As many as 17 opposition members have written to Rajya Sabha Chairman M Venkaiah Naidu raising serious concerns over how the Central government is "hurriedly" passing legislation without any scrutiny by the Standing or Select Committees of Parliament.

In the letter dated July 25, the lawmakers have said that it is a fundamental departure from the established practice and healthy traditions of enacting legislations.

"In the 14th Lok Sabha, 60 per cent of Bills were sent for scrutiny to the parliamentary committees. In the 15th Lok Sabha, 71 per cent of Bills were sent for scrutiny. In the 16th Lok Sabha, only 26 per cent of Bills were sent for scrutiny. Now, in the 17th Lok Sabha, 14 Bills have already been passed in the first session. But, none of these Bills has been referred to a Standing Committee or Select Committee for a legislative scrutiny," the members wrote.

They have underlined that public consultation is a long-established practice where parliamentary committees scrutinise Bills, deliberate, engage and work towards improving the content and quality of the legislation.

The MPs recalled that the first session of the 13th, 14th, 15th and 16th Lok Sabha had about 10 sittings each.

"In that time, only a handful of Bills, that had undergone parliamentary scrutiny, were passed," they said.

"The first Session of the 17th Lok Sabha has had 30 sittings. In this period, a dubious record has been set up: 14 Bills have been passed and none has been scrutinised by any Parliamentary Committee. Further, 11 more Bills have been listed for introduction, consideration and passing," the letter read.

Recalling an incident, the MPs wrote, "The Protection of Human Rights (Amendment) Bill, 2019 was laid on the table of Rajya Sabha at 5.01 pm on Friday, July 19. It was then listed for discussion in the house for the next working day, i.e., July 22. Members were not given sufficient time to file notices of amendments to the Bill."

"Later, on the morning of July 22, the members were verbally informed at the Business Advisory Committee (BAC) meeting that the notice to amendments to the Protection of Human Rights (Amendment) Bill can be filed till 12 noon. This is a violation of Rule 95 of the 'Rules of Procedure and Conduct of Business in the Council of States' which entitles the members to have at least one day's (working) time to file amendment notices," they added.

The members said that once the Bill was taken up for consideration and passing, the Deputy Chairman of Rajya Sabha Harivansh invoked Rule 266.

"Rule 266 is clear. It may be invoked in case of 'matters not specifically provided for' in the Rules of Procedure and Conduct of Business. In this case, however, Rule 95 is explicit in its provisions," they said.

The members have demanded that short duration discussions should be held under Rule 176 in the Upper House, underlining that it allows them to raise matters of urgent public importance.

"There is a long-standing convention to have one short duration discussion each week. In the four weeks of the Budget session, only two short-duration discussions have been allowed," they said.

The members further urged Naidu to ensure that the voice of the opposition is not "smothered" in the Rajya Sabha.

"While we understand our responsibility and the need to enact legislation, any attempt by the government to undermine the privileges of members, the rules and established conventions will diminish the role of the council of states as envisaged by our founding fathers," the MPs stated.

Ghulam Nabi Azad and Anand Sharma (Congress), Derek O`Brien (TMC), Ram Gopal Yadav (SP), Majeed Memon (NCP), Manoj Jha (RJD), Vaiko (MDMK), and Sanjay Singh (AAP) are among the 17 MPs, who wrote the letter to the Rajya Sabha Chairman.

I appeal to all to speak in one voice- You cannot misbehave with a woman and get away with it by just dramatising it," she said.

"Let us not reduce this to a problem of just women. This is a blot on all legislators including men. This is not a House where men come in and 'Kisi aurat ki aankhon mein jhanka jaye'," she added.

Defence Minister Nirmala Sitharaman also condemned the remarks. "It is very encouraging to see everyone stand up and speak in once voice condemning what happened yesterday. We look towards you (LS Speaker) for exemplary action against him," she said.

TMC MP Mimi Chakraborty said that all women want Speaker to take action against Azam Khan.

"Nobody can stand in the Parliament and tell a woman "look into my eyes and talk." Speaker sir, all women here are expecting something big from you on this," she said.

Lok Sabha Speaker Om Birla said he will call a meeting of leaders of all parties and then take a decision on this issue.

Meanwhile, Samajwadi Party (SP) leader Akhilesh Yadav defended his remarks. "I don't think any unparliamentary words were used yesterday. It was the BJP MPs who have used unparliamentary words and if they are willing to take their words back, I am ready to take my words back too if I have used any," said Akhilesh.

