The chief secretary was briefing media persons after a meeting chaired by Chief Minister Nitish Kumar on two issues of deaths from suspected cases of Acute Encephalitis Syndrome (AES) and people dying due to blistering heatwave and loo.

He said all markets, especially in south Bihar districts, where heatwave has claimed 76 lives so far in the past three days, will be closed between 11 am to 5 pm.

The chief secretary, however, did not specify the names of the south Bihar districts where markets will remain closed.

All construction activities will be shut from 10 in the morning till the evening, Kumar said, adding that work can be done prior to 10 am and in the evening and thereafter.

Chief Minister Nitish Kumar had on Sunday announced Rs four lakh ex gratia to the next of kin of those killed.

Major cities in the state, including Patna, Gaya and Bhagalpur, have been witnessing the heatwave for the past couple of days.

As per the Patna Meteorological Centre, Patna, Gaya and Bhagalpur witnessed heatwave on Monday. It forecast heatwave conditions for Patna and Bhagalpur on Tuesday, while Gaya is likely to witness cloudy skies.

Patna and Gaya, which have been reeling under heatwave and loo for the past three days, recorded a high of 42.4 degrees Celsius each on Monday, the weather office said, adding that Bhagalpur and Purnea registered 41.6 and 36.0 degrees Celsius.

Patna and Bhagalpur recorded six notches above their normal maximum temperature, while Gaya recorded five notches above the normal, it said.

A heatwave is declared when the maximum temperature is recorded at 4.5 degrees or more above the normal for two consecutive days, a Met official said.

Nine Army personnel and two civilians were injured when militants triggered an improvised explosive device (IED) fitted in a vehicle near an Army patrol in the militancy-hit Pulwama district of south Kashmir Monday, officials said.

They said the multi-vehicle patrol of the 44 Rashtriya Rifles was moving on Arihal-Pulwama road when the IED was detonated by the militants, injuring the personnel travelling in a bullet-and-mine-proof Casper vehicle.

The Army personnel immediately swung into action and fired in air to dominate the situation and ward off any surprise attack, the officials said.

The injured have been admitted to a hospital and all of them were reported to be in stable condition, the officials said.

Srinagar-based defence spokesman Col Rajesh Kalia said it was a "failed attempt" to attack the patrol and except for a "few minor injuries, all troops are safe".

"A failed attempt was made to attack a mobile vehicle patrol of 44 RR with a vehicle-based IED while the Army patrol was moving in the general area Arihal in district Pulwama today evening," he said in a statement here.

"Troops are all safe, (except a) few minor injuries," the defence spokesman said, adding the damage was minimised due to the alertness of the patrol team.&nbsp;

The area has been cordoned off and a search operation is in progress, he said.

The site of the blast is 27 kms from the area where a convoy of vehicles carrying security personnel on the Jammu-Srinagar National Highway was attacked by a suicide bomber on February 14 in which 40 CRPF personnel were killed.&nbsp;

Union minister Harsh Vardhan Monday issued directions for immediately sending another high-level team to Bihar's Muzaffarpur to set up a state-of-the-art multi-disciplinary research centre in the wake of <a href="https://www.wionews.com/india-news/amid-rising-encephalitis-deaths-nitish-kumar-calls-internal-meeting-with-health-department-seniors-227986">deaths of 103 children due to suspected encephalitis</a>.

The health minister reviewed the situation at a high-level meeting which was attended by senior officers of the Health Ministry, Indian Council of Medical Research&nbsp;(ICMR) and AIIMS.&nbsp;

Vardhan on Sunday visited the families of the children suffering from suspected acute encephalitis syndrome (AES) in Bihar where doctors' strike has paralysed medical and health services.

Vardhan, his deputy Ashwini Kumar Choubey and Bihar Health Minister Mangal Pandey visited the SKMCH.

