."

The BSP president said it was a new drama of the BJP to divert attention from the concerns over "attempts to hijack" democracy through alleged irregularities in the working of electronic voting machine (EVMs).

"Even the idea of one nation, one election for the world's biggest democracy like India, prima facie, appears to be undemocratic and unconstitutional," she said in a party release issued here, asking the BJP to desist from works and mentality that harm constitution and democracy.

Mayawati said she would have attended the all-party meeting called by the prime minister if it was to address a "national concern" over EVMs. She described the idea of simultaneous Lok Sabha and assembly polls as a ploy to divert attention from issues like poverty.

Mayawati's comments come on the day an all-party meeting has been convened by Modi to discuss several issues, including the idea of "one nation, one election", the celebration of 150 years of Mahatma Gandhi's birth anniversary this year and 75 years of Independence in 2022.

The BSP chief alleged that the people's faith in the electronic voting machines (EVMs) had dwindled to a "worrisome level".

"The stubbornness of conducting elections through electronic voting machines instead of the ballot paper is the real threat to the democracy and Constitution of the country.

"The 'one nation, one election' is, in fact, an attempt to divert the attention from burning national issues such as poverty, inflation, unemployment and increase in violence, and is simply an illusion."

The "one nation, one election", a part of the Bharatiya Janata Party's Lok Sabha election manifesto, has made the Opposition wary of the prospects.

In August last year, the Law Commission had recommended holding simultaneous elections to the Lok Sabha and state assemblies to save public money.

In its draft recommendations, the commission had said simultaneous polls, with an exception of Jammu and Kashmir, would help the government of the day focus on "developmental activities rather than electioneering".

It, however, cautioned that holding simultaneous elections was not possible within the existing framework of the Constitution.

After Modi addressed a NITI Aayog meeting last week, an official release said, "The Prime Minister called for widespread debate and consultations on simultaneous elections for Lok Sabha and Vidhan Sabhas, keeping in view various aspects such as the resulting financial savings and consequent better utilisation of resources."

The Niti Aayog had last year suggested synchronised two-phase Lok Sabha and Assembly polls from 2024 to ensure minimum campaign-mode disruption to governance.

Karnataka chief minister H D Kumaraswamy once again became emotional at a public event on Tuesday. He said he goes through pain every day but can't reveal the reason behind the same.

"I promise I will fulfil your expectations. I can't express the pain I am going through every day. I want to express it with you, but cannot. But I need to solve the pain of people of the state. I have the responsibility of running the government smoothly," he said at an event in Channapatna in Karnataka.

This was not the first time when Kumaraswamy had an emotional outburst at a public event.

In May 2018, Kumaraswamy said that he was at mercy of the Congress because JD(S) did not get an absolute majority. A month later in July, the chief minister burst into tears at a public rally stating that he was not happy being in the top post and was swallowing the pain like ‘Vishakantha’ (Lord Shiva), who drank poison.

However, senior Congress leader and former Karnataka chief minister refuted the reports of any rift between JD(S) and Congress. "There is absolutely no threat to the government in Karnataka, there is no problem. They (BJP) are trying desperately but they will not succeed," he said.

Monsoon has progressed more slowly than usual after hitting Kerala nearly a week late. Monsoon rains have been 44 per cent lower-than-average so far in June, delaying the sowing of summer-sown crops and raising concerns that parts of the country could face a worsening drought.

This shortfall could have a major impact on consumer demand, the overall economy and financial markets.

The India Meteorological Department (IMD) has forecast average rainfall in 2019, while the country's only private forecaster Skymet has predicted below-normal rainfall.

What are the monsoon types?

A normal, or average, monsoon means rainfall between 96 per cent and 104 per cent of a 50-year average of 89 cm in total during the four-month monsoon season from June to September, according to the IMD's classification.

Rainfall below 90 per cent of the average is classified as deficient, the same as a drought. In 2018, India received 9 per cent lower rainfall than normal, although in some regions the deficit was as high as 37 per cent.

Rainfall above 110 per cent of the average would mean an excessive monsoon, which could cause flooding and reduce the yields of certain crops.

Watch: Monsoon delayed, heatwave persists as temperature hover around 50°C

The monsoon season starts with rains on the southern Kerala coast around June 1, and usually covers the country by the middle of July.

What is the progress this year?