On Thursday, Azam Khan stoked controversy in the Lok Sabha with his objectionable remarks against BJP member Rama Devi, who was presiding over the House. He later tried to downplay the remarks, saying she was like a sister to him.

Azam Khan did not apologise and said he will resign if he had said anything unparliamentary. He also staged a walkout along with his party chief Akhilesh Yadav.

A division bench comprising Chief Justice Ranjan Gogoi and Justice Aniruddha Bose sought reponse from the Home Ministry and states including Uttar Pradesh, Andhra Pradesh, Jharkhand, Gujarat and Jammu and Kashmir while hearing a plea filed by Anti Corruption Council of India Trust (ACCIT).

ACCIT sought a direction to the states to comply with the apex court's directions in true letter and spirit as incidents of mob lynching were taking place.

In its verdict of July 17 last year, the Supreme Court had said that "horrendous acts of mobocracy" cannot be allowed to overrun the law of the land and issued a slew of guidelines to deal with mob lynching and cow vigilantism.

The court had ordered the appointment of nodal police officers in all districts, efficient patrolling in areas where there was a possibility of such incidents, and the completion of trial in these cases within six months.

The Ministry of External Affairs (MEA) on Friday said that as per "standard practice," it had received satellite data related to floods in different regions of the country from eight nations including US, Russia, and China, due to its membership of the International Charter Space and Major Disasters.

The non-binding charter has been set up under the UN-SPIDER, which is a platform that facilitates the use of space-based technologies for disaster management and emergency response.

"The National Remote Sensing Center (NRSC) represents ISRO as a member of the International Charter Space and Major Disasters. The charter has been set up under the UN-SPIDER. By combining Earth observation assets from different space agencies, the charter allows resources and expertise to be coordinated for rapid response to major disaster situations," said Raveesh Kumar, MEA`s Spokesperson.

"Whenever there is a natural disaster, NRSC, and member space agencies of other 32 countries which are a part of the charter can activate the charter and then the charter seeks the information pertaining to the disaster-hit area available with all the 33 member space agencies," he added.

"This is the standard practice. Due to the heavy floods in India, the charter was activated on July 17 by NRSC. Under the charter, so far data has been received from eight countries, including USGS, CNES, ESA, ROSCOSMOS, Chinese National Space Agency (CNSA) and 3 others.ISRO has also provided information to other space agencies in response to similar requests," Kumar lastly said.

The Chinese Ambassador to India, Sun Weidong, had earlier said that China had provided India with satellite data related to the floods, which has seen widespread damage in regions like Assam, Manipur, Bihar, etc.

While infrastructural damage has been reported, scores of people have also lost their lives due to the floods. Several animals, including the vulnerable rhinoceros at Kaziranga National Park, have also died in the calamity.

Rescue operations are currently underway in the affected regions.

The Supreme Court on Friday refused to entertain public interest litigations (PILs) pertaining to the treatment of children suffering from Acute Encephalitis Syndrome (AES) in Bihar's Muzaffarpur and asked the petitioners to approach the Patna High Court.

"Encephalitis has broken out. Was this done intentionally by someone? What can we do? These are not matters we can hear," a bench of Chief Justice Ranjan Gogoi and Justice Deepak Gupta said.

The advocates for the petition argued that 57 per cent posts of doctors were vacant in Bihar, to which the court said, "the health ministry is looking into this".

"What do you want? That we open it up and try to fill up posts of doctors? We are trying to fill up posts of judges and you see where we have got with that. There's a shortage of doctors, there's a shortage of judges, MPs, water and sunlight. What all do we look at?" the bench asked.

The petition, filed by Advocates Manohar Pratap and Sanpreet Singh Ajmani, sought direction to the Centre and Bihar to constitute a fact-finding committee to determine the role of persons or entities' negligence in the treatment of children.

The petitioners had also asked Bihar government to grant compensation of Rs 10 lakh to the surviving members of the families of those who died due to the negligence of the state machinery.

Chief Minister Nitish Kumar had announced a compensation of Rs 4 lakh each to the families of those who died of AES.

Encephalitis is a viral disease that causes mild flu-like symptoms such as high fever, convulsions, and headache.

According to official data, as many as 176 children had lost their lives due to AES in the state.