"The Union health minister has directed for another high-level multi-disciplinary team to be sent to Bihar immediately. The team will undertake the necessary groundwork for setting up a state-of-the-art multi-disciplinary research centre at Muzaffarpur," the ministry said in a statement.

"To establish the cause of the disease, there is an urgent need for an inter-disciplinary, high-quality research team. The research team shall work with the children suffering from AES/JE looking at various aspects including periodicity, cycle of disease, environmental factors and metrological data, besides other factors," Vardhan stated.

The interdisciplinary team consists of experts from ICMR, Delhi, NIMHANS, Bangalore, National Institute of Malaria Research and National Institute of Nutrition, Hyderabad, National Institute of Virology (NIV), Pune, National Institute of Epidemiology (NIE) Chennai and AIIMS, Delhi.&nbsp;

The members include Dr Jhuma Sankar, Associate Professor in the Department of Pediatrics at AIIMS, Dr V Ravi, Senior Professor of NeuroVirology at NIMHANS and Dr Abhinav Sinha, Scientist in National Institute of Malaria Research.

Vardhan also said five virological labs will be set up in different districts in the state. The districts can be decided in consultation with the state government and can be funded through the National Health Mission (NHM), he said.

In one of the decisions taken during his visit, Vardhan instructed to set up a 100-bed paediatric ICU at SKMCH. Also, in the adjoining districts, 10-bed paediatric ICUs will be set up with support from the Centre, so that such cases can be given better and exclusive treatment and there is no unnecessary load on the facilities available at SKMCH, the statement said.&nbsp;

Emphasising on the need for early detection and treatment of hypoglycemia cases, Vardhan said a dedicated team of doctors should be placed in endemic PHCs with required facilities at least for three to four months before and during the onset of disease.

They may be incentivised under NHM appropriately, he said.&nbsp;

As for the present, the PHCs and CHCs concerned should take prompt corrective measures for hypoglycaemia at the facility itself to utilise the golden hour, he added.

Vardhan also said the Ministry of Earth Science will be requested to upgrade its IMD observatory facility for improved monitoring of climate-related parameters such as temperature humidity, rainfall, heat waves, etc. And share it with the state government and the NCDC for better preparedness and management of AES.&nbsp;

The National Human Rights Commission (NHRC) Monday issued notices to the Union Health Ministry and the Bihar government.&nbsp;

It sought a detailed report from them, including on the status of implementation of the National Programme for Prevention and Control of Japanese Encephalitis Virus/Acute Encephalitis Syndrome (NPPCJA) and other steps taken to deal with the painful situation, the NHRC said in a statement.

"The commission would also like to know about the status of the treatment being provided to the children, who are currently hospitalised, and the relief or rehabilitation provided by the state to the aggrieved families," it said.

The commission has observed that in spite of reported measures taken by government agencies, deaths of children in such a large number indicate towards a "possible flaw" in proper implementation of the vaccination and awareness programmes.&nbsp;

India had carried out one of its best evacuation operations from a war-like zone in 2006, when it brought back home around 2,300 people, including some from Sri Lanka and Nepal, who were caught in the Israel-Lebanon conflict, says a new book.

In Challenges of Governance: An Insider's View, former Cabinet Secretary B K Chaturvedi recalls his experiences as a top bureaucrat on issues of governance, coalition politics and handling emergencies, like the evacuation of Indian citizens from the simmering war zone 13 years ago.

It was a rescue operation designed to provide support to those persons, mostly Indian citizens, who were caught in the war-like zone of Lebanon-Israel, he says, noting that 12,000 Indians were living in Lebanon at the time.

Chaturvedi, who was overseeing the developments from New Delhi, recalls that tension was escalating in the region and travelling by road was becoming increasingly dangerous so the government opted for sea route to bring them to a port in Cyprus from where Air India planes would fly them to Delhi.

The Israelis started bombarding Lebanese positions, and there was a naval blockade of the Lebanese coast. With escalating tensions, the Indian embassy in Lebanon evacuated families of its staffers, as it was becoming a dangerous conflict zone and lives were in danger.