The monsoon arrived in Kerala on June 8 versus the usual June 1. However, Cyclone Vayu developed in the Arabian Sea and that drew moisture from the monsoon and weakened its progress. The monsoon typically covers half of India by mid-June but this year has covered just a quarter of the country.

Does the delay mean lower rainfall?

There are instances when the monsoon delivered average or above average rainfall even after arriving late or progressing slowly.

In 2016, the monsoon landed in Kerala on June 8 but covered the entire country by July 13 and delivered average rainfall. Other times, rainfall deficits in June were fully offset by a week of raining in July.

The monsoon delivers about 70 per cent of India's annual rainfall and determines the yield of rice, wheat, sugarcane and oilseeds, such as soybeans. Farming makes up about 15 per cent of India's $2.5 trillion economy but employs more than half of its 1.3 billion people.

Rising farm output from a decent monsoon boosts demand for consumer goods in rural regions.

A stronger economic outlook tends to lift the stock prices of companies focused on selling products in rural areas.

India is self-sufficient in rice and wheat, but a drought would increases imports of pulses and edible oils, such as palm oil, soyoil and sunflower oil. Monsoon rains replenish reservoirs and groundwater, allowing better irrigation and more hydropower output. Higher rainfall can trim demand for subsidised diesel, which is used to pump wells for irrigation.

Why is the monsoon key for Prime Minister Narendra Modi?

PM Modi has promised to double farmers' income over five years and promised to boost the economy. Makers of consumer products are reporting poor rural demand. Depleting reservoirs have forced cities including Chennai, Mumbai and Hyderabad to cut water supplies.

How does the monsoon affect prices and RBI policy?

Food makes up nearly half of India's consumer price index, which the Reserve Bank of India monitors when deciding on monetary policy, including interest rates. Bumper farm output would keep food prices under control.

The government has paid farmers during past droughts, straining the fiscal deficit. A good monsoon will limit that kind of government spending. A drought would raise vegetable and pulse prices, requiring increased spending on welfare schemes.

How reliable are monsoon forecasts?

The IMD issues its first forecast typically in mid-April.

On average, its forecast has been accurate only once every five years over the past two decades, even after taking into account an error band of plus or minus 5 percentage points.

The IMD's 2017 forecast was the most accurate since 2008. In 2018, it forecast 97 per cent rainfall but India received only 91 per cent. Even during normal monsoon years, some parts of India face drought while others flood.

In 2018, Kerala had it worst flooding in about 100 years even as the western state of Maharashtra had a drought. The IMD releases its second monsoon forecast in the last week of May or first week of June with an update in the middle of the monsoon season.

In India, all eyes on a monsoon that is critical for the economy

Amidst the ongoing severe water crisis in parts of the state, Tamil Nadu government Tuesday said it was largely dependent on groundwater to meet the requirements till the onset of northeast monsoon in October.

Chief Minister K Palaniswami said drought and deficient monsoon had resulted in depletion of groundwater levels, but claimed the issue was not as big as was being made out, especially in the media.

Speaking to reporters in Chennai after reviewing the progress of work on the Jayalalithaa memorial, he urged the media not to create an "illusion" of water scarcity based on a few reports.

"The (northeast) monsoon will arrive only by October-November. Till then we have to meet the requirements only from groundwater sources," he said.

The northeast monsoon brings the bulk of rainfall for Tamil Nadu, especially Chennai, which is facing a very severe water shortage.

Krishna water from Kandaleru in neighbouring Andhra Pradesh was also not being realised in its full capacity, the Chief Minister said, responding to reporters' queries on the water situation.

The Supreme Court Tuesday deferred the hearing on a plea seeking protection of doctors in government hospitals, saying since doctors have called off their strike in West Bengal and other states, there is no urgency to hear the matter.

A bench of Justices Deepak Gupta and Surya Kant said it will not issue notice (to the Centre) but is keeping the larger issue of protection of doctors open.

"We agreed to hear the plea today as there was a strike by doctors and medical fraternity in West Bengal and other states. The strike has been called off and there appears no urgency to hear the petition. List (the matter) before an appropriate bench," it said.

Meanwhile, the Indian Medical Association also filed an impleadment application seeking the court's intervention into the plea already filed, saying protection needs to be provided to doctors across the country.

The bench said it needs to take a holistic view in providing security to doctors.

"We can't protect doctors at the cost of other citizens. We have to look at the larger picture. We are not against the protection given to doctors," the bench said.