The India Meteorological Department (IMD) on Thursday said heavy rainfall is likely to lash Punjab, Haryana, Chandigarh, Delhi and West Uttar Pradesh today.

The weather forecasting agency said isolated places over Konkan, Goa, West Madhya Pradesh, Himachal Pradesh, Uttarakhand, East Rajasthan and Gangetic West Bengal are also expected to witness incessant rains later in the day.

In Uttar Pradesh, the IMD said rain/thundershowers and lightning are very likely to occur in the next three hours at isolated places over Jhansi, Jalaun, Rampur, Bareilly, Raebareli, Pratapgarh, Moradabad districts and adjoining areas.

Intense spells of rain are very likely to occur in Mumbai, Thane, Raigad, Palghar, Ratnagiri and Nashik in the next four hours, the forecaster observed.

Northeastern states such as Assam, Meghalaya, Nagaland, Mizoram and Tripura are also likely to witness heavy spells of rain until July 27.

"By July 29, the Monsoon Trough will once again start shifting to North that would lead to the revival of Monsoon activities over Assam, Meghalaya and Arunachal Pradesh. Hence, we can say that the northeastern states will continue to witness good rain and thundershowers for the rest of July," said Skymet, a private weather forecasting agency.

Strong winds of speed hovering around 40-50 kmph are likely to prevail over southwest and the west-central Arabian Sea. Rough to very rough sea conditions are very likely to prevail along and off south Tamil Nadu coast, it added.

Fishermen have been advised not to venture into seas in these areas for the next few days.

On May 2, 1999, a man called Tashi Namgyal, a local shepherd living in a small village called Gharkon near mountainous Batalik town of Kargil spotted six men breaking stones and clearing the snow when he was looking for his list Yak. This was unusual for Tashi as he saw no footprints leading to the spot and it was clear that they had come from the other side. The men wore Pathani dress and army uniforms, few of them carried weapons too.

Tashi was the first to report the infiltration in Kargil to the army and it was after his information that a team was sent to scan the area. What the group of 20-25 Indian army men found was surprising...men with arms and ammunition getting ready. On his information, the Indian army moved quickly and minimised the possible damage.

He is upset with the successive governments for failing to recognise his work. He is old now and no longer goes with his cattle. There is no mobile network in his village which is almost 70 kilometres away from Kargil city.

WION's Ieshan Wani travelled to meet him at his village located near a mountain ridge. Here's an excerpt from the interview.

WION: What did you see on that day? How old were you then?

Tashi: I was 30-years-old. I had lost my Yak and was looking for him in the mountains near Garkhun stream. I was carrying my binoculars with me and started scanning the area. While looking for my yak, I saw six people on top. The snow was everywhere and they were removing snow and looking for stones. I halted there for around 10 minutes and rushed back to my village. Army men from three Punjab used to be stationed here. First, I narrated the entire thing to a guard commander by the name Balbindar Singh, this was on May 2, 1999. He replied that the army patrolling party had just come from that area. I insisted them to investigate the matter as this was unusual.

Around 8 in the evening, Balbindar came to my house and asked me to stay home the next morning, as a commanding officer was coming to meet me. After an hour, he came back, asking me to be ready at 5 in the morning, as an army vehicle will come to pick me up.

At 5, I was taken to the Batalik sector where an officer asked me what I saw? I told him again that I saw six people breaking the stones and removing the snow. On this, he replied, we keep getting such reports but if this is true, we will gift you and if the information is wrong, we will see you.

Then they sent 20 to 25 army men with me. I took them to the place where I saw the six men. On spotting them they went through the other area for the ambush. But there Pakistani army and militants were everywhere and ready. Just after eight days of my report, the war started. For three months continuously, the fighting was going on in this area.

WION: You are also a witness to this war. What did you do during that period?

Tashi: I took my kids towards Khalsi village and from this village, artillery was being fired like rain. Many army units came here with a lot of weaponry. For three months, local people helped the army in bringing the weapons. We even took the weapons to high mountains after shifting our families to safety. People volunteered and helped the army. We would just hear blasts for three months.

WION: What has changed in this village?

Tashi: We don't even have a mobile tower, what change will I talk about?

WION: How did you feel after giving your report which proved important for the country?

Tashi: I never got any civil award. My report was 100 per cent accurate. No one even enquires about me. I saved the entire Ladakh through my report. God knows what would've happened, had I not told the army. Modi is a good man, I hope he reads this report and gives me much deserved recognition. No one speaks about me, not even the local ministers. I still wait for the day when I get an award. Even my kids feel sorry for me.