This evacuation was done via neighbouring Syria. The families travelled by road to Syria and then from its capital, Damascus, undertook an onward journey to India. But this was worrisome, for there were about 12,000 Indians living in Lebanon then, and many were scared for their lives. There were also a large number of residents from other South Asian countries, the US and Europe who wanted to be evacuated, he says.

On July 18, 2006, while discussing the situation with the foreign secretary and the chief of naval staff he said they were informed that several Indian ships were in the Mediterranean Sea region for naval exercises, and that they were returning and could be used for the Lebanon evacuation.

There were, however, several risks, for which we had to be adequately prepared. The decision had to be taken immediately, as our ships would be entering the Suez Canal any time, and once they did, their return would be time-consuming. Traffic was only one-way and the movement was strictly controlled by Egyptian port authorities. The width of the canal was small and did not permit any U-turns.

"Our ships were going to be involved in a humanitarian exercise and we were worried they might get caught in the crossfire between Israel and Lebanon, Chaturvedi adds.

Indian ships heard a lot of messages and communication chatter which made it clear that Israel was going to put a blockade on the Lebanese port, while several people who were to be evacuated lost their papers in disturbed conditions and had to be given temporary documents, he recalls.

Coordination was required with Cyprus authorities. Our High Commissioner in Cyprus and ambassador for Lebanon needed to be in close touch with the local authorities and the government of Israel. We needed an understanding so that the exchange of fire between Hezbollah and Israel could be temporarily stopped when the evacuation process was going on,&nbsp;
Chaturvedi says in the book, brought out by Rupa Publications.

We worked out a plan so that those wishing to be evacuated could be helped by the Indian embassy and moved to Beirut. Ships of the Indian Navy were then to be used to evacuate them to Larnaca, the neighbouring port of Cyprus. Air India was then expected to bring them back to Delhi, he says, adding the prime minister was also briefed.

Further, the Indian authorities needed to negotiate several issues despite previous formal communications to ensure the transit was smooth and seamless.

This required constant liaison with the local authorities. This was important, as many of the people being evacuated from Lebanon did not have complete travel documents.

Immigration and security issues had to be sorted out. The problem was compounded as coordination with the Lebanese port authority was required and getting to them was a problem. Considering that more than 2,000 people were coming to board the ships, extensive arrangements were required for the journey, he says.

Chaturvedi recalls Air India did not operate from Cyprus then and special permission was sought for allotting parking bays to the a number of flights of the national career, while the Indian Ambassador to Cyprus Neelam Sabharwal was in touch with local authorities to enable a quick issue of visas to the Air India crew.

Also, since getting visas for so many people travelling via Cyprus was not acceptable to their government under the European Union (EU) system, a novel system of transit slips was evolved. This would enable a transfer of passengers straight from the naval ships to the Air India aircraft.&nbsp;

Our preparations paid off and the evacuation process went smoothly, and was well appreciated by both the NRIs and neighbouring Sri Lanka and Nepal, whose citizens were also brought home by the Air India flights.&nbsp;

Nearly 2,300 individuals were evacuated. It indicated the effectiveness of our system in emergencies, he says.

Sabharwal, later recalled to me, ''India's evacuation operation via Cyprus was considered as best coordinated and most efficient by the government of Cyprus, foreign correspondents, diplomats and international organizations. In fact, it was described as a role model for the EU and other nations to emulate'', he writes.

Nadda, 58, was given the responsibility of Uttar Pradesh ahead of the Lok Sabha polls in which the BJP bagged 62 out of the 80 seats in the politically-critical state.&nbsp;

A three-time MLA, Nadda represents Himachal Pradesh in Rajya Sabha and enjoys the confidence of the party's top brass. He was the health minister in the Modi government in the previous term.