WION: You are the hero of the Kargil war. Has your life changed?

Tashi: A little has but I am illiterate and I feel that's the reason why I couldn't reach anywhere in my life. India is my country, I was born here and will always stand for it. Pakistan was badly defeated and I'm sure there are many dead bodies of Pakistani soldiers in the mountains. They came like rats.

WION: What's your message to the current government?

Tashi: I just want to tell them that my work should be recognised. I am waiting for the day.

On May 2, 1999, a man called Tashi Namgyal, a local shepherd living in a small village called Gharkon near mountainous Batalik town of Kargil spotted six men breaking stones and clearing the snow when he was looking for his list Yak.

Sri Lanka has granted approval to issue an on-arrival visa to tourists from countries, including India and China, aiming to revive its flagging tourism sector after the deadly Easter bombings.

On July 10, the Sri Lankan government planned to revive the visa on arrival and free visa programme for 39 countries with effect from August 1. But the programme then, however, excluded Sri Lanka's top source markets, namely India and China, according to Colombopage.

The countries included, Austria, Belgium, Bulgaria, Cambodia, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovak Republic, Slovenia, Spain, Sweden, United Kingdom, United States of America, Japan, Australia, South Korea, Canada, Singapore, New Zealand, Malaysia, Thailand and Switzerland.

But on Wednesday, Sri Lanka's Tourism Ministry approved the pilot project to issue a free visa on arrival to 10 additional countries, including Denmark, Sweden, Norway, Finland, Iceland, Philippines, Russia, China, India and England.

The visas-on-arrival pilot programme was part of a larger initiative to increase tourist arrivals to the country during the six month off-season period from May to October.

However, the initiative remained suspended indefinitely following the Easter Sunday attacks that rattled several high-end hotels and churches across the country on April 21.

The Triple Talaq Bill was cleared from the Lok Sabha on Thursday with 303 votes in favour and 82 against the bill.

The Bill will now be tabled in Rajya Sabha, where the opposition is numerically higher than the ruling side.

The Muslim Women (Protection of Rights on Marriage) Bill, 2019, seeks to replace an ordinance by the government in February and to make instant Triple Talaq a penal offence.

It was passed in the Lok Sabha on December 27 last year with 245 votes in favour and 11 against the bill. However, it was lapsed after the dissolution of previous Lok Sabha.

The opposition parties had demanded the bill for further examining by a Select Committee of Parliament. The Centre, however, rejected the demand.

The bill was passed following a heated debate by the opposition.

Congress, TMC and JD(U) also walked out of parliament after the bill was passed.

BJP ally Janata Dal (United) opposed the bill saying it will create distrust among a particular community.

"We do not support this bill as our party believes that if this bill is passed, it will create distrust among a particular community." party member Rajiv Ranjan Singh said during the debate on the Triple Talaq Bill.

"Nobody wants to see a husband and wife getting separated but if such a situation occurs, a couple takes the decision after due consent and trust. You cannot take decisions on their behalf by imposing such a law." Singh added.

He said instead of imposing such a law, the government should spread awareness among that particular community. The government should think of some other solution.

The Triple Talaq Bill was taken up for consideration and passage in the Lok Sabha after Law Minister Ravi Shankar Prasad urged the House to pass it unanimously as it was a matter of "justice, respect and dignity of women" and not of politics and religion.

Prasad said that twenty Muslim countries had laws to regulate instant triple talaq and why should a secular country like India not have it.

Less rainfall in East Vidarbha region has made it difficult for paddy farmers as they do not have much water to irrigate their crops.

Speaking to ANI, Popesh Shankar, a paddy farmer, said that he has sown crop during few rainy days in the beginning but later the area did not witness rain.

"We have sown paddy during the first few showers of rain of the season but there hasn't been rain after that. The government is not doing much to help farmers. Won't hesitate to say it has brought farmers to the brink of death," he said.

"I have sown paddy in 11 acres and spent Rs 80,000. Now, there is no rain and crop will be damaged," added Ram Prasad, another farmer.

Another farmer claimed that the water crisis in the region was triggered by the construction of a dam.

"The paddy crop in East Vidarbha does not depend on rainwater much but on dam water. But, the problem started after another dam was constructed," he said.

The India Meteorological Department (IMD) has said light spells of rain are expected in the region over the next three days.