The decision to appoint Nadda came days after the BJP at a meeting of its national office bearers decided to carry out a membership drive to increase its members by 20 per cent followed by the party's organisational polls.

The party will start the drive from July 6, birth anniversary of its founder Syama Prasad Mookerjee.

The Indian Medical Association (IMA) on Monday began&nbsp;its strike&nbsp;with the withdrawal of non-essential health services across the country in the wake of the <a href="https://www.wionews.com/india-news/protesting-doctors-say-cm-mamata-banerjee-free-to-choose-venue-but-meeting-should-be-held-in-open-227627">recent assault on doctors in West Bengal</a>.

The announcement of the strike by IMA&nbsp;came a day after Union Health Minister Harsh Vardhan asked states to consider enacting specific legislation for protecting doctors and medical professionals from any form of violence.

The apex medical body, IMA, however, demanded a comprehensive central law in dealing with violence on doctors and healthcare staff, and in hospitals.&nbsp;

Security measures and the determinants leading to violence should also be addressed, it said in a statement.&nbsp;

Exemplary punishment for perpetrators of violence should be a component of the central law and suitable amendments should be brought in the Indian Penal Code (IPC) and Code of Criminal Procedure (CrPC), the IMA said.

The IMA said all non-essential services, including outdoor patient department (OPD) services, will be withdrawn for 24 hours from 6am on Monday to 6am Tuesday.&nbsp;

Emergency and casualty services will continue to function, it said.

The medical body had launched a four-day nationwide protest from Friday and wrote to Union Home Minister Amit Shah demanding enactment of a central law to check violence against healthcare workers.&nbsp;

It had also called for a countrywide strike on June 17 with withdrawal of non-essential health services.&nbsp;

On Saturday, Vardhan, along with a letter to all chief ministers, also attached a copy of the Draft Act provided by the IMA --the Protection of Medical Service Persons and Medical Service Institutions (Prevention of Violence and Damage or Loss of Property) Act, 2017.

In its statement, the IMA said effective implementation of the central law has to be ensured by incorporating suitable clauses.&nbsp;

Nineteen states have already passed legislations in this regard and in 2016, an inter-ministerial committee's recommendations document was signed by the IMA with the central government, the medical body said.

Hospitals should be declared as "safe zones". Structured safety measures, including three-layer security, CCTV cameras and restriction of entry of visitors should be well defined and enforced uniformly across the country in all sectors, it said.

"Healthcare violence has its origin in high expectations, lack of infrastructure and inadequate human resources. Issues of medical profession involving doctor-patient relationship, effective communication regarding the nature of illness and professional counselling play a part as well. The IMA expects the government of India to provide for each of these components," according to the statement.

The situation in West Bengal is still grave and fear of violence is present in all medical colleges and major hospitals, the IMA claimed.&nbsp;

The violence following the attack on resident doctor Paribaha Mukherjee in West Bengal has been allowed to deteriorate into a major law and order situation, the medical body alleged.

"The crisis should be resolved to the satisfaction of the residents and the medical professionals of West Bengal. IMA proclaims solidarity with the resident doctors of West Bengal and appeals to the government of West Bengal to address and resolve the issue on war footing," the statement said.

Representatives from the IMA and Delhi Medical Association (DMA) had also called on Vardhan on Saturday.

Stressing further on the need for avoiding such incidents in future, Vardhan had said law enforcement should prevail so that doctors and clinical establishments discharge their duties and professional pursuit without fear of any violence.

"Strict action against any person who assaults them, must be ensured by the law enforcement agencies," he had emphasised.

Vardhan cited a letter dated July 7, 2017 sent by the Union Health Ministry to all chief secretaries of states which contains the decision taken by an Inter-Ministerial Committee constituted by the ministry to review the issues raised by IMA.

The committee, in its report, had recommended that the Health Ministry shall suggest to all state governments which do not have specific legislation to protect doctors and health professionals to consider one to strictly enforce the provisions of special legislation wherever they exist or enforce the IPC and CrPC provisions with vigour.

The draft of The Protection of Medical Service Persons and Medical Service Institutions (Prevention of Violence and Damage or Loss of Property) Act, 2017, circulated to the states, includes clauses on penalty and recovery in case of loss/damage to property.

Doctors at the Centre-run Lady Hardinge Medical College and Hospital, and RML Hospital, and Delhi government's healthcare facilities such as GTB Hospital, Dr Baba Saheb Ambedkar Hospital, Sanjay Gandhi Memorial Hospital and DDU Hospital, boycotted work and held protests on Saturday.

However, emergency and ICU services were not hampered in these hospitals.

Resident doctors of AIIMS and Safdarjung Hospital, who resumed work after having boycotted it on Friday, Saturday have a 48-hour ultimatum to West Bengal Chief Minister Mamata Banerjee to meet the demands of the state's agitating doctors, failing which they said they would go on an indefinite strike.

They attended patients wearing helmets and bandages on forehead as a sign of protest.

The first session of the 17th Lok Sabha will commence from Monday during which the passage of the Union Budget and key legislations such as triple talaq will be on top of the agenda for the government.

Prime Minister <a href="https://www.wionews.com/india-news/keep-political-differences-aside-for-smooth-functioning-of-parliament-pm-modi-227639">Narendra Modi, chairing an all-party meeting</a> on the eve of the first session, invited heads of all parties to a meeting on June 19 who have an MP either in the Lower House or the Rajya Sabha to discuss the "one nation, one election" issue.

The meeting will also discuss the issue of celebrations of 75 years of India's Independence in 2022 and 150 years of Mahatma Gandhi's birth anniversary this year, Parliamentary Affairs Minister Pralhad Joshi said.

Modi also invited all MPs from both houses of Parliament for a dinner on June 20 where they will interact freely and exchange views.
"Both these are initiatives are aimed to build 'esprit de corps' among members of all parties in Parliament," Joshi said.&nbsp;

Noting that there are many new faces in this Lok Sabha, Modi said the first session of the Lower House of Parliament should begin with "fresh zeal and new thinking".

At the all-party meeting, the Congress raised with the government issues of unemployment, farmers distress, drought, and press freedom, while also calling for early conduct of assembly polls in Jammu and Kashmir.

The opposition parties demanded a discussion on all such issues in Parliament, with the Congress asserting that it is still a "fight of ideologies".

The prime minister, Defence Minister Rajnath Singh, Leader of Opposition in the Rajya Sabha Ghulam Nabi Azad, Congress lawmakers Adhir Ranjan Choudhary, K Suresh, National Conference leader Farooq Abdullah and TMC leader Derek O'Brien were present at the meeting.

The BJP also held its parliamentary party meet here Sunday, with Modi assuring the leaders that his government will be at the forefront of facilitating legislation that manifests the spirit of "sabka saath, sabka vikas, sabka vishwas".

A day before the first session, a meeting of the NDA was also held here.

The Lok Sabha will have 30 sittings and the Rajya Sabha 27 sittings between June 17 to July 26.&nbsp;

The Modi government had promulgated ten ordinances in its first term after the opposition used its majority in the Rajya Sabha to block the bills in the previous session.

It had promulgated some ordinances again, including the triple talaq bill, amendment bills on Jammu and Kashmir reservation, Aadhaar laws, companies act and the Indian Medical Council Act.

Among the bills that will be introduced in this session, the one on triple talaq can be contentious for the government and the opposition.

The first two days of the session will be used for administering oath of office to all Lok Sabha MPs by Protem Speaker Virender Kumar.

The speaker will be elected on June 19 and the next day the president will address a joint sitting of both Houses.

The budget will be introduced on July 5.

Addressing the media after the all-party meeting, Joshi said the prime minister urged leaders of all parties to "introspect whether members of Parliament are able to fulfil people's aspirations as their representatives and the manner in which last two years of the 16th Lok Sabha were wasted".

Willing to join investigation, will travel to India as soon as I'm medically fit: Mehul Choksi

The BJP on Monday claimed 95 per cent of the farm loan beneficiaries in Madhya Pradesh have got benefits of up to mere Rs 15,000 and not to the tune of Rs 2 lakh as claimed by the ruling Congress.

The main opposition party said not a single farmer has got loan waiver benefit of Rs 2 lakh as announced under the scheme by the Congress government, which assumed office in December last year.

Addressing a press conference here, BJP leader Narottam Mishra said, "95 per cent farmers covered under the farm loan waiver scheme have got benefits of only up to Rs 15,000.

"Not a single farmer in the state has got the benefit of Rs 2 lakh as announced by the Congress.

"Congress president Rahul Gandhi had announced that he would change the CM if he failed to implement the loan waiver scheme within 10 days of coming to power.

"Now, the states Congress government itself has accepted in advertisements published in newspapers that the second phase of the loan waiver scheme is being launched now," he said.

The state government has failed to implement this scheme even after six months. Now, Rahul should change the chief minister for failing to waive loans within 10 days (as promised earlier), said Mishra, a former minister.

Chief Minister Kamal Nath completed six months in office on Monday. In run up to the November Assembly polls, Gandhi had announced to write-off individual agriculture loans of up to Rs 2 lakh within 10 days of his party assuming power.

In early May, Nath had said crop loans of over 21 lakh farmers have been cleared so far by his government.

Mishra also accused the Nath government of not submitting the complete list of farmers to the Centre for providing them financial assistance of Rs 6,000 per annum under the Kisan Nidhi Yojana.

There are 80 lakh registered farmers in Madhya Pradesh, but the state government has provided the list of only 43,000 farmers to the Centre for providing assistance under the Kisan Nidhi Yojana.

"The state government is anti-farmer and creating hindrances in path of extending benefits to cultivators, the BJP leader said.

He said the Congress government has "failed" on every front, including ensuring power supply, curbing crime against women, maintaining law and order and implementing loan waiver, in the last six months.

Instead, the Nath administration is blaming the opposition for the state's problems, he said.

"They are blaming the opposition for power cuts, crime and other issues. They are in the government, who is stopping them from taking action? Mishra asked.

To a question on the stability of the Nath government, being supported by the MLAs of the SP, the BSP and some independent lawmakers, the BJP leader said it will fall on its own.&nbsp;

To a question on the stability of the Nath government, being supported by the MLAs of the SP, the BSP and some independent lawmakers, the BJP leader said it will fall on its own.

BJP MP from Muzaffarpur Ajay Nishad on Monday said that the number of doctors required to handle the patients suffering from <a href="https://www.wionews.com/india-news/amid-rising-encephalitis-deaths-nitish-kumar-calls-internal-meeting-with-health-department-seniors-227986">Acute Encephalitis Syndrome (AES)</a> was not enough.

Nishad said, "I am very sad with the death toll due to AES. This number should have been zero if doctors were available in more numbers and would have worked at a greater pace. Despite, both the Union and the state governments working to check the spread of the disease, the death toll reached so high which is very sad and shocking as well."

He said, "Most of the affected children belong to poor families because they are exposed to hot and humid conditions which are responsible for the disease."

"There have been deaths due to AES in the past but this year death toll reached very high," he added.

The BJP MP also gave the data regarding the number of deaths in Bihar due to AES in the last 8 years. He said, "In 2010, 59 patients were admitted in hospitals due to AES and 24 had died. In 2011, 121 people were admitted and 45 died. In 2012, 336 were admitted and 120 died. In 2013, 124 were admitted and 39 died, in 2014, 342 were admitted and 86 died, in 2015, 75 admitted and 11 died, in 2016, 30 admitted and 4 died, in 2017, 9 admitted and 4 died and in 2018, 35 admitted and 11 died."
